Deeno and Jennifer Leighton are the new owners of Boardman’s C & D Drive-In as of November 1st. Nothing much changes since they have both worked there for years!
C & D Drive-In on Main Street in Boardman has long been familiar to the community and tourists. November 1st was a banner day for Jennifer and Deeno Leighton -- they signed all the papers making them the owners of C & D Drive-In and took over that day! “Nothing is changing,” says Jennifer. “Our whole family will continue working here and all the employees are staying.” Deeno has been a familiar fixture around Boardman since he grew up here, graduating from Riverside in 1979. After stints at delivering fuel and working at the Port, he settled down working at C & D about four years ago. Jennifer grew up near Corbett, OR, and graduated from Huntington High School in 1999, but she has family ties in Boardman, with her Grandma Alice Ellis, so Jennifer moved to Boardman after school and began working at C & D soon after that. Jack & LaVerne Bozarth had been long time owners of C & D, before selling to Jack Triperinas about
10 years ago. Jennifer has been the manager of C & D for five years, so she has a good idea of how to run the business. “Jack Triperinas would tell me he was going to be gone for a couple of weeks, and I just took care of everything,” she says. “Sometimes he would say he was going to be gone for a couple of months, and I just carried on!” Jennifer figured that owning C & D was a good opportunity for their family. “C & D is good to family and good to the town. It’s the next step, the next challenge in the process,” she added. The Leightons’ sons William, age 20 and Hunter, age 16 both work full time at the restaurant. Deeno and Jennifer work long hours and days, but try to take off a couple of days each week. They occasionally travel to Lincoln City and both love the beach. They recently purchased Jack & LaVerne Bozarth’s previous home, which is ironic. The
Leightons love the home with the privacy it has and the closeness to C & D. The Leightons are keeping the menu at C & D as it is for now, but they may add some items in the spring. If you purchased a Pirate Card from the RHS Football Team, that allows you a large pizza for $11.99; Take and Bake pizzas are $5.00 off always. And of course there is the famous Bozo Burger! Community members and travelers alike stop to partake of that tradition. The construction going on in Boardman has been good for business, the Leightons say. They pride themselves on having sometimes huge calledin orders done right and ready on time. C & D Drive-In is open 7 days a week, Monday through Saturday 6:00 am to 10:00 pm, Sunday 6:00 am to 9:00 pm. Phone number is 541/481-4981. Come by and try our seasonal pumpkin spice and eggnog milkshakes, they add.

Columbia River Health introduces new Certified Physicians Assistant Columbia River Health is proud to announce that Katharine (“Kat”) Dunlevy, Certified Physicians Assistant has joined their team as of November 1st. Hailing from Minnesota, Kat studied at Idaho State University in Boise and then worked at Family Medical Health Center which is a physician teaching facility in Boise prior to moving to the area to join her partner, Scott on a small farm outside of Hermiston. She was anxious to get out of the city and enjoy rural life. She can now enjoy their chickens, goats, puppies and other facets of living in the country instead of the noise and traffic of the city. She will also be closer to her family in the Portland area. Kat has many hobbies, including rock climbing, running, painting landscapes and animals, using water colors and acrylics and recently, she is teaching herself wordworking and whittling, making wooden spoons. The diversity of clinic care is attractive to Kat, who enjoys family practice and women’s health as well as medical assisted treatment for substance use disorders. “I purposely wanted to work at a federally qualified health center to help serve the underserved,” says Kat.

A.C. Houghton Elementary releases State Report Card results (Morrow County) – The Oregon Department of Education (ODE) recently released report cards for every school in the state, reporting test scores from the 2018-19 school year. The staff at A.C. Houghton Elementary had been waiting with much anticipation for their school math score. According to Principal Tracey Johnson, “we were watching the scores like it was the stock market.” When the score was released, they were very happy –their math score had increased by 20% from the previous year. Plus, at 48%, they were one point above the state average of 47%. Last school year, Principal Johnson and staff knew they needed to focus on math. They had a building-wide goal to concentrate on math for all students, kindergarten through third grade. They created

small group instruction, worked on teaching strategies, involved ELL and Special Education teachers and utilized an instructional coach from the InterMountain ESD. They changed curriculum to better align to state standards and had weekly data meetings to really drill down what each student needed to work on. Only third graders take the SBAC (Smarter Balanced Assessment Consortium) test, but the staff involved kindergarten through second grade students to really support the third graders prior to spring testing. Each third grade classroom was “adopted” by younger students, who brought them treats and offered encouragement during preparation time. On test day, all the younger students lined the hallways, with applause and positive words to the third graders. “We wanted our
younger students to realize that working hard can be so positive, and supporting other students is a culture we want to cultivate in our school,” Johnson said. The other good news was that the school’s ELA (English Language Arts) scores also increased by 3%, getting them really close to the state average. A.C. Houghton has also been promoting the importance of good attendance to all students through assemblies, classroom incentives and a student self-manager program. Another positive aspect of higher scores, Johnson said, is for teachers to feel they have accomplished something. “This really lifts our teachers up and helps them see ‘What I do matters.’ They want our kids to succeed and they want to see the growth in each of them.”

Morrow County Health Priorities Identified A county-wide health assessment is completed and released every three years by the Community Health Improvement Partnership of Morrow County (MCCHIP). The Partnership includes representation from health and human services, education, local business and community members who review data, information, and resource and funding availability to determine areas of greatest need and potential impact. The focus areas are: maternal, child and family health; youth mental health; tobacco, alcohol and substance misuse; oral health; and chronic disease and risk factors of disease development. The Partnership coordinates efforts to identify priorities and utilizes evidence-based programs and practices to promote wellness for people who live in Morrow County. Pirate FC Soccer Team volunteer at Thanksgiving dinner November 28th
Pirate FC (formerly known as Real Madrid Boardman) were honored to be able to volunteer at this year’s Thanksgiving dinner at the Boardman Senior Center, held November 28th. Pirate FC helped serve over 350 meals, and assisted in clean up. They hope to be of assistance for years to come.

Boardman elementary students choose Friday school to expand learning options (Morrow County) – Morrow County School District students don’t go to school on Fridays, since the district has a four-day school week. But some Sam Boardman and Windy River elementary students are choosing to go to school on Fridays, anyway. These students are enrolled in the Beyond the Bell program, which is open to all first through sixth grade students. This is the second year of the program, although last year it was an After-School model. According to Brandon Hammond, principal at Sam Boardman, the program currently has 162 students enrolled, which is about a quarter of the total student population at both schools. The program runs from 8:00 AM to noon, a total of 64 hours in the 2019-20 school year, and includes full breakfast and lunch. Classes offered are Reading, STEM (Science, Technology, Engi-

Community members and community organizations participate and help teach. These include Oregon Trail Library District, the Sage Center and Paula Hansen, a community member who teaches sewing. “With the state standards we must meet, it’s difficult to fit enrichment classes into the regular school day,” Hammond said. “Beyond the Bell offers students a wonderful chance to explore other interests and pursue new things.” The After the Bell program is connected to the schools’ Talented and Gifted (TAG) program, whose coordinators oversee it. Oregon banker joins ABA Agricultural Banking Committee Heppner – Ed Rollins, SVP-Chief Credit Officer of Bank of Eastern Oregon in Heppner, Oregon, has joined the American Bankers Association’s Agricultural and Rural Bankers Committee for the 2019-2020 association year. The committee, established in 1913, is made up of 14 agricultural and rural bankers from across the country. Committee members meet throughout the year to discuss the critical issues affecting the ag community and provide guidance and recommendations to ABA on a number of issues relating to the industry. “It is an honor to be part of this committee and advocate for the suc-
cess of ag communities all over the country,” said Ed Rollins, SVP-CCO. “This appointment gives me the opportunity to meet frequently with my peers to discuss the current challenges affecting our banks and the ag banking industry as a whole.” Rollins has nearly 23 years of agricultural banking experience focusing on cattle, wheat and feed crops. He attended Montana State University where he earned his Bachelor of Science degree in Agricultural Business. He is presently the Chair of Ione Community Agri-Business Organization, director for the Willow Creek Valley Economic Development Group, member of the Oregon Bankers Association Lending and Agri-
culture committees, and member of the Washington Bankers Association Senior Credit Committee. Committee members are appointed by ABA’s agricultural and rural banking division and serve up to three years. Beo Bancorp, holding company for Bank of Eastern Oregon, operates a primarily rural portfolio of 20 branches and five loan production offices in 12 eastern Oregon and four eastern Washington counties. Bank of Eastern Oregon also operates a mortgage division and administers its Washington branches and loan production offices under the name of Bank of Eastern Washington.
IMESD teacher named 2019 Migrant Teacher of the Year PENDLETON – Edelmira “Connie” Garcia, a longtime InterMountain ESD employee, was named the 2019 Title I-C Mirant Education Teacher of the Year by the Oregon Department of Education. The award is given to a teacher who has demonstrated an exceptional commitment to Oregon’s migrant students, their families and to the Migrant Education Program in Oregon. Garcia, who has worked for the IMESD for more than 20 years, was recognized at the 2019 Migrant Education Program (MEP) Conference in Salem on November 15th. Garcia teaches at Sam Boardman Elementary School in Boardman. According to Eric Volger, IMESD’s MEP Coordinator, Garcia is engaging, energetic, organized and compassionate as well as a “natural” who was born to teach. Garcia, who teaches preschool-aged children, creates lessons that are interactive and fun, involving students in song, dance and games. Her classroom’s sense of organization and order contributes to successful
learning, as does her passion for teaching and her excellent rapport with students. “In my nearly three decades in education, I have never witnessed a Pre-K teacher who is more engaging and effective than Connie. Kiwanis install officers for 2019/20 and honor Kiwanian of the Year On November 8, 2019 the Kiwanis Club of Boardman installed new officers, recognized outgoing officers, 5 and 15 year members, new members, and Kiwanian of the Year. Special guests attending were: Division 80 Lieutenant Governor, Bob Ehmann and wife Kate Mace, Past Lieutenant Governors, Leslie Weimer, Phyllis Shovelski, and Mike Duffy. Social hour started at 5:30 and dinner followed at 6:30 at the home of club member Debbie Radie and her husband Dave. Catering the event were Mike and Deanna Camp. The evening started with drinks and hors d'oeuvres, followed by a prime rib dinner, complete with salad, roasted asparagus, potatoes, and desserts. The western theme made it a fun night for all. Presentations began with new member recognition for, Kathy Street, Katy Norton, Shane Lazinka, Lori Moss and Anne Billing, along with reinstated members Marcie Rodelo, and Doug Pope, making a total of seven new members for 2018/19. Pins and certificates were presented by Debbie Radie for: Charter Member, Joe Taylor who was recognized as Past President and for his years of service to
the club. Alma Hernandez was recognized for 5 years of service, Debbie Radie for 15 years of service. Pam Docken, who was unable to attend was honored for serving as past secretary, and being the heart of the Kiwanis since joining in 2003. Leslie Pierson was awarded the 2018/19 Kiwanian of the year, by club President, Jane Pope with a Pin, Certificate and a Yard Sign to display for the coming year. This award is presented to a distinguished member for their exceptional participation throughout the past year.

Tillamook County Creamery Association named 2019 Outstanding Philanthropy Corporation Tillamook, Ore., November 12] At its 33rd Annual Philanthropy Awards today, the Association of Fundraising Professionals will recognize the Tillamook County Creamery Association (TCCA) as the 2019 Outstanding Philanthropy Corporation. Oregon State University nominated TCCA for its community enrichment work and employee volunteer program, Tillamook Cares. As TCCA grows nationally, so has its Community Enrichment program, which directs funding to three primary giving areas: agricultural advocacy, food security and healthful children. TCCA increased investment in these priorities from 1.7 percent of profits in 2015 to a projected 4 percent of profits in 2019. “Tillamook has been here 110 years, and if we want to be here 110 more, we have to do right by our communities. us so much, and we have a great responsibility to return the favor,” said Patrick Criteser, president and CEO of TCCA. “Tillamook is committed to ensuring our communities are healthy, vibrant and resilient for generations to come.” One of TCCA’s hallmark community partnership is with OSU’s 4-H youth development program. Each year, the proceeds from TCCA’s ice cream booth at the Tillamook County Fair benefit 4-H, and Tillamook employees volunteer alongside 4-H kids to scoop ice cream. Through this ice cream booth partnership, TCCA has raised more than $140,000 since 2010 to support 4-H programs and scholarships. TCCA also shares a commitment to ending hunger in Oregon and has supported the Oregon Food Bank in a variety of meaningful ways since 2004. In 2016, TCCA funded a study
in Tillamook County to research the root causes of hunger and inaccessibility to healthful food, and plans to continue working together with the Oregon Food Bank to find solutions to food insecurity challenges in Tillamook County and throughout the state. “Tillamook understands the importance that food plays in a community’s ability to thrive by not only meeting the needs of our neighbors today, but also identifying and addressing the root causes of hunger,” says Susannah Morgan, CEO of Oregon Food Bank. Employee volunteerism is also part of TCCA’s culture of giving back. As part of the company’s Tillamook Cares program, TCCA’s 900+ employees each receive eight hours of paid volunteer time each year. In 2018, employees volunteered a total of 2,300 hours at organizations like Habitat for Humanity, SOLVE Oregon and Food Roots, among others.

Bank of Eastern Oregon opens Hermiston and LaGrande branches La GRANDE, Ore. – Bank of Eastern Oregon is proud to announce the opening of a full-service branch in La Grande. The new branch is located at 2514 Cove Ave, right down the street from the OTEC offices. “Since our beginning in 1945, Bank of Eastern Oregon has focused on providing quality banking services to the rural communities of eastern Oregon,” said Jack Wright, the new branch’s local operations

Morrow County Transfer Stations restructures garbage fees Effective January 2020, Morrow County Public Works Transfer Stations has been working from the same fee schedule for the past seven years. Due to the continual increase in cost for the County to dispose of the waste and an effort to minimize illegal dumping to occur, it is with careful consideration working with our neighboring waste collectors that the fee schedule for Morrow County residents utilizing the Morrow County Public Works Transfer Stations will be restructured to a per cubic yard charge. Effective January 2020, we feel this is the best feasible way to charge utilizing basic hauler terms and will add some consistency between the stations since all loads include multiple products with various weights and densities. Currently with the two transfer stations, it costs the County an average of $8.85 per cubic yard to dispose of waste. There will be a minimum fee of $8.85 (or one cubic yard) and then charged per cubic yard for anything greater than one. The fee is restructured as the following: Length x Width x Height/depth = ____ divide by 27 x minimum charge
$8.85 Examples: · 4’x4’x1’ (LWH): 0.59 cubic yards $8.85 · 6’x6’x1’ (LWH): 1.33 cubic yards $11.50 · 8’x16’x4’ (LWH): 18.96 cubic yards $167.50 Morrow County has two transfer stations: · SOUTH-END STATION, HWY 74 HEPPNER/LEXINGTON HWY, LEXINGTON · NORTH-END STATION, 69900 FRONTAGE LANE, BOARDMAN, OR Both transfer stations are open every Saturday and Sunday from 9:00 AM to 4:00 PM. With the changing of the fee structure, we will now be able to accept cash, check and Visa or Mastercard for your convenience. The new point of sale will provide consistency, accuracy and help with inventory of waste for our recycling and waste calculation reporting efforts. Our transfer stations offer FREE of charge disposal for recycling of newspaper, cardboard, small steel cans, small glass and aluminum, latex and/or oil based paint (no more
than 5-gallon containers), , electronics including computer towers, computer screens, key boards, printers, handheld radios, fax machines, tablets, telephones, cell phones, stereo and copiers. In addition, the disposal of large household items is FREE of charge. Examples of these are sofa/couch, love seat, chair/large chair, mattresses, box springs, toilets, sinks kitchen/bath, bathtubs, refrigerator, freezer, water heaters, stove/range, washers and dryers. We appreciate your continued efforts in helping to keep our county garbage free! You can also be an active member in the solid waste solutions of our county by becoming a member of our Solid Waste Advisory Committee (SWAC). SWAC meets four times a year and meetings are open to the public. By becoming a member or attending the meetings, it allows you to participate in different issues such as rates, services offered and/or how the transfer systems operate. here is plenty of time to get registered for Winter Term at Blue Mountain Community College. Students may register right up until the first week of classes which commence on January 6, 2020. Students are urged to call 541-4812099 for an advising appointment as they must be cleared to register. This is also a good time for students to make sure their financial aid paperwork is in order and also to make sure they have applied for financial aid for next academic year which starts in Summer of 2020. Confused? Stop by and we will try to help you make sense of it all. The BMCC Workforce Training Center will be on reduced hours in December. From December 9-23, office hours are 8 am to 6 pm Monday through Thursday and 8 am to 5 pm on Friday. All BMCC locations are closed for Winter break from December 24-January 1. The office will open January 2 & 3 from 8 am to 5 pm.

he Riverside FFA Chap ter is excited to host our Second Annual Canned Food Drive! We will be kicking off the Canned Food Drive on December 2nd. Members of the chapter will be going around town and dropping off bags on community members doorsteps. If you received a bag please consider filling it, leaving it on your doorstep, and we will be back to pick it up on December 15th. If you did not receive a bag at your home and would like to donate we have four drop off barrels locations at the SAGE Center, Banner Bank, Bank of Eastern Oregon, and Harvest Foods Grocery Store. All of your donations are used to put together food baskets for the Holiday season for families in our community. Last year we were able to put together baskets for twenty families. Thank you so much for your support of the Riverside FFA Chapter.

Letter to the Editor North Morrow Times Readers: Thank you for the opportunity to share the fun we had while preparing our 11 th Annual Community Thanksgiving Celebration. We had some wonderful new board members this year who worked with great joy and excitement. We were sponsored by our generous community businesses and churches. We served over 350 meals, including take-out and delivery meals. Volunteers were amazing in helping prepare, serve, and clean up. There were 40 volunteers including enthusiastic students from our grade schools, junior high, and high schools and the boys’ soccer team. 40 adults helped serve by cooking, assembling plates, to-go meals, and cleaning. It is always amazing to see how much our volunteers love reaching out and caring for our residents in Boardman and surrounding areas. We would like to recognize Sam Boardman Elementary School and the Boardman Senior Center who graciously allowed us to use their facilities. We also appreciate the advertisements and articles published in the North Morrow Times, East Oregonian, Hermiston Herald, and the City’s reader board. We are very thankful for our bighearted community.
