North Morrow Volume XVIIII Number 1 August 5, 2011 The Housing Authority of the County of Umatilla is holding a ground breaking ceremony on August 24th at 3:00pm to celebrate Castle Rock Apartments, a 40-unit affordable housing complex to be built in Boardman, Oregon. The site is located off Main and Wilson Streets and is within walking distance of nearby schools, shopping centers, social service providers and state offices. The project is funded by LIHTC, USDA Rural Development Section 514, HOME, and Trust Funds.

The complex will consist of; one, two, three and four bedrooms that will be available to house both small and large families. Castle Rock Apartments will include 10 residential buildings, and a Community Building housing a management office with regular access to the resident manager, a meeting space for classes, meetings and social events, computers, a laundry room and storage for maintenance equipment. There will be a tot-lot for small children, a play ground for older children, a basketball half-court for all residents and plenty of open space for children to run and play.

Sustainable construction will be employed including the use of solar energy. Construction will begin in October 2011 and is expected to be complete in 2012.

Columbia River Community Health celebrates National Health Center Week with free community BBQ Event part of National Campaign focusing on health centers as local health care solutions for communities Columbia River Community Health Services is marking National Health Center Week 2011 with their Seventh Annual Free Community Bar-Be-Que. The event is part of a weeklong campaign (August 7-13) to celebrate the mission and accomplishments of America’s community health center movement.

The theme of Health Center Week - “Serving Locally, Leading Nationally” - underscores how health centers deliver a unique approach that improves health and saves taxpayer dollars.

The Barbeque will be held August 9th from 11:30 to 1:00 in the clinic parking lot. There will be hamburgers and hot dogs, as well as refreshments.

One of the bright spots in the nation’s health care system, community health centers are run from the bottom up. Their governing boards of directors, with patients in the majority, determine how each center’s limited resources can best be used to meet the health needs of the community. At Columbia River Community Health Services, the local board makes the decisions that ensure low-cost, highquality care for the clinics patients.

REAL fun! Rolling Hills Chorus is an amazing group of real women, singing real harmony and having real fun today. These lively ladies will have everyone tapping their toes August 15th at Boardman Marina Park.

Their mission statement is: “Through friendship and commitment to musical excellence, we create an atmosphere of respect, excitement and harmony to enrich our chorus, ourselves and our communities.”

Rolling Hills Chorus is affiliated with North Pacific Region 13 of Sweet Adelines International, a worldwide organization of women singers committed to advancing the musical art form of four-part a cappella harmony in the barbershop style through education and performance. The Rolling Hills Chorus is community-based and centered in the Tri-Cities area of Southeastern Washington and Northeastern Oregon, with members hailing from the lower Yakima Valley, Tri-Cities, Ritzville and Hermiston.

Membership is open by audition to adult women. The Rolling Hills Chorus performs for community events, charitable organizations, private functions, and produces annual shows.

The Sidewalk Stompers is a traditional jazz band formed in 1997 in the Tri Cities area of Washington.

Sessions included topics such as strategic planning, business development, human resources, and budgeting.

Boardman hosts low cost rabies clinic and offers free dog licensing The City of Boardman is reminding pet owners of the need to keep their dogs and cats current on their rabies vaccinations. This year they will host a low cost rabies vaccination clinic given by Dr. Burgess of Country Animal Hospital. Rabies is a fatal disease of the brain and spinal cord, caused by a virus carried by mammals.

Vaccinating dogs and cats against rabies is essential in protecting loved ones and halting the spread of the disease.

This low cost rabies vaccination event kicks off on Saturday, August 27th, from 1pm to 3pm at the Boardman City Park. The cost of the rabies vaccination is $18.25

per pet. Along with the vaccinations, the City will offer free dog licensing. All dog owners who reside in the city limits of Boardman are required to have their dog licensed for identification purposes.

In addition Country Animal Hospital and the American Cancer Society have teamed up to offer a Doggie Wash and Barbeque for donations with proceeds to benefit the American Cancer Society.

City of Boardman places bounty on noxious weed

City Councilors gave the green light Tuesday night to spend $300 on a program aimed at controlling Puncturevine within the City. The City has run the program for the last two years which has been a huge success with citizens collecting thousands of pounds of the Puncturevine.

If you have ever stepped on a Puncturevine seed, you know what a pain the plant can be. Each spiny bur or seed pod from the Puncturevine (Tribulus terrestris), also known as a “Goathead”, contains 20 seeds equipped with long sharp spines capable of puncturing a bike tire or a shoe. It takes only 3 weeks for this weed to sprout and make seeds. To make things worse, the seeds are some of the hardiest in nature; they may lay in the ground dormant for up to 20 years until just the right conditions come along for them to grow.

Any established Puncturevine will continue to grow and spread until frost comes along - unless you stop it.

The City plans to enlist the aid of its citizens to control the spread of Puncturevine by offering to pay for collection of the weed throughout the month of August. The Puncturevine and their seed pods need to be collected in bags provided by the City and returned to City Hall to receive the $1 per bag in bounty, or until the entire $300 has been paid out.

The City’s Code Compliance Official, John Russell, said “this is a great opportunity for local youth to raise money for their organizations and to do something good for their community”. Areas of the most concern are the City’s bike/pedestrian paths, and residential areas. Bags can be picked up at Boardman City Hall anytime from 8am to 5 pm beginning August 1st.

Although I spent my vacation in Kansas and Missouri in the middle Diane Wolfe, CEO of July, and it was Morrow County Fair The Morrow County Leadership Class will hold a ground breaking on Thursday, August 18 at 5:00 pm. One of the requirements of the Ford Foundation Leadership program was to select a project that benefits the entire county and work together to complete the project. A covered picnic shelter at the Morrow County Fairgrounds was selected as the project, which will facilitate a place where fair goers can escape the sun and rain during the hottest time of the year as well as an event area for weddings, community gatherings and other events. The class participants will be on hand at the fair at our information booth and out visiting with people talking about this great project and the entire Leadership program. Oh, and by the way, we are taking donations to help build the picnic shelter, we receive a grant from the Ford Foundation and we have to raise the matching funds. See you at the Fair.

Rollin’ on the River The Kiwanis Club of Boardman and the Boardman Chamber of Commerce will be putting on the event of the fall, the 3rd Annual Rollin on the River! We have had a great time the first two years and look for this year to be even better. Make sure your calendar is marked for Saturday, September 24. Tickets purchased prior to the event are just $20. The entry fee includes two “free” tastes; your meal; a commemorative glass; great music and an opportunity to visit with your friends on the banks of the beautiful Columbia River. Bow fishing Tournament The registration forms are coming in and we expect a lot of people from throughout the Northwest for the 2nd annual Bow-Fishing Tournament. The tournament runs Saturday and Sunday, August 6 & 7 with boats departing the marina at 7:30 am. Prizes and award will be given following weigh in on Sunday. September Chamber Lunch The September Lunch will be the bus tour of the Port of Morrow on Wednesday, September 21 from 11:30 am – 1:30 pm. We will

have a great time seeing all of my cousins (16 of us from 6 different states). I also enjoyed spending time with my oldest son and his family. But it was good to get home.

I hope all of you were able to enjoy our great 4th of July celebration! At least I thought the day was perfect, and the weather

cooperated for us too. Thanks Lynn Prag and the rest of the committee and all of the volunteers that worked hard to make this a great event for you.

We are working hard on finalizing the plans for the 3rd annual Rollin’ on the River.

It is just eight weeks away! We have some great entertainment lined up for you, so make sure you are inviting your friends and family to spend the weekend and help us cel-

Softball Tournament - Thanks to Frankie Lezama for organizing the softball tournament. We had four teams participate in the tournament this year.

Soccer Tournament - Thanks to Chet Phillips for organizing the soccer tournaments on Sunday and Monday. The soccer fields were full all day Sunday with lots of spectators enjoying the games. The Three Mile Canyon team did a great job representing Morrow County.

Scout Breakfast - Thanks to Scout Troup 602 we had a great breakfast at the park to start off a really fun day.

Thunder Run and Walk - Karen Kegler and Deanna Camp did a great job helping out with the Fun Run. Special thanks to Jim from Boardman Select Market for supplying the apples and oranges for our runners. Food Vendors - Thank you to Judy and Darrell Scott for organizing the vendors, I certainly appreciate all your work. I was

really excited about our vendors this year.

We had some really delicious food and I enjoyed the jewelry and the plant vendors.

Parade - What a great parade, thank you Rancho San Juan for your wonderful entry, you do a fabulous job for us. The Fire Corp and Dave Reed did a wonderful job setting up the parade and getting it running on time.

We also want to thank Smokey Joe Wightman and Lisa Mittlesdorf for taking care of the sound system for us. The Air National Guard fly-over was fantastic and a great ending to the parade. Parade winners were: Kids Best of Show: Scout Troup; Best of Show: Rancho San Juan; Most Patriotic: Boardman Fire Corp and Mayor’s Choice: Tillicum Club. Our local boy scouts and cub scouts do a great job presenting the colors and this year we were able to have the crew from the Bombing Range, thank you Navy!

Horseshoe Tournament - Thanks Debbie Radie for taking this tournament and running with it. You do a fantastic job and we all appreciate it. The winners stay at the RV Park each year and participate in our 4th of July festivities. And of course we are proud of our second place winners, Art and Matt.

Bingo - what a turn out this year! Everyone had a great job. Lynn Prag and her family ran the bingo the first half and Karen Pettigrew and her family took the second shift. It is so great to have families visiting that are willing to help out and volunteer for

Boardman!

Talent Show - The Corpus family always does such a great job with the talent show.

Sheila is a great emcee and Chief and the boys do a great job with the sound. We have some pretty good talent here in Boardman and some of our visitors are really good.

Entertainment - Once again Tim Alexander our Magician did a great job, his show is enjoyed by both the adults and the children. Your Way Sound and Lights, DJ Jeff Richey did a great job getting the crown excited waiting for the fireworks show.

Morrow County Fair’s coming soon!

There are some things you can do to prepare for the Fair early, pick up a Premium Book to see what you can enter. As always exhibitors are welcome to come in ahead of time and pick up a number and tags; the office hours are Monday thru Friday 8-12 and 1-5 starting in July.

The Wheat League is having a Harvest Picture contest; you may enter 2 photos, but only 1 will be judged, the contest is for adults only. They are also having their Wheat League Cake contest.

There are canning and food contests in the book again this year so check it out.

If you want to volunteer, the Fair needs superintendents this year in the Superkids (7-9 year olds) and Community Booths or you can volunteer to help a superintendent.

The Open Class Livestock deadline to reserve cages and a space is August 4th this year.

Here’s the recipe for the Wheat League’s contest: FIRST PRIZE = $35.00 SECOND PRIZE = $25.00 THIRD PRIZE = $15.00

Wheat League Sunshine Cake 2 1/2 cups sifted cake flour 1 2/3 cup sugar 3 1/2 tsp. baking powder 1/2 tsp. salt 2 tsp. orange peel, grated 3/4 cup orange juice 2/3 cup butter or margarine, softened 3 eggs 1/3 cup water 1 tsp. almond extract In mixing bowl, sift flour, sugar, baking powder, and salt; add orange peel, orange juice and butter.

Beat for 2 minutes. Add eggs one at a time, beating after each one.

Add water and almond extract and beat 2 minutes. Pour into 2 greased and floured 9 inch cake pans. Bake in 350 degree oven for 25 to 30 minutes.

Cool in pans about 5 minutes, then remove and place on wire racks to cool. Frost between layers, sides and top.

Sunshine Frosting 4 cups confectioners’ sugar 1/2 cup butter or margarine 1/2 cup hot orange juice 2 tsp. orange peel, grated 1/8 tsp. salt 1 tsp. lemon juice 1 egg yolk Beat all ingredients together in a mixing bowl. Add more orange juice if necessary, to get proper spreading consistency.

Library2Go offers free downloadable Audiobooks and more 24/7; Demonstration in Irrigon Aug. 10 The Oregon Trail Library District (OTLD) will offer a free program in Irrigon on Wed. Aug. 10 on how to use Library2Go, an exciting service that offers best-selling and classic audiobooks, eBooks and videos that are downloadable 24 hours a day, seven days a week for library patrons.

Library2Go can be accessed at http://www.oregontrail.plinkit.org on home computers by using an OTLD library card and library PIN number.

“Library district card holders can browse the collection, check out with their library card, and download to a PC, Mac and many mobile devices,” said Marsha Richmond, OTLD director. “It’s easy to learn how to use the service. We’re finding that once someone tries it, they love it. It’s a lot of fun to explore the offerings.”

Titles automatically expire at the end of the lending period, and there are no late fees.

Selections can be enjoyed immediately or transferred to a variety of devices including iPod, MP3 player, Sony Reader and many others. Some audio titles can also be burned to a CD to listen to while on the go.

Health Problems that Spread at School Kids should learn to share, right? But, gee whiz….

When it comes to bugs and other contagious health problems in school, does your kid have to get everything that’s passed around?

Packed into a classroom and messing around on a playground or locker room, kids do tend to share lots of health problems in school. What can you do about it? And when should you be concerned? Here are a few things to think about.

Does head lice top your list of concerns? Although these creepy insects might disgust you, it may help to know that they don’t cause diseases or other health problems – other than maybe a red, rash like reaction. Of course, that doesn’t mean you want to ignore them since they spread really easily. Follow up with the doctor if your child complains of an itchy scalp or you catch sight of tiny white eggs firmly attached at hair roots. These are often confused with dandruff.

Your child’s doctor may prescribe a treatment and other over the counter (OTC) shampoos or rinses. Follow directions closely and be sure to ask me if you have any questions.

Viral infections such as chicken pox are common, too. Many are contagious before skin lesions appear. But be sure to keep your child home until the sixth day after the rash appears unless all lesions are dry and crusted over.

To 1 prevent this infection, have your child vaccinated.

Fifth disease is another viral disease. It causes a lacy rash on arms and redness on cheeks that looks like the result of a well placed slap. Unless your child feels too sick, there’s no need to stay home. That’s because the disease only spreads before symptoms appear. However, tell the school so female employees of childbearing age can be notified. Fifth disease can severely hurt a developing fetus.

Although there are many kinds of hepatitis, hepatitis A is the most common type in children. This virus is in blood and bowel movements, so hand washing is really important to prevent its spread. A child with hepatitis A should stay home until a week after the onset of illness and until any jaundice (yellowed skin) disappears. Another disease spread through bodily fluids is HIV/AIDS. Although it can cause anxiety among parents, remember that casual physical contact – such as hugging, holding hands, or sharing a glass – does not transfer this virus.

Then, there’s the run of the mill colds and flu.

Deciding whether or not to send your child to school can be a challenge. General rule of thumb? If there’s a fever, keep ‘em home – until the fever’s been gone for at least 24 hours. If there’s no fever, more than likely it’s a cold and it’s okay to go to school. When in doubt, check with your child’s doctor.

And, don’t forget the flu vaccine, which is recommended for everyone 6 months and older.

Stop by, and I can advise you on the best way to keep your child comfortable while the cold or flu runs its course. I can also give you a brief overview of prescription or OTC treatments for the more common childhood viral infections.

Thursday, August 25th. Appointments are needed for sports exams at Irrigon Medical Clinic and can be made by calling 541-922-5880.

Pioneer Memorial Clinic will see girls on Tuesday afternoon, August 9th, from 1:30 to 5 p.m. and boys on Wednesday afternoon, August 10th, from 1:30 to 5 p.m. If a student is unable to come on the day designated for boys or girls

they can be seen on the other sport physical day. No appointment is needed at Pioneer Memorial Clinic.

Parents are reminded that they must complete a questionnaire and sign the examination form before the physical can be performed.

Additional artists will be awarded participation in other exhibits to follow.

Accepted works and mediums include but are not limited to: Painting, drawing, printmaking, sculpture, photography, digital art, illustration, etc. In other words, all creative culminations are welcome.
