The toll-free hotline at 800354-7319 runs until Oct. 14 from 9 a.m. to 4 p.m., Monday through Friday. When the hotline is closed, callers can leave a message. Additionally, many Extension offices offer free pressure gauge testing.

Free Boardman & Irrigon concert series continues in August The Dakota Brown Band will perform for the Music in the Park outdoor summer concert series on August 8th at the Irrigon Marina Park, located off Highway 730 in Irrigon. The Pendleton band is made up of band members Dakota Brown, Luke Basile, Frazer Wambeke, Tim Coronado, and Chris Newbury. In June of 2011, Dakota Brown Band recorded and released their EP titled “Find Your Way,” which proved to be a strong first release for the group. A new full length studio release is currently underway with three-time Grammy nominated producer, Brook Floyd. The band recently traveled to Hawaii to film a music video for their single, “How Far We Can Go.” With their mix of pop and soul, Brown and his mates continue to play throughout the Pacific Northwest.

Singer Jamie Nasario will perform on August 15 th at the Boardman Marina Park. Hailing from the small town of Echo, Oregon, Jamie Nasario has caught the attention of many listeners, far and

wide. Her soul driven voice and bluesy repertoire captures the classic vibe from the 50’s and 60’s while still maintaining a modern flavor.

Although fairly new to performing, Nasario’s raw talent and sultry singing sounds far from unrefined.

Nasario is backed by guitarist, Luke Basile and drummer, Dennis “Too Short” Rogers. Together, this acoustic trio has a very captivating presence and showcases talent beyond their years.

Fallout will perform for this summer’s final concert on August 22nd at the Irrigon Marina Park.

Founded in 2011, Fallout has become one of the top rock cover bands in the Tri-Cities. The band’s members draw from a wide range of musical tastes, resulting in a song list that has something for everybody. From the classics like Van Halen and Kiss to the more modern tunes like Big & Rich and Finger Eleven. In addition to a wide range of clubs and venues, Fallout has performed in community events such as Live @ Five and Thunder on the Island. The

band has also done acoustic performances on 93.7 FM The Rockin’ River, Eagle 106.5 FM, and 610 AM KONA. The Music in the Parks outdoor summer concert series is held each summer alternating between Boardman and Irrigon Marina Parks. The concerts are free to the public and begin at 7 p.m. on Monday nights. The 2016 concert series runs through to August 22nd.

Visitors are encouraged to bring chairs and blankets. Concessions will be available for purchase at the event, courtesy of Judy’s Chuck Wagon. The series is funded by the Morrow County Unified Recreation District and Portland General Electric and sponsored by the North Morrow Community Foundation.

Find clues to a treasure map: X will mark the spot to “one eyed Willie’s” lost treasure. Learn pathfinding by using GPS units for finding the way, then take a bike ride, following clues. We will practice water safety in kayaks & canoes as you paddle on the River looking for the lost treasure. Oh, did we mention, don’t get caught by the bad guys, the Fratelli’s or you won’t get your share of the treasure!

BMCC News August is a month of preparation and anticipation at Blue Mountain Community College. People planning to or thinking of taking classes this fall should be working on admission, registration and financial aid matters.

Admission is easy. Fill out the form online at www.bluecc.edu under “Get Started.� That will start the process of getting a student ready to go in September when Fall Term begins. As for Financial Aid, students may still fill out a FAFSA form at www.fafsa.gov. Once that form has been completed and submitted, BMCC will receive the results and be in contact. Students should know that the sooner they deal with Financial Aid requests, the better. Any communication received requires some action. If a person waits too long, their financial aid award for Fall may be jeopardized.

Boardman Kiwanis Club Corner Kiwanis Club of Boardman is an active group of volunteers from Boardman and surrounding areas who strive to support kids and kids’ activities. Fifteen years ago in July 2001 the club was started here in Boardman. Some of the charter members are Lee Docken, Michelle Erickson, Lisa Mittelsdorf, and Joe Taylor. We routinely have visiting members from days gone like Mindy Binder and Jim and Margie Hollandsworth among others. We are grateful to the current and past members who help Kiwanis Club of Boardman to serve children and their families in a positive way.

As a group, we bring safe activities to Boardman such as the annual Halloween party and Breakfast with Santa. In addition, the Kiwanis Club of Boardman also supports other capital improvement projects. Club members not only volunteer for club sponsored activities, but they are also active in supporting other events such as the Easter Egg Hunt and the Harvest Festival.

Boardman produce stand reopens Huge variety of fruits and vegetables fresh from the farm are offered seven days per week!

The Boardman Produce Stand has reopened this week under new management. Bob Walchli Farms is renting the stand to offer local produce for sale. The stand offers a wide variety of fruits, vegetables, berries, and more.

The Boardman Produce Stand Project was initiated by the Boardman Community Development Association (BCDA), with financial assistance provided by

Morrow County. The BCDA Board is proud of Morrow County’s rich agricultural history and believes the produce stand will compliment Boardman’s existing business community and the SAGE Center, an interactive agricultural visitor center.

The stand is open seven days a week from 8am to 7pm. It is located near the City Splash Pad on the corner of NE Front Street and NE Third.

Maryhill hosts Pacific Northwest Plein Air in the Columbia River Gorge (Goldendale, Wash., July 21, 2016) – Maryhill Museum of Art will host the 12th annual Pacific Northwest Plein Air Event in the Columbia River Gorge, to be held August 2228, 2016. Drawing on a long tradition of painting in the open air, this juried event attracts some of the finest painters from the Pacific Northwest, and from across the country, to capture the stunning light and inspiring vistas of the Columbia River Gorge. The 40 participating artists will spend the first four days of the event painting in various locations throughout the Gorge; an opening and artist reception will take place Friday, August 26, 2016 from 5 to 7 p.m. at Maryhill Museum of Art, when the public is invited to view and purchase “fresh” paintings and meet the artists. The paintings will remain on view at Maryhill (and available for purchase) through Sunday, August 28, 2016. “I am delighted the museum is able to host this wonderful event,” said Colleen Schafroth, executive director of Maryhill Museum of Art. “One of the things that makes Maryhill so magical is the setting; the Pacific Northwest Plein Air Event celebrates the landscape that we call

home and gives the public a fantastic opportunity to view the Gorge – from the river and plateaus, to the surrounding peaks – through the eyes of 40 talented artists.” The Juror for the Pacific Northwest Plein Air Event in 2016 is painter Terry Miura, who began his career in New York as a successful illustrator, with work appearing in publications such as Time, Newsweek, Rolling Stone, and Sports Illustrated. Miura transitioned to a full-time painter after returning to the West Coast in 1996, and is well known for his atmospheric landscapes and cityscapes, as well as evocative figurative works. Miura’s paintings are held in numerous private and public collections, including California Museum of Fine Art, Los Angeles, Calif., The Crocker Art Museum, Sacramento, Calif., and the New School for Social Research in New York City, among others. July 1, 1921 Local Happenings: The Boardman Orchestra played at Ione for a dance Saturday. Ione folks must appreciate good music and show it by calling on our orchestra. Mrs. Herbert Everett and son returned last Friday from a lengthy visit with her people at “Bandon–by-the-Sea.” She brought her little nephew with her for a visit. Miss Dorothy Boardman spent the week-end visiting with Doris Healy. She accompanied the Healey’s to Hermiston Monday. Mr. & Mrs. Guy Lee motored up Thursday from Monmouth to visit our little city and look over their future home.

He will teach the Seventh and Eighth Grades next year. He is a young man and comes very highly recommended, so we expect great things of him next year. There will be another big rabbit drive next Sunday, July 3rd on the East End. EVERYONE SHOULD ATTEND THE COMMUNITY PICNIC AT COYOTE JULY 4TH. Everyone is requested to bring lunch sufficient for their own family and this will be placed with that of your neighbors. In this way there will be a big spread. If everyone brings a few lemons and some sugar there will be enough lemonade for all.

All who can should bring paper plates. Rabbit Drive Successful.

Most of the Project was out for

the rabbit drive Sunday. The occasion is used as a social gathering for the ladies as well as a business proposition for the men. The rabbits are innumerable and more drives should be held to hold down their numbers since it is seems an impossibility to exterminate them.

July 8, 1921 Local Happenings: Messrs. King and Mulkey were at Irrigon Tuesday for apricots.

The Root and Deweese families spent the Fourth at the Ellis Garret ranch. CITY ELECTIONS JULY 16. A mayor, six councilmen, a treasurer, and a clerk are to be elected.

Think well before voting and be sure to elect good men. One desirable ordinance which should be drafted is one requiring that live stock should not be allowed to run loose on the streets. There has been some difficulty about this in town, and it seems an impossibility for one to start a lawn or garden unless it is well fenced. There are many needed improvements to be made, and if we get a city council composed of energetic and interested men there will be a great deal accomplished.

July 15, 1921 Local Happenings: IRRIGONITES POISONING JACK RABBITS. The poison coated potato method has been replaced by a poisoned stake in the alfalfa fields with even better success. F.C. Frederickson reports on a formula using flour, poison, sugar, salt and water to make a thick “gravy”. The wider end of cedar stakes are dipped in the solution and pliers are used to place stakes across runways. C.H. Steward took out one lot of stakes Saturday evening, and before he got through putting it out counted five dead rabbits; the next morning counted a total of 43 in 12 hours. Sixteen more the second day and the sticks are

still on the job. Tis “gravy” on sticks has beat all winter poisoning results.

For the benefit of those who have not signed up their donations to help finance the North Morrow County Fair, the editor wishes to call their attention to the subscription list on the counter at the Wadsworth store. Do what you can as this is the only means of making a success of the fair, and we are sure we will realize much more out of than what we pay. Mr. Boardman and wife, who live out about 17 miles, drove down on Sunday to Messner to meet their daughter, who was coming for a visit. She did not arrive, and so they drove on down to Boardman to visit friends here. The Boardman’s have lived out there for nearly four years on a homestead, and he says that it is 17 miles from anywhere, that being the distance to the nearest trading point. Sale of 200,000 pounds of wool of the Arlington clip of Smythe Brothers of Pendleton at a price averaging 14 cents was announced in what probably was the largest single wool sale made in Oregon this year.

July 22, 1921 Local happenings: BOARDMAN NOW MUNICIPALITYWITHACOMPLETE SET OF CITY OFFICERS. With charactistic push and enterprise Boardman is now in the city class with a mayor, six councilmen, a recorder, treasurer and marshal. Walt Cohoon, one of the progressive East End farmers, seems to be pursued by the Goddess of Ill Luck the past few months. He lost his cow, then some hogs, and now the greatest loss occurred Monday night when he lost his barn, chickens and all of his first crop of hay by fires. It seems that a fire started in the manure pile and Mr. Cohoon and neighbor extinguished it.

Thinking it was entirely out he came to town, but just a few sparks were left- enough to start a conflagration that destroyed barn and stacks. Fortunately the house was not in the path of the flames. Mr. Cohoon is a homesteader and has his place in fine shape and is improving it rapidly. The fire means quite a loss to him at this time.

Mrs. Jack Gorham entertained a few ladies Saturday afternoon in honor of her friend, Miss Lena McAdams of Walla Walla, Wash.

The afternoon was pleasantly spent over bits of needlework and watching the antics of the babies present. The guests present were: Mrs. J.C. Ballenger and Maxine;

Mrs. Ed Miles and Dorothy; Mrs. A.T. Hereim and A.T .Jr; Mrs. W.L. Finnell and Mrs. O.H. Warner. A light repast was served. The North Morrow Community Fair at Boardman this year has to be a success. The Irrigon Committee attended a joint meeting at Boardman Tuesday evening, and drafted rules, methods, display and prize lists. They also selected a number of names of those who will be asked to act as judges for the various departments. The fair will be held on Tuesday, September 13th, Which is two days earlier than that of the county fair. The committee meeting was held in the dining room of the Boardman school building, and the usual after business feast served consisting of fried chicken, cakes, sandwiches and coffee. The committee reports having had a fine time, and most cordial treatment of all the meetings and this insures success in any undertaking.

BEO Bancorp reports 2nd quarter earnings Heppner, Oregon, (July 8, 2016) BEO Bancorp (OTCBB:BEOB) and its subsidiary, Bank of Eastern Oregon, announced 2nd quarter 2016 consolidated net income of $815,000 or $0.67 per share compared to $724,000 or $0.58 per share for second quarter 2015. Year-todate earnings were $1.597 million compared to $1.194 million for the first six months of 2015. Total assets were $350.1 million, up 2.07% year over year. Net loans of $292.6 million were up 0.7% from the same period in 2015, while deposits were at $308.9 million, up 1.4% year over year. Shareholders’ equity increased by $1.46 million or 5.3% from June, 2015.

“We are pleased with second quarter earnings, which are up 12.5% year over year. Earnings through the first six months of the year are up 33.8% from 2015 levels.

There are primarily two factors that drive our earnings so far in 2016: the first is net interest income was up 6.1% and our provision for possible loan losses was down 90.8%,” said President and CEO Jeff Bailey.

Chief Financial Officer Mark Lemmon said, “Return on Average Assets for the quarter was 0.93% and Return on Average Equity was 11.37% compared to 0.85% and 10.64% respectively year over year.” Lemmon concluded, “Our book value per share was $23.71 compared to $22.38 on June 30, 2015.”

Chief Operations Officer Gary Propheter said, “Our deposit base continues to be solid as interest rates stay relatively stagnant. It will be interesting to see how the global economic conditions affect interest rates over the next year or longer.”

“Wheat harvest is a little early this year as the continued dry conditions and the hot spell in April appear to be translating into a below average crop. This coupled with lower commodity prices across the board are a bit concerning, but all part of the cyclical nature of agriculture. As the year progresses we will keep a close eye on segments of our loan portfolio most affected and make sure that we continue to be adequately reserved for potential loan losses,” concluded Bailey.

Morrow County Historical Society visits Frenchtown near Walla Walla Members and friends of the Morrow County Historical Society were invited to join in the annual St. Jean Baptiste Day celebration hosted by the private, non-profit

Frenchtown Historic Foundation of the Walla Walla Valley this past weekend.

This commemoration is held at a historic park consisting of Frenchtown cemetery and the Métis constructed cabin that once belonged to “the Prince,” younger brother of Cayuse headman

Umtippe. The cabin is thought to be the oldest building in Washington State. The Frenchtown site (park) is comprised of 27 acres, interpretive panels, hiking trails, a

picnic shelter, the restored cabin and a cemetery. Also of historical note is that this is in a portion of the site of the 1855 Battle of Walla Walla. This year, Sam Pambrun, a descendent of the commandant of Fort Nez Percés, led a tour of the Hudson’s Bay Company Farm that had been established in 1821,

about twenty miles up the Walla Walla River from the original North West Company Fort Nez Percés at modern-day Wallula, Washington.

This farm provided food for the Fort and horses for two annual “brigades” that traveled to and from HBC trading establishments on the upper Columbia and Snake Rivers and Northern British Columbia. The present owner of the land where the farm was sited, Tom Williams of Williams Farms, answered questions and explained the ideal geography of the area and the easy access to year round water supply for the crops and animals. He also discussed probable methods of irrigating and farm life there and commerce with the local natives.

Following the tour, a lunch was provided at the picnic shelter at the Frenchtown site. Music, games, stories of that early historic time, a display of Fur Trade items used and traded, and a demonstration of the tools the French Canadians used to build the cabin and other buildings, transported the participants back to the time of the “Voyagers” and Métis, who came to this “Oregon Country” for the purpose of establishing the fur trade.

MCSD releases results of testing for lead in drinking water HEPPNER – In June, the Morrow County School District tested drinking water sites at all of its schools for the potential presence of lead. Results from Box R Water Analysis Laboratory in Prineville indicate that all sites tested showed “no lead detected” or were below the EPA limit of 0.020.

The Morrow County district joined school districts across eastern Oregon who are testing their drinking water this summer. Currently, there are no state or federal requirements for schools to test drinking water for lead, and it has not been a practice in the past. In

mid May, the Oregon Department of Education (ODE) and the Oregon Health Authority (OHA) created a plan regarding lead in school water. The plan requests all school districts that get drinking water from public water systems test for lead in school buildings; requires districts to use certified drinking water testing labs to process the water samples; asks ODE and OHA to develop a method for schools to report results to OHA; and for OHA to provide drinking water expertise to schools for support as they test.

Many schools receive their water from community or city water

systems. These public water systems regularly test the water and many already treat the water to help reduce corrosion of plumbing.

However, lead that is present in pipes and fixtures in building plumbing can enter the water at the tap and expose those who drink it — that is why sampling and testing for lead at each tap is important.

“The Morrow County School District is pleased to report that water at our schools is safe for drinking. We will continue to monitor this and will keep communicating to parents and our community,” said Dirk Dirksen, superintendent.

Happy Canyon to cast new parts PENDLETON, Ore. – Have you always thought you could lend your acting talents to Happy Canyon?

You might get your chance on Aug. 7. With Happy Canyon celebrating its centennial this year, show organizers have added several special new roles to the performance.

“I’m looking for, mostly, male cast members to fill some new, and a few old parts,” said Happy Canyon Show Director Harper Jones.

“With Happy Canyon turning 100 this year, we have some special things planned for the show.”

The new roles seek potential cast members who are 18 years of age or older. New parts being cast are Hick Band Drum Major, Hick Band Cymbalist, Black Bart, and noted Pendleton ruffian, Hank Vaughan.

“We could also use a ‘folksy’ sounding narrator for a new aspect of the show,” said Jones. Other cast members the show is seeking out include a banjo player and guitar player to do a rendition of Dueling Banjos.

Interested actors should plan to meet in the Happy Canyon Arena at 7 p.m. on Aug. 7 for auditions.

Boardman water/sewer rate increase begins in July During their March 1, 2016 meeting, the Boardman City Council approved resolutions for an increase in the city’s water and sewer rates. The city’s garbage rates will remain the same. The rate increase is due to future improvements to the city’s water and sewer system. This is the first water and sewer rate increase since 2008.

The water rates reflect an increase only in the base rate. Overage rates will remain the same. All water base rates will increase by $1.50. This brings the residential

water rate to $16.50 for the first 7000 gallons used in a month, the Commercial and Hydrant Meter base rates to $20.50 for the first 8000 gallons used in a month, the School Water rate to $11.25 for the first 6000 gallons used in a month and Outside City Limits water rate to $24.00 for the first 7000 gallons used in a month.

The sewer rates will increase by a $2.50 per month. This brings the rate for customers Inside City limits to $27.50 per unit and Outside City Limits rate to $40.00 per unit.

The new rates will take effect July 1, 2016.

Page 13 North Morrow Times 2016 Premium Book Dedication: Terry Tallman Morrow County Fair Board dedicates this year’s premium book to Judge Terry Tallman for his many years of dedicated public service in Morrow County. Terry will retire at the end of his term after serving 18 years as Morrow County Judge, the longest in history; we pay tribute to his leadership.

Terry grew up working on his family’s farm in Adrian, Oregon.

After graduating high school in 1964, Terry continued to work on the farm until he joined the Navy amidst the Vietnam War in 1969.

Serving aboard the USS Kitty Hawk, Terry was responsible for maintaining the ship’s ultrasound systems and making repairs on the aircraft, skills he enjoyed learning and putting to use.

It was through the Navy that Terry met Cheryl, his wife of 42 years. While stationed in California the couple was introduced by Cheryl’s brother with whom Terry served. The two were married in 1974 following Terry’s discharge from the Navy. Terry then took the opportunity to attend college at

both the Univ. of Oregon and Oregon State Univ. before returning to the family farm in Adrian. With the continuing development of irrigated agriculture in the Columba Basin, Terry and his brother saw a wonderful opportunity to put their skills to use; in 1978 Terry and Cheryl moved to the Boardman area.

After establishing a successful custom farming operation in Boardman, Terry began to take interest in serving his community.

His efforts and success on the City of Boardman Planning Commission led numerous community members to encourage him to run for Mayor of the City of Boardman, a position he won and held for 5 years.

In 1999, the position of County Judge was vacated and Terry successfully ran for the seat.

Since then, Terry’s career has been marked by an impressive long term vision for Morrow County. His skill at administering the county budget and staying fiscally responsible has left the county in a markedly better financial position. Under Terry’s leadership, Morrow County has seen substantial

growth in a broad range of economic activities from wind turbine projects to value-added agriculture processing and data centers.

As Terry begins his transitions into retirement, he will look forward to free time to spend with his 3 children and grandchild, as well as plenty of time to spend doing what he loves on his farm again. Please join us in thanking Judge Terry Tallman for his many years of service in Morrow County.

2016 Grand Marshall: Bob & Sherree Mahoney Bob and Sherree Mahoney have a long history with the Oregon Trail Pro Rodeo and Morrow County Rodeo. They have donated countless hours of time to making our rodeo what it is today.

Bob has been a lifelong resident of Morrow County. Bob was born to parents Phil and Hazel Mahoney in Pendleton OR in 1941. Bob attended school at Heppner and went to Pacific University on a football scholarship. There he met Sharon “Sherree” Wagner of Palm Springs. They returned to Heppner and married in June of 1963.

Bob and Sherree began operat-

ing the HM Ranch when they returned to Heppner. Sherree has had many roles on the ranch through the years and has been a core part of the operation. They have three children: Tara Mahoney Clark (husband Greg) of Pendleton, Trisha Wirth (husband Damon) of Auburn, CA., and Michael (wife Nicole) of Heppner who works on the family operation and is also a board member for the rodeo. Bob and Sherree have 7 grandkids; Alexis, Devin, Michael, Savannah, Spencer, Jaiden and Blane.

Bob & Sherree have helped with the OTPR and Morrow County rodeo “forever” in Bob’s words. He was the chairman of the rodeo in 1976-1977 and has been a long time member of the rodeo committee.

Bob has a long history in rodeo. He started going to rodeos when he was 16 years old. While in college at Pacific he made a friend in his Defensive Football Coach George Tallchief. George got Bob started riding bucking horses and going to the local rodeos. Bob has competed in calf roping, team roping and also rode bareback horses.

Roundup for 10 years in team roping and wild cow milking and numerous other rodeos through the years. Their entire family is very involved in the sport of rodeo.

Sherree has always been a huge part of their rodeo life. She is a very involved and supportive rodeo mom and grandma. They now spend their free time traveling to different rodeos watching their kids and grandkids compete.

If one thing is known about Bob and Sherree it is their generosity towards others and helping kids.

Bob and Sherree have given numerous hours of their time, use of horses and love to many kids throughout the years. They have been very active in the Oregon High School Rodeo Association (OHSRA) and the National High School Rodeo Association (NHSRA). Bob served on the OHSRA board as a director for 14 years and was on the Executive Board for 7 years and was the President of the NHSRA 1994-1995.

When asked what his favorite part of the rodeo is Bob answered that it is the comradery between the contestants.

On a sad note, Ana Shwarzin, one of our members in Heppner, lost her husband to bone cancer this last weekend.

We discussed our Frenchtown trip on 06/25/16: what went well, and what didn’t go well. We also discussed a possible trip to Fort Dalles this fall and perhaps a trip to the Condon fossil beds.

We will also set some goals. Be prepared to be busy! Perhaps we could pursue a working relationship with the tribes of the UTIR ? This might prove fun and a learning experience.
