The Grand Marshals for the 2013 Boardman 4th of July Parade are the volunteers who were honored at the Boardman Chamber of Commerce Awards Banquet in February.

They are: Don Drayton, who was honored for the Fire and Safety award; Julia Cardenas, Citizen of the Year; Jim Young, Business of the Year and Theresa Proctor Reese, Educator of the Year. The four honorees will be riding in the parade, so be sure to acknowledge them and their spirit of volunteerism.

The Parade begins at 11:00 am on Thursday, July 4th; a map of the parade route is featured on page 8 of this issue of the North Morrow Times. Be sure to check the back page of this issue for a listing of all the events for this 4th of July Celebration!

Boardman Summer Recreation Program continues to July 18th Boardman Park & Recreation Districts Summer Recreation Program is off to a great start!

For children ages 5 - 12, Funtastic Kidz began June 17th and runs to July 18th. The free program is Monday through Thursdays, from 8:30 - 11:30 am and free bussing is provided.

The program is free and many themes have been developed to hold active kids’ interests. They learn about water safety, enjoy the Park’s water slide (always a popular activity on hot days!), learn about fireworks safety and create many arts and crafts projects.

The Teen Summer Recreation Program is scheduled for the same dates (6-17 to 7-18) 1-4 pm and will ensure plenty of free entertainment for those ages 12 to 17. Always enjoyed are the water safety classes utilizing the canoes, paddleboats, kayaks and of course the huge water trampoline! Recreation Director Bingo Ganvoa says they also plan to include bowling, boating, laser tag, and sessions for skate boards, roller blades and

Keep the 4th of July safe for your pets City of Boardman Code Compliance Official Keri Jarmer wants to remind everyone to take special care of their pets during their 4th of July festivities. For many people, nothing beats lounging in the backyard on the Fourth of July with good friends and family—including the four-legged members of the household. While it may seem like a great idea to reward Rover with scraps from the grill and bring him along to watch fireworks, in reality some festive foods and products can be potentially hazardous to your pets. The ASPCA Animal Poison Control Center offers the following tips: · Never leave alcoholic drinks unattended where pets can reach them. Alcoholic beverages have the potential to poison pets. If ingested, the animal could become very intoxicated and weak, severely depressed or could go into a coma. Death from respiratory failure is also a possibility in severe cases. · Do not apply any sunscreen or insect repellent product to your pet that is not labeled specifically for use on animals. Ingestion of sunscreen products can result in drool-

ing, vomiting, diarrhea, excessive thirst and lethargy. The misuse of insect repellent that contains DEET can lead to neurological problems. · Always keep matches and lighter fluid out of your pets’ reach.

Certain types of matches contain chlorates, which could potentially damage blood cells and result in difficulty breathing—or even kidney disease in severe cases.

Lighter fluid can be irritating to skin, and if ingested can produce gastrointestinal irritation and central nervous system depression. If lighter fluid is inhaled, aspiration pneumonia and breathing problems could develop. · Keep your pets on their normal diet. Any change, even for one meal, can give your pets severe indigestion and diarrhea. This is particularly true for older animals who have more delicate digestive systems and nutritional requirements. And keep in mind that foods such as onions, chocolate, coffee, avocado, grapes & raisins, salt and yeast dough can all be potentially toxic to companion animals. · Do not put glow jewelry on your pets, or allow them to play with it.

While the luminescent substance contained in these products is not highly toxic, excessive drooling and gastrointestinal irritation could still result from ingestions, and intestinal blockage could occur from swallowing large pieces of the plastic containers. · Keep citronella candles, insect coils and oil products out of reach.

Ingestions can produce stomach irritation and possibly even central nervous system depression. If inhaled, the oils could cause aspiration pneumonia in pets. · Never use fireworks around pets! While exposure to lit fireworks can potentially result in severe burns and/or trauma to the face and paws of curious pets, even unused fireworks can pose a danger. Many types contain potentially toxic substances, including potassium nitrate, arsenic and other heavy metals. · Loud, crowded fireworks displays are no fun for pets, so please resist the urge to take them to Independence Day festivities. Instead, keep your little guys safe from the noise in a quiet, sheltered and escape-proof area at home.

Los Temerosos is a Mariachi Band consisting of eight members: Juan Martinez plays a multitude of instruments, trumpet, guitar, accordion, and violin, Fernando Delgado plays bass guitar, Cameron Marquez and Armando Lopez play rhythm guitars, violin 1 is played by Apolinar Sonato, violin 2 is played by Martel Verduzco, and violin 3 is played Jose Ortiz and Jesus Verduzco is on the trumpet. Their ages range from fifteen to forty-five and they have been performing for the last 12 years

BEO employees participate in National Teach Children to Save Day Rocio Cuevas, customer service representative, Julie Cobian & Shana Beck, tellers, and Erin Reason, credit analyst, from the Irrigon branch of Bank of Eastern Oregon, gave a savings lesson to K thru third grade students at A.C. Houghton Elementary School as part of the American Bankers Association Education Foundation’s Teach Children to Save Program.

Citlali Mendoza, branch operations supervisor, and Blanca Delgado, teller, at the Boardman branch, gave the lesson to K thru third graders at the Sam Boardman Elementary School.

Bank of Eastern Oregon employees joined thousands of bankers across the country that traded in their balance sheets for blackboards to help fill the need for financial education.

“Studies show that kids aren’t learning the skills they need to make smart financial decisions as adults,” said Jeff Bailey, president and CEO. “Communities and schools teach other life skills, but we don’t spend enough time teaching financial skills. Bankers were in the schools during April to help fill that gap and prepare future customers for financial success.” A significant number of schools were reached by the staff of Bank of Eastern Oregon in the eastern Oregon rural communities it serves.

“We use our previously announced partnership with Everfi Financial Literacy program to further enhance the financial educa-

tion of the youth in our area,” added Bailey.

The lessons taught included activities about the concept of saving, how interest makes money grow, how to budget and determining needs and wants. Bank of Eastern Oregon’s employees visited a total of 19 elementary schools in its local banking communities.

Along with the lessons, employees presented each of these 1,400 students with a BEO mini flashlight.

Since the American Bankers Association Education Foundation’s National Teach Children to save Day began in 1997, thousands of bankers have taught money skills to more than one million students.

Bank of Eastern Oregon offers the following tips to help parents make every day “Savings Day”: · Help kids open up their own bank savings account and make deposits regularly. Many banks have children’s accounts that have no fee or minimum-balance requirements. · Make going to the bank fun!

Some banks have kids’ clubs where members get newsletters or receive balloons when they make a deposit. · Kids love to get mail, so encourage them to keep an eye out for their quarterly statement. · Talk to your child about the family budget. Include a discussion on wants and needs. Reinforce this by budgeting for a family outing or purchase.

· While children know that money doesn’t grow on trees, they may think it comes out of a wall.

Show them how an ATM machine works and explain that to take money out of the bank you must first put it in. · Give your kids positive feedback. As they get older, give them responsibility over how they spend their money.

The ABA Education Foundation’s National Teach Children to Save Day is held every April when thousands of bankers make presentations to students on the importance of saving for their future.

The Community Womens Club of Irrigon and Boardman awarded scholarships to three 2013 Irrigon High School graduates and three 2013 Riverside High School graduates.

Recipients of the awards are from Irrigon High; Yvette CarrilloGomez, $500, she plans to attend Treasure Valley Community College in Ontario and pursue a nursing degree; Jessika Osborne, $300, will be attending Blue Mountain

Community College, then on to a four year university to reach her eventual goal of securing a degree in International Diplomacy and International Business Law; and Emilie Pacheo-McKinney, $300, who will attend Charter College Pasco Campus to attain a degree in Health Information Technology.

The three students from Riverside High are Paola Mendoza, $500, will attend Oregon State University to pursue her dream of helping oth-

ers by becoming a Counselor; Daniel Puerta Jr, $300, also plans to attend Oregon State University to acquire a degree in Civil Engineering; and Caitlin Hearn, $300, will be attending Linn Benton Community College for two years and then transfer to Oregon State University where she will earn her degree in secondary education with a minor in history.

Congratulations to all of these outstanding young students.

The Store at SAGE Center What a learning experience we have had!

When Kathy, Amber and I started planning what to purchase for The Store we decided that we not only wanted this to be a gift store for the SAGE Center visitors but we also wanted to have items here that you can’t get in Boardman so our local residents would not go out of town to purchase gifts. One day last we had a local resident come in to get his wife an anniversary present; people have purchased gifts for their children so we are making an impact on our community.

If we can keep our residents from leaving Boardman then they do more shopping at our local businesses. Everything we can do to keep people from driving down the highway means more time they are spending in Boardman.

We had the great fortune of finding two fantastic employees to help in The Store in the evenings and on the weekends; Karen Kegler and Michele Cardenas. They are a great addition to the Chamber staff. And Amber and I really appreciate not having to work every week end!!!!

If you haven’t been by to check out the SAGE Center and our Store you need to make sure you get here. I guarantee you will enjoy the experience. We are open 7 days a week from 9 am – 6 pm.

Parade – It is NOT too late to register for the parade, in fact you can register at 10 am the morning of the parade at line-up. This is a great opportunity for you to brag about your business or to encourage people to support your organization. We have a lot of people watching the parade so this is the perfect time to get your name in front of hundreds of people! You can register your entry up until the day of the parade at the Chamber office. There is no charge to promote your business!

The parade begins at 11 am at Boardman Avenue and Main Street. It will go down Main Street to Columbia Avenue turn on 3rd Street over to Boardman Ave and ends at Main Street.

Horseshoes - The Boardman Chamber of Commerce is sponsoring a horseshoe tournament during the Boardman Thunder 4th of July Celebration on Thursday, July 4. The entry fee is $5 per person with the 1st and 2nd place winners receiving ribbons and a 50% pay-back. The more entries we get the more you will have a chance at winning! This fun event has been going on for many years and we are looking forward to a great turn out this year. The horseshoe tournament will start at 1:00 pm at the Boardman Marina Park.

It teaches the kids “To never give up hope and don’t run off with strangers”! After the show there will be opportunities to work with the “princess” to make some crafts and see how animal balloons are made.

It’s fire season, cut down dry weeds Our region has gone through an unusually dry period. With the current trend of hot, breezy weather, the signs of what may be to come this summer are ominous to Boardman’s fire season. Code Compliance Official Keri Jarmer would like to remind everyone of the fire dangers of tall, dry weeds. Although each year reminder letters are sent to property owners, there are still many properties with high vegetative growth that needs to be cut down. Many of these are empty lots with tall weeds that are completely brown and tinder dry. It is important for property owners to see these lots get mowed down.

It is also important to know that unkempt property that poses a fire hazard opens the owner to civil liabilities and code violations.

Even if the cause of the fire is the result of someone else’s actions, the property owner who has failed to eliminate fire hazards can

be cited and held responsible for damages to a neighbor’s property. It only makes sense to eliminate the hazards before the situation becomes a legal problem. The City of Boardman has the ability to issue those citations for properties that are not cleaned up, and when the owner chooses not to take action, will handle the clean-up and bill the owner accordingly.

Be proactive and eliminate the hazards before they come to the attention of code enforcement, the fire marshal, or worse, when the property catches fire.

While the City has a pretty good idea of the properties that need attention for fire prevention, we are asking that residents report locations that appear to pose significant fire hazards. This will help us prioritize our enforcement efforts, while at the same time, helping to minimize the threat that fires pose to both people and property. You can contact the City at 541-481-9252.

Maximize and extend the beauty of roses with proper care

by Melinda Myers Although June is national rose month, gardeners can keep their roses healthy and blooming all summer long. Through proper care and a few simple strategies both existing and new roses can continue to look their best throughout the s u m m e r months – maximizing their beauty and enjoyment for all.

Water thoroughly whenever the top few inches of soil are crumbly and moist. Use soaker hoses or drip irrigation to apply the water directly to the soil where it is needed. You’ll lose less water to evaporation and reduce the risk of disease by avoiding overhead irrigation.

Mulch the soil surface with shredded leaves, evergreen needles or other organic matter to conserve moisture, suppress weeds and improve the soil as they decompose.

Keep your plants blooming and looking their best in spite of the heat, humidity and pests of summer. Immunize your plants against common environmental stresses such as heat and drought, while building their defenses against insects and diseases natural defenses with an organic plant strengthener, such as JAZ™ Rose Spray (gardeners.com). Researchers discovered when some plants are stressed they produce hundreds of molecules that help them better tolerate environmental stresses as well as insect and disease attacks. When applied to plants in the form of a plant strengthener, the treated plants improve their own defenses, much like immunizations do for us. Gardeners will notice less damage from stress, better recovery, reduced yellow leaves, and healthier plants overall.

Proper fertilization will help keep roses healthy and producing lots of flowers. A soil test is the best way to determine how much and

what type of fertilizer is best for roses growing in your landscape.

Check your plants throughout the season for signs of insects and disease. Early detection makes control easier. Remove insects or infested plant parts when discov-

ered. Look for the most ecofriendly control options when intervention is needed.

Enjoy your efforts and improve your roses appearance by harvesting a few rosebuds for indoor enjoyment. Prune flowering stems back to the first 5-leaflet leaf. You can prune back farther on established plants, but be sure to always leave at least two 5-leaflet leaves behind on the plant’s stem.

Those gardening in cold climates should stop deadheading roses toward the end of the season. Allow the plants to develop rose hips. This helps the plants prepare for the cold weather ahead and increases hardiness. Plus, these red to orange fruits provide winter food for birds as well as attractive winter interest in the garden.

And if you don’t have roses, make this the summer you add one or more of these beauties to your landscape.

BMCC summer news Blue Mountain Community College has a new admission process for new students or those that have been away more than two years. The goal of the new process is to identify new students aand funnel them through an orientation process that will acquaint them with the systems of BMCC and hopefully, increase their chance of educational success.

The process is as follows: New students must submit an Application for Admission form and submit a $25 non-refundable application fee at the time of application.

Applications will not be processed without the fee. The application DEADLINE is the Friday at 5pm two weeks prior to the beginning of the term. Applications are available online at www.bluecc.edu, go to STUDENTS along the top of the page then scroll down to “Forms for Students”, then click on “Admission Application Form” or the form can be requested by visiting any BMCC location. Submit completed forms to any BMCC loca-

tion or by mail to BMCC, PO Box 100, Pendleton, OR 97801. Once the application is received, the student will receive a letter from the Admissions Department outlining their next steps. In a nutshell, the steps include (in this order) a) take the placement exams (which can be done at BMCC Boardman); b) attend a New Student Orientation; c) Be advised and d) register for classes.

Three orientation sessions will be held at BMCC Boardman through the summer. The information from the college will be delivered via Blackboard Collaborate followed by Q & A and advising from the on site staff. Orientation dates are Monday September 9 and Monday, September 16. Students planning to take classes on the Pendleton or Hermiston campus should plan to attend their orientation session there. Students must complete the admission process to be assigned to an orientation session. It is also required that students take their placement tests

before the session.

PGE announces new power plants, transmission capacity proposal Actions are key to the company’s long-term plan to meet customer needs.

PORTLAND, Ore.—(BUSINESS WIRE)— Portland General Electric Company (NYSE: POR) today announced completion of competitive bidding processes and subsequent negotiations to construct a baseload energy project and to acquire and construct a new wind farm. PGE has also signed a new memorandum of understanding with the Bonneville Power Administration to seek mutual transmission capacity solutions, resulting in the company’s decision to suspend permitting and development of the proposed Cascade Crossing transmission project and revise its 2013 earnings guidance.

The power plants and the memorandum of understanding significantly advance the company’s implementation of its current integrated resource plan, which the Oregon Public Utility Commission acknowledged in November 2010.

PGE has entered into the following: · An agreement to construct a new 440 megawatt natural gasfired power plant near Boardman.

Projected cost: $440 million to $455 million, excluding allowance for funds used during construction. · Agreements to acquire development rights for and to construct a new wind farm in southeastern Washington with a nameplate capacity of 267 megawatts. Projected cost: $520 million to $535 million, excluding allowance for funds used during construction. · A non-binding MOU to participate in negotiations with BPA to pursue ownership of regional transmission capacity to meet PGE customers’ needs via an innovative exchange of capacity and assets.

The power plants emerged as the best-performing bids to balance cost and risk in requests for proposals PGE issued in 2012, seeking resources to help meet customer energy needs and the Oregon Renewable Portfolio Standard.

“These two new resources will

serve our customers with clean, cost-effective, efficiently generated power for decades to come,” said Jim Piro, PGE’s president and CEO. “We conducted a rigorous RFP process, and I am confident that we selected the least-cost, lowest-risk proposals for our customers.”

The new MOU with BPA stems from continued discussions between PGE and BPA to explore common interests surrounding PGE’s proposed Cascade Crossing transmission project.

New baseload power plant The 440-megawatt natural gas-

fired power plant will be built for PGE adjacent to its Boardman Generating Station by Abengoa S.A. (MCE: ABG), an international developer and contractor that applies technology solutions for sustainable development in the energy and environment sectors.

Abengoa specializes in carrying out complex turnkey projects for thermal generation. The plant will use a G-class turbine manufactured by Mitsubishi Power Systems Americas Inc. and be capable of producing enough electricity to serve about 300,000 residential customers. Abengoa submitted the best-performing bid to meet customers’ need for a baseload resource, using a new bidding option encouraged by the OPUC to give independent developers access to sites already controlled by PGE. A total of 18 bids representing eight distinct generating projects were submitted in response to PGE’s request for pro-

posals. PGE will own and operate the new facility, which is scheduled to be online in 2016. The project will create up to 500 jobs during construction and about 20 full-time positions when operating.

New wind farm PGE has entered into an asset purchase agreement to acquire the development rights to phase two of the Lower Snake River wind farm, currently under development

by Puget Sound Energy Inc. near Dayton, Wash., northeast of Walla Walla. The project will be built for PGE by general contractor and independent renewable power developer RES Americas Construction Inc. using 116 wind turbines manufactured by Siemens Energy Inc., each with a nameplate generating capacity of 2.3 megawatts, for a total nameplate capacity of 267 megawatts. The transaction is expected to close in August 2013, subject to customary conditions.

PGE will own and operate the facility, creating up to 300 jobs during construction and about 18 full-time operating positions. The facility is expected to be complete in 2015 and generate enough power to serve about 84,000 residential customers. Timing of construction and project milestones have been structured to enable the project to qualify for federal production tax credits that will reduce the cost of the facility for PGE’s customers by approximately $253 million during the life of the project.

Phase two of the Lower Snake River project was the best-performing proposal from among 64 bids representing 39 distinct generating projects that were submitted in response to PGE’s request for proposals for renewable resources.

Together with PGE’s existing owned and contracted renewable power generating resources, the new wind facility will allow PGE to comply with state standards requiring the utility to supply 15 percent of the power it delivers to customers from qualifying renewable sources beginning in 2015.
