Air National Guard will have flyover during 4th of July Parade

Chamber Executive Director Diane Wolfe received confirmation at press time that a pair of F-15 fighter jets from the Air National Guard will do a fly-over of Boardman at approximately 11:48 am on July 4th, which will be during the annual 4th of July Parade. Diane says we can’t possibly miss the fly-over, since the pilots love to make lots of noise during their exhibition. Although there was no information on where the jets and pilots will originate, it is somewhere “East of Boardman”.

More Interpretive Signage for Morrow County Columbia River Heritage Trail!

The granite boulder was removed from a farm pasture south of Kunze Road. Larry West, who grew up in Boardman, purchased the land when he returned from service in Vietnam. Two large granite boulders were embedded at the edge of a small creek. Larry said he cursed the boulders many times when he tried to farm around them.

Boardman quilt group holds plein air retreat at Irrigon country home En plein air is a French expression which means “in the open air”, and is particularly used to describe the act of painting outdoors.

Boardman Quilt Group conducted an open air quilting retreat at a spacious Irrigon home in the midst of 20 pastoral acres. Country scenes included doves; pheasants, and occasional wandering cattle. Despite two days of non-stop gale winds, not one piece of fabric wafted out of sight.

The key was wide verandas on all four sides of the house. At all times, at least two verandas were sheltered from the wind. A large variety of projects were created on the verandas. Two quilters made embroidered and embellished “Winter” wall hangings; another assembled “Poinsettia” pattern squares. A grandmother worked on a cheerful “cowboy” theme child’s quilt; and another quilter worked on a “Grandmother’s Garden” quilt for her granddaughter.

Additional projects included a fabric basket, and preparing fabrics to use in an upcoming class.

Quilters assembled blocks for a quilt to be sent to “American Hero” project. All sewed blocks for the Queen size Quilt to be raffled at the upcoming Fall Quilt Show.

Katherine and Bill Sparks hosted the 2- day retreat. The sumptuous meals included Artisan Garlic Bread made by Bill Sparks, using his homegrown garlic. Appreciative Quilters included Kathy Hyder, Mildred Baker, Leona Douglas, Nancy Pace, Barbara Henkle, Barbara Hemness, Carol Michael, Pat Sandlin and Cheryl Tallman.

At the end of the second day, quilters loaded their sewing machines and supplies and headed home. All agreed their “plein air” quilting retreat was great and well worth repeating!

Tillicum plans Progressive Dinner Tillicum members are busy planning their first annual “Progressive Dinner”. The dinner will be held on Saturday, August 6th, beginning at 5:30 pm at a member’s home in Desert Springs for appetizers (“Pupu’s” rather!) as it is a LUAU theme. The next stop will be in Desert Springs as well, with salads. A map will be provided for the 3rd stop, which will be the main course, served outside at approximately 6:30, with a variety of Hawaiian foods. The last home down the road will be all the yummy desserts. Ticket sales are in advance for $15.00 each or $25.00 per married couple. Tickets will be made available at the Boardman Chamber building, Bank of Eastern Oregon, and Banner Bank in Boardman.

I’m really excited about the 4th of July activities this year! I know I want to be able to do everything and I always run out of time. Only one year did I actually make it down to have breakfast with the Scouts, but I think we have lots of help for the Fun Run, so hopefully I will get that great breakfast! Scout Breakfast The Boy Scout Troup 602 will once again hold the scout breakfast at the Pavilion at the Boardman Marina Park. The breakfast runs from 7:00 am – 10:00 am and the cost is $5.00 for adults or $3.00 for students or any donation you would like to make.

Thunder Run/Walk Runners and walkers from around the Pacific Northwest will gather on July 4 for the Boardman Thunder Run and Walk. Organized as a 5K & 10K run and a 5K walk, rain, or shine, participants will leave the starting gate at 8:00 am.

The course runs along the shores of the Columbia Rivers and gives all the opportunity to enjoy the trails and paths. Winners will be recognized in every age group.

Parade & Air National Guard Fly-Over The Boardman Thunder Parade will begin at 11:00 and please note the starting point has changed just a little bit. Instead of beginning on Main and Front Street we will begin on Boardman Avenue and Main Street.

We will continue on Main Street to Columbia; turn west and go to 3rd Street and then finish the parade at Main and Boardman Ave. It is not too late to still have your business or your family represented in the parade.

Just come on down to 1st and Front Street by 10:00 and check in with the registration table. We will have a fly over, exact details were not finalized by press time; however, it will be during the parade. The Boardman Fire Corp is organizing the parade for the Chamber this year.

Kids Games The Kids games at the Marina Park will be organized by the Vacation Bible School Youth. We will have the Bouncy Castle and lots of other fun things for the kids to do.

Mayor Chet Phillips is once again organizing a soccer tournament for the 4th of July.

We will utilize all three soccer fields and the games will start at 9:00 am and run all day.

We also appreciate all the work that Pedro and Paco do to help with these tournaments.

Horseshoe Tournament Debbie Radie, along with help from Art Kegler will make sure we have a great Horseshoe tournament this year. The tournament will start at 1:00 pm at the horseshoe pits at the Boardman Marina Park. The entry fee is $5 per person with the 1st and 2nd place winners receiving ribbons and a 50% pay-back.

Registration begins just prior to the tournament, the more participants the bigger the pot, so come join in on the fun.

Bingo Bingo will run from 1:00 – 3:00 pm at the Pavilion at the Marina Park. Come rest your feet and have some fun!

Talent Show Sheila Corpus will be the host of our talent show this year. The show starts at 3:30 pm and all talent is encouraged except lip sync. We have 3 age groups Children, Youth and Adults and the winners of each age group will win cash prizes.

We have a new group doing the Kids Games this year, so that means new ideas and of course we have the fun Bouncy Castle back again. I would love to have the time to play Bingo this year, but I doubt that will happen. But I know everyone always has a great time. And of course I can’t wait

for the great fireworks show, it was fantastic last year and I expect it to be just as good this year.

Right after the 4th of July I will be flying to Kansas for a family reunion, my folks, my sister and her family and both my boys will be there plus all the Aunts, Uncles and cousins that live there. So that will be a great time. But I’ll bet I don’t get use to the humidity and will probably be wishing for some wind!

Fireworks Homeland Fireworks will be our firework technicians for the great Boardman Thunder fireworks over the Columbia River. The display begins at dusk and is made possible by a donation from Morrow County Unified Recreation District and Portland General Electric and each of you that sponsor the event or give us a donation.

Farmer’s Market We will continue to hold the Farmer’s Market every other Monday at the Boardman Marina Park from 6:00 pm – 8:00 pm in conjunction with Music in the Park.

The next one will be Monday, July 18. At the first one, produce vendors were a little light; since the weather has warmed up the produce is growing and ready to eat.

Boardman’s 4th of July Parade honors community members A recent tradition at the Boardman Chamber of Commerce is to further honor the recipients of the Citizen, Business Person, Educator and Pioneer award of the year by having them lead the 4th of July Parade as Grand Marshals.

Following is a recap of the award winners as presented at the award banquet in February of this year.

Karen Kegler introduced her nominee for Citizen of the Year, Kathy Neal by listing some of the many accomplishments: member of the Umatilla-Morrow Education Service District board for the past 10 years and current Vice President.

Kegler stated that Neal has an intense desire in the education for the children not only in Morrow County, but also in the additional Baker, Union and Umatilla Counties served by the District. Kegler stated that Neal is Co-chair of Columbia River Community Health Services Capital campaign committee, which is garnering local donations towards the construction of a new health clinic, which will break ground soon. Neal manages Neal Development, which deals with real estate development of homes, construction and remodels. Even though her children are grown, Neal was actively involved in Riverside’s Booster Club, and was a primary person in obtaining grants for the all-weather track at Riverside. “Kathy now enjoys the benefits of the track, by walking very early in the morning with friends,” added Kegler. Kathy was joined by her husband, Gary and

surprised by her two children, Ryan and Rochelle, who now live in the Portland area.

On June 25th twelve people took an allday training in proper CPR and AED administration at the Boardman Senior Center. Instructors were Greg and Marja Sayles, who donated their time and expertise for this important class. Zack Barresse and Richard Stith, firemen with Boardman Rural Fire Protection District also assisted in the class.

An automated external defibrillator or AED is a portable electronic device that automatically diagnoses the potentially life threatening cardiac arrhythmias of ventricular fibrillation and ventricular tachycardia in a patient, and is able to treat them through defibrillation, the application of electrical therapy which stops the arrhythmia, allowing the heart to reestablish an effective rhythm.

Cardio-Pulmunary Resuscitation (CPR) is the combination of rescue breathing and chest compression delivered to victims thought to be in cardiac arrest.

BEO awards $10,000 scholarships Bank of Eastern Oregon awarded twenty $500 scholarships to graduating seniors through its Agricultural/Business Scholarship Program. This is the 19th year the bank offered this program, giving away over $86,000 to date. One of these scholarships went to Irrigon High School senior, Alison Burnett.

Alison was active in Key Club in her sophomore year, performing community service projects for the schools and the Irrigon community.

In student government, Alison was class president in her freshman year, class secretary/treasurer as a junior, and treasurer in her senior year. She is a member and vice president of National Honor Society. Alison’s sports activities included volleyball, basketball, and track.

Alison was a student of the week in the East Oregonian, stu-

dent of the month at school, honored each semester throughout high school, received awards for Business Student of the Year, Coach’s awards for track, and received an award for Most Dedicated Player in basketball. Volunteer service found Alison helping elderly couples with yard work, performing maintenance at the cemetery and parks, helping with Columbia Youth basketball and junior high volleyball. She ran her church café, helped with the childrens’ church and served coffee at the rest area for the Senior Center. Alison also volunteered her time at the high school Booster Club auction and dinner. For work experience, she performed checker and clerical duties for Smith Orchards.

Mary Michael scholarships awarded The Mary Michael family selected six 2011 Riverside High School graduates to receive $400.00 scholarships to further their education. The awards, presented to Jordan Nichole Connell, Emily Doherty, Juana Gaytan, Kalynn Marie McKee, Oscar Madrigal and Alejandra Mendoza are given for long-term involvement in Boardman community and Riverside High School Activities.

Connell has been active on the City Youth Advisory Council, 4-H Youth Development Projects; and played varsity Track & Field; Basketball and Volleyball for her 4r years at Riverside High. Jordan plans to attend Eastern Oregon State University for two years then transfer to the OHSU Nursing program, with the goal of becoming a Registered Nurse.

Doherty has been described by many as a “natural leader.” One local business person commented that “Emily is more aware and engaged in the Boardman community that most adults living here.”

Doherty plans to attend Oregon State University in Corvallis, OR. Gaytan describes herself as a formerly “shy girl,” who’s life was changed by involvement with RHS Key Club. She has an impressive

record of community service, job shadowing and leadership positions at RHS. Juana plans to attend Oregon State University and would like to inter the pre-medicine/general science program.

McKee has an extensive leadership resume at RHS and in the Boardman Community. After working part time for the Boardman Chamber of Commerce the summer of 2010, she continued to volunteer at the chamber as her time permitted. She coordinated the Annual Community Christmas Christmas_Tree Lighting Program in 2010. Kalynn plans to attend Chemeketa Community College with the goal of a career in Management.

Madrigal has been involved with track and soccer during his years at Riverside. His opportunities for Community involvement are limited, because he works each summer as farm laborer. He also works in a local restaurant. Oscar plans to attend Columbia Basin College in Pasco WA. He is focusing on success in the criminal justice field, and because he wants to make his parents proud of him.

Mendoza has an extensive history of Volunteer work while upholding high academic standards.

She has many awards for academic excellence while participating in RHS Basketball, soccer, and volleyball. Alejandra has been accepted at Oregon State University and is looking forward to involvement with their College Assistance Migrant Program (CAMP).

Mary Michael Scholarships for outstanding and long-term community involvement have been awarded to qualified Riverside High School Graduates since 1989.

Mary Michael, who lost her life to cancer in 1988, was intensely involved in Boardman community life and youth activities. She was: instrumental in organizing a safe community Halloween party for Boardman children; a willing, dedicated volunteer for the earliest Boardman 4th of July Fireworks Shows; and an ardent Little League coach. Memorial gifts provided the funds for the earliest scholarships, her family has donated to the fund in order to build the principal and increase the number of annual awards.

This is the last year Mary Michael Scholarships will be awarded. The family is distributing the balance of the funds to these six scholarship winners.

The Dangers of Tanning - Indoors or Outdoors Ever been mistaken for Casper the Friendly Ghost? Even if you’re not quite that white, you might still value a nice tan. Many people think a little color gives them a healthier -- maybe even sexier -- look.

Isn’t it ironic that glorious tan can actually put you at risk?

When exposed to ultraviolet (UV) radiation -whether from the sun or a tanning device -- your skin reacts by producing more melanin. That’s the pigment that darkens your skin. In addition to bringing on premature wrinkling, skin spots, and a “lovely” leathery look down the road, tanning can also suppress your body’s immune system and cause eye damage or allergic reactions.

Some people develop skin cancer from too much UV radiation. Were you one of those kids who shunned skin protection or overstayed your time in the sun? If so, you probably have had a severe sunburn or two, putting you at greater risk for the deadliest form of skin cancer: melanoma.

The sun isn’t the only culprit. Tanning devices like sunlamps used in tanning beds are more dangerous than previously thought. A few years ago, the International Agency for Research on Cancer (IARC) looked at 19 studies conducted over 25 years.

It found a link between indoor tanning and two kinds of skin cancer, as well as melanoma of the eye. The risk of skin melanoma increased by 75 percent if indoor tanning began before age 35. As a result the IARC agency moved these devices into the highest cancer risk category: “carcinogenic to humans.”

Time to take stock of that warning. That’s especially true if you have pale skin; blond, red or light brown hair, or you or a family member has had skin cancer. Melanoma is the second most common cancer in women in their 20s. And, one in eight with melanoma die from the disease.

Besides avoiding tanning salons, what can you do? Take precautions, whether you’re at the pool or on the ski slopes. If you can, limit time in the sun when rays are strongest -- between 10 am and 4 pm.

Wear wide-brimmed hats, long sleeves, and long pants, when possible. Use a water-resistant sunscreen with a sun protection factor (SPF) of 15 or higher. Make sure it protects against all types of skin damage (called broad spectrum).

WRE Students receive percussion instruments Eight Years is a long time for elementary school students to wait for music instruments. But that is just what happened to music students at Windy River Elementary School in Boardman. The new school opened in 2003 with no music supplies at all. In 2004, band instruments were purchased for 6th grade students, but band was eliminated in 2009. In 2006, 4th grade curriculum music books were purchased, used by both 4th and 5th grade students. No percussion instruments were purchased to support the 4th and 5th grade curriculum.

North Morrow Community Foundation applied for partial funding from Morrow County Cultural Coalition and found matching funds from Portland General Electric Foundation and community donors. Xylophones of various sizes and extra mallets were ordered and purchased. Instruments

Students and Music Specialist Wendy Appleton were thrilled to open boxes and unpack instruments. Plans were made to use the instruments at the beginning of the 2011-2012 school year. Ensemble playing will be a top priority!

Calling all Morrow County cultural, arts, historic and literary organizations!

Fiscal Year 2011-2012 begins July 1. It is time for your qualifying organization to start preparing a Funding Proposal Request Form for the Morrow County Cultural Coalition. Proposals selected for 2011 funding now have more time to complete their projects than previously. Morrow County literary, historical preservation, visual and performing arts, humanities and cultural organizations are invited to submit Completed Funding Proposal Request Forms to Morrow County Cultural Coalition by August 1, 2011. Proposed projects must include a timeline and be completed by June 1, 2012.

Organizations need not have IRS tax-exempt status to apply.

Project proposals must meet criteria noted on the Morrow County application. Funding awarded will vary in amount, according to needs of the proposed project, and amount of county funds awarded

by Oregon Cultural Trust.

Grants are awarded for no more than 50% of the total project cost.

Proposals funded in 2010 included: $1,850.00 to North Morrow Community Foundation to match total Project Expense of $3,600.00 for a Missoula Children’s Theater residency to benefit Irrigon & Boardman youth: $1,200.00 toward a $2,400.00 request to purchase Lavaliere Microphones, Stage Lights and rent Costumes for “Dinner at the Cemetery” Players;

$1,000.00 toward a $11,040.00 project to start a string music program at the Ione Community Elementary School and $2,000.00 match for donations to purchase percussion instruments for Windy River Elementary Music classes.

Elementary school students clean up Boardman

Windy River Elementary School students turned out Thursday, May 26th to make their community a better place. Armed with garbage bags and gloves, over 220 students and their teachers spent about two hours picking up debris in vacant lots along South Main Street, and Wilson Lane. The students filled 210 large trash bags, picked up three couches, and other numerous items too large to fit into the bags.

Boardman retains police department and plans to fill chief vacancy During the June 7th Council meeting, in a vote of 6-0, with one councilor absent, the Boardman City Council approved retaining the Boardman Police Department for its law enforcement. After months of meetings with the community and an assessment by the Oregon Association Chiefs of Police, the Council felt it had accumulated enough information to make their decision. Additionally the Council approved the City Manager pursue hiring a professional recruiter to find candidates to fill the Chief of Police position.

In March the City Council hosted a Town Hall meeting stemming from a request from one of its citizens to consider contracting with the Morrow County Sheriff’s Department for law enforcement.

During the Town Hall meeting, Councilors wanted to get the public’s input on the subject. Overwhelmingly the public encouraged the Council to retain the City’s police department.

In April the Council instructed

contract with the county. He said it would cost the City about $600,000 to provide law enforcement coverage including hiring five patrol officers and one office manager. He was unsure the number of hours of coverage the County could provide. At that time, Councilors discussed options to get a permanent Police Chief hired and the need to support the Police Department.

Mayor Phillips said last night’s vote to retain the Boardman Police Department was the result of all the meetings and input the Council had received. He thanked everyone who participated in the community meetings and said he is looking forward to introducing the new Police Chief to the community.

In other City business, Councilors adopted the 2011-2012 City budget of $9,093,151.00. Property taxes will be levied at a rate of $4.2114 per $1000 of assessed valuation and $457,000 will be levied for bonded indebtedness not subject to Measure 5 or Measure 50 limitations.

City Manager Pettigrew to schedule an assessment of its police department by the Oregon Association Chiefs of Police. The assessment team was made up of chiefs from police departments from around the State of Oregon. They interviewed the City’s officers and City staff to determine the law enforcement needs for Boardman.

Based on their assessment, they concluded the City needed leadership in the Police Department and that many of the police department’s challenges could be best addressed once a permanent Police Chief has been hired. Lieutenant Loren Dieter has taken on the duties of Interim Chief since the first part of March.

In May the Council held a workshop to review the Oregon Association Chiefs of Police assessment.

City Manager Karen Pettigrew invited Morrow County Sheriff Ken Matlack to the meeting to explain the coverage options that could be available for the City’s law enforcement, should the City choose to

I have experienced unparalleled support from the entire community. The staff and students at both schools have made teaching music a joy. Families have supported the musical opportunities offered their children.

A huge thank you to North Morrow Community Foundation for theatre and musical groups that were brought to the schools. Without their generous contributions, the children would have missed these dynamic cultural experiences. Most recently NMCF obtained funds to provide new classroom instruments for Windy River students. I am overwhelmed by their efforts on behalf of our students.

Honor choir in the past 2 years. Their support has been instrumental in providing a memorable musical experience for selected 5th and 6th grade students.

Parents have supported after-school programs such as Sam Boardman Singers and guitar lessons. You have attended concerts at the schools, brought your children to special events such as the Christmas Tree Lighting and the Community Easter Service, and given me encouragement in many ways.

I was honored with Boardman’s “Educator of the Year” and participated in the 4th of July parade. Many in the community have supported the annual Veterans Day Assembly at SBE. My retirement comes a bit too early in some ways. It is hard to leave the staff, students and community; but I do so with wonderful memories and a thankful heart. Thank you to each of you for making these the best years of my career.

The anticipated allocation is to be determined. Projects must address at least one of the following goals: Strong, Nurturing Families; Healthy, Thriving children; Healthy, Thriving Youth; or Caring Communities. All proposals must meet the essential components for a best practices program. Accepted proposals will be approved from the anticipated start date until June 30, 2012.
