Summer Recreation Program winds down As the summer comes to an end, Boardman Park & Recreation District’s Summer Recreation Program comes to a close. The Park staff thanks all the participants and community for another wonderful summer program.

Because Movies in the Park was rained on and blown out on week one, the program has been extended one more week to show the movie Footloose (the new version) on Friday, August 3rd. Bring your lawn chairs and enjoy the final show!

Boardman Park & Recreation District’s paved walking/biking trail recently got some repairs. The 1.3 mile trail was installed in 1992, and since then tree roots have lifted some of the paving and broken it in spots. Some of the trail edges along the Columbia River were crumbling.

District Manager Ted Lieurance applied for and was awarded a $28,000 grant from Oregon State

Parks & Recreation Department’s Recreational Trails Program. The entire repair project cost $38,000, so the grant was certainly put to good use! Since the Park is located on federal property, the District had to comply with the cultural and historical resources and hire an archeologist from the Confederated Tribes of the Umatilla Indian Reservation to oversee the project.

Freewater was the most responsive bidder, and spent four days removing old asphalt and the trees and roots that caused damage to some 900 lineal feet of trail. A new base of gravel was applied and the trail was repaved. Lieurance says the Park District will replant areas where trees were removed with better suited species of trees.

On June 29, 2012, Columbia River Community Health Services (CRCHS) celebrated their grand opening and ribbon cutting ceremony at the new medical clinic location, 450 Tatone Street. Just under 300 community members were present to share the festivities with the staff and medical providers of CRCHS. All guests were offered a tour of the new facility along with lunch provided by Tony Zubiria and crew from Mario’s Basque Bar B-Q. CRCHS would like to thank Tienda El Sol II for their contribution of tables, chairs, bouncy house, and cakes for the event.

Boardman city manager’s receives favorable review, renews contract The Boardman City Council announced they had given City Manager Karen Pettigrew a favorable review during their annual review process held in executive session July 10th. The City also renewed her contract for the 2012-2013 fiscal year with a 3% pay increase. Ms. Pettigrew has been Boardman’s City Manager for 5 years.

In other City business, the Council approved a liquor license for Lynard’s Spud Cellar.

Currently they have a license for beer and wine only. Councilors accepted the resignation of Councilor Jill Pambrun from the Council, who recently moved

outside the city limits in Boardman and no longer qualifies to serve. The Council discussed moving forward with exploring a business license program, as an alternative to adopting a mobile vendor’s ordinance. The Council voted to retain the City’s current 3% franchise fee with Cascade Natural Gas. Also, the Council agreed in concept with a draft by the Oregon Solutions Team for support of a proposal to promote housing in Boardman.

The next meeting of the Boardman City Council will be Tuesday, August 7, 2012 at 7:00pm.

City of Boardman places bounty on noxious weed

Boardman will once again spend $300 on a program aimed at controlling Puncturevine within the City. The City has run the program for the last three years which has been a huge success with citizens collecting thousands of pounds of the Puncturevine.

If you have ever stepped on a Puncturevine seed, you know what a pain the plant can be. Each spiny bur or seed pod from the Puncturevine (Tribulus terrestris), also known as a “Goathead”, contains 20 seeds equipped with long sharp spines capable of puncturing a bike tire or a shoe. It takes only 3 weeks for this weed to sprout and make seeds. To make things worse, the seeds are some of the hardiest in nature; they may lay in the ground dormant for up to 20 years until just the right conditions come along for them to grow. Any established Puncturevine will continue to grow and spread until frost comes along unless you stop it.

The City plans to enlist the aid of its citizens to control the spread of Puncturevine by offering to pay for collection of the weed throughout the month of August. The Puncturevine and their seed pods need to be collected in bags provided by the City and returned to City Hall to receive the $1 per bag in bounty, or until the entire $300 has been paid out.

The City’s Code Compliance Official, Keri Jarmer, said “this is a great opportunity for local youth to raise money for their organizations and to do something good for their community”. Areas of the most concern are the City’s bike/pedestrian paths, and residential areas. Bags can be picked up at Boardman City Hall anytime from 8am to 5pm beginning August 1st. Boardman Buzzzzzzzz Hello Boardman Community, The last month of summer vacation is upon us!

Then it will be time for the beautiful fall season! And this really hot weather will be Diane Wolfe, CEO behind us! Can you tell summer isn’t my

favorite month?!

We were really lucky to have so many great people apply for the Assistant Director position. I am excited to have you all meet Amber; I know you will enjoy working with her.

The end of July was a really busy time.

We worked really hard on the Store at the SAGE Center. We brought in a consultant to help us with setting up gift shop; on Monday morning we had about 20 participants

in the focus group discussing what they would like to see in the store. Then the next two days were spent with the Chamber committee working with the consultant on what and how to purchase, the layout of the store, what kind of fixtures to display the merchandise and lots of other details. It was a very interesting and intense 2 ½ days! But I know the Store at the SAGE Center will be even better because of this consultation.

The first week of August I will be head-

ing to Sacramento for an Economic Development conference. The Chamber is going to be working really hard to try to get some retail and service business in our community.

We have had a very busy summer here at the Chamber and we have enjoyed it a lot. I hope you have had a great summer. Enjoy the month of August. di

4th of July WOW – can only describe my feelings for the 4th of July this year. This was the 5th one I have worked on and I do think it was the very best. The fly over the parade from the Air National Guard was really great.

Then to top it off we had another fly over at the Marina Park by the Navy, they came in really low; it was a pretty amazing sight!

Scout Troup #602 had a wonderful breakfast to start of the day, lots of people came to enjoy the breakfast and support our local scouts. Thank you scouts for once again helping us out.

The Thunder Run and Walk was very successful this year, we had 74 walkers and runners participate and more people running the 10K than we have ever had! Special thanks to Karen Kegler and Maria Richards for all the work they did organizing the Fun Run. The Riverside Key Club also helped with registration for the run. They showed up in force and did a really good job.

Everyone loves a parade, and with the Fire Corps and Dave Reed helping it makes for a great parade. They did such a good job organizing the entries and getting them going on time. Of course the parade entry from Rancho San Juan is always a big hit.

They have such beautiful horses, their costumes are great and the band makes the parade. Special thanks to Mike Nunez for announcing the parade for us! He does an outstanding job. Parade winners were: Mayor’s Choice – Rancho San Juan; Kids Best of Show – Mid Columbia Bus; Best of Show – Sunrise at Boardman Café and Most Patriotic – Columbia River Community Health Services.

Kids games were organized and run by the Child Evangelism Fellowship again this year. They do a great job with the kids. The Marina Park let us use the bouncy castle, and we know the kids love that! Julie Gisi also had a face painting booth at the park.

We saw some pretty elaborate faces!

Debbie Radie does a wonderful job with the horseshoe tournament. The winners this year were Bob Crosthwaite (Mindy Binder’s dad) and his partner was Rick. 2nd place was Matt and Logan. The winners split the entry money and they also received a ribbon

for their scrapbooks.

Bingo had a bit of a new face this year, special thanks to David Jones, owner of the Frontier Court, who helped us call the numbers and he did a great job. Karen Pettigrew and her grandchildren Tatum and Cameron organized the Bingo Games.

The one and only talented Sheila Corpus and her family did the talent show for us.

The Daltoso family has some excellent talent that did very well! I think the overall winner was Sheila as she sang for us and did a tribute to our military.

If you left the park after the talent show you missed some really good music and a lot of fun. Jeff Richey with Your Way Sound and Lights was a fantastic DJ and did a great job teaching everyone different line dances.

We had some really great vendors this year, if you went hungry that means you didn’t go to the park! Thank you Judy and Darrell Scott for organizing the vendors, you do such a good job for us.

The Fireworks were probably the best I have seen in Boardman since I have been here. Homeland Fireworks are great to work with and they put on a fabulous show for us. Special thanks to those that helped with gate collections this year, Emily Doherty, Evelyn Garcia, Dean and Karen Kegler and my ever faithful friend Kathie McGowan. We really do have a lot of fun greeting the people as they come in to watch our fireworks show.

Step Out Walk for Diabetes ConAgra Foods-Lamb Weston challenges the businesses of our community to put a team together to participate in a fundraiser for the American Diabetes Association. C.A.S.E. is the Credential Acceleration in Support of Employment, and is designed to provide employees short term training to ensure they have the skill sets employers are seeking. It is critical that employers tell us what they need so we can ensure our participants have the necessary skills to obtain and maintain employment. City of Boardman welcomes two new employees Boardman City Hall has two new employees. Toni Connell was recently hired as the City’s Building Clerk and Keri Jarmer was hired as the City’s Code Compliance Officer.

Ms. Connell was hired in April, and works full-time as the City’s Building Clerk. Her responsibilities include selling building permits, record keeping of all building plans and reviews, and preparing state and local monthly reports. She is cross-trained in the Utility Department to assist the Utility Clerk with her duties. She resides in Boardman with her husband Mike.

Keri Jarmer was hired in July, and works full-time as the City’s Code Compliance Official. Her responsibilities include maintaining the City’s Dog Licensing Program, impounding stray dogs, and sending out reminders to residents on code issues on their properties.

Ms. Jarmer currently resides in Ione, but plan to move to Boardman in the coming months.

Boardman hosts low cost rabies clinic and offers free dog licensing The City of Boardman is reminding pet owners of the need to keep their dogs and cats current on their rabies vaccinations.

This year they will host a low cost rabies vaccination clinic given by Dr. Burgess of Country Animal Hospital. Rabies is a fatal disease of the brain and spinal cord, caused by a virus carried by mammals.

Vaccinating dogs and cats against rabies is essential in protecting loved ones and halting the spread of the disease.

This low cost rabies vaccination event kicks off on Saturday, August 25th, from 1pm to 3pm at the Boardman City Park. The cost of the rabies vaccination is $19.25 per pet. Along with the vaccinations, the City will offer free dog licensing. All dog owners who reside in the city limits of Boardman are required to have their dog li-

censed for identification purposes.

In addition Country Animal Hospital and the American Can-

cer Society have teamed up to offer a Doggie Wash and Barbeque for donations with proceeds to benefit the American Cancer Society.

Music in the Parks wraps up another year of free concerts On Monday, August 6th at Irrigon Marina Park you can enjoy the music of Cale Moon, who is a country boy whose voice is as deep and rich as the 100+ songs that he has written.

In 2009, he was chosen to be on Team USA for the World Championships of Performing Arts. Over

BEO Bancorp reports 2nd quarter earnings

Jeff Bailey President and CEO Heppner, Oregon, (July 24, 2012) BEO Bancorp (OTCBB:BEOB) and its subsidiary, Bank of Eastern Oregon, announced 2nd quarter 2012 consolidated net income of $552,000, or $0.55 per share, compared to $325,000 or $0.35 per share for second quarter 2011. Year to date earnings were $1,227,000, up 48.4% year over year. Total assets were $268.9 million, up 6.9% year over year. Net loans of $215.1 million were up 7.8% from the same period in 2011, while deposits were at $238.3 million, up 7.1% year over year.

“We are pleased with the 2nd quarter as well as the year-to-date results. Our profitability metrics have shown a steady improvement over the past few years and we continue to see good opportunities for growth,” said President and CEO, Jeff Bailey.

Chief Financial Officer, Mark Lemmon said, “Return on Average Assets is 0.82% and Return on Average Equity is 11.73%, compared to 0.52% and 7.94%, respectively, year over year.” Lemmon went on to say, “With continued strong core earnings and increased

loan demand, the bank is positioned well looking to the last half of 2012. It is important to note that shareholders’ equity has increased 15.1% year over year. We remain the best capitalized bank in eastern Oregon.”

Chief Operations Officer, Gary Propheter said, “The low interest rate environment continues to drag on and all indications are that it will continue for quite awhile, but even with continued low rates deposits continue to strengthen. We are pleased with the continued growth across our branch network and welcome our new customers to the bank. We appreciate our customers’ confidence in Bank of Eastern Oregon’s safety and soundness and appreciation for our great products and friendly service.”

“The growth in both loans and deposits is good to see. While our local agricultural-based economies are doing relatively well, the typical unrest associated with an election year is compounded by the painfully slow national economy as well as the unrest in the European Union. We continue to take steps to clean up our balance sheet and make prudent additions to our loan loss reserve,” added Bailey.

“During the second quarter, we opened new loan production offices in Pendleton and Island City.

OMSI Science Festivals set at area public libraries during week of August 13 Interactive science equipment, puzzles and mindbenders from the Oregon Museum of Science and Industry (OMSI) in Portland will be brought to several public libraries in Morrow, Umatilla and Baker counties during the week of Aug. 13.

Tabletop exhibits and hands-on fun will be offered by OMSI for all ages by OMSI through collaboration with Libraries of Eastern Oregon (LEO) to bring offerings from the metropolitan museum directly to rural residents.

ugust is a fairly quiet month at BMCC as the more relaxed Sum mer Term wraps up, leaving almost a month before Fall Term rolls out.

This makes it a good time to wrap up those things on a new student’s checklist though. Students can register anytime now and, in fact, should do so as soon as possible to increase the chances of getting the classes they want. If a placement test is needed prior to registration, that may be accomplished at BMCC Boardman on Monday or Wednesday evening between 6 and 8 pm. Please call 541-481-2099 for an apportionment. Students wishing to placement test need to bring their Social Security number as well as $10 to cover the cost of the test. A very important task that students should be accomplishing now is making sure their financial aid is in order. Too often, student receive a communication from the Financial Aid Office and for whatever reason, do not respond until right before the term starts. Many times this is too late to fix what needs to be fixed.

NOTICES NOTICE OF ELECTION FOR DISTRICT DIRECTORS OF THE MORROW SOIL AND WATER CONSERVATION DISTRICT Notice is hereby given that on November 6, 2012, an election will be held for the purpose of electing board director(s) to the following position for the Morrow Soil & Water Conservation District: Positions: Zone 1, 2, 3-4 years each; Atlarge 1, 2-4 years each.

Zone 1 includes land west from Bombing Range Road to county line and south to Immigrant Lane. Zone 2 includes land east from Bombing Range Road to county line and south to Alpine Lane. Zone 3 includes land from Immigrant Lane south to county line and east from Morrow/Gilliam Co. line to Range 24 line. At-large positions do not represent designated areas.
