AEM sends Nunavummiut workers home at Meliadine, Meadowbank Protesters block Meliadine mine road near Rankin Inlet in attempt to force AEM's hand

A small group of concerned citizens blocked the road to the Meliadine gold mine this past week to protest Agnico Eagle Mines (AEM) continuing to operate the mine, which many in the community felt posed a threat of contributing to the possible introduction or spread of COVID-19 to nearby Rankin Inlet.

Shortly after the March 19 roadblockade that coincided with a meeting between senior AEM management and representatives from Rankin Inlet, Baker Lake, the Kivalliq Inuit Association, Government of Nunavut and others – AEM announced it was sending home its

Nunavut-based workforce from the Meliadine and Meadowbank operations, as well as the exploration projects, for a period of four weeks, effective immediately.

The company stated that all Nunavummiut workers currently on site will be returned home and those who are currently off-site will not return.

Those employees sent home will continue to receive their regular remuneration and AEM is also expected to meet with its Nunavut contractors to discuss similar measures involving their Nunavummiut workers.

AEM chief executive officer Sean Boyd said the company values its relationship with the people of Nunavut and is committed to do what is

best for the health, safety and wellbeing of all its employees and the communities.

"This precautionary measure is being implemented in order to eliminate the potential risk of transmission of COVID-19 from a southern worker to a Nunavut worker, with the risk of it moving into the communities," said Boyd.

AEM plans to continue operations at both Meliadine and Meadowbank with the remaining workforce and will reassess the situation on an ongoing basis.

Noel Kaludjak of Rankin Inlet, who observed the blockade, said he agreed with the action in principle.

ciation president Kono Tattuinee paid a visit to the blockade to update the protesters on the situation following the meeting with AEM. "They blocked the road hoping to encourage AEM to take some action before the virus hits us, if it hasn't already," said Kaludjak.

"The attitude in the community is, hopefully, the virus doesn't make it into Rankin Inlet and we expect everyone to do what they can to ensure that doesn't happen.

"But, with Rankin being the transportation hub of the region, it is going to be hard."

He said COVID-19 is no joke. It's the real thing.

"We've never experienced anything like this before. It's scary, worrisome and concerning. It's surreal.

"This is really happening.

"Hopefully everyone's happy with AEM's announcement, but, at the same time, it's still scary because these bigwig workers who will still be coming to town might carry the virus.

"This announcement should have been made two or three weeks ago, not on March 19.

"They didn't seem to take it seriously at all and it shouldn't have taken a protest to make them do it."

Rankin hoping for best, preparing for worst

The hamlet of Rankin Inlet began calmly solidifying its defences in preparation for the arrival of the novel coronavirus that causes COVID-19.

Rankin Coun. Kelly ClarkLindell was one of many community, regional, territorial, health, industry and law enforcement officials who took part in a conference call to discuss the health threat.

Clark-Lindell said the pandemic plan in Rankin was put in place when H1N1 came through years ago, so there are some things they're working closely on with the local health centre.

Fire Chief Mark Wyatt – the emergency-response contact person for the hamlet – is working with all hamlet partners and will report developments back to council as they occur.

She said the call mainly focused on what Rankin was doing to be ready and what preventative measures are in place

for the COVID-19 virus.

"We're mostly working on things we hope we won't ever need to put in place, but, the drop-in centre has been allocated for a screening area so people don't actually enter our health centre if they feel like they need to be screened for the virus," said Clark-Lindell.

"Also, options are being looked at for a quarantine space if and when, that becomes necessary.

"We all know there's a lot of overcrowded houses, so, if we run into situations where we have to quarantine people who have the virus, then separate locations may need to be setup.

"We also received updates on what AEM was doing and all the preventative measures people can be taking from the chief medical officer."

Clark-Lindell said she knows people are being told to wash their hands from almost every direction, but that's because it's so important to do so.

She said it's also important to

maintain social distancing, not go outside if you don't have to and isolate yourself for 14 days if you air travel anywhere in Canada.

"The issue we're going to have if it does hit Rankin – with a lot of people all getting sick at the same time – is the stress that's going to put on our medical staff and the infrastructure we have in place.

"So, we'll be trying to keep it at a minimum as much as we can.

"They're testing already but, to date, none of the results that have come back to Rankin were positive."

Clark-Lindell said the conference call attracted: Rankin's two MLAs; other local politicians, numerous representatives from the Kivalliq Inuit Association; the local health centre; Arctic College, Agnico Eagle Mines, various territorial departments, the RCMP, Keewatin Air, Nunavut Chief Medical Officer Michael Patterson, Kivalliq Chamber of Commerce president Patrick Tagoona and others.

Several vehicles formed a blockade on the road between Rankin Inlet and the Meliadine mine during the evening of March 18, according to Marvin Dion. Some Kivalliq residents were opposed to Nunavut workers still having to report for work during the COVID-19 pandemic while others want the mine temporarily shutdown.

empty and uncaring place in a hurry when one finds themself grieving and alone.

Fuelled by the ache and anguish of a broken heart and sometimes left to its own interpretation, the mind can quickly distort the normal progressions of life and make the acceptance of one's own mortality seem a hopeless and almost impossible task to deal with.

Yet it is but a horribly distorted depiction of one's reality and, although often struggled with by a good many among us, it is meant to be recognized, understood for what it is and ultimately cast aside.

There are no magic bullets for those grieving deeply or on the brink of a life's occurrence they dread with every fibre of their being, but there are always thoughts that can steel them against their uncertainty.

For me it was the notion, "What would your mom want you to do."

Happily, my friend has found his way to deal with his current situation.

The pain of extreme loss is all too real for a number of people among us and sometimes they are the ones who smile the most on the outside.

But the means of coping are out there and anyone struggling to do so owes it to themself to find the one that works for them.

While everyone, more or less, subscribes to the better-safe-thansorry approach to a public health risk such as the spread of the coronavirus disease (COVID-19), there are some who aren't convinced that every event has to be cancelled due to the threat, especially under controlled circumstances.

Gord Billard of Arviat, who directs the school drama club in the community said the main question in his mind concerning COVID-19 is how much of it is over-hyped and how much of it poses a legitimate threat to people's lives.

Billard recently said he had a gnawing feeling inside that the threat might not be as bad as it's being made out to be.

"I actually feel bad just for feeling that way because I'm going against the grain of so many other opinions and professionals out there," said Billard, noting con-

ditions do change.

"It's dominating the news and it's dominating the news feeds on social media – and I get it that it's super contagious and everything else – but when I look at the statistics for other diseases, the common flu especially and see how many people that kills every year, I question the knee-jerk reactions that are taking place on a daily basis towards this.

"We had a public health official drop-in here (in early March) and only three or four people showed up to the meeting.

"When I spoke to him I pointed out that, from what I've read, 80 per cent of the people who get it selfresolve, although I do recognize that it's older and compromised people who are dying."

Billard said he is really torn by COVID-19.

He said he is afraid of it, but that's mainly because of all the fear and panic surrounding the virus.

"I'm even questioning my own

fear. I'd hate to come down with it because I don't want that experience, obviously, but it seems to me that the panic and fear are greater than the danger of the disease itself.

"It's like nothing I've seen before, even when SARS, MRSA and all those other ones that have gone through the media in recent years didn't create as much hype and focus as this has.

"It seems that everyone is talking about it, it's on everyone's mind and we've almost gotten to a state of hysteria with it."

Victor Sammortok School teacher Glen Brocklebank is wellknown for his love of science in Chesterfield Inlet and across the entire region with his involvement with the Kivalliq Science Educators' Community (KSEC), which organizes and runs both the annual Science Culture Camp and the Kivalliq Regional Science Fair.

Brocklebank said the science fair has been cancelled for this year based on the concerns and recom-

mendations of the Kivalliq School Operations in Baker Lake.

He said no one wants to be seen as going ahead with something that puts anyone in peril of any kind.

"You do that and someone gets sick, then KSEC could be blamed by some for spreading the disease," said Brocklebank.

"The Chesterfield Inlet Development Corp. was sponsoring a just for fun, in-town, hockey tournament and our rec co-ordinator had the four-team setup, including an all-female team with moms, girls and kids all playing on. Everyone was really disappointed when it also got cancelled.

"Sometimes I feel like I missed something because, as I understand it, influenza kills more people than this virus, but you, pretty much, have to side with caution right now until we see where this thing goes.

"I never thought I'd see the day when both the NHL and NBA shutdown their games, but here we are."

Nunavut RCMP scale back front counter services but keep officers on the streets Nunavut RCMP have temporarily stopped issuing criminal record checks and will not offer optional fingerprinting services until further notice as efforts are made to limit contact during the COVID-19 pandemic.

The Mounties are asking the public to visit the front counter at detachments to file complaints only.

"All Nunavut detachments are still sufficiently staffed and will respond to all emergencies and complaints. Thank you for your anticipated co-operation and understanding during (these) uncertain times," the police stated in a news release on Tuesday.

Union president lauds GN for closures of schools and daycares The Government of Nunavut made the "right call" by putting people's health first and closing schools and daycares throughout Nunavut, says Bill Fennell, president of the Nunavut Employees Union (NEU).

"Until now, the daily lives of most people in Nunavut had not been impacted by this serious situation and people may have been tempted to feel a false sense of security," Fennell stated. "This is why the GN's decision to put the health and potential safety of Nunavut's children and those that work in the schools and daycares ahead of other considerations was the right thing to do for Nunavut."

The GN announced on Monday that schools and daycares would shut down for three weeks.

The NEU, which represents close to 4,900 territorial workers, has fielded numerous inquiries from GN employees wondering how their workplaces will be affected by COVID-19, according to Fennell.

"The NEU understands that there may be other precautions and decisions that the GN will have to make as they continue to monitor and react to this changing and serious situation," he said.

"These decisions will impact people's daily lives and work. We will continue to offer our support to our members and ask our members to look out for their neighbours and family who may be impacted by any shutdowns or interruptions to their jobs and workplaces."

Although the NEU offices in Iqaluit and Rankin Inlet remain open, the union requests that members call or email instead of stopping by the office to limit chances of transmitting the virus.

Addressing food insecurity

Expectations may have been too high in the commun-

ity for any new facility to have a legitimate chance of living up to at first, but no one could have predicted what the first few months of operation held

in store for the new Rankin Inlet arena since November of 2019.

Today, thoughts of the new arena are few-and-far between.

A far bigger concern has gripped the community.

The threat of the coronavirus disease COVID-19 possibly showing-up in Rankin

has sparked fear in many parts of the hamlet.

Almost everything except essential services have been closed in Rankin and daily life in the community bears little resemblance to that of just a short time ago.

Life does go on, however and there were significant moments in the early days of the facility's lifespan, including its first season of hockey beginning. and ending. in disappointment.

The season began with a delayed opening due to problems with an area of the ice surface and came to a close shortly after the Canadian arrival of COVID-19.

Hamlet recreation coordinator David Clark said there are some areas still moving forward in which the recreation department was already striving to improve upon.

Clark said he and four others who regularly volunteer their time at the arena – Gabe Karlik, James Sandy, Noel Kaludjak and Cedric Autut – received training on its brandnew PA and sound system this past week.

He said the new system is a more-than-welcome addition to the facility, which should greatly enhance almost every activity to be hosted there.

"I'm not a technical guy with such things, but the new system looks good and sounds great," said Clark, "It's nice and simple to operate, the sound is nice and clear and it has plenty of volume for when it needs to be loud.

"I think there's about 12 speakers altogether in the rink, with four or five in the lobby.

It's a nice setup that can be controlled in my office, the penalty box area or up in the broadcast booth.

"It was supposed to be ready for the Terence Tootoo Memorial (TTM) and it was, but now there's no TTM and I find that a little sad.

"Our hockey program is taking a big hit right now with everything being on shutdown, but so is everything else."

Clark said other events, such as a large square-dance competition later this month, that were scheduled to be held at the arena have also, obviously, been negatively affected by the shutdown.

He said the course of events during the past little while has created an environment he finds both challenging and more than a little weird.

"I come to work every morning and there's no stack of hockey stuff waiting on my desk that I usually have to deal with this time of year, or things I have to take care of for upcoming events that usually have me working with different committees or groups of people in the community.

"With the remaining hockey tournaments that were scheduled and events like the big square dance that had groups coming in from as far away as Gjoa Haven being cancelled, our business community is also taking a huge hit financially from all of this."

Clark said people can still come to the arena to pick-up their orders at the Slapshot Canteen.

He said that area remains open because the hamlet did not want to hinder owner Chadd Burrill's initial business efforts.

"We're taking out the ice this week and we'll go from there whenever things finally return to normal "We'll be notifying the community of the summer schedule for our multipurpose facility once the artificial turf is installed and we've finished all our planning, organizing, etc., which includes finding the money to start a new lacrosse program in Rankin.

"We will announce what we can when we can and, hopefully, things will be back to normal soon."
