NAHB supports its members through extensive economic analysis and research that provides insight into the housing market, through workforce training programs and through communications efforts that take the housing industry’s unique perspective to policymakers and the public.

NAHB staff experts include distinguished economists, tax specialists, financial experts, and regulatory and technical specialists. Research and Analysis

• NAHB’s Economics Data Helps Members Succeed • The NAHB/Wells Fargo Housing Market Index, a monthly survey of NAHB members that takes the pulse of the single-family housing market, is an industry benchmark. • NAHB also provides forecasts analysis of housing starts and new home sales, and special studies on specific aspects of the housing market.

Housing Economics, a paid subscription publication, provides even more in-depth information. • Eye on Housing, the group’s blog, is a great way to stay on top of what’s happening in the housing market. • Economic Impact Analysis of New Construction • By the end of 2020, America’s home builders will need to construct 4 million new single-family homes and 1.5 million multifamily homes to meet demand due to population growth and to replace older homes removed from the inventory. • To help members and associations make the case for this necessary growth and fight impact fees and other anti-growth measures, NAHB has developed proprietary models that estimate the costs and benefits of new home construction in a typical local area. • The analysis is available in two free reports. One examines the Income, Jobs and Taxes Generated by new construction. • The other compares costs to revenue for local governments. Together, the two reports show how quickly housing typically pays for itself. • Customized Analysis for a Small Fee • On a fee basis, NAHB can also provide customized reports on the local impact of home building related to specific projects or the impact of construction within a specific local area.

Legal Support

• NAHB provides numerous legal resources for members and for state and local association staff. • While the NAHB staff counsel cannot replace your local attorney, we may be able to help with legal research, litigation funding, and/or litigation strategy, depending on the situation and the issues involved. • The Office of Legal Affairs (OLA) manages and supervises all legal programs for NAHB and works on a diverse array of legal matters to advance NAHB’s overall mission including litigation, regulatory and advocacy matters. • The OLA’s caseload includes cases in the U.S. Supreme Court, the U.S. Courts of Appeals, and state appellate courts. • The OLA also administers the Legal Action Fund, a service designed to assist state and local associations and their members with ongoing cases, legal education seminars on building industry-related issues to all members and affiliated HBAs, and a host of other industry-related programs. • The OLA works with NAHB committees to advance the industry’s interests relating to the risks associated with the construction of new homes and remodeling and to help the members identify, manage, and minimize such risk. • You can reach an attorney on staff at legalaffairs@nahb.org.

Land Development and Growth

To help facilitate new construction, NAHB provides numerous resources to help members and HBAs advocate for more practical growth and development, to find innovative solutions for funding essential infrastructure, and to demonstrate how home construction benefits the economy.

• Land Use 101 is a one-stop toolkit that assembles the best available resources from NAHB to address virtually every issue relating to growth, land use and development including impact fees and housing affordability. • Among the resources it provides are NAHB briefing papers, presentations, talking points, and credentialed reports that members and staff can use to address issues in their markets. • A similar resource, Housing for All, presents case studies of innovative solutions that communities nationwide have employed to help make homes more affordable and to enable more families to achieve homeownership or have access to suitable rental housing.

Ordinance Reviews

• As a free service, NAHB’s Legal and Land Use staff assist members and HBAs by reviewing state and local ordinances and regulations relating to development and construction, including local zoning ordinances, comprehensive plans, subdivision regulations, complete streets ordinances, impact fee ordinances and state legislation. • The Legal staff examines and analyzes ordinances based on constitutional, statutory, and case law considerations. Generally, ordinances are reviewed for statutory compliance, procedural and substantive due process considerations, Fifth Amendment takings issues and other legal deficiencies. • NAHB’s Land Use staff also provides rigorous critical review and comments on the land use policy and implementation aspects of proposed and revised ordinances. Staff members also provide onsite assistance and expert witness testimony as needed.

Home Builders Institute

• Building America’s Home Construction Work Force • NAHB’s nonprofit partner, HBI is a national leader for career training in the building industry. It provides students the skills and experience they need for successful careers through pre-apprenticeship training, job placement services, mentoring, certification programs, textbooks,

and curricula. • With an 80 percent job placement rate for graduates, HBI training programs are taught in local communities across the country to youth, veterans, displaced workers, and other underserved populations. • HBI training programs do more than just provide job skills; they also build character and self-esteem, helping to provide students with the skills they need to succeed on the job and in life. • Learn more at HBI.org.

Home Innovation Research Labs
