Boardman Park & Recreation District replaced a portion of the rental dock in the marina. The old dock, which was installed in 1970 was falling apart with age -- the dock was supposed to last 30 years, and it has been 50! The new dock, installed by Cascade Dive of Pasco, is 150 feet long by 6 feet wide and has encapsulated floats and non-skid fiberglass grated deck. A galvanized steel railing around the edge will make boat mooring easy.The configuration of the new dock does not include “fingers” where boats formerly tied up. District Manager Ted Lieurance says “As money becomes available for the Park District, we plan to install side finger docks, which will give more slips and stabilize the new dock.” He estimated the cost of this new dock at between $160 - $165,000. The new dock will have water available on it, but no electricity as was on the previous dock. The new, grated dock complies with Corps of Engineers’ requirements to create no shade where predator fish can attach salmon smolts.

Morrow County – The Morrow County School District is pleased to announce the hiring of two new principals at elementary schools in Boardman and Irrigon for the 20-21 school year.

Jill Ledbetter has been selected as the next principal of Sam Boardman Elementary (SBE) in

tor of Human Resources, said the selection committee was impressed with Ledbetter’s understanding of the needs of SBE and her willingness to continue the great work happening there. “Her work with the building and district safety committee and data team meeting structures, as well as adeptly responding to needs of a very diverse student population have prepared Ledbetter for this position. We are excited to have Jill join our administrative team, as she brings a wealth of knowledge about Morrow County School District to the table,” Stocker said.

Stephanie Ewing was chosen as the next principal of A.C. Houghton Elementary in Irrigon. Ewing has 20 years of experience in education, including nine years of administrative experience in Dayton, OR, which included working as a Special Services Director and elementary principal.

Ewing grew up in Touchet, WA, and is eager to move back to the area with Jill Ledbetter, Principal at Sam her family to be closer to her parents.

Tips for Navigating the PPP Forgiveness Process

Those businesses which received Paycheck Protection Program funds (PPP) are no doubt aware that all or a portion of the loan is forgivable if funds are utilized according to program requirements.

The following information comes from a webinar I participated in hosted by a Small Business Administration lending specialist, and I want to emphasize borrowers should always check with their lender or CPA for specific answers pertaining to their individual situation.

To begin with, borrowers will submit an application for forgiveness to their lender. The Paycheck Protection Flexibility Act extended the amount of time for submission from eight weeks after the date you received the proceeds to 24. There are two different applications—form 3508 and form 3508 EZ. The EZ form is considerably shorter, but not all businesses qualify to use this.

You are eligible for the EZ form if you: · are a self-employed borrower with no employees and did not include any salaries in the calculation

of your monthly payroll when determining your eligible loan amount. · didn’t reduce wages by more than 25 percent and didn’t reduce the number of employees or average paid hours of employees. · weren’t able to rehire/hire similarly qualified employees. · didn’t reduce wages by more than 25 percent and were unable to operate at the same level of activity due to government restrictions. (i.e. from OSHA or another similar agency) The lender will review the application and confirm: · appropriate documentation has been submitted to validate the information. · the borrower’s certifications are true and correct. · your mathematical calculations are accurate.

The lender has 60 days for the process to be completed and then will issue a decision to SBA along with the required documents. The portal for submission by lenders to the SBA is targeted to be available on August 10, but this could change. The lender’s decision will fall into one of these categories:

1. Approval (in whole or in part) 2. Denial 3. Denial with prejudice due to pending SBA review Examples of supporting documents to be included with the forgiveness application for payroll costs include bank statements, tax forms, receipts, and cancelled checks.

For allowable non-payroll costs you must prove the service or obligation was in place prior to February 15, 2020 (with bills and invoices) and provide proof of payment. For example, if you started new internet service on February 15 or after, it would not be an allowable utility expense. For such things as mortgage interest payments, rent, or leases you will likely need to produce an amortization schedule, lease agreements, copies of cancelled checks, etc.

If using the 3508 form, you will need to include the loan forgiveness calculation form, the PPP schedule A and documentation showing the average number of FTE (full time employees) on your payroll during the referenced time periods.

Should you be required to pay

back any portion of PPP funds, no payment will be due for 10 months.

Ask your lender about additional terms and conditions or refer to your loan documents.

While there is justifiable angst surrounding the forgiveness process, SBA emphasizes simply approaching it with honesty and integrity. With careful record keeping and aligning the use of funds with allowable expenses, you should have little difficulty being able to produce necessary documentation for forgiveness. Rely on the expertise of your CPA and always reach out to your lender first as they are the ones who will be recommending to SBA whether the loan is forgivable, either in whole or in part.

Housing, School, Community, Agricultural Production and Economic Development–Sound Familiar? Faces in the Rear View Mirrorr?

August 4, 1922 Fifty-six of the nation’s largest financial institutions have formed a syndicate, and will take over the $28,000,000 Horse Heaven Irrigation bond issue as soon as the Supreme Court of Washington rules on the validity of the issue.

The Horse Heaven country includes 40,000 acres in Benton Co. and is now a barren section. Water for irrigation is to be brought through a 12-foot circular pipe for almost 100 miles from the Klickitat River on the east slope of Mt. Adams. It will require at least two and one half years to finish.

Its a Baby Clinic, Another First for Boardman.

Dr. Johnson of Arlington held a very successful baby clinic at Mrs. Warner’s. This is the first real clinic we have ever had here and we hope there will be another one soon. No matter how well informed we are upon baby culture, there is always something new learned at a clinic. Mrs. Tom Johnson, our county nurse, assisted Dr. Johnson.

Dr. Severinsen provided the watermelon feast last Sunday when the Packard Family, the Broyles family and a number of others enjoyed a picnic at the Old Greenhouse on the Columbia.

First Melons and Tomatoes Appear The first watermelons and tomatoes for this season were delivered last week.. Dale Albright raised the tomatoes and sold them at the Cash Mercantile Co. Charley Harrington produced the watermelons, selling them at the Boardman Garage.

We want to know whether any plans are being made for the North Morrow County Fair. We understand that there is to be no county fair because of the lack of funds. If that be true, we should be more anxious to have a good one in this part of the county. What about it Irrigon? Lets have better fair than we had last year, one with a real baby show.

A.C. Partlow and family left this week for Donald, WA to spend a couple of months picking fruit.

11 August 1922 Highwaymen Rob Irrigon Service Station. A midnight caller who wanted 20 gallons of gas roused Clyde Grim, of Irrigon, owner of the gas and oil station. When Mr. Grim had filled the order, the driver of the car started the machine and his companion covered Mr. Grim with a revolver until they had disappeared down the road in the direction of Boardman. The authorities were notified but so far nothing has been seen or heard of the bandits.

New Railroad Agent at Boardman.

Ralph S. Davis is appointed agent for Boardman. Boardman people may well be proud of a man of his caliber. He is classed as one of the best telegraphers on the line and is a good agent, very capable of handling any ordinary office and giving the people good accommodating service.

Portlanders See Boardman Project Our Melons are the Best Boardman captured the 1926 Fair Caravan at Castle Rock six miles west of Boardman, on Sunday afternoon. As each drove up it was waylaid and a guide attached and car detoured through the 2500 acres of alfalfa fields of the Boardman project, giving a practical demonstration of what will do in the development of the sage brush desert.

The members of the caravan were filled to the brim with luscious watermelon grown on the project, and sped on their way to Hermiston and

Pendleton.

A.H. Johnson, president of the Coffee Cup lunchroom, ordered a ton of Boardman Watermelons to be sent to him every day during this season.

He said the melons he tasted were the best on the market.

Boardman Man Makes Money Growing Spuds. John H. Pruter, an extensive potato grower of Boardman was in Heppner Saturday looking after marketing arrangements for a part of his early crop of potatoes, which is now ready to harvest, says the Heppner Herald. Mr. Pruter came to Boardman from Montana three years ago. Not being satisfied with alfalfa business, he decided to go in for potatoes. He has 24 acres of the tubers in this year and says they will average about 250 sacks per acre, or around 12,000 bushels on the 24-acre tract.

Mr. Pruter says he plants only the purest certified seed he can procure, and his product is consequently, first class. He expects a price of about $2.00 per sack for the late crop this fall.

The East End Road Work is Progressing Rapidly. The new road down Lateral 36 is being built to connect with the old road at Mr. Larson’s corner. This will be a great boost to the East End. 28 August 1922 The East End Road is now finished.

The A.C. Partlow family returned Monday from Yakima.

Mr. And Mrs. Ray Brown motored to Stanfield to attend a dairy sale.

They purchased three cows that are dandies.

Clarence Berger has purchased a new Deere hay baler and Waterloo Boy tractor. He commenced baling on Ira Berger’s ranch Tuesday.

BornTo Mr. And Mrs. W.A. Price at Hot Lake, Oregon, on 15 August, a six-pound boy. The young man has been named W.A. Price, Jr. Mrs. Charles Wicklander and baby daughter, Maxine, arrived home from Portland on Sunday.

I wanted to reach out to my fellow community members and let you know what I believe in and represent. I will bring over 22 years of full-time law enforcement experience, with nearly 13 years of those being a supervisor, and 20 years of those serving the people of Morrow County. Through my years in law enforcement, I have had been around many great leaders who have shown me what it takes to lead. Leaders are not defined by titles, but by their actions.

The number one lesson I have learned is it is not a them versus us. It is a “WE.” We must work together, hand in hand to effectively work towards our common goals. I am committed to working with the communities by building partnerships and utilizing those partnerships to provide better services, while reducing inefficiency.

As Sheriff, I will reorganize some staff in order to become more efficient. I will eliminate the Traffic Deputies positions, reassigning them to general patrol. Having Deputies assigned to write mainly speeding tickets on I-84 and Highway 730 is not good use of our County resources. The Sheriff’s Office should NEVER be in the business of generating revenue, as this leads to distrust by the people. I fully support the School Resource Deputy positions as I want to expand upon their role within the schools to include a teacher/mentor. I am also supportive of the Blue Mountain Drug Tasks Force. I will continue providing a Deputy and other resources as needed for this vital role, as the drug epidemic continues to ruin lives. \Part of the reorganization will lead to 24 hours patrols by the Deputies, with dedicated south county patrols. The south county patrols will encompass a Deputy’s entire shift.

Not simply an hour or two. The citizens of Morrow County deserve equal services.

I will challenge our community members to engage with the Sheriff’s Office staff, and vice versa. I will reactivate the Volunteer Search & Rescue Program, and create a Volunteer Citizens on Patrol Program, and implement a youth law enforcement mentoring program. I feel these programs, are worthwhile as they are a positive example of what can be accomplished when working hand in hand with our communities.

With that being said, Oregon law forbids law enforcement officers from working with federal immigration officials solely regarding immigration enforcement. My stance on immigration enforcement is straight forward. It is a federal issue and needs to be resolved within the federal government. Local resources should not be used for immigration enforcement when the only crime is a person’s legal status. However, I do support the idea of being able to work with immigration officials when trying to remove violent criminals from our communities. \As Sheriff, I will ensure the Sheriff’s Office becomes accredited through the Oregon Accreditation Alliance. This will help bring up the quality of service while reducing liability.

I will only hire/promote qualified people for positions, and make sure they obtain/retain state certifications for their respective positions. I will not promote employees to supervisory roles if they have a family member working within the same division. I will work diligently to end any nepotism or appearance of nepotism within the Sheriff’s Office. \While there have been some people spreading false information about my intent on moving the Sheriff’s Office from Heppner to the north end of the County, I assure you this is inaccurate. The Sheriff’s Office must work closely with other government entities on an on-going basis. Many of these are based in Heppner, thus is it vital the Sheriff’s Office in Heppner remains an anchor point for the services it provides. However, I do support the need to have a full-time clerical person assigned to the north end to handle administrative paperwork which the Patrol Deputies are currently performing. This will allow the Patrol Deputies to concentrate on keeping our communities safer.

Lastly, I often get asked how I feel about the 2ND Amendment. I can assure you I will ALWAYS defend YOUR Rights granted to you under the Constitution of the United States, and the State of Oregon. I am a firm believer in a person’s right to protect themselves and others. This includes the right to own and possess firearms, as granted to them under the US Constitution. I do not support any laws which restrict a person’s Rights, whether it is regarding firearms or any other Constitutional Rights. I WILL NOT permit any law to be enforced by my staff, which is in violation of the US or Oregon Constitution.

District announces distance learning to begin new school year Morrow County – Following a press release from Governor Brown and updated guidance from the Oregon Department of Education on Tuesday, July 28, 2020, Morrow County School District is finalizing plans for a comprehensive distance learning (CDL) instructional model for reopening school in fall 2020. With the CDL model, all students are engaged in learning that occurs remotely from online platforms such as Google classroom, Canvas and Seesaw.

Districts were given updated guidance that included metrics for cases that schools need to follow in order to hold in-person instruction. These

metrics include case rate per 100,000 and test positivity rate. These metrics are calculated over a consecutive three-week period of time.

“With increased restrictions and metrics related to the COVID-19 virus, Morrow County School District will begin the school year with a comprehensive distance learning model, with plans of transitioning to a hybrid model once it is safe for students to return to the classrooms,” said Superintendent Dirksen. “While we are disappointed that we won’t be able to invite our students back into buildings this fall, we are optimistic

ommunity Women’s Club of Irrigon and Boardman PO Box 534 Irrigon, OR 97844 July 29, 2020 Dear Funshine Scramble Supporter: We have been most grateful that you have been a supporter of our one and only Fundraiser, The Annual Funshine Golf Tournament held the third Saturday in September. Without your generous assistance, we would not be able to fund our scholarships for Irrigon and Boardman Seniors for college, donate monies to local community needs, give to the annual Christmas Baskets in each community and select one family from each community to provide a Christmas meal and gifts. In addition, our members participate in local cemetery beautification and donate to our booster clubs, or families struck with a tragedy.

We are aware of the impact the COVID 19 pandemic has had on both businesses and individuals. In that light, we are regretfully announcing the cancellation of our Funshine Golf Tournament scheduled for September 19, 2020. We look forward to resuming our annual fundraiser in September, 2021 and hope you are able to contribute towards our efforts.

Boardman Mayor Sandy Toms As you all know I have been Mayor in Boardman for almost eight years. In that time of being Mayor a lot has been done in our community.

Homes are being built, partnerships have formed, money has come to our community through the Enterprise Zone, a recreation center has been built, a splash pad for the kids, the Sage Center opened, new water lines installed to link the city together, a bond passed to upgrade our current infrastructure for water and sewer and much more.

I truly believe in transparency, honesty and open conversations with doable ideas.

My phone number and Email are posted on the city website for that transparency. I believe in Boardman and I love our community. Boardman is my home and I have no personal agendas. I believe in good leadership and team work because without a team none of these things would have been possible. Our diversity here in Boardman is what makes us a great community.

We pull together when the going gets tough and we stick together.

I want to continue to serve our community to help us through the growth we are experiencing and to continue the partnerships that we all have worked hard to get. BMCC News...

Students planning to attend Blue Mountain Community College are encouraged to use the dog days of this unusual summer to make sure their financial aid and registration paperwork is in order. We can help at the BMCC Workforce Training Center in Boardman. Due to COVID restrictions, the Workforce Training Center is still closed to the public but rest assured, we are here and ready to provide assistance. Hours at the WTC through August are Monday through Thursday from 9 am to 6 pm. The college will return to a five day per week schedule in September. The WTC hours will be updated at that time.

An added dimension to the uncertainty of this summer is BMCC undertaking a major project of transitioning from an obsolete admin system to the new Campus Nexxus

system. During the first two weeks of August, neither system is accessible to students or staff so we wait impatiently for the new system to come up in the very near future. This will cause a delay in many processes that students need to undertake but once the new system is online, we expect to be able to assist students efficiently once again.

Students needing to talk to a Success Coach should call the Workforce Training Center at 541-481-2099 to set up an appointment. The success coach can assist with a range of issues including placement tests and class registration.
