Get Ready For Leaf Peeping Season Leaf peeping is an informal term used for the activity of traveling to locations that offer the most splendid view of fall foliage. The areas that are typically targeted are the New England States, Central to Northern New York State, other Mid-Atlantic states and especially the Pocono/Appalachian mountain region. Here in Tanglwood Lakes we don’t have to travel far to view some of the breath-taking vistas that Mother Nature has provided.

Researching on the website, www.poconomountains.com, outlines many details of this spectacular seasonal show. The Pocono Mountains region is home to more than 127 varieties of trees, shrubs and plants. Deciduous

The membership will be provided an opportunity to ask questions by stopping into the Chalet and/ or emailing the Chalet with any questions a week prior to the scheduled meeting. The deadline for questions is October 10, 2020. The Board feels this approach is reasonable based on current conditions related to the virus.

This year was extremely difficult in dealing with the CV- 19 Virus and staff shortages.

It has been a stressful time for our membership in trying to maintain social distancing in compliance with guidelines.

The Chalet was closed to the members during the red phase designation of the virus while the administrative staff worked from home. The Public Safety Officers and Maintenance Staff were identified as essential services under the Governors guidelines and were permitted to work.

I thank the Board, staff and the membership in continuing to work through a difficult time.

Please review the section as it pertains to single and multi -passenger water vehicles in addition to golf carts, campers and motor homes. A permit is required for the storage of the above vehicles. The enforcement will start on October 15, 2020 once the boats are removed from the docks.

I have received calls from members regarding Gypsy Moth nests in the trees on their property. We will be performing an assessment with a Consultant that will identify egg masses and the required response. We will communicate the finding to the community once the assessment is completed.

The Pocono Lakefront Development Attorney and the Property Manager appeared before the Palmyra Township Supervisors for Conditional Use Approval. The proposal is for construction on the former White Beauty View Property. There are approximately 100 acres that border the Tanglwood Lakes Property and approximately 10 acres on the lake side. The proposal is for 100 condos on the lake side of the property. The building will be seven stories high. The lake side property will include an Outdoor and Indoor Pool, Recreation Complex, Tennis Courts and Fire Pits. The upper portion of the property will be a Cluster Development consisting of approximately 198 home sites that will be serviced by a treatment plant. The proposal is to use existing wells for a water supply once the wells are retested.

The next step in the process is the land development phase that will be reviewed by the township. There were 22 conditions placed on the original plans by the Supervisors that will have to be addressed for the project to move forward

We are still seeking assistance from the membership in making the covenants run with the land in perpetuity. The covenants are set to expire in the year 2043 and if permitted to expire will restrict the community’s ability to conduct business. The Board

Are You Among The Missing?

In September of 2019 a ballot was mailed to our membership regarding our Restrictive Covenants or Deed Restrictions. The issue addressed is the recommendation by the Board of Directors to make our Restrictive Covenants permanent. Two-thirds of the total voting membership must approve the change. So far, we have received over 400 ballots which leaves a portion that have not returned their ballot. Do you remember if you sent it back to the Chalet office last fall? Returned ballots are tallied by lot number and if your ballot is among the missing, there is an easy remedy. You can call the office at 570 857 1186 or stop by and request another one.

As a reminder of the particulars of the vote, the core governing documents of Tanglwood Lakes Community Association (TLCA) are the restrictive covenants that are incorporated into every TLCA property owner’s deed. All of the governing documents by which TLCA operates derive from these restrictions. These restrictions authorize the existence of Tanglwood Lakes Community Association, Inc., the legal entity that operates TLCA, the bylaws and the rules and regulations.

We are voting to make the covenants permanent rather than have them expire in 2043 as they are presently scheduled to do. Expiration of the covenants would lead to termination of the community as a legal entity and as an organization structure. Without that structure, there would be no mechanism to maintain the Community and all of its assets, including the roads, the buildings, the equipment, or any of its amenities such as the beach area and the nature trail. Termination of the community would have an adverse impact on all property values within the community.

The Board of Directors strongly urges every community member to vote in favor of making the restrictive covenants permanent.

Sixth Annual Veterans Golf Outing A Tremendous Success !

Wallenpaupack Vets For Vets, a nonprofit organization which helps local Pike and Wayne County veterans and first responders, held its sixth annual golf outing on July 27 at Lords Valley Country Club.

It was a beautiful, sunny day for over 100 contributing golfers and guests to enjoy playing on a superbly groomed golf course, while extending a helping hand to the Vets For Vets organization.

The funds will be used to assist local veterans, first responders and their families in the year ahead. These men and women, those who served our nation and those who served our local fire departments, ambulance and police departments, deserve our help when they need it. Often these patriots have one time or short-term problems that are not easily addressed by large, national support organizations. Our vets for vets organization has addressed a wide range of concerns including making arrangements to fix a roof or a furnace, making a mortgage payment, replacing automobile tires, providing for transportation to medical appointments, providing needed groceries or school clothing for their children. In each case we have attempted to improve their quality of life, even if in a small way. If it matters to them, it matters to us, and we will help.

TLCA “Premier” Roads When potential buyers are looking for property in the Poconos they often shop at TLCA. One of the primary reasons we have been designated a premier community by both realtors and prospective buyers are the paved Tanglwood roads.

In the early 2000’s an aggressive plan was developed by the Board that included paving our roads.

To fund this ambitious project the property owners at that time cooperated in paying a special assessment. The plan included the establishment of a Capital “reserve” fund to cover unanticipated capital expenses and future replacement of facilities and equipment including anticipated re-paving of our roads. With regards to the roads this included identifying road pavement “life” , based on heavy, moderate or light expected traffic and projected replacement at the end of this “life”.

The Capital Reserve Plan is developed and updated by the Public Works Committee based on funds allocated by the Budget and Finance Committee and of course, is subject to Board approval.

Periodically, an outside consultant is retained to perform a comprehensive review and update of financial details in the plan.

This replacement process began in 2014 with the repaving of Yacht Club drive and each year different roads are on the list for summertime maintenance. In recent years the Board has negotiated very favorable agreements with the Aqua water company for paving cost sharing on roads that Aqua has excavated for their pipe replacement projects. The completion of Tanglwood Drive up to the intersection of Indian Drive, and paving of Lakeview and Ponderosa Drive this year means that all 4 “heavy” traffic entrance roads have been updated in addition to several others in the moderate category. Rosewood and Myrtlewood were also paved as part of this year’s plan.

The repaving of all roads in the Reserve Plan is currently scheduled to be completed in 2025 based on projected available funds.

While paving is the primary focus, the condition of road shoulders, ditches and road and driveway culvert pipes are also critically important. Uncleared ditches and blocked culverts can lead to damage to shoulders and roadways.

Many thanks to the majority of our residents who have been faithful in keeping the ditches and culverts on their properties clear in accordance with TLCA regulations!

Get Ready For Leaf Peeping Season trees are those that lose their leaves for part of the year. In the Pocono Mountains, trees including maples, oaks, birches and aspens will add to the autumn colors. How many can you identify in Tanglwood?

Hiking -More than 260 miles of hiking trails wind through the four-county region of the Pocono Mountains. With so many routes to choose from, you’re sure to find the perfect leaf-peeping pathway! The Appalachian Trail marks the southern border of the Poconos, and many other trail systems offer waterfalls, spectacular viewing condition and a high concentration of rare plants and animals. Hiking trails in state parks lead to beautiful vistas and waterfalls, or by wetlands bubbling with life or through dark, old growth forests and to uncountable adventures and chances to see wildlife. Some trails are scenic or leisurely, while others are self-guiding, educational or rigorous exercise.

Driving - The Pocono Mountains is etched with gently winding, wooded roads perfect for leaf peeping. Some scenic routes have even received national attention for their fall foliage views. A few years ago the magazine Travel called Route 507 around Lake Wallenpaupack one of its “Best Fall Foliage Road Trips.� PA Route 6 was ranked among the “Top Scenic Routes in America� by Car and Driver Magazine, and was recognized by the HarleyDavidson Company as “Pennsylvania’s Best Tour Road.� Here is a partial list of local scenic drives to plan your autumn outing:

Watercraft Safety

As you may remember, our own Bill and Janet Vaccaro were involved in helping a woman who fell from a jet ski over the Summer. A young man, his friend and his mother were out on Lake Wallenpaupack with rented jet skis. The friend was following the woman too closely; when she fell off the jet ski, he accidentally hit her, which resulted in her sustaining head wound. The Vaccaros, who happened to be nearby, rolled out their water mat and were able to get the woman onto the mat and keep her still until the marina’s boat was able to take her to shore. She seemed to be going in and out of consciousness and was bleeding. As the Vaccaros made their way back to shore, the ambulance was just arriving. She was then airlifted to a hospital in Scranton.

This story got us thinking about boat and personal watercraft (PWC) safety. Here are some PWC safety tips from discover BOATING: •

Familiarize yourself with the owner’s manual, especially the safety warnings, including the operation of the jet jump

•

It is recommended that you wear neoprene shorts/wetsuit for protection from high impact falls into the water

•

Do not board the PWC while the engine is running and keep loose-fitting clothing and long hair clear of the pump intake

•

Know your boating laws and familiarize yourself with the state’s restrictions

•

Do not exceed the PWC’s weight capacity

•

Learn about your specific PWC (handlebar steering, throttle control and safety lanyard)

•

Make sure you have a first aid kit and any tools you might need. Visit uscgboating.org for a pre-departure checklist.

•

Let someone you trust know your plans ahead of time

•

Be on the lookout for sun-related illnesses

Boat responsibly:

•

Always wear a Coast Guard approved life jacket

•

Do not drink and drive

•

Consider wearing water shoes and gloves for additional traction and grip

•

•

Always look to your sides and behind you before turning the PWC

Watch for changes in the weather. If you see storm clouds, notice a change in the wind or temperature, head back to shore

•

Give other boaters, etc., lots of room and keep a safe distance from shore

•

Never follow directly behind other watercraft and do not attempt to spray others or jump boat wakes

If you are water skiing, tubing or engaging in similar activities: •

Learn how to get up out of the water and how to use a tow rope

•

If the PWC flips, look for the sticker on the stern with instructions on how to safely return the vessel to its upright position.

Have a spotter on the boat and go over hand signals (safety-commonhand-signals.aspx)

•

If you start to fall, do not try to hang on to the PWC. Re-board only when the engine is off.

Be sure the tow rope is not caught in the propeller or wrapped around yourself in any way

•

Wait for the propeller to stop completely before getting back into the boat

Avoid environmentally sensitive areas

•

Only engage in tow-related activities during daylight hours

Recommended Safety equipment: •

Handheld VHF radio and a cellphone for back-up

•

Hand operated bilge pump

•

First aid kit

•

Anchor and line

•

Flares or other distress signal

•

If pulling a water skier, make sure you have a skier-down flag

Stay safe and enjoy your time out on the water!

Much of the same common-sense rules apply to boaters. The National Safety Council and National Safe Boating Council recommend the following: •

Wear a life jacket. The Coast Guard reported 76% of boating deaths in 2017 were due to drowning. Of these, 84% of drowning victims were not wearing life jackets. Make sure the life jacket fits properly and is securely fastened.

•

Consider taking a National Association of Boating Law Administrators safety course (boat-ed.com); familiarize yourself with state boating laws (uscgboating.org); know the rules of the road (boatoncourse.com); educate yourself about the dangers of carbon monoxide.

Before heading out onto your boat: •

Dress properly and bring an extra set of clothing in case you get wet

Election Time!

October is Election Time in TLCA. Here are the candidates that have been endorsed by the Nominating Committee and the Board of Directors. Please take a moment to read their bios to gain insight into the candidates’ qualifications.

After spending several weekends staying with friends for many years in Tanglwood Lakes, we decided to purchase a home in November 2011 in one of the premier communities of the Poconos.

I grew up in a small town just outside of New York City in Pearl River, NY. I graduated from Farleigh Dickinson University, cum laude. I have been in the insurance industry for 25 years, the last 21 as a licensed Insurance Adjuster and will be celebrating my 17th anniversary with my current employer in December 2020. My background as a disability insurance adjuster will be a good fit on the TLCA board as I have to make decisions daily using fair and objective measures, interpreting contracts, active listening, being compassionate and empathetic. At times, the objective factors are not there, yet the decision still needs to be made. The decision is not always favorable to the client, but as long as the rationale is communicated clearly, you still get a thank you.

I was on the Focus Group of the Strategic Planning Committee in 2018. We shared our ideas and opinions on improving Tanglwood Lakes and keeping it one of the premier communities in the Poconos. In January 2019, I was voted onto the Board to serve a one-year term after the untimely passing of a Director. During 2019, I was active in discussions that impacted the community. I shared ideas to help continue to make the community a premier place to live. I enjoyed being on the Board so much, that I threw my name in the ring and was voted onto the 2020 Board by the TLCA family.

2020 has been a challenging year for all of us in the community. Despite not being able to meet in person with the other Directors or Chairs, as part of the Communications Committee in 2020, I have been able to get a new website vendor who is refreshing the current TLCA website to make it more user friendly. The new vendor will also be less costly than the current vendor. One of my favorite things about our community is the gazebo and beach area. I would like to work on making that a better amenity for us if given the opportunity. I look forward to serving the Tanglwood family again in 2021.

My wife Joann and I have resided in Tanglwood Lakes on a full-time basis for the past five years. We have five children and one grandchild who enjoy visiting us here, and we all enjoy the amenities that are available at Tanglwood Lakes.

I graduated from Norwich University with a Bachelor of Science degree in Physical Education, and a Master of Education degree. I have worked for the Delaware Valley School District as a Health and Physical Education teacher for the past thirty years and am newly retired. I’ve coached several sports and have served on many committees throughout my career. In addition, I’ve been responsible for maintaining the budget and overseeing the bidding process for the Physical Education Department.

I am a member of the Tafton Volunteer Fire company, holding the rank of Captain, and serving on the Bylaws and Equipment Committees. Prior to joining Tafton, I worked for twenty years as a part-time firefighter in Dunmore, PA. During that time, I served on the Dunmore Fireman’s Relief Association, holding the office of Vice President. I’m a certified First Aid/CPR/AED Instructor for the American Red Cross, having maintained my Instructor status for twenty-five years, and teach this program in schools as well as in the community. Prior to entering the teaching profession, I held the position of Athletic Director at the Jewish Community Center of Scranton, and Fitness and Wellness Director of the Greater Scranton Y.MC.A.

I’ve served on the TLCA Board of Directors for the past 3 ½ years, with one year as Second Vice President and one year as First Vice President. I’ve served on the Public Works Committee for three years (two years as committee chair), the Buildings and Codes Committee (two years as chair) and the Strategic Planning Committee. Tanglwood Lakes continues to be a premier community, and it would be my honor to continue serving the community residents as a member of the TLCA Board of Directors.

My name is Bill Vaccaro and I am a candidate for the Tanglwood Lakes Board of Directors. I am originally from Massapeaqua, Long Island, where my wife, Janet, and I raised our family. I was employed for forty two years by NBC Universal as a Video Engineer. We purchased our home here in 2013, and after having retired at the end of 2019, we are now full time residents. Since then I have become involved as a member of the Budget and Finance Committee and the Marina Sub-Committee.

Over the past thirty years, I have served as a member of the Vestry of my church on Long Island, and on the Executive Board of my local labor union, giving me the experience of working to build consensus. I have served on the Finance and By-Laws Committees, and was the chairman of the Election Committee for the past fifteen years.

We initially chose to settle here in Tanglwood Lakes because we felt it is the best community on the lake. My son and daughter have also purchased homes here. I am running for the Board of Directors because I feel that I can contribute to making this an even better place to live. If elected, one issue that I would like to address is that of communication between the Board and the community, which I feel I could be improved. As a Board member, I will remain available to each and every resident to address your issues and concerns.

Meet Our Neighbors

On a sunny but breezy late August afternoon, I had the pleasure of meeting talented Mustafa Arshad and his lovely wife Mona Khan outside their home on Cloud Crest Drive.

Mustafa graduated with a degree in fine arts and has been taught by and befriended some very famous artists. Originally from Bangladesh, they came to the United States over 40 years ago. Before moving here to Tanglwood Lakes community four years ago, they lived in Texas, Connecticut and Queens, New York. They raised three sons, all named after famous artists. The oldest Cezanne (31) studied to become a chef in Italy. He works at Nordstrom’s in N.J. as the head chef. Rodin (27) is a successful IT person for Apple Computer. Both sons are married. The youngest Monet (19) is a student at the University of Buffalo, N.Y.

Mustafa has his own business in Queens for the past 25 years, designing and making signs for major companies: Dunkin Donuts, Taco Bell, Burger King and State Farm are a few of his top clients. Some of his employees have been with him since inception.

Many of his artistic creations incorporate neon lighting.

Much of his work has a compassionate, historical bent. He has gifts outside his home, mostly from his former teachers: sculptures (two birds and an eye, crossed fingers) and a lighted reading bench he designed himself.

Mustafa has the unique talent to take other’s “junk” clean it up and turn it into art. For example, a discarded piece of copper plumbing transformed into a beautiful outside lamp on the front porch. His work

reflects the compassion and empathy he feels for humankind.

Having viewed his art and sculptures, they invited me to their serene back yard space where I was met with more art and a deep sense of tranquility.

Mustafa and Mona sought and received permission from the community to build a Koi pond in their yard. It is 4 ½ feet deep with water flowing from and back into two sides of the pond.

They have Koi fish in the pond who, like bears, hibernate and do not eat in the winter, and re-emerge in the spring. If they are away in the warmer months a neighbor comes over, feeds the fish and sits by the pond reading her book. It is a very relaxing, calming space.

Mustafa also dreamed of a pyramid house to restore their energy while blending in with the environment. It is made of a material that not even a bear can destroy. It blends in so well with the surrounding trees and light that you can’t even see it from the golf course.

I could go on and on about my visit except for space and time limits. Suffice it to say they are a very charming couple.

They hope to be able to have the art show they had planned before the covid-19 pandemic altered our plans. Mustafa’s art is breathtakingly beautiful and moving and many of you would really enjoy being able to view it. Mona is an excellent cook and would welcome the opportunity to teach anyone in the community, including children, to cook. They would also welcome anyone to their yard to enjoy the serenity.

Halloween is an ancient holiday that began over 2,ooo years ago in what is now Ireland, Britain and northern France. It was originally called Samhain and was a day that marked the end of the Celtic harvest season. The Celts believed that October 31st was a kind of border between the world of the living and the world of the dead and was therefore a day when those who died could return to the world of the living. To scare away the spirits of the dead, the Celts would wear costumes made from animal skins and make large bonfires. When Christianity gained a foothold in Europe during the 600s, Pope Boniface IV named November 1st All Saints Day to honor martyrs and saints. All Saints Day, All-Hallowmas, and the Roman festival Feralia are said to have evolved into what we now call Halloween. Halloween is celebrated in the US, the UK, Ireland and Canada.

In New England, Halloween wasn’t very popular at first. The strict Protestant faith did not align itself with what was believed to be a “pagan” holiday. But as various European immigrants and Native Americans co-mingled, a very American Halloween evolved. Still, Halloween was not celebrated across the US until the late 1800s when Irish immigrants helped popularize the celebration of Halloween.

We all enjoy carving and lighting pumpkins, trick-or-treating, dressing up and telling ghost stories on Halloween. Where did some of these traditions come from?

Merriam Webster defines jack o’ lantern this way: The term jack o’ lantern has been used in American English to describe a lantern made from a hollowed out pumpkin since the 19th century, but the term originated in 17th century Britain, where it was used to refer to a man with a lantern or to a night watchman.

At that time, the British often called men whose names they didn’t know by a common name like Jack. Thus, an unknown man carrying a lantern was sometimes called “Jack with the lantern” or “Jack of the lantern.” But how did the name jack o’ lantern come to be used for a carve-out pumpkin? No one is certain, but there are many theories.

One theory has to do with an Irish myth about “Stingy Jack”. Stingy Jack invited the Devil to have a drink with him, but rather than pay for the drink, Jack convinced the Devil to turn himself into a coin which he would use to buy their drinks. Jack decided to keep the coin for himself, next to a sliver cross in his pocket, which prevented the Devil from changing back to his original form. Jack eventually freed the Devil only to trick the Devil again a year later.

After Jack died, God would not allow Jack into Heaven. The Devil didn’t want Jack in Hell either, so Jack was doomed to walk the Earth with only a piece of burning coal in a carved-out turnip to light his way during the dark nights. The Irish called “Stingy jack” “Jack of the Lantern”, or “Jack O’Lantern”.

Perhaps in America we carve pumpkins because they were native to the US, are plentiful and fairly easy to carve. Turnips and other root vegetables such as potatoes, which were carved with grotesque faces in Europe to ward off evil spirits, were eventually replaced by immigrants with easy-to-find, easy-to-carve pumpkins.

Trick-or-treating began in Europe with a tradition of poor people visiting the homes of the wealthy to receive pastries (called soul cakes) in exchange for prayers being said for the souls of the homeowners’ deceased loved ones. The practice of “souling” was later adopted by children who would go door to door asking for food, money and ale. In other parts of Europe, the practice of “guising” was done by youngsters who would don costumes and ask for treats after reciting poems, singing or telling a joke.

We owe the custom of trick-or-treating to our immigrant ancestors who brought the practice over with them. In the early part of the last century, Scottish and Irish people took up souling and guising; by the 1920s “trick-or-treating” became an activity relegated to children here in the States.

Thanksgiving Treats and New American Thanksgiving Traditions

I always thought Thanksgiving was a strictly American holiday, but I was wrong. Several other countries celebrate a Thanksgiving holiday in the fall months of September, October or November. Among the non-US countries to do so are Grenada, South Korea, Canada, Liberia, The Netherlands, China, Germany, Japan, Vietnam and Norfolk Island in Australia.

Just as the holiday varies from country to country, here in our big patchwork country, Thanksgiving varies from region to region. If you’re a native New Orleanian, you probably couldn’t imagine the holiday without oysters on the dinner table. If you grew up in Maryland, Thanksgiving just wouldn’t be Thanksgiving without a crab dish.

Let’s take a quick tour and see what it is that our fellow Americans enjoy on this special day. Epicurious.com has a nice article about the ways in which Americans celebrate Thanksgiving as well as menus, recipes and lots of inspiration!

In New England, you may find Vermont cheddar cheese twists, mapleglazed turkey and maplegingerbread layer cake with salted caramel sauce.

Head south to the midAtlantic states and have some mini crab cakes with mustardy mayonnaise, roast heritage turkey with bacon, herb and cider gravy, and green beans with caramelized shallots.

In the Midwest, enjoy sausage - stuffed mushrooms with a side of cranberry, shallot and dried cherry compote and finish with a deep-dish apple pie.

Go west and have some black bean dip with tortilla chips, cranberry, orange and cilantro salsa and some whipped chipotle sweet potatoes.

In California you might want to try a lemon herb roasted turkey with lemon garlic gravy, sourdough stuffing with sausage, apples and raisins and end your meal with a slice of chocolate, caramel and walnut tart.

Lastly, head north to the Pacific Northwest and dig into some smoked salmon, turkey with porcini mushrooms and an apple, pear and dried cherry crumble.

(Call me old-fashioned but I love getting letters. It’s nice to have something you can reread every so often over long periods of time.)

It’s Not Too Late

issues this year? Should I vote in

person? Should I use the Mail-In

Option? During this time of “social

distancing”, long lines, and arguments about different types of ballots and election security, we need to be aware of the choices for Pennsylvania residents.

The first part of the process is to register to vote. The last day to register in Pennsylvania is October 19. 2020. The entire voting process has been overhauled. On October 31, 2019, Governor Wolf signed Act 77 of 2019 into law. The Act is an historic election reform bill that makes the most significant improvements to Pennsylvania’s elections in more than 80 years. Act 77 allows more convenient and secure voting. Most voters can now vote by mail-in ballot, and voters will have more time to register to vote and to return their absentee or mail-in ballots. In addition, the Act provides $90 million in funding for new voting systems.

These reforms assist the workers at the polls, the county officials, and mainly the general public to more fully participate in the election process from your local government on up to this year’s federal Presidential election. Accommodations are also available for those with intellectual and physical disabilities.

Once you are registered your name will be on the rolls and you are eligible to vote in person on November 3. You also have the choice to request an Absentee Ballot or a MailIn Ballot. These ballots are technically and statistically different, but for practical purposes follow the same procedure. For both of these the deadline to request a ballot must be received by the Pike County Election Office by 5 pm on October 27. The county official is Nadine Manzotti (570-296-3427), Milford, PA. All ballots must be received by your county election office by 8 pm on Election Day. You have a choice of mailing it in, dropping off at the Post Office, or delivering it in person to the Pike County Office in Milford. The drop box will be available even on the weekends when the office is normally closed.

Once you officially request a mail-in ballot your name is identified at the local polling place with this designation.

IF you decide to not send in your ballot and want to vote in person you must bring with you all those documents including the barcoded envelope and sign a related affidavit. This will cover the fear of possible voter duplicity.

Our Maintenance Team The 2020 Tanglwood summer can accurately be described as an overall increase in every aspect of our Community. We saw more home sales, more new residents, more golf carts, more walkers, hikers, strollers, and joggers on the roads. Everyone wanted to enjoy the good weather and be outdoors boating, golfing, or utilizing the beach and gazebo.

As our residents were taking advantage of the various amenities, our Maintenance Team was faithfully ensuring that the entire property was in tip-top shape. We had two major high wind and heavy rain storms that caused branches to break, trees to topple, ditches to overflow, and erosion to occur on some of our road edges. By early morning the next day, our maintenance team had identified the areas of distress and went to work rectifying each situation. You might have seen a washout area in morning and by late afternoon it was addressed.

Besides handling weather incidents, the Maintenance Team, under the direction of Darrell Merkel, keeps all of our public areas such as the marina and beach property, the Community Center, the playground and ballfield, the nature trail, and the Chalet wellgroomed and in good condition. Additionally, the sides of all our public roads are mowed and debris removed. They also periodically repaint the approach areas to our speed bumps and parking lines at the beach and Chalet lots. You will see our crew every Monday as they collect the garbage and oversee the recycling and compactor areas.

Now that it is Fall our Maintenance team will be hard at work keeping the ditches free from Mother Nature’s gift of leaves with the newly purchased Leaf Vacuum. This device will add to our maintenance equipment inventory so that our team can keep Tanglwood Lakes in its best and admirable status.

A Word from Public Safety Rule 212 in our Rules and Regulations booklet is as follows: Recreational Vehicle Exterior Winter Storage (October through May) Exterior winter storage of water vehicles (boats, wave runners, jet skis) and land vehicles (golf carts and LSVs) shall only be approved following receipt of a TLCA permit. Members shall provide vehicle registration of the proposed vehicle to be stored for approval. Exterior winter storage of water/land recreational vehicles is limited to one (1) multi-passenger water vehicle and two (2) single passenger water vehicles, or one (1) multi passenger water vehicle, one (1) single passenger water vehicle and one (1) multi passenger land vehicle, or one (1) multi passenger water vehicle and two (2) golf carts per developed property. During this time of the novel corona virus, the media and science has offered us many different explanations and theories of its origin, behavior, and transmission. But there is one word that keeps coming back into the forefront and that is immunity. What is your immune system and how does it work?

The immune system has a vital role: It protects your body from harmful substances, germs and cell changes that could make you ill. It is made up of various organs, cells and proteins.

As long as your immune system is running smoothly, you don’t notice that it’s there. But if it stops working properly – because it’s weak or can’t fight particularly aggressive germs – you get ill. Germs that your body has never encountered before are also likely to make you ill. Some germs will only make you ill the first time you come into contact with them. These include childhood diseases like chickenpox.

The tasks of the immune system

Without an immune system, we would have no way to fight harmful things that enter our body from the outside or harmful changes that occur inside our body.

The main tasks of the body’s immune system are •

to fight disease-causing germs (pathogens) like bacteria, viruses, parasites or fungi, and to remove them from the body

•

to recognize and neutralize harmful substances from the environment

•

to fight disease-causing changes in the body, such as cancer cells

How is the immune system activated?

The immune system can be activated by a lot of different things that the body doesn’t recognize as its own. These are called antigens. Examples of antigens include the proteins on the surfaces of bacteria, fungi and viruses. When these antigens attach to special receptors on the immune cells (immune system cells), a whole series of processes are triggered in the body. Once the body has come into contact with a disease-causing germ for the first time, it usually stores information about the germ and how to fight it. Then, if it comes into contact with the germ again, it recognizes the germ straight away and can start fighting it faster.

The body’s own cells have proteins on their surface, too. But those proteins don’t usually trigger the immune system to fight the cells. Sometimes the immune system mistakenly thinks that the body’s own cells are foreign cells. It then attacks healthy, harmless cells in the body. This is known as an autoimmune response.

Healthy ways to strengthen your immune system

Your first line of defense is to choose a healthy lifestyle. Following general goodhealth guidelines is the single best step you can take toward naturally keeping your immune system strong and healthy. Every part of your body, including your immune system, functions better when protected from environmental assaults and bolstered by healthy-living strategies such as these: •

Diet and Aging

As we age, our immune response capability becomes reduced, which in turn contributes to more infections. While some people age healthily, the conclusion of many studies is that, compared with younger people, the elderly are more likely to contract infectious diseases and, even more importantly, more likely to die from them. Respiratory infections, influenza, the COVID-19 virus and particularly pneumonia are often more severe in people over 65.

Like any fighting force, the immune system army marches on its stomach. Healthy immune system warriors need good, regular nourishment. History Of Veterans Day One of the more important national holidays and observances in the United States is Veterans Day or as it was originally known, Armistice Day. For years school children were taught, “Eleventh month, eleventh day, eleventh hour” and families would gather silently and respectfully at that time every year.

World War I – known at the time as “The Great War” - officially ended when the Treaty of Versailles was signed on June 28, 1919, in the Palace of Versailles outside the town of Versailles, France. However, fighting ceased seven months earlier when an armistice, or temporary cessation of hostilities, between the Allied nations and Germany went into effect on the eleventh hour of the eleventh day of the eleventh month. For that reason, November 11, 1918, is generally regarded as the end of “the war to end all wars.”

President Wilson proclaimed November 11 as the first commemoration of Armistice Day with the following words: “To us in America, the reflections of Armistice Day will be filled with solemn pride in the heroism of those who died in the country’s service and with gratitude for the victory, both because of the thing from which it has freed us and because of the opportunity it has given America to show her sympathy with peace and justice in the councils of the nations…”

The original concept for the celebration was for a day observed with parades and public meetings and a brief suspension of business beginning at 11:00 a.m. The United States Congress officially recognized the end of World War I when it passed a concurrent resolution on June 4, 1926.

Officially Act (52 Stat. 351; 5 U. S. Code, Sec. 87a) approved on May 13, 1938, made the 11th of November in each year a legal holiday—a day to be dedicated to the cause of world peace and to be thereafter celebrated and known as “Armistice Day.” Armistice Day was primarily a day set aside to honor veterans of World War I. Not long after this proclamation established the legal holiday war broke out in Europe. Sixteen and a half million Americans became involved.

Following World War II, a veteran by the name of Raymond Weeks organized the 1st celebration of Veterans Day in Birmingham, Alabama in 1947. This led to US Rep/ Kansas, Edward Rees to propose a bill in Congress to honor all veterans. In 1954 , after World War II had required the greatest mobilization of soldiers, sailors, Marines and airmen in the Nation’s history; after American forces had fought aggression in Korea, the 83rd Congress, at the urging of the veterans service organizations, amended the Act of 1938 by striking out the word “Armistice” and inserting in its place the word “Veterans.” With the approval of this legislation (Public Law 380) on June 1, 1954, November 11th became a day to honor American veterans of all wars.

Later that same year, on October 8th, President Dwight D. Eisenhower issued the first “Veterans Day Proclamation” which stated: «In order to insure proper and widespread observance of this anniversary, all veterans, all veterans› organizations, and the entire citizenry will wish to join hands in the common purpose. Toward this end, I am designating the Administrator of Veterans› Affairs as Chairman of a Veterans Day National Committee, which shall include such other persons as the Chairman may select, and which will coordinate at the national level necessary planning for the observance. I am also requesting the heads of all departments and agencies of the Executive branch of the Government to assist the National Committee in every way possible.» In November1982 President Reagan awarded Raymond Weeks the Presidential Citizens Medal. www.va.gov

White Beauty View Resort Revisited A look into the past of any person, family, or area often reveals a treasure chest of stories, facts, and personal histories. The written and very well- researched work, A History of Tanglwood Lakes Community, by former Board member John Dublanica has much to tell us about these parts of northeast Pennsylvania. (content gleaned by permission)

The White Beauty View Resort was situated on property adjacent to our beach and marina off of Route 507 and is currently back in the news. This neighbor of Tanglwood was a very popular nightspot and first-class resort. The Guccini family operated the resort from 1926 to 1985.

The resort included 48 guest rooms, 50 motel rooms and housekeeping cottages with a staff of 150. White Beauty had a restaurant, live entertainment six nights a week during the summer, and a year round house band. The Guccini properties included the resort hotel and restaurant along 507, the 180 unit trailer park up the hill, the drive-in movie just north of the hotel where White Pines is located, a marina on Lake Wallenpaupack, a small grocery store, and meat market.

The restaurant and resort were first-class (see the advertising brochure at the end of this article). The hotel/restaurant building was six-stories on the lakeside and included the first elevator in Pike County. On the sixth floor was their fine dining room called the Naldo Room and their lake-view large dining area named the Anita Room capable of holding 300 people was on the third floor. The Tanglwood Lakes Community held many a party, fashion show, and dance in this building over the years. Additionally the White Beauty View Resort had a gift shop, a bar, the Paupack Room and the Penn State Room. Outdoor activities included tennis, basketball, shuffleboard, and swimming on a sandy beach.

Over the years the popularity of White Beauty began to diminish and it met its demise in 1985 as the business fell on hard times. Today the Palmyra Township supervisors are considering this neighbor of Tanglwood for a large scale development. In August 2012 a plan was approved for 60 townhomes on the beach side of 507 and an additional 238 units across the road. This plan was never built. Currently, the developer, Pocono Lakefront LLC has submitted a revised plan which includes stacked tower condo units creating more open space. The total number of units is still 298 with 112 on the lakeside and the balance in the area where the mobile homes were located. Details of the plans, density issues, road egress/ingress, storm water, sewer, multi-family zoning, have all been presented to the proper agency authorities. A particular concern is adequate water supply for fire suppression.

Our Tanglwood Community is always evolving and growing. This newspaper would like to The township supervisors must first approve the conditional use application submitted by Pocono Lakefront and then in the coming months review the entire project under the guidelines for land development. The original agreement had some time limits that have expired and these must be resubmitted. The supervisors have twenty-two conditions on the project that must be worked through. The first component is the location and building of the sewage plant. This must be completed successfully before any of the condo unit towers are built and sold.

The Guide Rail over the top of the Tanglwood Culvert is now in place. We will be placing a boulder at the top side at the request of the Public Works Committee.

We have the quotes for the reproduction of the Governing Documents and the Rules and Regulations. I want to thank Rose and Beth for all their efforts in completing the review process.

I hired a new maintenance employee, Richard Palmar. Rich comes highly recommended by David Miller. He can operate all maintenance equipment and has the necessary snow plowing experience.

Darrell Merkle is still under Doctors care and hopefully will be returning to light duty shortly.

We are currently short two Safety Officers due to medical issues.

The beach continues to be enjoyed by the membership. We did have to close the beach at the start of the season due to e- coli. The beach is tested weekly by an outside lab that reports its findings to the Board of Health. I met with a representative of the Geese Police to discuss their proposal for addressing the geese situation on the beach.

We have a proposal from Beth Lovejoy the proposed new host of the web site. The contract needs to be reviewed by the Board and signed.

Aqua provided the work schedule for Tanglwood Roads that was reviewed by the paving contractor.

We have a new leased copier in the office.

The Public Works Committee is exploring the possibility of constructing a storage building Vanguard $810,187 at the maintenance complex to get all equipment under shelter. Mark Ossont is following up.

The committee supports the concept as keeping equipment under roof prolongs the useful Chalet Mortgage Balance $257,714 life. The funds for this project if approved can come from the CIF Fees.

Budget & Finance Committee Report

The engineers will be surveying the area for the construction of the Fore Bay at the Indian Drive Boat Storage facility.

The committee reviewed the June Financials, noting that with a few specific exceptions (Public Safety Payroll, Community Center and Beach Maintenance) spending for Operations in all categories was below the projected spending for the month. As of June 30th, we have collected $1,284,785, with disbursements of $396,058.

The savings from the road paving budget will be utilized to address the condition of Rosewood and Myrtlewood Roads at the request of the Public Works Committee and approval from the Board. The savings is approximately $50,000.00. The saving results in approximately $17, 500.00 in not paving Westwood and $34,000.00 in negotiating a reduction from the original bid of approximately $200,000.00.

Reviewing income and spending for the first half of the year, income was above the projected budget income for this period, primarily due the receipt of 93% of the annual assessment.

Although income from other sources is on track, the economic impact of COVID19 has resulted in large variations across accounts. Income from CIF fees, license and permit fees and miscellaneous income are all significantly higher than projected, while income from penalty & interest, legal/collection fees and citations & fines are below projected amounts.

$28,651 has been added to the New Capital account. $27,093 has been spent thus far: $822 Bath House; $11,200 Community Center siding; $14,124 Leaf Vacuum and $887 Fore Bay construction.

The committee continued to work on the 2021 draft budget for Operations. We had received financial inputs from all of the committees, groups, maintenance and the Community Manager in June and have incorporated that input into the plan. A public review of the draft budget is scheduled for the August Board meeting.

The committee makes the following recommendations to the Board: - Approve the 2019 External audit. We need to enforce Rule 212, Recreational Vehicle Exterior Winter Storage and inform the membership of the rule with email blasts.

- Properties are beginning to look run down. A lot of trees are down and left to rot.

- The issue of Public Safety was discussed: (Jerry O’Connor) We have only one full-time safety officer. We should have three. No one picks up the safety phone is the early morning hours. LSVs are being driven by youngsters and they go too fast.

Human Resources, Rosemary Kucharski (PP): No report.
