In many of the primary races, it did not appear the campaigning was against a friend but a foe. But that is politics today. The end goal is to get elected.

With term limits, we saw many contested races, both democrat and republican. We now will try to determine just what motivates and is important to the November challengers. Every state office will be occupied by a new officeholder. While the balance of the state legislature will not likely change a lot, many new faces will be in both chambers. Of note, a new House speaker will be elected to serve out the remaining year. The former Speaker resigned in the face of an FBI investigation. The story does not stop there.

Rising Incomes Boost Housing Affordability in First Quarter of 2018 Strong wage growth more than offset an increase in mortgage interest rates to boost nationwide housing affordability in the first quarter of 2018, according to the National Association of Home Builders (NAHB)/ Wells Fargo Housing Opportunity Index (HOI). In all, 61.6 percent of new and existing homes sold between the beginning of January and end of March were affordable to families earning the U.S. median income of $71,900. This is up from the 59.6 percent of homes sold that were affordable to median-income earners in the fourth quarter of 2017.

Average mortgage rates jumped by nearly 30 basis points in the first quarter to 4.34 percent from 4.06 percent in the fourth quarter of 2017. Of the 237 metropolitan areas recorded in the first quarter HOI, 167 markets registered a gain in affordability from the fourth quarter of 2017, 68 posted a loss and two were unchanged. Youngstown-Warren-Boardman, Ohio-Pa., was the nation’s most affordable major housing market. There, 90.9 percent of all new and existing homes sold in the first quarter were affordable to families earning the area’s median income of $60,100. Meanwhile, Cumberland, Md.-W.Va., was rated the nation’s most affordable smaller market, with 98.5 percent of homes sold in the first quarter being affordable to families earning the median income of $55,500. San Francisco, for the second straight quarter, was the nation’s least affordable major market. There, just 9.2 percent of the homes sold in the first quarter of 2018 were affordable to families earning the area’s median income of $119,600. All five least affordable small housing markets were also in the Golden State. At the very bottom of the affordability chart was Salinas, where 10.7 percent of all new and existing homes sold were affordable to families earning the area’s median income of $69,100. Standards on AD&C Loans Ease, Interest Rates Expected to Rise BY MICHAEL NEAL
has indicated that interest rates have been rising. The figure above illustrates that the median interest rate on a typical loan for land acquisition, land development, and single-family construction during the first quarter of 2018.
Builders and developers responding to NAHB’s AD&C Financing Survey continue to report easing credit conditions for acquisition, development, and single-family construction loans, over the first quarter of 2018, but the pace of easing slowed. At the same time, the majority of survey respondents indicated that the typical loan they obtained in the first quarter of 2018 was tied to a benchmark rate, usually the prime rate. Trends in the prime rate are closely tied to the federal funds rate indicating that, in addition to mortgage rates, anticipated policy tightening will also raise rates on supply-side loans as well.
Interest rates on land development and speculative single-family construction loans exceeded rates on land acquisition and pre-sold singlefamily construction loans. However, this is the first quarter of data and the differences across loan types may not be statistically significant. Alternatively, the differences may reflect the timing of origination within the three months of the quarter.
Lending standards on AD&C loans eased over the first quarter of 2018. The figure above indicates that all major categories of AD&C financing also recorded net easing, with a larger net proportion of survey respondents indicating that standards had eased on single-family construction or land development loans. However, the pace of easing slowed from the previous quarter and from one year ago. The extent of easing overall in the first quarter of 2018 was less than the estimate of easing both one quarter ago and one year ago. Negative readings indicate net easing while positive ones signal net tightening. The figure above also illustrates that the slowdown in easing overall reflected a deceleration on the availability of loans across all stages of residential production.
The majority of survey respondents indicated that a typical acquisition, development, or construction loan (whether speculatively built or presold) they obtained over the first quarter, was tied to a benchmark rate, typically the prime rate. Across each loan type, 60 percent or more of respondents indicated that the typical loan they obtained in the first quarter was tied to the prime rate. Survey results indicated that the median spread between the loan rate and the benchmark rate was the same across all four loan categories, one percent.
Typically, lending standards refer to non-interest rate loan characteristics. In addition to loan availability, survey respondents were also asked to comment on interest rates associated AD&C loans. Previous analysis May-June 2018
The figure above indicates that the prime rate tracks the federal funds rate closely. The Federal Reserve is widely expected to raise the policy rate at its June meeting. Both the Federal Reserve and financial markets have signaled additional rate increases this year and in 2019. Previous analysis has documented the role played by monetary policy in the recent cycle increase in mortgage rates. Tighter monetary policy will also raise rates on loans for housing production. To a lesser degree, however, the full extent of an increase in loan rates may also be determined by the risk premium associated with lending.

A High-Level Meeting of the Minds

If the clout of a Washington trade association is measured by its access to high-level policymakers, than the members of NAHB have much to be proud about. This week alone, during the 2018 NAHB Spring Executive Board Meeting in Washington, builders met at the White House with Vice President Pence and top administration officials; discussed the housing outlook with the Fed chairman; hosted HUD Secretary Ben Carson at the National Housing Center; and held several meetings with lawmakers on Capitol Hill. “The fact that the National Association of Home Builders is so respected in Washington, D.C. is that the secretary of Housing and Urban Development, the Federal Reserve chair, the secretary of the Treasury, our U.S. trade representative and the vice president of the United States all want to hear what we have to say,” said NAHB Chairman Randy Noel. “They want to talk about our issues and really get something done. That’s unprecedented, and it shows you the importance of housing.” On Monday, the NAHB leadership met with Federal Reserve Chairman Jerome Powell and members of the Federal Reserve Board of Governors to discuss the housing and economic outlook and to provide the builders’ perspective on the strength of local and regional housing markets throughout the country. The next day, the Executive Board traveled to the White House, where they received a briefing on major economic policy issues from Vice President Mike Pence and top Trump administration officials. The vice president and the team from the West Wing pledged to work with NAHB on key issues affecting the housing industry, including regulatory reform, workforce development and softwood lumber. Builders were also able to engage in a Q&A session and relay their top concerns as they relate to the housing industry. Later that afternoon, scores of meetings were held with bipartisan congressional leaders on Capitol Hill to address NAHB policy priorities.
Regulatory Relief a Top Priority On May 23, HUD Secretary Ben Carson spoke to the Executive Board at the National Housing Center and reaffirmed the administration’s support for regulatory reform. Noting that regulations “act as a stealth tax” on all American businesses, Carson said that one of President Trump’s first executive orders was the “2-for-1” rule which stipulated that for every new regulation that is created, two must be eliminated. “The president is very committed to your industry and understands you need and want regulatory relief,” said Carson. “At HUD, we think the time is ripe to conform to the president’s agenda on eliminating

or streamlining regulations and create a more coordinated regulatory environment.” Addressing other topics, the HUD secretary said: • It is his hope that housing finance reform will be back on the congressional agenda for next year. • HUD’s disaster response is moving quickly, and all $35 billion in the Community Development Block Grant – Disaster Relief Program has been allocated. • The agency is making it a top priority to modernize FHA technology.
“Home building is the bedrock of this country,” Carson said. “It is a major mechanism for families to accumulate wealth. Thank you for your dedication for making the American dream come through for so many people.”

BWC Proposes “More than a Billion Back” Rebate for Ohio Employers: Due to strong investment returns and income, Governor Kasich and BWC Administrator and CEO Sarah Morrison proposed returning $1.5 billion in premium rebates to eligible employers, beginning this summer. This rebate would represent 85% of premium paid for the 2016 policy year, 7/1/16-6/30/17. It is the biggest rebate in 20 years, and will be voted on by the BWC Board of Directors on May 24. If approved, the rebates will likely be mailed in July and August, except for those employers who participated in a group retro program in 2016. Those rebates will be posted after the 2016 group retro refunds/assessments have taken place this fall.

Single-Family Home Size Increases at the Start of 2018 BY ROBERT DIETZ Counter to the recent prevailing trend, new single-family home size increased at start of 2018. New home size had been falling over the last two years due to an incremental move to additional entry-level home construction. According to first quarter 2018 data from the Census Quarterly Starts and Completions by Purpose and Design and NAHB analysis, median single-family square floor area increased to 2,436 square feet. Average (mean) square footage for new single-family homes increased to 2,641 square feet.
The post-recession increase in single-family home size is consistent with the historical pattern coming out of recessions. Typical new home size falls prior to and during a recession as home buyers tighten budgets, and then sizes rise as high-end homebuyers, who face fewer credit constraints, return to the housing market in relatively greater proportions. This pattern was exacerbated during the current business cycle due to market weakness among first-time homebuyers and supply-side constraints in the building market. But the recent declines in size indicate that this part of the cycle has ended, and size will trend lower as builders add more entry-level homes into inventory. The data for the first quarter of the year runs counter to this trend, but our forecasts suggest it should reverse as more entry-level housing is constructed.
On a less volatile one-year moving average, the recent trend of declines in new home size can be seen on the graph above, although current readings remain elevated. Since cycle lows (and on a one-year moving average basis), the average size of new single-family homes is 10% higher at 2,602 square feet, while the median size is 14% higher at 2,392 square feet.
In contrast to single-family patterns, new multifamily apartment size is down compared to the pre-recession period. This is due to the weak for-sale multifamily market and strength for rental demand.

Thanks to the Federation for Bringing Housing Home From coast to coast, members of our Federation stepped up last week to bring housing issues to the forefront during Bringing Housing Home™, NAHB’s 2018 in-district Legislative Conference. A special thanks to all those who trekked to district offices, board rooms, job sites and other venues to meet your members of Congress, deliver our legislative agenda and highlight key issues of importance in your local communities. Members held more than 150 meetings with their U.S. senators and representatives. At the same time that they forged a closer working relationship with their federal legislators, they also delivered a powerful message: A robust housing industry is essential to creating jobs and ensuring a strong economy. Members of Congress were briefed on several issues affecting the home building community. Talks centered on the need to enact policies that would:
• Reduce or eliminate unnecessary regulations to make homeownership and rental housing more affordable for teach ers, firefighters, police officers and other middle-class fami lies. • Achieve a long-term reauthorization of the National Flood Insurance Program that will keep the program fiscally sound and let builders provide safe and affordable housing. • Ensure American home builders and consumers have ac cess to a reliable supply of softwood lumber at reasonable prices. • Provide a stable and affordable supply of credit for home buyers, home builders and rental housing. • Adopt sensible workforce development and immigration policy that will help the residential construction industry to fill open jobs and boost the nation’s economy.
Bringing Housing Home was a grassroots success and truly a team effort — builders, associates, remodelers, EOs and state and local HBA leaders and members worked alongside the NAHB Government Affairs team on the front lines while the NAHB staff provided key support in Washington. For some, it was also a family affair: The Montana Building Industry Association welcomed Sen. Steve Daines (R.), whose father Clair is a founding member of the Southwest Montana BIA. Sen. Daines, MBIA and NAHB are working together to increase the timber production on federal lands to help offset the increase in prices and grow jobs in the timber industry in Montana. NAHB Senior Officers also participated in talks with their lawmakers back home. Chairman Randy Noel and Louisiana home builders and business leaders held a business roundtable with House Majority Whip Steve Scalise (R-La.). At the event, Scalise was presented with the NAHB Defender of Housing Award in recognition of his support for pro-housing policies. Michael Dey, chief executive officer of the HBA of Greenville, S.C., page 22
echoed a familiar theme heard from members across the nation. “The value of Bringing Housing Home is that we can engage so many more members when we do it here at home,” he said. “Many of our members can’t justify a trip to Washington so it can be difficult to participate even though it is also important to meet with our lawmakers in Washington.” “We have excellent relationships with our lawmakers and these meetings are important to keep the lines of communication open and let them know where we stand on the issues,” added Mike Means, executive vice president of the Oklahoma State HBA. Builder Confidence Climbs to 70 in May BY ROBERT DIETZ Builder confidence in the market for newly-built single-family homes rose two points to a level of 70 in May after a downwardly revised April reading on the National Association of Home Builders/Wells Fargo Housing Market Index (HMI). This is the fourth time the HMI has reached 70 or higher this year. The solid May report shows that builders are buoyed by growing consumer demand for single-family homes. Tight housing inventory, employment gains and demographic tailwinds should continue to boost demand for newly-built singlefamily homes. With these fundamentals in place, the housing market should improve at a steady, gradual pace in the months ahead. However, the recordhigh cost of lumber is hurting builders’ bottom lines and making it more difficult to produce competitively priced houses for newcomers to the market. Derived from a monthly survey that NAHB has been conducting for 30 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. The HMI chart gauging current sales conditions increased two points to 76 in May while the indexes measuring buyer traffic and expectations in the next six months remained unchanged at 51 and 77, respectively. Looking at the three-month moving averages for regional HMI scores, the West and Northeast held steady at 76 and 55, respectively. Meanwhile, the South and Midwest each edged down one point to respective levels of 72 and 65. The HMI tables can be found at nahb.org/hmi.

JUNE 7, 2018 REPORT #9 NEW OHIO HOUSE SPEAKER ELECTED As he accepted the gavel, Ryan Smith (R-Bidwell) said he was in a fight that went the distance. True. The vote went eleven rounds, in fact, before he won on a procedural rule gaining a plurality vote of 44 (out of a possible total of 98) to a lesser amount for others in the race. Not sure what he won though. There was strong and committed opposition to him from his own party members who never budged to support him. For now, we will have to wait and see how the remaining seven months go. How does the change affect Hb 371? The answer is not clear, as the House majority party acts somewhat under a cloud of secrecy. We are told 15 to 18 majority party members will not support it. We have been trying to find out exactly who is opposed. We have found a few key OHBA contacts who have stepped up big time to help. If you have a good working relationships with your Ohio House member give them a call and ask if they support HB 371. ELEVATOR CONTRACTORS AND THEIR REGULATION NEXT TO BE LICENSED That is the hope of the lobbying forces retained to get a bill passed this year. Hearings on the House are continuing. We are told Senator Joe Uecker will introduce a Senate bill this week. The bill attempts to exempt residential from licensing, although that may have to be clarified a bit more. The bill may also require point of sale disclosure if an elevator is in the building, including homes, as well as an initial inspection. Contractors will be required to not only be licensed but attend continuing education courses offered by the elevators contractors association or labor unions. OHBA continues to be in contact with bill sponsors on this issue. Please feel free to contact OHBA with any questions. RULES AND REGULATIONS GOVERNING EXHIBITS MANAGEMENT: The North Coast Building Industry Association (NCBIA) shall be deemed Event Management and shall have all rights thereto assigned. (From here on the North Coast BIA will be referred to as NCBIA). NCBIA reserves the right to increase and/or decrease the size of any event and/or reassign Exhibitor space numbers prior to any event(s). CHARACTER OF EXHIBITS: NCBIA reserves the right to approve all exhibits. The exhibits and the distribution of promotional material shall be limited to the confines of the Exhibitor’s space. Under no circumstances shall any Exhibitor be permitted to attract attention to his/her exhibit in such a way as to distract or interfere with the other exhibitors. REGISTRATION: Exhibitors and their employees at the Event should wear a registration badge and/or tag for proper identification. SET UP/REMOVAL OF EXHIBITS: All exhibits must be placed and ready at the opening of the show and no movement of exhibits will be permitted until after the close of the show. Exhibits must remain intact until after closing of the show and be removed within such time as may be specified by the NCBIA. Strict compliance with move in and move out times is mandatory. A fine for late move in and/or early move out will be assessed at the discretion of the NCBIA. RAFFLES: No exhibitor other than Event Management shall conduct any game, lottery and/or similar activity unless authorized by the NCBIA. CARE OF EXHIBITS/AISLES: The NCBIA will maintain the aisles and exhibit areas in a clean condition. Aisles must be kept clear at all times. Seating for buyers must be confined within the exhibitor’s space. Exhibitors are requested at all times to cooperate with the NCBIA in maintaining all exhibits in perfect condition and to provide supervisory personnel at all times during exhibit hours. *In the event that the Exhibitor does not exhibit as provided herein or fails to comply in any respect with the terms of this agreement, the NCBIA management shall have the right without notice to the Exhibitor, to license the use of said space to any other company, enterprise, person or persons and the Exhibitor agrees to pay any deficiency, loss and/or damage sustained by the NCBIA as a consequence of such failure to occupy space as provided in this agreement. In addition, it is agreed that should the NCBIA be unable to license the use of said space as herein provided, it shall have the right to occupy said space for its own purposes without prejudice to its rights against Exhibitor pursuant to this agreement, including but not limited to the payment of a license fee. *Exhibitor will not sub license any part of the space herein provided for without the express written consent of the NCBIA. In the event the exhibit premises are destroyed or rendered unavailable for any reason whatsoever (whether before or during the scheduled exhibition), the rights of the Exhibitor under this agreement shall be limited to a pro-rated refund of the amount paid for the space licensed.

DECORATIONS, SIGNS, ETC: All equipment in conjunction with the exhibit must be provided by the Exhibitor. However, only the sign of the firm covered by the Exhibitor’s agreement may be placed in the booth or upon printed list of exhibitors or program. All decorations must conform to fire regulations. No exhibit is permitted that is more than eight feet high, or that obstructs other exhibits due to its design or size. PAYMENT DEFAULT: A service charge of 15% per month is applicable on all balances after 30 days. In the event any unpaid amount is placed for collection, client and/or agent agree to pay all collection costs, including reasonable attorney’s fees. REFUND POLICY: A partial refund will only be given with a minimum of 45 day’s notice prior to the event. The NCBIA retains the right to use their own discretion when deeming the reason for refund as a viable one to determine whether refund shall be granted. *The NCBIA shall have the right to make such rules and regulations in connection with the Exhibition as it may deem proper and may amend them at any time, and the NCBIA shall have the full power in the matter of interpretation and enforcement thereof. The rules and regulations heretofore referred to are printed on this agreement and are incorporated herein by reference. Exhibitor agrees to abide by said rules and regulations. *It is agreed that this instrument is a license, and not a lease, and that no leasehold or tenancy is intended to be or shall be created hereby. *This agreement cannot be varied, modified or canceled by the Exhibitor without the express written consent of the NCBIA.
