Environmental studies student Connor Faulkner of Rankin Inlet recognizes a good opportunity when he sees one.

Faulkner, who is attending the University of Winnipeg, was invited to attend the Beverly and Qamanirjuaq Caribou Management Board (BQCMB) meetings in Winnipeg this past week.

The BQCMB manages the Beverly and Qamanirjuaq herd in all jurisdictions, and the meetings included representatives from the Kivalliq region, southern NWT, northern Saskatchewan and northern Manitoba.

Faulkner said the areas represent the jurisdictions the caribou migrate through or settle down in at some point in their lives, whether that be breeding grounds, calving grounds or just a simple migration route.

He said the meetings included people from community hunters and trappers organizations (HTOs), mayors, government biologists, wildlife managers and directors – all people who work toward the conservation and recovery of the declining caribou herd that is mainly being affected around the Kivalliq, which is a major calving ground for the herd.

"I've been talking with Clayton Tartak of the Rankin HTO for a little more than a year in regard to my studies, what I want to do with it, and projects I could possibly be working on for pre-thesis or my actual thesis upon the completion of my degree," said Faulkner.

"I'm focused on getting into wildlife biology and management, so Clayton told me

it would be great if I could meet with Kivalliq regional biologist Mitch Campbell of Arviat, who mainly works with the caribou herd around the region.

"I exchanged emails with Mitch and he said it would be great if I could come out, sitin on the fall meetings, and, hopefully, meet each other and start a network to kick-off my career path.

"So, I went to the meetings and met Mitch, and it was just phenomenal the information at that meeting I gained."

Faulkner describes meeting Campbell as getting to know a guy with the career of a lifetime, and one that he definitely also wants to pursue.

He said Campbell was open and straightforward with him, and told him a bit about the good, the bad, and the very, very ugly points of his career.

"The main thing I took from the BQCMB meetings is that before you can kick-off any management plan or species-recovery plan, you have to spread the information that the herd is, in fact, in danger and it is declining, whether that be from human activities, over-hunting, or distributing meat to other regions.

"Everyone on that board has now realized that there is an issue with that caribou herd, and they are working with their communities or representative jurisdictions to spread that message.

"They are telling people whether we have the right to harvest this animal or not, if we don't do it sustainably we are going to be the last generation to benefit from this herd.

"Future generations will not have the chance to enjoy any of the benefits from this herd that we enjoy right now."

Ridin' in style

Faulkner said it's imperative to get everyone on board to agree with a management plan.

He said that's especially true when it comes to companies that are having a major-league impact.

"I don't want to lay it all on them, the mining exploration and extraction that's going on, but when you have 120-km roads over past undisturbed habitat in the heart of a caribou herd's migration route – when you start to see caribou being deflected off of that road or turned back, making them not able to reach their final destination for calving, you're obviously going to have a decrease in your population because you're having less animals born that year.

"So, they're trying to get everyone on board, such as wildlife management boards, HTOs and mining companies, to first realize that there is an issue and then be willing to do something about it.

"If a big player such as Agnico Eagle Mines is not on-board, then you can't really do much.

"If a company with that much power is not willing to do something about it, it's going to be tough to put any action plan through."

Faulkner said everyone also has to realize it's not sustainable to go out and harvest 50 or 60 caribou a year.

He said he grew up in the Kivalliq with Inuit culture, it's a huge part of his lifestyle, and he's lived off of that lifestyle.

"I know you're feeding your family but you have to realize if you don't do it sustainably, your family will not be eating or benefitting off of this caribou herd after this generation is over."

Kivalliq tour Kivalliq A series of inuusiq workshops and community concerts will be held in the communities of Baker Lake, Coral Harbour and Rankin Inlet as part of the Mental Health and Wellness with Northern Knowledge (with Ariel Tweto) Kivalliq Tour presented by the Influencers Motivating Influencers non-profit group.

The tour will be in Coral Harbour from Dec. 9-12, Baker Lake from Dec. 11-14 and Rankin Inlet from Dec. 14-16.

The tour spends a minimum of three days in each community to host a number of events co-ordinated with local hamlets and schools.

The tour events include school and community presentations on anti-bullying, mental awareness and self-esteem, leadership, goal setting and suicide prevention.

Tour members also participate in community events such as feasts, tours, community meetings, radio shows, town hall forums, square dances, etc.

One of the major events that occur in every community is the community magic show with well-known illusionist Brian Glow.

The Kivalliq tour will also feature an appearance by rapper Strong Minded Inuit among others, including a possible appearance by Les Johnson of the TV show Predator Quest.

A music video is also tentatively scheduled to be shot in Rankin Inlet on Dec. 16.

Power woes Rankin Inlet The series of power outages and brownouts that plagued Rankin Inlet from Nov. 16 to Nov. 18 is being attributed to an unexpected programming issue that caused a generator in the community to shut down, according to a public service announcement released by the Qulliq Energy Corp. on Nov. 21.

All generators in the community were operated manually until repair crews could resolve the problem.

Inuit, Western science far apart on polar bear issues 'A growing number of bears here are equating communities to food and they know they're not going to get shot'

Science and traditional Inuit knowledge are at loggerheads once again following the release of a draft management plan for polar bears by the Government of Nunavut (GN) during public consultations in Iqaluit earlier this month.

The plan, four years in the making, calls for Inuit knowledge to play a far more important role in bear management, claiming the bears are adapting to climate change and their increasing numbers are putting the public at risk.

Two deaths in the Kivalliq earlier this year – Aaron Gibbons of Arviat and Darryl Kaunak of Naujaat – were the first polar bear attack deaths in Nunavut in 18 years.

In addition to differing opinions on the bear's adaptability to climate change, Inuit claim bear numbers are rising in almost every population (nine of 13), while science claims only one population has seen an increase in its number.

Gabriel Nirlungayuk of Rankin Inlet is a former director of wildlife for Nunavut Tunngavik Inc. and has extensive experience with the memorandum of understanding that predated the draft plan.

Nirlungayuk took part in a number of community consultations across Nunavut concerning the GN's polar bear quotamanagement plan at the time, and he said most Inuit had no problem with overall hunting quotas on the bears but they weren't too pleased over sex selectivity that sees two-out-of-every-three-bears harvested having to be male.

He said that was a sticking point for everyone because communities were punished for harvesting too many female bears.

"For every female bear it goes over – I believe it was 1.5 for every one bear over – a community is penalized and its quota cut for the following year," said Nirlungayuk.

"Nunavut is the only jurisdiction that practiced that. Our friends over in the NWT, for example, don't have sex selectivity.

"The communities also wanted oppor-

tunity to sell their hides, so one of the motivations was to show the world we have this polar bear management plan and it's working great.

"Because of the cycle involved in the surveys the government does on the bears – it's very expensive to conduct them – it lags behind sometimes 10-to-20 years and Inuit were telling us in pretty much every community that they were seeing a lot more bears."

Nirlungayuk said people were outraged following the two Kivalliq deaths this past summer and began wondering to what extent do we go to protect the polar bear.

He said people have a right to defend themselves and their property, but at the same time, if it's a female bear in question, they're going to be penalized and that creates a double-jeopardy situation.

"Western science suggests that there are 13 set populations. People need to understand that due to female collaring they come up with these boundaries but Inuit know all polar bears don't have boundaries.

"Wherever it's bountiful for them, that's where they're going to hang out and, if they're going to travel, they might travel far.

"There was one male that was tagged in Russia and ended up on Baffin Island, so they may have a pretty good idea about female boundaries because of the collaring, but they have no good scientific data on big males.

"Inuit say they are seeing a lot more bears now and I agree with what they're saying – and not just coming into towns, but anywhere they roam because of years of having this polar bear management system, sex selectivity, don't hunt family groups, don't disturb denning bears and things of that nature.

"Those types of practices have worked quite well, so what are we aiming for is the big question to a lot of people right now."

Nirlungayuk said polar bears have been around for about 600,000 years and their climate has changed a lot during that time.

He said to date, Inuit haven't seen any

negative effects to polar bears due to climate change.

"Tourism, perhaps, is another matter.

When I went on the Churchill buggy we saw a big male about one-half-mile away and the buggy went straight to it.

"He was lying down and stayed lying down as we drove up to it, so he knew no one was hunting him, but if that were up in the high Arctic the bear would take off as soon as it saw a human.

"So, I think there might be some truth to – because of the tourism in Churchill – a growing number of bears here are equating communities to food and they know they're not going to get shot.

"Polar bears are not stupid. That's for sure."

Scientific predictions are off the mark Nirlungayuk said the predictions made by Western science for the polar bear populations in western Hudson Bay and Baffin Bay were, in a word, wrong.

He said they need to look closely at those predictions and determine how they got them wrong.

"From a scientific perspective, I would challenge the scientific community to take another look at both western Hudson Bay and Baffin Bay to explain why the predictions that were being made back in the early 2000s up to 2018 were so wrong.

"A statement that came from Environment Canada was that the bears will keep on declining because of climate change even without hunting and that hasn't happened.

"And, when it comes to scientists making blanket statements about Inuit being wrong about this and wrong about that – excuse me but we're (Inuit) up here because of our adaptability and we'll continue to adapt to whatever comes toward us except for, maybe, a meteorite coming in or something like that.

Students enjoy special morning thanks to school benefactor

Just mention the name Uncle Bob at Victor Sammurtok School (VSS) in Chesterfield Inlet and you're sure to be met with a sea of smiling faces, and maybe even have your picture taken with genuine kangaroo fur or be greeted by a little robot.

Australian (Uncle) Bob Carveth has been a benefactor to the Chester school for a number of years, sending students all sorts of items to help them along their way, from cameras to flashlights.

When Uncle Bob recently decided it was time to brighten another day for the Chester students, he wanted to try something a little different this time around.

So, when vice-principal Ana Leishman heard what Carveth had in mind for the $500 he was giving to the school, she was all-in for helping VSS's favourite uncle achieve his goal.

quite something how much Carveth has done for the students in Chester over the years.

She said he's sent presents to graduates, kids who did really well at the science fair,

and the overall student population in general.

"Uncle Bob has sent the kids great cameras to use, kangaroo fur all the way from Australia and a host of other

things, said Leishman.

"He's just been awesome to the kids at our school.

"He once sent this little robot that the kids had to program and stuff, and he's always sending us these little gadgets that the kids have a blast with."

Leishman said Carveth has been in contact with VSS since Allan Pitcher was principal, beginning around 2009.

She said Pitcher and Carveth got along really well and would spend hours on the phone chatting about how cool of a school VSS is, and how cool the students are who attend there.

"When Allan left, Uncle Bob hooked-up with Glen (teacher Brocklebank) because Glen is also keen to do anything that's going to improve the school for the kids, or have activities that are a little dif-

ferent from what they usually have.

"He's just a really nice guy who's interested in everything that's happening up here. He gets the Kivalliq News and keeps himself constantly in tune with what's going on here."

Leishman said Carveth told her he'd like the school to do an Uncle Bob's Breakfast featuring fruit and other items, so she told him they'd see what they could do in Chester.

She said they kind of lucked out in that there was some really good fruit in town just when Carveth asked.

"We put together a fun fruit salad and egg muffins done like we used to do for the breakfast program.

"You need a lot of hands to get involved to do it steadily for a breakfast program but, for a special occasion, you get

people who want to volunteer and make it work.

"Just seeing their faces – I mean the kids thought it was awesome for us to be delivering breakfast to every class."

Leishman and her studentand-staff volunteers cut most of the fruit up for the salad the day before Uncle Bob's Breakfast, then cooked the eggs and put them in the fridge to be heated up the following morning.

She said Brocklebank made a big rolling cart with an old-fashioned display and table, lined the food across it, and took it to each class where the teachers handed breakfast out to the students.

"All the kids were screaming thank you, and as Glen was moving down the hall he'd hear kids yelling that they sure wouldn't mind some more of that."

Performing arts hold plenty of potential Northern News Services

If we may step outside the traditional boundaries for a moment, one thing that has always somewhat befuddled me during the past two decades is why we don't see more of a push for the performing arts in our region.

The main reason I ponder that is because I have seen the positive effect involvement with the performing arts has had on many Kivalliq youth during that time.

Their involvement, in many cases, leads to a noticeable spike in their self-confidence, as well as their communication skills and their ability to work together in a way that can make the whole greater than the sum of its parts.

Equally important is their sense Sanikiluaq of belonging; of being part of something they enjoy and finding their place among the collective.

The untapped talent in the Kivalliq is significant, and if ever there were a group of youth with stories to tell who could flourish in their storytelling with proper direction, it's this region.

However, to me, the greatest gift I have witnessed the performing arts bestow upon youth in this region, especially in the hamlet of Arviat, is that of self-expression and selfawareness.

Students enjoy freeing their hands and imaginations in Naujaat

Students had the chance to explore a little space during Actua's Science, Technology, Engineering and Math (STEM) Challenge at Tuugaalik High School in Naujaat on Nov. 16.

The project was overseen by science teacher Gregg Durrant and principal Aubrey Bolt, with this year's STEM theme being space exploration.

Tuugaalik students in Grades 7 and 8 tried to create the robotic Canadarm of Space Shuttle Columbia fame, while those in Grades 9 through 12 focusing their efforts on a self-propelled Mars rover.

The Naujaat high school hosts both Actua's STEM Challenge and the Kivalliq Science Educator's Community-designed SET (science, engineering and technology) Challenge each year.

Bolt said students working on the Canadarm had to use the two pieces of the arm to move an object one metre.

He said 'the longer the arm the better' proved itself to be the best approach, with the longest arm to complete the task measuring out at about 68 cm.

"The students could use straws, Popsicle sticks, paper

and tape to build their arms," said Bolt.

"You had to make a little cup shape, pin the object between that and the arm and then move it one metre.

"The Grade 8 students ended-up having the better ones between the two grades."

Bolt said for the Mars rover, students were given wooden skewers and they were allowed to make a cardboard base and wheels for the rover.

Mouse trap release He said it was operated by coiling a piece of string around one of the axles and using a mousetrap to release it.

"As the piece of string unravels, it moves the rover ahead.

"The longest distance travelled by one of the rovers was around 88 cm.

"Some of the kids had design flaws to their rovers, and it was soon apparent that smaller wheels provided the best drag and worked better, especially when you doubledup the wheels and taped them together.

"For the most part they all worked out pretty well."

Bolt said both the annual STEM Challenge and the SET Challenge are quite popular with the students.

He said both groups of

students seemed to enjoy this year's theme and working with the Canadarm and the Mars rover.

"It's all hands-on effort and you have to put a little bit of your own ingenuity into it, and that's what seems to

attract many of our students to the challenge.

"They had lots of fun with it again this year.

"Our students always enjoy hands-on activities that also allow their imaginations to go to work."
