The purpose of the Spill Prevention, Control, and Countermeasure (SPCC) rule is to help facilities prevent a discharge of oil into navigable waters or adjoining shorelines. This rule is part of the U.S. Environmental Protection Agency’s oil spill prevention program and was published under the authority of Section 311(j)(1)(C) of the Federal Water Pollution Control Act (Clean Water Act) in 1974.

The rule may be found at Title 40, Code of Federal Regulations, Part 112.

A facility is covered by the SPCC rule if it has an aggregate aboveground oil storage capacity greater than 1,320 U.S. gallons or a completely buried storage capacity greater than 42,000 U.S. gallons and there is a reasonable expectation of an oil discharge into or upon navigable waters of the U.S. or adjoining shorelines.

This short course will describe the requirements for SPCC facility owner/ operators and certifying professional engineers. The course will include elements from the revised guidance and implementation issues encountered since the last course. This short course will provide an overview of the revisions to the SPCC Guidance for Regional Inspectors document.

The session will be approximately four hours long, including time to address questions. The intended audience for these outreach sessions are stakeholders in the SPCC regulated community, which include, but are not limited to, Professional Engineers (PE) and facility owners who maintain SPCC Plans or will be updating SPCC Plans. This presentation is the same presentation provided to EPA inspectors on the implications of the new guidance document.

LUNCH Plan requirements for Facilities Covered by EPA’s Facility Response Plan (FRP) Regulation

Troy Swackhammer, U.S. EPA, Office of Emergency Management This presentation describes the requirements and expectations for the FRP plan holders.

This four hour short course will cover: • Introduction and purpose of the FRP regulations and discussion about upcoming FRP guidance • Plan requirements under §112.20 and Appendix E and F, including the relationship of the FRP to the National Contingency Plan, Area Contingency Plans, and other preparedness activities conducted by industry, USEPA, and USCG • Steps in implementing an FRP, including PREP requirements (drills and exercises) and preparing for an FRP inspection and government-initiated unannounced exercise (GIUE) • Common problems observed and recommendations for improvement of plans and exercises

NISTM offering this unique aboveground storage tank course taught by industry authority Philip Myers of PEMY Consulting.

This comprehensive course is aimed at engineers, inspectors, regulators, administrators, and managers responsible for storage tank facilities who wish to improve their overall knowledge and understanding of these facilities in the petroleum, chemical, aviation and paper and pulp industries. More importantly, this course offers an excellent opportunity to network with others in the same situation and ask questions and consult with experts. The course is divided into two major parts.

April 19th, 2016 | 8:30am – 12:00pm Tank Facilities and Tank Design by Phil Myers, PEMY Consulting Covers the fundamentals for the design, construction, operation, maintenance, and inspection of terminal and tank facilities. This segment will focus on an overview of aboveground petroleum storage tanks, the different kinds of designs, and the general considerations associated with storage tanks such as fire safety.

It will cover how the tank designs and components affect operability as well as operating risk. The morning segment will focus on the contents of API 650 and API 620 and explain how to specify tanks. We will also cover how and why various tank options and designs are used in the context of different requirements and situations.

Tank Inspection and Integrity by Phil Myers, PEMY Consulting Having built a good tank the next problem is to ensure it remains safe and leak free. The focus of this segment is on the tank inspection. The rules of API 653 will be covered and the contents of API 653, and API 575 will be explained in detail. Some topics are how suitability for service is determined, brittle fracture, evaluation of fixed roofs, floating roofs, foundations, when and how to use of release prevention barriers, principles of hydrostatic tests, materials of construction, and many other issues associated with existing tanks.
