FREE SPCC Short Course 8:30am-5:00pm | Tuesday, December 10, 2019 Morning Session 8:30 A.M. till 12:00 P.M.

The purpose of the Spill Prevention, Control, and Countermeasure (SPCC) rule is to help facilities prevent a discharge of oil into navigable waters or adjoining shorelines. This rule is part of the U.S. Environmental Protection Agency’s oil spill prevention program and was published in 1974, under the authority of Section 311(j)(1)(C) of the Federal Water Pollution Control Act (Clean Water Act). The rule may be found at Title 40, Code of Federal Regulations, Part 112.

A facility is covered by the SPCC rule if it has an aggregate aboveground oil storage capacity greater than 1,320 U.S. gallons or a completely buried storage capacity greater than 42,000 U.S. gallons and there is a reasonable expectation of an oil discharge into or upon navigable waters of the U.S. or adjoining shorelines.

SPCC – How to Comply with the Federal Regulations

Don Smith, EPA Region 6 The short course is available for all SPCC stakeholders. This short course will provide an overview both the rule and the SPCC Guidance for Regional Inspectors. The session will be approximately three and a half hours long, including time to address questions. This short course will describe the requirements for SPCC facility owner/operators and certifying professional engineers. The course will include an overview of the rule, the elements from the revised inspector guidance document and implementation issues encountered since the last course. This overview will include but is not limited to: • • • • •

Applicability Jurisdiction General plan elements Oil Filled Equipment (OFE) Testing requirements

• Qualified facilities • Specific requirements for bulk facilities • Specific requirements for onshore production facilities

The intended audience for this short course is stakeholders in the SPCC regulated community, which include, but are not limited to, Professional Engineers (PE), consultants, insurance professionals, and facility owners who maintain SPCC Plans or will be updating SPCC Plans. You do not need a background in SPCC to attend.

Making the Plan Practical for the Facility: The instructor will go over the importance of developing a plan that is practical so that onsite personnel can implement the plan and maintain ongoing compliance.

The instructor will show examples of easy to follow checklists to use for Monthly and Annual Inspections, along with ways to incorporate Periodic Integrity Testing, if required.

We will discuss the importance of Personnel Training and why it is essential to make sure the right people are trained.

The intended audience for this short course is individuals that work on developing SPCC Plans, as well as facility owners and operators so that they have a better understanding on what should be in the plan and what issues may need to be corrected before the plan can be implemented.

SPCC Plan Writing for Professional Engineers and Industry Professionals David Piercey, Vice President, JD2 Environmental Inc. This course will walk you through the development of the SPCC Plan starting with the initial inspection of the site and then how to take the information from the field and put it into concise and practical plan.

Preventing Tank Fires in Your Facilities – How to Use API 2001 and API 2021 To Reduce/Mitigate Fire Impacts Marcelo D’Amico, Orcus Fire & Risk, Inc.

In this mini-seminar, we will not only cover the modern thinking on fire protection and issues associated with firefighting foam getting into the environment but will, more importantly, cover how to keep yourself from needing to use foam at all – in other words, preventing the tank fires in the first place. The best practices for fire prevention are currently covered in API 2001 and we will cover the basic issues that you need to know about in preventing your facility from being susceptible.

But if you do need to deal with firefighting, then we cover what you should know about the various firefighting foams and how they can impact your environmental liabilities going forward. This seminar is a ground level course on the minimum you need to know to prevent fire and to protect in case you get fires.

NISTM offering this unique aboveground storage tank course taught by industry authority << Philip Myers and Andrew Yearwood >> of PEMY Consulting.

This comprehensive and broad course is aimed at engineers, inspectors, regulators, administrators, and managers responsible for storage tank facilities who wish to improve their overall knowledge and understanding of these facilities in the petroleum, chemical, aviation and paper and pulp industries. More importantly, this course offers an excellent opportunity to network with others in the same situation and ask questions and consult with experts. The course has recently been expanded into two major sections each occurring on different days.

8:15am – 5:00pm Complete overview of various kinds of “tanks” used aboveground and underground in both vertical and horizontal configurations. We cover the fundamentals for the design, construction, operation, maintenance, and inspection of petroleum terminal and tank facilities. We discuss the different kinds of designs, best practices and the general considerations associated with storage tanks including the hazards of petroleum storage. Also addressed is the knowledge you need to know about keeping tank personnel safe.

Tanks 101 will also provide an overview of all the important tanks standards such as API 2610, API 2350, API 653. It will mention API 650 and API 620 but these will be covered in more detail in the Afternoon Segment. In order to provide sufficient background to prepare for Tanks 102, we provide the basic principles of floating roofs, foundations, fixed roofs, when and how to use of release prevention barriers, hydrostatic tests, materials of construction, and many other issues associated with existing tanks.

Having designed and built a good tank the next problem is to ensure it remains safe and leak free. The focus is on the well-known tank inspection standard, API 653. The rules of API 653 will be covered and the contents of API 653, and API 575 will be explained in detail as time permits. We cover some of the various damage mechanisms such as brittle fracture, excess internal and external pressure, settlement, repairs and more.

Tanks 102 – Advanced Short Course 1:00pm – 4:45pm | December 12, 2019

Tanks 102 explores tank construction standard API 650, key parts of the standard and how it is used to design and construct tanks. We will cover foundations, tank design, best practices, design details related to materials, applicable loads including wind and snow, accessories such as tank mixers, venting, and frangibility. Because of the increasing frequency of high winds and flooding we distill the most current knowledge relating to robust and resilient design criteria for storage tanks.

We will discuss strategies in selecting tank types, when to use a floating roof or fixed roof, and options for fixed roof design. After finishing the course, the attendee will understand the structure of the document, how to use it, and where to find key information in the 500-page standard.

There will be basic and overall considerations for API 620 and API 625. An overview of the types and kinds of tank/containment combinations as well as the pros and cons will be discussed.
