Local runner competes in 2014 Boston Marathon on April 21 On April 21, Riverside High School science teacher Dawn Callow fulfilled every distance runner’s dream: she competed in and completed in 3 hours 55 minutes the Boston Marathon, a 26.2 mile challenge. That put her ranked at placing 444 out of 1,500 women in her age group. Although she has only run for the past few years, Dawn worked hard to qualify for the Boston run by competing and qualifying at the Vancouver Washington Marathon.

She then had to go online and apply to be accepted in her age group (50 - 54). She was accepted, and then the challenge was getting airline tickets and finding a place to stay in Boston. “You couldn’t find a place to stay in Boston that was under $400 per night,” she lamented. Her sister Dorothy Grimm of Port Orford,

Washington went with Dawn for morale support. Other friends and family were able to track Dawn’s progress throughout the race by a GPS locator that she wore.

At the Boston Marathon, the excitement level was so high, Dawn related. There were 36,000 places available for runners; 32,000 runners actually started, Dawn says. “It was exciting the whole way -- there were people cheering us on the whole 26.2 miles, sometimes 10 people deep!”

Dawn’s next marathon is the Portland Marathon, held each year in October.

Dawn and her husband James moved to the Boardman area in 1998 with their children, Shannon and Clay. Dawn’s husband, James was killed in an airplane accident not long after they moved here.

Dawn was thankful for the support and love she received from the

community after the accident, which solidified her decision to stay in Boardman.

After her kids finished high school and left Dawn an “empty nester,” she found the time to train for running events. Her first marathon was Columbia Power Half Marathon out of Umatilla that crossed the McNary Dam. On several of her runs, Rose Dirkson and Karen Kegler have walked the routes Dawn runs to lend their support. “It’s great to have someone else there to help me,” Dawn says.

She loves the outdoors and plans to work for the Forest Service this summer out of the Heppner Ranger District, as a Youth Conservation Corp. leader.

Her hobbies include reading, gardening, backpacking and traveling.

“I’d like to run the Boston Marathon again,” she says, “But I don’t know if that will be next year.”

What’s happening in Boardman in May? Chamber luncheon: GEODC on local economic development SAGE Center celebrates first year open with free Tillamook Ice Cream The May Boardman Chamber membership luncheon will be on Wednesday, May 21st at noon at the Port of Morrow Riverfront Center.

Their guest speaker is Phil Nachbar from The Greater Eastern Oregon Development Corporation (GEODC). He will be leading a discussion on an economic development strategic plan for eastern Oregon so please come to give feedback on how to improve our region!

Boardman City Clerk Lila Killingbeck (L) has been training her replacement, Joanna Dahm.

Another familiar face to the public is retiring soon. Lila Killingbeck, who has worked with the City of Boardman since 1994 is retiring in May. Lila started as parttime utility clerk with the city, and has worked with four city managers: Jack Palmer, Kathy Moore, Rex Mather and Karen Pettigrew. She started at the old City Hall on Main Street, and became Boardman City Clerk during Kathy Moore’s term as City Manager. Her duties are to take care of the records of the city -- ordinances and resolutions. She also takes the minutes at city council meetings and is charge of the office staff. She also is responsible for the minutes of the Boardman

Planning Commission meetings, but delegates those duties to another city employee.

The Killingbecks are friendly faces who have been in Boardman since 1976, when Thad Killingbeck started teaching school here. He progressed to Principal at Windy River Elementary School before he retired six years ago. Thad is the Chairman of Morrow County School Board, so the family will still stay close to Boardman affairs.

Both Thad and Lila grew up in LaGrande, and have seen their three children grow up in Boardman. Daughter Kristie and husband Ted live in Hermiston with their three boys, Justin, a 7th

grader, William, 5th grade and John, 3rd grade. Son Kyle and his wife Anne live in Redmond with their two boys Lucas, 1st grader and Aaron, age 4. Son Kory and wife Amber contributed their only granddaughter, Luella, age eight months. They live in Boardman.

Lila’s replacement, Joanna Dahm began work in March, and is working closely with Lila to learn all the duties of City Clerk.

“I’m going to miss everybody,” says Lila. “Thanks for the opportunity to learn city government; I’ve had a great career!”

A retirement reception is planned at City Hall on May 16th from 2 - 4 pm; the public is invited.

Del Turner, Paramedic and Training Officer with Morrow County Health District, was recently notified that he has been selected the 2014 Recent Alumni Achievement Award winner for Oregon Institute of Technology.

ery, Alumni Spirit and Honorary Alumni. Turner, who received his Bachelor of Science in Allied Health Management in 2012, was nominated by a former professor, Dr. Maureen Sevigny, and ultimately selected by a panel of voting members of the Oregon Tech Alumni Advisory Board. Each award winner will be recognized and introduced at the Alumni Awards Banquet, June 13th.

“I was selected because of my senior project,” says Turner. He wrote a proposal and grant for prehospital triage, including an EKG that will transmit from the field via telephone to a hospital. Turner was successful in his grant, and Boardman, Heppner and Irrigon now have the latest technology.

Each setup costs over $20,000.

Turner started his Paramedic career by volunteering as an ambulance driver. He found himself interested enough that he went to Blue Mt. Community College to become an EMT, but found he was not satisfied with his level of training. “So I switched careers,” Turner says. “I decided to train further to become a Paramedic.” Turner graduated from Oregon Institute of Technology with honors, served a

residency for three months at Raleigh, NC, and returned to Morrow County Health District. He was offered Paramedic jobs several other places, but Turner wanted to return to Morrow County to bring advanced skills to our rural community. “We have urban medical problems in our community with the freeway going right through town,” he says.

“None of this would be possible without the support and assistance of Morrow County Health District,” says Turner.

Now Turner is involved in an AED pilot program in Boardman with a task force to investigate who has automated external defibrillators (AEDs) and who doesn’t; what companies would be interested in having AEDs with 24-hour access to the public. Members of the task force include Anna Aylett with Port of Morrow, Barry Beyeler, City of Boardman, Dan Grigg, MC Health District, Kathy Neal, Boardman Mayor Sandy Toms, CRCHS Executive Director Mindy Binder, Chamber Director Diane Wolf, Toni Connell and Turner. Boardman yard sale sign rules explained Yard sale season is in full swing and many Boardman residents have been putting out signs to advertise their event. The City of Boardman would like to remind the community that yard sale signs are not permitted on street signs, traffic signs or utility poles, leaving many to wonder what is allowable.

The majority of signage offenses involve yard sale signs that are placed on traffic signs. When a sign is found to be in violation, the Code Compliance Official Martin Martinez will contact the yard sale operator and notify them they need to remove their sign, he may also remove the sign at his discretion. Martinez encourages residents to instead place temporary signs on the ground or on their own lawn, adding some subdivisions have covenants which supersede what the city allows, so check with your homeowners association before displaying yard sale signs.

The city’s sign ordinance prohibits signage from being affixed

to city traffic and street signs or utility poles. Signs may not be placed at the Interstate on ramp or off ramp areas. The city’s sign ordinance limits the number of signs to four signs per event as well as requiring all signs be removed within two hours after the event has ended.

Martinez said “The sign ordinance ensures that temporary signs do not detract from the aesthetic qualities of our city.” The ordinance also prohibits more than one sign per lot of land; a sign if there is already a temporary sign there; attaching balloons to the sign; signs closer than 10 feet from the edge of the road; and signs larger than 6 square feet.

Violation of the city’s sign ordinance could result in a $100 fine.

Blue Mt Community College news Blue Mountain Community College is in the middle of Spring Term at the moment but that doesn’t mean there aren’t things to be done by students preparing for classes either in the summer or the fall. Advising for both summer and fall Terms is currently underway. AS a reminder, all degree seeking students must meet with an advisor prior to registering for classes, and as another reminder, advising is available at BMCC Boardman.

Tiered registration for both terms will open the week of May 19. Students with a higher number of credits register Monday and students

with no credits will register on Friday. It is always a good idea to register as soon as possible to get the best class selection. Students needing advising should contact BMCC Boardman at 541-481-2099 to set up an appointment.

First time students need to complete the admission process which is outlined in detail on the BMCC website, www.bluecc.edu. This includes attending a New Student Orientation (several sessions are offered in Boardman) and taking placement tests. Call the office with questions, and once again, sooner is better than later.

One non-credit class on the schedule for May is Handgun Proficiency, set for Saturday May 17.

This class will be taught by Boardman PD officer, Shane Brandon and includes a classroom session in the morning and a range session in the afternoon. It is one of the few handgun proficiency classes that includes a supervised range session. Students must preregister either by using the BMCC website or stopping by the office to sign up. Cost of the class is $49.

We will have adult games (that our kids can play too!) like water balloon toss, tug of war, and other fun games. Later in the evening the live band “Cruise Control” will play from 6pm to 9pm leading us into one of the most unforgettable fireworks show, over the Columbia River. We’ll keep you posted on all the fun things planned for the day.

CINCO DE MAYO Saturday, May 3 at the Boardman Marina Park. The festivities start at noon and run all day until 10:00 pm. Bring the kids and come check out the fun new kids games.

CLEAN UP DAY Boardman will hold a Clean Up Day on Saturday, May 17 from 9 am – 1 pm. Bring your gloves, rakes, shovels or just bring yourself and come help us clean up Boardman for the summer season. We will meet at the Boardman City Park at 9 am to receive directions and work crews. The more people we have helping the better the town will look and the faster we will get it done.

Celebration to be held for new beach pavilion

The boaters and “river rats” will enjoy the newly constructed pavilion located on the Columbia River’s edge near marker 40.

The Ford Institute Leadership participants sponsored the 24x48 shade structure. Ribbon cutting is set for May 9th.

Morrow County participants of the Ford Institute Leadership program will be unveiling a newly constructed pavilion at Marker 40, a popular sandy beach in Boardman located on the Columbia River in the Port of Morrow. A ribbon cutting ceremony will take place at noon on Friday, May 9th under the new pavilion and will be followed by a B.B.Q lunch catered by The Country Gentleman.

This community event will mark the completion of a year-long project that will benefit the residents and visitors of Morrow County. In 2013, members of the

Morrow County Cohort selected to construct a 24x48 pavilion and two shade pergolas at the widely used beach to compliment the public restrooms and a paved walking trail that is already in place.

The project was planned and organized by Morrow County volunteers and funded by contributions from area businesses and various grants. It’s a bitter-sweet moment for Mindy Binder, who is leaving Columbia River Community Health Services the end of May along with her husband, Kent. They will be assisting their daughter and family in growing grass seed for export. the Community Health Improvement Partnership (CHIP) in Morrow County, and is Vice Chair of the Morrow County Community Advisory Council, who advises the Eastern Oregon Coordinated Care Organization on the health needs of the area.

Mindy says her biggest challenge at CRCHS was acting as construction coordinator during the building’s construction period while also maintaining order and her duties at the clinic.

Michael Schaub from Redding, California has been selected to serve as CEO when Mindy leaves, but she will stay during the several weeks it takes to familiarize Schaub with everything at CRCHS.

CORVALLIS, Ore. — A soil thermometer is a gardener’s best friend as spring approaches and it’s time to plant cool-season vegetables such as peas, kale, fava beans and radishes.

“With a thermometer, no guess work is needed. Soil temperature is the best indicator of when to plant each type of vegetable, no matter what climate zone you live in,” said Annie Chozinski, Oregon State University vegetable researcher.

Crops that germinate in the coolest soils (down to 40 degrees F) include arugula, fava beans, kale, lettuce, pak choi, parsnips, peas, radicchio, radishes and spinach seed. When the soil temperature reaches above 50 degrees, Chinese cabbage, leeks, onions, Swiss chard, and turnips can join them in the garden.

At 60 degrees you can sow warm-season vegetables such as beans, beets, broccoli, Brussels sprouts, cabbage, carrots and cauliflower. But watch weather forecasts — beans will not tolerate frost and may have to be planted twice if the temperature goes below freezing.

Wait until the soil warms to

above 70 degrees to plant warmseason vegetables such as tomatoes, eggplants, peppers, cucumbers, squash, corn and melons. It

can take several weeks for tomatoes, eggplant and peppers to germinate in the garden. You can get a jump on the season, however, if you buy them already started from your local garden center. On the other hand, squash, cucumbers

and corn grow quickly and are easy to start from seed.

To ensure success with earlyseason vegetable gardening, Chozinski advises buying cold-tolerant or short-season varieties. OSU vegetable breeders have developed many varieties well suited to Oregon gardens. If you just can’t wait to plant, warm the soil with plastic mulch and use a cloche, fabric row cover or cold frame.

B e prepared to carefully cover your plants with burlap, plastic or an old blanket or sheet if a hard freeze is forecast. Even a crop that’s germinated and starting to grow can be ruined by a late frost.

SWC District to sponsor weed awareness week Morrow Soil and Water Conservation District and the Natural Resources Conservation Service will celebrate Weed Awareness Week with the fourth annual “Free Spray Days” at three locations in Morrow County.

Monday, May 19 will be in front of the NAPA store in Boardman, Wednesday, May 22 will be at the Irrigon City Park and Friday, May 24 at Heppner City Park. All events will be held from 9am to noon.

One gallon containers of premixed, ready to apply Trimec Classic, a landscape labeled chemical for broadleaf control, such as false mallow, puncturevine, and dandelion. A limited amount of chemical will also be available for homeowners who provide their own backpack sprayers. Chemical labels will accompany the containers listing where, how and when to apply. Morrow County Grain Growers is donating the chemical and Morrow SWCD is providing the

containers. All participants will sign a statement that they will follow the label and apply the herbicide to their property. Spike, the Oregon Weed Awareness mascot will be attending each event.

SWCD and NRCS staff will also provide information on available conservation programs. Weed control is an important part of healthy watersheds and clean water. We all live in a watershed and have a responsibility to leave it better than we found it.

Boardman enacts moratorium on medical marijuana facilities During their April 15th council meeting, Boardman City Councilors passed an ordinance enacting a moratorium on medical marijuana facilities in the city until May 1, 2015. The ordinance is in response to Oregon House Bill 3460 which requires the Oregon Health Authority to develop and implement a process to register medical marijuana facilities and gives persons who operate, or are employed, by

those facilities immunity from state prosecution.

Cities and counties in Oregon have the authority to enact a moratorium, until May 1, 2015, giving them time to put in place rules for locating medical marijuana facilities within their jurisdictions. Morrow County and the cities of Boardman and Irrigon held a public hearing on April 10th for public input on the subject. No one from the public

spoke in opposition to a medical marijuana moratorium at either meeting.

In other city business, the Council gave notice of their intent to award the contract for the water and sewer upgrades along NE Front Street, in the amount of $284,713.00, to Goodman and Mehlenbacher. The upgrades are expected to begin later this spring.

orman Hyder passes away.

September 29, 1918 - March 11, 2014 Former Madras resident Norman Wesley Hyder, 95, who founded the Gourmet Foods potato processing plant in Metolius, passed away March 11, 2014, at his home in Tygh Valley.

Born Sept. 29, 1918, in Tennessee, to parents Abraham Lincoln Hyder and Minerva Bell (Fields) Hyder, he grew up on a farm near Buell, Idaho. He joined the National Guard at age 16. After graduating from high school, he attended the University of Idaho in Moscow, Idaho, earning his tuition by working as a J.C. Penney shoe salesman.

When World War II started, Norm trained in flight school and was accepted into the Army Air Corps. Promoted to second lieutenant, he then took training to fly the B-25, twin-engine, fighter bomber. In California, the first plane he was assigned had a mechanical problem, which caused an explosion. He had to make a crash landing, but the crew escaped uninjured.

With a new plane, they flew to Australia, then New Guinea, where he was part of the 499th Bombardment Squadron supporting General MacArthur’s campaign to drive the Japanese out of the area. He flew 51 bombing missions in New Guinea and earned the rank of captain.

After returning to the U.S. briefly, he was promoted to major and volunteered go to the India-Burma Theater, where he flew another 42 missions before the war ended.

After the war, Norm bought 40 acres in Metolius, and went into the warehouse business with his brother and another partner, who they bought out.

From that start, he build up the company that became Gourmet Food Products, with French fry manufacturing plants in Metolius and Boardman. In 1978, he sold the company, and in 1980 bought land in California, where he lived for 20 years until moving to Tygh Valley to be closer to family and to enjoy hunting and fishing.

Throughout his life, until age 80, Norm continued to fly, first in a Cessna Tripacer, and then in a Beechcraft Bonanza.

He is survived by son, Wren Hyder of Boardman; three grandchildren; and five great-grandchildren. He was preceded in death by son, Robin Hyder.
