Alexandra Rudd raising money for summer brain cancer walk

Last November, Alexandra Rudd was given up to two months to live by her doctor, as her stage 4 glioblastoma brain cancer continued to progress.

But the 28-year-old Rankin Inlet woman is still holding on, despite being bedridden and losing her mobility.

“I’m feeling OK,” she said. “It’s up and down and in the middle.

Could be better. I wish I could be at home.”

Rudd is staying in the hospital full-time now, as it’s the best place for her to get the care she needs. She has been thankful for the Rankin Inlet Fire Department taking her out a couple of times to get some fresh air.

“It was an amazing experience to be able to leave the hospital bed and feel the cold, brisk air on my skin and in my lungs,” said Rudd. “It’s something I haven’t felt since November. It’s the simple things that make my life happy and give me a smile.”

Now her attention is turned to making sure others don’t have to go through what she has. To that end, she’s been promoting donations to the Brain Tumour Foundation of Canada.

As part of Team Grey Wolf, she’s raising money for the virtual walk this year, June 17 to 19.

“This year, we hope to raise $7,000,” said Rudd, though she raised more than $12,500 in 2021.

She’s pursuing that goal through donations, auctions and other means, as readers can find on the Team Grey Wolf virtual fundraiser page on Facebook.

Her mother, Lynn Rudd, said Alexandra has always had a big heart and wanted to help people with anything and everything

that she could.

Watching her daughter battle her condition has not been easy for her or the family.

“It’s been very challenging,” said Lynn. “We’re all in this with her.”

Her family rotates shifts so that one or two people are with her in the hospital around the clock.

“It’s very hard to watch sometimes, but we are there for her,” said Lynn, noting that Alexandra’s short-term memory has degraded, though her long-term memory is as sharp as ever.

“It’s so important to Alex that this money that’s raised is taken and used for research on brain tumours, and how they can eradicate brain tumours for everyone,” said Lynn. “It won’t happen right away, but with the money that’s raised, there’s more hope for people in the future who may develop brain tumours of any kind – that there will be help for them, that there will be less sickness and less excruciating pain than what someone goes through right now with glioblastoma or any other brain tumour.”

As a baby, Alexandra was diagnosed with neurofibromatosis, a condition that can lead to tumours on nerve endings and wreak havoc on the body. She underwent two years of chemotherapy as a toddler to treat optic nerve gliomas, but due to the tumours, she became legally blind.

In 2017, an MRI showed a growing mass in her brain. She has been battling brain cancer since. In June 2021, she was diagnosed with glioblastoma stage 4 brain cancer. In November 2021, her doctor’s prognosis gave her one to two months to live.

While living with the cancer, she has become something of a sensation on TikTok for her cooking videos, and recently had one go viral and reach more than 100,000 people.

International Women’s Day to be celebrated by Iqaluit’s first responders Recruitment drive in schools to take place day before

Iqaluit Emergency Services will be recognizing International Women’s Day by having it’s March 8 shift, ranging from firefighters, to EMT and emergency phone dispatchers to be entirely run by women.

While women only make three percent of Canadian firefighters, they account for 30 percent of the Iqaluit Fire Department, which is indicative of the nature of the department according to acting fire chief Lieut. Sharon Nowlan.

“It’s always been a very progressive department, especially when it comes to women,” she said, and it has been the case from the beginning.

“The first thing the deputy chief told me was ‘you are as equal as any male in the department’.

It was made very clear that there was never to be any distinction between men and women.”

Working full-time as a firefighter and an ambulance emergency responder for almost 15 years, Nowlan said in recent years there have been a lot more women involved in the fire department.

“Over the last few years there’s been a lot more females being hired. I think it just shows a lot more women in Canada going into firefighting, EMR and realizing the opportunities afforded to them.” said Nowlan.

“It’s the first time the department has done this,”

Nowlan adds, “it’s a good promotion I think, especially for younger girls to see that it’s a job possibility for them.”

Ahead of International Women’s Day, there will be a recruitment drive for girls to explore careers in firefighting, corrections, EMS, RCMP and various jobs in Iqaluit’s schools and the Qajuqturvik Community Food Centre from 6 to 8 p.m. March 7.

According to the United Nations, International Women’s Day has its origins in the United States, first taking place as a demonstration on Feb. 28, 1909 in New York City. In the following years International Women’s Day demonstrations took place in countries all over Europe, ranging from Denmark, Germany, Switzerland and Austria-Hungary.

Initially having no set date it was celebrated in late February/early March, in 1977 the UN recognized March 8 as International Women’s Day. It has since been celebrated as a day to bring attention to violence against women, female reproductive rights and equality.

While things have gotten better over the years according to Nowlan, there is still work to do.

“The perception of women in the workforce has definitely changed over the years, it has become much more common to see women in all sorts of different areas. In Iqaluit, I see women doing jobs around town that typically were done by men. But the work’s not done yet, there’s areas where they’re not seeing equality in pay, in terms of promotions, it’s something we need to work on.”

Politics that puts the land and equity first Our first priority should be helping each other, says social media influencer Aliqa Illauq

Treating one another as equals is something Aliqa Illauq believes in deeply, and it’s a sense of morality that she hopes becomes commonplace.

“I was taught that we all breathe the same air,” she says. “I would like to see everybody go back to the basic principles that we have been born with and that’s to help each other — to have that responsibility, instead of tearing each other down because it’s killing people.”

Illauq spreads messages of kindness through her growing social media presence, often speaking in Inuktitut, which was her first language in Clyde River, where she spent her childhood.

“I grew up in a very Inuk home, if you want to call it that,” she says. “It was really important for the Elders and my family in general that our foundation was very Inuk-based.”

Her father is an accomplished hunter who was removed from the land and assimilated into the Eurocentric Canadian system.

Her mother is qallunaaq, but capable of understanding and speaking the Inuit language.

“For me to get to where I am today — who I am and how I look at the world and everything — it’s made up of my ancestors and everyone that I’ve crossed paths with,” she says.

She also conveys a strong political message in some of her Facebook and Instagram videos, offering insights into how established government practices could be reformed. The federal political structure is disconnected from the Inuit perspective of being rooted to the land, she says.

The “political” system that resonates with her is one where people are in harmony with each other and everything around them, as opposed to the “greedy” and “unrealistic” corporate-driven approach.

“I think naturally I am very political. I will do whatever it takes to ensure my children have a future and everyone else’s children have a future,” says Illauq, a mother of three, ages six to 13.

“What we are doing right now to the resources and the crises that we have put ourselves in as human beings, our children are going to pay for it … the road that we are on, we won’t be able to move back from it. We can’t put the oil back in the ground. We can’t take the iron ore dust out of the waters that’s affecting all of the animals.

So every decision we make, it is very political.”

Former Nunavut MP Mumilaaq Qaqqaq was vocal about life on Parliament Hill being an inhospitable environment because, as Illauq puts it, Ottawa doesn’t value an Inuk perspective or Inuk lived experience.

“The political system has no Indigenous principles in it,” Illauq says.

She contended for the leadership of the Nunavut NDP during the summer of 2021, a race that Lori Idlout won. While finding flaws with all of the longstanding Canadian political parties, Illauq found the New Democrats most aligned with her philosophy of putting humanity first.

“Politics is a crazy, ugly game … (with) an illusion of hierarchy,” she says of her first foray into federal political arena while in her 30s. “At the same time, I understand our realities today and the political system we are in — it’s there.”

From dropout to instructor An instructor with the Nunavut Sivuniksavut Inuit post-secondary program in Ottawa, Illauq has been teaching Inuktitut and contemporary issues since January 2021. She says she finds it “magical” to watch students grow and find their voice as they grasp Inuit history, the Nunavut Land Claims Agreement and how it’s all intertwined with today’s world.

“It’s absolutely very fulfilling,” she says, noting that the program has produced many Inuit leaders, including Nunavut Premier P.J. Akeeagok and ministers Pamela Gross and Adam Lightstone. “These students are so bright, they’re so capable … I do get strength from them.”

However, she also pointed out that some of the youth have overcome difficult circumstances to get there, while others are unable to overcome

“We need to change something here. There’s too many of our relations that have committed suicide. There’s too many children that have really horrific health issues because of the condition of the home. There’s so much PTSD,” she says.

As for her own education, Illauq was a high school dropout, struggling with “Western academics.” But, years later, she enrolled at Carleton University in Ottawa as a mature student. It wasn’t a miraculous turnaround. She had difficulty doing research and writing essays and she failed her first legal studies exam “miserably.”

“But I learned,” she recalls. “As a result, I ended up doing a combined honours in law and human rights and social justice with a minor in

Indigenous studies, got a bunch of scholarships and just learned along the way.”

As International Women’s Day approaches on March 8, Illauq didn’t name a specific female figure who she admires, when asked. She says she possesses just as much esteem for a person begging for money on the street as anyone else.

“Some of them are lucky just to get a nice hot meal a day, and they’re still able to smile and show compassion. That’s an inspiration.

It amazes me,” she says. “At the end of the day, most of them will show more love than the corporate CEO and they’ll be more trustworthy.

That’s one of my biggest inspirations: watching people rise above their hurt and just having the opportunity to listen to them.”

Pauktuutit interim president talks about women’s challenges and advancements Many Inuit still having trouble accessing healthcare, says Gerri Sharpe

On Feb. 24, outgoing Pauktuutit president Rebecca Kudloo’s term ended after eight years and vice-president Gerri Sharpe stepped into the role as interim president.

Sharpe spoke to Nunavut News ahead of International Women’s Day on advances Inuit women have made and the challenges they still face. This interview has been edited for length.

Nunavut News: What are some recent achievements or advances for Pauktuutit you have seen?

Gerri Sharpe: A recent achievement that comes to mind is that Pauktuutit has secured $20 million in funding for a minimum of five shelters for Inuit women and children who are fleeing violence. After 38 years of advocacy by the organization, this was a very important milestone.

I also think of how much Pauktuutit has grown, even just in the time I have been involved. We have gone from 15 staff to almost 50! This is a testament to the work the organization does.

Nunavut News: One of Pauktuutit’s goals has been change aimed at reducing violence against Inuit women and children, ranging from advocating for more women’s shelters, getting the RCMP to commit to policy reform, more addictions and mental health resources. Have any of these matters seen any substantial change?

Gerri Sharpe: At our 2020 AGM, Pauktuutit Inuit Women of Canada called on the federal government to make a commitment to provide a minimum of $20 million towards the building

of five new shelters in Inuit Nunangat, – one per region, and one in Ottawa for Inuit women and children fleeing violence.

One year later, this commitment was realized with the new funding announcement in the November 2020 Fall Economic Statement, which included Inuit-specific shelters to improve the safety and security of Inuit women.

Our Pinasuqatigiinniq Agreement with the RCMP is a step in the right direction and serves as a foundation to build a cooperative relationship with Inuit women and gender-diverse peoples.

Together, we will continue to prioritize and take action on the 46 Inuit-specific Calls for Justice. Recently, we have reviewed, and provided analysis on, the Guides for Families of Missing Persons and Families of Homicide Victims as well as working together to ensure a GBA+ (Gender-based Analysis) lens is applied to the development of the Body Worn Camera training.

Nunavut News: What are some challenges Inuit women continue to face here in Nunavut and other places?

Gerri Sharpe: Inuit women continue to face challenges while accessing health care within Inuit Nunangat. The lack of health infrastructure in Canada’s North, where most Inuit reside, creates a system that forces women to leave their home communities.

The revitalization of Inuit midwifery is one effective tool to confront anti-Indigenous racism in Canada’s health care system and to eliminate the existing gap in health outcomes for Inuit women, gender-diverse people, and our families.

It allows for a system that is more inclusive of our distinct needs. This can help strengthen our

communities as a whole.

Another significant challenge is the lack of Inuit women’s leadership. The past half century has seen major advancements in gender equality and diversity in Canada, yet Inuit women continue to be under-represented and unrecognized for their roles in leadership. While Inuit women’s organizations like Pauktuutit are now invited into decision-making rooms, most often Inuit women are still denied a seat – and a vote – at the tables.

This is true at the community, regional and national levels, where the capacity and talents of Inuit women and Inuit women’s leadership to address critical challenges are too often diminished or untapped.

Pauktuutit’s Inuit-specific GBA+ Framework has already begun to address these critical challenges and create systemic change.

Nunavut News: What would you like to say to Nunavut on International Women’s Day? Gerri Sharpe: Inuit women are in the best position to ensure that opportunities reflect the distinct Inuit cultural values and practices.

When Inuit women participate fully in public life, we all benefit from the diversity of their knowledge and experiences. It is important to ensure the inclusion of Inuit women’s equal participation across Canada, to create meaningful change, for all generations.

Gerri Sharpe: Remember to stand tall and be proud of who you are. We are Inuit, are all humans and we are alive. We are here and we’ve got this.

Internet service driving man mad Qiniq needs federal funding, ‘still working to get more done’

“All my friends in Rankin, we complain about our internet,” said Billy Gallant. “It’s terrible. It’s on and off, on and off.”

He put a poll up on Facebook to see if other residents were satisfied with the internet in town, and in more than 100 responses, the vast majority were not.

“So far, three have been satisfied,” said Gallant.

He’s on Northwestel now, but he’s used Qiniq in the past. What particularly bothers him are the low data caps – 200gb for Northwestel and 100gb for Qiniq – and the town’s notorious evening slowdowns, where Gallant says he will be completely disconnected for several minutes at a time.

The data caps are such an issue that Gallant has been paying more in overage charges than his basic internet plan, estimating he pays about $800 a month for internet.

He’s called Northwestel for explanations several times but hasn’t received the answers he’s looking for.

Calling and individually complaining is fine and all, he said, but he started his poll to see if there could be strength in numbers to effect some sort of change in the community.

“One person, they’re not going to listen to,” said Gallant. “But maybe if 96 per cent of the residents of Rankin Inlet are unsatisfied with the internet service, maybe somebody will listen.”

He just wants answers: is there a limitation on internet here, and what is it? Do providers not have capacity to serve the needs of Rankin Inlet residents? Or are they artificially capping usage?

“If there’s a limitation, say so, so people can understand and make better choices about their internet,” said Gallant.

Though it may not seem like a big deal to some people, Gallant said the limitations can seriously affect those doing university coursework, connecting with family in the south or other professional needs – not just Netflix streaming.

Dean Proctor, chief development officer at SSi Canada, the parent company of Qiniq, gave a lengthy explanation of what the limitations are for internet in Rankin Inlet and the territory, explaining that his company is ready and raring to increase capacity if the federal government can help out.

“The whole question of quality of internet in Nunavut is a topic that is very near and dear to us,” he said.

All 25 communities in Nunavut are dependent on satellite, said Proctor, and “there’s only so much satellite capacity in space.”

In internet terms, the ‘backbone’ infrastructure is what connects a community to the rest of the

world. In the case of Rankin Inlet, it is ‘satellite-dependent’, and the satellite backbone used by Qiniq connects to a teleport in Ottawa. Then there’s the gateway infrastructure in town into which the backbone connects.

Third, there is the local or ‘last mile’ infrastructure, which is also connected to the hub and is the final piece of how the consumer connects to the local infrastructure, which is either by a wireless connection, like a wingle or router, or a wired home hookup.

“We are constantly working to improve both backbone capacity and the last-mile capacity,” said Proctor. “That means we’re constantly investing into the network.”

Since Qiniq began in 2005, the company has invested more than $100 million into Nunavut’s internet, supported by a nearly equal amount from the federal government.

However, the feds haven’t been picking up the phone lately, which makes further significant investments to the infrastructure either challenging or outright impossible economically.

“What has been happening of late, which is very frustrating to us and is even more frustrating to the people living in Nunavut, is that there have been broadband funding programs which are still awaiting decisions,” said Proctor.

He named the CRTC’s Broadband Fund, which started in 2018. It offered $750 million over five years, $75 million of which would be specifically set aside for exclusively satellite-served areas, which is mainly Nunavut in Canada.

The first call for applications came in 2019, and SSi Canada promptly applied. Proctor expected a rapid decision, but “nothing came.”

The CRTC then put out another call for applications in 2020, said Proctor, which the company applied for again.

“It is now two-and-a-half years later,” said Proctor. “There’s still no decision from the CRTC Broadband Fund for Nunavut. There have been no decisions made. They’re just sitting there. The last conversation I had with the commission was that no decisions have been made.”

Not even a yes or no, he said.

Meanwhile, another arm of the federal government created the Universal Broadband Fund, which SSi also applied to.

This time, the company got short-term funding of $5 million, while SSi made connections with a commercial satellite operator to free up an entire satellite for northern Canada.

SSi was then able to fly crews to every community in the territory and point their satellite dishes – 36 in total – to the new satellite. That increased capacity by multiple times, said Proctor, and allowed the company to increase data caps.

“Is that enough? No,” said Proctor. “But it’s

He’s hoping either the Universal Broadband Fund or CRTC’s Broadband Fund can come through with the bigger investment needed for SSi to act on.

“We have solutions where we can actually increase very significantly the amount of capacity available to consumers, and for that matter to business and government in Nunavut, and that can come almost immediately,” he said. “But we need to work with investing partners on that. So that means the

For its part, Northwestel replied to Kivalliq News with an emailed statement and said improvements may be coming soon.

“We’ve seen significant shifts in internet use as more people are working and studying from home,” wrote Northwestel, adding that more devices are connecting at once, impacting the internet experience for some customers. The company states it will continue to make adjustments over the coming weeks to optimize the network.

How do you break a bias when it is so deeply ingrained into our culture as a whole?

International Women’s Day challenges us this year to ‘break the bias,’ sometimes unconscious, that affects women whether in the workplace, home or society in general.

Many women are breaking through barriers and taking leadership positions in their communities, in the legislature, in workplaces and beyond – we can find inspiration almost anywhere we look with women paving the way forward for future generations.

The legislature has seen an increase of one female member overall from the last election, now six of 22 seats are filled by women, three of whom are also members of cabinet.

The appointment of Mary Simon, our first Inuk Governor General, to one of the highest offices in the country is certainly an inspiration, showing young women that passion and hard work can lead you places unexpected in past decades.

Of course, it’s easy to find inspiration in ceilings being shattered; anyone reaching new heights is sure to encourage others to try and do the

same, but what about finding comfort in the ordinary?

Like in the case of Mary Fredlund, who recently stepped down after helming Rankin Inlet’s Ikurraq Food Bank Society for more than 25 years, and the countless other volunteers who give their time to their communities in so many meaningful ways.

Or in Iqaluit, where 30 per cent of emergency responders are women – a fact the municipality is celebrating and showcasing on International Women’s Day, March 8.

“It’s a good promotion, I think, especially for younger girls to see that it’s a job possibility for them,” says acting fire chief Lieut. Sharon Nowlan.

Nunavut News interviewed influencer and Inuktitut instructor Aliqa Illauq, who says she possesses just as much esteem for a person begging for money on the street as anyone else.

“Some of them are lucky just to get a nice hot meal a day, and they’re still able to smile and show compassion. That’s an inspiration. It amazes me,” she says. “At the end of the day, most of them will show more love than the corporate CEO and they’ll be more trustworthy. That’s one of my biggest inspirations: watching people rise above their hurt and just

having the opportunity to listen to them.”

We’re in the midst of several concurrent crises, where violence against women, suicide and poverty intersect to create difficult circumstances for even the most resilient among us.

While there are resources created to try and ease the immense burdens being carried – online and telephone counselling, social programs such as income support, and $11 million in funding for new shelters for those fleeing violent situations – many of these intended sources of help are still difficult to access or plain impractical, depending on the situation.

Baker Lake, Gjoa Haven, Pangnirtung and Pond Inlet are in line to have new shelters created, along with the existing ones in Cambridge Bay, Iqaluit, Kugaaruk, Kugluktuk and Rankin Inlet.

Having to be flown from your home community to have a safe roof over your head is unacceptable, especially as a survivor of violence. Nine communities is a better position to be in than five, or zero, but the real issue remains the violence itself, and the healing required for men and women to move forward together.

Residents are enjoying brighter sunshine daylight as soon spring will be here in no time with warmer weather. In March, lots of drifting snow and snow blizzards, lots of blowing snow gives a nice day to be out on the land hunting and ice-fishing to harvest food for their families and community.

The Ekaluktutiak Hunter’s and Trapper’s Organization (EHTO) is busy giving out polar bear tags for residents whose names are picked out will be able to try and harvest a polar bear. This season there are 11 tags available - 8 tags for McClintock and 3 tags for Hadley Bay. Good luck to all hunters.

The EHTO is also calling out for hunters and fishers to go and harvest country food of caribou, muskox, fish and seal for the community of Cambridge Bay. The harvesters will get paid $450 to help with gas/oil and supplies to be out on the land. Be safe out there and good luck – community Elders and members always enjoy a gift of country food which is most appreciated. Everyone gets so happy when given country food, as it is part of Inuit diet, always a delicacy especially for Our Elders. We appreciate the hunters and fishers very much,

especially for those who do not have equipment to go to the land to harvest. All of the funds paid to the hunters and fishers is part of the food security program distributed by the federal government during the pandemic. The local food banks, and HTO’s and meals for kids at schools have also had the support of the NTI, ITK and federal government of Canada. We wish to thank all the hard working staff at Kitikmeot Inuit Association for their efforts in distributing and roll out the Covid-19 funding programs, as well as the KIA Board of Directors for their continued support to the beneficiaries in need during this pandemic.

Many schools have re-opened across Nunavut and students are back in class. Many restrictions have lifted from the Chief Public Health Office of Nunavut, located in the capital city of Iqaluit, Nunavut. Restaurants in Cambridge Bay, Nunavut have been busy with take-out orders. The stores are busy with customers. Snow ploughing is always on the go, municipal services continue to serve their residents, offices are opening up. Airlines continue to fly in and out. Underwater recovery team retrieves body of bulldozer driver at Sabina site Arctic Ocean mission one of the most complex recoveries to date for the RCMP

When a bulldozer and its operator plunged through the ice at Sabina Gold and Silver’s Back River project on Jan. 17, the depth of the frigid Arctic Ocean waters made recovering the worker’s body problematic.

The British Columbia RCMP Underwater Recovery Team was called upon to carry out the operation.

A remote-operated vehicle that can dive down 300 metres was transported to the site.

The bulldozer and its operator had come to rest 159 metres below the surface, making it the deepest RCMP underwater recovery in history and the police force’s first operational dive above the Arctic Circle.

The ice above was between 1.5 and 2 metres thick. The members of the RCMP dive team were working at temperatures below -40 C with a windchill dipping into the -50s C earlier this month.

The remote-operated vehicle quickly located the piece of heavy equipment and its operator. However, it became entangled in a rope placed as a reference line and couldn’t be freed, according to the RCMP. Consequently, the police force contacted the RCMP National Underwater Recovery Training Centre for assistance. A newer model remote-operated vehicle was shipped to the site. It was able to open the door of the bulldozer and remove the operator.

“Although a tragic circumstance, the combined efforts of the RCMP police divers involved were able to return the operator to his family and provide information for the investigation to prevent these type of accidents in the future,” the Mounties stated.

Supt. Jim Elliott of the B.C. RCMP added, “My condolences to the family, friends and co-workers of the operator. It was through the incredible technical skill and team effort of the RCMP Underwater Recovery Team were able to bring this tragedy to a resolution.”

Elliott noted that the recovery was “one of the most, if not the most complex recovery to date for the RCMP.” Sabina Gold and Silver declined to reveal the identity of the deceased, but a company spokesperson said the worker was from Eastern Canada.

The bulldozer was being used to build an ice road when it sunk.

The RCMP referred to the original incident as a “workplace accident.” It was reported to the Workers Safety and Compensation Commission (WSCC) for investigation. That agency has two investigators on the case. The purpose of the investigation is “to determine the cause of the incident and whether or not there were any violations of health and safety legislation,” according to WSCC communications manager Maggie Collins. The analysis can take up to a year and information can be shared with the RCMP or other legal authorities upon request, Collins noted.

WSCC will not release any other details pertaining to an ongoing investigation, she said.

Tentative labour agreement reached for GN staff NEU committed to encouraging employers to have workforces reflective of the population of Nunavut

More than three-and-a-half years after the last deal expired, the Nunavut Employees Union and the Government of Nunavut have arrived at a tentative settlement for a new collective agreement.

The provisional terms were agreed upon as of Feb. 26, the parties announced on Monday.

The previous agreement ran until Sept. 30, 2018 and, despite numerous rounds of negotiations, the sides couldn’t come to an understanding. The union filed a lawsuit against the

territorial government in early 2020, accusing the GN of bad faith bargaining.

Increases to Northern allowance and pay rates were among the remaining sticking points heading into negotiations last week.

Both parties must now ratify the new deal.

For the union, that means approval by 50 per cent, plus one. Details of the new agreement’s contents will be forthcoming when that happens, according to the territorial government.

NEU president Jason Rochon described the recent negotiations as getting off to a “rocky start” but said “the GN representatives did move towards reaching an agreement over the week.”

The union leader said he couldn’t blame the

three-and-a-half years of delays entirely on the pandemic because the union was able to negotiate agreements with other employers “with far less resources than the Government of Nunavut” during that period.

“So while Covid-19 may have been a complicating factor, it is certainly not the reason why these talks took so long to result in a tentative agreement,” stated Rochon.

Upon announcing the tentative agreement on social media, some Nunavummiut responded to the NEU with a request to prioritize a representative government workforce next — meaning Inuit would comprise 85 per cent of GN workers as opposed to 51 per cent, where the mark has

essentially stood for many years.

“The NEU is committed to working with, and, when required, calling out or pushing employers who do not have workforces reflective of the population of Nunavut,” said Rochon. “We will also be calling on the GN to address issues such a high levels of vacant positions and to offer training and advancement opportunities for current and future Inuit employees. The GN is by far the largest and most influential Nunavut employer and the NEU will push the GN to be a leader by example when it comes to providing Inuit employment opportunities that can enrich the economic and social situation in all Nunavut communities.”

Iqalummiut see boil-water advisory ended

Iqaluit Iqaluit was once again under a boil-water advisory following a planned water shutdown on March 1, announced the previous day to take place in the morning. The shutdown took place from 9 a.m. to 12 p.m. to allow for replacements to key valve infrastructure.

The advisory, announced over an hour into the shutdown, recommends people prepare ahead of time for any water inconveniences.

On March 4, just before 2 p.m. the advisory was lifted.

Vet clinic coming

Kangiqliniq/Rankin Inlet Kangiqliniq Spay, Neuter and Rescue and the Rankin Inlet Fire Department will be hosting a spring veterinary clinic April 8 to 13.

Entrants must be Kivalliq beneficiaries and 16 or older. The winner of the contest will be eligible to receive a $2,500 prize plus two Calm Air return tickets.

Nukik was formed to lead the Kivalliq Hydro-Fibre Link, a “nation-building” 1,200 kilometre transmission line and high-speed fibre-optic broadband link between Manitoba and the Kivalliq region.

Mineral enthusiasts sought

Nunavut The Government of Nunavut is offering up to $8,000 to assist would-be prospectors.

Under the Nunavut Prospectors Program, people who are prospectors or interested in searching for minerals are eligible for funding to help cover field expenses, sample analysis costs, assistant wages, materials and supplies.

Applicants must be Nunavut residents, 18 and over and have prospecting experience or completed the Introduction to Prospecting course.

Before applying, the GN suggests applicants contact the Department of Economic Development and Transportation to set up an initial discussion with a resident geologist and to prepare for all necessary permits. The deadline is April 29.

Kivalliq Nunavummiut workers will once again be welcomed back to Agnico Eagle’s Kivalliq projects as of the week of March 14, the mining company announced March 3.

The most recent occasion when the mining company sent Nunavummiut staff home with pay was shortly before Christmas to prevent Covid-19 from spreading to surrounding communities.

Agnico Eagle’s return-to-work plan has been shared with the Office of the Chief Public Health Officer and logistics are being finalized.

“Throughout the past year, we have built a robust process to protect our employees and adapted these to suit the changing state of the pandemic, such as screening processes, testing procedures and hygiene measures, all of which have proven effective in providing enhanced safety on site,” stated Agnico Eagle. “Those measure will continue to be adapted based on the current state of the pandemic.”

Qimmiit revitalization, language and cultural healing programs on the table

Borne from the Qikiqtani Truth Commission (QTC) under the Qikiqtani Inuit Association (QIA), the Saimaqatigiingniq Fund was made to address recommendations which relate to light-

ening the burdens from the impacts of colonialism and racism.

Following a formal apology by the Canadian government on Aug. 14, 2019 to Qikiqtani Inuit for these impacts was a federal contribution to the Saimaqatigiingniq Fund which addresses the healing of past traumas and attacks on Inuit culture.

The inaugural report for Saimaqatigiingniq summarizes its programming since March 31, 2021.

Programs were established in three areas to address recommendations made by the QTC, which include: - Acknowledging and health past wrongs; - Strengthening Inuit Governance, and; - Strengthening Inuit Culture.

The Fund’s first year coincided with the introduction of the Covid-19 pandemic to the territory, shifting QIA’s main focus to emergency support programs. Restrictions on travel within Nunavut also saw Saimaqatigiingniq programs get delayed, modified or outright cancelled.

In the final report by the Commission, QTC Commissioner James Igloliorte noted the importance of acknowledging past wrongs, that Qikiqtani Inuit will be forgiving as long as the apology is sincere and a respectful partnership with Inuit follows.

“They were clear that what they experienced needed to be hard, not just by the Commission, but also by the Government of Canada,” he wrote.

Initiatives specifically funded by Saimaqatigiingniq include Qimmiit Revitalization, which initially started off with a $100,000 commitment to support dog-racing related activities in the Nunavut Quest. However the Nunavut Quest races in 2020 and 2021 were cancelled and instead $5,000 in support was provided to 14 registered dog teams.

Another Qimmiit Revitalization program was the Qimuksiqtiit Gathering in Iqaluit, where the dog teamers discussed laying out a road-map to revitalizing dog teams in the eastern Arctic.

Also a part of Saimaqatigiingniq funding is a June 2021 agreement to produce more Inuktitut educational resources for Nunavut students between QIA and the Government of Nunavut’s department of education.

On the table as well are on-site healing programs for those who were made to relocate from the now-abandoned Nunavut communities of Dundas Harbour, Kivitoo, Padloping and South Camp (Belcher Islands) during the 1950s and 60s. These on-site programs would bring those relocated back to those places for on-site healing ceremonies and programming.

QIA president Olayuk Akesuk said Saimaqatigiingniq will play an important role in the healing of Qikitani Inuit moving forward.

“I am humbled by the resilience of Inuit as we strive for Saimaqatigiingniq, to heal from (the) heavy parts of our past and celebrate our culture and future as Inuit.”

QTC portfolio lead Liza Ningiuk also emphasized the importance of healing, saying “QTC programming holds great potential for our communities, including renewing parts of our culture that were discouraged and taken away from us, understanding the histories in our communities and what our parents and grandparents experienced,” she said.

A man suffering from psychosis is not criminally responsible for a vicious assault that almost took the life of his four-year-old nephew, a Nunavut judge has found.

The man pleaded guilty to a charge of attempted murder. Counsel requested that he should undergo a psychiatric assessment to determine whether he was in the grips of a mental disorder.

In March 2021, the offender approached the four-year-old victim in the street, hoisted him into the air and slammed the boy head first into the ground. He did this twice.

The boy’s mother witnessed the horrific incident from a nearby home. She was unable to prevent it and, by the time she reached him, her son laid on the ground unconscious while his uncle walked away without saying a word.

The victim had a baseball-sized lump on the right side of his head. After being assessed by medical staff and found to have a brain bleed, the child wasn’t expected to survive. Following

a medevac flight to Edmonton, he underwent 12 hours of surgery, which involved the removal of half of his brain due to the severe damage.

He was put on life support, but his condition improved markedly and 10 months later he was able to return home to his family.

“Nonetheless, he continues to face a future with limitations and medical interventions. It is not possible to say whether he will ever make a full recovery,” the court decision reads.

The offender was arrested and told police that he “was sent on a mission to kill the victim because the victim was the son of Satan.”

The man believed that God told him he must kill the victim, the court decision explained.

The psychiatric evaluation revealed that the man suffered from a psychosis that was not caused by substance abuse. The assailant has been in custody since he was arrested. Psychotic symptoms, with religious overtones, have persisted. He has reportedly responded well to anti-psychotic medication.

The Crown prosecutor subsequently applied to have the offender declared not criminally responsible for his violent attack on his nephew, an application that the defence lawyer supported.

“I find that the accused was suffering from a

mental disorder that rendered him incapable of knowing that the act was wrong. Accordingly, I find him not criminally responsible because of mental disorder,” Justice Susan Cooper wrote in her Feb. 3 decision that was circulated to the media on Feb. 24.

Cooper referred the matter to the Nunavut Criminal Code Review Board, which oversees the placement of offenders found unfit to stand trial or not criminally responsible due to a mental

disorder. The board can order guilty parties to be detained in a hospital or be released into the community with or without conditions.

In the meantime, Cooper is requiring the offender to be held in custody in a hospital, likely a mental health facility in Ontario, where he previously received treatment.

The court prevents the identification of the parties involved in this case and did not disclose the community where the offence occurred.

“When you look at it, this is an organization within a bigger organization,” said principal Olusoga Tomoloju. “In other words, it’s a community within the bigger community. There has to be collaboration, partnership and so on for our students to thrive and for us to meet their learning needs.”

Supporting students goes beyond in-school activities. It extends to supporting their families and the community at large, he said.

Every student had the opportunity to take home a hamper – reusable bags so stuffed to the brim that several broke and needed to be re-bagged before youth could take them home – for the second time this school year. It’s part of an initiative the school has dubbed We Care. The hampers contained ham, ground beef, bread, mashed potato and many more items that families need.

Tomoloju said he wants to send a message to the community that the school cares.

“We understand that there are families that really need a little bit of help, so we don’t take it for granted,” he said, adding that the Rankin Inlet District Education Authority provided the funding necessary.

The response is always phenomenal, he added.

“You can tell with the love, the hugs, the smiles, the thumbs up, it’s a reflection of the acceptance of the initiative,” he said.

It also plays into the reciprocal nature of school-family relationships — furthering collaboration and support between families and the school, noted Tomoloju.

“Anything we can do to support our family, that’s why we’re here,” he said. “It doesn’t have to be academic only.”

That all comes down to the core of MUI’s philosophy: Maslow’s hierarchy of needs, represented by a pyramid displaying the foundational blocks needed for people to reach their creative potential.

“If the physiological and the psychological needs are not met, learning cannot take place,” said Tomoloju. “There has to be food in the tummy. They have to be socially OK.” The school is hoping to hold another We Care hamper giveaway before the end of the year.

Yamal on the outside looking in Russian jurisdiction suspended ‘with immediate effect’ by Arctic Winter Games International Committee

The invasion of Ukraine by Russia one week ago has basically made the country a pariah in more ways than one, including on the sports scene.

Many international sport organizations have told Russian athletes and teams to stay away until further notice and that now includes the Arctic Winter Games.

The Games’ international committee on Tuesday evening officially suspended the Yamal delegation of Russia from the AWG program with immediate effect, citing the “attacks unfolding in Ukraine”. The suspension was announced through a press release issued by Moira Lassen, the international committee’s operations co-ordinator.

“The Arctic Winter Games International Committee is deeply concerned regarding the ongoing events in Ukraine and the grave impacts on human life,” stated John Flynn, president of the international committee, in the release. “We join our global partners in calling for peace.”

The release did not make clear how long the suspension was for but at the present time, it means that Yamal will not be part of the 2023 AWG in Fort McMurray, Alta., this coming January.

There was also no indication as to the status of Yamal’s scheduled

hosting of the AWG in 2026 after the international committee awarded it to the region in fall 2020.

Lassen said the international committee was unable to comment on either the timeline or the status of Yamal’s hosting.

From the perspective of Team Nunavut, there was no prior notification from the international committee that Yamal would be suspended, according to Mariele DePeuter, Team Nunavut’s chef de mission.

“I figured there would have been some discussion about it based on what we’ve been seeing,” she said. “I’m sure it was a very difficult decision to make but we trust that the international committee looked at it in a number of ways.”

If Yamal isn’t part of the program for 2023, DePeuter said it would be a big loss.

“We will miss them because they are a very valued member of the program and they bring a tremendous culture,” she said.

Something else the release didn’t mention was whether a replacement team would be brought in if Yamal isn’t allowed to compete and DePeuter said she doesn’t think there would be time to bring another team in for 2023.

“I’m sure there will be more discussion about what to do about that down the road,” she said. “I’m hoping we’ll all get to reunite because it’s been a long time with no games and we haven’t seen each other. It’s going to be a much different vibe, for sure.”

Yamal has been a part of the AWG program since 2004.

When you think of athletes, you first think about the National Hockey League because there is a rather sizable amount of Russian players who make their living on this side of the Pacific Ocean. A lot of the statements I’ve read from Russian players, notably Alexander Ovechkin, have been very vague. Sure, they want no war — who wants war? — but nothing really equaling a condemnation. The NHL condemned the Russian invasion and will suspend business with any of its Russian partners.

I can see their side of it because the last thing they need is to be seen as “traitors”. Now that I’ve stopped dribbling for the time being, let me postulate about this whole thing: This could have, and should have, been stopped well before we reached this point. Diplomacy is the way you do it but people like Putin only understand one thing: strength. Had we helped Ukraine a bit better than simply holding up pieces of paper telling the world that we stand with them and, oh, don’t you like that pretty hashtag, Putin would have read the tea leaves. Ronald Reagan had it right during his presidency when he said “peace through strength”. War should be the absolute last option but you also show the other side you mean business by showing them that yours is bigger than theirs.

Had the artillery shown up before now, Putin would have backed off. And if that didn’t work, then the sanctions kicked in. Yes, the sanctions have crippled the Russian economy to the point where a piece of toilet paper has more value than a ruble, but Putin likely did a cost analysis before kicking off. He probably knew the world wouldn’t do anything to him until after he moved in, giving him ample opportunity to collect his kopecks and count his savings.

Oil and gas is where Putin will be hurt the most, which is why when the troop build-up was first noticed this time last year, any and all oil and gas imports should have been stopped. All that did was give Putin more money for his coffers and more confidence that the world wouldn’t stop him. The Nord Stream 2 pipeline should have been capped and deals cut for oil and gas with allies.

Like, for example, Canada. But when you become dependent on an adversary for energy thanks to outsourcing your environmental policy to some Swedish teenager, this is the end result.

Russian diplomats should have been shown the door, embassies closed, relations cut. It’s awful tough for Russia to do business around the world when no country wants to even pick up the phone and you can’t lobby anyone in person. Sure, China can play the run-around on any sanctions, diplomatic or financial or otherwise, but they’ll only buy so much. You think other allies like Iran, Venezuela or Cuba will pick up the slack? Venezuela’s currency is toilet paper because that’s how some people have been paying for goods and services in that once-prosperous (and very, very oil-rich) nation. The barter system, gang.

Anyway, they claim there are smarter people than I working on this so let’s let them try and figure it out. In the meantime, I’ll see how I do with speaking up and pitching.
