Boardman Quilt Show October 9 & 10 by: Carol Michael Golden foliage on the poplar trees next to I-84 signals arrival of the annual Boardman Quilt Show. This annual sharing of quilts and information will take place at the Boardman Senior Center, 100 Tatone Street, (next to Boardman City Hall) Boardman OR, on Friiday and Saturday, October 9 & 10. Activities will include displays of heritage and contemporary quilts, wall hangings and quilted items. The Country Store will have new and vintage items for browsing; and regional fabric vendors will have exciting fabrics and tools for sale. There will be Door Prizes and everyone can vote for the “People’s Choice Award. Lunch and pie will be available. The Quilt Raffle Drawing will take place at 3:00

2015 Boardman Quilt Show featured quilter Marge Shankle The Feataured Quilter at the 2015 Boardman Quilt Show is Boardman Resident Marge Shankle. Marge has years of quilting experience tucked up her sleeves. Not only does she design and create lovely work for her family, she also does commission quilts. She has generously shared advice and suggestions with fellow quilters, and is always quick with an encouraging work for those new to quilting. In her group of local quilters, Marge is known for her love of neutral monochromatic color schemes. Many of her stunning creations utilize white, cream, beige and black fabrics. At the 2015 Morrow County Fair, Marge received the Superintendents Choice Award for her “Civil War” quilt. Civil War Quilts utilize reproductions of quiet somber fabrics that reflect the sadness of the era. The individual quilt blocks of this quilt
are based on locations and happenings of significance during that period. Make it a point to spend a few minutes visiting with Marge Shankle at the 2015 Boardman Quilt Show. Ask her about her own quilting journey. You are sure to find answers to your quilting questions, pick up some pointers and quilting techniques. Marge will be displaying some of her wonderful needlework at the show, from 10:00 am – 4:00 pm on Friday October 9 and Friday October 10. 2015 Boardman Quilt Show will be held at the Boardman Senior Center, 100 Tatone Street, Boardman, OR. There will be exhibits of contemporary and heritage quilts; a Country Store; Fabric Vendors; ongoing education sessions; and a Quilt Raffle Drawing at 3:00 on Saturday, October 10. Irrigon Chamber opens visitor center
September 16th marked a banner day for the Irrigon Chamber when they opened their new Visitor Center and Chamber Office. The grand opening ceremony was celebrated with guest speakers (LR) City Manager Aaron Palmquick, Mayor Sam Heath, State Rep. Greg Smith, R-Heppner and Chamber President Phyllis Danielson. The building, located at 490 E. Highway 730, has been spruced up thanks to an $8,000 grant from Wildhorse Foundation for furnishings and technology. The Chamber hopes to expand their base of members to include enough volunteers to man the new office three days each week. Danielson says the Chamber has recently expanded to 68 members. Rep. Smith said “Irrigon is in a perfect position -- this visitor center is going to help get that word out!” The chamber office can be reached by phone at 541/922-3857.

BMCC news Fall is in the air and that means back-to-school time at Blue Mountain Community College. The term officially kicked off September 28 but there is still time to enroll in some of the classes. The distance education classes that are delivered to BMCC Boardman are now arriving by a new method called Zoom. This allows students a wider variety of class options as well as the ability to interact with the class on their own home computer if they wish. The option for many classes still exists to have a classroom setting at BMCC Boardman too. It is new and cutting edge and definitely worth a look. A very beneficial partnership with the Morrow County School District is going to take the English Language Acquisition classes to Windy River Elementary once again. Child care will be provided and the school district will pay classroom fees for parents who have children in the MCSD (up to a limit of 20.) ELA classes will be held on Monday and Wednesday and students must attend an orientation session to hear the new guidelines of the program. Call BMCC Boardman at 541-481-2099 for more details. GED classes will be held on Tuesdays and Thursdays from 5:30-8:30 at BMCC Boardman. Orientation took place the past week but there may be opportunities still available for students to join the class. This is a valuable training opportunity for the industrial businesses in the

Blue Mountain Community College in Boardman is offering a live, four-week class in Microsoft Excel 2013. The class is set for 57 pm on Thursday evenings beginning October 8, 2015 at the Boardman Center of BMCC. Cost is $59 payable to BMCC. Excel is one of the most useful and used spreadsheet programs in the modern workplace. This class will be helpful to you no matter if you are just beginning or if you are already muddling along in Excel. In this class we will break down the program into bite sized pieces, making it much easier to understand. Each week you will be provided with a CD containing what is covered in class plus working data files that are ready for you to use in practice. Course topics include creating simple formulas; formatting; inserting shapes and graphics; adding, deleting and hiding data; creating and formatting charts; sorting and filtering data,; moving, copying and pasting; and much more. Beginners are most welcome although it is very helpful if you have basic keyboarding skills and a working knowledge of your computer. OSHA requires every facility to identify their permit-required confined spaces, develop entry procedures and train and equip team members. In this class, students will learn the full scope of the regulations, the best means of identifying and controlling hazards and how to train entrants, attendants and entry supervisors. by: Carol Michael The Morrow County Historical Society invites you to participate in a “Kennewick Man to Sacagawea” Tour on Saturday, October 24, 2015. This seven hour tour will start at the East Benton County, WA Museum. You will be able to get close to a replica of the ancient one found on the banks of the Columbia River in 1996. The story of Kennewick Man, interesting and controversial, is still unfolding. Additional museum highlights include colorful displays depicting the hardships and successes experienced by the area’s founding families. We will eat lunch at Keewaydin Park, Kenniwick’s oldest park, next to the museum, (weather permitting). You can bring your own picnic lunch or order a box lunch for $11.00. The tour will end at the Confluence Art Project at Sacajawea State Park. This site has been a gathering place for Native people for more than 10,000 years. Sacagawea spent a night here with the Lewis & Clark Expedition in 1805. She also spent the next night on an island, off shore
from present day Irrigon. Participants will have a guided tour of the Interpretive Center including the Perry Room of Indian Artifacts, and Maya Lin’s “Stone Circles “Installation Art. Morrow County Special Transportation busses will leave Heppner Sr. Center at 8:00 am, and a second bus will depart from Stokes Landing Sr. Center in Irrigon at 9:00 am. Busses will return to Morrow County by 4:00 pm or earlier. Each bus can hold 14 passengers. Kiwanis sponsors 7th annual Rollin on the River The Kiwanis Club of Boardman wants to extend a Thank You for all of the sponsors of this year’s Rollin’ on the River. With these precious sponsorships and others, the Kiwanis Club is able to offer several college scholarships. In addition, Kiwanis helps to put on annual children’s programs such as the upcoming Halloween Party, Breakfast with Santa, and one dictionary for every third grade student in Boardman & Irrigon among other events. Rollin’ on the River this year started with a Kayak race from River Lodge and Grill to the Boardman Marina. Morrow County Sherriff’s office provided river safety for the contestants. Boardman city department heads give annual updates At Tuesday’s council meeting, Boardman City Councilors heard updates from each of the city’s department heads. On an annual basis they are asked to give updates on each of their respective departments. The building official, Brett Cook, said the new Umatilla Electric operations building is 70% complete. He said currently there are four single family homes, and one duplex home under construction in the city. He’s been in contact with the developers for Boardman’s new recreation center for their upcoming building project. The public works director, Kevin Kennedy, recounted some of the numerous projects the public works department has been working on, such as the new splash pad, striping and painting of streets, and replacing heaters in the city’s lift stations. He told the council about the purchase of a small, used, fork lift, an air compressor and a work truck. He said the two new public works employees are learning quickly their new jobs. The community development
director, Barry Beyeler, told the council he recently attended a site team meeting for the new recreation center and the new Blue Mountain Community College building projects. He also has been working on the city’s water master plan, on which the council will vote on adopting later at the meeting. The city’s finance director, Thomas Klligel, said he just finalized figures for the 2014-15 fiscal year. The city closed the sale of property for the Love’s Travel Stop on Tower Road. Currently, he is working with the city auditors and said so far it looks to be a good audit. The city clerk, Joanna Dahm, told the council the number of the press releases, public notices, permits and garbage vouchers issued through the clerk’s department. She’s pleased with the city’s new bill pay system, citing how easy the system is to use and how many customers are now using the system. Police chief, Rick Stokoe told the council the School Resource Officer (SRO) started at the schools the week before students arrived.
This week SRO Shimer gave presentations in each of the classes at Windy River Elementary. Chief Stokoe also asked the council for approval for a new program to offer the public an “Online Safe Zone” to conduct transactions from online auctions or sales such as Craigslist, and Facebook. The public can conduct those transactions at City Hall, where cameras are always recording. The council agreed that such a service was beneficial. In other city business, councilors adopted the city’s water master plan. A date was set for the Christmas Decoration Committee to meet for September 29 th at 6:15pm at Boardman City Hall. The council held executive session for the city manager’s annual review, which will be continued during the next city council meeting in October. The next meeting of the Boardman City Council will be Tuesday, October 6, 2015 at 7:00pm in the Boardman City Hall Council Chambers.
Arlington Octoberfest on tap We are anticipating a large reception of folks who wish to have a weekend of fun and recreation in support of Gilliam County. Organizers plan to build an event center that will serve many functions for Oregon citizens and guests. This premiere fund raising activity is operating under the auspices of The Friends of Gilliam County Organization. Many volunteers are making the events a reality. Low levels of West Nile virus still presist in Morrow County with three more mosquito pools testing positive for the virus. West Nile virus, a mild flu-like disease spread by mosquitoes, has been reported to have been found in three testing sites in Morrow County Oregon, according to Oregon Public Health officials. The mosquitoes were collected on the nights of September 14th and 15th near Irrigon and Boardman. These are the eighth mosquito pools to test positive for West Nile virus in the area, with the others being detected on August 10th, 24th, 31st and September 8th and 9th. Health officials are advising people in Morrow County to take precautions against mosquitoes in order to avoid the risk of infection. We want people in these areas to be especially careful to avoid getting mosquito bites. “The risk of contracting West Nile virus may be low, but we do encourage people to take appropriate precautions to protect themselves against mosquito bites,” said Greg Barron, Manager of North Morrow Vector Control District. “We will continue our mosquito control operations by larvaciding, utilizing our Ultra Low Volume (ULV) truck mounted sprayers and possibly some spraying by helicopter to reduce adult mosquito populations,” Barron said. Dr. Emilio DeBess, public health veterinarian says simple precautions can prevent the spread of West Nile virus: · Eliminate sources of standing water that are a breeding ground
for mosquitoes, including watering troughs, bird baths, ornamental ponds, buckets, wading and swimming pools not in use and old tires. · When engaged in outdoor activities at dusk and dawn when mosquitoes are most active protect yourself by using mosquito repellants containing DEET, oil of lemon eucalyptus or Picardin and follow the directions on the container. · Wear long-sleeved shirts and long pants in mosquito-infested areas. · Make sure screen doors and windows are in good repair and fit tightly. Mosquito pools testing positive in any area could lead to infection, Shelley Wight, Morrow County Health Department Health Educator / Communicable Disease Coordinator recommends people and animals be protected against mosquito bites. Eighty percent of people infected with West Nile virus exhibit no symptoms. Of the remaining 20 percent, most have very mild symptoms, such as fever, headaches and nausea lasting from three to six days. In a few cases, more severe symptoms may occur including convulsions or disorientation. The central nervous system also may be affected, resulting in a headache associated with fever, aseptic meningitis or encephalitis. West Nile is spread to humans through the bite of an infected mosquito. Most infected people will show little or no
signs of disease. About 1 in 5 infected people may show signs of West Nile fever. People at risk include those individuals over 50 years of age, people with immune compromising conditions, or those people with diabetes and high blood pressure. Symptoms may include fever above 100ºF AND severe headache, stiff neck, mental confusion, muscle weakness, shaking, paralysis, or rash. It is important that you contact your health care provider if you experience any of these symptoms. The fever syndrome may last from a few days to several weeks. The incubation period is usually 2-14 days. Consult your health care provider if you have these symptoms. Boardman community enhancement meeting Monday, October 19 Boardman Community Development Association seeks ideas from public to improve community BOARDMAN, Ore. (Sept. 24, 2015) – The Boardman Community Development Association is hosting a community enhancement meeting seeking ideas to improve Boardman. The meeting is set for Oct. 19 at 6:30 p.m. at the Port of Morrow
Riverfront Center, 2 Marine Drive, Boardman. The association is seeking input from all community members about ideas to fulfill community needs and improve the overall livability of Boardman. The last meeting of this type was held in 2011 and since then, a
splash pad has been installed, a playground on the south side of town has been added, and a homebuying incentive program has boosted sales in Boardman. This gathering is looking to continue improving the community with another round of citizen input.
Good Shepherd Foundation donates $10,000 to support oral health program The InterMountain Education Service District (IMESD) was recently awarded a $10,000 donation from Good Shepherd Community Health Foundation (Hermiston, Oregon) toward improved oral health for students in eastern Oregon. The donation will be used to purchase materials and provide resources for a dental education lab in eastern Oregon. The lab is based on a model in Roseburg, Oregon, developed by the Mercy Foundation. In October, representatives from Roseburg will travel to Hermiston to train 25 people from
Morrow, Umatilla and Union counties. These local trainers will then teach volunteers and others to provide education to students and their families about the importance of oral health such as brushing, flossing, fluoride varnishes and sealants. They will provide information about good nutrition, effects of tobacco and other drugs on teeth and the importance of wearing mouth guards when participating in sports. They will also discuss careers in oral health, including dentists, dental assistants and dental hygienists.
The IMESD is currently administering an Oregon Community Foundation planning grant for the implementation of a school-based dental health program for grades Kindergarten – 8th. Part of that grant is oral health education. “This generous donation from Good Shepherd is another great step toward improved dental health for students in eastern Oregon. We are grateful for their commitment to our ongoing oral health initiative,” said Cathy Wamsley, IMESD project coordinator for oral health programs.

New “Online Safe Zone” for Online Transactions BOARDMAN — Police Chief Rick Stokoe is pleased to announce that the Boardman Police Department has implemented a new program aimed at facilitating a safe and secure meeting place for residents to meet strangers and complete online transactions on websites like Craigslist. While the Boardman Police Department cannot guarantee the quality or authenticity of items purchased online, the Department has created the “Safety Zone” at the Boardman Police Department to ensure that residents have a safe, secure, and public meeting place to conduct purchases and sales of
items. Boardman residents and business owners who wish to complete an online transaction made via Facebook, Craigslist, or another medium, can arrange to meet at the “Online Safe Zone” — a location at the Boardman Police Station. The location is covered by security cameras. “Our primary duty as police officers is to ensure public safety. Online purchases are very popular, but completing these transactions can make a person feel uncomfortable, and there have been reports all over the country of meetings going wrong,” Chief
Stokoe said. “We hope that residents take advantage of the new Online Safe Zone as a new program aimed at keeping people safe.” T he Boardman Police Station is staffed Monday thru Friday 8:00 am to 5:00 pm. During the weekends an officer can be called to the station as long as they are not on a call. ”There are great deals online, but we want to make sure our residents feel safe and actually are safe when they go to pay for or sell an item,” Chief Stokoe said. “I hope our residents enjoy using the Online Safe Zone.”

Letters to the Editor To the Editor: I’d like to thank everyone who dropped everything to help me recently when I was involved in an accident on September 10th. Don Dreighton and I were heading home with 4 tons of hay on a flatbed trailer. One of the hay ropes broke as we rounded the corner coming off I-84 at Bombing Range Road, spilling hay bales and loose hay all over the road. What a mess! We called 9-1-1, and Morrow County Deputy Adams responded quickly. Pedro Chavez, Dreighton’s neighbor was just coming off work and stopped to assist. Then five Boardman Rural Fire Department volunteers, Kyle Wright, Richard Hernandez, Casey Zellars, Sam Irons and Riley Snoderly showed up to help clean up the mess. Four other special friends, Kelly, Sally, Fred and Mike also came to help with the cleanup. Thanks to everyone’s help, the bales and loose hay was reloaded, the road cleaned up, and all traffic was diverted safely. What a good little community we have here: friends and neighbors respond quickly when someone has trouble. Thank you so much! Susie Poulsen, Boardman
To the Editor: A big thanks goes out to all the community members, including Riverside High School students, NAPA for donating soap, Sinclair Service Station for donating their facilities and water, Aramark Umatilla for towels -- they delivered them to me, donated the use of them and then picked them up, City of Boardman for placing the Memorial Carwash on the readerboard, and to everyone who donated their time and efforts to help with the Car Wash. The Car Wash proceeds $1,300.00 went to the Fernando Castaneda family for assistance due to the untimely death of their beloved son. If so, BMCC is offering BA220 and BA221 that will provide the 80 hours of coursework required to qualify for the State of Oregon Licensed Tax Preparer examination. The courses will be broadcast from our Baker Center, and they will be available to students through Zoom video-conferencing technology. That means students may attend from any computer, smart phone, tablet, or iPad that has Internet, audio, and video capability. Both classes will be recorded for viewing at other times. Upon successful completion of both courses, students may take the exam in December and start preparing taxes in January.
