Almost 40 volunteers turned out to help decorate the city of Boardman for the holiday season.

For the fourth year in a row, Santa’s elves turned out to light up Boardman for Christmas. Even though the weather was on the chilly side, on Saturday the 19th almost 40 volunteers spent the morning decorating the City of Boardman. Made up mostly of Riverside High School students, the volunteers placed wooden cut outs, thousands of Christmas lights, garland, and wreaths at City Center,

and the four areas adjacent to the interstate. The week of Thanksgiving volunteers placed the “Merry Christmas” and “Feliz Navidad” lighted signs at the Splash Pad Park along NE Front Street.

The City of Boardman sponsors the Christmas Decoration Committee each year. Their goal is to decorate Boardman for the Christmas season for everyone to enjoy. The

committee depends heavily on volunteers to help decorate and undecorate, and is so grateful when there is such a big turnout.

Committee Chair Sandy Toms said this year’s turn out of volunteers was the biggest. She was happy to see so many young people help out. The Christmas Decoration Committee would like to thank everyone who helped decorate Boardman for Christmas.

Thank you again for the opportunity to share the fun we had while preparing our 8th Annual Community Thanksgiving Celebration. We had enthusiastic board members, and a new team of leadership this year, who did a great job. We were sponsored by the Community Church, Good Shepherd Lutheran Church, First Baptist Church, Our Lady of Guadalupe Catholic Church & Getsemani Centro de Adoracion Church and the Church of Jesus Christ of Latter Day Saints brought us delicious pies. They were amazing in helping us serve and clean up after the dinner. We had 90 volunteers, including some Junior and Senior High School students who did an outstanding job. All of our volunteers seemed to thoroughly enjoy serving those who came to our cel-

ebration from Boardman and the surrounding area.

Sam Boardman Elementary and The Boardman Senior Center graciously allowed us to use their facilities. We really appreciated the front page ad in the North Morrow Times and a spot on the Community Reader Board!

We are so thankful for our generous community. We received donations to our finances and many donations of food. Morrow County Fair 2017 Fair Court Chaperone & 2017 Fair Court applications now available!

The Morrow County Fair Court Chaperone is open to Morrow County Residents.

The Morrow County Fair Court program is open to Morrow County students enrolled in 9th, 10th, 11th and 12th grade students between the ages of 14 and 19.

Applications are available at the Fair Office and can be emailed by contacting Ann Jones at: mcfair@co.morrow.or.us Fair Court Applications will also be available at Morrow County High Schools.

This is a great opportunity for young people to represent Morrow County not only during the week of fair in August, but at parades and other functions throughout Eastern Oregon in 2017, if they are selected as a member of the Court.

Fair Court applications are due to the Fair Office no later than 12:00 PM on Monday, Dec. 19th, 2016. Late or incomplete applications will not be considered. Please return all completed forms and required documentation. Fair staff will contact all accepted applicants to schedule interviews.

City has new rules on found dogs The City of Boardman will no longer be releasing the breed or gender of found dogs due to issues concerning puppy mills. Release of information about found dogs will only state the location and size of the dog and coloring. The breed and gender are not disclosed to ensure the proper owner gets the dog.

Here are bits of local history from 1921: Housing, School, Community, Agricultural Production and Economic Development – Sound Familiar? October 7, 1921 BOARDMAN RANCHERS EXPECT TO MARKET HAY THRU DAIRY CATTLE – A committee consisting of Arthur Wheelhouse of Arlington; A.P. Ayers, local Holstein breeder; and C.C. Calkins, Morrow County Extension Agent are now purchasing the cattle and will begin shipping them in within a few days. The making of cheese will stimulate the market and take care of considerable of the milk.

Supplement purchase of cows and the establishment of a Cheese Factory with support of the Hay Growers Association, Boardman ranchers stand to get a fairly fair price for their hay.

U.S. PAYSTRIBUTE TO FRENCH DEAD – Paris – The United States Sunday paid its highest tribute to the dead soldiers of France when General John J. Pershing, in the presence of an immense throng, including President Mitterrand, laid the Congressional Medal of Honor upon the tomb of the unknown French soldier under the arch of triumph. Before placing the medal on the Unknown Soldier’s tomb, General Pershing stood before it at salute for several minutes.

Then in a voice shaking with emotion, he declared: “In the name of the president and the people of the United States, as a token of our perpetual belief in the righteousness of the cause for which you sons died, and a s a mark of respect and admiration to you and your countrymen, I place this congressional medal upon your tomb.”

LOCAL NOTES S. H. Boardman was in Arlington Tuesday in the interests of our new aviation field.

A school Orchestra seems assured as several have said they could get the necessary instruments.

County Agent Calkins was in town Tuesday and Wednesday in the interests of the dairying industry.

The first

day of the open season for China Pheasants resulted in H. H. Crawford loosing two Turkeys and having another turkey crippled, also in Frances Gilbreath receiving a buckshot in one eyelid and missing the eyeball an eighth of an inch.

Mr. Crawford suggests that would be hunters first take a course in domestic fowls.

October 14, 1921 OREGON NEWS OF PRINCIPAL EVENTS –The enrollment of the University of Oregon medical school in Portland which opened the fall term Monday was the largest in the history of the institution.

Total registration reached 152, the maximum number possible until the larger quarters are completed.

SALEM - D.C. Brownell of Umatilla visited the highway department Friday in the interest of a highway from Umatilla to Walla Walla, Washington. This road, according to Brownell would afford a cut-off between Walla Walla and other Washington parts.

Lumber Barges Will Float Down River – On Thursday two men stayed in Boardman at the Highway Inn. They had a very unusual trip having come down from Lewiston, Idaho on a row boat.

Their purpose was to sound the river, going as far as Celilo. Plans are under foot to ship barges of lumber from Clearwater, ID, to Celilo where it will be transferred to steamers and there shipped east by way of the Panama Canal. Thus far the shallowest water found was four feet.

Morrow County is claiming a wheat crop of 2,000,000 bushels.

The Cabbage Hill-Deadman’s Pass road, a stretch of 12.8 miles on the Pendleton to La Grande road, has been finished.

October 21, 1921 BOARDMAN BECOMING DAIRY CENTER AND WILL START CHEESE FACTORY –The people of the Boardman project realize there can be no permanent agriculture where the crop is raised and shipped out of the country and nothing returned to the soil. This is especially important in an irrigated section. The application of manure increases the yield of alfalfa. This calls for livestock. It is important that the hay be fed on the farm and products shipped out

in concentrated form. Several carloads of dairy stock are enroute to Boardman. A cheese factory organization has been completed. A Cheese maker is expected within a week and it is planned to begin cheese making by November 1st.

ANOTHER BIG RABBIT DRIVE SCHEDULED SUNDAY – Mr. Jackson of the O.A. C. Biological department is now in Boardman to lead a campaign against the rabbit thru drives and poison. The first drive will be Sunday, October 23 at 10 o’clock. West side people will gather at Ingvard Skoubo’s. East side people will gather at Roy Rand’s. Town people will gather at S.H. Boardman’s and will be led by Mr. Jackson. Following Sunday Drive will be in the East End. Everyone bring a pocket Lunch. Coffee will be served.

BURGLARS ENTER STORE OF THE BOARDMAN TRADING COMPANY – An attempted burglary reported Monday Morning.

A hole was cut in the back door to allow a hand to be inserted so that the key might be turned. The size of the opening indicates that either boys or a man with a very small hand was guilty. No cash is missing, but two coats valued at $23 each and some razors are missing.

FORTY DOLLAR CHECK FOR BEST BALE OF HAY – Chas Wicklander has received his check for the prize winning bale of hay at the Northwest Grain & Hay Show in Pendleton.

AWAY SUNDAY –Mrs. Clara Brownell, one of the early settlers and best loved citizens of Umatilla passed October 23, in Portland. She was born in 1855 and crossed the plains when only 4 years old by ox team to California. She and her husband moved to Oregon in 1888.

Until recently, the Brownell name has been connected with every progressive movement in eastern Oregon.

by Pendleton regarding the proposed Umatilla – Wallula Cut-Off. “Construction of a bridge across the Columbia at Pasco means diverting West Bound auto travel thru the Yakima Valley to Puget Sound. Constructing a UmatillaWallula cut - off means diverting two thirds of this travel over the Columbia highway. It means a greater travel to you, Pendleton, if you would but raise your sights.” “We recently has occa-

sion to drive to Walla Walla via Pendleton. We find we travelled forty miles out of our way. The same applies to Spokane and Interior Washington points. This cut off gives direct connection with the Yellowstone and Evergreen highways. Is it not asinine not to link the two systems at their nearest point? Is not the government interested from a military standpoint in this short connection?”

“We like to see and think of Pendleton as the big broad progressive city that you are. But when you fear the cut-off will cut off your sale of cheese and gas and you do not see the vital need of its connection to the state in general, your broadness is narrowed to a glimmering slit. Be big Pendleton.

City of Boardman considers Chronic Nuisance Ordinance Tuesday night the Boardman City Council approved the first reading of an ordinance aimed at curbing chronic nuisance properties in Boardman. The proposed ordinance defines a chronic nuisance property, as property on which three or more nuisance activities exist or have occurred during any 90-day period. Nuisances activities include a range of criminal conduct. Under the proposed ordinance, violations could ultimately result in abatement of the

offenders and the nuisance property could be secured against unauthorized access for a varied period of time. The council is expected to have a second reading of the ordinance at their December 6, 2016 meeting.

In other City business, the council discussed the city’s water and sewer system development charges. Since July of 2010 the city has waived up to $10,000 of those fees for anyone building housing in Boardman. The current waivers

expire December 31, 2016. The council will discuss system development charges at a December 13th special meeting. Also, the council approved upgrading three street lights located in Bella Vista Estates, from 100 watt lights to 200 watt lights at the request of the Bella Vista Estates Board.

The next meeting of the Boardman City Council will be Tuesday, January 3, 2017 at Boardman City Hall Council and will begin at 7pm.

BMCC News Winter Term at Blue Mountain Community College will begin on January 9, 2017. Students intending to take classes need to be aware that the deadline for admission is December 16. Registration for classes is currently underway and will continue right up until the start of classes but, as always, the early bird gets the worm. Register now for best results.

BMCC Boardman will be open regular hours through December 23. Those hours are Mondays and Wednesday 1-7:30 and Tuesdays and Thursdays from 5-7:30. The entire college will be closed December 24-January 2.

Dori Drago offers Circuit Training on Monday and Wednesdays from 6-7 pm at Riverside High School and Maria Richards offers another session of Circuit/Strength Training on Tuesdays and Thursdays from 5:30-6:30 also at Riverside. New this term will be Vinyasa Yoga with Lauren Barth. The class is set for Tuesday evenings at Windy River. Check the online schedule for details or stop by the office to get signed up.

Students interested in taking English Language Acquisition or GED prep classes should contact either BMCC Boardman at 541-4812099 or the College Prep Department on the Pendleton campus at 541-278-5803 or by email at

CollegePrep@bluecc.edu. Classes will resume January 9 but orientation is required before starting either class for students who haven’t participated this academic year.

ELA classes are being held at Windy River Elementary School in partnership with the Morrow County School District. MCSD provides childcare and pays the class fee for the first 20 students who have children enrolled in district schools.

BMCC Boardman will be running shorter hours following the conclusion of Finals Week December 9. Hours are tentatively Monday and Wednesday from 1-7 and Tuesday and Thursdays from 5-7.

News from Hardman…

There are tables and chairs in the Dining Room!!!

The wall and floor and hutch were painted by Claudia Smythe after some mud work by Sam Martin, Sr. and some roof repairs by Bob Allen and Rick McDaniel. Rick will work on matching up ceiling; baseboard and window trim whenever he has time this winter and putting a few more screws in the roof. Bob shut off and winterized the water before he went south.

We have enough floor paint left over to do the women’s bathroom hall when we are finished working on it in 2017, but we will need more white for the trim and wainscoting in that area-then we will be finished with painting!

The heater is up on the wall and the next step will be to inspect and replace any lines so we can hook everything up in the kitchen and dining room, probably to a large portable tank, as we do not have enough activity, at this point, to justify a monthly tank rental. Mel McDaniel is also hoping to attempt to mouse proof a stove to put in the kitchen, so these are his winter projects. Sam has experience in the pipefitting, so he will likely be of help as well.

Claudia will work on figuring out window coverings and their financing. Our archivist, Sylvia Allen requested we do something other than the sheer curtains, as the photographs sun fade easily. We believe the Annex had roller shades on the windows years ago and we will also look at some type of blinds.

Main Hall need new coverings ASAP, also.

Before Sylvia left for the winter, she put up pictures in the Dining Room. This room will have pictures mostly from the 1960’s on. She would like pictures of events held at the Hall and of the people who worked on the Hall during that time frame. If you have a picture you would like to share, you can email them to us (address below) or mail them to 48284 Hwy 207 S, Heppner or call 541-676-9718 to make arrangements. From the notes we have (from the 90’s only); we have most of the anniversaries, but are missing a couple of weddings and the reunions. Also, if anyone has pictures of the Hardman Reunions (about 1972-1995), they would share?

We would like to thank the North Morrow Times for publishing the brochure in their monthly paper. The brochure continues to produce results in the form of dues, donations and book sales and we have an order for genealogy copies, as well. If anyone would like brochures to place in their business or give to friends, please contact us at hcc@hughes.net.

Jim Kirkpatrick of Opal Butte Outfitters is donating a plaque for the building that states we are listed on the National Register of Historic Places. We appreciate his generosity and look forward to installing it at our first meeting of 2017, if not sooner. In other news, we are in the process of trying to get Hardman listed on the Eastern Oregon Visitors Association maps.

It was pointed out that, with the projects we already have funded and possibly funded through private donations, that we will have enough to keep us busy one Sunday a month next summer, so we should probably hold off on writing grants, unless they are to help with those projects. More projects have been added to the suggestion list for the future and these will have to be prioritized in 2017, so that we can move forward with grant funding, as needed. Some grants ask for a 3-5 year plan, so a prioritization based on what we think we can realistically accomplish each year would fill that need, as well.

All in all, Hardman Community Center accomplished a great deal this summer. Youth Basketball League Boardman Park and Recreation would like to remind everyone that Youth Basketball league Signups are almost over. This league is for 3rd Thru 6th Grade, Boys and Girls, practices will be held in Boardman and games will be on Saturday in Hermiston.

Sign-ups will be accepted Monday – Friday 8 a.m. - 4:00 p.m. @ The Boardman Park & Recreation District Office Sign-ups after Dec 7th will have a fee of $10 added.

Sign-ups will not be accepted after Dec 15 as we need to order game Jerseys in time for the league to start. We play in the Hermiston league which will start in January, 2017.

WE NEED COACHES!!!! This league only works when parents and community members volunteer to coach. We will give you a roster, balls, gym space and jerseys! You only give your time! Coaches also get one child participation fee waived.

This Saturday night at the movies will feature a Christmas film entitled “The Christmas Child.” Jack is sent to Dallas on a special assignment over Christmas, but a mystery photograph takes him on over to the little town of Clearwater. As Jack delves into the mystery he discovers much more difficulties over Christmas than he ever imagined possible. As the mystery unfolds, Jack discovers a past that he had never known while regaining a love he thought he had lost. This is a great new Christmas movie you won’t want to miss. Enjoy the popcorn and see the movie December 10th, at 6 p.m. at the First Baptist Church of Boardman. traditional Christmas Program will be presented on Sunday morning December 18th at 11 a.m. at the First Baptist Church of Boardman. Music, children, costumes and Christmas joy will all be part of that morning worship service. So bring the family a little early and enjoy the refreshments and continental breakfast before the program begins. Then see and here the Christmas story as it is presented by the children and the adults. Also mark your calendars that on Christmas, Sunday, December 25th there will be short morning service at First Baptist for those who are not traveling. orrow County Cultural Coalition 2017 award recipients: The Morrow County Cultural Coalition supported by Oregon’s Cultural Trust Foundation announces the following grant recipients for 2017 projects in Morrow County schools and communities: Heppner Art & Culture Club Art Show, Lexington Grange preservation electrical work, Heppner HS Drama Club, Morrow County Historical Society Chronicles, Oregon Trail Library District Ukulele Workshops & Riverside HS Art Dept. to facilitate workshops by portrait artist, Myron Sahlberg, for all schools & community members in Morrow County.

Applications for 2018 cultural based activities in Morrow County are now being accepted. Projects supported in the past have also included quilting, art displays, historical library books, cultural entertainment structures, kid’s activities for parks, drama & musical workshops. orrow County School District Board of Directors will hold a work session before the regular Board meeting, Monday, December 12, 2016 at 6:00 pm at Irrigon Jr/ Sr High School in Irrigon, OR. The purpose of the work session is discussion of the procedural process for discipline of staff.

To the Editor: The Hardman Community Center had a good turnout of around 60 people for our open house and potluck with guests coming all the way up from the Portland area. We would like to thank everyone that shared our grand reopening. We expect that even the “ghosts” were pleased and enjoyed the afternoon!

We would also like to thank some special people for all their hard work.

The cleaning & set up crew of Diana Stone, Janice Weis and Claudia Smythe.

Chuck LeDoux did the heavy lifting and filled the wood box and started the fire.

Mel McDaniel got the water going.

Ruggs Ranch and Snow McElligott provided the main dish and Dan and Rita Van Schoiack provided the celebratory cake. And the kitchen cleanup crew: Mel, Rick McDaniel, Greg and Beth Pierce and Frank and Cara Osmin. We would also like to thank the Palmer girls for running the “store”.

It was wonderful to see the full dining room and hear the laughter and listen to the stories-some of which may have even been true! The Palmer girls played a couple of tunes on the old piano and everyone enjoyed the photos on the walls and looking through the scrapbooks. Those who could hike the stairs to the upper room agreed that it will be a wonderful and worthwhile endeavor when we get to it in a couple of years.

The donation jar contained over $200 towards the purchase of window coverings. The store also sold several items. Dick Paris has donated some of his homemade bolo ties with the full proceeds going to the Hall.

Mel and Scott Smythe got the baseboards in prior to the potluck and the wood is on hand for the rest of the trim. It was donated by Mel as were a stove, roaster, and punch cooler for the kitchen. John Breidenbach donated a roaster in memory of his mother in law, Mary Reade and Sandi Richardson donated a microwave to replace the one that quit working. The HCC received a donation from Brenda Hoxsey for painting the women’s bathroom hall and a donation from Bruce and Linda Rigby as well. We appreciate everyone’s generosity!

Thanks again to everyone who attended and shared this time of friendship and celebration.

Riverside High School Chrismas Carolers get in the “Christmas Spirit” with Santa Claus!

“Ohhhh - the weather outside was windy”, but inside everyone was cheery!”

This was the feel throughout the evening at this year’s Community Christmas Lighting. Over 300 residents of Boardman came together to enjoy the first of many festivities this holiday season.

For several years, Boardman residents have gathered together for an evening of well-being. Our community has grown, and it was determined our wonderful Boardman Senior Center is well over capacity during this celebration, so the event was moved to the SAGE Center.

Festivities began with the lighting of SAGE center’s musical light show of dancing lights, followed by a narrated play of the “Christmas Story” performed by First Baptist Church, Our Lady of Guadalupe Catholic Church and Good Shepard Lutheran Church –

AWANA’s Group. The performance finale was Boardman Child Development Center’s pre-school students happily singing Christmas songs for all to enjoy.

While everyone waited patiently to visit with Santa, the community enjoyed refreshments and roaming Christmas Carolers from Riverside Jr/Sr High School and a surprise guest… The Grinch! Who did not even come close to stealing any Christmas spirit from this town!

The next opportunity to get to visit with Santa is coming quickly!
