State of the art fish cleaning station added Boardman Park & Recreation District Manager Ted Lieurance announced that the Park has completed construction of a new fish cleaning station this week. “The Park has been saving money to purchase the equipment we needed to complete this amenity,” says Lieurance. “The total cost of the building, specialized equipment, plumbing and electrical is nearly $33,000,” he added. The four-station stainless steel cleaning station includes a macerator (think BIG garbage disposal!) that will dispose of all the remnants of cleaning those walleye, bass and other fish caught nearby. The previous cleaning station, which will be torn down, provided a garbage

can for disposal of refuse, and during the summer, the dumpster used could become quite odiferous! Construction of the building was done by the Oregon Youth Conservation Corps, the concrete and siding completed by Park staff, with professional electrical and plumbing installations complimenting the structure. “Although we need to winterize the equipment so it won’t be damaged by freezing weather,” Lieurance says, “We know our many friends who enjoy fishing here in the spring and summer will take full advantage of this new cleaning station. The staff will enjoy not dealing with the previous fish gut dumpster, too!”

BMCC livestock judging team places 2nd at California contest PENDLETON, Ore. – The Blue Mountain Community College Livestock Judging team placed 2nd at the Fresno State Contest in Fresno, Calif., over the weekend out of seven participating colleges. L i n d s e y Meyers was High Individual in the cattle competition, while McKayla Rookstool placed 4th in cattle and Delaney Paulus placed 2nd in the Reasons/Questions category. Do you know how Veterans Day began to be celebrated? (Thanks to Wikipedia, the free online dictionary) Veterans Day is an official United States holiday that honors people who have served in the U.S. Armed Forces, also known as veterans. It is a federal holiday that is observed on November 11. It coincides with other holidays such as Armistice Day and Remembrance Day, which are celebrated in other parts of the world and also mark the anniversary of the end of World War I. (Major hostilities of World War I were formally ended at the 11th hour of the 11th day of the 11th month of 1918, when the Armistice with Germany went into effect.) Veterans Day is not to be confused with Memorial Day; Veterans Day celebrates the service of all U.S. military veterans, while Memorial Day is a day of remembering the men and women who died while serving. Most sources spell Veterans as a simple plural without a possessive apostrophe (Veteran's or Veterans'). U.S. President Woodrow Wilson first proclaimed Armistice Day for November 11, 1919. In proclaiming the holiday, he said "To us in America, the reflections of Armistice Day will be filled with solemn pride in the heroism of those who died in the country's service and with gratitude for the victory, both because of the thing from which it has freed us and because of the opportunity it has given America to show her sympathy with peace and justice in the councils of the nations." The United States Congress passed a concurrent resolution seven years later on June 4, 1926, requesting that President Calvin Coolidge issue another proclamation to observe November 11 with appropriate ceremonies. A Congressional Act (52 Stat. 351; 5 U.S. Code, Sec. 87a) approved May 13, 1938, made the 11th of November in each year a legal holiday: "a day to be dedicated to the cause of world peace and
to be thereafter celebrated and known as 'Armistice Day'." In 1945, World War II veteran Raymond Weeks from Birmingham, Alabama, had the idea to expand Armistice Day to celebrate all veterans, not just those who died in

Dwight Eisenhower, who supported the idea of National Veterans Day. Weeks led the first national celebration in 1947 in Alabama and annually until his death in 1985. President Reagan honored Weeks at the White House with the Presidential Citizenship Medal in 1982 as the driving force for the national holiday. Elizabeth Dole, who prepared the briefing for President Reagan, determined Weeks as the "Father of Veterans Day." U.S. Representative Ed Rees from Emporia, Kansas, presented a bill establishing the holiday through Congress. President Dwight D. Eisenhower, also from Kansas, signed the bill into law on May 26, 1954. Congress amended this act on June 1, 1954, replacing "Armistice" with "Veterans," and it has been known as Veterans Day since. The National Veterans Award, created in 1954, also started in Birmingham. Congressman Rees of Kansas was honored in Alabama as the first recipient of the award for his support offering legislation to make Veterans Day a federal holiday, which marked nine years of effort by Raymond Weeks. Weeks conceived the idea in 1945, petitioned Gen. Eisenhower in 1946, and led the first Veterans Day celebration in 1947 (keeping the official name Armistice Day until Veterans Day was legal in 1954).
Although originally scheduled for celebration on November 11 of every year, starting in 1971 in accordance with the Uniform Monday Holiday Act, Veterans Day was moved to the fourth Monday of October. In 1978, it was moved back to its original celebration on November 11. While the legal holiday remains on November 11, if that date happens to be on a Saturday or Sunday, then organizations that formally observe the holiday will normally be closed on the adjacent Friday or Monday, respectively. The Veterans Day National Ceremony is held each year on November 11th at Arlington National Cemetery . The ceremony commences precisely at 11:00 a.m. with a wreath laying at the Tomb of the Unknowns and continues inside the Memorial Amphitheater with a parade of colors by veterans' organizations and remarks from dignitaries. The ceremony is intended to honor and thank all who served in the United States Armed Forces. The remembrance poppy has been used since 1921 to commemorate soldiers who have died in war. Inspired by the World War I poem "In Flanders Fields", they were first used by the American Legion to commemorate American soldiers who died in that war (1914–1918). They were then adopted by military veterans' groups in parts of the former British Empire: the United Kingdom, Canada, Australia and New Zealand. Today, they
are mainly used in the UK and Canada to commemorate their servicemen and women who have been killed in all conflicts since 1914. Poppy wreaths are also often laid at war memorials.

American Red Cross encourages donors to make a blood donation before the holiday season PORTLAND, Ore. (Oct. 15, 2014) — The American Red Cross encourages eligible donors to make a point to give blood before the busy holiday season arrives. Blood donations often decline between Thanksgiving and New Year’s Day as people become busy with holiday festivities. Donors are needed in the weeks leading up to the winter holidays to help prevent these seasonal declines. Donors of all blood types, and especially those with types O negative, A negative and B negative, are needed now to help maintain a stable blood supply. Boardman to sponsor communitywide fall clean up The City of Boardman will sponsor a community-wide clean-up the month of November. The City has garbage vouchers available, with a fifty dollar limit, to residents of the City of Boardman. The vouch-
ers are valid during the month of November at Finley Butte Landfill and the North Morrow Transfer Station. The garbage voucher program encourages citizens to clean up their residences by disposing
of yard debris. City residents may pick up their vouchers at Boardman City Hall at 200 City Center Circle beginning October 31st. For more information on this program, call Boardman City Hall at 481-9252.
Boardman sponsors grant application for migrant headstart school During their October 7, 2014 council meeting, Boardman City Councilors approved sponsoring an application for the State of Oregon Community Block Grant for the construction of a new Migrant Head Start School in Boardman. Representatives from Community and Shelter Assistance Corporation (CASA) and Oregon Child Development Coalition (OCDC) came to the council meeting to ask for their approval. Mr. Rod Walker of OCDC said currently they operate two preschools in Umatilla County. There are about 60 students from Boardman who are being bused from Boardman to Hermiston for
those programs. They would like to construct an 8000 sq. ft. building to expand services to migrant families in Boardman. The funding stream for the grant serves children and families of farm workers. When asked about how it would affect the current Head Start Program in Boardman, Mr. Walker said it would complement their program. When asked about when the project would begin, Mr. Walker said they hope to have the grant application in on time to apply by the end of the year. If they are successful they hope to begin construction by the middle of next year. Mr. Walker said they just made an offer on property on
Kinkade Road, adjacent to the Boardman City Hall for the school building. In other city business, the councilors approved the final plat for easements, streets and utilities for the Tuscany Subdivision on S. Main Street. The Council also approved cash prizes for next year’s “If I Were Mayor” Contest for grades 4 through 12 who create posters, essays, and digital media presentations exhibiting what they would do if they were mayor. The next meeting of the Boardman City Council will be Tuesday, November 4, 2014 at 7pm at Boardman City Hall.
MCSD schools outperform most comparison schools on state report cards HEPPNER – Morrow County School District is pleased to report that its students outperformed comparison school districts data on 5 of 6 outcome performance measures as it relates to what students are achieving in high school. Compared to districts with similar demographics, such as poverty levels, diversity of their student body, and pupil mobility, MCSD seniors outperformed their counterparts in college and career readiness (as measured bya freshman on track to graduate and the percentage of students who took the SAT), high school graduation rate, completion rate, dropout rate and continuing education. As part of the state’s federal waiver application, Oregon devel-
oped a new accountability system with a much greater focus on student learning and growth. Schools also receive a rating that compares them to “like” schools – other schools with similar student demographics including percent poverty, mobility, students of color, and English learners. Schools are rated as below average, about average, or above average as compared to similar schools. This provides parents and community members with another perspective on achievement at the school. MCSD has 8 schools within the District. Half of the schools within the District yielded strong performances based on the new state school rating criteria, which rates schools from a 1 (lowest perfor-
mance) to 5 (model school performance). This year Heppner Elementary and Heppner High School have attained a Level 4 rating. A.C. Houghton, Windy River Elementary, Irrigon Junior/Senior High, Riverside Junior/Senior High, and Sam Boardman Elementary achieved level 3 performance, while Irrigon Elementary School obtained a level 2 rating.
