The search-and-rescue (SAR) effort for Solomon (Sala and Sala hockey) Tulurialik, 29, has ended in Baker Lake.

Tulurialik went missing while out boating with his son and stepson about five kilometres from the community on July 31.

Tulurialik ran out of fuel and is believed to have decided to swim to shore to retrieve more, but never made it to the shoreline. The two young boys were returned safely to the community.

A final post of information regarding the search effort was provided to social media by Karen Yip on behalf of the Hamlet of Baker Lake, in collaboration with BLSAR and the Baker Lake RCMP on Aug. 13.

On the final post Yip wrote after 13 days of intensive searching, the RCMP, in consultation with the family, have made the difficult decision to officially conclude the search for Sala.

She wrote it was clear that people are welcome to continue to search, but the RCMP co-ordinated search was being terminated at the end of the day. Boats remained on the water until dark, searching and dragging with a very large net.

"During the past 13 days, there have been more than 416 teams searching the water and the shoreline, as well as underwater cameras, four aerial drones, a helicopter, sonars and more being employed," posted Yip. "Experts have been consulted from as

far as New Hampshire, Washington and the prairie provinces. The Hutterite Emergency Aquatic Response Team (HEART) came from Manitoba and searched 22 additional areas utilizing their underwater drone. They worked tirelessly and covered a large area of the lake.

"A huge thank you to all involved, including the RCMP, Cpl. Ben Comley, SAR, Richard Aksawnee and the command centre co-ordinators, as well as all individuals and organizations, captains, mates, spotters, ATV searchers and passengers, HEART, Pulaarvik, mental health, the Prayer Warriors, our MLA, mayor, pastors, elders, people from other communities and provinces and more.

"We know that everyone contributed in whatever way they could."

Richard Aksawnee also posted to social media on behalf of the Qamani'tuaq Qiniqtiit, sending their sincere condolences to Sala hockey's family and friends.

He wrote a thank you to everyone who was involved with the search, helping in any way they could, from the people who were making sure there was gasoline, to the cooks, radio operators, and people who opened their cabins during rainy days, to people at the tent for food and gas, the RCMP, businesses that donated supplies and Manitoba's HEART. "Thank you to people all over the region and, last but not least, the community of Baker Lake for your support and prayers," posted Aksawnee.

"I don't want anyone to go unnoticed for their love and support.

Arviat artist Char A. Qaritaq paints the wall inside the indoor playground at the King Arena with a beautiful array of colours in Arviat on Aug. 14.

New colours Arviat Well-known local artist Char A. Qaritaq was hired by the hamlet of Arviat to paint the walls inside the indoor playground at King Arena earlier this month.

The indoor playground used to be the site of Arviat's curling rink.

Qaritaq has been painting the walls a beautiful array of colours.

The hamlet also plans to add new flooring in the indoor playground as soon as the materials arrive on the sealift.

Agreement signed Ottawa/Nunavut Ottawa and Nunavut signed an agreement-in-principle for the devolution of powers to the Government of Nunavut (GN) from the federal government in Iqaluit on Aug. 15.

On hand for the signing ceremony were Nunavut Tunngavik Inc. president Aluki Kotierk, federal Minister of CrownIndigenous Relations Carolyn Bennett, Nunavut Premier Joe Savikataaq, federal negotiator Fred Caron and GN negotiator Simon Awa. The fourteen-chapter agreement-in-principle – five years in the making – was made formal with the signatures of Savikataaq, Kotierk and Bennett.

Final negotiations for the transfer of power from the federal government to Nunavut are expected to take five years and will include offshore resources.

That process has now begun.

More funding Nunavut The Government of Nunavut (GN) will receive $600,000 from the federal government to empower Inuit women and girls with leadership skills.

The funding was announced on Aug. 8 in Yellowknife.

The $600,000 is part of more than $1 million that's going to Nunavut and the Northwest Territories for leadership development among girls and women.

The GN plans to use the funding to engage community, regional and territorial stakeholders in the creation of a Women and Girls Leadership and Governance Forum, and the piloting of related workshops, stated a GN press release.

Miqqut program Arviat The Mikilaaq Centre will host the Miqqut program (traditional and modern sewing) from Sept. 16 to Dec. 13.

The program will run from 9 a.m. to 3 p.m. on weekdays, with all materials and supplies being provided.

Learning and essential skills are also integrated into the program, funded by the Department of Family Services.

Rankin Inlet's own Sam Tutanuak brought his sound from the Kivalliq to the Aqpik Jam Music Festival at the Kuujjuaq Forum in Kuujjuaq, Nunavik, from Aug. 12 to 15.

This year's festival included an impressive musical lineup that included: Tutanuak; Aasiva; Alan Doyle; Derek Miller; Green River; Saali; Sinuupa; Naneruaq; Cops and Pilots; and Barbara Diab and the Smoked Meat Band.

Also performing were: Lucy Johannes and the Kuujjuaq Band; Josh Q and the Trade-Offs; Eli Angiju; Angava; Souled; Jack Etok and the Beanstocks; and William Tagoona of Baker Lake.

Tutanuak said it was a very pleasant surprise when he found out in early June that he'd be performing at the Aqpik Jam. He said it was his first time to perform

at the event, which he deemed a lot of fun.

"The arena was packed during the entire festival from what I saw," said Tutanuak.

"I was backed on stage by fellow musicians Matthew Chaffey, Andrew McCarthy and Pat McLaughlin for my hour-long set, which went really well.

"We performed 11 songs and the audience's reaction to my songs was wicked.

"They recognized at least five or six of my songs – which was very touching – and there was a real pump from the crowd when we went into The Three Musicians, which was a hit for me on Aboriginal Radio."

Tutanuak said the trip to Kuujjuaq for the Aqpik Jam was something he'll cherish for a long time.

He said the festival was extremely well organized and everything went as smoothly as you could possibly hope for.

"We got picked up anytime we needed a ride, and the sound checks were just awesome," he said.

"Everything was first class all the way.

"The consensus following my performance seemed to indicate I'll be getting a repeat invitation to next year's festival, which would make me quite happy."

Tutanuak said it would be awesome to see a music festival of Aqpik Jam's scale started in Rankin Inlet.

He said it would be a boost for the community, itself, as well as for performers from across the Kivalliq.

"Oh man, if Rankin could host something similar to the Aqpik Jam Musical Festival, it would really help boost the region's music scene.

"The variety of musical styles among the performers at the Aqpik Jam was just awesome – from rap, rock and blues to traditional – and I think that approach would go over very well in Rankin, too."

Feds commit to connecting hamlets Funding for expansion of Rankin airport terminal, all-season road announced in Iqaluit

The Rankin Inlet airport terminal will receive two new wings that will increase its existing capacity four-fold.

Transport Canada Minister Marc Garneau made the $45.5 million announcement in Iqaluit on Aug. 13.

Garneau also announced another $4.5 million from the National Trade Corridors Fund will be used to conduct the study and design of a 450-kilometre all-season road in the Kivalliq that would connect Rankin Inlet to Arviat, Chesterfield Inlet and Whale Cove.

Another $195,000 will be used to add boarding ramps at airports in Arviat, Whale Cove, Chesterfield Inlet, Baker Lake, Naujaat, Coral Harbour and Sanikiluaq to aid passengers with disabilities.

Rankin Inlet senior administration officer Justin Merritt said he has known the money to expand the terminal building was coming for the past couple of years and was just waiting for the official announcement to be made.

He said the $4.5 million for the road study and design came as good news to the communities involved.

"If nothing else, that money to be used for the allseason road is a start," said Merritt.

"As for the terminal building, our airport is in bad need of expansion now that it's the regional hub.

"We weren't really 'regional' at one time, because ATRs went to Winnipeg from the outlying communities; sometimes direct and sometimes through Rankin.

"But now, everyone comes in here to get on the jet, so we badly need the expansion.

It's quite busy at our terminal now, especially from the late morning hours until the late afternoon."

Merritt said it will be nice to see what the study says on the all-season road, as well as its design.

He said there are definitely benefits to all four communities involved if the road goes ahead.

"It will make it more feasible to bring stuff in by jet for the people in the other three communities because it won't have to go on another plane

from Rankin.

"Once their goods land here, I would assume they will be able to be trucked to Arviat, Chester and Whale with that road in place.

"It would probably mean a bit of economic growth for Rankin with people driving in here to shop, as well.

"Maybe not so much for Arviat, but there's a lot more variety in the stores in Rankin than Whale and Chester."

Merritt said the road would also create regional employment.

He said people will be needed to maintain the road and someone will have to patrol it, as well.

"I don't know if it will mean more RCMP officers or bylaw officers, but the road will definitely have to be patrolled.

"I would think the road will create at least 15 or 16 new jobs during the winter months.

"The idea of this road started with a push from the smaller communities, I would say, because they wanted roads for a long time.

"Chesterfield Inlet, I know for sure, was a major supporter of this road."

Animal docs coming to call next month Annual veterinary clinic to be in Rankin Inlet from Sept. 9 to 14

This coming month will mark the 20th consecutive year a team of animal-health specialists from the Winnipeg-based Tuxedo Animal Hospital will conduct a veterinary clinic in Rankin Inlet.

John Hickes and Page Burt organize the Rankin clinic, and Hickes said it's extremely expensive to take, or send out, a pet to Winnipeg for veterinary care or diagnostics.

He said all local pet owners should take advantage of the veterinary clinic in Rankin from Sept. 9 to 14 to have their pet checked, have minor surgery performed and the like.

"As dogs reach the age

of eight or nine, they should receive a geriatric checkup to see if there are health problems related to aging that can be treated," said Hickes.

"The vet updates your pet's vaccinations and medications, checks joint mobility, eyes, ears, teeth, skin, abdominal organs, general health, etc., and will make recommendations that should make your pet more comfortable.

"These pet 'senior citizens' have given us much joy and comfort and they deserve care in their old age."

In addition to the main clinic, Burt and Hickes are going to try to offer a subsidized, low-cost clinic in Sep-

tember.

Burt said she's currently working with staff members at the Tuxedo Animal Hospital to make that a reality.

She said some spays and neuters may even be done for free.

"We raised about $8,000 through a bingo game and we're using those funds to buy the supplies that are needed, such as the drugs and all the consumables for the surgeries," said Burt.

"I'm going to sit down with Mark (Rankin Inlet Fire Chief Mark Wyatt) to look at dogs that are having litter after litter, and then approach the owners to see if they want to get their animal spayed.

"People can just talk to me about it if they feel they need

some assistance.

"The low-cost clinic is not for people with high-paying jobs who should be able to pay for any work done to their pet like everyone else, but for people in school or people unemployed, that type of thing."

Burt said they realize some people want their dogs to have litters because they're selling the puppies for $50 or more apiece.

She said her group sent out somewhere around 135 dogs this year in search of new homes.

"These are dogs that people don't want, so the pattern just repeats itself over-and-overand-over again.

"Some people get puppies and then – because they don't

train them, they don't housebreak them and they turn all the interaction with the puppy over to the kids – they end up with puppies that bite, or are hard to handle and are pooping all over the floor.

"Some of these dogs end up living their lives on the end of a chain once they're tied outside by the porch.

"We've all seen that, so we're at least trying to keep those dogs that are always tied outside from having one litter after another."

Burt said too many dogs in Rankin are bred every time they go in heat and that's not good for the dog.

She said some dogs are bred on their first heat, start having litters immediately and simply keep having them because there's no way to keep them from being bred.

"If they're tied outside, they're going to get bred.

That's all there is to it.

"I don't want people to get the impression we're looking down on anyone because of the way they handle their dog.

We're just trying to get people to be more responsible about keeping dogs.

"And, we're trying to address the fact that a lot of dogs are unwanted after they reach about six months old."

Sport tournaments suffer from players who won't leave alcohol at home when competing in dry communities.

I spoke with four sports players this past week – two in person and two over social media – about how some sport tournaments in the Kivalliq are beginning to suffer from the use of drugs and alcohol at the event.

Three of the players I would deem star players in both hockey and softball, and one a very bright star in hockey only.

All four of the players expressed their disappointment with some of the behaviour they witnessed at Sanikiluaq the 2019 Calm Air Cup Jon Lindell Memorial (JLM) in Arviat in January.

The first thing you have to remember is that the majority of the Kivalliq's seven hamlets are dry communities.

Like it or not it's the law and, not only are too many people ignoring the law; they're flagrantly ignoring it and that's been drawing all the negative attention during the past year.

All four players said they saw people drinking right in the arena during the JLM in Arviat – a dry community – and two of them witnessed outof-town players selling bottles in the arena, as well.

These guys aren't party poopers either. Far from it, but they also don't

Coral Harbour's Salliq Invaders made it all the way to the championship game before falling to the Alberta Guns in the Coed E Division of the Slo-Pitch National (SPN) in Halifax, N.S., Aug. 5.

Salliq's run was one of the Kivalliq's finest performances at a national event.

Team of softball destiny steals close game New Era takes final in thrilling Calm Air Cup mixed championship

Team New Era pulled off a quarter-final comeback for the ages on its way to the recent 2019 Calm Air Cup mixed softball championship in Rankin Inlet.

The New Era trailed the Senators by five runs in its final at-bat during the quarter-final on Aug. 11.

The team's first two batters made outs but, with only one out to work with, New Era stormed back and scored six runs to steal the victory.

From there, New Era demolished the tourney favourite Salliq (Coral Harbour) Invaders 16-4 in its semifinal and nipped the Rockies 11-10 in a thrilling final, turning a double play to end the game and claim the Calm Air Cup. New Era captain Darren Ikakhik said meeting the Rockies in the tournament's final game made it all that more special.

He said there has been a long rivalry between New Era and the Rockies (formerly known as the Juggernauts), and he's sometimes invited to play on their team in various tournaments from year to year.

"There's no doubt in my mind that the quarter-final victory was the turning point for our team," said Ikakhik.

"We had two outs, were down five runs in the final inning, and should have been done in that game.

I could feel it slipping away, but I didn't want us to lose.

"I just kept saying to my teammates that we could do it – we just had to get something going – and then we came all the way back to win.

"Coming back like that to win the quarter-final was something else. It was just crazy and, after that, I knew we weren't going to lose to anyone that day."

Once again, the Calm Air Cup was dogged by rain on its playoff Sunday.

Ikakhik said the rain didn't affect play that much because there was no real wind accompanying it.

"We've played this tournament with this kind of weather almost every year. Everyone's gotten used to it by now, so we just live with it and play through it until the tournament is decided.

"There were a lot of competitive teams in the tournament this year because a number of players moved around a bit to different teams, which really evened-up the teams quite a bit, and both Coral and Arviat (Arctic Connectors) sent good teams.

"There were a few blowout games during the tournament, but most of the playoff round was close and very exciting for the players and the fans.

"From what I understand, winning the Calm Air Cup this year means we'll get to travel to Kelowna, B.C., to compete in the Slo-Pitch National (SPN) during the August 2020 long weekend."
