Tax Reform • President Trump on Dec. 22 signed into law landmark tax reform legislation.

• Constructing 100 new single-family homes creates 297 full-time jobs, $28 million in wage and business income and $11.1 million in federal, state and local tax revenue.

• NAHB commends President Trump and members of Congress for their hard work and dedication in crafting this once-in-a-generation overhaul of the nation’s tax code. Providing tax relief for hard-working families and creating a more favorable tax climate for small business will make the economy more vibrant and competitive.

• A healthy housing industry means more jobs and a stronger economy.

Home building increases the property tax base that supports local schools and communities.

• In turn, this will boost the housing sector, which represents roughly one-sixth of the U.S. economy. Housing not only equals jobs, but jobs mean more demand for housing.

• Housing, like no other sector, is “Made in America.” Most of the products used in home construction and remodeling are manufactured here in the United States.

• Throughout the tax reform debate, NAHB and our grassroots were at the forefront of the legislative process.

NAHB continues to focus on several issues, including: • Regulatory Reform. On average, nearly 25 percent of the cost of a single-family home is attributable to government regulation. Equally disturbing, the cost of regulation in the price of a new home is rising twice as fast as the average American’s ability to pay for it.

NAHB firmly believes that efforts to further regulate the housing industry must:

o Be subject to greater oversight

o Allow for increased public participation in the process

• Several meetings were held with the House Ways and Means Committee Chairman Kevin Brady, along with other committee members and staff, while builders engaged with key House and Senate lawmakers in their home districts and at their offices on Capitol Hill.

• Thanks to the efforts of the entire Federation, NAHB achieved significant victories on the real estate exception to the business interest deduction, second homes, private activity bonds, the capital exclusion, and many other provisions.

• Under the new law, the majority of taxpayers will receive a tax cut, including working class home owners and renters, small business owners and our members who are engaged in all aspects of the

Rising Rates, Higher Wages: A Counterbalance on Affordability

Job Growth in January was Solid

Last week’s labor market report, ostensibly showing positive news in the form of 2.9% year-over-year gains for earnings, increased volatility for stock prices as investors reassessed their outlook for market risk and interest rates. Wage gains are good news for rental and for-sale housing demand, but income growth without improvements for worker productivity can be inflationary.

The U.S. economy entered the New Year with a strong gain in payroll employment and the lowest unemployment rate since 2001. According to the Employment Situation for January 2018 reported by the Bureau of Labor Statistics (BLS), total nonfarm payroll employment rose by 200,000 in January and the unemployment rate was unchanged at 4.1% for the fourth consecutive month.

While inflation remains tame, it is showing signs of an increase. For example, the three-month moving average annual change of core CPI is now at 2.9%, the highest since August 2011. As a result, interest rates have increased significantly over the last month, with the 10-year Treasury bond near 2.9%. Higher rates for the 10-year Treasury will push up mortgage rates, with the 30-year fixed-rate mortgage now averaging above 4.3%.

Rising rates increase the cost of buying a home with a mortgage. However, higher incomes are particularly helpful for home buyers saving for a down payment and help counter the negative effect of higher mortgage rates on housing affordability. This environment can yield overall positive outcomes for housing, provided the wage gains are accompanied by improvement for productivity in the post-tax reform economy.

Today’s release provides additional support to higher short-term rates.

A previous post illustrated that employment growth directly impacts economic production and stronger growth in the actual economy would widen the output gap, actual economic growth would further exceed the economy potential rate and enlarge the positive difference between actual GDP and potential GDP. NAHB analysis has illustrated that the Fed raises its key short-term policy rate, the federal funds rate, under these conditions. Short term market rates track the federal funds rate.

At the same time, the unemployment rate remained unchanged at 4.1%.

However, it remains below the Congressional Budget Office’s estimate of the long-run natural rate. While the relationship between the labor market and inflation has likely flattened, today’s release indicates that earnings growth accelerated. Although earnings growth remains below page 8

rates recorded 10 years ago, the higher earnings growth could accelerate inflation (and possibly personal consumption spending) which, if reflected in expectations, would push up longer term rates. The figure above indicates that growth of average hourly earnings is at its higher rate since the end of the recession. In sum, today’s release confirms that the Fed is very likely to raise the short-term policy rate and it suggests that the yield curve, the difference between longer term rates and short term rates, could steepen.

Monthly employment data released by the BLS Establishment Survey indicates that construction added 36,000 jobs in January, the largest growth in the past ten months.

Meanwhile, residential construction employment rose by 19,000 in January, after an 18,700 increase last month. The December increase was revised from its original estimate of an 18,200 increase. Residential construction employment is now 2.77 million, broken down as 772,000 builders and 2 million residential specialty trade contractors.

The 6-month moving average of job gains for residential construction is 13,967 a month. Over the last 12 months, home builders and remodelers have added 88,400 jobs on a net basis. Since the low point following the Great Recession, residential construction has gained 786,000 positions.

In January, the unemployment rate for construction workers rose to 5.5% on a seasonally adjusted basis, slightly higher than a 5.3% last month. After reaching a peak rate of 22% in February 2010, the unemployment rate for the construction sector has been steadily declining and remains historically low.

Households Age 55+: Worth $62 Trillion

BY PAUL EMRATH Households age 55 or older earn about half of all household income in the U.S., but hold over two-thirds of the residential equity and other household wealth, according to the most recent (2016) Survey of Consumer Finances (SCF). The SCF is conducted every three years by the Federal Reserve and serves as one of the few federal sources of information on household wealth. The Fed released data from the 2016 SCF to the public toward the end of 2017.

U.S. households. This is a key driver of demand for new 55-plus housing. As previous NAHB research has shown, buyers of new homes in age-restricted communities often don’t take out a mortgage, and, when they do, overwhelmingly use equity in a home as the source of a down payment.

The recently released SCF data show that, in 2016, households age 55+ earned $6.4 trillion in income, accounting for 49 percent of the $12.9 trillion in income earned by all U.S. households.

Equity in residential property tends to be particularly important for lower-income, older households. In 2016, median net worth for households age 75+ with an income below $25,000 was $67,000. For these same households, the median share of net worth held as equity in a primary residence was 62 percent.

Older households have naturally had more time to accumulate wealth, so it should not be surprising that they hold an even larger share of the country’s net worth. In 2016, the SCF shows that households age 55+ accounted for $62.1, or 71 percent, of the total $86.9 trillion in net worth held by all U.S. households.

In short, lower-income, older households may not have much, but what they do have is concentrated in the equity they have in their homes.

This is something to keep in mind when considering changes to the tax code or other policies with a potential impact on home values.

For reference, table 2 on the opposite page shows the counts of households in each income and age bracket used in table 1.

NAHB regularly conducts national polls of American adults and home buyers in order to understand new trends and preferences in the housing market. This is the third in a series of posts highlighting poll results, as presented during the 2018 International Builders’ Show in Orlando, FL. See previous posts on tiny homes and driverless cars.

Builder confidence in the market for newly-built single-family homes remained unchanged at a healthy level of 72 in February on the National Association of Home Builders/Wells Fargo Housing Market Index (HMI). Demand conditions are positive, but supply-side construction hurdles need to be managed, as scarce labor and building material price increases remain top concerns.

A recent poll revealed that most prospective home buyers actively involved in the search for a home have been looking for a significant amount of time. In fact, 61% have been trying to find a home to buy for three months or more, while the other 39% have been looking for less than three months.

In particular, the HMI gauge of future sales expectations has reached a post-recession high, an indicator that consumer demand for housing should grow in the months ahead. With ongoing job creation, increasing owner-occupied household formation, and a tight supply of existing

Derived from a monthly survey that NAHB has been conducting for 30 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor.

The HMI component charting sales expectations in the next six months rose two points to 80, the index measuring buyer traffic held steady at 54, and the component gauging current sales conditions dropped one point to 78.

This result shows there are several important reasons why prospective buyers haven’t been able to pull the trigger, but the most important one is lack of affordability – not being able to find a home at a price point they can afford.

Looking at the three-month moving averages for regional HMI scores, the Midwest rose two points to 72, the South increased one point to 74, the West remained unchanged at 81, and Northeast fell two points to 56.

Economic Panel Predicts Housing Will Gain Ground in 2018

On the multifamily side, NAHB is expecting multifamily starts to edge 1.6% lower this year to 354,000 units. This is a sustainable level due to demographics and the balance between supply and demand.

Meanwhile home remodeling is posting strong market conditions, due in part to strong demand in the wake of the terrible hurricanes and wildfires in 2017. Residential remodeling activity is expected to register a 7% gain in 2018 over last year.

Healthy Housing Markets Delving beneath the national numbers, David Berson, senior vice president and chief economist at Nationwide Insurance, said the vast majority of local housing markets are healthy and faring well.

Berson lists 324 markets as positive, 69 as neutral and just 7 as negative. While job gains, household formations and mortgage markets still look good, he noted that rapid price increases are concerning.

The newly enacted tax law will create a more favorable tax climate for the business community, which should spur job and economic growth and keep single-family housing production on a gradual upward trajectory in 2018, according to economists speaking today at the International Builders’ Show in Orlando.

“We expect that tax reform will boost GDP growth to 2.6% in 2018, and this added economic activity will also bode well for housing, although there will be some transition effects in high-tax jurisdictions,” said NAHB Chief Economist Robert Dietz. “Ongoing job creation, expected wage increases and tight existing home inventory will also boost the housing market in the year ahead.”

Comparing current conditions with the housing boom a decade ago, Berson noted that the market is supply constrained today, but wasn’t during the boom. And mortgage credit, while more readily available than just a few years ago, remains far limited relative to the market peak in 2007.

While he anticipates a slightly more rapid rise in mortgage interest rates this year, Berson said it should not hurt housing activity.

“Mortgage rates are expected to rise from 4% to 4.5% by the end of year,” he said. “However, housing demand remains strong and wages are solid, and this will more than offset the negative effects from rising rates.”

However, builders will continue to deal with ongoing supply-side headwinds this year that will dampen more robust growth. These factors include an increasing number of unfilled construction jobs, a shortage of buildable lots and a slow growth in acquisition, development and construction loan activity that is failing to keep pace with rising demand.

Home Prices Up, Affordability Down

In addition, regulatory costs stemming from building codes, land use, environmental and other rules have jumped 29% in the past five years, significantly impacting housing affordability. The ongoing U.S.-Canada softwood lumber trade dispute is further exacerbating the situation, as the price of softwood lumber has increased 20% from a year ago.

Like Berson, Nothaft expects that the benchmark 30-year fixed-rate mortgage will average 4.5% by the end of the year.

The Forecast As the economy continues to strengthen, NAHB projects: • 30-year fixed-rate mortgages will average 4.31% in 2018 and 4.82% in 2019.

• 1.21 million total housing starts in 2018 and overall production to grow an additional 2.7% to 1.25 million units.

• Single-family starts to rise 5% in 2018 to 893,000 units and increase an additional 5% to 940,000 next year.

Setting the 2000-2003 period as a benchmark for normal single-family housing activity when single-family production averaged 1.3 million units annually, single-family starts are expected to gradually rise from 63% of what is considered a typical market in the third quarter of 2017 to 73% of normal by the fourth quarter of 2019.

CoreLogic Chief Economist Frank Nothaft also expects mortgage interest rates and home prices to post moderate increases in 2018, which in turn will lessen housing affordability.

“Higher rates are not just a gradual erosion of affordability, but also impact owner mobility,” said Nothaft. “That has implications on the overall inventory for sale. Supply has been tight and for-sale inventory will continue to remain tight.”

The ongoing tight inventory in the housing market will cause home and rent price growth to outpace inflation, he added, with nationwide home prices rising an average of 5% and rental prices posting a 3% increase.

The biggest growth for new home sales are occurring in the South and West, where many of these metro areas benefit from solid job growth, relative affordability and favorable weather. Nothaft listed Houston, Dallas, San Antonio, Austin Phoenix, Atlanta and Charlotte as the top seven major markets in terms of new home sales.

Meanwhile, he reported that overall mortgage delinquency and foreclosure rates are at their lowest levels in more than a decade, but that is a different story for markets pummeled by last year’s devastating hurricanes.

“Houston’s delinquencies almost doubled year-over-year, and that is due almost entirely to Hurricane Harvey,” said Nothaft.

Potential Changes to Remaining 2017 BWC Premium Installments: A number of employers’ BWC premium installment invoices were recently adjusted by the BWC. The adjustment increased the remaining installment payments for the current July 1, 2017 rate year. The reason being that when BWC initially calculated the July 1, 2017 rate year premium installments, they were based on the July 1, 2015 rate year payroll. Recently, the BWC compared the July 1, 2015 rate year payroll with the actual July 1, 2016 rate year payroll (which was reported in the August 2017 True Up.) If there was a large increase in the July 1, 2016 payroll, the BWC adjusted the remaining installments for the current July 1, 2017 rate year.

The BWC’s goal is to deter employers from having a large True Up at the end of the current rate year. In the last few days, BWC has sent letters to those impacted employers, explaining the change to the remaining premium installment payments .

While blogs began as a personal online diary of sorts, a “web log,” they have been adopted by many businesses and marketers as a communication tool to educate and communicate with customers or potential customers. Using blogs as a business helps to position you as an expert in your industry. But what is the difference between a blog and a website?

The biggest difference is that blogs are updated regularly. You can share industry news, local news, seasonal tips and tricks, or expert advice, in real time. Blogs also allow for engagement with your audience. Interact with your readers through comments and join in the conversations they are already having. In short, become a part of their day-to-day life!

An added benefit of blogging is that it will boost your SEO. Search engines love new content and blogging does just that. Aim to post once a week or every other week. Make sure you put it in your calendar and don’t miss a post! Your readers will begin to expect articles from you when you post regularly and keeping them on a schedule will help you to stay top of mind to your target market.

How do you come up with content? Content can be one of the biggest hurdles to blogging for many people, but it doesn’t have to be! As a

Without question, both areas mentioned are commonplace in all of the thousands of not for profits across the country. Such entities are created for specific purposes. These entities are obligated to devote their efforts to the specific areas outlined in their corporate documents. OHBA has been around for more than 60 years as has our federation leader the NAHB. We serve the housing construction industry. We both are not for profit corporations as are Ohio local associations.

Common amongst us is to promote and protect our members, our industry and our eventual customers, from onerous and unreasonable government imposed regulations.

I know associations are involved in many activities attempting to encourage members of the industry to join. Many of the activities engaged in are fun and useful, especially the education efforts which promote professionalism. I challenge any one to match our investment in promoting high quality construction techniques. We are the main group in promoting affordable housing construction on many fronts. Our industry members benefit greatly from our efforts.

Enough said.

Now for the real power of our affiliation; advocacy. If you attended the NAHB convention it was clear; the challenges in the recent federal tax debate was all consuming. Why? Because it would impact every one of us negatively. This is where the value of effective advocacy is realized.

After hours of effort, the final result was a victory for the association and the industry. And what was mentioned in just about every discussion at

Re: HB 371 Exempt increased value of subdivided land until building starts (Merrin) The Ohio Home Builders Association supports HB 371 and encourages you to support it when it reaches the floor.

When the bill was presented to the Ways and Means Committee, Representative Merrin presented facts to the committee clearly demonstrating the woeful state of the home construction industry in Ohio. In fact, housing starts in Ohio rank near the bottom of all states, as does our starts per capita. This impacts Ohioans in many ways.

As housing starts have been at such a low level, developed lots have dropped to low levels, as well. This exacerbates the availability of housing choice which can lead to increased costs for consumers who want to buy a home. Also, lack of availability impacts economic development efforts in areas trying to grow. The most affected group suffering from lack of housing is the aging population where suitable housing choice is slim.

The first obstacle to creating housing stock is land development. In slower growing regions the risk is high, as demand is low. This hampers development in those areas. HB 371 is designed to limit valuations of lots until the lot is sold or construction begins. This is fair, as little impact is felt by the community until this occurs. Developers, in many areas of Ohio, have found lot valuations soaring during the development stage. This inequity needs to be remedied in a fair manner, as the bill suggests. In slow growing areas HB 371 incentivizes development, as the purchase of the lots may take years.

We strongly support and wholeheartedly feel the bill addresses a needed area of reform which will improve Ohio’s aging housing stock and promote affordability.

NAHB Seeks Nationwide Injunction on WOTUS Rule NAHB joined a broad coalition of farmers, miners and foresters Feb. 7 to ask the U.S. District Court in Texas to issue a nationwide preliminary injunction prohibiting the federal government from enforcing or implementing the 2015 WOTUS rule, which defines the extent of the Environmental Protection Agency and Army Corps of Engineers’ regulatory jurisdiction under the Clean Water Act. The rule has been stayed since October 2015 when the Sixth Circuit issued a nationwide injunction that kept the EPA from enforcing the rule and allowed the 1986 definition to remain in effect. Then in September 2015, the District Court in North Dakota enjoined the rule from taking effect in 13 states.

Both courts ruled that allowing it to come into force and effect would cause irreparable injury to regulated entities, including home builders.

After the Supreme Court’s January decision holding that only the district courts have jurisdiction to hear challenges to the rule, NAHB and its coalition partners believed it was imperative to obtain a nationwide injunction.

The coalition motions explain that the WOTUS rule is likely unlawful for three reasons.

• EPA and the Corps violated federal regulations regarding appropriate notice and comment, putting at a disadvantage the builders, miners and farmers directly affected by the rule.

• The rule is inconsistent with the language in the Clean Water Act (CWA)and scientific evidence, making it “arbitrary and capricious,” the motion says. “In its most recent CWA cases, the Supreme Court could not have been clearer that the word ‘navigable’ continues to have meaning under the CWA, and yet the WOTUS rule asserts jurisdiction over countless isolated waters and desiccated land features.”

• The rule is unconstitutionally vague because it does not provide fair notice to the regulated community and allow regulators to act in arbitrary and discriminatory ways. “The definition of ‘ordinary high-water mark,’ for example, turns on factors like ‘changes in the character of soil’ and ‘presence of litter and debris’ and allows bureaucrats to rely on whatever ‘other . . . means’ they deem ‘appropriate’ in deciding when a high-water mark is present and where it lies,” the motion says.

“Plaintiffs and their members must be able to plan their operations often years in advance of beginning projects and putting employees to work,” the motion says. “Such planning requires, first and foremost, stable and predictable legal rules—and that much-needed stability and predictability will undeniably be absent if the definition of ‘waters of the United States’ is constantly changing with every court decision on every challenge to every intervening rulemaking. It is no exaggeration to say that billions of dollars and many thousands of jobs hang in the balance.”
