What is in store for Linda’s new “chapter” as retired person? She and Stan plan to take some road trips, visit some family she recently learned about, and enjoy her kids and grandkids. Son Tom (wife Boardman Mayor Sandy) live in Boardman. Together they have four kids; son Jeff and his significant other, Glenda Bahler share six kids. There are also greatgrandkids to enjoy. Linda has a new hobby, watching and betting on quarterhorse races, thanks to acquaintances Marge and Gary Klinger. Linda plans to enjoy more racing in her future. She also loves to garden, flowers and some vegetables. She planted some butternut squash starts her sister gave her, and the vines took over an entire flowerbed, and they picked 28 squash which they’ve donated to Boardman Senior Center.

Although Linda will miss her many customers, especially families like the Claude Birts’, whose four daughters have become special, Linda is really ready for this next chapter in her future.

Her space in the building will be for rent, stop by for information.

2016 Morrow County Harvest Festival had over 1,000 visitors The 2016 Morrow County Harvest Festival had 1,050 people attend this year which was 200 more than the previous year. This year we included the addition of the Kids’ Corner obstacle course and Oregon State University provided some roping opportunities for kids.

The horse and buggy rides provided by Equine Elegance have been a fan favorite for all three years.

We could not offer the free activities through the harvest festival without our amazing sponsors.

This year’s sponsors included Title Sponsors Tillamook and Kiwanis Club of Boardman, Kids Corner Sponsor Lamb Weston, Vendor Sponsor Cascade Specialties, and our Vendor Breakfast Sponsor River Lodge and Grill. The success of the harvest festival was due to so many people stepping up to volunteer. Each of the Morrow County Chambers of Commerce were instrumental in planning the harvest festival as well as the support of the Kiwanis Club of Boardman and Irrigon FFA. We had 34 vendors this year that provided a wonderful range of home crafted items to locally grown produce. Our hope is that the Morrow County Harvest Festival continues to grow and brings more people to our wonderful county.

Volunteers are needed to decorate Boardman The Boardman Christmas Decoration Committee will be decorating Boardman on Saturday, November 19th. They would like to invite community members to join them to help with this enormous task. Throughout the morning volunteers will set up wooden decorations, hang garland and wreaths on lamp posts, and string tens of thousands of Christmas lights.

The City of Boardman sponsors the Christmas Decoration Committee each year. Their goal is to decorate Boardman for the Christmas season for its citizens and visitors to enjoy. Last year the committee expanded their decorating, which now includes decorations at City Center, the four park areas along

the freeway overpass, and the city’s new splash pad park.

Volunteers are asked meet at Boardman City Hall by 10:00am.

Decorating usually takes up to 4 hours, so please dress warmly.

There will be a sign-in sheet for students of Riverside Jr./Sr. High School to receive community volunteer hours. Directly following the decorating, all volunteers are invited to a free chili feed at the Boardman Senior Center.

Committee Chair, Sandy Toms, said “decorating Boardman for Christmas shows pride in our community”. She is thankful for all the volunteers who turn out each year who help with making this project possible.

Sam Boardman Elementary invites everyone to a Veterans Day Assembly Invitations are in the mail for the annual Sam Boardman Elementary Veterans Day Assembly. Sam Boardman Elementary School, located at 301 Wilson Lane welcomes your attendance at the Assembly.

Students will be honoring our local veterans during an assembly on Thursday, Nov. 10th at 10:00 am in the SBE gym. The program will include patriotic songs enthusiastically performed by students. Each grade level will be performing pa-

triotic songs to honor our Veterans. Local veterans that are present will be introduced and presented with thank you cards made by our students.

If you know of a veteran that has not received an invitation, please encourage them to come.

The public is invited to join us for this special assembly as we express our gratitude to American’s heroes.

Boardman to sponsor Community-Wide Fall Cleanup in November The City of Boardman will sponsor a community-wide clean-up the month of November. The City has garbage vouchers available, with a fifty dollar limit, to residents of the City of Boardman. The vouchers are valid during the month of November at Finley Butte Landfill and the North Morrow Transfer

Station. The garbage voucher program encourages citizens to clean up their residences by disposing of yard debris. City residents may pick up their vouchers at Boardman City Hall at 200 City Center Circle beginning October 31st. For more information on this program, call Boardman City Hall at 481-9252.

City of Boardman has clean audit Tuesday, October 4th the Boardman City Council heard from the City’s auditor, Chris Cockburn of Cockburn and McClintock. He gave a review of the City’s 2015-2016 audit. Mr. Cockburn said the City had a good, clean, audit with minor exceptions noted in the report.

In other City business, the council tabled a proposed ordinance regarding chronic nuisances. The entire council was not in attendance and the mayor moved this proposed ordinance until the November 1, 2016 meeting. There was also discussion about adding language to the Municipal Code regarding political signs.

The next meeting of the Boardman City Council will be Tuesday, December 6, 2016 at Boardman City Hall Council and will begin at 7pm.

SafeWise Report announces the “20 Safest Cities in Oregon” Boardman was ranked the 16th safest city in Oregon due to its commitment to the safety and security of its residents. The City of Boardman was awarded a Certificate for their efforts in community safety and crime prevention.

The SafeWise Report released its “20 Safest Cities in Oregon” report on October 17, 2016. To compile this report, SafeWise used the most recent FBI crime data from 2014 to analyze and rank these cities, which all have a minimum popu-

lation of 3,000 people.

Bank of Eastern Oregon introduces mobile debit card controls Heppner, Oregon, (October 11, 2016) Bank of Eastern Oregon has introduced a mobile phone based tool for debit cards, MobiMoney.

MobiMoney gives customers a high degree of control over the use of their card, to include instant notification of transactions, the ability to turn their card on or off, and enabling cardholders to fight fraud by setting controls and alerts.

BMCC News Priority Registration begins November 14, 2016 for Winter Term at Blue Mountain Community College. Students with 60+ credits get the first crack on Monday and by Friday of that week, general registration is open to all students. Students are encouraged to register sooner rather than later to get the best selection of classes. Any student planning to start Winter Term and needing assistance in any of

the admission or registration steps is welcome to stop by the BMCC office in Boardman for help. Office hours are Mondays and Wednesdays from 1-7:30 pm and Tuesday and Thursday from 5-7:30 pm.

A big change has been instituted in the application process for federal financial aid. The window to complete the FAFSA for the 1718 academic year opened October

1, 2016. This is definitely a case where students and parents will want to fill this out as soon as possible as some funds are distributed on a first come, first served basis.

The other big change for this year is that parent and student tax information is from the 2015 tax returns so there is no need to wait until taxes are filed to complete the FAFSA. If you have questions about the process, contact BMCC Boardman at 541-481-2099.

Port of Morrow proceeds with dock plans and Oregon DSL Permit appeal Lighthouse Resources announces exit from Morrow Pacific Project October 13, 2016 (Boardman, Ore.) – The Port of Morrow has affirmed its commitment to constructing a dock for shipping commodities and continuing its legal appeal of an August 2014 Oregon Department of State Lands permit decision. This announcement comes after the permit applicant Coyote Island Terminal, LLC, and its parent company Lighthouse Resources Inc. announced today it will exit the Morrow Pacific project. Lighthouse has started exporting coal through Westshore Terminals in Vancouver B.C. “The Port of Morrow exists for purposes of economic development,” said Joe Taylor, President of the Port Commission, Port of Morrow. “We are ideally situated where river, road and rail meet. This new dock will allow us to ship commodities in the same manner as our existing facilities. Without this dock, hundreds of jobs and millions of dollars are at stake for Morrow and Umatilla County and Oregon,” The Port of Morrow has invested more than 50 million dollars in infrastructure including a loop rail system designed to bring

product by rail to the two dock sites along the Port’s waterfront. The system is designed and constructed as a state-of-the-art rail loop allowing trains to transfer product from rail cars to barges for shipment downstream.

In 1967, the Port of Morrow bought back land along its shore from the Army Corps of Engineers, which had condemned the land to be flooded by construction of the John Day Dam. Under terms of the purchase, the now flooded land was to be used for “port or industrial facilities.” The State of Oregon also designated the Port of Morrow and its shoreline for industrial economic development and has approved the construction of six other docks and in-water structures along its waterfront. Space is available for two other dock facilities located between existing docks.

“This dock site and one adjacent are the only two remaining dock sites for major industrial development in the John Day Pool,” said Gary Neal, General Manager of the Port of Morrow. “Without this dock, our ability to create jobs, grow economic development and attract new businesses is severely

curtailed.”

The Morrow Pacific project planned to use the proposed dock and the Port’s rail loop to transfer Powder River Basin coal from rail cars through an enclosed conveyor system onto covered barges for a trip downriver for eventual export to Asian trade allies. Hundreds of elected officials, businesses and individuals supported the project.

The Oregon DSL issued an appealable decision in August 2014, finding a dock was not the best use of the Port’s industrial land. A hearing is scheduled on the appeal before an administrative law judge in November 2016.

2016 Boardman Quilt Show: A Treat for All The 2016 Boardman Quilt Show was presented and enjoyed by community quilters and viewers alike. All that entered the Boardman Senior Center received a prize drawing ticket and a ballot to vote for their Favorite Quilt. More than 120 visitors saw 74 quilts. Exhibits came from Condon; Pendleton, Hermiston, Umatilla, Irrigon and Boardman.

When taking a break from looking for their personal favorite quilt, visitors took in two “Mini” Classes: “Quilt As You Go,” by Lila Killingbeck and Cheryl Tallman; and an “Extraordinary Trunk Show” by Carley Schriever. “Create a Block for a Charity Quilt” was a popular activity. Quilters of all ages selected precut squares and strips to arrange in a heritage block pattern. The blocks were sewn by Nancy Pace and Glenda Bozarth. The colorful blocks will sewn into charity quilts by Boardman Quilt Group members as a winter activity.

Wonderful vendors, almost like family, traveled many miles to bring new fabrics and ideas to Boardman.

The much appreciated vendors who participated in 2016 were: Cindy & Lewis from “Thimbles” in Pendleton; and Ben from the “Sewing Basket” in Prosser.

Proceeds from ticket sales for two Raffle Quilts will be used for community needs. Boardman Quilt Group members are big on community service. To date, 2016 community service activities have included: constructing a quilt and raffling it to benefit the Gavin Roberts Scholarship Fund; sending quilts to victims of Fort McMurray, Canada, Wildfires; Sending American Hero patriotic theme quilts to military casualty victims medevacked from the Middle East; Columbia River Ranch, Boardman; Brookdale Terrace, Hermiston; Martha’s House, Hermiston; Columbia River Counseling Service, Heppner; & Doernbecker Childrens Cancer Center, Portland. Two members teach Quilting Classes for Windy River Elementary afterschool art program for Boardman students.

The “Christmas Theme” Raffle quilt was won by a couple from San Francisco, motoring through Boardman, as they explored the northwest. The “Red & Black Romance” Raffle quilt was won by a visitor from Tri Cities.

Two ladies taking a leisurely drive from Spokane to Oregon Coast, saw the “Quilt Show” Sign at Loves Truck Stop, and came back to Boardman for the Show. They loved the show and said “It was the most fun they had had since leaving Spokane.” The heritage art of quilting has big economic benefits for the Boardman Community. The People’s Choice awards, selected by viewers voting for their favorite quilt, went to Lila Killingbeck of Boardman and Jane Stark of Hermiston Staging and delivering an event like the Boardman Quilt Show would not be possible without volunteers. The Thursday Night Set Up and Saturday Afternoon Take Down Crews were blessed with help from husbands; children; grandchildren; and even “drop ins” leaving or picking up a quilt entry. Ron Morgan & Quentin Morgan; Marsha & George Condie; Ron & Karen Edwards, Keziah & Teagan Birt; Drake Bingaman, Caley Schriever, Kathy Hyder, Pam Sandlin, Thad Killingbeck, Cheryl Tallman, Ray Michael, Tammy Bozarth, Julie Lantis & Gail Enzek were among the volunteers.

Like feeding an army, volunteers made sure all visitors were well fed.

The Kitchen Crew, consisting of Barb Hemnes; Sandy Moroney, Bobbi Hugg and Dora Viall kept the sandwiches, pie and beverages ready both days. Show Hostesses included Marie Connell, Tammy Bozarth, Emma Lou Sutherland, Kathy Morgan, Carol Michael, Lila Killingbeck, & Pam Sandlin Boardman; The 2017 Boardman Quilt Show will take place in October 2017, at the Boardman Senior Center, 100 Tatone Street, Boardman.

Lila Killingbeck will be the Featured Quilter. Mini classes and a Trunk Show will be on the agenda. Please plan to take part in 2017.

Carley Schriever explains the various designs in this quilt during her “Trunk” Show. A “Trunk Show” is similar to a Fashion Show, except with Quilts. Carley is showing some of the quilts she has made, explaining such things as “design inspiration,” techniques, fabric sources, date of completion, challenges, etc.

Boardman Kiwanis sponsors Halloween party at RHS The annual Community Halloween Party sponsored by the Kiwanis Club of Boardman took place the last Monday of October with the shouts of excitement and pure jubilation reverberating through the halls of Riverside Junior/Senior High School. The classroom doors were decorated by students and teachers and a pretend graveyard was set-up outside along with a Pirate ship area and games for kids up to the age of 12 to help add to the 2016 Monster Mash Halloween Bash. However, kids weren’t the only ones to revel in the event as many of the grownups put on their costumes for the evening and joined in the celebration as well. Each kid received a free treat at each of the 20 + doors and there were also Hot dogs (donated by ConAgra Foods) with buns (donated by Franz Bakery), chips and a cold drink available for $1.00.

Thanks to the Key Club, Riverside Junior/Senior High School and all community members who joined in the fun. September 2, 1921 NORTH MORROW COUNTY FAIR is scheduled for September 13, two days in advance of the County Fair in Heppner, in order that those who desire may send their exhibits to Heppner. Last year’s fair was a good beginning.

This year with Irrigon’s help we should have a fair that will make surrounding districts sit up and take notice. The school house is an ideal place for displays. The wide halls will accommodate a large part of the entries.

LOCAL HAPPENINGS: Leon Kutzners made a trip to Irrigon Saturday for fruit.

Chas Dillabaugh has been appointed hay receiver and grader for the district of Boardman. The Adventist Church, under construction at Boardman, is rapidly assuming definite form and proportions. Mr. & Mrs. W.L. Finnell motored to Stanfield on Sunday y.

Sam Boardman accompanied them as far as Hermiston. Paul Hatch has returned from the har-

vest fields. He plans to attend Oregon Agricultural College this fall.

Uram Messenger is also home, and he too, expects to attend O.A.C. “S.O.S.” has been received from W.W. Smead of the Morrow County Fair Board. He wants one or two “big” watermelons to take to the State Fair, so Malheur will not capture the prize again this year.

LOCAL NOTES The Ladies Aid Society spent most of the time on Wednesday practicing for the play, which will be given a week from Friday – September 16. Don’t forget the date. Come to the Spinster’s Convention and see the Old Maids transformed into beautiful young maidens before your own eyes. The Columbia Basin Haygrowers Association has awarded the contract for bailing the hay on the West Extension to John Partlow for the consideration of $2.35 per ton.

September 16, 1921 NORTH MORROW COUNTY FAIR AT BOARDMAN IS A WONDER Boardman & Irrigon put on Big Show and Show the Country What Two Plucky Little Projects Can Do. We have been to county fairs, state fairs and world fairs, but for an exhibition from two small projects none was comparable except in degree. In nearly every exhibit, there was a record breaker of some kind. There was that sunflower 16 feet in length; a watermelon weighing 52 pounds; alfalfa six feet high; peaches as big as a pint glass jar corn that was perfect and large. It was a wonderful show.

Boardman, OR –Riverside Jr/Sr High School will join more than 100 high schools and community based organizations around the state in hosting Oregon College Application Week events on November 7th through 10th. The goal of the week is to assist all seniors as they apply to some type of postsecondary educational option, including certificate programs, two-year degree programs, and four-year degree programs.

Dillabaugh, organizer of the 1921North End County Fair is going to insist that the 1922 county fair be held in the north end of Morrow County. “The south end has had the honor for eight years, now we ask that it be held in the north end one year in the three.

We have a great advantage over the south end in way of good roads so that we can expect patronage from considerable distance both east and west. The roads are no worse from Heppner to Boardman and Irrigon and return than they are from here to Heppner and return. We have assisted you for several years now Heppner be game and visit us once.”

Boardman Chamber of Commerce Career Day 2016 October 19, 2016 - Boardman Chamber of Commerce’s collaboration with Riverside Jr/Sr High School resulted in a very successful annual Career Day event for 2016.

This annual event introduces our local High School seniors to a multitude of businesses. Students are placed with a business of their choice for a half day, where they’re able to experience the daily responsibilities of employees and learn what is utilized and required to ensure a successful business.

The committee worked diligently and collectively obtained thirty-four businesses including Public Departments/Offices, Health/Medical offices and the Morrow County School District.

This allowed seventy-three students participate this year.

This year a “mock trial”, prepared by several Morrow County departments, introducing seven (7) students to the various stages of a case leading up to a court hearing.

During the luncheon, the students and sponsoring business attendees were addressed by Debbie Radie- VP Boardman Foods, Jerry McMichael-BMCC Mechatronics, Lisa Mittelsdorf-Port of Morrow

and Rebecca Flores-Work Source.

The event was catered by Judy Scott’s Chuckwagon.

Kiwanis of Boardman celebrate 15 years in the community On September 29, Joe Taylor hosted the Annual Awards Banquet for Kiwanis Club of Boardman.

Special guests included: John Spomer, District Lt. Governor; Leslie Weimer, Past President; and Phyllis Shovelski.

Leslie and Phyllis were instrumental in founding the club 15 years ago. Also special recognitions were given to the following founding members: Mark Rogelstad, Lee Docken, Michelle Erickson, and Lisa Mittlesdorf.

They were each gifted with a plaque and greeted with great rounds of applause. The Kiwanis Club of Boardman owes a huge debt of gratitude for these dedicated and diligent volunteers.

Also in attendance were Key Club advisors: Marie Shimer (Riverside High School), Andrew Johnson (Irrigon High School) and Irrigon’s own Bruno Salas as the district 80 Lieutenant Governor. In addition, project coordinators Brandon Hammond and Lisa Mittlesdorf were recognized for their contributions to playgrounds

and sports buildings.

Kiwanian of the year was awarded to Lisa Connell for her diligent services and willingness to jump in and help with many Kiwanis activities. She and her husband have given countless sacrifices for our country, our state, and our home town. Thank you Lisa.

Letters to the Editor Letter to the editor: I am writing in opposition to Measure 97, the gross receipts tax. The measure, if passed, will tax corporations that have gross revenues over $25 million at a rate of 2.5%. The supporters of the measure would have you believe that this will only impact the corporate giants. They are wrong. Basic economic principles and more importantly BASIC COMMON SENSE tell you that the costs associated with this additional expense will be passed along to the customer.

That’s right - to you and I. The supporters also want you to believe that the added revenue this thinly veiled sales tax puts in the state of Oregon’s coffers will be used to fund education, emergency and senior services. Do not be fooled the measure does not say that it will go to any of these areas. It goes into the general fund and will be discretionary funds for the legislature.

Measure 97 proponents claim that it will add $6 billion per biennium to the State coffers. This is in addition to the existing $18 billion budget. Does it make sense to increase by 1/3 the funds available for the legislature to allocate as they see fit? I say no. If the state needs a 33.3% increase in revenue to remain viable, there isn’t an income issue there is a spending issue.

The measure is yet another example of solving fiscal problems by piling more taxes (expenses) on the citizens and businesses of Oregon. If approved by voters Measure 97 would have the heaviest impact on those who can least afford it. According to an OPB article, “The Legislative Revenue Office has estimated that the measure would eventually cost Oregon households between $372 and $1,282 a year, depending on their income level. Most of that would be in higher prices, although some would represent lost wages.” The average estimated by the LRO is $600 per year per household.

Measure 97 will limit economic growth opportunities within Oregon.

Why would a company that is looking to expand operations and add jobs to a region, come to Oregon when their costs will be at least 2.5% higher (more when you think of the supply chain and the numerous vendors along that chain) than locating in Washington or Idaho. They won’t. More critically, given the choice, what will keep existing corporations from leaving Oregon in favor of a more business friendly

state?

No matter how frustrated you are with the political landscape of Oregon and our great nation; no matter how tired you are of picking between candidates that don’t reflect your own principles or ideals, please do not simply ignore your ballot. The fight against Measure 97 cannot be “someone else’s” issue. It is an issue for every Oregonian. Please do not be complacent. You must vote and I strongly urge you to join me in voting NO on Measure 97. It is bad policy, a bad idea, bad for business and bad for Oregon.

Kiwanis Club of Boardman hand out 175 dictionaries to local third grade students

Mrs. Bankston and Mrs. Connell’s classes received their dictionary on October 17th. All together SBE has four third grade classes totaling 95 students. Each year Kiwanis hands out dictionaries to the third grade students at Sam Boardman and A C Houghton Elementary Schools.

The Kiwanis Club of Boardman continued their tradition of donating a Student’s Dictionary to each third grade student at Sam Boardman and A C Houghton Elementary Schools recently. This year the club handed 175 dictionaries to the students. Assisting with the project were, Kiwanis members, Brenda Profitt, Pam Docken, Lisa Connell and Doug Pope.

Each student is asked to look up a word when they receive their gift, so every student knows exactly how to use their dictionary.

For some students, this is the only book they can call their very own.

The Kiwanis are anxious to see each student succeed and has made this project a priority.

Kiwanis Club of Boardman meets the 1st Thursday of the month at 6:30 am at River Lodge and Grill, and the 3rd Thursday at Noon at River Lodge and Grill. Everyone is invited to join or attend a meeting. Their mission is “Serving the children of the world”.
