A Dundarave home is in ashes and investigators are working to determine a cause after a threealarm fire Saturday night.

West Vancouver Fire and Rescue Services received multiple 9-1-1 calls just after 11 p.m.

When they arrived at the

home on the 2500-block of Ottawa Avenue, the house was fully engulfed in flames, too far gone to be saved.

But the immense size of the blaze prompted fire chiefs to sound a second and third alarm calling in a dozen trucks and close to 50 firefighters from the North Shore’s three departments to help stop the fire from spreading throughout the neighbourhood of 1930s, ’40s and ’50s homes built on a steep slope.

An RCMP officer driving an SUV collided with a median, lost a wheel and wound up wedged in a ditch — later attempting to flee the scene, according to a witness who testified Monday.

Sgt.Victor Cunha is facing charges of impaired driving and dangerous driving in connection with the Nov. 30, 2012 incident.

Cunha was “all over

the road” when he passed two cars heading east on the highway, according to witness Brendan Grills, who was testifying in provincial court in North Vancouver.

Grills, 21, said Cunha swerved past him at speeds ranging from 100 to 110 km/h and neglected to use his turn signals.

“He passed in a rather aggressive fashion,” Grills said. “I gave him space.”

Persian families prepare for Norouz

With Norouz set to begin this week, Nassreen Filsoof is getting ready to celebrate with family and friends.

The festival celebrates the new year of the Persian calendar, which this year falls on March 20, with festivities set to continue for the following 13 days.

As the founder and current president of the Canadian-Iranian Foundation, and grandmother of six, Filsoof holds a special love for Norouz for its “celebration of family, life and beauty.”

A focal point of the 13-day festivities is setting up and maintaining a Haft-Seen table, a table decorated by several symbolic items.

“The significance of the table is extremely important, it has seven items that indicate something, something that is part of life. We have eggs, which are about fertility, sumac which is the spice of life, the green wheat scraps that we always have, which is about the beauty and rebirth of nature, candles, which show the light of life, fish, which they say brings luck or something I’m

not too sure, and vinegar, which is the sign of wisdom, and lastly, garlic which is a disinfectant and puts evil spirits away.”

Additionally the table is decorated with fresh flowers, with hyacinth being a particular favourite.

Filsoof, who lives in West Vancouver with her husband, notes that there is a significant difference between the celebrations in Iran and Canada.

“In Iran, (Norouz) is much more extravagant, it’s the most important celebration all year.

Seventy million people celebrate it over there and you would take 13 days of holiday, but over here, some people take off about one or two days but that is it.”

Educated at the Iran University of Medical Sciences, Filsoof left Iran in 1982 ultimately because of the revolution.

She eventually moved to Vancouver in 1985 with her family and started her own healthcare service specializing in long-term care. Her passion for seniors health and her love of family and friends are just some of the reasons why Filsoof likes the ancient celebration.

Additionally, it is a time to renew friendships, and it

is customary to visit family and friends.

Another custom is the Festival of Fire, where celebrants jump over fires and sing traditional Persian songs. The fire, with an emphasis on light driving out darkness and other symbols, shows the festival’s original connection to

The grey SUV was doing about 90 km/h when it drifted into a neighbouring lane while rounding a bend, Grills said in court. The car turned toward the median with enough force to hop on the barrier before losing a wheel and winding up in a ditch, according to Grills.

Grills said he knocked on the driver’s side window and yelled. Cunha, who was off-duty at the time of the accident, appeared unconscious and slumped over the centre console. The vehicle was running and the music was on, according to Grills.

Grills called 9-1-1.

Grills testified that after about three minutes,

Cunha responded and said he was fine.

Cunha was “dead set” on driving according to Grills, who recalled the engine revving and the SUV’s wheels spinning in the ditch.

Cunha reacted strongly when he overheard Grills tell the 9-1-1 operator he was drunk. “He immediately said, ‘I’m not drunk; my wife just left me,’” Grills recalled.

Cunha got out of the car and while he didn’t stagger, he walked toward Grills, according to the witness.

Grills returned to his car at that point.

In testimony Tuesday, the aprehending officer, Const. Arman Sardari of the West Vancouver Police Department, described Cunha as emotionally distraught.

Upon arriving at the scene, a fellow officer informed Sardari that Cunha

had said he was trying to kill himself because his wife had left him.

The court heard arguments about whether alcohol may have been a factor in the crash.

Grills said he assumed Cunha was drunk because of his irrational reaction to the collision. Rather than being calm and stationary, he said Cunha was fairly loud. However, he testified he did not smell alcohol at the scene.

Defence attorney Michael Klein asked if Cunha’s behaviour could be explained by the fact he’d just suffered a concussion.

Based on seeing friends and athletes suffer concussions while playing sports, Grills said that was unlikely.

Grills identified Cunha as the driver of the vehicle in court. However, there was some debate about whether the SUV that

passed Grills was the same one that clipped the median.

“It was identical to the vehicle I had seen earlier,” Grills said, partially basing his statement on the low volume of traffic on the road.

Under crossexamination from Klein, Grills acknowledged the possibility of a second SUV. “It is possible it was another vehicle,” he said.

Given the speed of the SUV that overtook Grills, it would have had to slow considerably for Grills to catch up, Klein pointed out.

Klein indicated he may argue against the admissibility of forensic samples relating to the case.

Cunha is the head of the RCMP’s Lower Mainland explosives disposal unit. He is currently on administrative leave.

The trial resumes March 27.

However, while there is a religious and spiritual background to the Persian New Year celebrations, Filsoof says she regards it more as a family tradition, an event tied more so to Persian culture rather than religion. “(Norouz) is mostly a heritage tradition, it’s not a religious festival at all.”

What started out as an evening walk in the park ended in a ride to safety aboard a hovercraft Sunday night.

West Vancouver police received a call for help from a hiker in Lighthouse Park who had lost his way in the dark, just after 9 p.m. Officers called North Shore Rescue members in to help but sent patrol officers to the park to start the search.

While sticking to trails, police were able to make voice contact with the missing man, who had gotten off trail and stuck on the steep, rocky crags on the waterfront.

“He was safe and uninjured and responding vocally and it was clear he was down close to the

water,” said Const. Jeff Palmer, West Vancouver police spokesman.

From there, police were able to direct the Canadian Coastguard service to the water’s edge to pick the man up and give him a ride to a nearby beach where a cab was waiting.

The hiker wasn’t carrying a flashlight and clearly didn’t have a safe plan to get out of Lighthouse Park, Palmer said.

“Even in an urban park, you still need to do some basic preparations like: Know where you’re going.

Leave enough time to get out of there before it gets dark,” he said. “You can still get lost in there and you can still get down into some areas where, if you can’t see anything, you don’t have a safe means to get up and out.”

because this home was burning so intensely that it caught the neighbouring home on fire and probably caused around $250,000 damage,” said assistant fire chief Martin Ernst.

“Lots of trees burning here, houses burning there, gas lines burning.You could call it a real buffet of problems but our staff and our incident commanders did a great job in taking care of those problems. It was heading to be a worstcase scenario.”

The levelled home had only recently been purchased and the owners were renting nearby while work crews renovated the home. The family next door will likely be displaced for six months while their fire-damaged attic is repaired, Ernst said.

That bit of bad PR trickled out last week when it was revealed the Vancouver Canucks’ parent company was terminating its contract with Aramark a year early so it could retool food offerings at Rogers Arena. Apparently, the profit margin on an $8 cup of draft Budweiser or $6 slice of pizza just wasn’t wide enough.

In a part of the world where the cost of living runs laps around increases in wages, it would be nice if such large and profitable private sector employers weren’t so intent on undercutting those struggling at the bottom.

Maybe Canucks Sports and Entertainment is expecting fewer bums in seats next season.That’s certainly what they deserve.

Howe Sound merits World Heritage status Dear Editor: Howe Sound may not be the wilds of East Africa’s Serengeti or the pyramids of Egypt, but this part of B.C. could certainly stand shoulder to shoulder with some of the world’s greatest landmarks.

I’m writing this letter to the North Shore News in hopes of raising the profile of Howe Sound by sharing why I passionately

believe this part of the world is worth preserving, especially in an age of urban sprawl where the divide between city and suburbs is quickly fading away. For those who are not aware, Howe Sound is the body of water from West Vancouver and Bowen Island all the way up to Squamish.

UNESCO defines world heritage as “our

legacy from the past, what we live with today, and what we pass on to future generations.” UNESCO believes that “World Heritage Sites belong to all the peoples of the world, irrespective of the territory on which they are located.”

Is Howe Sound worthy of this title? My answer is yes! Absolutely.

Howe Sound is a

unique part of the world because of its rich cultural history with the Squamish and Shishalh Nations who lived, fished, traded and travelled within the sound for thousands of years.

Offering us fresh water through a wide range of waterfalls, streams and rivers plus a rich marine ecosystem for plants and animals, the Sound also plays an important role in

the rejuvenation of B.C.’s salmon, prawn and herring industry. In 2013 we even saw orcas returning to the Sound.

Driving along the Sea to Sky Highway and looking out on the water evokes such a breathtaking “wow” feeling that even the B.C. Lotto Corp. saw it fit to use footage from this drive for one of their Lotto 6/49 commercials.

If left unprotected, Howe Sound will become eroded and vulnerable under the impact of the irreversible changes from the industrialization of Howe Sound. Please help us get the word out.

One more ‘flashy’ grocery store not what Central Lonsdale needs Dear Editor: Just what Central Lonsdale residents need — another high-end grocery store. Many of us checked out, then ignored the flashy Loblaws at 17th, which recently rose from

the debris of an affordable but low end Extra Foods outlet, then shopped at the more affordable “low end” Safeway at 13th.

With Safeway’s impending closure, our neighbourhood will soon have two pricey

high-end but no low-end grocery outlets. Where’s the balance?

Flashy, expensive highend grocery outlets are probably OK for the affluent and trendoids who occupy or will soon occupy Central

Lonsdale’s numerous shiny new condo towers but many other residents — pensioners, young families and the marginally employed — will suffer higher grocery prices as well as the neighbourhood’s

generally declining affordability. A developerdriven gentrification/ densification agenda is being forced on Central Lonsdale with the connivance of city council and the city’s planning bureaucracy and

any meaningful input from its residents is being ignored.

Arise citizens of Central Lonsdale. You have nothing to lose except cheaper groceries!

Blue box ‘fix’ will add to consumer costs

by Peter Kvarnstrom, chairman of the Canadian Newspaper Association, brought a new voice to the discussion about changes being proposed for our neighbourhood recycling services.

That said, as he described the proposal’s threat to the survival of B.C.’s newspapers, Kvarnstrom exposed only one tip of an iceberg into which B.C. municipalities are being driven full speed ahead.

If and when this latest provincial privatization goes ahead, it will be the ubiquitous “little guy” who pays the full shot — many of them more than once.

The first payment comes when residential and commercial owners pay their property taxes.The second happens when landlords pass on their hit by raising rents to their residential or business lessees.The third hit arrives when business owners pass on their recycling costs to purchasers of their goods and services.

Since most taxpayers belong in the second two categories, their recyclingrelated costs will skyrocket.

The only upside for businesses will be that private waste collection services can be claimed as a business expense on their

income tax return.

For North Shore property owners, the history of solid waste collection is long and tedious.

So, picking on the District of North Vancouver as being somewhat representative of the three North Shore communities, here is a much abbreviated chronology: At the urging of the Canadian Union of Public Employees and to save wear and tear on collectors’ backs, DNV Bylaw 5287 introduced the 306-litre mechanical-lift Schaefer cart program in October 1988.

Householders purchased the carts for about $150.

The amount of garbage collected remained the same, as did waste removal property taxes. One resident recalled, “We used to see one municipal truck make a single pass down a street collecting everything from both sides; now we see three trucks making six passes.”

As environmental awareness caught on and recycling increased, the allowable amount of garbage was reduced — first to eight inches below the top of the cart, then to half-full carts and then to two large garbage bags only. Not only were taxes increased as the years rolled by, large families

that generated more garbage either had to buy over-limit tags, or take the garbage to the transfer station and pay there. Further municipal regulations required diversion of paints, pesticides and larger items for separate disposal — again, at additional fees.

To be clear, none of this commentary is meant to suggest the evolution of our attitudes to waste collection and disposal was unnecessary or a bad idea; property owners of all

stripes have embraced the changes for the good of their environment.

But that doesn’t mean taxpayers haven’t noticed that, as they assumed an increased share of the collection workload, waste removal taxes continued to increase. Furthermore, those taxes are in addition to significant fees for package/bottle deposits and other recycling charges — which sends us back to Kvarnstrom’s estimate that the “mighty blue box . . . gets

Ecole Cedardale tops Fraser Institute rankings School gets an A+ on think-tank’s controversial annual report card NIALL SHANNON nshannon@nsnews.com

The Fraser Institute has recently crowned West Vancouver’s Cedardale elementary school as one of the top schools in the province, giving it a perfect 10 out of 10 in its annual school survey.

The think-tank released its annual Report Card on B.C. Elementary Schools this Monday, evaluating almost a thousand schools in the province and ranking them according to 10 academic criteria.The scores are for the 2013 school year.

On receiving the perfect score from the Institute, Cedardale’s principal Michelle LaBounty said that while it’s exciting, the rankings are just one snapshot of a school’s performance.

“There are all other kinds of other factors that go into the Fraser Institute’s rankings, and that’s really something that people should consider — that there are so many other factors than just this one test on how a school is performing,” said LaBounty. “(The Report Card) bolsters a bit of confidence but in a long-term way, they don’t really affect us.”

This is the first time the

nine-year-oldWestVancouver French-immersion school has received the Institute’s perfect score, having previously scored an 8.5 in 2012.

The evaluation is based off data drawn from the Foundation Skills Assessments, or FSA tests, conducted by the province.

Some of the categories of evaluation include the average FSA score in Grade 4 and Grade 7 reading, writing and numeracy, and the difference between male and female students scores in reading and numeracy.

Other local schools that secured a 10 out of 10 this year are West Vancouver’s Mulgrave and North Vancouver’s St. Pius and L’Ecole Francaise Internationale de Vancouver. Conversely, North Vancouver’s Norgate and Seymour Heights scored 1.6 and 3.9 respectively while West Vancouver’s St. Anthony’s had a rating of 5.4 overall, slipping from 2012’s 9.7 score.

However, some educators are less than thrilled about the Institute’s annual report, including Rob Millard, the West Vancouver Teacher’s Association president. “(The Report Card) creates a crazy-town attitude where people who

are uninformed see these rankings and they want their kids to go to that school.

Wherever the student goes, funding goes as well and it causes instability — and the last thing we need is more instability in the public school system,” said Millard.

Millard expressed frustration for the FSA test on which the Report Card is based.

“Its just a huge waste of time . . . More and more parents are opting out of the FSA because often they are stressful for their kids, and it’s demoralizing” said Millard.

“In my opinion your kids’ time would be better served going for a dentist checkup than taking the FSA.”

The District ofWest Vancouver joined the campaign to retain home mail delivery March 10, backing the bid of Burnaby Mayor Derek Corrigan.

Community mailboxes could make life challenging for many residents, according to Coun. Craig Cameron, who noted the uneven

Reducing the frequency of home delivery might be a better option than implementing community mailboxes, according to Cameron.

Council unanimously supported sending a letter to the federal government and Canada Post to express

“There may be neighbourhoods in West Vancouver where the community mailbox is a considerable distance from the home,” he said.

Doing away with door-to-door mail service could also put a strain on communication between the municipal government and West Vancouverites, according to Cameron.

CapU holds CFS membership vote Capilano University students will soon head to the polls to decide whether or not they want to remain members of the Canadian Federation of Students.

A referendum will be held on all three campuses during the week of March 24 to 28, asking students to vote on whether or not they want to continue membership with the CFS and its provincial component, CFS-BC.

Last year, Capilano students submitted petitions to the federal and provincial student organizations calling for a membership referendum. According to a press release, the Capilano Students’ Union recently received confirmation from both the CFS national executive and the CFS-BC executive committee that these petitions are in good order.

“This membership referendum will allow

Capilano students, our members, to have their say on whether they want to continue to be a part of the CFS, both nationally and provincially, and whether they feel that the CFS is an organization that meets their needs,” said CSU chairperson, Brandon Hofmarks, in the press release.

Of the many problems that occur in the garden over the winter, damage to concrete, stone walks and paving stone areas can be among the most costly to repair.

For our discussion, let’s use “stone” to describe concrete, paving stones, slate, flagstone and paving slabs.

There are several reasons why stone walks and patios fail, including poor base preparation, wrong product for the location, frost jacking of cracks in concrete and frost heaving of the stone’s supporting base.

Incorrect base preparation is the single most common reason why stone constructions fail.

Proper base preparation is important if you are interested in having a walkway or patio last more than a year.

It is important to remember that when you hire a contractor to build a stone walkway or patio, you are really paying for the

Proper base preparation starts with removal of all organic soil from under the walkway or patio footprint.

Organic soil left under the surface will compress over time, resulting in a

sinking surface. Once the organic matter is removed, the remaining sub-soil should be graded to provide positive drainage in the desired direction.Then, the sub-soil should be mechanically compacted (use a plate tamper) to provide a firm surface for the installation of granular base material that will

support the new stone surface. The next step requires the installation of granular material to form a base. Use three-quarter inch minus crushed gravel (with fines), or a larger size depending on the site’s requirements.

The granular material is installed to raise the height to the desired level

upon which sand and stone will sit. Once the granular base is installed it must be thoroughly compacted to remove all air and settle into a hard state.

Green paints the way of the future It seems that lowVOC (volatile organic compound) paint is everywhere on store shelves these days.

There has been much written on the pros and cons of these eco-friendly products and you will probably see more and more of them in upcoming years. I love the fact that these paints are not only a healthier choice but also most are available in matte, eggshell, satin and semigloss finishes.

Among some of the more popular choices are Benjamin Moore’s Aura, Ben and Natura interior paints. If you are looking for a zero-VOC choice then you may want to inquire

about the Natura brand. It is virtually odourless and has excellent durability.

I have used the Aura brand inside my home and love the fact that is it lowVOC with only a very mild odour.

Farrow & Ball (found at At Home in West Vancouver) and Pittsburgh Paints (found at Dick’s Lumber in North Vancouver) also carry nice lines of these low-VOC paints. So there is a nice selection to choose from.

CARRIER OF THE MONTH MARCH 2014 Connor has been delivering the News since September, 2013.

Connor decided to become a carrier in order to save money to buy a computer and since achieving his goal, he continues delivering the News as he finds it quite enjoyable.

Connor delivers 110 papers in the Mt. Seymour Parkway area every Wednesday, Friday and Sunday. A resident on the route who is very pleased with Connor’s service took the time to email the News Distribution manager and said, ‘We have lived in our home for 17 years and for most of those years we rarely saw a delivery of our paper. Then a few months ago, a new boy took over the route and he is fantastic! That paper arrives like clockwork and is placed neatly on my front mat every time. I just really want to pass on my thanks and appreciation for this terrific young man who does such a great job!

slate and flagstone. It’s sometimes not needed if you are mortaring the stone into place. However, I rarely use mortar for installing most stone patios or walkways because mortar will usually crack.

A dry set installation (using gravel, sand and/or rock dust only) is semiporous, which is good for groundwater recharging.

Dry set installations do

If the shingles are curling, the underlayment is unfurling, the roofing granules are degraded and the warranty is pro-rated, it may be time for a new roof.

Diligent research is paramount when picking out a new roof, according to Terry Stone, the owner of Affordable Quality Roofing.

“Most people’s houses are the most important, most expensive asset they own, and they don’t get that a cheap roof can destroy it,” he says.

Located on Mountain Highway, the North Vancouver company has been putting lids atop houses and stratas since 1986.

“At the end of the day, roofing is not a cheap thing to do,” says Stone.

The overall costs can be eased by choosing a highquality roof and a high-quality roofing company.

Stone says there are a lot of companies out there that have a pickup truck, a name and a cellphone, and undercut everyone because they don’t have the insurance and the liability.

Simply checking the roofing company’s phone number and address to make sure they’re based in the community can be worthwhile, according to Stone.

Once a company’s track record is established, few things are as revealing as customer referrals. Stone recommends trying to track down a customer who hired the company several years ago in order to see how the roof has fared over years of snowfalls and rainy seasons.

“Check with the (Better Business Bureau), make sure

they’re accredited and how long they’ve been with the BBB,” Stone recommends. “Make sure they have a WorkSafe BC account. You can actually phone (the Workers’Compensation Board) with their number.”

If a company doesn’t have the proper insurance in place, the homeowner can be on the hook for more than the price of the roof.

“If they hire someone who doesn’t have all those things, when they come onto the house (the homeowner) becomes the actual general foreman,” explains Stone, adding if anything happens to a worker the homeowner could be sued and held liable because they contracted them. “Make sure the guys are ticketed and trained to install products,” says Stone.

The installers should have a diploma or ticket from the roofing manufacturer, proving they’ve been trained to install that particular shingle, according to Stone.

He advises customers to phone the manufacturer and confirm the roofing company is an approved installer.

“When a customer comes into our place, our diplomas are all sitting on the wall,” says Stone.

Roofers should also be mindful of the importance of ventilation, noting without proper ventilation, homeowners can lose a third of the life expectancy of the roof.

Minimizing the temperature difference between inside and outside will extend the life of the roof. Good air flow will also reduce condensation in the attic.

A homeowner can usually extend the life of their roof with regular maintenance, says Stone.

“A couple of times a year, they should have someone go up with a leafblower, blow the leaves off.”

Stone counsels his customers to not use a broom, which can strip the granules, a ceramic-coated rock, used on shingles.

“Just keep the roof clean and free of debris,” says Stone.

“Things can grow on it and actually embed into the shingle.”

GPS tracking can undermine trust When you are looking for quality childcare you are extremely careful.

You do your due diligence and make a choice based on a number of criteria determined by you.You trust that you are leaving your child in good hands.

Or do you? If you are having your child monitored by a nanny cam and interrupt your day hourly to check in, what is really going on?

And that is only the start.There are a growing number of devices on the market to allow parents to monitor their children on a regular basis. I hear that besides home cameras, there are GPS devices that can be strapped to a child’s backpack or wrist to monitor his movements.

One of my favourite books for parents of teens is based on actual teen discussions about what they need from their parents.The title says it all: Hear Me, Hug Me,Trust Me by Dr. Scott Wooding.

My guess is that we are most likely to explore using technology as a parenting tool when our children are babies and again when they are teens.

With the childcare issue, I believe that when you have found quality childcare, you trust the caregivers.You, of course, pay attention to what you see when you are with the caregiver.You drop in at unusual times occasionally and notice your child and his behaviours. But the point is, you need to continue to be an effective employee

So, now let’s take a look at our teens.We do worry about them because they can get into all kinds of trouble.

Wooding says that kids want to be heard, to be cared about and to be trusted. Using technology as a parenting tool runs a serious risk of undermining hearing them and trusting them.

If, on the home camera, you see your child stub out a cigarette before he enters the house, are you going to listen or simply attack? Is he going to be able to tell his side of the story or are you so upset because, after all, you know what you saw, that you would launch into an anti-smoking lecture before letting him speak?

The trust issue is pretty clear. If we are actively supervising our children day and night, in and out of the house, how can they ever have the sense that we trust them? The lack of privacy is astronomical and teens need some privacy to

become independent and capable young men and women.Think about it. If your every move is being monitored, you never need to step back and consider the consequences of your actions. If you blow it your ever-vigilant parent will jump right in to instruct you.

It also will lead to secrecy.

Our kids are smart.They will learn how to avoid the cameras or tracking devices when they want to step outside the limits. So there is a GPS finder on their backpack. Easy. Leave the backpack in your locker at school, then head out, and skip classes, getting back just in time to recover the pack.

In a Globe and Mail article by Adam Bisby he quotes a parent as saying “I don’t think cameras are a great parenting tool, but if it allows you to trust them and feel a little more comfortable, then sure.” My comment would be “I don’t think cameras are a great parenting tool because they tell my child that I certainly don’t trust him and this will make our relationship more uncomfortable.”

If you put your energy into ensuring that throughout their childhoods your children are learning how to make good decisions, how to problem-solve and how take responsibility for their own actions, you will be much further ahead along the road to raising capable young adults.

NV mom launches 30-day challenge North Vancouver resident Michelle Robindell and Rebecca Porte of Vancouver are challenging fellow moms to achieve their spring goals.

The women, both certified professional CoActive Coaches, teamed up in January to create Moms Get Real, a community for mothers to share ideas, resources and inspiration.

On March 31 they are

launching a 30-day spring challenge during which time they will support women as they achieve goals and “move from surviving to thriving,” according to a press release from the pair.

Participants will be encouraged to clarify their top goals, define actions to achieve them and will receive support through videos and emails.

The challenge is free

for any mom who wants to participate, or there is a $30 “all-in” package, which includes extra support. Profits will be donated to the Minerva Foundation, which elevates the visibility, influence and contribution of women leaders in B.C. Comfortable Outdoor Living Spaces to Increase Your Home’s Value!

In our mild Lower Mainland climate, we don’t often need a full (and often costly) “four-season” room. By simply protecting from rain and snow, there is no need to put the barbecue or the outdoor furniture away; they can be used all fall and winter. By adding enclosures to block drafts and cool air movement, with maybe a patio heater for the coldest days, one can have year-round outdoor comfort. Not only do we keep dry, we can use our outdoor spaces all year long – something that no other place in Canada can offer!

Outdoor covered areas and three-season rooms provide additional square footage of living space, that is often brighter than the rest of the house – a great place to relax and provide a “pickme-up” on the grey days!

When selling a home, this additional covered area is not reflected in larger square footage, but definitely amps up the property usage value to future homeowners!

However, be aware that outdoor space covers and enclosure may or may not increase a home’s value, depending on what is built, and how.

Most people are not aware that the Building Code of Canada Snow Load Ratings for Langley are as high as those for northern British Columbia. Unfortunately, many of the lowest-priced outdoor options are not

designed or built to handle the Lower Mainland’s weather conditions, and home inspectors will put up warning flags about such structures. They also look bad after only a few years, and lower resale value if potential buyers feel they will actually need to remove the structure before they can enjoy their new home.

A properly-constructed, engineer-approved structure with lifetime warranties will definitely increase a home’s value, usually fare more than the actual cost of the structure! Not only does it make the home bigger with

additional square feet of “living space”, but provides peace of mind to both current and future owners for years of comfort.

Properly-built sunrooms and enclosures don’t often cost under $15,000, but they also don’t need to cost a lot more than that. By North Shore Recycling Staff North Shore residents are expert recyclers: we know our “3Rs” by heart; almost 100 per cent of us participate in the Blue Box program; three-quarters of us put yard trimmings at the curb for composting; and 80 per cent of all beverage containers are returned to bottle depots.

But do we recycle our food yet?

More than a third of the garbage we send to the landfill is food waste. On the North Shore, a year’s worth of food scraps from our single-family homes weighs more than 7,575 tonnes, which is as much as 47 SeaBuses. Better options exist for recycling your food scraps, and we can help.

Compost in your backyard…

Backyard composting produces nutrient-rich soil amendment for your garden for free, and it is the most cost-effective and environmentally friendly way to recycle fruit and vegetable scraps, low quality household papers and yard trimmings.

The North Shore Recycling Program sells subsidized backyard compost bins for $45 and aerating tools for

$7.50. For food items that are difficult to compost safely in bear country, such as cooked plate scrapings, meat, grains and dairy, you can take advantage of the Green Can Program, which collects food scraps and yard trimmings curbside.

Use your Green Can… It’s been almost two years since North Shore municipalities expanded their yard trimmings collection to include food scraps and food-soiled paper through the Green Can Program. And it’s working.

We’re keeping more material out of the landfill and creating soil amendment for local gardeners, landscapers and farmers.

Under its new regulations, the BC Government has set up an association led by big corporations to take over the local Blue Box recycling program throughout BC. If you look closely, you’ll see that of seven board members, six are executives of Torontobased multi-national corporations, with the seventh weighing in from Montreal.

How do you like that, British Columbia?

The BC Government is now off-loading our recycling decisions to Toronto.

This means, unlike the current program run locally by BC municipalities, this new program will be managed not by people whose first responsibility is our local environment, but rather, their Bay St. profits.

That can’t be a good thing for BC. The most perplexing thing is that we currently have a Blue Box program that works, is efficient, and costs BC homeowners just $35 a year on average. The new proposed system does not guarantee to keep our local environment as its first priority, nor does it guarantee that there won’t be job losses here in BC. It doesn’t guarantee service levels, or say anything about how big business will pass along the costs to you when you go to pick up a pizza or buy groceries.

Yikes!

Perhaps this is why several of BC’s municipalities refuse to sign onto the new program, calling it a “scam.” Given that, maybe it’s time you called Premier Clark to keep BC’s environmental decisions right here in BC where they belong.

A young North Vancouver dancer has been recognized for her artistic ballet talent at an international level.

Thirteen-year-old Highlands elementary student Martina Prefontaine was in Seattle, Wash. last month for the Youth America Grand Prix semi-finals, where she was awarded the Grand-Prix — the highest award for a dancer in her category.

This achievement comes after a string of other dance

accomplishments, including representing Canada at theYAGP International Finals in NewYork last year, where she won gold for Canada in her age category.

Prefontaine received a full scholarship last summer to attend the School of American Ballet in New York, and has been invited back to the SAB on another scholarship this summer.

What you don’t know can’t hurt you, or so the maxim goes.

When I was 17 years old, I saved up a bunch of money from various part-time jobs so that I could treat my date to a fancy Valentine’s Day dinner. I researched restaurants meticulously (quite a feat in those preInternet days) and settled on a posh French spot that served rabbit, frog’s legs and all manner of other fare that seemed sophisticated to my fledgling appetite.

My date and I met at her house and we cabbed it to the restaurant, Chez Something or Other. I wore a tie.

There is no doubt in my mind that the maitre d’ immediately clocked us for what we were: a couple of kids out for a one-time visit to an establishment that was well beyond our means. Nevertheless, he was exceptionally gracious throughout the evening, as was the entire staff, perhaps moved by the presence of such wide-eyed earnestness amidst the cynical commercialism of the occasion.

My date ordered Tournedos Rossini, an exceedingly expensive dish that made the hardearned roll of 20s in my pocket seem dangerously insufficient. After much

What arrived was a delicious but frankly mysterious dish of light and supple meatstuff in a rich sauce, with no rice in sight.

Following consultation with my dictionary the next day, I learned that I had ordered and eaten sweetbreads, Ris de Veau being the French term for calf’s thymus. I have been a fan of sweetbreads ever since but have often wondered if I would have ordered them

that night had I been better informed.

I was reminded of this question when I recently visited Fiesta Filipino, a delightfully welcoming little spot on West Third Street in North Vancouver where classic dishes of the Philippines are made fresh daily, typically for take-out orders.

One of the dishes on offer there is Dinuguan, an intensely flavoured, nearly black pork stew that is a hallmark of Filipino cuisine.The dish is known euphemistically as “chocolate meat,” a term often applied to Dinuguan

when speaking to uninitiated Westerners.The dish contains no chocolate, you see, but gets its distinctive colour and silky texture from its principal ingredient, pig’s blood.

Morsels of pork are cooked in the blood along with garlic and chili, and the whole dish is finished with vinegar, an important and characteristic ingredient used in many Filipino stews.

Dinuguan is tasty, make no mistake, and Fiesta Filipino does an expert rendition. It is hearty and rustic, with a complex flavour unlike any other stew. But it is an almost

instinctive reaction for many in today’s eat-the-best-bitsonly culture to recoil from the idea of blood in cuisine.

Accordingly, many would never eat Dinuguan if the dish’s enduring “chocolate meat” alias wasn’t in place to distract them.

If this all sounds a bit too exotic to inspire a visit, please don’t fret.

Lots of options for filling a frittata If your skillet’s handle is plastic and you’re not sure if it will stand the heat of the oven, wrap it tightly with a couple of layers of heavy-duty foil. Remember to protect your hand when picking up the skillet after the frittata is baked (for some reason I always forget how hot the handle will be).

Some recipes say to invert the frittata onto a serving plate before cutting it into wedges, but I don’t usually bother. Serve a fresh green salad with a light vinaigrette dressing alongside your frittata and you have the perfect spring meal. Refrigerate any leftovers. Cooled frittata makes an excellent sandwich filling.

If you’re looking for a quick and delicious light dinner, brunch or lunch idea, continue reading.

Frittatas are one of the easiest dishes to make, once you’ve mastered a few basic principles.You can come up with lots of ideas for fillings, and unless your tastes run to shaved Kobe beef or Beluga caviar, frittatas are very budget-friendly.

My favourite pan to use for making frittatas is a shallow non-stick skillet with an oven-safe handle; an eight to 10-inch skillet is a good size for a frittata to serve four people.

Smoked Salmon and Cream Cheese Frittata 6 large eggs 2 Tbsp homogenized milk or light cream 1 Tbsp chopped fresh dill Salt and freshly ground black pepper to taste 2 Tbsp chopped fresh chives or green onions

2 oz cream cheese, softened 2 oz smoked salmon, chopped 2 tsp olive oil

Preheat oven to 375° F. In a large bowl, whisk together the eggs, milk, dill, salt, pepper and chives.

With your fingers, separate the cream cheese into little chunks; add the cream cheese and smoked salmon to the egg mixture and stir to combine.

Heat the olive oil over medium heat in an eight to 10-inch non-stick skillet with an oven-proof handle; swirl oil to coat pan. Add the egg mixture and stir lightly to ensure that the fillings are evenly distributed in the pan.

Cook until the bottom is just set, about two minutes.

Place the skillet in the oven and bake until the frittata is golden and set, about 10 minutes. Remove from the oven, let cool for a couple of minutes, then slice into four servings.

2 Tbsp chopped oilpacked sun-dried tomatoes, blotted dry Salt and freshly ground black pepper to taste 3 oz soft goat cheese, crumbled Preheat oven to 400° F. Cook the spinach with a couple of tablespoons of water in a covered saucepan until just wilted. Drain and press out as much water as possible (a saucer pressed onto the spinach in a colander works well). Set aside.

In a large mixing

bowl, whisk together the eggs, milk and Parmesan cheese. Stir in the sundried tomatoes and add salt and pepper to taste. Set aside.

Heat the oil over medium heat in a 10-inch non-stick skillet with an oven-proof handle. Add the onion and cook, stirring, until onion is softened but not brown; add the garlic and cook for a minute longer.

Add the cooked spinach and stir to mix well with the onion and garlic.

Goat stew gets good review From page 41 plump Shanghai-style egg noodles (miki), vermicellilike rice noodles (bihon), thinly sliced strips of pork and chicken, celery, carrot, onion and cabbage all tossed in a garlicky sauce.

It is a welcome riff on the ubiquitous take-out stir-fry and likely a dish you’ll seek again for it’s unusual blend of noodle textures.

Swayed by the bright colours of the dishes on offer at Fiesta, displayed in an enticing and modern steam table, as well as by the personable and patient staff, I sampled several more of the restaurant’s recipes, including Lumpiang Shanghai, deep fried spring rolls filled with ground pork

and julienned vegetables.

The cigar-shaped rolls were as light as air, super crispy and featured deep, satisfying flavours of garlic and soy sauce. I highly recommend picking up an order of these next time a friend asks you to bring an appetizer to a dinner party; they’ll be impressed.

Next up was a fillet of tilapia, lightly dusted in a subtle spice blend and deep fried, resulting in an elegant, still-moist fish that benefitted from a sparse application of patis, or fish sauce, the most common condiment of Filipino cuisine.

I then sampled a bright and fragrant goat stew, called Kaldereta, which was brimming with tender meat

and crispy red peppers in a lush and garlicky tomatobased sauce.

Despite a voracious appetite and a will to make Filipino take-out my new focus, I barely scratched the surface of the restaurant’s menu. It is particularly heartening, then, that my massive order, which fed me for three solid meals, was just $56 before gratuity.

8 large eggs 2 Tbsp homogenized milk or light cream 1 cup diced Fontina cheese, divided use Salt and freshly ground pepper to taste ¼ cup grated Parmesan cheese Preheat oven to 400° F. Heat the oil and butter over medium heat in a 10-inch non-stick skillet with an oven-proof handle.

West Vancouver’s Georgia Simmerling scored the second ski cross World Cup podium result of her career Sunday, winning bronze at a race held in Are, Sweden.

Simmerling won her

first heat of the day and then finished second in both the quarterfinals and semifinals to earn a spot in the big final. In the big final Simmerling finished behind Switzerland’s Fanny Smith and France’s Ophelie David but beat out her Canadian teammate Marielle Thompson, the

recently crowned Olympic champion.

“It was good today.

I had to fight hard and it all came together,” Simmerling said in an Alpine Canada release. “I messed up my timing on one of the features at the end of the start and I was fourth. Then Marielle (fell

back) and the three of us just ended up 1-2-3.”

The racers will wrap up their season this weekend at the World Cup finals in La Plagne, France. Simmerling will go in ranked seventh in the World Cup standings. She placed 14th at the 2014 Olympics and has had seven top-10 finishes this season.

“I’ve had a pretty

consistent year, I would say. There’s one more race to go and I’m hoping for a strong result again.”

Her previous World Cup podium result was a silver medal showing at Innichen/San Candido, Italy in December of 2012.

The Grouse Tyee Ski Club alumna, who turned 25 on March 11, switched from alpine skiing to ski cross in 2011.

North Vancouver native Sonja Gaudet won a third gold medal at the Sochi Paralympics Saturday, a historic achievement for herself and the rest of the Canadian wheelchair curling team.

Gaudet, who was nominated as Canada’s flagbearer at the opening ceremony for the Paralympics, is the first curler to win three Paralympic gold medals, having played on both the 2006 and 2010 teams in Torino and Vancouver, respectively.

Gaudet continues to hold the title of most decorated wheelchair curler in the world with additional medal victories at the World Wheelchair Curling Championships.

Sabres sixth at bball provincials

The Sutherland Sabres senior boys finished sixth at the AAA boys provincial basketball championships held March 12-15 at the Langley Events Centre.

The Howe Sound champs, ranked fifth going into the tournament, won their opener against Nanaimo before losing to St.Thomas More in the

quarterfinals.They finished with a 2-2 record as Graddy Zubaidi was named a second team all-star.

At the AAAA level 12th-ranked West Vancouver gave fifth-ranked Winston Churchill a scare in their opening game but ultimately fell 87-79.The Highlanders finished with a 2-2 record.
