Every two weeks, on Mondays, a new batch of contestants will be posted to the Nunavut News Facebook page and remain in competition for two weeks (starting Monday).

The winner of each round will enter a

final playoff for another two weeks.

The stitcher with the most likes and shares wins.

The final winner will be declared Nunavut's Best Stitcher and will be awarded a wolf pelt (valued at around $1,000) from the International Fur Dressers and Dyers Ltd.

Spikes in 'usage' anger Iqaluit customers Customer wants transparency and accountability from Northwestel on Internet issues

Dozens of Iqalungmiut are reporting mindboggling usage spikes with Internet service provider Northwestel.

Some customers are reporting the spikes occurred when their modems weren't connected or when they were on holidays.

The company launched its new higher-speed Tamarmik Nunalitt network infrastructure in early October.

"At the beginning of the month our account read we were going through a minimum of 10 GB a day, over 20 GB on the 2nd," said Jasmine Redfern, who signed onto Northwestel's new high-speed deal offering 100 GB. Then Iqaluit was hit by a wind storm Oct. 4.

"On the day of the storm our phone line, the wire, actually fell from the house. So our home isn't connected to Northwestel at all. Since then we've been told we've used an additional 30 GB of data," said Redfern.

"My partner (Shawn Watchorn) is the one who made the last two service calls, saying, 'I don't know how you can say we've used an additional 30 GB when our physical building is not even connected to the pole and our modem inside the house is not even connected to the wall.' The customer service agent got very upset with him, saying, 'I'm telling you what I'm seeing at my end and we don't have any issues here.'"

Since he wasn't getting anywhere with the agent, Watchorn thought to call again for another agent or a manager. The same agent answered his second call. Watchorn asked to speak with a manager. The agent hung up on him.

That Oct. 9 interaction was the last one the couple had with North-

westel.

Redfern turned to Facebook, wondering if anyone else had experienced similar issues. In a thread with 100 comments the morning of Oct. 10, more and more Iqaluit residents told their stories.

"We have experienced the same thing this past weekend. Northwestel said we went through 20 GB in 48 hours. My husband talked to the representative who told him that there was nothing wrong with Northwestel's system," said one.

"We've had ours unplugged, as well and Northwestel says we've gone through 95 per cent of our monthly limit in the last few days," said another.

Kyle Sheppard told Nunavut News his household got the new service upgrade Oct. 3.

"We are at 49 GB of usage already and we were gone from Oct. 4 until today," said Sheppard Oct. 9.

Some commenters noted such spikes and overages are the reason they stopped using Northwestel.

"Can't believe that is still going on!! The reason I cancelled and switched to Xplornet four years ago.

Suffered through two years of billing issues," noted one commenter among many expressing the same sentiments.

Northwestel should investigate A few Qiniq users noted milder spikes in their usage.

Qiniq communications manager David Veniot said his company has not received reports or calls on the matter. Qiniq users can access the Cruise Control feature, which allows customers to control the rate at which they download data, he said.

"We have no idea if this problem is a result of Northwestel's Tamarmik Nunalitt network. Qiniq does not yet have access to this new federally-

Iqaluit The City of Iqaluit has successfully re-filled Lake Geraldine, its fresh water reservoir, a project begun in August.

"The task force has completed its main objective of filling the reservoir to ensure an adequate supply of water is available for the winter months," stated the city's communications manager Andrea Spitzer in an email.

"The task force is pleased with the success of the operation and is confident that the reservoir levels will be adequate for the winter."

The task force, made up of city and territorial officials and experts, was created to deal with an unprecedented low reservoir level.

Spitzer also stated the city is currently undertaking a study of a variety of options for long-term water supply, including a number of locations along the Sylvia Grinnell River and a large lake, identified but unnamed to the north-east of the Iqaluit.

In the meanwhile, city administrators hope council will approve a budget proposal that would include a second replenishment in 2019 in case that's needed.

"The city has retained all of the equipment it has purchased as part of the supplementation effort. The GN equipment loaned to the city for the effort is stored in Iqaluit pending need elsewhere in the territory," stated Spitzer.

However, Spitzer stated it's important for residents to continue in water conservation efforts.

"Water conservation means using our limited water supply wisely and caring for it properly. Fresh, clean water is a limited resource and we all have a role to play in using it responsibly," she stated.

The city's identified bleeds and breaks, recognized as a major cause of wasted water, have been repaired.

"To date, Iqaluit's water demand is 80 per cent compared to last year. This can be attributed to the city's actions to reduce water loss through repairs and from residents efforts to implement conservation measures," stated Spitzer.

"In the interest of fair competition, Northwestel was not to give themselves preferred access before sharing with others, but we are still

Veniot also said in the event they receive a call related to over-usage, Qiniq would immediately investigate.

Redfern said she wants Northwestel to acknowledge that there have been issues with their system.

"I'd just like some transparency and some accountability. It's not very fair that they immediately say, 'Everything's fine on our end,'" she said, adding the first response should be for the company to investi-

gate the situation.

Northwestel's director of communications Andrew Anderson issued a statement the afternoon of Oct. 10 following the online publication of this story, saying the company "is aware of information that some Iqaluit customers may be experiencing unexplained increases in data usage."

"We are looking into each one," stated Anderson, encouraging anyone with issues to notify the company.

Lack of treatment looms over drug legalization Northern News Services

Cannabis use will be legal in Nunavut – and the rest of Canada – this week, but is Nunavut ready for this?

Early this month, the territory still did not have an agreement with a supplier of cannabis products, though Dan Young, the director of Nunavut Liquor and Cannabis, is confident the agreement will be in place by day one, Oct. 17. Nunavummiut will be able to make orders online that day, he says.

The Nunavut Liquor and Cannabis Commission has some breathing room to deliver on the federally imposed legalization of the product.

Finance deputy minister Dan Carlson has said Nunavut's system doesn't need to be mature right away, as the territory has the advantage of piggy-backing on other regions with existing infrastructure.

To start, an outside firm will supply the goods through Canada Post, meaning everyone will have equal access straight away.

Then other potential suppliers will have two years to get their plans in place to take over the business.

We know the market is strong for cannabis products because there are plenty of people using them within Nunavut already. A government poll found three-quarters of Nunavummiut polled support legalization.

The distribution system will be ready and the market is primed. The real concern is whether the systems are in place to deal with the aftereffects of legalization.

The Government of Nunavut's experiment with its beer and wine store in Iqaluit has shown the government is able to take an indemand drug, manage it and reduce abuse, bootlegging and crime all at once.

And regardless of whether Nunavut is ready or not, alcohol and cannabis are already in every community. By providing better access to drugs so they can be consumed

behind closed doors, the effects are less likely to spread onto the streets and people can use the money saved to make healthier choices.

But Senator Dennis Patterson remains concerned about the safety of cannabis. He has warned there will be mental illness, brain damage and even deaths. His concern is that Nunavut still doesn't have an addictions treatment facility. This is the thorn in what otherwise appears to be a rose for many involved in the legalization of cannabis.

We share Patterson's concern. In our experience covering Nunavut's courts, substance abuse is to blame for almost all crime in the territory.

Alcohol tends to be the problem of greater concern and the resulting crimes have left a trail of misery far too familiar to any family in Nunavut. Cannabis has a smaller presence in the court files, but it remains a risk for those prone to addiction.

We have yet to see a serious effort toward culturally-appropriate addictions treatment and support for those affected by drug use. Without this, Nunavut's government can not say it is fully ready to handle its expanding responsibility over the distribution of legal drugs.

Taking a temperature check In most cases, people who are going out on the land will do a quick check of the wind direction and the temperature. They get their supplies and fuel, notify someone where they are going and off they go. They travel with anticipation of a good run with meat or furs to bring home. They also make sure their machines are in good running order with spare plugs, belt and maybe an extra ski just in case and all this is done for their safety and a successful trip.

Ever stop to do a societal, community or political temperature check? It is an interesting approach because we are all involved in this personal yet very public check. Are we at one extreme or is it status quo?

In my view, we become so overwhelmed that sometimes we throw our arms up in the air and say "I give up" or "I don't understand"

or "what is going on"?

Ever been there? Who do we turn to, what can we say or do? I believe if we stand up together we can bring attention to social justice, ensure affordable housing, provide for the hungry and clothe the needy.

It's too bad that now the campaigning and elections are over and done with at this time.

How quickly we forget the intentions and dreams we wanted to bring to the table on behalf of our constituents. How quickly the energy and enthusiasm is taken up with political correctness and posturing.

People across Nunavut are looking for leadership and guidance as we continue to work towards autonomy and full self-reliance.

Soon our mining industry will begin reclamation work and we still don't fully under-

Search for man now a recovery effort Two other missing Cape Dorset hunters located, one alive, one dead

A missing Cape Dorset hunter is presumed dead after the boat he was in capsized and a search for him is now a recovery effort.

Two of the man's hunting companions were located Wednesday – one alive, the other dead.

The Joint Rescue Coordination Centre withdrew its planes and crews and a Coast Guard ship was called off after they and local volunteers scoured shorelines and cabins along Negus Bay, about 10 km northeast of Cape Dorset, on Thursday but found no sign of the missing man.

"Survivability at this time of year is about three to four hours, so if they went into the water around midday on Tuesday, we've actually extended the search several times past what the models say the chances of survivability are," said Maj. A Hercules aircraft was among the resources deployed to search for three missing hunters in Cape Dorset on Oct. 10. One of the hunters was rescued, another was found deceased. The third is presumed dead.

A local searcher rescued one of the hunters on shore Wednesday afternoon. The man, who had been wearing a flotation device, was taken to the local health centre for an assessment.

confirmed that the rescued hunter's health is fine.

"He's all right," Toonoo said. "He's at home with his family."

But the impact of losing local residents is devastating.

"It's really stressful time for the community," said Toonoo,

who added that he suspects Cape Dorset volunteers will continue the recovery effort for the missing man's body, but it will be up to the search and rescue coordinator to decide that.

The hunters were travelling in a 6.7-metre freighter

canoe that capsized, according to Gough. The air temperature was around -1 C during the search on Wednesday and Thursday, he noted.

Among the survival factors that searchers consider are water temperature, air temperature, currents, tides, whether

due to return home, Emergency Measures Organization Nunavut called upon the Joint Rescue Coordination Centre to assist in the search Wednesday morning. A Hercules plane, a Cormorant helicopter and a Coast Guard ship were all dispatched. A Twin Otter with the Civil Air Search and Rescue Association, based in Iqaluit, was already in the air by that point.

On Wednesday evening, one of the hunters was spotted from the air, but he was deceased. Community members in boats recovered his remains, said Gough.

The decision to stop using military resources in trying to find the third hunter has to be made based on "clinical" factors, Gough said.

"This is really, really tough on everybody," he said.

"Unfortunately in the ocean in the Arctic, it's such a large area."

Kitikmeot airlift confusion continues Businesses and residents still seeking answers from Government of the Northwest Territories

Cambridge Bay and Kugluktuk residents still seeking answers about their sealift orders are hoping to find out Monday if their goods will be flown in or stored in Inuvik.

NWT government officials are expected to arrive and meet with residents then. The bureaucrats representing Marine Transporatation Services (MTS) were expected to show up on Oct. 10 but that turned into a teleconference with Cambridge Bay hamlet council when the GNWT representatives said their charter flight had to be cancelled – just like the last MTS barge into the Kitikmeot.

One of the people waiting to speak to them will be Cambridge Bay's Suzanne Maniyogina. She ordered a truck from Hay River on sealift and was eager to receive it as she has no other means of transportation.

She's now making finance and insurance payments on the delayed truck, which she says will make life much more convenient for her and her four school-age children.

"I'm the one usually picking them up, dropping them off; bring them to school and come to work," she said, adding that she has problems with her back, having had surgery in 2016 and frequent walks on slippery snow and ice are hazardous.

"It's not the best, having a bad back. It's really stressful."

Maniyogina said she received a phone call on Oct. 10 from a GNWT

employee designated to ask some questions about her sealift order but the woman had no answers for her, she said.

She's worried that her concerns will be overshadowed by those of municipalities and businesses that have hundreds of thousands of dollars in orders.

"I kind of feel like I'm the smallest person losing from all this," she said.

Wally Schumann, infrastructure minister for the GNWT, told Nunavut News on Oct. 5 that "we're not going to be hauling in vehicles and stuff like that."

He said vehicles will be placed in a heated storage facility in Inuvik until next year's sealift.

That's not what Maniyogina is hoping to hear.

"If they do that I really hope they step in and at least accommodate me with other means of transportation," she said. "It's very frustrating."

Cynthia Ene, executive director of the Kitikmeot Chamber of Commerce, sat in on the Oct. 10 teleconference. She said GNWT officials were asked about flying vehicles into the community and the response was aircraft services were being arranged last week. After those details have been settled, they said, it will be determined whether any vehicles will go on planes, Ene recalled from the conversation.

"Be transparent. Let people know that so they can make other arrangements," Ene urged GNWT officials during an interview with Nunavut

Kitikmeot residents will support more options for sealift service, but that doesn't necessarily mean it will include MTS, said Ene.

In regards to the weeks of delay for the barge's sailing date, the Department of Infrastructure indicated that ice conditions also prevented it from sending its vessel earlier in the summer, as scheduled, according to Ene. She said other sealift companies managed to get into Cambridge Bay, so she's perplexed by that explanation.

A copy of MTS's shipping schedule – to help piece together where and when ships were sailing – was requested during the Oct. 10 teleconference.

Nunavut News' repeated requests for supplemental information from the GNWT's Department of Infrastructure elicited no response prior to press deadline last week.

Boarding home strains to meet demand Cambridge Bay residents putting medical appointments on hold with no place to stay in Yellowknife

The need for beds at Larga Kitikmeot in Yellowknife is too much for the medical boarding home to meet at times and the growth of tourism in the NWT capital is leaving fewer accommodations alternatives.

"The hotels are booked.

We know that they're booked," said Casey Adlem, president and general manager of Larga Kitikmeot. "There's no beds in Yellowknife, so we have to

work with the Government of Nunavut to manage the number of guests who come to Yellowknife for medical. The impact this year seems to be larger than in previous years ... we're trying to manage it as best we can."

As a result of the strain, some Kitikmeot residents are having to wait longer to see a doctor or specialist.

Andrea McFaul, director of travel programs with the Department of Health, said the GN is aware of the issue.

Discussions are taking place

within the government about possibilities for booking some additional medical specialist appointments in Edmonton, she said.

Dorcas Evalik of Cambridge Bay said she had to delay her Yellowknife medical appointment – one she described as important – by almost a month, from late August to late September, due to an inability to find alternative accommodations.

She said she checked with the nurse-in-charge about options prior to Sept. 25 but

Some Cambridge Bay residents are speaking out about the Larga Kitikmeot in Yellowknife being fully booked while no other hotels have vacancies, forcing them to postpone medical appointments.

was told Larga was still full.

"I would like to see that they get another building or make the Larga bigger for all medical patients and escorts," Evalik said. "They should have a different building for pregnant women and escorts, to make more room for the current Larga building."

Evalik was one of several people who spoke of difficulties finding a room in Yellowknife when the topic was raised by a distraught individual on Facebook earlier this month.

There are dozens of times per year when the Larga Kitikmeot's 58 beds are fully occupied, Adlem said. The increasing number of medical escorts for prenatal patients is indeed another factor, she acknowledged. The federal government announced a change in policy in April 2017, covering expenses so Indigenous mothers-to-be in the territories can have an escort when flying south to give birth.

"It's dramatically increased since then," said Adlem of the number of escorts.

She understands the policy decision to assist pregnant women, who are otherwise giving birth in a distant place all alone, but Adlem wonders if "anyone understood how much it would affect day-today operations" of the board-

ing home.

Medical boarding home owners Nunasi Corporation and Kitikmeot Corporation are considering options for expanding in Yellowknife, but the owners must take into account that the existing 10-year contract expires in 2019 and the next contract will only be a five-year term, Adlem explained.

"If you do a contract for five years, it doesn't really leave the owners time to recoup (millions of dollars in expansion costs)," she said, adding that Health Canada is ultimately responsible for the contracts and related funding.

Other variables beyond Larga's control are periods when many people fall ill at the same time, spiking demand and when medical specialists from the south schedule visits to Yellowknife, Adlem noted.

She said the situation at the Larga Edmonton is similar, but the difference there is the abundance of hotel options.

In Yellowknife, despite a new hotel opening about a year ago and another one expanding, aurora-viewing tourists still test the limits of the available hotels rooms during the winter, according to Adlem.

She credited the Government of Nunavut for doing its best to prioritize medical patients according to urgency.

McFaul said when the Larga is fully booked, patients should still be able to stay at billets, hotels and bed and breakfasts while still maintaining access to full support services, common areas, meals and ground transportation from the medical boarding home.

"On occasion, clients have decided to stay with friends and family instead of staying at the alternative billet, hotel or B&Bs," McFaul stated, adding that patients shouldn't incur any costs during approved medical travel.

Kitikmeot medical patients accounted for 17,058 overnight stays – including patients making multiple trips – in 2017-18.

The number of people who could have been accommodated at the Kitikmeot Larga for the year, if filled to capacity every night, would have been 21,170. "(The Department of) Health meets regularly with each boarding home to ensure the contract service requirements are being met and that our clients receive the necessary benefits," McFaul said.

Jeannie Ehaloak, Cambridge Bay MLA, told Nunavut News that she will try to assist her constituents in this matter, but it's "the first I have heard or seen about it. That's all I have to say for now."

Appointments made to Inuit language committee Northern News Services

Nunavut Iglulik's Louis Tapardjuk was recently announced as chairperson and Rosemarie Meyok was named vice-chair of the Inuit language committee known as Inuit Uqausinginnik Taiguusiliuqtiit (IUT).

The appointments were effective as of September 4. Mary Thompson and Miriam Aglukkaq, who previously served in those roles, will remain among the five members of the committee.

David Joanasie, minister of languages, announced the appointments.

IUT operates at arm's-length from the Government of Nunavut.

The purpose of the committee is to "document and share expertise on Inuktut and to make decisions about the language on behalf of all Nunavummiut," according to a news release. Committee members, who must be

Taloyoak teen alleges police brutality 'This violence against us Inuit needs to stop,' says young man's girlfriend

Howard Saittuq had a black eye last week and he says it came at the hands of an RCMP officer.

Saittuq and Sharion Poodlat, both 18 and in a relationship, were outside of Saittuq's parents' home at 2 a.m., smoking a cigarette, on Sept. 29. Poodlat said a house guest misinterpreted an earlier interaction between her and Saittuq's parents as "fighting" and alerted police.

"I wouldn't hurt anyone like them," Poodlat said, denying any such clash with Saittuq's mother and father.

Two male Mounties showed up a short while later.

Poodlat said Saittuq approached the police officers and told them that they weren't taking Poodlat to the "drunk tank."

Saittuq was then thrown to the ground and one of the Mounties choked him and punched him twice in the face, Poodlat alleged. She said she began yelling for Saittuq's father as she heard her boyfriend "gasping for air."

"I was telling Howard to calm down and the cop that was choking Howard went towards me and started saying, 'Back the (expletive) up' and kicking me," she said, adding that she wound up with minor bruising.

Saittuq echoed much of Poodlat's recollection of events, except he said he wasn't resisting.

"He (one of the RCMP) pushed me down to the ground, then grabbed my arm, grabbed my neck and started choking me. And then he put me more up and then punched me twice right to my eye," Saittuq said.

Saittuq admitted that he

"stepped toward" the police officers because he was "trying to protect" Poodlat, but he said he didn't touch them.

Neither Saittuq nor Poodlat was charged. However, they were both arrested and placed in jail cells. Saittuq said they were detained for 12 hours, Poodlat said it was for 10 hours.

Asked whether any alcohol was involved in the incident, Poodlat replied, "Yes, but we only had a cup. We know what we were actually doing though."

Saittuq, a Grade 10 student, added, "I was sober enough, I seen everything. I remember everything."

Both teens said they'd never dealt with the police officers before.

Elaine Saittuq said her son Howard has never had any conflict with the law prior to this.

"Us parents of Howard (are) strictly raising our boys not to do this or that and help people when they can," she stated.

An RCMP spokesperson in Iqaluit stated last week that 'V' Division has not received indication of an official complaint, but Elaine said she contacted RCMP headquarters in Ottawa.

She said she was told that paperwork was being mailed to her so she can file the written complaint.

Nunavut RCMP do not wear body cameras, 'V' Division confirmed, so that won't shed any light on matters.

Howard said the altercation has left him feeling angry.

Poodlat said she too is still upset.

"I feel so angry because they shouldn't be hitting us," she said.

"There's people in my community that went through the same situation. It really needs to stop; this violence against us Inuit needs to stop!"

Summer tourism hot for Pond Inlet Visitors very keen on learning Inuit ways, says co-ordinator

Pond Inlet blew up its tourism numbers this summer, with 4,384 cruise ship passengers visiting the community.

"That's three times the amount of people here," said manager of the Nattinak Visitor's Centre and community tourism co-ordinator Ernest Merkosak.

"It was very busy year for us.

We had a record-setting cruise ship summer."

The community was far ahead of any other as a cruise-ship stop, with 26 such ships making the stop.

The next busiest locations were supposed to be Cambridge Bay, Gjoa Haven, Resolute and Iqaluit at seven cruise ships, though, as previously

reported, extensive ice in the Queen Maud Gulf prevented any cruise ships from getting into Gjoa Haven and Cambridge Bay. Activities are essentially the same for all visitors to Pond Inlet.

"We do provide a guided tour around the community and a tea and bannock service next to the sod house, with traditional heather," said Merkosak.

Tourists spend time at the visitor's centre where there are exhibits and history to be enjoyed.

"The final activity is usually a cultural presentation held over at the community hall," said Merkosak, adding tables are set up at the hall, where artists and carvers display their items.

"We also have a gift shop in the visitor's centre. We are under con-

signment – what we display for the carvers, they get the money."

Some passengers request a short hike.

"Which is about one kilometre.

There's an ancient archeological site with the old sod houses that the tourists get to view," Merkosak said.

Between 94 and roughly 400 people entered the community at once and spent no more than six hours in the community.

The last ship visited Sept. 14.

Pond Inlet enjoys tourism almost year-round, though smaller groups of roughly 12 are the norm.

January and February are for sports hunters, while in May and June tourists come into the community by plane to head out to the floe edge.

Merkosak calls his home com-

munity the jewel of the North, while tourists call it God's country.

The hamlet hired a tourism consultant, who has offered ideas on how to enhance tourism services into the future.

"How to better prepare for the visits, how to communicate with the tour guides, how to plan out the day," said Merkosak.

Pangnirtung offer similar activities for its visitors, but the community suffered at the hands of ice conditions last year with only one of five cruise ship making it in, said Ooleepeeka Arnaqaq, the community's tourism coordinator and Angmarlik Visitor Centre manager.

All five expected cruise ships arrived in that community. Groups also come in by plane for day trips from Iqaluit.

"They like to have the more Northern feel. We have hikers in the park (Auyuittuq National Park), as well," Arnaqaq said.

Pangnirtung boasts the Uqqurmiut Centre for Arts and Crafts – where tourists can view and purchase tapestries, prints and weaving – its own visitor's centre, a museum, as well as a fish plant.

Tours usually have an elder lighting a qulliq, while explaining the traditional lamp.

"And the tour guide made tea outside, with heather. The group we had today were very keen on learning traditional lifestyles. People want to learn so it's always nice to have people coming in from the park and then learning Inuit ways," said Arnaqaq in late August.

Carvers work outside their homes and tourists like to watch and Arnaqaq says cruise ship visitors are treated to Inuit games, throatsinging and dance demonstrations and fish stew.

"And we have somebody play the accordion so there's a bit of dance going on," she said.

Pangnirtung residents have been welcoming visitors in healthy numbers since the 1980s, so they are quite accustomed, said Arnaqaq.

Between 20 and 30 out-of-territory tourists pass through the Unikkaarvik Visitor Centre in Iqaluit each day, said coordinator Aaron Watson.

Cruise ship passengers in the capital are either beginning or ending their Northwest Passage journey and most people passing through enjoy the "city life" of shops, restaurants and entertainment. Iqaluit also has parks, such as Sylvia Grinnell Territorial Park and, just a boat ride away, Qaummaarviit Territorial Park. Visitors also enjoy fishing and wildlife viewing.

Youth committee executive in place

Gjoa Haven The Gjoa Haven Youth Committee has been revived.

Joran Takkiruq was selected as chairperson on Oct. 1.

Shaunya Ullulaq will serve as vice-chair. The treasurer duties will be split between Karen Aaluk and Jennifer Ullulaq. Gibson Porter will be the organization's secretary while Lonna Ikkutisluk and Jennifer Ullulaq will be members at large.

Takkiruq said he can remember failed attempts to establish a youth centre in years past but now that the Hamlet of Gjoa Haven has announced a youth centre will be part of a new wellness centre under construction and scheduled to open in 2019, it "jump started" interest among local youth who want to help guide use of the facility.

As chairperson, Takkiruq said he aims to create more activities in the community.

"Things that give kids something to look forward to," he said.

"With this plan I hope to tackle mental health issues along with suicide prevention."

He also hopes to see more community involvement in youth events, like "town tournaments and parent/child meets."

Among the ideas discussed at the Oct. 1 youth committee meeting were dance competitions, Inuit games, Halloween bake-offs and floor hockey games.

Encouraging better school attendance is also among Takkiruq's stated goals.

"Of course there will be bumps and diversions from this mindset but, all-in-all, I know that with the coming youth centre and new youth committee we will give Gjoa Haven's youth and potentially Kitikmeot youth, something to look forward to," he said, adding that there's a long-term plan to connect youth in the region's five communities.

President's job opens up at QIA

Qikiqtaaluk The Qikiqtani Inuit Association announced Oct. 9 that elections for several positions will be held Dec. 10.

The position of president is the top one up for grabs. P.J. Akeeagok narrowly won the 2014 election by only two votes and he wasn't declared president until a recount took place. Heading into the recount, Akeeagok trailed frontrunner Mikidjuk Akavak 758-755. But once the recount was finished, the official result reversed those positions, handing Akeeagok a two-vote win, 756-754.

Also up for grabs are the community director positions in Clyde River, Hall Beach, Iglulik, Iqaluit, Kimmirut, Pond Inlet and Sanikiluaq.

Another season of metal crushing completed

All that compacted metal, along with batteries and waste oils from the junked vehicles, should be shipped out on the last sealift ships near the end of the month, Hussey said.

"That will give us a lot more space up there (at the landfill)," he said.

The metal crushing started in May and ran until earlier this month, providing jobs for five people.

Using equipment on loan from the Government of Nunavut, the work should start up again next spring, Hussey said.

Contest for children and youth launched

Nunavut The young people of Nunavut have an opportunity to tell their stories, with the fourth annual Your Story, Your Voice contest launched Oct. 10.

"The contest submissions we have received over the past three years come from all over the territory. They have been very thought-provoking and creative," stated Nunavut's representative for children and youth Sherry McNeil-Mulak.

"This tells us that the contest is something students and teachers alike enjoy. I'm really looking forward to seeing the entries we receive this year."

McNeil-Mulak explained classes are encouraged to work together to create a piece of art, such as a wall mural, to express their thoughts, individually and/or collectively, on the contest theme.

Iqaluit passes bylaw for recreational cannabis

Iqaluit The capital now has its own bylaws for the use of recreational pot.

At a council meeting Oct. 9, Bylaw 863 passed third reading.

Titled Bylaw for Cannabis Consumption, Smoking and Vaping, it adds to federal and territorial legislation. All are in effect as of Oct. 17.

"Council wanted to ensure that the City's Cannabis Bylaw was passed by October 17 and we have met this deadline," stated Mayor Madeleine Redfern.

The city worked out additional information on restrictions on where cannabis use is not permitted within the city, such as nine metres from the entrances of public buildings, according to a news release. Cannabis is also banned on school and daycare grounds and at public events.

The city worked closely with the Government of Nunavut and the RCMP to make sure it can implement and enforce the new bylaw.

Fines for violations range from $200 for a first offence and up to $10,000 for multiple offences.

Nunavummiut will only be able to purchase cannabis on-line for the first year.

Teen activities

Kugluktuk Moving Forward Together launched its weekly teen boys' and teen girls' groups at the Kugluktuk Youth Centre last week.

The girls' group is held on Tuesdays while the boys' group is held on Wednesdays. Those ages 12 and up are welcome.

It's the fourth year for the programs, which focus on activities like arts and crafts, cooking and traditional activities, according to Stephanie Fummerton, program counsellor with Moving Forward Together.

Although they meet separately, sometimes the boys and girls work collaboratively, Fummerton noted. Last year, the girls made candle holders bearing positive messages for the women's group to use in a vigil for missing and murdered Indigenous women and girls. The teen boys then distributed the candle holders and assisted in setting things up for the event.

"We try to get them to volunteer or to help out with other community groups, doing different activities in town that help them feel positive about the actions that they're doing, not just for themselves but for the greater good of the community as well," said Fummerton.

Nunavut Sivuniksavut college students showed up at the school's main building in Ottawa with a task to complete before feasting on their Thanksgiving dinners on Oct. 8.

NS staff purchased the ingredients for the occasion, but it was up to the students to volunteer to make a dish. Then everyone was welcome to enjoy the fruits of their labour.

Full steam ahead for Baffinland Feds reject NIRB recommendation to deny production increase

Despite a Nunavut Impact Review Board (NIRB) recommendation that Baffinland's application for a production increase be turned down, the federal ministers responsible for the file granted the change September 30.

"In response to the board's report, the Qikiqtani Inuit Association wrote to me strongly expressing the view that this decision did not sufficiently take into account mitigations and environmental strategies that the association and Baffinland were jointly proposing as protective to the environment," stated a letter signed by Minister of Northern Affairs Dominic LeBlanc and Minister of Crown-Indigenous Relations Carolyn Bennett.

The review board had stated "concerns about the adequacy of impact predictions and uncertainty about the effectiveness of the mitigation measures proposed by Baffinland to address the potential for adverse effects associated with the proposed increase in road traffic and marine vessel traffic."

QIA president P.J. Akeeagok was not available to speak with Nunavut News.

According to a QIA document, the Inuit organization credits its efforts to address and advance Inuit interest in the Mary River Project. QIA and Baffinland were simultaneously renegotiating their Inuit Impact Benefit Agreement (IIBA) and working together on what they call the Project Stabilization Approach.

Baffinland Iron Mines Corp. received federal approval for its ore production increase to 6 Mt/a (megatonnes per annum) from 4.2 Mt/a, despite a Nunavut Impact Review Board recommendation against the increase. interests. It was also intended to reconstruct the relationship the project has with communities," according to a QIA document.

"QIA pledged that it could only consider supporting the 2018 Production Increase Application if there was a consistent drive towards directly improving the lives of Inuit as a result of the project. QIA was no longer willing to accept inaction in key benefit areas such as Inuit training, employment, contracting and project monitoring and mitigation."

The Hamlet of Pond Inlet and the Mittimatalik Hunters and Trappers Organization also signed the QIA letter to the federal ministers.

The production increase application process was a race against time, as Baffinland sought a faster timeline with the review board.

In June, saying it could now produce and deliver 6 Mt/a (megatonnes per annum) rather than the approved 4.2 Mt/a, the company said it would have to idle operations and reduce its workforce for a portion of each year starting in 2018.

Due to tight timelines, Nunavut Premier Joe Savikataaq also wrote to the feds.

"Baffinland made a compelling presentation to cabinet to give their side of the story. They said they need a decision quickly

because if the decision is not quick, even if it is a yes, the shipping window would close and it wouldn't matter anymore," said Savikataaq, adding he didn't weigh in on the decision itself.

"The gist of my letter was to encourage the federal minister to make a decision quickly."

Savikataaq's office declined to release his letter.

Baffinland also sought approval to install a new 380-person accommodations camp and a 15 million litre diesel fuel tank at Milne Port.

The impact review board recommended that be approved and the federal ministers agreed.

Federal approval came with conditions.

The term of approval is two years, over 2018 and 2019 shipping seasons. Also, Baffinland is required to implement: an expanded dust management and monitoring plan, direction from Department of Fisheries and Oceans related to protection of the marine environment, including cessation of activities and the IIBA. In addition, the environmental management of the tote road and shipping activities will now be subject to bi-annual performance audits and NIRB is strongly encouraged to hold annual marine monitoring workshops in Pond Inlet, the results of which will be applied in NIRB's annual monitoring of the Project Certificate.

NIRB's executive director Ryan Barry says the federal government has only rarely varied or rejected the board's recommendations.

"Notably, in approving the production increase the responsible ministers also deemed it necessary to apply additional mitigation beyond what was proposed by Baffinland or QIA," said Barry.

Small Business Week is back for its second year of offerings intended to support, encourage and deepen the skills of Iqaluit's small business community and that includes Iqalungmiut who may be thinking of starting a small business.

Iqaluit Chamber of Commerce member Francois Fortin once again took the organizational lead and he says there are more planned activities than in 2017.

"It's a test. We'll see if people come. It's kind of inspired by similar events down south. There are a lot of speakers and a lot of events," said Fortin.

"There are more advanced workshops and workshops like last year really targeting new and small businesses. The breakfasts and lunches are really for everyone."

Fortin says a survey from the chamber's first effort last year were all positive.

"And we know some people started their business officially or expanded their business. We know, for example, Baffin Business Development Corporation saw an increase in new clientele after the event," he said.

This year, the week kicks off with a meet and greet at Nunavut Brewing Company Oct. 15 between 5 and 8 p.m., which may include a tour of the brewery, after which come four days packed with learning opportunities.

Friday, president and owner of Innirvik Support Services Rhoda Cunningham will speak on the contents of her new book, Inuit Qaujimajatuqangit Practices in Entrepreneurship.

Cunningham offers an example of her material.

"The number one thing, I think,

is tunnganarniq, which is being welcoming. So when a client comes into your office, they can feel the positive climate. That's one of the things that came out of the research I did with Iqaluit Inuit running businesses," she said.

Cunningham points out that including Inuit Qaujimajatuqangit values in business brings a heightened sense of social responsibility, which includes sharing knowledge, even educating customers.

The long-time Inuk business owner will have much more to share over lunch.

Beginning at 3 p.m. Tuesday to Thursday, three workshops will be offered daily into the evening, including speed networking and speed counselling sessions.

Friday will feature a Nunavut Arts and Crafts Association workshop on digitizing portfolios. The week closes with an event led by chamber president Matthew Clark titled Celebrate What is Right with Iqaluit.

"We often talk about what are the challenges of doing business in the North, but there's also lots of good advantages and opportunities," said Fortin.

Another new development this year are the Travel Nunavut and Destination Nunavut events included on the schedule.

"It's a different event altogether but last year we didn't know we were conflicting with them. They do their AGM and workshops every year during small business week so instead of competing with them, we merged the two schedules," said Fortin.

"Their members are small businesses mainly, so we thought it was relevant."

Small Business Week also boasts a new event app. Registrants will have access to the app to track the schedule, create their own personal schedule and network with other participants.

Those interested in tourism workshops are to register with Travel Nunavut, while those interested in Small Business Week workshops and other activities should register with the Iqaluit Chamber of Commerce.

Rec training ready to expand Recreation North Training Program set to launch to everyone in all three territories

It's been asked for by many people around the North for years and now it's here.

The Recreation North Training Program will be live and ready for everyone to take part in beginning Nov. 4. The pilot program wrapped up this past May and saw 24 students across all three territories choose from 16 different learning modules covering topics such as programming, marketing and funding, among others. Those modules will continue be part of the program.

The pilot was open to anyone who works in recreation as a paid staff member, volunteers in the recreation field or anyone who is thinking about getting into recreation. Once the pilot was completed, feedback was given by the participants on what worked and what didn't.

Amanda Grobeckker, the program's co-ordinator, said she came in halfway through the pilot but from what she read and heard, it was bene-

ficial for everyone involved.

"People really enjoyed connecting with other people from different communities and sharing their experiences," she said. "They seemed to experience a lot of the same things and that's valuable because now they know it's not just them that experienced something."

The pilot program was done completely online with no in-person instruction whatsoever but one of the recommendations from those who completed the pilot was a hope of more in-person learning.

"We will do some in-person learning but my focus will be on going into communities and helping get people set up online and make them comfortable using the online program," she said.

One of the concerns from Nunavut was that the Internet is not as reliable as it is in larger centres and not everyone would be able to complete the modules.

To help with that, they will be doing a lot of delivery on a program called Moodle, said Grobeckker.

It's hockey time

Iqaluit The Iqaluit Amateur Hockey Association's 2018-2019 season is officially underway.

Day one of play began on Oct. 13 at the newly-refurbished Arctic Winter Games Arena with the novice group one, peewees, bantams and midgets hitting the ice for their first practices. The following day saw the initiation division, novice group two, atom groups one and two and the female group on the ice.

The association will be on the ice every Saturday, Sunday, Monday and Wednesday for the duration of the season and it

"It's technology that doesn't use up a lot of bandwidth because we understand Internet can be an issue in smaller communities," she said.

She added that the NWT Department of Municipal and Community Affairs uses Moodle through its School of Community Government and Aurora College also uses it for distance learning.

With the program being fully launched next month, it's no longer a closed shop to those inside the recreation and sport sector and everyone will be able to sign up for it.

"Anyone who's interested can do it now," she said. "It could be wellness workers, librarians that offer programs, volunteers in recreation.

A wide range of people use recreation in their work and we want everyone who's thinking about this to sign up."

Each of the modules takes about two weeks to complete and not everyone has to complete the program.

Grobeckker said people can sign up for as little or as much as they want but there is an exception.

The Recreation North Training Program will be in full swing early next month following a year's worth of work in its pilot program.

"Anyone who's working toward a certificate of completion needs to complete everything and it takes about a year to do," she said.

"People can pick and choose their learning events but if they've signed up for the certificate program, they have to complete everything."

Kinngait/Cape Dorset There's a big delivery of hockey equipment heading to Cape Dorset thanks to the Iqaluit Amateur Hockey Association.

Karen Dunphy, the association's fundraising chairperson, said 18 bags of gear are on their way to the community courtesy of the Canadian Tire JumpStart program, which brought 150 bags of equipment to the community in April 2017.

"We had our equipment drive (earlier this month) where people could exchange or get new gear and we had to figure out what to do with the gear we had left," she said.

She remembered the team from Cape Dorset that played in the Toonik Tyme minor hockey tournament this past April and how under-geared they were and that's where the idea came from.

First Air is flying the gear free of charge to the community and it includes jerseys, socks, skates and some sticks.

Innujaq School held its run on Sept. 27, a bit later than most ᐅᓪᓚᖕᓂᐅᔫᑉ ᓄᙳᐊᓂ. other communities. Several community members pitched in to walk or run the route and helped to raise $849.65. Because the $800 mark was broken, it meant Gregory Stevenson, the school's vice-principal, had to dye his hair pink.

He made good on that promise.

Stevenson said the school really rose to the occasion with the Grade 4 class raising $220 on its own.

Learning to Embrace Life Suicide prevention activities emotional, uplifting for Naujaat students

Students and staff members at Tuugaalik High School took part in an initiative aimed at preventing suicide during the school's Embrace Life celebration in Naujaat on Sept. 28.

Tuugaalik vice-principal Julia MacPherson said the day of Embrace Life activities is always eagerly anticipated by students at the Naujaat school as it helps them deal with the often overwhelming emotions that come with the battle against suicide.

The day included a morning assembly in the school gym for all students in Grades 7 to 12 and an afternoon of funfilled activities.

"Many students were crying and hugging each other at times during the assembly," said MacPherson. "The students really enjoyed the day, despite the tough topics that were discussed."

The day of celebrating life is backed

and promoted in Nunavut by the Embrace Life Council (ELC).

The ELC is a registered non-profit suicide prevention organization based in Iqaluit that was formally established in 2004 to address the extremely high suicide rates in Nunavut.

Nunavut had 25 deaths by suicide in 2017. It was the fewest in 10 years but the rate was still many times higher than the national average, according to a report released by Nunavut's Chief Coroner in January.

The ELC provides and promotes suicide prevention related teaching and information resources to Nunavut communities and organizations designed to help youth, parents and others across the territory.

MacPherson said they enjoyed a sunny afternoon on Embrace Life Day. After the assembly and with temperature hitting 7C, students and staff enjoyed a bonfire, barbecued hamburgers, listened to music and played sports.

In addition, the students watched short videos produced when the brotherand-sister team of Kelvin and Tunchai Redvers paid a visit to Tuugaalik High School this past spring as part of the We Matter program.

"We were lucky enough to watch some words of encouragement delivered by our very own students," said MacPherson.

"Each student was given the opportunity to record a video with words of encouragement and hope and their videos were edited and sent to the school at the beginning of this year.

"We waited until Embrace Life Day to view them and the students were quite excited and proud to see themselves on the 'big screen' in the gym."

Teachers also contributed to Embrace Life Day activities, said MacPherson.

Every teacher took the time to write a positive note of encouragement and caring to each of their students. The notes were then given to the students at the end of the general assembly, she said.
