Pangnirtung man jailed for vicious assault at home Offender gets three years while female co-assailant gets one year

A 44-year-old Pangnirtung man will be behind bars for three years, minus time served, for his part in a vicious assault on another man who required 16 staples to close the cuts on his head.

A 27-year-old female co-offender was sentenced to a year in jail, minus time served, for her part in the attack.

The assault took place at a mutual friend's home on March 5, 2019. Joshua Evic and Jessica Akpalialuk showed up and she got into an argument with the victim. She began punching the victim on his head and his arm. Then Evic joined in and they began kicking the man as well, even after he fell to the ground. The victim was rendered unconscious.

Evic has a criminal record that included past assaults and he spent time in prison for those offences. The victim said he feared Evic and he didn't know why Evic and Akpalialuk attacked him.

The Crown prosecutor asked for a prison sentence of 4.5 years for the aggravated assault charge. Evic submitted that two years would be more appropriate. The defence cited the "massive bootlegging and drug dealing" tak-

ing place in Pangnirtung, which is supposed to be a dry community, as a factor to consider in this case. It was also mentioned that the victim didn't sustain any long-term injury.

In passing sentencing on Jan. 24, Justice Adriana Doyle took the Gladue and Ipeelee principles into account, which compels courts to reflect on "colonialism, displacement and residential schools and the fact that Aboriginal people continue to suffer from lower education, lower incomes, substance abuse, high suicide rates and, at times, higher levels of incarceration."

She credited Evic, a father of two children, for expressing remorse and being willing to participate in rehabilitative programs, including Alternatives to Violence.

As for Akpalialuk, a mother of four children who had been drinking prior to the aggravated assault, the Crown asked for a sentence of two years. Akpalialuk, who also has a criminal history of assaults, sought 90 days in jail, plus three years probation. Doyle acknowledged Akpalialuk's remorse, "a desire to change her ways and return to Pangnirtung to upgrade her education and obtain work" and willingness to participate in a rehabilitative process.

The judge included three years probation with Akpalialuk's 12-month sentence.

The Nunavut Leadership Forum selected Aggu MLA Paul Quassa as the new Speaker of the legislative assembly on Feb. 26.

In addition to the former premier, three other members of the assembly were nominated for the position: Uqqummiut's Pauloosie Keyootak, Gjoa Haven's Tony Akoak and Amittuq's Joelie Kaernerk. Both Keyootak and Kaernerk politely declined the nomination.

The members then cast their secret ballots for either Quassa or Akoak.

Hudson Bay MLA Allan Rumbolt mistakenly announced former premier Paul Okalik's name before declaring Quassa as the winner.

After a moment of laughter, the members congratulated their new Speaker.

With the new honour of being Speaker, Quassa will add to his repertoire of political experience.

He has previously served as government house leader, minister of Education and minister responsible for Nunavut Arctic College.

Between November 2017 and June 2018, Quassa was Nunavut's fourth premier.

He was ousted from this role on June 14, 2018 and replaced by current premier Joe Savikataaq.

Most recently, since Oct. 30, 2017, he has represented the constituency of Aggu in the 5th Legislative Assembly of Nunavut.

Quassa, humbled by the new honour, said, "I think it's something that I always had in my mind after I became elected as MLA. That one day, I'm gonna want to be Speaker before I retire."

Iqaluit-Niaqunnguu MLA Pat Angnakak, who had nominated Quassa, believes he is "very capable" of the duty.

"His command of speaking and understanding English and Inuktitut are very strong and I feel his experiences of being a government minister and his role as a regular MLA will only add to his strengths and capabilities to do the job," stated Angnakak. She expects

him to keep order and ensure that members follow procedures.

Former Speaker and Baker Lake MLA Simeon Mikkungwak announced his resignation from the legislative assembly on Feb. 24.

He had served as Speaker since May 28, 2019.

Mikkungwak explained that his wife's health has become his family's priority and he needs to redirect his energy.

"I believe that the time has come for me to focus all of my energy on being with my family at home," he said.

Arviat North-Whale Cove MLA John Main admitted he was sad to see Mikkungwak depart the assembly, but understood why he needed to retire.

As for the new Speaker, Main responded, "I have the utmost confidence that Mr. Quassa will uphold the principles of impartiality and dignity that are needed to be Speaker of the legislative assembly."

Mining chamber warn leaders Guest Comment Ken Armstrong, President NWT & Nunavut Chamber of Mines

Dear Northern Leaders, You will have seen the announcement this past week by Teck Resources to withdraw its regulatory application for the Frontier oil sands mining project in Alberta from the federal environmental assessment process.

This withdrawal puts on ice, after more than $1.1 billion of investment, a $20.6 billion "socially and environmentally responsible project that was industry leading and had the potential to cre-

ate significant economic benefits for Canadians."

Investors need legal and policy certainty before investing in any jurisdiction and we are very concerned that Teck's decision could cast a pall over all of Canada as a safe country for investment.

While minerals mining and exploration in the NWT and Nunavut is not the same as oil sands mining in Alberta, given that Teck's Frontier proposal was also characterized as a mining project, we are concerned that investors may not distinguish between the two and may no longer want to invest in any resource development in Canada, including the Northwest Territories and Nunavut.

This would not be good for either territory, given that our minerals industry is providing significant employment, business, royalty and other benefits to Indigenous northerners and their governments. Furthermore, it is also important to highlight that resource development decisions in both the NWT

and Nunavut benefit from a modern co-management regulatory process with full involvement from local communities and Indigenous governments and organizations.

We are getting feedback from our industry members that the impact of Teck's decision is being talked about by national and international investors.

While we are hopeful that the NWT and Nunavut don't get painted with that same brush, it would be good for leaders – Territorial and Indigenous – to speak out in support of investment in a responsible and sustainable northern minerals industry that works with governments and communities to ensure benefits accrue to the territories and their residents.

We strongly urge you to stand up in support of responsible resource investment and development in the NWT and Nunavut. Your strong statements of support could help differentiate the NWT and Nunavut as good investment destinations, despite what is happening in Alberta.

Clarity on hunter insurance program Netsilik MLA Emiliano Qirngnuq brought some clarity to the issue of insurance coverage for harvesters at the legislative assembly on Feb. 25.

He wanted to know how much money the Government of Nunavut pays to the Workers' Safety and Compensation Commission (WSCC) for the harvesters' insurance coverage.

The minister clarified he is referring to the base salary, thus not including any Northern allowance and other benefits.

The Department of Education is looking at recruiting teachers from outside of the territory for the upcoming fiscal year.

Teachers deserve benefits and safe working conditions, Main says

Nunavut's unemployment rates by community are as high as 40.2 per cent in Clyde River, 39.7 per cent in Taloyoak, 35.8 per cent in Gjoa Haven and 34.9 per cent in Arviat.

"Looking at the other jurisdictions within Canada, they get worried when the unemployment rate in the provinces is seven per cent ... meanwhile here we are in Nunavut with 30 percent and over 30 percent unemployment," said Arviat North-Whale Cove MLA John Main, who requested Nunavut's unemployment statistics from the Department of Economic Development.

"Looking at these numbers, it is very ugly to look at when we're in Canada."

Nunavut's overall unemployment rate for 2018, the most recent year available, was 14.1 per cent, lowered by the 9.6 per cent figure in Iqaluit.

"We know that there are 15,000 income support recipients in Nunavut," Main said in the legislative assembly on Feb. 26.

"Think about the unemployed people. We know they're not working and we want to make sure that our government is doing right about these numbers. I don't know if the government is doing the right thing."

The recognition of teachers and their challenges was on the agenda at the legislative assembly on Feb. 24.

"We appreciate your dedication as we are aware of the difficulties you face," said Arviat North-Whale Cove MLA John Main, adding that teachers deserve "great" and safe working conditions along with "great" compensation and benefits.

Main questioned David Joanasie, Minister of Education, about whether security and/or violent incidents are contributing to retention issues for teachers.

"It's hard for teachers to remain due to many factors, but violence is included," responded Joanasie.

Although the Department of Education does have exit surveys, teachers are not required to complete them.

Main also asked how Nunavut teachers' salaries compared with teachers from the rest of Canada.

Joanaise noted that Nunavut teachers earn the second highest salaries after teachers in the Northwest Territories.

Political leaders should support accusers and alleged offenders in healing process, says Towtongie

It is the duty of leaders to support all individuals who need healing. This includes supporting victims and abusers – the innocent and guilty – according to Cathy Towtongie, MLA for Rankin Inlet North-Chesterfield Inlet.

On Feb. 24, Towtongie made it clear that she is concerned about the current approaches to addressing sexual assault.

She raised how national leaders "immediately" favour the individual who makes a public accusation against another.

"It is not easy and certainly not popular to defend someone who has committed a terrible act against others. However, victims need our support but so do victimizers. They are both suffering," she said.

Although there is no excuse for abuse, there may be several reasons for it, explained the MLA. Leaders need to work harder to address the reasons why individuals behave badly towards others, said Towtongie.

"It takes courage for a person to stand up and say they will no longer be treated badly, but it also takes courage for a person to stand up and say they need help to no longer treat others badly," she said. "As leaders we cannot take one person against another. We have to treat each other equally, both victims and victimizers."

Nunavut's 'ugly' unemployment rate must come down, says Main

Economic Development Minister David Akeeagok noted that the 2020-21 budget, released last week, includes $6 million designated for communities and $12 million for the regions.

"The communities and the regions are familiar with the factors that can help us develop economically, said Akeeagok, who added that his department is going to begin targeting communities with the highest unemployment rates when prioritizing project approvals.

"I have directed my staff, whenever they are reviewing through this criteria, to look at the unemployment rates for the communities as part of our grants and contributions," the minister said.

Helping victims of trauma should come before new beer and wine store, says Nakashuk

Adequately addressing the trauma from past abuse should be a top priority of the government says Pangnirtung MLA Margaret Nakashuk.

Traumatized victims in need of support to heal and become healthy should be the first priority, she said.

Fund hunters to help food insecurity Northern News Services

Hunters and trappers organizations across the territory have been providing food for families in need with traditional Inuit country foods for many years now as illustrated in Rita Pigalak's article last week ("Country food program helps feed people of Kugluktuk," Nunavut News Feb. 24).

More than 100 families use the service in Kugluktuk every year and it is much appreciated by members of the communities, including elders.

This positive story peeks through decades of alarming food insecurity rates for Nunavummiut. Although the stats have been modestly improving – a reduction of 12 per cent over recent years with people experiencing food insecurity – the numbers are still staggering.

Around 57 per cent of households in Nunavut still experience food insecurity in some way, while their neighbours in the NWT sit at 22 per cent and the rest of Canada at 13 per cent ("New statistics show modest progress in stopping hunger in Nunavut," Nunavut News Feb. 24).

The federal government is taking this moment to attribute current improvements to the Nutrition North program, a Harper-era subsidies program that was aiming to increase the amount of healthy foods available in isolated communities at a subsid-

ized price. The program has seen an increased amount of food being shipped North under the Liberals.

New subsidies for hunters have also been announced by the federal government, accessible through Nunavut Tunngavik Inc., which will be available in spring.

This last bit of info will likely perk the ears of Nunavummiut, but it's hard to estimate how widespread the impact will be felt.

Independent hunters and community groups such as the Kugluktuk HTO need to be encouraged and supported. They serve as an important part in solving at least some of the food insecurity issues in the territory.

A total of $30,000 per year – what Kugluktuk hunters are receiving – to help subsidize hunts and distribute food is not a lot of money relative to the needs of communities. How much more does the average bureaucrat in the territorial government or an MLA make in a year?

The Inuit had a job long before colonization came to their homes: to hunt and gather food for their fam-

ilies and community.

The needs of the people have not changed, but the prescribed means of doing so have. Perhaps the government could take a step and look for solutions right under their nose and fully fund organizations and community members to go out and harvest from the land. This would not come just in the form of paltry sums to be split among a few hardworking people, but creating jobs that truly employ the traditional knowledge and values of the Inuit people.

With politicians like John Main rightfully riffing against the territory's abysmal employment rates, getting people back out on the land to hunt and training new hunters could create several jobs for each community.

The Young Hunters programs in Arviat is currently doing just that, to much praise from people like Northern Affairs Minister Dan Vandal. The program is accessing a lot of federal funding across fixed terms, but these are the kinds of opportunities that need to be made permanent across all communities.

To give Nunavummiut access to good food, jobs, connection to tradition and dignity would be a large step towards securing their currently overlooked but rightfully deserved human rights.

Intentional or unintentional As we go about our business and engagements, we need to make sure and have some substance to what we are trying to bring across. Too often people are saying things off-the-cuff, as the saying goes.

In my view, one situation that has been developing over the years is the establishment of one committee after another.

As the fiscal year winds down people are tired and they say, "We are meeting'ed out".

Where do we draw the line or how do we reach the target group while influencing the majority of the populace?

Several years ago, my community decided that in order to bring a message across in the interest of the health and well-being of the residents, they formed an inter-agency group in a well-organized cross-section of stakeholders and delivered a theme.

The turn-out was amazing with most organizations represented.

As the weeks and months rolled along, the membership began to dwindle for various reasons. The explanations were valid as some moved away or became focused on a specific involvement but soon the interagency could not meet due to low or no numbers.

Having said all this, I would like to point out that those who were dedicated in seeing this agency work stuck it out to the end with

I think we've all noticed that when something new is introduced, many jump on the band wagon but when the "real" work begins there is apprehension and hesitation.

We need to go back to the Inuit Qaujimajatuqannit and seriously apply them in order to see results in our engagements; respecting others, relationships and caring for people; fostering good by being open, welcoming and inclusive; serving and providing for family and/or community; decision making through consensus; development of skills through practice, effort and action; working together for a common cause; being innovative and resourceful and; respect and care for the land, animals and the environment.

This attitude of outreach will act as an inter-agency with everyone involved.

Adventure company empowers Inuit staff with tools to succeed Arctic Bay Adventures seeks out several professional level courses for its tour guides

With the floe edge season around the corner, Arctic Bay Adventures is preparing its tour guides one course at a time. Although the guides have plenty of experience under their belts, Arctic Bay Adventures' general manager Mark Lewandoski wants to empower his staff by providing them with more tools to succeed.

The first of three professional level courses took place in Arctic Bay on Feb. 17. Over four consecutive days, nine guides participated in an Interpretive Guides Association (IGA) training course.

Trainer Sue Hamel, from Thunder Bay, Ont., shared techniques of interpretive guiding while focusing on intercultural effectiveness.

In other words, how can guides share their stories effectively with tourists, from different cultural backgrounds, while respecting their culture and land.

The goal is to tell a story so "the guest is going away, not just with information, but being perhaps personally touched and moved from the exchange and feeling like they've connected meaningfully with the place and the culture and the people," explained Hamel.

Through presentations and role playing, Hamel trained the guides to understand the importance of drawing in a tourist's curiosity with intriguing statements or questions and keeping the experience both enjoyable and relevant for visitors.

Another key training component was understanding the motivation behind why tour-

ists are attracted to Arctic Bay. This training allowed all the guides to earn an Apprentice Interpreter certification and membership with IGA. This means the guides are now technically qualified to guide internationally, explained Hamel.

Hamel hopes with this training the Inuit guides will be able "to confidently share their stories in meaningful and memorable ways that are respectful to them and the landscape" with guests.

Guide Jayko Tatatoupik expressed that training has provided him with a better understanding of tourists in general and the importance of having conversations with guests.

Another guide, Wayne Taqtu, explained the course has equipped him with the necessary tools to provide a more enjoyable experience for visitors.

According to the Lewandoski, "This course was a great confidence builder for my team.

"They realized they know a lot about certain things and they were encouraged on how to share this knowledge with paying guests!"

The follow-up training programs will also take place at Arctic Bay Adventures.

The next training session about Wilderness First Aid begins in March, followed by a customer service seminar in April.

All three courses are funded by Kakivak Association along with Arctic Bay Adventures.

The locally run adventure company is planning to offer floe edge tours starting in mid-May to June.

AEC 'pop and cake walk'

Kangiqtugaapik/Clyde River To raise funds, the Alcohol Education Committee (AEC) held a "pop and cake walk" on Feb. 22. With numbers taped in a circle on the floor, participants walked around to playing music. When the music stopped, a number was drawn.

The individual standing on the number was declared the winner and awarded either a cake or case of pop. The games were followed by a dance for children and adults.

The committee successfully raised about $1900 from this event alone. Clara Noah, treasurer of AEC, explained the money will be spent towards an office space and supplies as well as a bingo license. She believes a bingo license will be a benefit for the community and provide additional funding for the AEC. The current goal is to raise $2000.

Another fundraising event will be held at the community hall on Mar 4.

This time the AEC will be selling coffee at 10 a.m. and 3 p.m.

"And during our fundraiser with the coffee we are hoping we can provide activities such as: board games and card games, so the people can sit chill and talk for a bit on their breaks," said Noah.

Ulu workshops for public

Ikaluktutiak/Cambridge Bay Valter Botelho-Resendes, owner of Aaliak Consulting, in collaboration with the Department of Healthy Living in Cambridge Bay put on a workshop that ran from Feb. 17 to 21.

This program was open to all who wanted to participate and all materials are provided by the department. The number of participants varied due to the blizzards.

The instructors for the program are Cambridge Bay residents Allen Kanayok and Steven Pagnana.

Participants created the traditional knife called the ulu.

Uluit come in a variety of shapes and sizes depending on the different regions of the circumpolar North. This tool is traditionally used for tasks, such as skinning and cleaning of animals, preparing food, cutting of a child's hair, scraping of skins and in modern day the slicing and dicing of fruits and vegetables.

"Participants were eager to be making their own uluit," said Botelho-Resendes.

The group will now be working on traditional fishing tools.

"This doesn't replace veterinary medicine, but it does help the animals be more comfortable until they reach the vet," she explained.

The course covers issues related to bleeding wounds, broken bones, artificial respiration, choking and CPR. She has also been visiting local schools to teach about safety around injured animals.

"The Humane Society is working hard to provide the proper education to the community as a whole to be able to move forward in animal welfare, said Hum referring, to NAS. The trainers will be in town until the end of the month.

130 public housing units planned

Nunavut The Nunavut Housing Corporation is planning to have 130 new public housing units constructed in 2020-21.

Seventy of those units will be built in Iqaluit. Naujaat and Pond Inlet come next at 15 residences each. Hall Beach and Kugaaruk will each get 10 homes. Gjoa Haven and Kimmirut will get five public housing unit each. Gjoa Haven will also receive five staff housing units, as will Kugluktuk and Sanikiluaq.

Housing Minister Patterk Netser said the communities with

the greatest numbers of people on their waiting lists are given top priority.

The GN will contribute $17.5 million towards this year's public housing construction while the remainder of the money will come from the federal government, according to Netser.

Baffin Island caribou harvest is closed, GN announces

Qikiqtaaluk/Baffin No more hunting of Baffin Island caribou is allowed because the quota for the year has been reached, the Department of Environment announced on morning of Feb. 25.

The Nunavut Wildlife Management Board set a limit of 250 caribou for 2019-20 and that total allowable harvest has now been filled.

Further hunting of caribou will be investigated and may lead to enforcement action, according to a news release from the Department of Environment.

Any outstanding tags are void and harvesters are asked to return them to local wildlife offices or hunters and trappers organizations. The limit on hunting Baffin Island caribou was put in place to help the herd recover.

Dog experts train residents

Iqaluit Three dog experts are helping to educate the Iqaluit community about dog training and grooming as well as providing first aid training for pets. Since Feb. 25, Ken Reid and Jeanette Kinney have been busy teaching the Nunavut's Animal Shelter (NAS) staff about these techniques. Samantha Hum has been teaching the Walks'n'Wags curriculum of pet first aid.

In celebration of Inuktut Language month, book lovers had the opportunity to meet some of their favourite authors.

The annual author's event hosted by Inhabit Media, QIA and Nunavut Bilingual Education Society was held on Feb. 15 at Frobisher Inn, Iqaluit.

There was an array of new children's books available for purchasing, along with prints from the books. Sixteen auth-

by Rajnesh Sharma Iqaluit ors sat at tables to sign books and chat with visitors. The three hour event was followed by kids watching several animated films in Inuktut.

"I think it's an important event for literacy in Nunavut and a great opportunity for people to see all the different styles of writing and reading there is, from non-fiction, fantasy, cookbooks, to picture books, there is something for everyone," said author Aviaq Johnston.

Cambridge Bay horror film hits Dead North Film Festival ᓄĪØflî

Nakimayuq is a grisly tale of hunters on the land

Sarah Jancke and Ipeelie Ootoova of Cambridge Bay, in collaboration with the Dead North Film Festival, have produced a horror film called Nakimayuq. The film is about two young huntsmen who venture out on the land for a hunting trek with an overnight stay in an iglu, encountering an unsuspecting incident that would petrify even the most tenacious hunters.

Ootoova is from Pond Inlet but has made his home in Cambridge Bay for the last six and a half years.

He has been in the film industry since 2009 in feature films such as Main and White Archer and has worked in commercials, educational videos and with script consultations.

Jancke has also worked on short documentaries for language.

For this project, the pair had to take on a variety of roles. "I was a cowriter, actor, assistant iglu builder and

co–producer," Ootoova said.

Jancke was a co-writer, co-producer, editor, cinematographer, makeup artist, director and she composed music for the film.

The pair both have been following Dead North Film Festival and took the opportunity to be involved with a fantasy, sci-fi or horror project.

Ootoova said horror was the most natural for them to work with for the story ideas they had.

"We chose the title Nakimayuq, using an Inuit word so the people who don't speak the language will be in suspense wondering what the meaning is," said Ootoova.

The town of Cambridge Bay was the inspiration behind the film, noting an increase of fox activity around town. They used that idea and put a horror spin on it.

The setting of this film was in and around the couple's home and in an iglu they built. Other actors involved are friends of Jancke and Ootoova, Ben Angoshadluk from Rankin Inlet along with his partner.

"We don't have a lot of experience editing and I have mainly worked in front of the camera and with scripts, so it was challenging to pull it all together and we did a lot of research and preparation ahead of time, so it was fun," Ootooova said.

They are using this film to help build experience and hope to develop more stories from the communities.

"I would like to do films so that our son can see both sides of his family," Ootoova said. "I want him to be able to grow up watching stories in our language about our people."

Since 2012, Dead North has hosted 220 films that have been made by Northerners with 195 of those from the NWT, 20 from the Yukon and only five from Nunavut.

"Nunavut is very under-represented but that is not for a lack of talent," said Jay Bulckaert, co-founder of Dead North.

"We have been wanting to get Nunavut involved in Dead North for a long time and we would love to see a lot more. This year we are

Iqaluit nips Rankin Inlet in overtime to cap off Polar Bear Plate hockey tournament

In the long-standing hockey rivalry between Iqaluit and Rankin Inlet, it was only fitting that the first game between the two communities in Rankin Inlet's new arena went to sudden-death.

Austin Caza dented the twine with a beautiful overtime marker to give the Baffin Blizzard (Iqaluit) a thrilling 3-2 win over Rankin Inlet to claim the 2020 Polar Bear Plate (PBP) juvenile/junior hockey championship in front of a sold-out crowd at the new Rankin Inlet arena on Feb. 23.

Rankin Inlet had fought back from a 2-1 deficit to tie the game and force bonus hockey.

Rankin got past Coral Harbour 3-2 in their semifinal, while Iqaluit gave it to Whale Cove 8-1 to set-up the championship tilt.

Coral Harbour defeated Whale Cove 6-5 to claim bronze at the event.

Also competing were Naujaat, Rankin Rock, Arviat and Baker Lake.

The top three scorers (goals-assists-points)

at the tourney were Baffin's Austin Caza 11-1021, Baffin's Andrew Pearce 9-8-17 and Whale Cove's JC Ollie 7-7-14.

Iqaluit head coach Todd Gardner was behind the bench for his ninth PBP tourney this year.

Gardner said it was exciting to be part of the first PBP held at Rankin's new arena and the team was very happy to claim this year's title.

He said the final was an incredible hockey game that could have gone either way.

"They (Rankin) were all-over us for a good part of the overtime period and could have very easily won that game," said Gardner.

"We got a lucky bounce at the end to get free in their zone and that was the difference."

Iqaluit cruised through the round-robin segment of the PBP and Gardner said that's not always a good thing.

He said Iqaluit was definitely in the weaker of the two divisions and he knew not really being challenged during the round robin would become a problem at the end of the playoffs.

"Rankin had a pretty good team with lots of speed but, in the end, our guys pulled it off

Tim Hortons Brier underway Kingston, Ont. Nunavut's latest national curling venture is off and running as the Tim Hortons Brier got going on Feb. 29 in Kingston, Ont. It's the Canadian men's curling championship and the rink of Edmund MacDonald, Christian Smitheram, Dale Kohlenberg and Jake Higgs – who's skipping the team under Curling Canada's out-of-territory player rule – played their first game on Feb. 29 in the second draw against Prince Edward Island

and we claimed the final game.

"Our goalie in this tournament, Seth Ningeongan of Rankin Inlet, called me this past year and wanted to play with the Iqaluit team because he wasn't able to play with the Rankin team.

"I just want to see guys play. I don't want guys to be sitting out and not playing, especially a goalie with his talent.

"He wanted to play with us again this year, so we took him on and he was named best goalie of the tournament."

Gardner said the new arena in Rankin is a beautiful building.

He said it's a lot of fun to play in the new building, but he still has a soft spot for Rankin's old arena.

"I really liked the atmosphere in the old place.

"The big crowds, people hanging over the glass and the loud music created a really special atmosphere in that building.

They're in action today, March 2, with a doubleheader against Quebec and Nova Scotia.

Gardner said the Challenge Cup didn't happen this year and neither the Blizzard nor are the Canucks heading to the 2020 edition of the tournament out east due to a lack of funds.

Hockey Nunavut did provide help for the team to get to the tournament in past years but not this time, according to Mike McPherson, its president.

McPherson said Hockey Nunavut helped out the PBP with some funds but with the Arctic Winter Games happening this month, most of the focus is on those teams and there isn't enough money to help with the MaritimeHockey North venture.

The round-robin started on Feb. 27 and continued right through to Feb. 29 with the playoffs and championship games on March 1. The men's champions were playing for a rather large bonus prize as the winners earned the right to advance to the Futsal Canada National Championships in Kingston, Ont., next month.

The lone Wolverines in the pack Yellowknife The Senior Cager basketball tournament wrapped up on March 1 in Yellowknife and there was just one team from Nunavut flying the flag.

The Cambridge Bay Wolverines made the trip into the NWT capital to play in the U19 girls division and they took on teams from Yellowknife, Inuvik and Fort Simpson in the round-robin. They were guaranteed at least one playoff game to determine whether they played for the Tier 1 banner, the overall championship, or Tier 2, the consolation title.

Arviat hoops program off to hot start Little NBA aimed at school attendance, sports participation

A new initiative aimed at boosting school attendance and increasing the number of youths participating in organized sports was launched in Arviat earlier this month.

John Arnalukjuak High School (JAHS) principal Don Peters said the Little NBA

Basketball Academy runs on Saturday evenings between 5:30 to 9 p.m.

He said the academy is open to male and female students in all three Arviat schools and is being run by Qitiqliq Middle School teacher Ryan Barbeau.

"Basically, it's another one of our programs to increase attendance," said Peters.

"We began a pilot project on Feb. 15 that attracted more than 50 kids of all different ages on our first two weekends.

"We don't have a lot of baskets – we have to get at least two or three more – but we're teaching them the skills of basketball rather than just having them play games.

"We're also having a tour-

nament on March 1 for all basketball players who want to participate.

"We already have five teams registered and, hopefully, we're going to bring Baker Lake in so our high school team will have a chance to play."

Peters said the interest in basketball is growing fairly quickly in Arviat.

He said, hopefully, more kids will be interested in the academy after both the male and female basketball teams representing Nunavut at the Arctic Winter Games (AWG) come to the community the weekend after their tournament for some last minute practice before the AWG get underway on March 15 in Whitehorse, Yukon.

"It's exciting here now with the various programs we have running and our efforts have really helped revitalize basketball in our community," he said.

"The sport has taken off like crazy and our basketball academy is mostly being driven by interest from the kids.

"Our JAHS basketball team is also helping Ryan (Barbeau) run the academy, which is a real reach-out-tothe-other-schools program.

"We're very proud that we're over 80 per cent attendance at JAHS. The kids are here and a lot of it has do with the programs we're running that are devised to bring the kids to school."

Barbeau said the kids participating in the Little NBA are currently all from JAHS and Qitiqliq Middle School.

He said a friend in his hometown of Belleville, Ont., who runs a Junior NBA in that community, put him in touch with a contact at Canada Basketball who was able to supply the court uniforms they received in Arviat this past week.

"They sent us up about 50 pairs of Raptors shorts and a bunch of reversible jerseys from different teams," said

Barbeau.

"They're all brand new, made of very nice material and look absolutely awesome.

"Right now, because of the numbers involved, we're having the kids come out to the academy and dividing them by talent for the session.

"Consistency wise, we're trying to figure out which kids are going to continue coming every week so we can place them into groups they're going to stay with, but, for now, we're placing them in groups based on their overall talent levels."

Barbeau said the tournament this coming weekend promises to be a lot of fun.

He said he's hoping to have six to eight teams compete and they're also holding an all-star three-point shootout on Saturday (Feb. 29) evening.

"Don (Peters) and I both do our open-gym programs and Don has his Taekwon-Do Club, which are all nights that get the kids out doing some positive.

"There's a lot of interest in the sport among the kids right now so, hopefully, attendance for our Little NBA program will continue to grow.

"Kids at school are really starting to build a love and appreciation for basketball, so whatever we can do to help grow that here is what we're going to try.

"We haven't had a kid from Levi Angmak Elementary School sign-up for the program yet, but it's open to them and, hopefully, we'll see a few of the younger kids from that school sign-up as the program continues along."

Longtime educator and photographer Nick Newbery remembered Newbery died after battling prostate cancer; lived 30 years in Nunavut

A man who left Nunavut richer in education and in images is being fondly remembered.

Nick Newbery died of prostate cancer on Feb. 19.

He had lived in Nunavut for 30 years, moving north in 1976. He resided in Taloyoak – where he met his wife Terry, a nurse – Pangnirtung, Qikiqtarjuaq and Iqaluit.

In addition to being a teacher, he was author of the trilingual book Iqaluit, which featured his photography; the autobiographical Never a Dull Moment: Forty Years in Education in Canada's North; and A Potpourri of Poems and Photographs.

Newbery's friend Ed Picco described him as an "outstanding educator, teacher and educational innovator."

"His love of the North and dedication to his students were two attributes he was well known for," said Picco. "He will be missed."

Iqaluit MLA and friend Pat Angnakak devoted her member's statement to Newbery in the legislative assembly on Tuesday, extolling him for his teaching at Inukshuk High School, where he also launched the Terry Fox program for at-risk Inuit teenagers.

Newbery retired a moved to Nova Scotia in 2005, but never lost touch.

"Even after moving to Halifax, Nick continued to visit Baffin Island every year, visiting and catching up with people he had gotten to know so well," Angnakak said.

"Nick always said that every day of the 30

years he lived in the Arctic was an adventure and he felt privileged to have lived and worked here."

In an interview with Nunavut News last year, as his autobiography was being published, Newbery reflected on life North of 60.

"You get so much freedom as an individual," he said. "Professionally you're allowed to try out a whole bunch of things you wouldn't normally get to do down south – whether you're in health, journalism or education, or whatever – and I was able to do things in education I found rewarding."

However, he pulled no punches when assessing what he perceived as Nunavut's education shortfalls.

"I was also appalled by the system which was not serving the needs of many kids I met. It was either disorganized and/or more recently trying to impose a foreign – Alberta – curriculum on a bunch of rural native children," Newbery told Nunavut News last March.

He strove to leave a legacy in the field of education. He wrote 30 junior high resource manuals to guide Northern teachers and in 2004 he travelled to every Nunavut community to instruct teachers on his approach to teaching.

As well, he raised funds for a Northern orientation for students interested in teaching in Nunavut.

Newbery also left behind his vast photo collection, donating it to the Government of Nunavut in 2015.

"He was captivated by the Inuit culture and by the kindness of the people he encountered and was always proud to say that he was from Nunavut," his obituary reads.

"Nunavut and its people captured Nick's soul."
