technology enhances real-time situational awareness, identifies patterns, and supports informed decisionmaking—leading to safer outcomes for officers and community members while allowing the Department to deploy resources more strategically.

Throughout 2025, and with the support of the Mayor and City Council, the Department made significant investments in technology to enhance effectiveness, efficiency, and transparency. We strategically deployed 32 Automatic License Plate Readers (ALPRs) along major thoroughfares and key ingress and egress points throughout the city, strengthening our ability to prevent, detect, and investigate crime while supporting officer and community safety. We also received approval to upgrade to a state-of-the-art, cloud-based Computer-Aided Dispatch and Records Management System (CAD/RMS), improving information sharing, data accuracy, and our ability to deliver timely, high-quality police services. Additionally, officers were equipped with updated Taser electric weapons and body-worn cameras, ensuring access to modern tools that support safe, accountable, and effective responses.

This year also marked the launch of ForceMetrics, a web-based platform that consolidates and analyzes data from multiple sources into a single interface. This

These advancements were implemented alongside the adoption of our five-year Strategic Plan, which provides a clear road map for the department’s future and ensures progress remains intentional, sustainable, and aligned with community expectations. Notably, even as officers responded to almost 80,000 calls for service, the city experienced a fifteen percent reduction in violent crime, an outcome that reflects the professionalism of our personnel and the strength of our partnership with the community.

As we look ahead, the North Miami Police Department will continue to advance public safety through smart policing by leveraging technology, data-driven strategies, and strong collaborative relationships. Together, we remain focused on building trust, enhancing safety, and moving our department and our city forward.

ADMINISTRATIVE SECTION

COMMUNICATIONS

The Communications Unit handles both emergency and non-emergency calls for service, ensuring the timely and appropriate deployment of police personnel and resources. Effective police dispatching relies on following verbal and written instructions, entering data and service requests into our computer-aided dispatch (CAD) system, and conveying information to and from police staff via telecommunications equipment. This role demands rapid decision-making and strong multitasking abilities, often in high-pressure environments. In addition, all police communications operators are CPR certified and trained to provide lifesaving directions over the phone.

The dispatchers at the North Miami Police Department served as a lifeline for approximately 80,000 calls for service. The Communications Unit operates in a fast-paced setting, dedicated to delivering exceptional customer service. Their core values—Respect, Integrity, Professionalism, Courage, Unity, and Empathy—guide their around-the-clock availability, 24/7, 365 days a year. This steadfast commitment enables them to effectively respond to the community’s needs, reinforcing their role as a vital resource in emergency and non-emergency situations.

PROPERTY

The Property Unit is responsible for the secure management of all items entrusted to the Police Department. This unit efficiently oversees the handling of found, recovered, surrendered, and evidentiary property, including crime scene evidence, detainee belongings, and lost-and-found items. In the past year, more than 10,000 items of property and evidence were processed and safeguarded. The Property Unit also manages the

distribution of officers’ uniforms and equipment, as well as the emergency office supplies necessary for the smooth daily operations of the Police Department.

RECORDS

The Records Unit is charged with the efficient management, retention, maintenance, and distribution of all data and documents generated by the Department. They ensure that police report records are accurate and accessible in compliance with state law, while processing more than 17,000 police reports and 9,100 citations annually. The unit compiles statistical data on crimes and calls for service, submitting this information to the Florida Department of Law Enforcement (FDLE) and the Federal Bureau of Investigation (FBI) for inclusion in the National Uniform Crime Reporting (UCR) program, as well as related incident-based reporting alongside NIBRS/FIBRS. In addition, the Records Unit provides services by supplying copies of accident reports, incident reports, and crime reports.

ACCREDITATION

The North Miami Police Department recently completed re-accreditation, a three-year cycle that reinforces our commitment to excellence. A team of assessors from the Commission for Florida Law Enforcement Accreditation (CFA) visited our agency to evaluate all facets of our policies, procedures, management, operations, and support services. Police accreditation is a voluntary process in which law enforcement agencies undergo a rigorous external review to verify compliance with established professional standards. Achieving accreditation demonstrates our ongoing dedication to exemplary practices and continuous improvement within the law enforcement community.

CRISIS NEGOTIATIONS TEAM

The North Miami Police Department remains committed to upholding the highest standards in preserving human life. The Crisis Negotiations Team comprises highly trained police negotiators who play a pivotal role in resolving highstakes situations through effective communication and de-escalation techniques. This team is deployed across a range of scenarios, including hostage incidents, mental health crises, barricaded subjects, and warrant service, often in coordination with the SWAT team. Together, they establish communication, build rapport, and pursue non-violent resolutions whenever possible. Negotiators participate in monthly joint training with other law enforcement agencies, emphasizing de-escalation strategies to defuse tense situations. All members are members of the Florida Association of Hostage Negotiators.

Members are dedicated to privacy, providing a safe space for sharing experiences, and guiding peers to appropriate professional resources when needed. The Peer Support Team supports a culture of connectivity and healthy coping strategies, available 24/7.

INVESTIGATIVE SECTION

The General Investigations Unit (G.I.U.) is tasked with investigating crimes in the City of North Miami. G.I.U. investigates property crimes, such as vehicle burglary and auto theft, and persons crimes such as robbery and aggravated battery. The detectives in this unit are specially trained to analyze physical and digital evidence, interview witnesses, victims and subjects, work with other law enforcement and judicial partners to identify, arrest and ultimately convict criminal offenders. Their overriding responsibility is to obtain justice for those North Miami residents who become victims of crime. The detectives in this unit accomplish this objective with skill, empathy and unwavering commitment. In consecutive months in 2025, detectives from North Miami’s G.I.U. were recognized as Officers of the Month by the Miami Dade County Association of Chiefs of Police for their work in bringing two violent and dangerous criminals to justice. The award evaluates the work of officers from across Miami-Dade County to determine a winner. Along with the detectives and supervisors in G.I.U., the Department’s crime analyst operates out of G.I.U. She generates crime reports and determines crime trends by analyzing crime data, which allows the Department to deploy crime prevention and crime suppression resources in the most efficient manner possible. The crime analyst is the “brains” behind the Department’s commitment to intelligence led policing. The detectives and crime analyst of North Miami’s Investigative Section are a force multiplier for in the Department’s goal of Making a Positive Impact.

CRIME SCENE INVESTIGATIONS

Every crime scene tells a story—and Crime Scene Technicians (CSTs) help bring that story to life. Through meticulous attention to detail, CSTs are responsible for the collection, processing, and analysis of physical evidence found at crime scenes. Their work includes documenting scenes through photography and recovering critical evidence such as latent fingerprints, DNA, firearmsrelated evidence, trace and fiber materials, and tire and footwear impressions.

This evidence is essential to the work of our General Investigations Unit (GIU) Detectives, providing the foundation needed to solve cases and hold offenders accountable. The role of Crime Scene Technicians is vital to the successful prosecution of those arrested and to the pursuit of justice overall.

To maintain the highest standards of professionalism and expertise, our Crime Scene Technicians engage in ongoing training to remain current with advancements in forensic technology and investigative techniques. Beyond their investigative responsibilities, CSTs also play an active role in the community, supporting department events such as the Citizens Police Academy, National Night Out, and career days at local schools—helping educate and connect with the community they serve.

CRIME SUPPRESSION UNIT

The Crime Suppression Unit (CSU) is composed of highly trained, self-motivated detectives dedicated to combating violent and street-level crime. CSU focuses on the investigation of street crimes and gang activity, and the apprehension of violent offenders.

Throughout the year, CSU detectives made hundreds of arrests and removed significant quantities of illegal drugs and firearms from the streets. The unit routinely conducts proactive enforcement details designed not only to enforce the law, but also to deter criminal activity before it occurs. In addition, CSU members actively participate in joint task forces with city, state, and federal partners to address criminal activity both within North Miami and beyond its borders— targeting offenses that have the potential to impact the safety and quality of life in our community.

CRIME ANALYST

The Crime Analyst plays a vital role in supporting the Uniform Patrol Section by producing data-driven analysis that aids in the prevention of crime. Through the identification of crime trends and patterns, the analyst provides actionable intelligence that contributes to the timely apprehension of offenders. In addition, this analytical data supports detectives in identifying and developing criminal suspects. The Crime Analyst is an integral component of the North Miami Police Department’s overall crime prevention strategy and criminal apprehension efforts.

CRISIS INTERVENTION SPECIALIST

The Crisis Intervention Specialist supports individuals and their families with both physical and emotional needs after they experience violent crimes, including child abuse, child sexual abuse, and domestic violence. The Crisis Intervention Specialist responds during times of crisis by offering immediate and short-term counseling, helping place victims in emergency shelters, and providing support throughout the criminal justice process.

FIELD OPERATIONS

UNIFORM PATROL

The Uniform Patrol Section is the department’s primary operational force and the most active component of the agency. As the largest section within the Police Department, Uniform Patrol is staffed with a significant portion of departmental personnel and is responsible for providing continuous police coverage throughout the city. Patrol services are delivered 24 hours a day, seven days a week, across three rotating shifts: Day, Afternoon, and Midnight. Each shift is supervised by a Shift Commander and supported by three Sergeants who provide direct leadership, accountability, and coordination of daily operations. Shift Commanders report to the Uniform Patrol Major, who reports to the Assistant Chief of Field Operations. In addition to sworn personnel, the Patrol Section is supported by Public Service Aides (PSAs), who play a key role by responding to non-emergency incidents that do not require an armed officer. This staffing model improves response efficiency, allows sworn officers to focus on higher-priority calls, and strengthens overall service delivery. Through this combined effort, the Uniform Patrol Section responded to 79,675 calls for service over the past year.

Uniform Patrol officers are typically the first to arrive at calls for service and must be prepared to handle a wide range of incidents, from routine disputes and traffic-related calls to in-progress crimes and major emergencies. Their responsibilities require adaptability, sound decision-making, and the ability to de-escalate situations while maintaining public and officer safety. Patrol operations are also guided by the principles of Community-Oriented Policing, a proactive approach that prioritizes building relationships with residents, addressing neighborhood concerns, and working collaboratively to prevent crime and improve quality of life.

The Uniform Patrol Section’s mission goes beyond traditional enforcement. Officers remain actively engaged with the community through everyday interactions, visibility in neighborhoods, and problem-solving efforts aimed at reducing recurring issues. Their consistent presence helps deter criminal activity, increases public confidence, and reinforces the department’s commitment to service. Guided by the department’s core values of Respect, Integrity, Courage, Empathy, Unity, and Professionalism, Uniform Patrol officers continue to play a critical role in maintaining safety, strengthening trust, and supporting a more connected and resilient North Miami.

S.W.A.T.

The North Miami Police Department Special Weapons and Tactics (SWAT) Team was established in 1992 and has executed hundreds of warrants, providing a dedicated, highly trained response to incidents involving elevated risk, violence, or complex operational challenges. The SWAT Team consists of specially selected sworn personnel trained to manage critical events that exceed the scope of standard patrol response, including but not limited to hostage situations, barricaded individuals, armed confrontations, and the execution of high-risk search and arrest warrants. Due to the high-threat nature of these incidents, the SWAT Team maintains strict operational readiness standards supported by continual training and performance evaluation. Team members participate in frequent tactical training designed to strengthen decision-making, coordination, and technical proficiency. Training includes scenario-based simulations and operational drills involving firearms proficiency, room

entry and clearing, breaching techniques, less-lethal deployment, tactical communication, crisis response, and team movement under realistic conditions. Members also attend advanced courses and professional development workshops to remain current on evolving tactics, specialized equipment, and emerging best practices.

K-9 UNIT

The North Miami Police Department K-9 Unit, originally established in the 1940s, remains a vital operational resource within the Field Operations Division. The unit is comprised of four (4) highly trained K-9 handlers and their canine partners, who provide specialized capabilities that strengthen the department’s response to both routine and high-risk incidents. Through consistent training and strict performance standards, K-9 teams maintain a high level of readiness, discipline, and professionalism. K-9 personnel are certified in several key areas, including suspect apprehension, tracking, building and area searches, narcotics detection, and evidence recovery. These skills allow the unit to support patrol operations, assist investigative units, and improve outcomes during searches and enforcement actions where advanced detection and tracking capabilities are needed.

The North Miami Police Department is also one of the few law enforcement agencies in Miami-Dade County that continues to utilize a bloodhound, which provides enhanced tracking capabilities during critical searches and missingperson investigations.

In addition to enforcement and tactical support, the K-9 Unit plays an important role in building and strengthening community relationships. Throughout the year, the unit conducts demonstrations at schools and community events, providing residents with opportunities to learn about K-9 operations, interact with officers, and build trust through positive engagement.

The unit’s mission also reflects the department’s ongoing commitment to compassion and wellness. In addition to operational K-9 teams, the unit includes an emotional support dog trained to comfort crime victims, witnesses, and individuals affected by traumatic incidents. This resource is also available to support officers, recognizing the emotional demands of frontline policing. Emotional support dogs provide companionship, help reduce stress, and promote resilience, strengthening overall wellness and reinforcing the department’s ability to care for both its personnel and the community it serves. This impact is further demonstrated by the emotional support K-9’s involvement in over 200 community and department interactions throughout 2025.
