When every day has **BREAKING NEWS** When Ireland cancelled St. Patrick’s Day and all the churches in Rome were closed, it became very apparent that this virus, now considered a pandemic, was not to be taken lightly. New phrases were added to our everyday vocabulary which included: The new normal, shelter in place, stay at home, stay safe, disaster declaration, social distancing, quarantine, shutdown, state of national emergency, cancelled, suspended, closed, CDC Guidelines, flatten the curve, essential business/non-essential, distance learning, google classroom, ….. Following the developments on the network news stations also offered a crash course in microbiology, epidemiology, statistics, world geography, economics, and basic hygiene.

The Tanglwood Lakes Community comes under the jurisdiction of Pike County and the State of Pennsylvania and naturally took action when guidelines and directives were issued. Starting in midMarch our residents via the “email blast” received updates on the latest developments issued by the White House, the Pike County office or Governor Wolf’s office. The email blasts offered timely health and safety tips, information on the grocery stores, takeout food, deliveries, travel restrictions, important phone numbers, dispatch from the Tafton Fire Company, how to disinfect areas, essential

I am writing this message at the tail end of April. Here in Brooklyn we are entering another week of remaining at home. Stay safe, stay home, etc. I am sure we are all suffering Cabin Fever. We need to get out and get on with business.

We had our very first “Zoom” closed session Board meeting last Saturday. We did have some pressing business to discuss and bring to a decision. While Tanglwood remains on “lock down”, we must be prepared for the time when we get the Go signal from the Governor’s OK. Our lake requires treatment, plus other ongoing work: our road conditions need to be addressed each season, the docks and beach must be set up and ready to go… the list goes on and on.

The present State guidelines do not allow large meetings, etc.; hence, the board of Directors made the decision to cancel the semi-annual meeting. We will however prepare a full semiannual report, including financials.

The Chalet office will operate on a Tuesday – Saturday schedule when we get the signal from the Governor’s office.

Reminder!!! If you have not submitted your vote to change our Covenants to keep Tanglwood as a community in perpetuity, please do it NOW. If you have misplaced your ballot, contact the office and we will issue you a replacement.

I want to update the membership on projects and activities that have been impacted as a result of the Covid-19 Virus.

The TLCA Public Safety Officers were able to continue to work and our maintenance staff was permitted to pick up trash as an essential service. The chalet, under the initial directive, was closed to foot traffic and subsequently closed under the current mandate. The Public Safety phone was utilized as the point of contact between the community and the residents. TLCA Administrative Assistant Beth Muller kept the membership informed via email blasts. This year we hired a contractor to install and remove the docks. I have been in contact with the contractor and he is currently under the No Work Restrictions as mandated by the governor. We normally anticipate having the docks installed prior to May 15th of each year.

We will naturally keep the membership informed of any developments via email blasts. I realize that access to the lake is an important activity for our members.

We are committed to having the docks in place as soon as possible. I am confident that we can all work together to be patient and aware that this is an exceptional year.

Leaf Vac

A 35 hp Leaf Vac has been ordered. This a commercial grade piece of equipment that will be used to clean ditches. The Leaf Vac can be used as a commercial blower.

This is an approved item in the 2020 budget and came in under budget.

Road Survey

Joe Hudak PE with Kiley and Associates prepared a road survey of all TLCA roads. The survey is an assessment of the condition of the roads, accessing paving priorities.

The survey was sent to area

pavers to secure a preferred contractor. We are seeking a three to five year agreement with itemized costs for materials and labor. This information will be helpful during the budget process and it will provide us the opportunity to be on a paving schedule with the least impact to the membership.

Rules and Regulations

The Consolidated Rules and Regulations are being updated and will be in a separate document from the Covenants and By-laws. The Consolidated Rules can be changed by a motion from the Board of Directors. The By-Laws can be changed at a membership meeting by a majority of the members in attendance at the meeting.

The Protective Covenants require a positive vote of 67% of the membership.

The Protective Covenants are set to expire in the next 23 years. The board has recommended that the membership vote to make the Covenants

permanent. This is an extremely important matter as the covenants provide the community with the authority to operate, conduct business and protect property values.

I want to thank the Maintenance and Public Safety staff for their efforts in working through this difficult medical emergency, as well as Regina from accounting and Administrative Assistant Beth for all their efforts in keeping our members informed. I appreciate the Board’s support of the staff and all their efforts to help us through this difficult time. I want to acknowledge members of the Tanglwoolies for their efforts in making masks for our staff. I wish to thank Rose Kucharski and Beth Muller for their assistance in updating the Consolidated Rules and Regulations.

TLCA NOMINATING COMMITTEE The TLCA By-laws in Article VIII Section 2 states the following: The Nominating Committee shall make as many nominations for election to the Board of Directors as it shall in its discretion determine but not less than the number of vacancies that are to be filled.

Each year the Nominating Committee searches for qualified candidates for the Board of Directors election.

This year, 2020, is no exception.We have three Board incumbents who have indicated that they want to run for re-election. In addition, two members of the community that were on the ballot last year have also indicated that they want to run for a position on the Board.

If anyone else is interested in applying, an application may be obtained at the Chalet or online.The deadline to apply is July 15, 2020. Interviews will be scheduled in August.

FROM OUR NEEDLES During the Covid-19 Pandemic, The Tanglwoolies have remained active, yet apart. Many of the ladies have been sewing masks for neighbors, family and Health Care Workers. We have made masks for Tanglwood Maintenance and Safety, The Tafton Fire Company EMT’s, Wayne Memorial and Regional Hospitals. CaroleAnn Gagnon made shield gowns for the nurses at Wayne Memorial. Linda Lemos has crocheted mask accessories which help take the pressure from the elastic on the tissue behind the ear. All of our masks contained filters which gave added protection for the recipient.

Several mass emails were sent to 27 “Woolies” and we responded with “reply all” so we could share the projects we were working on, books we were reading, and ideas to help each other rise above the circumstances of this pandemic.

Knitting needles, sewing machine needles, embroidery needles and crochet hooks were all moving despite the stillness in our surroundings.

Our Bake Sale and Art Show scheduled for May 30th had to be cancelled. We hope to hold this event in the fall and to be with our Tanglwood Community once again.

Congratulations Kathy!

The members of the TLCA Community came out to show their appreciation for 15 plus years of service for Administrative Assistant Kathy Bloodworth. The gathering was held at the Community Center on February 22, 2020.

Kathy’s family and friends were present to hear the Board’s acknowledgment and appreciation of Kathy’s efforts over the years as she served the community.

Kathy always had the best interest of TLCA residents at heart, and many times went above and beyond her duties in serving the needs of the members. During the past six months Kathy worked closely with Beth Muller to ensure an uninterrupted transition of service.

On behalf of the Board, our staff and the members of TLCA, I wish Kathy happiness and good health in her retirement.

Where do I begin? A simple “Thank You” doesn’t convey all that I am feeling at this time. So multiply it times ten!

I want to thank the Board of Directors and those involved in making my exit and party such a memorable occasion.

I was overwhelmed by so many things – the community turnout at the party was emotional and heart warming.

I can’t even count the number of phone calls, emails, cards and visits to the chalet that I received the last couple of weeks. Again, emotions ran high with all the kind words and good wishes. You are all so warm and caring and I miss you already.

I wish only good things for the community. And to my successor Beth Muller, you are great! The residents are in goods hands and will be well taken care of.

Meet Your Neighbor The Covid-19 Lockdown and Our Community Response

By Kathy Jerge As a community, we wish to sincerely thank all the first responders during this difficult time in our history. We thank the doctors, nurses, firemen, police, scientists, researchers, grocery store workers, everyone on the front lines struggling to keep us safe and healthy.

We owe a special thanks to our teachers who have had to learn a whole new way to teach and to their students who are finding a new way to learn while being away from their classmates and friends. In addition, thank you to the parents who have sacrificed so much to keep their families safe while continuing to teach them to be respectful of one another and the rest of the people they interact with.

It is especially heartwarming to note how some in our community have learned to adapt to being alone in their homes during this difficult time.

Not only are they accepting the fact that their partners are no longer here, but some have found solace and support from one another. While living within the parameters of social distancing, they have gotten together in small groups at one and the others’ homes for companionship, lunches, small dinners, walking, sharing thoughts and fears.

In speaking with many in our community we learn how the volunteer jobs have disappeared and what we are now doing with that extra time on our hands. Spring cleaning has begun and we are coping with this new phase in our lives.

One of our residents took up crocheting after a seventeen year hiatus, and made a throw for a daughter. Her grandchildren now chose straws to find out which one of them gets to use the throw for the evening’s gatherings.

One couple had to cancel a trip to Italy to visit a grandchild when the child’s school session abroad was abruptly cancelled. Some in our community who head south and rent places for the winter months have been able to extend their leases hoping the virus will subside and restrictions on airline travel will improve.

Others have taken up cribbage, solving jigsaw puzzles, playing the piano, learning a new language, learning to play the flute or guitar, basically finding artistic ways to heal our hearts as we accept the changes to our routines.

Virtual meetings are becoming more commonplace, as we meet with family and friends on Zoom, Facebook, Skype and the like and even practice our faiths virtually. Zoom actually offered free 40 minutes for families to visit with one another for Passover and Easter. In all we’ve adapted to the changes and challenges and pray we have no deaths. The History of Tanglwood Lakes Community Part IV – portions reprinted with permission of the author John Dublanica In the United States the month of February is often marked on our calendars to honor the country’s Presidents. It is appropriate for Tanglwood Lakes Community to do likewise at this time. The Tanglwood Lakes Community Association, evolving from Tanglwood Homeowners Committee and Tanglwood Lakes Incorporated (TLI), was officially incorporated on December 5, 1975 as non-profit organization and initiated assessments for lot owners and homeowners. The first meeting of TLCA was January 18, 1976 and the election of the first Directors and President. At that time there were fifteen (15) Directors on the Board. The first President was James Lynch. He continued for 1976, 1977, and 1978.

In 1985 the Palmyra Township supervisors passed a zoning ordinance prohibiting timeshare units in Tanglwood Lakes. In 1987 TLCA closed on three properties; the beach property, land bordered by Route 507, Yacht Club Drive and the 8th hole of the golf course, and Lake Tanglwood. Soon Former Tanglwood Chalet the beach area was cleaned up by improving the road, removal of unsound buildings, repair to the gazebo, and a play area installed. In 1988 the firehouse was now a satellite station for the Tafton TLCA list of Presidents includes: William Sullivan (1979), Ernest Kauffman Fire Company. Over the last month or so many of us have received a postal message encouraging our participation in the US census.

This is Important for many reasons. The census provides critical data that lawmakers, business owners, teachers, and many others use to provide daily services, products, and support for you and your community. Every year, billions of dollars in federal funding go to hospitals, fire departments, schools, roads, and other resources based on census data. The results of the census also determine the number of seats each state will have in the U.S. House of Representatives, and they are used to draw congressional and state legislative districts. Statistics of this sort are vital to our local government here is Northeast Pennsylvania.

It's also in the Constitution: Article 1, Section 2, mandates that the country conduct a count of its population once every 10 years. The 2020 Census will mark the 24th time that the country has counted its population since 1790.

The 2020 Census counts the population in the United States and five U.S. territories (Puerto Rico, American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the U.S. Virgin Islands). Each home should have received an invitation to respond to a short questionnaire—online, by phone, or by mail—between March 12-20.

Recent health concerns have made adjustments to the timeline for response.

Participating in the census is required by law, even if you recently completed another survey from the Census Bureau. A complete and accurate count is critical for you and your community, because the results of the 2020 Census will affect community funding, congressional representation, and more.

If you did not respond or never received a form in the mail for your principal residence, you can still respond online, in the mail or on the phone. The quickest way to respond to the 2020 Census is online with your Census ID, which easily links your response with your address. However, you can still respond if you don't have a Census ID. Your Census ID can be found on the letter or questionnaire you receive from the Census Bureau.

Telephone: You have the option of completing the questionnaire by phone. To begin, call 844-330-2020,

The U.S. Census Bureau is committed to making the 2020 Census quick, easy, and safe for all participants. Here are some tips to help you stay safe:

Phishing is a criminal act in which someone tries to get your information by pretending to be an entity that you trust. Phishing emails often direct you to a website that looks real but is fake—and may be infected with malware.

A key way to identify scam websites is to look at the website address. All valid Census Bureau websites will always have ".gov" at the end. 2020census.gov provides key information about the 2020 Census and how to respond. You may either choose a mail-in ballot or an absentee ballot to request, complete, and return to your county election office. There is no better time than the present to get started fishing. Fishing is a great way to spend time outdoors with your friends and family while learning new skills.

With just a few pieces of basic gear, you'll be reeling in fish and making new memories in no time.

Step 1. Purchase a fishing license

Before you get started fishing, you will need to purchase a fishing license in the state where you plan to fish. You can even purchase your fishing license online and go fishing that same day.

Step 2. Learn to identify the fish species that inhabit your state waters.

Learning how to identify the species you catch is a requirement. When you know how to properly identify the fish you catch, you will be able to accurately refer to any size limits, bag limits, or other fishing

Step 3. Locate a good fishing spot.

Use the places to boat and fish map or top family spots list to select your location.

If the location is near you, and you have time stop by the spot in advance of your actual fishing trip to confirm access points, areas of potential structure, or fish activity, it can be helpful.

Step 4. Assemble your fishing gear and tackle.

Keep in mind that you don't need a lot of tackle or gear to get started fishing. Use this basic list of fishing essentials for beginners: • Rod and reel combo

• Small tackle box with divided trays

• Spool of monofilament fishing line (6- or 8-pound test for freshwater fishing) Round plastic bobbers • Split shot weights

• Measuring tape

Step 8. Head to your fishing spot and bait your hook.

Step 5. Learn and practice a couple of simple fishing knots.

Since you have already researched good fishing spots in the area, you know exactly where you want to go to have your first fishing experience. Once you arrive, unload your gear and bait your hook with the live bait that you brought along. Don't forget to use the appropriate sized hook for the type of bait you are using.

• Scissors (to cut line or leader)

Learn one line joining knot and one lure or rig knot.

Two good knots to start with are the double-uni knot (line joining knot) and the improved clinch knot (for tying your leader to your fishing hook).

Step 6. Check your state fishing regulations and bring a copy along on your fishing trip.

You will need to know what the fishing laws or regulations are for the species you catch. Fishing regulations are put into place in order to protect our fish populations and waterways for future generations to enjoy.

Step 7. Get some live bait.

If you are using a plastic bobber, you may need to adjust the placement of your bobber on your fishing line depending on the depth of the water in order to get your bait at the appropriate position in the water column.

If you are fishing with circle hooks, remember that you don't need to jerk your rod upwards to set the hook, all you have to do it reel. If you are using standard hooks, then you will need to set the hook by raising your fishing rod into the air quickly. You have your first fish on the line now, how exciting!

Budget & Finance Committee and COVID-19 By the time you read this, the Corona Virus threat should be over. Please keep in mind that this was written in mid-April.

During the COVID-19 epidemic, the Budget and Finance Committee has continued to carry out its overall goal of maintaining an open and transparent budget management process. In the past few months, since we are unable to meet, we have communicated through e-mails. On a monthly basis, we review financial statements to ensure spending is within the established annual budget, highlight areas of opportunity and concern and make budgetary recommendations to the Board of Directors as required. Additionally, the committee continues to work with the Public Works Committee, Ralph and Maintenance to jointly identify and implement opportunities for cost savings. Finally, the committee is working with our auditing firm as they prepare the external audit of the financial statements of TLCA for the year ending on December 31, 2019.

In June we will start the preparation of next year’s annual budget, seeking input from all stakeholders. This information, coupled with the current and projected income and spending data from this year, will be used in the formation of the 2021 Operating, Reserve Fund and New Capital budgets.

So, the work of B&F committee volunteers during this crisis continues to keep TLCA financially sound. This can be said of all the TLCA committees, working without meeting face to face, thanks to their personal commitment to achieve their goals to keep TLCA “The Premier Community Association on Lake Wallenpaupack”.

1 – 2 – 3 ! It’s Boat Launch Season for Lake Wallenpaupack Preparing for The Boating Season With over one hundred boat slips at The Tanglwood Marina and a number of residents utilizing spots nearby, it is safe to say that a large majority of our homeowners participate in this pleasurable sport and are now getting ready for boat season. Our Docks are usually ready to go by the first week of May. Of course, we always need the weather to cooperate. Getting ready for your annual launch entails a few details that are found on www.Discoverboating.com. Launch time is here so let’s get ready for the season to enjoy the lake and keep safe at the same time. Tasks vary depending on the boat you own as well as the type of boating you may undertake. Below is a “short list” of some important procedures that should be on your complete list of things to do to be prepared for spring launch.

Vessel preparation and maintenance: This varies depending on the type of boat you own. Insure that your engine or engines have all oils and lubricants topped off or replaced based on recommended maintenance schedules. Insure that a certified engine mechanic has performed an engine check and tuned the engine(s) to insure best performance and fuel economy. Inspect all engine belts for wear and replace if worn. If your outboard motor lower gear-case oil was not changed when winterized, change it now. Check the water pump impeller. Check other types of equipment on board including bilge pumps to insure they are operating properly. Flush your water system. You can buy products that are added directly to the water holding tank to improve the water’s taste and smell. Make a list of spare parts you should carry in case you have a breakdown.

Your mechanic or marine parts manager can give you recommendations.

Navigation and safety equipment: Absolutely check your navigation lights! Do you have replacement bulbs for running lights, anchor lights, etc.? Do you have the right number and type of flares and are they current? Check your electronic equipment such as VHF radios, radar, and GPS. What is the condition of your PFDs and do you have the right sizes and number and are they Coast Guard approved? Any children under the age of 14 must wear a PFD. Don’t forget to inspect the condition of your docklines, anchor line and running rigging.

Lake Wallenpaupack: It is also important to keep current on the particulars of boating and fishing on Lake Wallenpaupack. The Commonwealth of Pennsylvania and the Fish and Game Commission set up the regulations for boating in this area. Make sure that your boat registration is current and that your fishing license is valid. There is also a boat safety course certification available.

Here are some of the guidelines for boating on Lake Wallenpaupack found on AZCentral.com (USA Today network) site:

Motorized Boats

There is no limit on how much horsepower your boat can have, but you’ll be subject to a 45 mile per hour speed limit between sunrise and sunset on weekends and holidays from Memorial Day through Labor Day. You’ll only be able to travel 25 miles per hour after dark during those same days. Before you go, you’ll want to make sure your boat is registered and that you have a Boater’s Safety Card if you were born after 1981. You’ll need to have a life vest on board for each person, with kids under 12 years old wearing theirs at all times when the boat is underway. You’ll also be required to wear yours if you are boating on the lake during the months of November through April. Even if your boat is equipped with a marine sanitation device, you may not discharge waste into Lake Wallenpaupack. A pump out station is provided at each of the four marinas.

Personal Watercraft

If you’re riding a PWC on Lake Wallenpaupack, you’ll need to be wearing a life vest on your craft at all times. Kids under 12 years old are not allowed to operate a PWC. Those between 12 and 15 can operate a PWC providing they have a Boater’s Safety Education Card and do not have passengers under 15 years of age on the PWC with them. If you are going to tow a skier or tuber on your PWC, you’ll be limited to towing one person at a time no matter how much horsepower your vehicle has. PWCs can be rented at Rubber Duckie Boat Rentals (rubberduckieboatrentals.com) on the lake’s east shore.

Tow Sports

Tow sports such as water-skiing, wakeboarding, wake surfing and tube riding are popular ways to spend summer days at the lake. On Lake Wallenpaupack, you’ll only be able to participate in these sports between sunrise and sunset and are prohibited from skiing the west end of the lake near Ledgedale Recreation Area on weekends and holidays during the summer season. Your tow rope should be no shorter than 20 feet or longer than 80 feet to comply with Pennsylvania state law. The state prohibits riding on a ladder or swimming platform attached to the boat unless you are docking. Be sure you have an observer other than the driver whose job it is to watch you in case you should get into trouble. Kite skiing and parasailing are prohibited on weekends and holidays and can only take place during the week at designated locations.

Paddle Craft

Paddle craft do not have to be registered or titled in Pennsylvania. You don’t need a boater’s education card, but you will need to make sure you have state-required safety equipment on board when boating in Lake Wallenpaupack. This includes a PFD, which you’ll be required to wear from November through April, a flashlight or other bright white light for signaling after sunset or before sunrise and a mouth whistle or other sound-producing device. You can rent kayaks at Ledgedale Recreation area on the west end of the lake. Its quiet coves and limited motorboat access provide ideal locations to paddle.

Our Environment

EVERY DAY IS EARTH DAY The first Earth Day was initiated on April 22, 1970 and was designed to create a greater awareness of environmental conditions all over the planet. Living in this area of northeast Pennsylvania in Tanglwood Lakes brings us very close to Nature and all her beauty. We are especially conscious of the value of our natural resources. The first Earth Day quickly evolved into a very strong, positive movement with proposed plans that created changes and authentic results. Earth Day led to passage of landmark environmental laws in the United States such as the Clean Air, Clean Water, and Endangered Species Acts.

Previously some of our Presidents have led the way to create programs through the Department of Interior like the National Parks System and the forestry programs both developed to protect the biodiversity of these areas. Yellowstone National Park was the first created in 1872 with the object of wilderness preservation as more and more of the population was moving westward. Theodore Roosevelt as president was known as a conservationist and naturalist emphasizing the efficient use of natural resources. During his presidency he worked hand in hand with Gifford Pinchot who would later become the Governor of Pennsylvania, appointing him Chief of Forestry and administrator of the national forests. Pinchot enacted many programs to protect the forests of Pennsylvania during his term (see Grey Towers, Milford).

The first Earth Day came about because U.S. Senator Gaylord Nelson (WI), reacting to a huge oil spill in Santa Barbara, CA was prompted to create an educational movement to teach and inspire citizens about our need to protect the environment. This educational movement has gradually integrated into our behaviors, consciousness, and legislative bodies. The actions of the Environmental Protection Agency has uncovered and revealed how many of our personal daily habits and those of certain businesses are slowly changing the balance of nature and creating unhealthy situations.

The website www.earthday.org has a goodly number of tips that you can easily turn into your new habits to create a cleaner planet. In Tanglwood Lakes we put a high premium on keeping our environment and personal habitat protected , enriched, and restorable.

Read documents online instead of printing them.

When you need to use paper, make sure it’s 100% post-consumer recycled paper.

Set your office printer to print two-sided.

Collect used printer, fax, and copier cartridges to recycle.

Convince your school district or office building to choose reusable utensils, trays, and dishes in the cafeteria (and your home!)

Use reusable bottles for water, and reusable mugs for coffee.

Bring reusable bags when you shop.

Take a shorter shower and use a water-saving shower head.

Fix leaky faucets and shower-heads.

Run your dishwasher only when it’s full to save water and energy.

Conserve water outdoors by only watering your lawn in the early morning or late at night.

Use drought-resistant plants in dry areas.

Wash your clothes only when necessary, use cold water and line dry.

Form a “green team” at your office (or neighborhood) to find cost-effective ways to conserve resources and promote sustainability.

Volunteer for a local environmental group and/or make a donation.

Pull out invasive plants in your yard or garden and replace them with native ones.

Turn off and unplug electronics you’re not using. This includes turning off your computer at night.

Turn off lights when you leave a room.

Take the stairs instead of the elevator to save energy (and get exercise!).

Move your heater thermostat down two degrees in winter and up two degrees in the summer to reduce your carbon footprint by 2,000 pounds.

Lower the temperature on your water heater.

Contact your utility company and find out about renewable energy options.

Use energy-efficient appliances and electronics.

Recycle batteries from small appliances and your electronics. Use rechargeable batteries instead!
