Columbia River Enterprise Zone approves over $1 Million for community improvements BOARDMAN, Ore. (Jan. 22, 2015) The Columbia River Enterprise Zone committee approved disbursement of over $1 million in funds to Morrow County communities in late 2014.

The committee met December 19 and agreed to distribute $1.15 million of non-committed enterprise zone dollars for the enhancement and development of Morrow County.

Port of Morrow general manager and committee member, Gary Neal, said the group decided to split the funding into categories that continue to be identified as priorities for Morrow County during board

meetings. He said those categories are education, housing, public safety and community enhancement.

The enterprise zone board is made up of two representatives each from Morrow County government, the Port of Morrow and the City of Boardman. The zone is managed by Morrow County planning director, Carla McLane. Alternate members are also assigned for each entity to serve when needed.

Through several meetings, the board discussed what kind of impact they wanted to have in Morrow County, McLane said.

“These deliberations led to the

creation of four general categories for funding,” she said. “Providing well over a million dollars to those efforts will bring visible results.”

Upon the distribution from the CREZ board, each respective organization is responsible for using those funds for specific projects or grant programs.

The funds were distributed as follows: * $350,000 to the Morrow Education Foundation * $100,000 of that money will be used for a workforce training program. * The Morrow Education Foundation will determine how the re-

maining $250,000 is disbursed. * $250,000 to housing programs in Morrow County communities. * $100,000 to Willow Creek Valley Economic Development Group * $100,000 to Boardman Community Development Association * $50,000 to Irrigon * $300,000 to public safety entities. * Representatives from the four designated public safety agencies – Boardman Rural Fire Protection District, Boardman Police Department, Morrow County Sheriff’s Office and Morrow County Health District – decided to split the money evenly with $75,000 to each

organization. * $250,000 to community enhancement projects. * $75,000 to WCVEDG * $75,000 to Irrigon * $100,000 to BCDA About the Columbia River Enterprise Zone: The zone is a longterm, rural zone located entirely in Morrow County. The CREZ is one of 51 rural enterprise zones in Oregon. There are 13 urban zones in the state, bringing the total to 64 enterprise zones in Oregon. Enterprise zones provide tax incentives to businesses making new investments in Oregon.

At their first meeting of the new year, the Boardman City Council held a swearing in ceremony for three members. Mayor Sandy Toms swore in Brandon Hammond, Brenda Profitt, and Delbert Turner as City Councilors. All three were elected in the November General Election. Councilors’ Hammond and Turner are new to the council.

Councilor Profitt has served the past four years on the council and was re-elected. All three councilors will serve on the council for a term ending December 31, 2018.

In other city business the Council passed a resolution aimed at promoting development in Boardman.

The resolution temporarily waives system development charges (SDC’s) for water and sewer hook ups in the city. The resolution waives the SDC’s, up to $10,000, to property owners or developers of residential or commercial property within the City limits until December 31, 2015.

This incentive was first passed in 2010 for residential customers only, and since then the Council has passed a resolution each year allowing the waiver of SDC’s for

Twenty two projects have qualified for the SDC waivers in the past four years, and the City hopes many more will take advantage of this year’s incentive.

The City Council was also given a tour of the city’s new website www.cityofboardman.com.

The site has several new features which enable the user to find information quicker as well as a subscription link to the Boardman Bulletin, which is emailed directly to the user.

The next meeting of the Boardman City Council will be Tuesday, February 17, 2015 at 7:00pm.

Idaho Shakespeare Festival presents “Comedy of Errors” to Irrigon and Riverside Middle & High Schools The Idaho Shakespeare Festival is a regional repertory theatre located in Boise, Idaho. Live, outdoor performances are presented in Boise, during the summer months, June to September. In the winter, the performers travel to communities for school assemblies and drama workshops. This world class theater is coming to Irrigon and Boardman on February 17 & 18th.

“One of Shakespeare’s earliest plays, “Comedy of Errors” will be presented in Irrigon Gymnasium on February 17, at 11:28 am and 1:16 pm, with a Drama workshop at 3:15 pm. “Comedy of Errors” will be presented in Boardman to Riverside Middle and High School students on February 18, at 8:20 am and 10:08 am. A Drama Workshop will take place at 12:30 pm.

“Comedy of Errors” is the story of two sets of identical twins, separated at birth and raised by different families in different cities. As young adults, the four twin individuals, accidentally and mischievously find their siblings. The journey to find & reunite families is a comedy of many silly errors..

Interested public are welcome to attend an assembly. Auditorium seating is limited at Riverside High

School; please contact RHS about available space prior to presentations. Irrigon assemblies will be in the gymnasium.

These FREE assemblies for Irrigon & Boardman students are presented by North Morrow Community Foundation. Funding comes from local individuals and businesses and from the Target Corporation. Special thanks go to Danette Daltoso, long time RHS alum. She currently lives in Idaho, and wanted to make certain that today’s students have a connection to Shakespeare’s plays. She took it on herself to prepare a suc-

cessful funding proposal for the assemblies to the Target Corporation. Isn’t it great when our local graduates find ways to give back to their home communities!

Line upgrade Project planned for Port of Morrow Umatilla Electric Cooperative will upgrade power lines in a portion of the Port of Morrow from mid-January to May 2015.

The project may cause congestion along Industrial Way Avenue and Utility Lane in the Port.

No scheduled outages are anticipated during the upgrade; however, if any become necessary, UEC will contact affected members.

The project is necessary to keep electrical facilities safe, reliable, and able to withstand the ever-increasing electrical loads within the Port of Morrow, said Robert Echenrode, UEC Engineering Manager.

Summit Line Construction of Heber City, Utah, will do the work under contract with UEC, replacing lines originally built in 1969.

Transmission lines (115-kilovolt) and distribution lines (12.47kv) will be replaced with larger wire. All wooden poles within the project boundary will be replaced, and three steel poles will be added.

UEC is a member-owned electric cooperative that serves about 14,000 accounts from Boardman to the Blue Mountains.

Boardman Buzzzzzzzz PRESIDENT’S LETTER Greetings Chamber Members, As we renew existing chamber membership and work to make new contacts and welcome new members; I am often asked the question, “Why should I join the chamber?” For businesses small and large there is of course a financial commitment, in addition there is also a time commitment as well. As with all the things we are constantly asked to do more with less and sometimes it seems like chamber membership and volunteer committees are just one more thing.

This has led me to some research, which for me means hard and fast numbers. I am always willing to share my passion and commitment to the Boardman Chamber, but like me, some of you need data. In a study recently conducted by the Shapiro Group for Market Research, they highlighted some of the reasons to be a part of the chamber based on consumer feedback.

-Most consumers (59%) think that being active in the local chamber is an effective business strategy.

-When consumers find out that a company is involved with its local chamber, they are 19% more likely to think favorably of that company.

-When consumers know that a restaurant franchise is a member of the chamber of commerce, they are 40% more likely eat the franchise in the next few months.

-When consumers know that an insurance company is a member of the chamber of commerce, they are 43% more likely to consider buying insurance from it.

-When consumers know that a small business is a member of the chamber of commerce, they are 44% more likely to think favorably of it and 63% more likely to purchase goods or services from the company in the future.

These are just a few of the highlights of the study, but I think they have a large impact on the norms and perceptions of consumers on chambers nationwide. I would also contend that many people in our small communities believe the same when it comes to our local chambers.

In the coming months the Boardman Chamber will be revamping and improving many of our marketing materials and we have asked for testimonials about membership with the Boardman Chamber. I would like to invite everyone to be an advocate for our local chamber, share your testimonials with us and stick your membership stickers in sight for your patrons. Thank you for your membership and all you do for our local businesses and communities.

Oregon Fire Service Appreciation Day honors all who help Since 2008, January 27th has become a special day in Oregon. The State Legislature established Fire Service Appreciation Day. The intent is to honor all roles dedicated to protecting the lives and property of Oregonians from fire and other life threatening incidents.

Firefighters have the most visible role as first responders. Effective service involves an entire system of support.

Oregon State Fire Marshal Jim Walker commemorated the day by stating the following. “Committing yourself to the fire service mission is a very honorable pursuit, whether you are on the front lines or serve in a support role often unseen by the public. All of you play a role in carrying out the mission to keep Oregonians safe. No single part of the system can exist and perform its best without the

Jose Ruiz wins WRE Geographic Bee Moves One Step Closer to $50,000 College Scholarship Boardman, Oregon, January 14, 2015– Jose Ruiz, a sixth grade student at Windy River Elementary, won the school-level competition of the National Geographic Bee on January 14, 2015 and a chance at a $50,000 college scholarship. The school-level Bee, at which students answered oral questions on geography, was the first round in the 27th annual National Geographic Bee. The Bee is sponsored by the National Geographic Society.

Thousands of schools around the United States and in the five U.S. territories are participating in the 2015 Bee. The school champions, including Jose Ruiz, will take a written test; up to 100 of the top scorers on that test in each state will then be eligible to complete in their state Bee on March 27, 2015.

The National geographic Society will provide an all-expensepaid trip to Washington, D.C., for state champions and teacher-escorts to participate in the Bee national championship on May 1113, 2015. The first-place national winner will receive a $50,000 college scholarship, a lifetime membership in the Society, and a trip to

Sage Center announces new PGE Exhibit BOARDMAN, Ore. (Jan. 13, 2015) — The SAGE Center is now home to a Portland General Electric exhibit, expanding the amount of energy information available at the facility.

The utility and visitor center have been working for over a year to make the exhibit a reality showing the variety of ways PGE generates electricity and how that energy is distributed to customers.

Kalie Davis, SAGE Center manager, said the exhibit adds another dimension to the interactive visitor center’s energy information as well as another hands-on learning opportunity.

“Portland General Electric is a wonderful asset to Morrow County,” Davis said. “We are excited to partner with PGE to tell their diverse power generation stories as well as the impact PGE has on our community.”

The exhibit was fully funded by PGE and installed Jan. 7. Visitors

can learn how electricity demand is balanced through multiple modes of generation, the energy required to run just one household outlet, and how electricity is distributed to customers.

Portland General Electric supports other exhibits throughout Oregon showcasing the utility’s history and its generating facilities.

“We think the SAGE Center is a really exciting facility and a great new resource for Morrow County residents and visitors,” said Brad Jenkins, PGE general manager of diversified plants. “PGE’s history in the Boardman area goes back decades now – construction started at our Boardman Plant in the late 1970s – and with the Carty Generating Station now under construction nearby, we expect to remain part of the community for decades to come.”

Jenkins said PGE also wants to help SAGE Center visitors understand how the utility’s facilities

and employees in Morrow County contribute to the local economy and Oregon’s energy future. This exhibit also helps show how energy generation and distribution requires planning and balancing customers’ needs with the region’s economic, environmental, and public policy goals.

“We hope visitors to the exhibit walk away with a better sense of what it takes to provide reliable, affordable, responsibly-generated power to residential, business and industrial utility customers everywhere – all day and every day,” Jenkins said.

About the SAGE Center: The SAGE Center – Sustainable Agriculture and Energy Center – is an interactive visitor center in Boardman. The center is operated by the Port of Morrow and showcases the industries at the port, sustainable agriculture, and energy production in Morrow County.

OMSI’s “Magic Planet” On display at Boardman Library An oversized lighted globe that spins colorful windstorms, tsunamis, ocean currents and more across oceans and continents on Earth’s surface returns for a month again this year from the Oregon Museum of Science and Industry (OMSI) to the Oregon Trail Library District (OTLD).

The “Magic Planet” globe from OMSI is part of a NASA exhibit that is touring throughout Eastern Oregon. It will be available for area residents to view at the district’s Boardman Library, 200 S. Main St., throughout February until March 2, 2015.

The Magic Planet sits on top of a projector that sends images to its inside, the Earth’s surface, and is

connected to a laptop programmed

by NASA to show dozens of moving images and programs as the globe lights up and spins.

The spinning planet features brilliantly-colored displays such as Earth’s city lights, climate change, tsunamis, wind streams, ocean currents, geographic and topographic features and much more – including 7-minute videos about Earth that are projected onto the globe’s surface.

“The Magic Planet is amazing.

It captivates the senses. The one we’re bringing out to eastern Oregon is a smaller version of the huge Science on a Sphere exhibit we’ve had here at the museum in Portland,” said Nate Lesiuk, pro-

gram developer for OMSI’s Earth From Space program.

“People are fascinated by it.

Here at the museum we call it ‘eye candy’,” Lesiuk added The Magic Planet is brought to public libraries in the region through a NASA grant provided to OMSI in collaboration with Libraries of Eastern Oregon (LEO), of which OTLD is a member, and most recently was at Lakeview and Union. The exhibit will continue to be rotated among public libraries in eastern Oregon throughout this year.

Noxious weeds are those weeds identified by state and county officials to be harmful to public health, crops, livestock, land and property and mandated for control and/or eradication.

Boardman defeated on Arlington floor, score 18 to 14. Arlington boys outplayed Boardman during the first half and piled up a score of 102. Boardman came back strong in the second half, making 10 points.

Morrow County Oil. An oil company, headquartering at Ione, has taken five-year leases on large bodies of land in the Wells Springs area, and is to begin boring for oil within a year. There is quite a bit of excitement. Experts say the prospects are good.

Boys Basketball Team: Game scheduled with Arlington January 6 and another with Irrigon 7 January. Wednesday evening the team plans to show a movie in the auditorium. The boys Athletic Club gave a basket social followed by a dance Wednesday evening. The hometown orchestra furnished music. The boys are trying to raise money enough to finance them thru the basketball season.

January 13, 1922 The Boardman Basketball Team has no floor to practice on since our outdoor court has been unusable since 1 December, but we beat Irrigon 17 to 11. A pretty good showing.

The Boardman Cheese Factory is increasing its output and faces the necessity of enlarging its facility.

The product is now ready for market and if it can be distributed rapidly enough to keep up with its production, success is assured.

Tuesday morning a near blizzard developed, prevailing east wind shuts down the Boardman Pumping Plant. Since the middle of December school has closed. Both the town and the School’s pumping plants have broken down.

Parts cannot be secured. Pumping of water into the mains of the town system is to be discontinued in30 days, according to the school board. The rentals, even if paid in full, would not compensate for the wear and tear on the school machinery.

Parents need to send hot bricks and jugs of hot water with their children who ride on the bus. It is too cold for tots. The bricks and jugs can be picked up in the evening.

Several children suffered frostbite on their hands and feet Wednesday. Cold weather demoralizes our school. Students can’t sit in unheated schools. Boardman is having trouble holding school.

It is as bad as the year of the flu.

It dropped to sixteen degrees here Wednesday. Two years ago it was thirty-three degrees below.

Approximately 100,000 Jack Rabbit have been poisoned. Drives are being held every two or three days at Willow Creek. Drives in Sand Hollow netted 6,500 in two days. Heppner brought in 7,500 in Juniper Canyon. Irrigon has tabulated from 15,000 to 20,000 in their campaign.

Boardman Farmer’s Week to begin February the 6th. Monday and Tuesday will be devoted to clothing and nutrition. Wednesday will be devoted to bee problems. Thursday will be devoted to irrigation practices, Friday to poultry and farm management and Saturday to Dairying and Hogs.

Mrs. Ira A. Berger is suffering with frozen heels. Arden Meunch of Portland, uncle of Mr. And Mrs. Royal Rands, was a guest at their home last week. He enjoyed the dance and the rabbit drives. He can’t believe the growth in our community since his last visit three years ago.
