Come swim at Boardman Pool & Recreation Center! With four lap lanes, a wading pool, slide, vortex pool and a heated therapy pool there is something for everyone. The temperature of the main pool is kept at 84 degrees, perfect to swim laps or play with the kids. The therapy pool is heated to 91 degrees which is ideal relaxing and water therapy. Water Aerobics class is offered in the mornings on Mondays and Wednesdays from 10am -11am and in the evenings on Tuesdays and Thursdays from 5:30pm6:30pm. All fitness classes are free with membership or just pay the daily drop-in fee.

The Boardman Food Pantry held annual elections at their January 17, 2023 meeting. Open executive board positions were president, food manager, and secretary. The new president is Erika Lasater and Deb Imus was elected food manager. Madi Hines was retained as secretary. Members at large for 2023 are Paul Beagle, Carl Perry, Mary Killion, and Shara Weiss. Remaining in their positions until the 2024 election are vice president Rick Weiss and treasurer Michele Daniels. There are two open positions for members at large. Anyone who would like to serve in this capacity is invited to attend the February 21, 2023 board meeting. Meetings are held at 7 pm on the third Tuesday of each month at the Boardman Food Pantry.
“We are grateful for all the
individuals, businesses and industries who have donated to assist our efforts to serve the community by providing access to food and support. During 2022, we were able to hire a bilingual pantry manager, remodel our facility to efficiently support our members, and start a rent/utility assistance program. We provided food and toiletries to 4,040 households with 13,819 individuals in these homes. We appreciate our faithful volunteers who come each week to help pack and distribute boxes and the volunteers from AWS and Tillamook who are instrumental in unloading our food delivery orders each month,” stated the Board of Directors.
The Boardman Food Pantry is open for distribution on Mondays from 9:30-11AM and Thursdays from 6-7 pm.

Boardman City Council accepts city manager’s resignation/ swears in new council
At their first meeting of the new year, the Boardman City Council accepted the resignation, effective immediately, of City Manager Karen Pettigrew. She was elected in November to serve on the city council and felt it was for the best for the city to resign at this time.
Mayor Paul Keefer swore in Roy Drago, Jr., Karen Pettigrew, and Isaac Williams as City Councilors. All three were elected in the November
General Election. Councilor Drago has served the past four years on the council and was reelected. Councilor Pettigrew is new to the council. Councilor Williams was appointed to a vacant council seat in 2020 and was reelected. All three councilors will serve on the council for a term ending December 31, 2026. Mayor Keefer also presented outgoing councilor, Leslie Pierson a certificate of appreciation for serving the past three years on the city council. In other city business Councilor Heather Baumgartner was elected the council president for 2023. The council ap-
proved a resolution allowing goose hunting on Dan McCarty’s property within the city limits to deter the geese from destroying his crops. The mayor appointed Mike Connell to the planning commission. He also reappointed Jacob Cain and Jennifer Leighton to the planning commission. Alejandra Mendoza was reappointed to the budget committee.

After conducting interviews of five candidates at the Special Board Meeting held on Monday, January 9, 2023, Ashley was appointed to fill vacant position 6. Ashley and her family are longtime residents of Lexington, OR where she works as a crop adjuster and also does a little farming with her husband. Ashley loves being a Mom to her seven children, six of which are currently attending schools in Heppner.

UEC’s Manufactured Home Replacement Program celebrates first recipient
A rainy day in January couldn’t dampen the spirits of Matthew and Serenity Stull as they cut the ribbon on their new home northeast of Hermiston. The Stull family has become the first beneficiary of a program to help Umatilla Electric Cooperative members to replace older manufactured homes with energy-efficient models.
The Stulls have operated Parkins Garage Door Company for a dozen years. They have two children, ages 7 and 10, and are committed to raising them in the community where they both grew up. They also have a small farming operation on Columbia Lane.
To maximize energy savings, year-around comfort and healthier indoor air, the Stulls have replaced their 1984 doublewide with a Northwest Energy Efficient Manufactured Housing Certified Home, known as NEEM, purchased from Oregon Trail Homes in Hermiston.
“It’s a wonderful program and it’s worked well for us,” Serenity Stull said. “We can continue to grow on property we own, without having to move or build a new home.”
The home is far more comfortable and healthy, compared to their old home with single-paned windows and minimal insulation and air sealing, she said. The new home keeps an even temperature and keeps out dust from nearby fields. “Our old house had icicles dripping down the sides as the heat was leaving through the roof,” she said. “You can visually see the efficiency compared to the home we had.”
The loan program combines the efforts of UEC, state and federal agencies. Here’s how it works: ·UEC provides a low-interest primary loan to the homeowner to buy a highly efficient manufactured home and pay for a founda-
tion and related sitework. The source of UEC’s funding is a loan from USDA’s Rural Energy Savings Program (RESP). The homeowner is obligated to repay this portion of the loan package over 20 years.
·Based on household income and other criteria, to help make the new home affordable by offsetting a significant portion of the cost, Oregon Housing and Community Services (OHCS) provides a supplemental “gap” loan that is fully forgivable if the occupant stays 10 years. This loan is at zero-interest and no payments are required.
·The state also provides a grant to fully cover the cost of removing and recycling the old home.

For UEC, the intention is that energy savings from a highly efficient home will help offset part of the homeowner’s loan, said Lisa McMeen, UEC’s vice president of administration.

“We are truly grateful for the dedication of all those who helped us become among the very first electric cooperatives in the U.S. to offer this program,” she said.

Congratulations to UEC and the Stull family for being trailblazers in this program in Umatilla County. I will keep fighting to help rural Oregonians save energy and save money.”
Adds Greg Smith, who administers UEC’s Business Resource Center and its manufactured home replacement program, “It’s exciting UEC has a tool that helps homeowners enhance not only their energy efficiency but their quality of life.”

To qualify for UEC’s program, loan recipients must receive their electricity from UEC and occupy the home as their primary residence.
The home must be located on the recipient’s personally owned property, in a cooperatively or nonprofit-owned manufactured home park, or in a privately owned park that has a written agreement with OHCS.
The program is intended for households with an annual household income at or below 100 percent of Oregon’s average median income. The participating homeowner also agrees to take a homeowner/energy conservation course.
The older home must be certified as energy inefficient—most manufactured homes built before the mid-1990s are considered as such.

At the same time, on the statewide front, UEC collaborated with legislators and community action agencies to create manufactured home replacement legislation, signed by the governor in 2020 and now administered by Oregon Housing & Community Services and its Manufactured Home Replacement Advisory Committee.
The state’s manufactured home replacement program also works with other organizations, such as the Energy Trust of Oregon, to provide benefits to as many Oregonians as possible. In Northeast Oregon, for example, customers of Pacific Power and Cascade Natural Gas also may be eligible for the state’s gap loan through the Energy Trust.

10-Month EOU program kick-starts teaching careers
Eastern Oregon University is pleased to report a record number of graduates are being selected for teaching positions after completing the University’s Master of Teaching (MAT) program.
In 2021, 87% of MAT candidates were hired by a district upon graduation. Still, other candidates took jobs in education, but not in the classroom.
The College of Education’s 10- month, immersive MAT program combines professional experience in classroom settings with academic preparation. While the program is designed as a 10-month program, there is a two-year option that benefits educators currently teach-
ing on a restricted license or candidates who would like to split the program up to fit their needs better.
MAT teacher candidates are placed in K-12 classrooms to work and learn from mentor teachers and a University supervisor.
Students have a six-week summer term and two five-
week sessions of classes during fall and winter terms. Students participate in one MAT weekend per five-week session and attend inperson classes at Eastern Oregon University to experience hands-on learning. The rest of the hybrid program coursework is done asynchronously. The deadline for Eastern Oregon University’s Master of Arts in Teaching (MAT) is fast approaching. The application deadline is March 1, 2023.

Heppner, Oregon, (January 27, 2023) BEO Bancorp (OTCBB:BEOB) and its subsidiary, Bank of Eastern Oregon, announced consolidated year end 2022 earnings of $8,585,000; average earnings per share of $7.13. Total assets were $890.3 million; net loans were $488.8 million, while deposits ended the year at $819.8 million.

At their meeting January 12, 2023 special meeting, with a vote of 5-1 and one absence, the Boardman City Council appointed Assistant City Manager/Police Chief Richard Stokoe as City Manager Pro Tem. Former City Manager Karen Pettigrew’s resignation was accepted earlier in the week leaving the vacancy.
Currently the city is working with Strategic Government
Resources of Keller, Texas to recruit candidates to fill the position. On February 2, 2023 the city will host a public Meet and Greet for the finalists for the position and panel interviews will be held the following day. The city is hopeful sometime in March to have the new city manager is place. The next regularly scheduled city council meeting will be February 7, 2023 at 7:00 p.m. at Boardman City Hall Council.

Boardman City Hall breaks ground on building department expansion
Train-the-Trainer class set for Boardman on May 16, 2023. This is the first in-person session since before the pandemic.
BMCC students are reminded that they can order food boxes from the BMCC food pantry, The Den using a link in their student account. Boxes are delivered to Boardman within a couple of days. Students also have access to the Grab and Go pantry here at the Workforce Training Center. It is stocked with easy to fix meal items that are a lifesaver to students who have classes spanning meal times.
The BMCC Workforce Training Center is open 9 am to 5 pm Monday through Friday.
Boardman City Hall broke ground this week on an expansion for new building department offices. The construction of the 4,084 square foot expansion was awarded to 2KG Contractors Inc. of Portland, Oregon. The new addition will have its own entrance to the building and will include offices, a conference room, a public waiting room, and public
restrooms.
The city council voted in June of 2022 to do the expansion. The cost of the project will be funded through already accumulated building department funds received from building permit fees. Oregon State law has restrictions on how building department revenues may be spent, allowing only those funds to be spent on
building department expenses. There will be no revenues spent from tax dollars the city receives.
A preliminary construction schedule shows a completion date for the project of January 16, 2024. For more information regarding this project, City Manager Pro Tem Stokoe may be reached at Boardman City Hall, 541-481-9252.
Joint Meeting to be Held
Heppner- The Morrow and Gilliam County Wheat Growers will hold a joint meeting on Wednesday, February 8th at the Gi lliam-Bisbee Building in Heppner. The program will start with a meeting of the Morrow County Soil and Water Conservation District at 9am followed by a program geared towards wheat producers from 10am-12pm. Coffee service provided by Breaking Grounds.
Wheat Growers and Livestock Growers are invited for lunch provided by Tumbleweed Cafe with a program sponsored by Morrow County Livestock Growers following until 3pm. Gilliam County Livestock Growers are invited to attend. BMCC NEWS...
TheBoardman Senior Center provides lunches on Tuesdays and Thursdays plus a breakfast once each month on the 1st Saturday. Their purpose is not to raise money, but to provide a service to the community. Their intention in charging for these meals is to seek to break even. Unfortunately, with the ever increasing prices of groceries, they have been losing money on these meals.
At their last board meeting it was decided that the cost of lunches and breakfast would unfortunately
need to be increased. Therefore they decided that beginning January 24th lunches will be $5 for those who are over 55 and $6 for those under 55.
