Planning Ahead With the County and State Fair over, and summer fading in the distance, we’re approaching the cooler days of Autumn. One more cutting of hay and maybe a clipping if we are lucky and our season will be done, except for the cotton.

With the end of the year closing in on us, now is also the time when we begin the process of reviewing our insurance policy. The competition between insurance companies is fierce. Farm Bureau Financial Services has expanded their services to include Auto Insurance, Life Insurance, Annuities, Brokerage Assistance, Wealth Management and other services. The best advice I can give is to be sure that you are comparing apples to apples. Another company may give you a better rate, but your coverage may not be comparable. Many times, your decision to pick an insurance company is a lifetime commitment, so choose wisely.

I would like to welcome Jim Dipoma, the new Regional Vice President of New Mexico Farm Bureau Financial Services, and his family to the neighborhood. As you may know, there is a relationship between the Federation which is New Mexico Farm & Livestock Bureau and Farm Bureau Financial Services. As with any relationship there can be ups and downs, but we always work things out and attempt to do the right thing for our members and/or clients. We look forward to working with Jim and his team.

Let me briefly explain how this relationship started: Years after NMF&LB was created there was a need for property insurance which we began offering as a benefit to our mem-

bers. Later the insurance segment was separated from the NMF&LB to join with the Arizona Farm Bureau to assist in spreading out the risk. The two state Farm Bureau insurance companies joined with the Iowa group, which involves many states to further spread the risk over a larger geographic area. This is why the NMF&LB still considers the insurance that you might carry from Farm Bureau Financial Services as a member benefit.

When we consider long term decisions it makes me think of the upcoming elections as well, which is a little more than 30 days away. Previous issues of our newsletter contain pertinent questions of the candidates and their responses.

You can access these articles electronically through our website.

I encourage you to look at those once again before heading to the polls. It is wise to contemplate how the candidate’s views may affect you and your business.

If you have the opportunity to visit with them personally, by all means do so. You may discover that a candidate you knew nothing about may work out after all. I still need to review all the bond issues, so I hope you do the same.

As summer is moving past us don’t let too much slip by, before you know it the year is gone. Be prepared. It is much easier said than done, I personally guarantee it. Remember, people don’t plan to fail, they fail to plan.

Clock Ticking on Ag Labor Reform Farmers and ranchers have needed a fix to our broken immigration system for more than two decades now. Not only are we still waiting on a fix, but in that time the problem has gotten worse, even as job numbers continue to grow across the country. America’s farms and ranches support thousands of those off-the-farm jobs, but if we can’t get the workforce we need to keep our businesses moving forward, our industry and America’s ability to feed itself will suffer.

Many of you have shared stories with me of how you’d love to expand your farm and ranch businesses and pass them on to the next generation, but without access to a stable workforce, your farm’s future is uncertain. Others have shared the common struggle you face season to season in finding enough workers to tend and harvest your crops—sometimes leaving you with no other choice but to allow perfectly good fruits and vegetables to go to waste.

This simply should not happen.

We currently have the best chance for immigration reform agriculture has seen in many years, but the clock is ticking with very few legislative days left before the mid-term elections. Last fall, House Judiciary Chair Bob Goodlatte introduced the AG Act (H.R. 4092). Like most bills at the start, this one was not perfect. But the Chairman listened to our concerns and made some critical changes when he introduced his revised bill, H.R. 6417, the AG and Legal Workforce Act. This bill is a prime example of how effective our grassroots members can be and why it is so important for each of you to share your stories and concerns

with your lawmakers. The bill now includes a longer-term work visa, a stronger at-will program, a streamlined “touchback” process for workers, greater flexibility in the visa cap, a longer transition to the new H-2C program, and modified insurance requirements.

Thanks to your grassroots support, this bill now has more than 100 co-sponsors and bipartisan support in the House.

Speaker Ryan has also committed to rounding up more support for the bill. We still have a chance to see real reform this year, but our work is far from done. There’s no two ways about it: If the AG and Legal Workforce Act doesn’t pass the House this fall, our chances for immigration reform will be lost, possibly for years.

That’s the reality we’re facing on the issue, and it’s not an acceptable outcome for U.S. agriculture.

If the bill passes the House this fall, we will be working overtime advocating for the Senate to take action, including improvements to provisions affecting our current workforce—and we will once again be calling on our grassroots to join in. Farms across the country are facing a real labor crisis, and we cannot afford to lose our loyal employees who have become partners in making our farms and ranches successful. American Farm Bureau will continue to work for provisions that allow our current workers the opportunity to gain permanent legal status. To get real reform, we must work together. No farm or ranch should be left behind while we wait for a fix to our broken immigration system, especially not when we are so close to a solution.

Do you consider yourself involved in agriculture? It may be a straightforward “yes” for those individuals whose livelihoods involve agrifood production and distribution. In reality, agriculture is not just farm to fork, but farm to the cell membrane in your gut. If you’ve done as simple a task as eating or preparing a meal today, you are involved in agriculture as a vital part of a global agrifood network.

Arrowhead Center at New Mexico State University recently held AgAssembly, a conference to bring voices to the table to explore connections across the collaborative agrifood economy. Arrowhead Center, established in 2004 as the economic development arm of NMSU, is a hub for innovation comprised of programs and networks for entrepreneurs, researchers, and industry partners at all stages. Arrowhead focuses on mentorship, education, and technology commercialization. Composed of multiple innovation and entrepreneurial programs, the common thread is a commitment to growing business and innovation knowledge into action.

AgAssembly participants and attendees represented a statewide and nationwide coalition of partners who support innovation in agriculture. The event is funded in part by Arrowhead Center, the U.S. Economic Development Administration, and New Mexico Gas Company (an Emera Company) and is sponsored by the NMSU College of Agriculture, Consumer, and Environmental Sciences (ACES).

In his opening remarks at the conference, Dr. John Floros, President of New Mexico State University, explained that agriculture is not what it used to be, and is comprised of more complex systems of networks and collaborations than ever before. To push boundaries and create innovative solutions to pervasive problems such as global food insecurity, a greater convergence of functional areas must take place by including a range of disciplines from science to history and the humanities.

AgAssembly is the culminating event for Arrohwead Center’s AgSprint business accelerator--a program that offers innovators in agriculture the tools to perform customer discovery in a cohort setting. Teams selected for the program receive education, mentorship and funding, including $2,000 in participant support and a $20,000 investment. AgSprint cohort teams, whose technologies span all facets of agriculture, had an exciting chance to pitch their innovations at the AgAssembly conference.

Neighbors Helping Neighbors

By Dalene Hodnett, Director of Communications A 100-year flood was probably not on the minds of San Antonio residents when they went to bed on the eve of August 20th. But by 2:00 the next morning, it was all they could think about as unbelievable volumes of water swept through their town, knocking homes off their foundations, levelling fences, and swirling through businesses. “The flash flood breached damns and broke through barriers,” says Travis Harris, a San Antonio farmer and member of Socorro County Farm & Livestock Bureau. “Thankfully no one was hurt, but the cleanup will take months.”

In an effort to help with the cleanup and to provide relief for the neighbors, the Socorro County Farm & Livestock Bureau joined with the New Mexico Farm & Livestock Bureau to give $100 gift cards to 35 families who had been affected by the flood. “This was a devastating event for these families and the damage from flood waters will have long-terms effects,” said Carlina Harris, SCF&LB President. “We’re thankful that Socorro County Farm and Livestock Bureau was able to partner with the New Mexico Farm and Livestock Bureau to offer aid to these victims.”

One such victim was Xavier Ortiz, pictured below. “This is so greatly appreciated,” said Ortiz when presented with his gift card. “You have no idea what a blessing this is.” Pete Van Riper was another gift card recipient.

Pictured below, the truck in the background was inundated with water as it came to the top of his tires. “I’ve spent hundreds of dollars tearing out insulation, cabinets and drywall,” said Van Riper. “I still need cleaning supplies and this one hundred dollars will be very helpful.”

Area farmers were also affected as flood waters brought two and a half feet of mud that overwhelmed fields and ruined crops. Many chile and corn fields were destroyed making a harvest this year impossible. Alfalfa farmers were greatly impacted since alfalfa is a perennial crop that can be harvested 5 times a year for seven years. “Our hearts go out to those families that were devastated by the floods. New Mexico Farm and Livestock Bureau was pleased to be able to provide these relief funds to those impacted,” said Chad Smith, NMF&LB CEO. Southern New Mexico couple recognized nationally for their life’s work

Making the Red Mountain lease into a viable and productive ranch has been a life-long endeavor for Larry and Pennie Hooper from Deming, New Mexico. Their “labor of love” began in 1991 when they purchased 7,320 acres of deeded private property, and acquired the grazing rights to a 2,363-acre Section 15 allotment managed by the Bureau of Land Management (BLM) and an additional 1,800 acres of State Trust land. Altogether, the ranch needed some tender loving care that only the Hooper’s could give, along with some genuine “cowboy strength” and “sweat equity”.

On September 27, the BLM recognized the Hooper’s dedication with the 2018 Rangeland Stewardship/Sagebrush Steppe Award. In front of the BLM leadership and industry peers, Pennie and Larry received the award at the Public Lands Council Conference (50th anniversary) in Park City, Utah.

Their nomination for this national award told the love-story of a hard-working couple, who have taken a western rangeland that had for years been a dumping ground for household debris from Deming residents and an area infested with a tenacious noxious and invasive weed called “African Rue”, and turned into a model ranching operation and At top, the Hooper Ranch with Rattlesnake Hills in the background. Native to the Mediterranean region, “Rue” as it’s called by locals, was introduced to North America in the 1920’s. During World War II, it was introduced to Luna County when there was the U.S. Army Air Force training ground located near Deming. Aircraft returning to U.S. soil from the Mediterranean, African and Middle East Theaters were the culprits and soon “Rue” was an issue facing western ranchers throughout the southwest.

Larry Hooper describes himself as “the King of African Rue” for all of the time he’s “clocked” in to eliminating the invasive weed on his ranch and federal and state land. He and his family have been African Rue – Peganum harmala – is a deep rooted incorporating weed control methods into their operations for over perennial that is extremely drought tolerant, producing 1,000 of seeds that quickly displace native vegetation of 21 years. These methods include cultural (avoiding overgrazing), mechanical (using equipment) and chemical (spraying herbicides) the Chihuahuan Desert. to remove and stop the spread of the plant.

Beyond their aggressive noxious weed control program, the Hooper’s have implemented a holistic approach to improve the range condition and trend. Looking at their entire operation, the Hooper’s began investing countless hours to improve the ranch’s watering sources and interior and exterior boundary fences. Blurring the private, BLM and state ownership lines for the health and productivity of the rangeland, the Hooper’s were successful in improving the range infrastructure, including three new wells, three storage tanks, seven troughs, and seventeen miles of interior fencing and pipeline.

This approach, in concert with conservative livestock stocking of the allotment, adjusting stocking rates based on forage quantity and quality, implementing a rest rotation program and controlling mesquite and creosote, has improved the rangeland dramatically.

In addition, Larry and Pennie have been dedicated stewards of rangeland for the native birds and wildlife that inhabit the ranch. In their efforts, they have designed eight wildlife exclosures. Within these exclosures, they have removed overgrown brush and strategically improved the cover, shelter and water guzzlers for Gambel’s quail and other migratory birds. In addition, other wildlife improvements have increased the resident wildlife, including mule deer and javalina.

Their work on the Red Mountain lease has not gone unnoticed. It’s been a challenge that has enriched their entire family’s life. They have equally enriched their community with their involvement in the Deming Soil and Water Conservation District Board, the Corrientes Cattle Association, New Mexico Farm & Livestock Bureau, the New Mexico Cattle Growers and Deming Future Farmers of America Chapter. Being part of these organizations has allowed the Hooper’s to provide their insights and recommendations for the care of private, federal and state rangeland.

Overall, their “labor of love” has been to leave the rangeland better than they found it. By reducing the infestation of African Rue, improving the wildlife habitat and enhancing the rangeland health and productivity, the Hooper’s have enhanced the legacy of this special working landscape.

For them, it was clear what they needed to do and they “rolled up their sleeves” and got’er done! Because of Larry and Pennie’s efforts, the Hooper Ranch is living up to its potential in southern New Mexico’s iconic western rangelands.

Throughout the ranch, gates and windmills are adorned with western scenes designed and cut by Penny Hooper, a master metal craftswoman.

Yucky Worms in the Classroom

By Brenda Logan, New Mexico Ag in the Classroom Northern Coordinator New Mexico Agriculture in the Classroom (NMAITC) is a non-profit educational outreach program funded primarily by the membership of the New Mexico Farm and Livestock Bureau. The purpose of NMAITC is to educate the general public, with an emphasis on K-12 students and educators, about the importance of agriculture.

For the first time in U.S. history, more people are living in cities than in rural areas.

It is apparent that there is a growing need to teach people about the true origins of the food and fiber systems especially as more generations are moving away from farms and ranches.

One of the ways we share the story of agriculture is through ag literacy projects and this year we designed curriculum based on the book Yucky Worms. The lesson is packed full of engaging activities that include observing worms, playing a worm review game and making a soil chain.

We want students to understand that worms have a role in the health of our soil and that soil is important to all of us because it helps grow our food and fiber. We were Above, a student learns about worms. Left, Skyler Davis, an fortunate to receive a grant from the Natural Resources Conservation Service and our FFA student at Texico Highpartnership allowed us to buy 500 books for the project. NRCS soil specialist, Kevin school, shows students a cooler of Branum, consulted with us about ideas worms. and materials for the lesson and made sure that it met scientific standards. He was an invaluable resource to us and was instrumental in designing the project.

Once the lesson was written, Roswell and Goddard FFA chapters helped us pilot test it with 240, K-5th grade students. Texico FFA was the first chapter to participate in a training. They then presented to 40 second graders. The students and teachers had great things to say about the lesson and about the FFA students! Sandi Hartman, 2nd grade teacher said, “The most powerful part of this program is students teaching students about agriculture.” Deanne Richardson, farmer and teacher, also had great things to say, “It is so important for our kids to learn how agriculture fits into their lives. My students now know that everything starts with soil and that worms are important to soil health.” Texico FFA advisor Lane Clovis FFA students complete the Yucky Worms training. FFA Involvement New Mexico FFA is also a very important partner in this project. They gave sponsorship money that helped buy materials for the project such as worms, worm bins and posters. Most importantly, the FFA chapters present the lesson to classrooms all over the state. This helps us get the information and materials into the classrooms and it also helps the FFA organization recruit for the future of their program. With our partnership, almost 11,000 elementary students all over New Mexico have been exposed to agriculture and FFA in the last four years.

This year we are trying something a little different by going directly to the FFA chapters that want to participate and train their chapter officers on how to present the lesson. The training only takes 45 minutes.

Training participants will receive: • Yucky Worms Book and Soil Poster-1 for each classroom • Lesson Plan that includes several lesson extensions about worms and soil • PowerPoint for classroom presentations • Presenter tip sheet • Ready-made project materials that include: o A worm bin o A review game with stuffed worm o Soil Chain activity cards in brown lunch sacks

Hand and his students did an outstanding job and they helped us spread the awareness about the project. Word traveled fast and within one week we had 4 chapters (Tatum, Clovis, Grady and San Jon) participate in a training!
