Boardman Park & Recreation District, in conjunction with Boardman Chamber installed the new disc golf course, with a grant from Boardman Community Development Association.

The first tee is located just across the walking path. Holes 1-5 will play to the east of the parking area. Holes 6-9 are across the road and are fairly open holes. Cross the road again for holes 10-11 which will play to the west along the walking path. Holes 12-15 will cross

the road west of the Main Street overpass. Hole 16 is back across the road and has mandos between the two trees half way to

the basket. Holes 17-18 will lead you back to the parking lot. Course was designed with the help of Eric McCabe.

The Morrow County 4-H Leaders Association has awarded Nancy Jepsen and Jan Coe (post-humously) the Morrow County 4-H Lifetime Achievement Award in honor of the generous time and talents given to the youth of Morrow County.

Both Jepsen and Coe were long time leaders and supporters of all things 4-H related for many years and the Association recognizes their efforts and work on behalf of the youth of our county.

Nancy Jepsen served as a cooking and sewing leader for many year in Ione teaching youth how to shop for, plan and create masterpieces in the art of clothing and foods. All of her children also participated and excelled in 4-H activities.

Jan Coe was a leader in the Heppner area for equine and consumer arts. She shaped lives and future careers of many youth in our county. Like, Jepsen, her children all participated in 4-H through livestock and expressive arts.

Coe and Jepsen each had a gift for convincing others to go above and beyond as they themselves did to further education and positive youth development. “They are both the face of dedication,” says Erin Heideman, Morrow County 4-

Trust?

In 1999, a group of visionary local leaders took action to preserve fish and wildlife habitat, forests, grasslands and agricultural land in the Blue Mountain region. They were concerned about residential development sprawl, commercial encroachment and natural resource degradation. To meet these threats, they created the Blue Mountain Land Trust.

The crew who followed the deer migration consisted of three women: a biologist, a naturalist and a reporter.

They trekked 85 miles through wilderness to capture this tale. the landowner, and the landowner retains the rights to sell the land or pass it to heirs.

Most landowners with conservation easements continue to live on and manage the land for farming, ranching, recreation, and other uses. These agreements are tailored to meet the needs and long-term goals of each landowner.

Since its founding, the land trust has acquired 15 conservation easements totaling almost 13,300 acres.

Blue Mountain Land Trust has doubled its protected acreage.

The Blue Mountain Land Trust recently acquired a conservation easement on 6,798 acres of property in Wheeler County, Oregon.

The easement was purchased in late December from Terry and Peggy Long of Mitchell, Oregon. The property is adjacent to the Painted Hills National Monument. Its protection will provide and preserve contiguous habitat for

elk, mule deer, upland birds, and other wildlife in the area.

The conservation easement will reduce the threat of development that could threaten the area's habitat and incredible geologic features. The property also contains 3.1 miles of Bear

Creek, an Endangered Species Act-listed salmon, and steelhead spawning stream.

"When we purchased the property, it was evident that it had been overgrazed, and Bear Creek had very little cover or riparian vegetation. We immediately started working on improving the land and bringing it back to a level that would sustain agriculture and fish and wildlife habitat," said Peggy Long.

A new bridge and culvert

were built, the stream was planted, filled with Beaver Dam Analogs (BDAs), and fenced by partners including the Confederated Tribes of Warm Springs, the Oregon Department of Fish and Wildlife, and Wheeler Soil and Water Conservation District.

The landowners have removed thousands of acres of juniper in partnership with the Natural Resources Conservation Service (NRCS) and will continue those improvements to the rangeland. Those restoration investments are now permanent.

"Once we learned about the working lands conservation easement, we realized that this was a perfect way to protect our improvements and ensure good stewardship of the land into the future. Protecting this land from development or fragmentation provides future generations the ability to continue farming and to enjoy the wonderful natural resources this property has to offer," Terry Long explained.

Morrow County School District celebrates increased graduation rate

Morrow County, OR — On Thursday, January 21, the Oregon Department of Education released graduation rates for the 2019-20 graduating class.

For the third year in a row, Morrow County School District improved its overall graduation rate by more than three percentage points, from 88.02% for 201819 to 91.62% for 2019-20. This is 8.99% higher than the state average of 82.63%.

This is the four-year cohort rate, which means students who earned their regular diplomas within four years of high school. The 2019-20 four-year cohort consists of students who first entered high school in 2016-17.

ODE also reported the four-year cohort completer rate, which includes students who earned a standard high school diploma, as well as those who were awarded an extended high school diploma, or GED (General Education Diploma), within the four years being measured. Morrow County’s four-year completer rate is 98.2%. Dirk Dirksen, school district superintendent, said the district had nine students who earned their GEDs and are included in that rate.

District 91.62 98.2 Superintendent Dirk Dirksen said the graduation rates are great news for Morrow County School District. “Having been a part of MCSD for 40 years, I cannot be prouder of the work it took to reach these graduation rates. This takes tremendous commitment and effort by every staff member, parent and student,” Dirksen said.

Morrow County Schools, in partnership with families and communities, provide each student the opportunity to develop values, knowledge, skills and selfconfidence to become life-long learners and responsible citizens.

Successful Project Management

By Greg Smith Whether leading a small or large project, there are key ingredients to success. First, the scope of the project as well as a clearly defined outcome must be determined and understood by the stakeholders.

This beg i n s with a leader who possesses the appropriate kind of leadership style which is typically that of a visionary and participant.

Identification of the necessary steps, the requirements to achieve these milestones (for example, permitting, purchases, acquisitions, navigation of regulatory issues, etc.) and the estimated timeline to reach each goal is paramount to success.

One of the most overlooked factors is the ability to be flexible. Despite the best of plans, circumstances will no doubt change, and modifications will be made. It is a delicate balance between remaining focused on the set goals and adapting to unexpected events, divergence of opinions, and other factors outside of the project manager’s control.

Buy-in from stake holders must be obtained and often there is reluctancy to share information or a willingness to compromise to achieve mutually beneficial goals. This is where excellent communica-

tion and listening skills come in.

Each party must feel their needs and desires are being addressed with the end result being a general consensus. Depending on the type and scope of a project, providing adequate progress updates to a manager, employer, or the public is important, as well. The leader should provide an update of the project and openly state any delays or successes. Praise should be given to the team as a whole.

In conclusion, here are the key steps of successful project management: 1. Develop and communicate the purpose, benefits, and outcome of the project to obtain consensus from the stakeholders.

2. Determine where adequate financial resources will originate.

3. Create and oversee a budget after necessary expenditures are identified.

4. When necessary, obtaining the assistance of individuals outside of the project with various areas of expertise.

5. The project manager should fill at least two roles: a. Explain the overall vision to obtain the desired outcome. b. Identify the steps and necessary timeline. c. Play a “hands on” roll to be sure milestones are being met in a responsive manner. d. Be flexible and adjust to changes in the plan. This may mean something that was communicated a month ago is no longer pertinent. These circumstances may result from new knowledge obtained, regulations and processes, or situations completely out of the manager’s control. Again, flex-

ibility is a must.

6. Conduct regular meetings with the stakeholders and others involved in the project to make certain everyone remains on the same page and is aware of the progress being made or obstacles which may occur.

7. Regularly report to the governing body or the public through memos, conference calls, or press releases and interviews with media depending on whether the project is private or public.

8. When milestones are met, congratulations should be given to the whole team and shared with the parties to whom the group is accountable. There is no one person who will be responsible for the success of the project.

9. Provide constant oversight of the budget to make certain there are adequate funds available and that they are being allocated properly.

10.

Did I mention remaining flexible? A project of any size can be compared to safely landing an airplane. Adjustments for weather, wind speed and direction, etc. must be made.

Seeing a successful project and its benefits come to fruition is a very rewarding and time intensive experience, but the points listed above should provide an outline to achieving that goal.

Mo. County disburses $601,778 in coronavirus relief grants 49 small businesses receive money Morrow County has completed disbursing $6501,778 CARES, (Coronavirus Aid, Relief, and Economic Security) grants. The money went to 49 different small businesses in Morrow County that suffered economic hardship from the COVID-19 pandemic regulations.

The funding was available too all small businesses with

fewer than 25 employees that demonstrated they were prohibited from operations because of government regulations or they had a one-month decline in sales of 25% or more, caused by COVID-19 pandemic regulations between March 1, 2020 and November 30, 2020 as compared to the same time period in 2019.

Boardman swears in mayor Morrow County 4-H Ambassadors announced The City of Boardman swore in Mayor Paul E. Keefer, Councilor Brenda Profitt, Councilor Katy Norton, Councilor Paul Beagle, and Councilor Isaac Williams. They will serve a four-year term with an expiration date of December 31, 2024 with the exception of Councilor Isaac Williams who was appointed into a vacant position with expiration date December 31, 2022.

The city council elected Councilor Roy Drago Jr as Council President for 2021. The city also voted to re-appoint Ted Lieurance and Lisa Mittelsdorf to the budget committee with a term ending December 31, 2023.

Also, re-appointed are Zack Barresse and Ragna TenEyck to the planning commission with a

term ending December 31, 2023.

In other city business, A public hearing was held to receive public comment concerning a request for a Zone change and Map Amendment for Tax lot #1600 of Morrow County Tax Map 4N 25 9CC. The city council voted against the Zone change and Map Amendment.

A proposal was presented by Kimberly Lindsey, Community Counseling Solutions, to open and operate a combined Behavioral Rehabilitation Services and Psychiatric Residential Treatment Facility focused on the care of younger children between the ages of six to eleven with a capacity of up to 14 children in the Boardman area.

4-H Ambassadors are youth leaders who promote 4-H using their skills, knowledge and leadership abilities. 4-H Ambassadors strengthen 4-H through education, recruitment and public relations. Morrow County recognizes knowledgeable and prepared older 4-H members as the best spokespersons for 4-H. Harley Anderson is a junior at Heppner High School and participates in FFA and 4-H. Her projects include horse and poultry.

Preslie Bowles is freshman

at Irrigon Jr/Sr High School and participates in FFA, rodeo and 4-H. Her projects include hogs, horses and shooting sports.

Grace Ogden is a junior at Ione Community School and participates in volleyball, FFA, ASB and 4-H. Her projects include lambs, hogs, photography, cooking and sewing.

Madison Orem is a sophomore at Ione Community School and participates in volleyball, basketball, softball, ASB, FFA and 4-H. Her projects include steers, cooking, sewing and photography.

Isabella Orr is a junior at Ukiah Community School and participates in sheep, rabbits,

poultry, presentations, photography, sewing, art, modeling and dairy heifers.

Alexis Partlow is a freshman at Riverside Jr/Sr High School. She participates in the band and 4-H. Her project include dairy heifers.

“This is a terrific group of young people and I’m excited for our year ahead,” said Morrow County 4-H Educator, Erin Heideman. “These young ladies will represent our county well.”

Homer joins BEO board of directors

he Boardman Food Pantry is now operating from the (former) Good Shepherd Lutheran Church, located on Locust Street, Boardman. Thanks to many generous contributions and grants we were able to end 2020 with our ‘new’ building paid in full.

What a blessing. As you might imagine, we will continually be in need of monetary support, moving forward. We currently serve an average of 50 households each week.

We would like to extend a thank you to Tillamook for sending monthly volunteer help through their employee volunteer program. We would also like to thank Beef Northwest for their pledge to support the pantry with a monthly donation.

ovid-19 VaccinationsMorrow County Health Department has cancelled the Covid-19 Vaccinations schedule for Thursday, January 28th and Friday, February 5th. This is due to lack of supply from the State of Oregon.

Those 80 years of age and older can call Morrow County Health Department to have your name put on a waiting list for when vaccines are available. Please call them at 541-676-5421.

You will need to tell them your name, phone number, age, which community you live in, and any underlying conditions.

Those younger then 80 years of age may also call to put your name on the waiting list in the event more vaccines become available.

ARP Foundation Tax-Aide is provided free, by appointment only this year due to COVID-19 restrictions and safety measures. Assistance is provided free of charge to anyone, with a special focus on taxpayers who are 50 or older or who have low to moderate income.

Appointments are available from 9 am to 2 pm at New Hope Community Church in Hermiston on Tuesdays, Wednesdays and Thursdays, now starting February 16 and running through April 13.

Appointments are also available at the Port of Morrow in Boardman on Fridays, February 12 through April 9.

HEPPNER, OR – Ryan Fowler took over the helm of Morrow County Health District on Thursday, Jan. 28.

The Idaho native signed a one-year contract to serve as the rural health district’s interim chief executive officer as the current CEO, Bob Houser, prepared to retire, also effective Thursday. Houser worked as the district’s administrator for about five and a half years after being coaxed out of retirement.

Fowler, who grew up in Inkom, ID, a high desert town near Pocatello, said he was drawn to the opportunity to lead the Morrow County health organization after learning about the opening from the Oregon Office of Rural Health.

“I started looking into the area, and it looked really intriguing,” said Fowler, 42.

“I’m committed to rural health care – that’s where I’ve spent the majority of my career,” he said. “After some conversations at home, I thought this would be a really good fit for me and my family.”

He and wife Kim are the parents of five boys, aged 8 to 20.

Fowler and his family love the outdoors and recreation such as hiking, camping and fishing.

Fowler said he’s especially looking forward to exploring Northeastern Oregon’s Blue Mountains.

Before coming to the nonprofit Oregon special district, Fowler served as CEO for Lower Umpqua Hospital Dis-

trict in the Oregon coastal town of Reedsport.

He began his career in healthcare quality and administration after putting himself through college at Pocatello’s Idaho State University by working as a housekeeper and Intensive Care Unit monitor technician at Intermountain Healthcare in Pocatello.

After earning a bachelor’s in American studies and master’s in public administration with an emphasis on state, local and nonprofit management, he joined the healthcare quality and risk department at Intermountain, which had been renamed the Portneuf Medical Center.

He chose his career path while a graduate student following an internship at a local hospital, where he got an inside look at what it takes to run a hospital.

Fowler landed his first management job as a senior manager of quality and risk management at Banner Health Ogallala Community Hospital in Ogallala, Neb. “It was an area where I could see myself being successful,” he said. “I thought my experience as a front-line worker would be an asset for working on the administrative side of healthcare.”

This week, Houser has been wrapping things up on a tenure that included doubling the size and capacity of the district’s Irrigon Medical Clinic; expanding the district’s presence in Boardman by purchasing a

building and transforming that into a home health and hospice office with room for a physical therapy department and Murray’s drugstore; and more clearly defining what’s needed to modernize and improve the Heppner campus.

The number of district employees has grown during Houser’s administration from about 80 to 136 full- and parttime staff. The district has added the capacity to offer DEXA scans for bone density studies, MRIs, mobile mammographies, echocardiograms and ultrasounds.

“I can’t say enough about the staff,” Houser said.

On Thursday, district staff held a retirement party for Houser, who admitted his retirement after more than 37 years in healthcare would be “an adjustment.”

“It’s kind of a bittersweet moment,” he said.

Yet he said he has high hopes for the district as he hands the reins over to Fowler.

“I’m very pleased with the selection the board made. I think Ryan is going to be a fine fit,” Houser said. “He’s personable, he knowledgeable, he’s got rural healthcare experience. And I think he’ll keep the district moving forward.”

Fowler said his family hopes to join him in Heppner once the school year is over.

“For us, it’s a little bit closer to home in many ways,” Fowler said. (It’s) “A little closer to family. And the geology of the area
