Boardman Park kicks off GO Bond campaign The “Yes for Rec Center” campaign for approval of a general obligation bond in the amount of 12.390 million on the November 4, 2014 ballot proposed by Boardman Park & Recreation District kicked off with a barbecue at Baker Pavilion on September 8th.

The money raised by the bond will fund the purchase of six acres of land adjacent to the SAGE Center for the construction of

Boardman Community Recreation Center. When complete, the approximately 50,000 square foot, 2story structure is expected to include a 25 meter, 6-lane indoor swimming pool with slide and waves, a warm water therapy pool, gymnasium & bleachers with 2 basketball courts, a climbing wall, fitness center with equipment, aerobic room, year round indoor walking track, a multipurpose community room, lockers, concessions and storage. The project is the culmination of over 25 years of dreams, hopes and plans.

Food and beverages were donated for the celebration barbecue, and the approximately 180 people who attended were able to browse large renderings of the proposed building and layout. Yard signs “Yes for Rec Center” were passed out to those who wished to show their support for this project. Park & Recreation District, Gary and Kathy Neal, volunteer chairmen of “Yes for Rec Center Committee”, members of the committee Karen Kegler and Maria Richards, as well as several high school students who are fervent in their hopes this project becomes a reality for Boardman.

Oregon GEAR UP receives $18 million for college readiness Seven-year program will work with 40 rural middle and high schools across the state September 23, 2014 – Oregon will receive $2.6 million a year for seven years for college readiness initiatives as part of the statewide GEAR UP program, the U.S. Department of Education announced yesterday. Oregon GEAR UP — which is an acronym for Gaining Early Awareness and Readiness for Undergraduate Programs — is a federally-funded college access and success program that increases the number of low-income students who are prepared to enter and succeed in postsecondary education.

As part of Oregon State University’s Office of Precollege

Programs, Oregon GEAR UP works with cohorts of middle and high school students over a period of seven years to meet their specific educational needs. Services and activities include academic tutoring, financial literacy, FAFSA completion, college tours, and parent engagement programs, among others.

GEAR UP serves students starting in 7 th grade, and follows them through the first year of college. The work is carried out by staff in school districts in rural communities around the state, with a variety of supports from the central GEAR UP office and the contributions of many community partners.

“I couldn’t be more excited about the opportunity to continue the good work of GEAR UP in Oregon,” said Stephanie Carnahan, director of the Oregon GEAR UP program. “Our partnerships with rural communities across the state will make education beyond high school a reality for thousands of additional students.”

Activities and services will be concentrated in 21 rural communities, which are expected to serve over 13,000 students over seven years. Selected as part of a competitive process in the spring of 2014, these communities and schools are:

In addition to these communities, Oregon GEAR UP serves fourteen additional middle and high schools in Coos, Curry and Douglas counties which are supported by The Ford Family Foundation. The central office also provides resources to all schools across the state and coordinates statewide college readiness efforts such as College Application Week. Since 2002, the GEAR UP

program has supported over 32,000 students in 83 schools.

“Over the years, I’ve met many students involved in the GEAR UP program and I can tell you first-hand this program makes a difference,” said Representative Peter DeFazio (D-OR). “The students I met prove that given the opportunity, every child in Oregon has the potential to get a college degree and contribute to our increasingly sophisticated

and knowledge-based economy.

The GEAR UP program is not only good for Oregon families but also for our country’s economic future.”

Mo Co Historical meeting October 26, SAGE If you have interests in Morrow County, Columbia Basin or Oregon history, don’t miss the 2014 Morrow County Historical Society Annual Meeting at 1:00 pm, Sunday, October 26. The official meeting begins at 2:00 PM, but everyone is invited to come early and tour the interactive SAGE Center.

If you have not yet experienced this center which provides “hands on” education on sustainable agricul-

ture and energy generation, this is a great opportunity – and it is FREE. Special Speakers include Larry Lindsay, longest serving Port Commissioner, sharing a history of the first years of the Port of Morrow.

Gary Neal, dynamic Port of Morrow Manager, will give an update on current and future Port activities.

Survival story featured at Eastern Oregon Word Round-Up on Oct. 4 Internationally acclaimed author and climber Isabel Suppé of Argentina will present Starry Night, a true survival account, as a special slide show program at the Eastern Oregon Word RoundUp at Tamastslikt Cultural Institute at Pendleton on Sat., Oct. 4.

Suppe’´s story has often been referred to as a true female version of Touching the Void. She was near the summit of Ala Izquierda, a 17,761-ft. peak in the Bolivian Andes when her partner’s anchors failed to hold and both climbers fell 1,100 feet.

Her partner did not survive. Exposed to the elements, Isabel spent two nights dragging herself with a broken leg over a glacier. ”All of the stars in the sky looked like torches,” she said.

Suppé managed to survive more than 40 hours of forceful

winds and below-freezing temperatures before a rescue team, including climbers who had given up their own summit attempts to join the search, found her.

Suppe’’s appearance at the Word Round-Up literary festival will be held at 2 p.m. at Tamastslikt, located next to Wildhorse Resort on the Umatilla Indian Reservation.

An amazing story of survival and perseverance, Suppé´s book Starry Night, now available in English, is a profoundly poetic and sensitive account of a tragic lifechanging accident and a young woman´s strife to return to life.

The award-winning Starry Night is a book that asks questions about life and death, about human desire and the redeeming power of beauty.

Suppe’ has been interviewed on ESPN, National Geographic, and

other national and international news sources.

GEODC seeks local input on economic development goals Greater Eastern Oregon Development Corporation (GEODC) continues its economic development planning process and is seeking local input on the draft goals and strategies for economic development in the region.

The Comprehensive Economic Development Strategy (CEDS) is a grass-roots level planning effort that brings together citizens and business, government, and community interests to identify the economic development issues of the region and develop strategies for sustainable and resilient economic growth and development.

Community meetings are one of the fundamental elements of the planning process. The discussion will focus on gathering local input about the strategic goals, objective and actions needed to achieve the goals.

Meetings will be held in several locations in October. The meeting schedule and other information will be posted on GEODC’s website.

Everyone is welcome to attend. Boardman Buzzzzzzzz CAREER DAY-2014 Riverside High School and the Boardman Chamber of Commerce are coordinating Career Day on Wednesday, October 15. We recently asked local businesses to partner with an RHS senior for a job shadow experience.

This will introduce students to a variety of career and job opportunities.

The students will spend the morning with their selected business observing daily business operations and activities. Unlike a field trip, where the student would simply visit the business, job shadows are structured so that the students play an active role with hands on learning.

The sponsoring businesses and students will then meet at the Port of Morrow for the monthly Chamber luncheon and the employer will introduce their students and each student will share their job shadowing experience.

Lunch will be prepared by Judy Scott’s Chuckwagon and the cost is $10.00 per person.

The Chamber has sent out post cards inviting businesses to participate. If you haven’t already, please send in your postcard so that we have ample time to schedule students to job shadow your businesses. If you are interested in participating but have not received a post card, please contact the Chamber as soon as possible. Morrow County Harvest Festival October 4th Mark your calendars for Saturday, October 4th for the 1st Annual Morrow County Harvest Festival at the SAGE Center. From 9 a.m. to 5 p.m., browse local produce and crafts, partake in wine, beer and cider tasting and if you have kids, there will be plenty of activities for them to do such as pumpkin painting and an obstacle course.

Don’t forget there will be FREE wagon rides and a photo booth (with fun props) during the event! This event is free to the public and includes admission into the SAGE Center.

Blue Mt. CC News Fall Term 2014 is rolling ahead with credit classes getting underway the week of September 29. However, a nice selection of noncredit classes are available in the area. Carol Chapman has added a new computer class to her slate with a fourweek course in Access.

This is a powerful, database program that takes a little getting used to but is worth it. She also has a session of Excel set for October. (You are guaranteed to learn more in four weeks than you dreamed possible.) Computer Basics will be offered at BMCC Boardman for beginning users. In the exercise area, Strength Training is happening at Riverside High School on Tuesdays and Thursdays from 6-7 under the watchful eye of Maria Richards and

A stellar Line-Up rounds out this year’s Eastern Oregon Word Round-Up–set for Oct. 3-5 at Pendleton!

Celebrating a love of reading, writing and books, the 3rd annual literary festival will be held at Tamastslikt Cultural Institute on the Umatilla Indian Reservation and at the Pendleton Center for the Arts.

This year’s keynote speakers are Lidia Yuknavitch, nationallyacclaimed author of the best-selling The Chronology of Water, and Lance Olsen, Univ. of Utah professor and author of Architectures of Possibility.

Yuknavitch will present on Fri., Oct. 3 on “The Worth of Risk” regarding creativity, and Olsen will present “Theories of Forgetting,” innovative approaches to writing, on Sat., Oct. 4. Both programs begin at 6:30 p.m.

Programs and workshops are offered throughout the event in a wide range poetry, screenwriting, fiction, and nonfiction, Native

American storytelling, and more.

What are the benefits of building a new fire station?

Sixteen years ago, there were 98 calls for service; call volume has more than doubled as noted by the 249 calls in 2013. As the community and industries of Boardman grow, the emergency response resources have had to grow along with it. In 2008 Boardman Rural Fire Protection District received a federal SAFER grant that provided funding for four full-time firefighters that allowed us to staff the main station with a minimum of 2 firefighters from 8am to 5pm daily. People in crisis are assured that personnel will ‘roll a truck’ within two minutes from a dispatched request, a greatly improved response time. Depending on volunteer availability, a second truck may leave the station ten to fifteen minutes later or not at all. After five o’clock, all firefighters respond from their own home. As a result response times increase due to travel back to the station. A manned station during the night time hours will provide better response times. The new station will make 24 hour 7 days a week staffing possible with sleeping quarters which cannot be accommodated at the current location.

The student firefighter program that the District will implement with the new station would put an additional 6 students on shift with the Firefighters. So what is the student program? The Boardman Fire District along with Hermiston, Pendleton, Pilot Rock and other regional fire departments have worked in cooperation with Blue Mountain Community College to create a Fire Science Degree Program. This program will give students the opportunity to earn a fire science degree while attending classes and gaining hands on job experience serving the local fire departments as student interns. Here in Boardman we would place 6 students per year of the program for a total of 18 students rotating through the 3 year program.

In addition to this we are currently running a program in Riverside High School with student firefighters. Currently we have 1 Senior and 4 Junior students in this program.

These students would love to have the opportunity to participate in the Student Intern Program. Questions have been asked as to how the district will fund this. The district has operated on a current tax rate of .7464 cents per thousand since the passage of measures 5 and 50 several years ago. With that rate we have been able to maintain the current staffing, replace fire apparatus and place 3 rural substations in the district. The District has financed some of those purchases but they have been paid entirely with currently levied funds. This Loan will be paid off by the time the new station is built and will free up the revenue necessary to fund the program.

Statements have been made that you will be moving the Station to the other side of

town farther away from me. Why would I want that? Our current operations allow for 2 firefighters on duty from 8-5 daily. After 5 PM there is no one at the station and all firefighters respond from their homes resulting in response times of up to 16 minutes before the truck leaves the station. By having a station staffed 24 hours a day the truck would leave within 2 to 3 minutes from the station. Also currently we can assure that 2 firefighters will respond but additional volunteer firefighters may be 10 minutes or longer if available at all. The new station would allow for the initial response with 4 firefighters in the first truck followed by additional resources much sooner. July 1 Umatilla Rural Fire District turned their ambulance service over to Hermiston Fire. As reported September 18th by East Oregonian’s Jade McDowell, Umatilla Fire Chief Mike Roxbury noted, In a profession where getting out the door even 10 seconds earlier can make a difference, A fire station that is farther away seems counterintuitive, but before the switch it took an average of 6 min and 45 seconds for the ambulance to respond, now it takes about 3 and ½ minutes, the extra three minutes is literally a life saver.

Additional benefits of staffing a station 24 hours a day. Fire Departments are rated by ISO, (Insurance Service Organization). They set the rates you pay for your fire insurance. The scale gives the best a rating of 1 and the worst receives a 10. The ratings are based on 3 categories, (1) Fire Department, Equipment, Staffing and Training, (2) Public Water Supply, (3) 911 Communications. The latest (ISO) assessment increased the city and rural rating to 5 and 9 respectively.

The 5 rating is given to anyone with a fire hydrant within 1000 feet, the 9 is for everyone else within 5 miles of a fire station.

We had been a 4 / 8 before.

Growth of the community, the loss of volunteers, lack of adequate training facilities, and the lack of 24 hour staffing contributed to the reduction. The New Station should allow us to regain an improved rating which in turn would reduce your fire insurance possibly more than what the station will cost in your taxes.

Additional services that we would be able to provide for the community. With the 24 hour staffing we are anticipating implementing a full EMS Quick Response Team.

This team would respond to Medical calls within the community. This would assist the Morrow County Ambulance by providing EMS care before the ambulance arrived resulting in increased patient care for our community.

For these reasons and more, the proposed bond for building a new fire station which will provide even better service for the people who live within Boardman Rural Fire Protection District over the next 50 years.

It would be impossible to carry out all of the events and behind the scenes details that are required to make it through the fair without all of the valuable work from our outstanding volunteers and I would like to recognize their efforts. Boardman ranked in the 30 safest cities in Oregon The SafeWise Report released its “30 Safest Cities in Oregon” report this week.

Boardman came in at number twenty two on the list. Baker City came in at number one, while locally, Umatilla made the list at number ten.

To compile this report, SafeWise used the most recent FBI crime data from 2012 to analyze and rank these cities, which all have a minimum population of 2,500 people. They looked at crimes from part one of the FBI Unified Crime Report (UCR) reported crime data, which focuses on violent crimes (aggravated assault, forcible rape, murder, and robbery) as well as property crimes (arson, burglary, larcenytheft, and motor vehicle theft).

From there, they calculated the chances of these crimes happening out of a thousand in order to level the playing field for cities of varying populations.

From all the cities in Oregon, they narrowed the list down to 30 and assigned rankings according to data provided by the FBI’s UCR report.

“These Oregon cities really exemplify what it means to be a close-knit community,” SafeWise security analyst Rebecca Edwards said. “Half of the cities on our list had less than 10 violent crimes reported in 2012. ROLLIN on the RIVER 2014 The weather was perfect, the attendance was up from the past years, the beer was cold, the food was hot, the wine was delectable and the car show participation showed an increase The three bands: The Brady Goss Band; Rusty Roe and the Outsiders; and The Shades were very good.

The Rollin on the River committee of Michelle Erickson, Deanne Irving, Sandy Toms and Pam Docken could not have been happier.

This year CHERRY CREEK RADIO assisted with advertising

and was on site during the event.

The ROLL IN CAR SHOW winners were as follows: KIWANIS BEST OF SHOW: Richard Sanford’s 1953 Chevrolet 3100 4x4; MOTORYCYLE—Chris Hoffman’s 2006 Saxon Firestorm; IMPORT—Ron Keonig’s 1971 Datsun 510; CLASSIC—Del & Linda LaRue’s 1934 Ford Coupe; LATE MODEL—a 2008 Chevrolet Corvette Z06 owned by Jack Parris; TRUCK—1953 Chevrolet 3100 4x4 owned by Richard Sandford. The car club with the most members was Wyked A & I with 16 members.

The Boardman Kiwanis have hopes this annual event will continue to grow to a point that they will be self-sustaining of the programs they provide annually for the children of our local communities.
