Tillamook County Creamery Association (TCCA) on July 30th announced the placement of two American Connection Corps (ACC) fellows in Tillamook and Morrow counties to help advance broadband availability and access programs in Oregon. Aaron Moss will serve as one fellow in Morrow County. Moss is a recent graduate from Portland State University with a bachelor of science in political science. He previously served in various roles with the Oregon State legislature with members of both major political parties, and also worked for Farmers Insurance Agency. As a broadband project coordinator, Moss will report to the community development director and assist in the advancement of Morrow County’s broadband efforts, including furthering the goals of the task force initiated by the county. TCCA will underwrite the fellows’ activities during the next two years as they implement initiatives designed to help ensure better digital connectivity in rural areas of the state.

Call us today at 877-609-6013 or visit our website at www.portviewapts.com

“We have made this a top priority for some time and look forward to the ability to have someone in the forefront of our efforts,” said Morrow County Commissioner Melissa Lindsay. “Access has become a basic need from education to mental and physical health and we, with our partners, are committed to working diligently on this ef-

fort.” The TCCA-sponsored fellows will work to increase broadband access and digital literacy for the rural communities by using existing infrastructure to replicate across the counties and maximizing fiberto-home connectivity. The fellows are part of a national ACC effort that will deploy over 50 fellows to serve as community leaders and champions of digital equity across the country. According to the Oregon Broadband Advisory Council 2020 report, while most rural households or businesses have access to broadband, the service transmission speeds are low making internet access spotty and unreliable. In general, Oregon’s urban areas are served by multiple broadband internet service providers at speeds of 25 Mbps download and 3 Mbps upload or better. Rural and frontier areas of the state are served by fewer providers and typically at slower speeds of at least 10 Mbps download and 1 Mbps upload, or they are unserved altogether.

Page 5 North Morrow Times What is Service Connected Compensation? A service connected disability is any current, chronic health condition which has its origins during the veteran’s active duty. Such conditions can range from combat wounds, health conditions (e.g. hypertension) diagnosed during active duty service or conditions as the result of chemical exposure during active duty (e.g. mesothelioma due to asbestos exposure). Hearing Loss and Tinnitus (ringing in the ears) are the most common Service Connected conditions. Due to the noise exposure associated with military service (especially those that served in combat) and the lack of hearing protection, many veterans suffer noise-induced hearing problems which may be, at least partially, attributable to their military service. Special Education licensure program debuts at EOU LA GRANDE, Ore. – This fall, students in Eastern Oregon University’s College of Education can major in Special Education for the first time, putting them on track to graduate with a state-approved license and go directly into classrooms where their expertise is in high demand. “There’s a shortage of SpEd teachers in the U.S., and especially in rural Oregon,” said EOU Education Professor Jerred Jolin, who helped design the new curriculum. “I’m enthusiastic about this project. I’ve been trained in this field and have firsthand experiences with the positives of helping students with learning differences be successful in the classroom.” The on-campus program stacks neatly on top of two years of core coursework, making it easy for transfer students to apply credits from a community college and earn a bachelor’s degree in two years. “Getting the licensure at the undergraduate level is the most efficient way to do it,” Jolin said. “It basically replaces 1.5 years of a graduate program.” Students participate in practicums during their junior and senior years, and then a 15-

week student teaching field placement in the final year of the program. Jolin explained that offering multiple hands-on experiences allows students to explore the wide range of special education settings, such as resource rooms, life skills classrooms, classrooms for students with behavior challenges, or academic interventions with math or reading. “The placements show a range of special education classroom experiences,” he said. “This program ensures students get a general education because

there are K through 12 students with disabilities.” While it spans the breadth of ages and needs, EOU’s program prioritizes special education in a rural environment. Practicums and student-teaching placements will be located in Eastern Oregon. Jolin said schools in less populated areas and small communities tend to have the highest demand for special education teachers. “We’re the only program like this in the eastern part of the state,” he said. “We plan to focus on the unique challenges of being a SpEd teacher in rural settings.” EOU’s College of Education boasts four faculty members with doctorates in special education, and plans are in place to hire an additional professor. The Special Education program is open for enrollment for fall 2021. Submit an application at eou.edu/apply or learn more at eou.edu/special-education. Prepare for the world beyond college with Eastern Oregon University’s high-quality liberal arts and professional programs. Classes are available when and where you need them – at our main campus in La Grande, online almost anywhere in the world or onsite at our centers across the state. Educational, cultural and economic growth is important to our region, state and nation. We are committed to providing a personal, student-centered experience in all that we do. Nuts, Bolts,Thingamajigs Camp (continued from page 7) Manufacturing projects during the week included building a small robot and a cell phone holder with a speaker amplifier. Students created blueprints for the speaker using SolidWorks,a computer-aided design/engineering software used by engineers and designers worldwide and used the blueprints to construct the project at the Riverside High School Wood Shop. The week ended with a show-

case of projects and family barb-que. Nuts, Bolt, and Thingamajigs Camp is a partnership with Oregon State University Open Campus, Blue Mountain Community College, and the Port of Morrow.
