Tonieshia’s compact facility is decorated with bright colors and designs. She would like to add a person to her staff to handle manicures and pedicures, and she’s also looking to add a barber. She says there’s plenty of business, drawing customers from Arlington, Heppner, Irrigon, Hermiston and Lexington as well as the Boardman community.

Open since November 1st, the Apothec.hair.y hair salon is located on Main Street, Boardman in the former City Hall building, near Banner Bank and Smiley’s.

Tonieshia Rich-Williams, has been a professional hair stylist for over 11 years, specializing in all family hair services. She can handle a common man’s cut, has a special degree in color and highlights, and handles just about anything to do with hair. She formerly was located in Hermiston.
A 2009 Riverside graduate, Tonieshia attended NW College of Beauty in Eugene, before returning to Boardman. She and her husband, Isaac Williams have two

Boardman Thanksgiving dinner serves over 275 in the community


To the Editor: Thank you for the opportunity to share the fun we had while preparing our 14th Annual Community Thanksgiving Celebration. We had some wonderful new board members this year who worked with great joy and excitement.
We were sponsored by our generous community businesses and churches. We served over 275 meals, including takeout meals. Volunteers were amazing in helping prepare, serve, and clean up. There were 25 volunteers including enthusiastic students from our grade schools, junior high, and high schools and elders helped serve
their facilities. We also appreciate the advertisements and articles published in the North Morrow Times, East Oregonian, Hermiston Herald, and the City’s reader board.
We are very thankful for our bighearted community. The Observer’s 30th Annual Holiday Music Festival returns to EOU
LA GRANDE, Ore. – The Observer’s 30th Annual Holiday Music Festival at Eastern Oregon University is set to return this December. The festival will highlight a diverse array of music performed by EOU students and community members. The festival will be held December 3-4 at McKenzie Theatre in Loso Hall. Performances will begin Saturday, December 3 at 7:30 p.m. and at 3 p.m. on Sunday, December 4.

The “Gala” type performance, sponsored by Koza Family Dental Care, will feature the Grande Ronde Symphony Orchestra, the EOU Chamber Choir, EOU’s 45th Parallel Ensemble, the EOU African Drumming Group, the Grande Ronde Community Choir, the Grande Ronde Community Band and the EOU Fiddle Ensemble.
“This community-wide festival features traditional holiday music from around the world and is a wonderful beginning to the Holiday season,” said Professor of music and director of EOU’s Chamber Choir, Peter Wordelman. “All proceeds from the event go to the music funds
held in the EOU Foundation.”

UEC Partners with Guild Mortgage, the Columbia Basin Board of Realtors, and the American Red Cross for Blood Drive Event

The American Red Cross states that someone in the United States needs blood every two seconds. Umatilla Electric Cooperative and the Columbia Basin Board of Realtors partnered together with the American Red Cross to host a blood drive on Monday, November 7 at the UEC Hermiston office. The event exceeded the American Red Cross’ goal for blood donations and will look to host another event in the future.

Umatilla Electric Cooperative Returns $6 Million to Members
Some members of Umatilla Electric are getting money back in their pockets for the holidays. UEC’s Board of Directors approved a Capital Credit retirement of $6 million during a recent board meeting. Checks will be mailed mid-December for members who purchased power during the years 2009, 2014 and 2015.


As a not-for-profit, memberowned company, UEC operates at cost, with net operating revenues (known as margins) re-
turned to members in the form of Capital Credits refunds.

UEC’s business model allows the co-op to focus on providing reliable service and affordable rates to members, not on making profits. Refunds to members are based on the amount of electricity they purchased during the specified years.
“Being able to give back to members during the Christmas season is always a gratifying time for our Cooperative,” says Robert Echenrode, General Manager. “We look forward to a new year and new opportunities to come our way in 2023.”
Refunds of less than $10 will not be mailed, but rather retained in the member’s Capital Credits account until it surpasses that amount in a future distribution.
If you were previously a member of the cooperative and no longer receive electric service from UEC, please notify UEC of changes in your mailing address so any future refunds will reach you. If you have questions regarding Capital Credit refunds, please call the UEC office at (541) 5676414 or 1-800-452-2273.
UEC employees raise over $4,200 to honor Breast Cancer Awareness Month

Umatilla Electric Cooperative employees honored Breast Cancer Awareness Month in October with an organizationwide fundraiser benefitting Good Shepherd Community Health Foundation. Generosity flowed this year as the employees raised $4,212 by purchasing honor ribbons, raffle tickets, buying pink “gear” including socks, lanyards, and wristlets, and by purchasing rounds of mini golf in the co-op’s courtyard.
UEC holds an employee fundraiser annually to honor breast cancer awareness month. The goal of the fundraiser is not only to support the cause, but it also encourages employee engagement and brings the UEC team together. Lynda Kennedy, Technical Administrative Assistant, puts the fundraiser together each year. “This year’s fundraiser has been incredible
and the competitiveness on UEC’s mini-golf course drove employee engagement. We are thrilled to donate to such a worthy cause and hope that this funding will make a difference
for those fighting against breast cancer,” says Kennedy.
UEC is proud to support the region through employee fundraising and community giving.

To the Editor:
Don’t let Jim Doherty fool you. He’s in it for himself. According to the minutes from the September 23, 2020 commissioners meeting Jim Doherty agrees to lead the team to create an application process and criteria to see who gets the grant money for impacted businesses. Then over the next three months money goes twice to O’Doherty Outfitters and once to O’Doherty Cattle Co. Isn’t it nice to make the rules to give yourself money and decide how much. Jim lists both of these companies on his statement of Economic Interest. Jim was the only livestock producer that got money. I thought that this money was meant for the businesses that were actually impacted. You know the restaurants, bars, hair dressers and others, that by mandate had to shut their doors.
So let me recap. Jim lobbies the compensation committee for a 40% increase in pay for himself. He votes for a 20% increase in pay for himself, just after telling the road employees the county is holding them to a 2 ½ % COLA. He travels all over North America on the counties dime without ever giving a report on the benefit to the tax payers and he heads up a committee to give himself money. Jim Doherty needs to hit the road. Vote yes to recall him.

Dear Community: The Christmas season is quickly approaching and we are planning the 2022 Christmas Food Boxes. This is made possible by our generous community. This year, we are again collaborating with local organizations to identify families who need help with food.
Please consider partnering with us to provide a Christmas Food Box. Every dollar or bag of food donated goes to residents in the Boardman area and meets a critical need. Boxes include an option of turkey or chicken, a variety of side dishes like stuffing or rice, fruit, vegetables, and enough additional food for several meals. Food donations are needed no later than December 17. Distribution for the Christmas Food Boxes will be December 20. Donations can be mailed to: The Boardman Food Pantry, P.O. Celebrate Recovery is a Christ-centered 12 step program for anyone struggling with life issues: hurts, habits, or hang-ups. Our meetings rotate between teaching weeks and testimony weeks. During teaching nights we share a lesson based on The Beatitudes and the 12 steps. We sing, pray, and recite The Serenity Prayer. From there, we split into groups for men and women. Each person is given a few minutes to share. Sharing is a pathway to healing. We have a wonderful leadership team and we are all anxious to share this program with our community. The Workforce Training Center has training and meeting rooms available for a small fee for winter time
trainings. Classrooms seat 20 comfortably at tables and have a dual-monitor teacher’s station with built in projector and speakers. We are willing to work with businesses around our regular business hours. Give us a call.
