It is connected to The Fair Deal Inn. Her other restaurant locations are in Arlington and TriCities. A former schoolteacher in Mexico and TriCities, Catalina learned about restaurants by working as a waitress. “I always looked to see what I could do better,” she says. The Village opened in July 2012, after extensive renovation of the facilities. The guest speaker will be Kalie Davis, manager of the Port of Morrow’s SAGE Center. The SAGE Center is an interactive interpretive center that highlights sustainable agriculture and energy. Developed by the Port of Morrow, the SAGE Center will give visitors a unique opportunity to learn about what takes place locally within the Port of Morrow and beyond without visiting each industry. Davis will highlight all the new and exciting things that await Eastern Oregon when the SAGE Center opens this May. This is a luncheon you won’t want to miss! Construction begins on Tillamook Plant expansion in Boardman
BOARDMAN, Ore., January 29, 2013 — After sevearal months of planning, the Tillamook County Creamery Association (TCCA), producers of Tillamook Cheese, have broken ground and begun construction on a more than 63,000square-foot expansion project at its production facility in Boardman. The facility expansion will add whey processing capabilities to Tillamook’s existing cheese making plant in Boardman. The demand for such capability has grown significantly in the last several years, as the lactose and high-quality protein components derived from whey (which is separated from milk in order to make cheese) are increasingly being recognized for their high nutritional value and used in products like infant formula, performance nutrition prod-
ucts and products that help manage some of the impacts of aging. “Our farm-family owners have committed a significant investment to enhancing our infrastructure in Boardman so that we can maximize the value we derive from every pound of milk we produce,” said Patrick Criteser, president and CEO of Tillamook County Creamery Association. “We look forward to the opportunities this expansion will provide us, including the ability to provide more jobs here in Morrow County.” Construction of the new facility is expected to take just over a year, and TCCA intends to have the new plant commissioned and in production during the first quarter of 2014. Additional staffing, as well as additional technical exper-
tise will be needed to run the new plant, and TCCA is finalizing plans for hiring and technical training as well. Fourteen fourth, fifth, and sixth graders from Windy River Elementary represented their school in the Knowledge Master Open academic competition on January 23, 2013. The team placed first against other Oregon teams while also competing against thousands of other students in the U.S. and several foreign lands according to team coach, Mrs. ProctorReece. The team faced their computer to answer 100 challenging questions in the event, which earned them points for the speed and accuracy of their answers. This contest is designed to stimulate learning and recognition for academic achievement, the Knowledge Master Open runs on classroom computers to allow all students the opportunity to compete in a large academic event without the expense of traveling to a central site. Victoria Palacios Gonzalez wins Windy River Elem. Geographic Bee Boardman, Oregon, January 15, 2013 – Victoria Palacios Gonzalez, a sixth grade student at Windy River Elementary, won the schoollevel competition of the National Geographic Bee on January 15, 2013 and a chance at a $25,000 college scholarship. The school-level Bee, at which students answered oral questions on geography, was the first round in the 25th annual National Geographic Bee. The Bee is sponsored by the National Geographic Society. The kickoff for this year’s Bee was the week of November 12, with thousands of schools around the United States and in the five U.S. territories participating. The school winners, including Victoria, took a written test; up 100 of the top scorers in each state will be eligible to compete in their state Bee April 5, 2013 The National Geographic Society will provide an all-expensepaid trip to Washington, D.C., for state champions and teacher-escorts to participate in the National Geographic Bee national championship on May 20-22, 2013. The
first-place national winner will receive a $25,000 college scholarship, a lifetime membership in the Society, and a trip to the Galapagos Islands, courtesy of Lindblad Expeditions and National Geographic (visit www.expeditins.com). “Jeopardy!” host Alex Trebek will moderate the national finals on May 22. Since the winter of 2005, Columbia River Community Health Services (CRCHS) has been running a winter coat donation program entitled “Be an Angel” for those individuals and families in need of warm outerwear. In the past, CRCHS has received generous donations from the community of gently worn coats, sweaters, hats, gloves, sweatshirts, etc. Every year the need has increased and the donations have barely kept up with the demand. In the past four
months they have given out over 435 coats. On November 27, 2012, Columbia River Community Health Services received an early Christmas present. A check in the amount of $1,500 was received from The Scudder Family Foundation Inc. This check came in the form of an unrestricted gift from the Foundation, which means that CRCHS was allowed to use the funds for whatever they felt fit. The funds have been used to purchase coats to
help assist with the demand for the much needed “Be an Angel” program. The clinic is still taking any donations from the community for this much needed program. All warm clothing can be dropped off at the new clinic building year round - 450 Tatone Street in Boardman. Thank you to the community and The Scudder Family Foundation for your support of this program.

Save the dates for 2013 Missoula Children’s Theater The annual Missoula Children’s Theater workshops and performances will be conducted at AC Houghton Elementary School the week of Spring Break: March 25-30, 2013. Workshop directors will hold auditions on Monday, March 25 in the school gymnasium. Daily Rehearsals will begin the afternoon of March 25. No special preparation is needed to audition. Specific audition and rehearsal times will be announced shortly. The 2013 play will be “The Secret Garden.” In addition to preparations for The Secret Garden, additional confidence building workshops will be offered for all interested youth... Check with Directors at the Monday Auditions for specific topics, days and times. The free workshops are made possible by funding support from Morrow County Cultural Coalition and North Morrow Community Foundation. Missoula Children’s Theater workshops and training are FREE to students in Boardman and Irrigon Schools. Parts and costumes are available for K - 12 students. Save March 30 afternoon to attend very professional performances of “The Secret Garden.” There will be professional Matinee and; Evening Performances on Saturday, March 30.

Three Boardman firefighters near completion of Firefighter I Academy By Casey Zellars Ariel Clark-Bradley, Richard Hernandez, and Jimmy Sullivan of Boardman Rural Fire Protection District are near completion of a Firefighter I Academy that began October 2, 2012. This program was developed by Oregon Trail Fire Training Association in cooperation with BMCC so that volunteers could attend evening accredited classes
to become certified as a National Fire Protection Association, (NFPA) Firefighter I. An online program hosted by Blue Mountain Community delivers ‘live’ classroom instruction to area fire stations Tuesday evenings from 7:00 to 10:00 pm. One weekend a month, area trainees travel to either Hermiston Fire Station #3 or Pendleton Fire Station #1 for hands-on exercises. This

new program is a great asset to Boardman Fire District. Finals will be conducted February 19 th at the Boardman Fire Hall at 300 SW Wilson Lane. Boardman Buzzzzzzzz Hello Boardman, January turned out to be a bit of a cold month, I only wish there would have been a little snow to go with the cold!!!! I was in Montana last week so at Diane Wolfe, CEO least I got to play in Mango Languages Oregon Trail Library continues to offer the Mango online language-learning systems to its patrons. Mango currently offers 38 different Basic & Complete language programs for English speakers and 15 ESL courses for non-English speaking residents. To learn more about Mango and get a preview of what the program has to offer, stop by the library they will give you an introduction. With your library card you can access Mango via the web at www.oregontrail.plinkit.org. If you are a resident within the Oregon Trail Library District (Boardman, Heppner or Irrigon) and wish to obtain a library card, please visit one of the local branches with an ID and proof of residency and fill out an application. This is a great way to learn a new language utilizing your computer at home or at the library. Community Enhancement A little over a year ago the Chamber hosted a Community Enhancement public meeting! From that meeting the Recreation Committee was formed. They have been meeting and are working with the Boardman Marina Park to do a feasibility study. At that meeting we also formed a Beautification Committee; they had all the great new park benches built and are at the Parks and soccer fields. Now it is time to get the Beautification Committee together again and see what other projects we would like to see done in Boardman. If you would be interested in serving with this group please let us know at the Chamber. After we have people that would volunteer their time we will set a meet-

Sportsmen Show The Boardman Chamber had a booth at the Sportsmen Show the 18 – 20 of January, at the TRAC Center in TriCities, Washington. We will start planning for the Frostbite Golf Tournament, it is always a fun event and the students that receive the scholarships really appreciate the help with college expenses! Sometime in February or early March the chamber will start to move the visitor center and chamber office over to the new SAGE Center. I am really excited about the move and how the SAGE Center will benefit Boardman.

Joining the Arbor Day Foundation is an ideal way to get in the mood for spring planting. Anyone from Oregon who joins the Foundation in February 2013 will receive 10 free Colorado blue spruce trees to plant when the weather turns warm. The free trees are part of the nonprofit Foundation’s Trees for America campaign. “The blue-green hue and distinctive shape of Colorado blue spruce trees will help beautify Oregon for many years to come,” said John Rosenow, founder and chief executive of the Arbor Day Foundation. “The trees will also add to the proud heritage of Oregon’s existing Tree City USA communities.” The Tree City USA program has supported community forestry

throughout the country for more than 35 years. The trees will be shipped postpaid at the right time for planting, between March 1 and May 31, with enclosed planting instructions. Long-term care Ombudsman program releases snapshot of advocacy and efficiency efforts This week, the ‘By the Numbers’ report and information highlighting the efforts of program volunteers and staff for the past Federal Fiscal year has been released. The report and information about the Long-Term Care Ombudsman program can be found on the agency’s website at www.oregon.gov/LTCO. Ms. Jaeger, Ombudsman for the State of Oregon and the agency director, appreciates the contributions of over 200 volunteers around the State of Oregon who volunteer their time to serve as resident-focused advocates. According to Jaeger, “These are people with great skills to share, and they love the flexible schedule, challenges, and the ability to be empowered and empower the residents to ensure a quality of life that protects their rights and dignity”. With a
small staff of ten, the agency with the support of volunteers was able to make over 13,000 visits to residents statewide. An average of more than 90 percent of all Nursing Homes and Assisted Living homes were visited around the state. Volunteers documented over 29,000 hours, which translates to over $600,000 in volunteer time as valued by the Independent Sector. Jaeger is grateful for all the volunteers. “To serve and contribute to our agency’s mission of advocating for quality long-term care and the rights of over 43,000 vulnerable Oregonians, mean that those in their community really care about elder issues and want to help their community. Certified Ombudsman Volunteers truly can be effective and resident-centered advocates.”
The Office of the Long-Term Care Ombudsman is an agency of the State of Oregon, dedicated to protecting the rights, safety and dignity of the residents of nursing homes, residential care facilities, assisted living facilities and adult foster care homes. Volunteer Certified Ombudsmen work in partnership with Deputy State Ombudsmen serving over 43,000 residents statewide and advocate, educate and investigate on behalf of the residents. More volunteers are needed and training classes for Certified Ombudsman are scheduled on a regular basis throughout the state. orrow Soil & Water Conservation District to meet. A regular monthly meeting of Morrow SWCD will be held on Tuesday, February 5 beginning at 5:00 pm at the Ag Service Center, 430 W Linden Way, Heppner. Agenda items include approval of the January 10 regular and annual meeting minutes, a treasurer’s report including bank balances, bills paid and a budget vs. actual report, partner reports-NRCS, FSA, ODFW, ODA, Extension, OWRD, Morrow County Court; staff reports, review of submitted reports, submitted grant applications, status of existing grants, invoices and estimates for office building repairs. The district has two vacant board positions. The vacancies are for Zone 1-Boardman area and Zone 2-Irrigon area. It is important to have representation from all of Morrow County to ensure the natural resources of the county are protected. Boardman appoints Art Kegler as new planning commissioner At their January 22nd meeting, the Boardman City Council appointed Art Kegler to the Boardman Planning Commission, filling one of four vacancies on the Commission. He will be completing a term ending December 31, 2013. Mr. Kegler is no stranger to public service. In past years he has served on the Boardman City Council as Councilor and from 1988 to 1989 as Boardman’s Mayor. The Planning Commission is comprised of seven members appointed by the City Council and is a permanent advisory body to the council on matters related to planning and development. The commission holds monthly public meetings to consider land use and zoning matters presented by staff, such as plan amendments, zone changes and amendments, condi-
tional use permits, variances and tentative subdivision projects. Meetings are the third Wednesday of each month at 7pm at Boardman City Hall. Currently the Planning Commission has three vacancies. Interested parties must be adult residents of the City of Boardman and be willing to commit to the monthly meetings. For more information, contact Boardman City Hall at 541481-9252. In other City business, the Council approved a budget resolution, moving funds from Contingency to the General Fund, Water Fund, Sewer Fund, Street Fund, Building Fund and the Water Reserve Fund.
