Rollin’ On the River event provides Boardman to host reception to meet chief music, dance & refreshments of police candidates The City of Boardman will be hosting a reception to give the community an opportunity to meet candidates for the Chief of Police position. The public is invited to attend the reception held on Monday, October 17th at the Port of Morrow’s Wells Spring Room from 6pm to 8pm. The Candidates will be introduced to the community at 7pm. Boardman City Manager Karen Pettigrew said she hopes that the community will take the opportunity to meet the Police Chief candidates. She said it is

also important for the candidates to meet the Boardman community.

The City’s consulting firm, Prothman, has received 26 applications for the position, which closed on September 11th. They plan to work with the City to conduct interviews to narrow the applicants to four or five final candidates to introduce at the reception.

The Chief of Police position has been vacant since March of this year with Boardman Police Department Lieutenant Loren Dieter filling in as interim Chief.

The Boardman Kiwanis and Boardman Chamber of Commerce again teamed up for what’s become THE EVENT of early fall: Rollin’ On the River! With 180 people attending, the Pavilion at Boardman Marina Park was filled with the band The Shades for listening and dancing pleasure, food and beverages to enjoy, and a car/motorcycle exhibit to look at. Picnic tables and bales of straw provided plenty of seating, but most people enjoyed the dancing and visiting with good and new friends. All proceeds from this event go towards service projects for the area.

In so doing, AVTT also honors all Veterans and those currently serving, by letting them know they will never be forgotten.

Our traveling tribute is a true depiction of the great sacrifices made throughout the history of our country. It consists of: · Displays representing statistics from every war/conflict that the USA has been involved in. · A series of World War II panels portraying the entire timeline of events. · A Korean War tribute representing the timeline of the entire conflict with corresponding battle maps and photos. · The Traveling Vietnam Wall – 80% replica (largest replica) of the Vietnam Veterans Memorial in Washington DC. The “wall” stretches over 380 ft long from end to end and contains all 58,253 names. The “wall” is current through 2009 and is constantly being updated to accurately pay

tribute to those who died during the Vietnam war. · A timeline, series of facts and figures, and a display of art from Vietnam veteran artists depicting patriotic and veteran themes. · Panels for honoring Law Enforcement and Firefighters with pictorial display. · A panel memorializing the casualties at the Ft Hood 2009 shooting. · Pictures of each of our commanders in chief throughout history. · A 9/11 tribute with the names of all 2984 casualties organized by where they were located at the time of death. · The AVTT “Gold Dog Tag” display. This one of a kind tribute honors those who have fallen and to which there is not currently a memorial for their honor and remembrance. Each dog tag permanently records the casualty information (full name, branch of service, rank, date and location of casualty) for that American Hero.

For more than 100 years, 4-H has offered opportunities for youth and families to master new challenges, experience growing independence, feel a sense of belonging, and to give back to our communities.

4-H is a positive youth development program and can provide partnership opportunities with families and volunteers to create an educational atmosphere within various project areas. These projects are tools to help youth learn life skills through competition, team work, community service, challenges, and success. Through the 4-H experience, members have potential to grow in knowledge, skill, citizenship, and leadership.

A Boardman Tradition Since 1978...

Medicare benefit change period altered to Oct.15 - Dec. 7 (Salem) - Oregonians with Medicare will need to make their annual benefit changes early this year, and Oregon’s Senior Health Insurance Benefits Assistance (SHIBA) program is available to help.

The annual Medicare enrollment period when beneficiaries can change health or drug coverage is Oct. 15 to Dec. 7, a month earlier than usual. Medicare instituted the new time frame to ensure there is enough time to process any changes so that coverage begins without interruption on Jan. 1.

SHIBA, a federally funded program available to help Oregon’s more than 600,000 Medicare beneficiaries, has counselors available statewide at 1-800-722-4134 to provide free, unbiased one-on-one assistance during annual enrollment.

This month, seniors will receive their “Annual Notice of Change” letter from their insurance company. The letter will outline any changes to their benefits or costs in 2012, including whether their current plan will be available.

“It is important that seniors watch the mail for the letter, which will help determine whether you want to consider other plans in 2012,” said Lisa Emerson, SHIBA manager.

If you do choose to look at new plans, SHIBA suggests you do the following: * Find your insurance cards: You may need your red, white, and

blue Medicare card to review benefit details or enroll in a new plan.

If you have a Medicare Advantage or prescription drug plan, you may also need that card. * Update your list of prescription drugs: Check with your doctor to make sure you understand each prescription. Is a generic available? Can you eliminate any unneeded medications? Based on your list, do you have the right plan for you? * Use the Medicare.gov plan finder: The plan finder uses your prescription list to compare prescription drug and Medicare Advantage health plans in your area. Not all companies cover the same drugs so it’s important to have a complete list of your medications and dosages when using this tool. * Contact your doctor, hospital, and pharmacy before making changes: Not all health and drug plans contract or work with the same providers. If you switch plans, make sure you understand which providers you can see for the best price. * Apply for help with drug costs: If you have limited income

and assets, you may qualify for extra help with prescription drug costs. SHIBA counselors can help you apply for this benefit through Social Security.

Do we have 5 county commissioners in our Morrow County Future? Mayors/Managers discuss change in county structure.

Reported by Jerry Breazeale, Irrigon City Manager The Mayors and Managers of Morrow County met in Heppner Wednesday September 21st for their monthly meeting. The hot topic of the day was the proposal to change the way that county government is structured. The Mayors and Managers have become aware that the current government structure was established by general law with the Oregon Constitution.

With the growth of the county population, budget, and the complexity of the situations that the county deals with, the Mayors/ Managers believed that it was time for a change.

The present county government structure was established with the Oregon State Constitution in 1859 under general law provisions. Times have changed and the needs and issues facing Mor-

row County are much different now than they were in 1858 when Morrow County was established.

The Mayors/Managers believe that there needs to be a more contemporary government structure with more than three members elected from the population. Counties that have updated their form of government from general law have usually settled on five commissioners to conduct their county’s business. Having more commissioners allow for a wider perspective of interests and would allow for broader representation of constituents.

The Mayors/Managers of Morrow County discussed that changing the county government structure will be a difficult task and there are many questions that will need to be answered. The group consensus was to form a Charter Committee made up of two members from the communities of

Heppner, Boardman and Irrigon and one member from each of the communities of Lexington and Ione.

This committee will be tasked with drafting a charter that can eventually be submitted for a vote by the citizens of Morrow County. The process is expected to take many months and involve a great deal of public input before the draft charter is placed on the ballot.

In other business, the Mayor/ Managers discussed a five community marketing plan that would be shared by all five Morrow County communities. This subject has been under discussion and development for several months and a proposal is expected in the near future to be jointly adopted by the Morrow County communities. The Mayors/Managers believe that by sharing resources and promoting all the communities a more effective and efficient marketing program can be developed.

Senator Nelson to receive Health Center Hero award

T h e Oregon Primary Care Association (OPCA) is honoring six policymakers, including State Senator David Nelson, for outstanding support of community health centers.

Winners of the first-ever OPCA Health Center Hero Awards are: · U.S. Representative Earl Blumenauer · Oregon Senator David Nelson · Oregon Representatives Peter Buckley, Tim Freeman, Mitch Greenlick and Tina Kotek.

Senator Nelson will receive his award at 11:30 a.m. on Thursday, September 29, at the new Columbia River Community Health Services site, 450 Tatone in Boardman.

OPCA is honoring Senator Nelson for his work on behalf of community health centers and his leadership role in the state’s recent health reform efforts. He co-sponsored SB 571, which supported Columbia River Community Health Services by providing $400,000 in state funding for Boardman’s Healthy Future Capital Campaign. He also introduced key amendments to HB 3650, the health transformation bill, to address the needs of vulnerable Oregonians and the safety net that serves them.

The Oregon Primary Care Association is a nonprofit membership organization of 29 community health centers operating through 165 sites across the state. OPCA advocates on behalf of health centers at the state and federal levels and provides technical assistance and training to its members. Boardman Buzzzzzzzz Dear Community, Isn’t fall a great time of year? I just love the warm days and cool nights. Of course we are getting to the time of year when all of the sudden you have no jackets in Diane Wolfe, CEO your closet at home because you have worn them all to work and forgot to take

them home! At least I hope I am not the only one that does that!!! Your Chamber office has been keeping really busy working to help make Boardman a great place to live and work.

I am really excited to be working with the new Administrators at Riverside High School. They have added the chamber to the morning updates to help keep the chamber informed on what is happening with the school, so I can help keep the community informed. We are working to bring our RHS

Seniors a great Career Day, so don’t forgot to return your participation card. This is such an educational, fun event for our students and we appreciate the business community’s help.

I hope you were among the lucky ones that attended the fabulous Rollin on the River. The committee did so much work to bring this great event to Boardman. I know I enjoyed it and we are ready to start working on next year’s!

Boardman’s 7th annual Quilt Show a resounding success!

Boardman’s 7th Annual Quilt Show was held September 23 & 24 at the Boardman Senior Center. It was another huge success. There were quilts on display inside and also outside, blowing in the breeze.

The food was great, and we have Mildred Baker and Karen Purcell from the Sunshine Cafe in Boardman to thank for the delicious food. Quilt Mania, Thimbles and More, and Finishing Touch Quilt Studio were the attending vendors and we thank them for their support. They all had beautiful fabrics and notions for sale, plus lots of good tips on quilting.

The Viewer’s Choice Awards went to Barb Hemnes, who had a Southwest themed quilt, and Roma Alder, who had a Coastal themed quilt. These were both very beau-

tiful and original and if you did not come to the show, you missed these beautiful works of art. The raffles were won by: Quilt - Martin Rahier, Quilt Rack Katherine Sparks, and Cutting Board M a r g i e Hollandsworth.

We thank all of those who attended the quilt show and want to have you mark your calendars for next year. The Boardman’s 8th Annual Quilt Show will be October 12 & 13, 2012 at the Port of Morrow. Hope to see you then.

Cheryl Hobbs of Irrigon put together this panel quilt of silly cats. She said she had a lot of fun making this one. She purchased the panels from Aunty Ida’s in Hermiston.

Allan and Roma Alder of Hermiston won one of the two People’s Choice awards for their nautical themed quilt complete with sailboats, lighthouses and steering wheels. Allan cut out all the quilt pieces because Roma had her right arm in a cast at the time she started the project. After making the quilt she sewed 412 nautical theme buttons on it. Roma has been quilting since she and Allan were married 53 years ago.

Keeping up with a few basic chores can improve your landscape’s beauty and reduce your workload next season.

Continue weeding. Removing weeds now before they go to seed will eliminate hundreds of weeds next season. Destroy invasive weeds, those that have gone to seed and perennials that may root in the compost pile. And mulch the soil if you haven’t already done so.

Keep watering new plantings, stressed and young plants, evergreens, and moisture loving plants as needed throughout the fall.

Water thoroughly and whenever the top few inches are crumbly and slightly moist. Check my plant guide for more specifics on your plants watering needs. Properly watered plants are better able to survive the rigors of winter.

Reduce future workloads and improve your garden’s health and beauty. A layer of shredded leaves, evergreen needles or woodchips will help suppress weeds, conserve moisture, moderate soil temperatures, and improve the soil as they decompose.

Kiwanis Korner Lee and Pam Docken hosted twenty-two members of the Boardman Kiwanis Club and Kiwanis Lt. Governor Michael Duffy and his wife Phyllis Shovelski on September 9th for installations of officers.

Outgoing President Jim Hollandsworth was praised for his community involvement. Incoming President Diane Wolfe was encouraged to continue in the “Kiwanis tradition” of making a difference in the community. Officers serve from October 1st to September 30th of the ensuing year.

The Kiwanis Club of Boardman was chartered July 1, 2001 and presently has 25 members. Meetings are held the 1st and 3rd Thursdays of each month, 6:30 am at the River Lodge & Grill. The Club concentrates on service to the community, and is involved in the local Halloween Party, the Easter Egg Hunt, Rollin’ On the River, scholarships, and presenting dictionaries for each 3rd grade student.

Facing the Elephant in the Room Our local businesses are recognizing that foreign-born workers are increasingly becoming a vital part of the community and the local workforce.

The influx of immigrants into the community has provided an opportunity for employers to fill positions, particularly in the agricultural & food industries. While many foreign-born workers have assimilated into the workforce, others are more challenged to overcome cultural and language barriers that exist.

We believe that it is in the best interest of employers to better understand and help bridge the cultural and language divide as more foreign-born workers stream into the workforce. Being proactive in helping break down these barriers can: · Reduce costly, on-the-job accidents caused by workers not fully understanding safety rules or operational procedures; · Improve employers’ ability to recruit, hire and retain workers; and · Increase workers’ productivity.

As your parents enter their twilight years, you may feel as though you don’t want to meddle in their affairs. But when it comes to their health and safety, try not to stay in the dark. By paying attention to any warning signs, you’ll be in a better place to take steps that can help them stay independent as long as possible.

Here are a few things to watch for.

Parent trap? Has a parent suffered a fall at home? Or, is one of them about to undergo a major surgery such as a hip replacement? If so, it’s likely time to view your parents’ home through a new “lens.” The loose throw rugs that were once no big deal may now be a set-up for trouble. See if other adjustments are needed, such as a raised toilet seat, extra handrail, or shower chair, for example.

Mysterious weight loss. This is a red flag at any age, and is worth checking out. Often, it’s the result of an underlying medical condition. But it can also mean something’s “brewing” in the kitchen. Maybe the chef of the family is now having trouble with cooking tasks. Or, problems with taste or smell may have developed due to aging, illness, or a medication.

Declining self care and home care. Is your normally fastidious father letting himself go – wearing the same clothes for three days in a row? Do you increasingly find rotten food in the fridge or an overgrown garden that was once your mother’s pride and joy? These can be signs of Alzheimer’s or depression. Or, there may be another underlying health condition that’s partly to blame.

Shifting behaviors. Have neighbors or friends noticed a change in one of your parents’ behaviors? Maybe they’ve become unusually noisy, more agitated, or up at strange hours of the night. Maybe finances are in disarray or a large number of magazines are now showing up in the mailbox.

Has a parent become unwilling to get out and see friends or to keep up with hobbies and activities? These could be signs of Alzheimer’s or depression. But don’t rule out physical sources for some of these problems.

If you notice signs of a problem, where should you begin? Start by expressing your concerns with your parents.

You might do this together with other loved ones or maybe a clergy. Or, offer to take your parent to a doctor appointment.

Take an inventory of the house to see which safety issues need to be addressed first. Is it possible to hire someone to handle household chores or to run errands? Or, can you arrange for meals to be delivered or for a home health care aide to help with daily activities? If these measures are not enough, it may be time to suggest a move to an assisted living facility.

If you don’t know where to find resources, try the Eldercare Locator at eldercare.gov. It can connect you with services in the area where your parents live. And, remember that I’m always glad to consult with you about any concerns you have about your parents’ medications.

These can be challenging times, but with the right support, you can do it.

Clinic receives $200,000 challenge grant Columbia River Community Health Services announces a grant of $200,000 from the M.J. Murdock Charitable Trust. The local capital campaign, ‘Investing in Boardman’s Healthy Future” received a tremendous boost in fundraising with the recent award from the charitable trust, based in SW Washington.

“This announcement puts us over 90% of our campaign goal and well on our way to opening the clinic, debt free in the spring of 2012,” according to Mindy Binder, Executive Director of the Boardman clinic. “We are so grateful to have this support from the M.J. Murdock Trust, at a critical time in our fundraising and completion of our $4.7 million clinic construction,” said Binder during a recent campaign update.

The M.J. Murdock Charitable Trust was created by the will of the late Melvin (Jack) Murdock who was a co-founder of Tektronix, Inc. of Beaverton, Oregon, and a resident of Vancouver, Washington.

Since its establishment on June 30, 1975, the Trust has focused its grant making efforts primarily on five states of the Pacific Northwest:

Alaska, Idaho, Montana, Oregon and Washington.

The Trust’s mission is to enrich the quality of life in the Pacific Northwest by providing grants to organizations that seek to strengthen the region’s educational, cultural, and spiritual base in creative and sustainable ways.

The $200,000 award from the M.J. Charitable Trust is contingent on a $25,000 local challenge that must be met by December 31, 2012 as part of the $200,000 announcement. The effort to raise those funds includes outreach to Riverside High School in a brick campaign that finds the Senior Class partnering with involvement in the philanthropic effort of raising money for the clinic while also creating a fundraising opportunity for the Senior Class. The clinic is sharing the profit of each brick sale with the Riverside seniors to support their annual fundraising for their senior class project.

Principal Robert Elizondo of Riverside said “This partnership experience of engaging our students to learn about fundraising and support the Columbia River Community Health Services Clinic

is a wonderful example of helping our community.” The Riverside High seniors hope to sell more than a dozen bricks to also assist them with their class project.

Additional efforts to reach the local $25,000 goal include carwash, paper brick sales at various locations, senior citizen outreach, community outreach and other user groups of the new clinic which will open in spring of 2012 in a new 15,000 building.

Grants, corporate gifts and individual donations are all part of the ongoing effort to complete the local community challenge ahead of schedule and before the ribbon cutting scheduled for spring of 2012.

“We encourage the community to call or drop by with their questions or to purchase a brick. We know that we will reach our goal and look forward to serving the community with our new clinic. It is a very exciting time for us and we thank the citizens, the business community our students… everyone for helping us,” said Mindy Binder, Executive Director of Columbia River Community Health Services.

Large numbers turn out for Boardman’s low cost rabies clinic and free dog licensing event The City of Boardman’s low cost rabies vaccination clinic had an excellent turnout with over 50 dogs and cats being vaccinated.

The clinic was held on Saturday, August 27th at the City park and the vaccinations were given by Dr. Burgess of Country Animal Hospital and his staff for a reduced cost of $18.25 per pet. The City also supplied free dog licensing that day for any dog who resided within the City limits. In addition,

City of Boardman noxious weed program nets 1,500 pounds The City of Boardman’s Puncturevine Control Program has been dubbed a huge success with 300 bags of Puncturevine collected, the equivalent of 1500 pounds of the plant. This is the City’s third year running the program, with a budget of $300. The City provided the bags, and participants were paid $1 per filled bag. The City plans to burn the weeds before summer’s end.

Each year the City receives

complaints of the plant growing along the bike path, sidewalks and curbs. The spiny bur or seed pod from the Puncturevine (Tribulus terrestris), also known as a “Goathead”, contains 20 seeds equipped with long sharp spines capable of puncturing a bike tire or a shoe.

The City’s Code Compliance Official John Russell said he could see a big improvement along the City’s bike path, streets, and other

public areas such as the Marina Park’s walking path. Many citizens, mostly school-aged children, participated in collecting the weed in the spirit of helping out their community. The City of Boardman appreciates all the participation in the program, and hopes to sponsor it again next spring. Irrigon Lions to sponsor skateboard tournament The Irrigon Lions Club is sponsoring the second annual skateboard tournament at Don Baxter Skateboard Park in Irrigon. Activities will begin promptly at 10:00 am on Saturday, October 15, 2011. Late registration can be made from 8:30 to 9:30 for $15.00. Waivers must be signed by a guardian.

Registration forms may be picked up at Christine’s, Inc., 1400 E Hwy 730, Irrigon from now until 10/12 during the 9:00 to 5:00 hours. During this period, the entry fee is $10.00.

All registrants will receive a blue/ gold wristband recognizing them as a participant. There are five categories under which a registrant may participate so everyone will be competing with their appropriate ability group.

There is a poster contest for a winning poster to be used for advertising of the event. All Irrigon Junior and Senior High School students are eligible.

That contest ends 9/30.
