President’s Message By: Jim Clark What a great summer! The rain did not deter us from enjoying the beach. We enjoyed a very good number of residents and guests on the beach this season. On August 25th we had our last gazebo party for the summer. The theme was Woodstock and our DJ had Woodstock movies playing on the T.V. Many of our residents came in costumes, enjoying the singing and dancing to the music. A game of Trivia was played with team Stoners wining hands down. Prizes were awarded for the most original costumes. Prizes were donated by 84 Country Store and Paupack Hills. It was a fun way to close our summer activities.

Aqua spent the summer replacing the water pipes in the community, tearing up the roads and digging some rather deep holes. Rest assured the roads will be resurfaced shortly. Wishing good luck to the candidates running for the board. Ballots will be sent out early in October. Be sure to send them back by the deadline or return it in person on October 21st at the Membership Meeting no later than 11 a.m. Ballots will be counted, and the results given and the end of the meeting.

We are requesting a change in the By-laws. Presently the by-laws mandate that the semiannual meetings be held on a Sunday. The Board of Directors is requesting that you allow the semiannual meetings to be held on a SATURDAY OR A SUNDAY. This will give the Board some flexibility in scheduling the semiannual meetings. Summer is over, Fall is here with its brilliant array of colors. It is now official apple picking time. Pumpkin pie with whipped cream is on the menu. Tanglwood is a great place to spend the Fall…..in fact anytime is a great time to be in Tanglwood. Stay well……..drive carefully.

Meet Our Neighbors

Ronni Deisler and her husband Artie Wehrhahn have been Tanglwood residents for the past 23 years. They came here from Jersey City NJ, built their home and love being active members of our community. Artie was employed by the Museum of Modern Art in NYC where he helped design, construct and manage the state of the arts, environmentally friendly, low humidity motion picture film storage vaults in Hamlin, PA. The Library of Congress, U.C.L.A, and the George Eastman House and many other facilities throughout the country have adopted the same methodology for storing their films. Although Artie is now retired, the George Eastman House sends students to tour the facilities every year and he guides them during their tour. Ronni worked as a theater costumer and costume designer for nearly 20 years, both in regional theater and for Broadway. Later she became a high school teacher in West New York, NJ. She taught English, writing and speech and coached the school forensic team. She earned a degree in speech and drama from The Catholic University of America in Washington, DC. Ronni has a son who lives with his wife and three daughters outside of Philadelphia and Artie has a daughter who lives with her husband and three daughters in New Jersey. The six girls all get along fabulously. Ronni and Artie just celebrated 30 years of marriage! The couple are active participants in the Paupack United Methodist Church. Artie is in charge of the Trustee Committee which oversees the maintenance of the building and grounds. Ronni has written and performed skits for the church to give a modern interpretation to the Sunday readings.

She encouraged Artie to perform with her and that is how he became an actor.

They have acted together for the Lakeside Players and Tonylou Productions in several plays. Favorites include: The Lucy Show (where they played Fred and Ethel), On Golden Pond (as the leads), Nunsense and Legally Gray. They have won several NEPTA wards for their acting. Lakeside Players performances take place at the Lakeville United Methodist Church community hall. Tonylou Productions perform at The Dock and other venues. Tony Schwartz and Marylou Ambrose are the founders of both groups.

Ronni and Artie are looking forward to performing On Golden Pond in April of 2019 and Ronni in Legally Gray in July, both as dinner theater at The Dock. The couple has also performed for Spotlight Players in It’s A Wonderful Life and as Mr. and Mrs. Claus in a Christmas musical. Last spring, Ronni performed Savannah Sipping Society which was directed by Tori Clemens who runs Spotlight Players.

Fourteen years ago, Tony Schwartz approached Ronni with a proposal to offer a children’s summer theater group. She happily agreed and it is one of the highlights of her life. The two-week camp is in July and runs Monday through Friday from 6PM until 8:30PM. Ronni writes the scripts and produces the plays along with her theater camp partner, Roxan Schwartz. Their belief is that each child should have a part in the play that will allow her / him to shine. The children memorize their lines, practice their parts and after two weeks put on a show for family and friends. Ronni is proud to say that her granddaughter, Jacqueline Deisler, has visited every summer for the past six years so she could participate in the camp.

For their own enjoyment, Artie is a real outdoors man who loves to fish, hunt and ski as well as operate his model railroad both indoors and out. Ronni is an avid reader and when they first moved to PA encouraged the Hawley Public Library to set up a reading group which continues today. She is also a member of a writing group in Hawley which was started by Carol McManus. The group meets at the Hawley Library the first and third Wednesday of every month and runs from 10AM to 12Noon. In addition to reading and writing, Ronni loves to travel to different parts of the world with her sister.

They plan to travel to England and Scotland nest year while Artie sets up some fishing expeditions with his kayak fishing friends who call themselves The Wolf Pack. Please be on the lookout for blasts from Kathy Bloodworth notifying us of upcoming performances featuring this very talented couple.

My 24-year-old daughter Victoria & I love to thrift store shop. At “The Other Shop” in Honesdale, we bought a tired looking vintage coat that was missing a button. The had it marked at $25 but gave it to us for $20 because of the missing button. Turns out the coat was worth $3000!!

It’s a vintage coat from Flemington Furs in Flemington, NJ. They verified the label and appraised the coat for the $3000 and that’s what we insured it for.

Christina is now 25 and has been shopping in vintage stores since she was 14. She gets most of her “new” clothing from vintage stores and favors a classic 1930’s to 1950’s look.

Victoria is an Historical Re-enactor – her impressions range from the Renaissance era through mid-20th century and include a Hessian Camp Follower and Bonnie Parker, of infamous Bonnie & Clyde fame. Tory loves swing dancing to Glenn Miller and Louis Prima.

Tafton Volunteer Fire Company

Vol-un-teer, noun, 1) A person who undertakes or participates in a task or enterprise without monetary renumeration. For most volunteer endeavors the Merriam Webster definition works just fine. However, when it comes to Emergency Service Volunteers, that definition pales in comparison to what it truly means to be a first responder

During the late 1960’s the Fire Company’s Scuba Team was formed and the Ladies Auxiliary of the Fire Company was established. The ladies organization became very active in Fire Company projects and helped raise large sums of money for new equipment and training. Due to the success of the Scuba Team in dealing with emergencies on Lake Wallenpaupack, a 24-foot pontoon boat was donated. Organized within Palmyra Township, the new fire company quickly became the primary fire protection for the towns of Tafton, Paupack, Greentown, Wilsonville, and a part of Blooming Grove, and remains that way to this day.

The Company’s response area includes 52 Square miles of territory. As the population of the Lake Wallenpaupack

area grew, the Tafton Fire Co. expanded its inventory who voluntarily answers the call of equipment and grew its membership. The Company to protect the life and property remained “all volunteer” until of a neighbor.

Lately, the Tafton Fire Co. has experienced a small increase in responding members. But although there are over 100 members in the Company, most are involved with the administration and fund-raising aspects of the organization and do not respond to emergencies. Volunteerism for the emergency services throughout Pennsylvania is waning. In 1990 there were over 300,000 volunteer firefighters in PA. Today there are less than 70,000, and that number is dropping. Sadly, this is a trend being experienced throughout America.

Tafton is fortunate to have a number of retired career firefighters in its ranks, and although these members are slowly aging out, they provide a lifetime of expertise to younger members as mentors. Rural fire Companies are often considered to be less effective than their urban counterparts. In the case of Pike County, firefighters and E.M.T.’s are trained at the State-of-the-Art, Pike County Emergency Services Training Center located in Blooming Grove. Welcome To Lake Tanglwood

FROM OUR NEEDLES

Lake Tanglwood is a 32 acre lake located within the Tanglwood Lakes community. Man-made lakes are more susceptible to a process known as Eutrophication. This occurs when a body of water becomes overly enriched with nutrients, especially nitrogen and phosphorous. Increased phosphorous, in particular, promotes excessive plant growth and decay.

This can result in the depletion of oxygen in the water column. The nutrients enter the lake primarily as stream flow and surface run off.

Over time the water runoff also brings in sediment which deposits in the lake as the velocity of the entering water decreases. This has occurred in the eastern end of the lake at the main inlet and by the canoe rack area.

A number of years ago a Lake/Environmental Committee was formed. Water testing was initiated, a lake manager was retained and an aeration system was installed increasing the circulation of oxygen throughout the lake. Treatment of algae and pondweeds have been ongoing, we have a healthy fish population and a great amenity for fishing and boating. Recently a number of paddle boarders have been spotted honing their skills. However, a lake is a living organism and we as a community must be vigilant in preserving it.

The Environmental Committee and the Board of Directors together with our current Lake Manager are developing a plan to remove accumulated sediment at the most problematic areas. As homeowners, we can do our part by reducing or eliminating chemicals and fertilizers which contribute to the nutrient load.

Those homeowners bordering the lake and streams can leave Riparian Buffers, a 12 to 18 inch swath of uncut vegetation which can absorb some of the phosphorus and nitrogen before it enters the lake. If we all work together, we can preserve Lake Tanglwood for our children and grandchildren.

Webster describes “Sisterhood” as a group of women united by some common aim. Every Wednesday morning a group of ladies in Tanglwood join together at the Community Center from 10:00-12:00 noon to chat, sew, crochet and knit. Starting September 5th and every first Wednesday of each month we will have lessons on pattern directions and learning to crochet or knit for those interested. If you have never knit or crocheted, or you are looking for a refresher course, come join us. Birthday celebration lunches are fun and full of laughter with the “Woolies”. The needles are put aside as we cook for and serve the birthday guests. We decorate the community center, set a beautiful table and bring our finest culinary skills to the buffet. Birthday guests receive a purple tiara along with a handful of cards and well wishes. Our next luncheon is October 24th as we celebrate the ladies born in Sept/Oct. July 14th marked our fourth and final “Christmas In July”. Our bake sale was well received by our neighbors and friends in Tanglwood, but our handmade items did not do as well as in previous years. The proceeds from our sale will once again benefit the Ronald McDonald House in Scranton as well as our local veterans. Our Inventory Sale will be displayed in the lower lobby of the Paupack Hills Country Club on October 21st at the TLCA General Meeting. This is a good time to pick of some early Christmas gifts. This summer we invited the ladies in North Tanglwood to join The Tanglwoolies. Several new gals have been coming and sharing their skills and ideas.

One Of Our Own! Daughter of Roy & Terry Johnson Shantz

Amanda Dawn Schantz, a Wallenpaupack graduate, was presented with the New Teacher Award by the Pennsylvania Council of Teachers of Mathematics (PCTM) at the 67th annual conference in Harrisburg on August 7. Recipients of this award are recognized for their enthusiasm for mathematics, for innovative methods of teaching, and for their leadership in their school’s learning community. The New Teacher Award is given to educators grades K-12 who have been teaching three years or less in a school in Pennsylvania. Miss Schantz was nominated for the award by fellow teacher and mentor Mr. Timothy Presser. Both are mathematics teachers at Central High School in Philadelphia.

Amanda Schantz is a 2011 graduate of Wallenpaupack High School. She began her teaching career after graduating from Temple University’s TU-Teach Program in 2017. In his nomination letter, Mr. Presser stated, “Ms. Schantz has proven herself to be worthy of the position by rejuvenating the way in which algebra and geometry are taught. Ms. Schantz is a firm believer in adapting the way we teach to meet the needs of individuals. To do so, Ms. Schantz incorporates a plethora of pedagogical techniques that include traditional lecture, technology both in and out of the classroom, and engaging discussion-based lessons.” Ms. Schantz is the first teacher at Central to successfully attempt teaching digital programming.

Within a week, she taught her Geometry students how to program on a TI-84 graphing calculator. In her passion for applying mathematics to the real world, she purchased rovers that moved according to the program. Her students were able to use these rovers to construct various geometric shapes using programming instead of a compass and straightedge. Ms. Schantz has agreed to design curriculum for a new Computer Science Program at Central High School in the coming year. In addition, she has presented math workshops at PCTM conferences as an undergraduate and graduate student. The New Teacher Award was presented to Amanda Schantz by her cooperating teacher from Great Valley School District, Mrs. Marian Avery. Mrs. Avery is a Past President of PCTM. PAGE 8

By: Judy Hildebrandt There’s so much to tell you about our TEAM unit, which does all the decorations during the holidays and seasons. If I must say so myself, we have a great group of people who live in our community and brings their own personality with new ways to decorate and make our Tanglwood look so good time after time. Our biggest holidays are Thanksgiving and Christmas. We begin with Fall, which leads into Christmas with a sleigh and reindeer. It’s a great time, by the way, to put a small child or two in the seat of the sleigh, take a picture, and use it for your Christmas card!

Inside the Chalet is a holiday tree, which some may have noticed is decorated for our seasonal holidays with a monthly motif.

We’re looking for “a few good men” to assist us with hanging our lights and perhaps lugging the heavier things and securing them in place. This includes the things that may be too high for us women to reach. Lyn O’Connor approached me and mentioned that she will donate solar lights to go on the fences as you enter our community. What a wonderful idea and how kind it was for her to donate. As you’ve probably noticed, the lights have been very erratic. Our plans for the future consist of live plantings (instead of flower boxes) along the righthand stone wall as you enter our community. By the time we’d planted the flowers in the boxes, the deer and a few other animals enjoyed them more than we did this year. We’re planning on bleeding heart bushes, lavender and foxglove, all of which the deer don’t like.

Andromeda may also be considered. There are also plans in the making for across the street, but maybe we’ll just save that as a surprise. As you come into our community during the year, check us out while we’re working. Don’t forget to stop, say hello, and give us your thoughts. TEAM has always enjoyed hearing your appreciation of our work in Tanglwood, and we welcome new people who may want to contribute their ideas as well as their time to decorate with us.

Meet the Board of Director Candidates Roger Furman

RESIDENCY IN THE COMMUNITY: FULL TIME TIME LIVED IN TLCA: ONE YEAR MAY 2018 Family and Interests: Both my wife Michele and I are semi-retired. I work part time as a cashier at Sam’s Club in Dickson City PA. We have five children ranging from 30 years of age to the youngest at 22. One son is a full time Marine Sgt., one daughter, Alyssa is a full-time R.N., one son, Adam is a part time Physical Therapy Aid, while going to Graduate school for his Doctorate in Physical Therapy. Our oldest son, Stephen is starting his own Roadside Assistance Business in NJ and another daughter, Serena is a part time model and hair designer. My wife is an excellent cook and a regular Martha Stewart around the house. I have various interest from owning a classic automobile>1965 Mustang Convertible< which led me to start the CARS & COFFEE CLUB here in our community that meets once a month. In NJ for over 17 years I was a State Certified Basketball Referee doing youth group games as well as High School contests. I am an avid beer Paraphernalia collector as well as a golf enthusiast.

My background: I attended Lafayette High School and have a BS Degree in Physical Education from CUNY- Brooklyn College. I ran the FLATBUSH BOY’S CLUB for two years before getting into the world of advertising sales, which I did for nearly thirty years. I worked for various television production/syndication companies and sold the adverting in various events they produced and distributed. These events included College Football Bowl Games, College Basketball, Arena Football, Entertainment programs and movie packages. I solicited the advertisers for all these properties. I had worked for MIZLOU TV SPORTS< SFX SPORTS, ECLIPS TELEVISION and SPORTS MARKETING and ASSOCIATED TELEVISION. With ASSOCIATED TELEVISON, I opened their NY office. This included setting up the entire office from scratch. Equipment, furniture, hiring of staff. I did the billing by sending invoices to the advertisers, as well as the collection and establishing the overall operating budget for the office and staff. I lived in East Brunswick, NJ for many years where I was the Youth Director for the East Brunswick Soccer Club. I also established and ran my own youth Basketball League with weekly games, where I was the referee as well as recruiter and statistician for the league. I did the same for Union Beach, when I moved there before we settled here in TLCA. Why Am I interested in serving on the Board of Directors: I have started and run two offices during my sales career. With this knowledge, I am able to consider many points of view. As they say” think outside the box”. I am able to deal with the chain of command in a company and I am a people person. I get along and play well with others. One has to be to be in the service position I have now, where I was made Employee of the month this past April. As for being a referee, I know about RULES and REGULATIONS which will help me in the position I am seeking here on the Board. We always have to remember, even with all the rules we have, we are all still neighbors and need to get along and keep TLCA thriving as we head into the future. One of the reasons we chose to retire here is the natural beauty of the community and the upkeep of it. I hope to help keep that as I work on the Board while adding a fresh perspective as well. Rosemary Kucharski

My name is Rosemary Kucharski and I have lived in Tanglwood for the past 15 years. I have three children and two grandchildren. They enjoy this area as much as I do because of the various year-round activities and the wooded atmosphere. I enjoy walking through TLCA, meeting and talking to my neighbors.

During 35 years of teaching, I served as Department Chair for the Junior High and Math Coordinator for the school. I served on the Middle States Evaluation Board which is responsible for the accreditation of schools in the Archdiocese of Washington, D.C. At present I am serving on the Board of Directors, Welcome Committee, Budget and Finance, Team, Nominating and Election Committee and the Ad Hoc Committee for Rental Property.

Outside of TLCA, I am a member of the Ladies Auxiliary for the Tafton Fire Department. During the past six years on the Board, I have been involved in policy changes that were concerns of TLCA members. If re-elected I would continue to serve our residents and their concerns.

Rob Ost

My wife, Virginia (Gin), who passed away in January 2017, and I moved to Tanglwood Lakes in 2005, after living at Circle Green Condos in Paupack for 18 years. We have three children; Rob, who lives in Tafton, Pa. with his wife Kris, Lisa, who lives in Swansboro, N.C. with our three grandchildren, and Karen, who lives in Wilmington, De, with her husband John and our two grandchildren.

I retired in 2008 after spending over 14 years in various management positions in Program Management and as VP and Controller for a subsidiary of ITT Industries. In addition, I worked 5 years for Ernst & Ernst, a public accounting firm, 9 years for International Controls Corp. (ICC) as Corporate Controller, 10 years as President and General Manager of Tech Systems, a subsidiary of ICC and 3 years as General Manager of the Microwave Products Group of Airtron, a division of Litton industries. In 1992, Gin and I purchased the Country Store on Route 507 in Tafton. The store was a local convenience store with gas sales, deli and catering. We sold the store in 2005 as we prepared for retirement. We both have volunteered extensively with the Tafton Fire Company (TFC). I have held numerous roles in TFC serving as President, Financial Secretary and Treasurer in addition to being a volunteer Emergency Medical Technician (EMT). Gin also was a volunteer EMT and served as TFC Ambulance Captain for 5 years.

I have served on the Finance Committee of Tanglwood for 11 years. I have worked extensively with the Committee to manage the finances of the Community and to continue the fiscal strength of the Community. I wish to continue serving on the Tanglwood Board of Directors as we move forward into the future.

Steve Ruelke

Steve Ruelke and his wife, Ruth, took up residence in Tanglwood in March 2017 after more than a decade living and working among homeless and other marginalized people in Newburgh, New York, one of America’s most violent small cities. That’s where, with the help of some friends, they started and ran a drop-in center and overnight shelter, opened a ten-bed transitional housing facility serving women and, on Sunday afternoons, hosted a sidewalk worship service. Steve was born and raised in Carmel, NY. After serving four years in the US Coast Guard during the Vietnam War, he attended SUNY New Paltz from which he was graduated in 1975. A year later, Steve became the founding editor of an award-winning weekly newspaper serving New Paltz and surrounding communities. More than a dozen years later, Steve sold his interest in the newspaper and “reinvented” himself as a real estate appraiser, certified to value both residential and commercial real property. Within a few years of his “reinvention,” Steve began teaching valuation courses across New York State eventually becoming one of 500 teachers nationwide who were certified to teach something called the Uniform Standards of Professional Appraisal Practice. In 2003, Steve left self-employment become assessor for the City of Newburgh, a position he held until he retired in April of 2010.

During the more than 30 years that he lived in New Paltz before marrying Ruth and moving to Newburgh’s East End, Steve was deeply involved in his community. In addition to serving on a variety of committees and commissions, Steve held elective office including a term on the New Paltz Village board, the town board where he served as deputy supervisor, and the New Paltz School board where he served two years as president. It was during that time that Steve led a successful effort to create a 12-mile long rail trail through the Wallkill River valley. In 2000, Steve began seriously exploring his call to ordained ministry. He was awarded a Master of Divinity degree from Drew University in 2005 and was ordained by the United Church of Christ in 2006. In addition to the couple’s street work, Steve also served as pastor of a Presbyterian Church and, most recently, a United Church of Christ congregation. Steve is trained in conflict resolution, spiritual direction, coaching, and storytelling.

Other skill sets include budgeting, land use, planning, public relations, property valuation, deep listening, telling stories, and other fun things. Between the two of them Ruth and Steve have five daughters and ten grandchildren.

Ronald J. Triani

Ronald Triani is a graduate of Fordham University with a BS chemistry and a MBA in organizational behavior from Iona College.

Graduating in the middle of the Vietnam War, he joined the Navy, completed Officer Candidate School and served for 6 years, with 3 years active duty on the aircraft carrier USS Forrestal, CVA-59. Leaving the Navy, Ron joined Kraft Foods and worked for 32+ years in various science and technology management positions including R&D manager of the Pizza Company and Senior Director of Global Scientific and Regulatory Affairs. As head of Global SARA, Ron managed staff around the world and interacted with both national and international governmental regulatory bodies. Ron was an active member of many organizations and scientific committees, including the National Food Processors Association, Grocery Manufacturers Association (serving as science committee chair for 2 years), the FDA Joint Institute for Food Safety and Applied Nutrition and the National Academy of Sciences Food Board. In addition, he has served on two nonprofit Boards of Directors: The Food Allergy Network (including 2 years as Chairman) and Keep Chicago Beautiful. Ron and his wife Ellen retired to the Lehigh Valley in 2007. After looking at properties around the lake, we built a home in Tanglwood in 2012. We have two daughters and 6 grandchildren. In his spare time, Ron is a rail fan and model railroader. I am currently a member of the TLCA Board of Directors, serving a 1 year term. I am also a member of the Budget and Finance, Strategic Planning and Code Enforcement Committees.

In these roles I have gained an understanding of the opportunities and challenges facing our community. I feel it is a privilege and an honor to serve our community and would like to continue as a Board Member to help ensure that we preserve and enhance the beauty of our community, our property values, and our strong financial stability, while seeking opportunities for continuous improvement.

Robert E. Stoveken

After completing undergraduate work at FairleighDickerson in the sixties with a Business major, I then added tax planning courses at Brookdale College and the H&R Block Institute to my resume. I joined my father’s Tax & Accounting practice in the late sixties part time, while at the same time period I completed a Mechanical Engineering Design Certificate at Newark College of Engineering. During this period, while raising a young family, we moved to Matawan, NJ. I worked full time at several companies as a contract engineer before landing a long-term contract with E.I Dupont in Parlin, NJ which lasted 20 years. With help from my father, I built my own seasonal tax practice, and grew the tax business to over 250 clients at its height.

In 1995, I went back to school to study personal finances and investments, completing work for NASD series 6, 63 & 65 licenses and State of New Jersey & Pennsylvania life & health producers’ licenses. At this time, I have downsized the tax business to less than 180 clients and have let my financial and insurance licenses expire. My family consists of my wife Ruth of 52 years, our Daughter Sheryl, and Son Scott. I have 2 grandchildren Ben 17, and Nina 13. We have lived in TLCA since 2002 and have been full timers since 2006.We enjoy boating, golf and gardening and helping in the community where we can.

Our primary goal is to be good neighbors, support the TLCA and work for local honorable causes. I have served in the past as a Republican Committee man for Palmyra township and now presently serve as a member of the TLCA Budget and Finance committee.

Total all Dime accounts $ 268,926 Funds are marginally in excess of the $250,000 FDIC insurance coverage and will be significantly spent down in the next three months from normal operations. The balance of the 2018 capital reserve budget transfer of $50,000, currently being evaluated, will be made to the Vanguard account once a cash forecast is completed after the June 30th balances are known. Mortgage loan balance $ 282,000 Vanguard balance is $718,170 and includes $200,000 of the $250,000 capital budget obligation for 2018. The funds in the reserve are needed for scheduled future replacement of TLCA’s buildings, vehicles, equipment and roads. The new Ford 350 truck & plow was purchased outright for $46,000 less $5,500 for our trade-in. This is a Board approved variance from the 2018 capital budget of $309,000. The Safety vehicle’s new engine, $5,300 and transmission $4,300 are additional 2018 Capital Reserve budget variances. The major budgeted projects are roads $200,000, Lake Tanglwood inlet stabilization third year $36,000 and engineering for the Tanglwood pipe budgeted for $26,500. The specifics of these projects are unknown at this time.

PNC Bank balance is $248,132. Receipts for May Y-T-D total $ 986,291, including $13,041 of collections of prior years’ balances, $18,057 of CIF fees and $9,990 of 2019 prepaids. To date, 92% of budgeted Home Assessments were collected, 81% of Lot Assessments and 99% of Dock fees. A cash projection for 2018 will be analyzed at mid-year. Cash Disbursements May Y-T-D total $334,513, about 39% of the $862,682 budget.

Budget & Finance Committee Report

• May Y-T-D The Committee reviewed the first five months financials noting certain areas of concern which will be monitored and quantified as more information is available. Snow plowing required overtime and more salt & cinders than budgeted along with outside contractors help, gasoline costs will probably exceed budget and professional fees, particularly legal, as the White Beauty development is monitored. The 2018 Operating Budget includes $10,000 for Maintenance Outsourcing much of which has been identified. Bids are being obtained for tree branch mulching, road sweeping and patching/re-seal and reline basketball court. New road barriers were purchased. Tree spraying savings of $40,000 will offset some of these budget overruns. Although it’s still early in the calendar year, there are already an accumulation of board approved individual negative budget variances that will be challenging to cover with budget savings over the remaining seven months.

• Capital Reserve – The 2018 the approved capital spending budget is $309,210.

The Board approved a variance for the purchase of the Ford 350 truck, for just under $40,000. The $200,000 for paving remains to be defined and coordinated with AQUA. Engineering and construction costs estimates received from Kiley for the Tanglwood Pipe and damaged barrier are now in the area of $110,000, net of the $75,000 grant. This is before receiving contractor bids. The permitting and timing of the work must be determined. This significantly below the original $320,000 in the Capital Reserve which is currently being updated.

• The 2018 Capital budget includes $36,000 for the third year of the Lake

Tanglwood Inlet Stabilization project. The total project was originally budgeted at $150,000. Actual spending for the first two years is under budget and the thirdyear budget was reduced by $14,000 by the Board for the work which will be done internally by Maintenance with the new backhoe. This project is in addition to the $20,000 in the annual Operating budget for Lake Tanglwood.

• The Safety Vehicle which required a new engine for $5,300 now needs a transmission replacement at an estimated to cost $4,300 and a brake job to pass inspection. A variance request is included for Board approval.

• New Capital – The 2018 budget is $62,300. As of now, $19,500 was spent as budgeted for the Kubota Options, the canoe racks, budgeted at $4,800 are now completed. The Pole Barn, budgeted at $30,000, is on hold and will be reduced in scope. The movie projector/electric budgeted for $5,500 is postponed and the basketball hoops, backboard repairs and pole wrapping are new and estimated at $2,800. The road barriers $3,431 are being charged as a new capital expenditure.

A variance is recommended for Board approval.

• Lot Repurchase- the proposal agreed to by the Board was briefly discussed and is still open. B&F believes the buyer should have engaged their consultant before, not after, buying the property and it is a buyer beware issue.

• Bad Debts- the bad debt analysis will be updated after June 30th, as planned.

Right now, there are 45 significant open balances, including 30 payment plans, 11 sheriff sales, 8 tax sales and 2 foreclosures. These are reserved for.

Community Managers Report June 2018

I want to acknowledge our staff for all their efforts in prepping the amenities for the Memorial Weekend. The renovations to the Bathhouse are now complete, bathrooms have been remodeled. The beach parking for golf carts has been expanded and the launch pad has been expanded with modified stone. This year we were able to order only one truck load of sand as the barrier contained the sand from last year. We normally order three truck loads. I want to thank Rose for assisting with the decorations at the Bathhouse. The maintenance staff are in the process of painting the Salon at the entrance to the beach and the Bathhouse. The Public Safety Vehicle is expected back in rotation shortly. The radar equipment has been recalibrated and will be in use once we have the second Public Safety Vehicle operational. We continue with our Voluntary Compliance Program with respect to minor property violations. The members had responded well in past years in the cleaning up of their property. Public Safety responded to an incident on the Golf Course related to a rental issue and alleged verbal harassment addressed at a TLCA Member. I addressed the situation with the property owner and owner of the golf course. I explained the process to the victim as it relates to harassment. The role of our Safety Officers is to enforce the Rules and Regulations of the community and respond to requests from members regarding assistance. I advised the complainant that I would assist her in filing a criminal complaint should she choose to do so. I recommended that the golf course place signs at the edge of their property identifying the property boundary as private property. I will monitor this property as it is a regular short -term rental property.

The Public Safety Coordinator met with the Lifeguard Staff to review their responsibilities. We are fortunate to have two returning Lifeguards who can share their experience with the two new hires. The canoe storage racks are numbered and in place at the Indian Drive access. I thank our staff, Vinny, volunteers from Public Works and Elmer for their assistance. We now have ten new racks in place to service our members.

The Basketball Court at the Playground has been resealed and lined with new backboards added. The Tennis Courts have been power washed and prepped for the season. I have reached out to local propane vendors to secure pricing for Tanglwood Residents. I should have the information relative to pricing in midJuly. In addition, I reached out to a local surveyor to discuss preferred pricing

for surveys for Tanglwood Residents. The new regulation that was approved by the Board in December mandates a survey anytime the footprint of a member’s property is expanded.

The office has received calls regarding the disposal of down trees and branches on members property. I reached out to contractors and have secured cost estimates for house to house pick up and disposal. The estimate is $1,200.00 per day. In past years it is my understanding the community spent more than $10,000.00 on this effort. I would recommend that members transport their branches to the leaf dump for disposal. The members who are unable to do so can have the option of hiring a contractor for said removal. The cost per member would be between $30.00 to $70.00, depending on the amount of brush. I can provide the names of contractors who would provide this service. This approach would be much more cost effective. I would recommend offering this service on a weekend to assess how many members take advantage of this opportunity.

The Pennsylvania Superior Court is reviewing a case involving rental properties in a Residentially Zoned Community. The lower court held the property owners right to rent in a Residential Zone. The court will be considering if a rental property constitutes a commercial entity in a Residential Zone. In the event the decision is reversed this will have an impact on rental properties in the community and Commonwealth overall. Governor Wolfe signed a new law regarding Homeowner Associations to take effect July 18, 2018. The law provides members the opportunity for alternate dispute resolution relating to Association Meetings, Quorums, voting and association records. The unit owners in good standing may file complaints with the Bureau of Consumer Protection in the Office of the Attorney General.

In addition: • I have met with Aqua & Leeward re: the paving of roads disturbed by the water main repairs this summer. They are amenable to pave more, approx. 8000lf, 6’ wide. May be able to contribute 40-50% of the cost.

• Yacht Club Dr. entrance – 1st Impressions has agreed to “dress up” the entrance at no charge but a plague would be made to acknowledge their donation.

• Schoenagel & Schoenagel has agreed to offer a discount to Tanglwood residents for a property survey for $750.00.

Problem at the barricade too – people are driving too fast and it’s one lane. J. Clark suggests maybe we need a temporary speed bump – we’ll take a look.

Lot 1014 – J. Healy I conducted a survey last year for the safety committee. There is a negative view on speeding – need positive attitude. Our street signs are too small. What was point of survey – who saw it? Where is the report? What is the community going to do? Also, last yr. it was mentioned to get WHS seniors to come & clean out the culverts. Never happened. Response: B & F didn’t see the report. Committee approved funds for speed bumps and community was outraged.

Purdue Univ. did a study and the frequency of signs and it does reduce speed.

It should be noted that the account was fully reserved for in Bad Debt balance. Regardless, the Community Manager did not have the authority to make this financial decision without prior approval of the President, Treasurer, Board and review of the Budget & Finance Committee. All account write-offs require these approvals.

• 2019 Preliminary Budget- a very preliminary working draft of the 2019 Operating Budget is included in the report. This is not for discussion at this time. Not all budget submissions have been received and reviewed by Budget & Finance as yet so the amounts are best estimates at this early stage. The Capital Replacement Reserve is currently being updated and estimated future costs for roads, infrastructure and equipment will have a major impact on 2019 and later years’ assessments. For this very preliminary budget exercise a 6.5% assessment increase is needed to reach a $250,000 Capital obligation. More work is required.

Community Managers Report July 21, 2018

I met with Joe Hudak regarding the final phase of the Inlet Stabilization Plan.

This phase involves ditch work on Indian Drive that will be accomplished in house. There are several culvert pipes that will have to be replaced. We will be contacting the property owner and ascertain if we can partner with them regarding replacement. In the past the owner paid the cost of the pipe and maintenance provided the installed. The staff will be cleaning out the Catch Basin as part of a maintenance program. The engineer informed me that the Catch Basin is working as he anticipated. The drop box that was installed on the opposite side of the basin is capturing sediment as designed. The funds that have been allocated in this year’s budget for the final phase are $36,000.00. We will have a significant savings in not sub-contracting this workout There is nothing further to report on the replacement of the large Tanglwood Culvert Pipe. The engineers have been in discussion with the representatives from the DEP and the process is moving forward. It is anticipated that the actual work will not begin until after the upcoming winter due to the review process. The thought process is not to start construction during the winter. In the event there are any changes in a start date it will be communicated to the membership. An engineer representing TLCA Insurance carrier reviewed the road collapse at the Tanglwood Culvert Pipe. It is the position of the reviewing engineer that the Gabion Walls at the site were installed improperly. The wall that was constructed did not meet Pen- Dot standards with respect to width, at the base and step back at the top of the wall. The existing Gabion Wall is apparently only one third of the required width at full height. The claim would have been paid had the wall been installed properly based on coverage in the policy. Aqua Water started the pipe replacement on Cloudcrest. I will be working out the details for partnering with Aqua in the paving program. Aqua has agreed to an approximate 60% sharing program on Timber Ridge Drive. I will be speaking with the Leeward Road foreman to discuss paving according to TLCA Specs. I met with Janet and Jerry from the Environmental Committee to discuss chemical applications for Lake Tanglwood. We are in the process of working with our Lake Manager to identify the appropriate chemical that will not cause damage to the golf course. The golf course draws water from the lake for irrigating the course. The current chemicals will require non-withdrawal for 3 to 5 days which could have a negative impact on the course. I have scheduled a meeting with the Board, Environmental Committee and the Lake Manager. The meeting will be held on July 28, 2018 at 10 am at the Community Center. The purpose of the meeting is to discuss the possibility of sediment removal from the lake. The principals from Princeton Hydro, our lake manager will be available to respond to any questions as it relates to sediment removal and chemically treating the lake. This will be an important discussion that could result in the allocation of funds over the next several years.

I am working with Tina Budd Communication Chair regarding a new vendor for the community newspaper. The current vendor failed to produce any documents regarding any contract and or agreement that he alleged he had with the community. I sent the current vendor a letter requesting supporting documents as to his alleged contract. The new vendor Niki Jones would like to provide the community with a new and improved Web Site. The advertisers for the paper would be able to advertise on the web as an additional attraction. The web advertising could reduce the $300.00 in mailing cost the community would incur.

I advertised within the community for the Code Enforcement Officers position and have received only one response with no follow up. I spoke with Jim Clark regarding an option that I will discuss with the Board in Executive Session. There is nothing further to report on the Pocono Lakefront Project. I did reach out to the developer to continue to maintain open lines of communication. It is my understanding that the treatment plant will be constructed initially and the condo towers to follow on the lake side of the property. First Impressions Construction is donating the landscaping to dress up the Yacht Club Drive Entrance. The design will be placed just past the Shale Pit on Yacht Club. The contractor will be placing a plaque at the site that will say donated by First Impressions.

There has been no meeting, was the report read? Now you’re buying signs. Re: Aqua – there was very little interference while they were working on Cloud Crest but they cheat on the start time. They come in at 7 – 7:30am. Poses safety concerns. R. Triani – I never saw your report but we are trying to get the process started.

One of the main assets supporting our title as the number one in NEPA Woodland community, proximity to open space, access to Wallenpaupack, recreation for the family, paved roads Lake support the value to TLCA. For over ten years, members of your Environmental Committee, with Board support, have been volunteering to keep, among other tasks, Tanglwood Lake at a reasonable quality. There are reasons to continue the Board’s work. It is a total TLCA communal amenity to fish, boat, sail models and use paddle boats and paddle boards. Second, according to real estate assessment, if neglected, the total community value will depreciate. That will impact property value and reduce our credit rating. Progress to date, with the support of the TLCA Board follow. First, the Board automated the yearly spraying under a maintenance program to control weeds which was followed with the installation of an aeration system resulting in a higher oxygen level in the water.

The Board targeted a level of phosphorous to keep the quality of water at a level which was a major improvement plus had installed traps to catch silt before it entered the lake. New Boat racks for convenience. We are ready to commence, with Board approval, a plan to scarify the lake to allow added capacity to hold more water, protecting what has been done so far, better quality. Plus, continue to adhere to the required handling of rain water, as mandated by the Commonwealth.

Your attendance on the 28th at the Community Center, 10am is pivotal for your lake preservation. At that time our Lake Manager Dr. Lubnow will present to the board a forward plan for this progress to advance and be sustained. Please join us and the Board to protect your investment and that of the Association.
