Summer is in full swing in Tanglwood. The flora and fauna are Tanglwood’s backdrop, and all the beauty of the Poconos are here for us to see. The Community has many plans to enhance your enjoyment.

We will be paving 21 roads this year; while work was supposed to start in May it has been delayed until June due to supply chain issues. The beach property now has a fire pit area that provides a wonderful view of the sunset over Lake Wallenpaupack. Hours of operation for the fire pit are 7PM to 11PM every day.

The Briarwood trail has been rehabbed and signs explaining what one may encounter on their walk have been installed. Finally, the Entertainment and Recreation Committee has been very busy. The Kick off to Summer Party was held on May 29. A movie night was held at the Community Center on June 11 and additional movies are planned throughout the summer. Three Gazebo Parties are scheduled for June 18, July 23, and August 20. The first Community Yard Sale was held on June 25.

In closing, have fun, be safe and remember the speed limit in Tanglwood is 25 MPH. Children are playing and people and animals are walking on our roads.

Eight members picked up applications for the upcoming election to the Board of Directors. The successful top three candidates will serve a term of three years. The member with the least number of votes will serve a one-year term to fill a vacancy. You will soon receive election material; please follow the instructions so that your vote counts. The candidate information will be available on the Web Site and in the community newspaper for the members to review.

I heard back from the Public Utility Commission regarding the complaint I filed with respect to Aqua’s service to the community. The commission members that I spoke with stated that individual members must file a complaint in the event of any water-related issues. The phone number for the Public Utility Commissions is 1-800-692-7380, bureau of customer service. In addition, you can contact https://www. puc.pa.gov/complaints/. The phone number for Aqua’s Regional Office is 570-6470358. It is important that if you have an issue with your water, you as the member must file a complaint. Management, as per my conversation with the Public Utility, cannot file a complaint on behalf of a member. The complainant must be the party that is affected.

I attended a meeting with representatives from Aqua, the water supplier for the community. Bill Vaccaro, Treasurer, and Board member Grace Zoccali were in attendance to discuss concerns regarding Aqua’s communication with the community. We discussed the notification process as it relates to water outages and construction work on the system. We are hopeful that moving forward there will be more open communication with the water system provider. The Public Utility Commission has been investigating a complaint that was filed regarding the water company. The TLCA residents are reminded to contact the water company directly should they be experiencing issues with their water. The contact number in Honesdale for Aqua is 570-6470358. The member must file a complaint for it to be acted on.

The Kick-Off to Summer Party was moved from Saturday to Sunday due to rain. Folks brought their chairs and something to share with the Entertainment committee supplying grilled hot dogs, baked beans, sauerkraut and all the fixings. There were many games for young and old, such as horseshoes, badminton, and bocce ball and music was provided with the new sound system. At the May Meeting, Aqua also stated that it has examined its Supervisory Control and Data Acquisition (SCADA) programming to try to resolve the issue of the shut-downs. Aqua noted that it installed a generator to respond to longer, prolonged power outages.

Highlights of the May 2022 Community Meeting

The TLCA semi-annual meeting was held on May 21, 2022 in the Community Center. A larger than normal attendance was present due to a mailing and email notification that the order of business would include a vote on a bylaw amendment regarding the election procedure for the Board of Directors. Residents had the opportunity to cast a vote by return email or in person that morning. The amendment revision was passed and is effective for our next election for the 2023 Board.

The agenda included a report by our Treasurer, Bill Vaccaro, on the recent audit which was deemed ‘clean with no inconsistencies’ and a print presentation of the 2021 TLCA Financial Report. Our fiscal year ends December 31 and once the audit is completed the report is verified and available to our membership. Treasurer Vaccaro reviewed the objectives of the Budget & Finance Committee which include:

• Maintain open and transparent budget management • Oversee the preparation of the 2023 Annual Budget

• Monitor expenditures on a monthly basis to ensure spending is within established annual budgets • Review proposed expenditures that are not approved in the annual budget requiring variance approval by the Board • Review and update the Capital Reserve Study annually

• With the Community Manager, Public Works Committee and Maintenance, jointly identify and implement opportunities for cost savings

the electric utilities' reliability performance. In this case, the momentary outages are likely caused by the operation of protective devices that prevent a "sustained" outage of 5 minutes or greater. However, excessive momentary outages may be considered inadequate service and the electric utility should investigate and mitigate the circumstances that cause frequent momentary outages. TUS plans to review the service in this area with PPL.

The next portion of the meeting was the semi-annual reports from all our committees and groups. Each Board Contact Person presented an overview of what is going on in the committees including the purpose or definition of the committee, recent activities and accomplishments, and the future goals. One of the accomplishments mentioned by our Beach Improvement Committee was the addition of a handrail along the stone stairway going to the beach (an often requested improvement) All of the reports are available for download or printout on the Committees Page of our website.

During the Public portion the following topics were addressed: the railing at the Gazebo, holding tank at the beach, further discussion on feeding of cats, access to a woodchipper, speeding, status of the White Beauty property, community pool, Aqua Water quality, fire hydrants, stop signs, the popularity of pickleball, and fob usage for the bath house.

October is Election Time in TLCA. Here are the candidates that have been endorsed by the Nominating Committee and the Board of Directors. Please take a moment to read their bios to gain insight into the candidates’ qualifications.

Joe DelGrippo I am Joe DelGrippo, working in the technical computer field over the past 45 years. I am now semi-retired with lots of energy and passion, driving my wife Cheryl and 2 children crazy with payback.

I have been responsible for managing people across the world and involved in many decisions that help and cultivate better ways to achieve goals. I am a graduate from Drexel University along with being a teacher’s assistant helping students overcome the challenges of mathematics. I am currently a participating member of the Lerner Executive Mentoring Program at Alfred Lerner College of Business & Economics at the University of Delaware for both graduate and undergraduate students. Being involved with volunteering and helping others get a fresh start is part of my DNA.

Being in the community since the late 70’s (no not a typo) I have enjoyed one of the best and well-kept communities in the Poconos. I feel that it is time to give back to the community by sharing my experiences and leadership. Sharing time between the Poconos and West Chester PA, I have grown to appreciate the peaceful environment each passing day.

I do play golf - well kinda - I go for the exercise. I love bocce ball, horseshoes, I’m a certified scuba diver and possess a FAA student pilot license. I enjoy playing with my 2 rescue dogs (The Boys) and spending quality time with my wife when possible.

Bob Packer Hi there, my name is Bob Packer and I want to represent you on the TLCA board of directors. With my wife Lee Ann, we lived in 6 homes during our first 35 years married. In 2017, when looking to retire we wanted a place that would be ours and our adult childrens’ for many years to come. TLCA provided the perfect home and community and we have been residents since.

I am a graduate of Babson College with a BS in accounting and an MBA in International Business. My career spanned working for multinational companies Tyco and Elan before transitioning to smaller companies in the capacity of CFO, gaining a reputation for turning around unprofitable businesses. I served on multiple company boards during that time. Additionally, I served on the board of a private high school struggling to survive, complementing other board members to provide 1 and 5 year plans that allowed the school to continue. I am active in my church and have served as

Sunday school teacher, Scoutmaster, Adult youth leader, financial clerk and have participated in and led many volunteer community service projects.

I see TLCA as a premier community to live within and want to preserve the beauty and property values of our homes.

In whatever capacity of board of director service, I would bring my experiences to each committee and the community and be part of a team that enhances any activity or amenity that is in need.

I see strong communication and transparency with the community residents as key to being a successful board member.

Fully retired, I am available to every resident to discuss any concerns or issues you may have. When not at home you can probably find me playing golf or at the pickleball courts.

Jeff Skulsky My name is Jeffrey Skulsky. My wife Cindy and I purchased our home in 2012, and have lived here, full time, since 2019. One of our three children and her family lives in the community as well.

Serving (the community) is in my DNA - as a corporate executive, my role was to enable those in the company, helping them deliver on its mission.

Giving back to TLCA is a natural progression of my desire to serve.

I am offering my skills, experiences and ideas to improve the quality of life of our members, and to continue to enhance property values, ensuring TLCA is one of the premier communities in our region.

The years spent in the community, getting to know many of the residents, employees, committee and Board members, has given me insights on how my experiences could be of service to the community and the mission of the Board. While open to working in most any capacity, I would be most useful in helping solve problems, simplifying rules, managing vendors and ensuring as an organization, we are running optimally.

I am a retired, accomplished Senior Executive with over 20 years of Board level experiences and 30 years of combined success as an executive, working with National, Multinational and Not For Profit organizations.

Rosemary Kucharski Tanglwood has been my home for 19 years. My 3 children and 2 grandchildren enjoy visiting because of the year-round activities and wooded atmosphere. I enjoy walking through TLCA, meeting and talking with my neighbors.

My teaching career of 35 years was dedicated to teaching math to 7th and 8th graders in a private school in the Washington, D.C. area.

I was Department Chair for the Junior High and Math Co-Ordinator for the school. I served as a member of the Accreditation Team of schools in the Archdiocese of Washington, D.C., and was awarded Teacher of the Year by the Archdiocese in 2003.

As a past member of the Board and past president, I have been involved in policy changes and projects that benefited our community. I worked on the following projects: walking track and fitness center; the wall at the beach which keeps some of our sand in place; renovation of the bath house; the memorial to all military members in front of the Community Center; and the pipe that goes under Tanglwood Road by the playground. I requested and received a variance for the new chairs for the Community Center.

As our community continues to grow with new families moving in, it is important for us to evaluate the needs of the future while balancing the lessons learned from the past. If elected, I will work, as always, with the Board, Committees and TLCA residents to keep Tanglwood Lakes a Premiere Community in the Poconos.

E. Carroll Gagnon My wife Carole Ann and I have owned a home in Tanglwood since 2000 and moved permanently in 2015. My interests are fishing and pool. We share interests in boating, community functions and socializing with many community members.

I have a degree in Mechanical Engineering from the University of Maine and post graduate work in Management at the Defense System Management College. I managed ammunition and weapon systems at Picatinny Arsenal, Dover NJ. As a member of the Senior Executive Service, I was responsible for the many current Army weapons and ammunition in use by the Army today.

I served on the Mt. Olive School Board in Budd Lake NJ for 13 years with 8 years as the president. While serving on the board, we were successful in withdrawing from a regional system and

became a K thru 12 district. I was the overseer of the planning and construction of our new church in Budd Lake NJ. I am a lector at St. Veronica.

My current involvement in the community is serving on the Public Works, Code Enforcement and Marina Committees. I am retired and can devote the time necessary to improve and oversee our community.

My focus on serving on the Tanglwood Board will be to maintain and improve the community as a primary location to live and prosper. I believe we can make living here a rewarding experience and accommodate many new ideas being suggested by the community. Elmer Hertz My wife and I have been married for 54 years and full-time residents in Tanglwood Lakes for the last thirteen years. We have two sons and six grandchildren and they enjoy visiting us here in Tanglwood Lakes. Before retirement I was a highly respected Police Officer for 28 years. I was responsible for the timely procurement of the 200 vehicle fleet, liaison to Hackensack University Hospital and for six years served as President of the Policemen’s Benevolent Association, Local 9. I served in the Marines as did my son David, and my son Elmer Jr. served in the Air Force as a Crew Chief of a C-130.

My wife Clemie and I both volunteer here in the community. She is a member of the Tanglwoolies, and I am a member of the Public Works Committee and the Public Safety Committee. I have also served as a Director on the Board of Directors for six years. During my term on the Board, I have been involved in assessing drainage issues throughout the community and being responsible for the inspections of LSV’s to ensure compliance of TLCA requirements.

I have been a weekend resident of Tanglwood since 2007 and I am finally here permanently this spring. I am an Art Therapist and sole proprietor of my own business since 1989 and have been teaching and working in New York, New Jersey, and Pennsylvania for 33 years. I have experience in property management and liability compliance. I sincerely appreciate the volunteer effort it takes to be stewards of our beautiful natural resources here in Greentown and I am grateful to all the committees and staff that have continued to keep Tanglwood running on a fiscally sound budget. I currently serve on the Environmental Committee and feel that celebrating nature is my passion. We are consistently trying to strike a balance saving the indigenous species and attempting to fight off various invasive species that affect our plants, water, and trees.

My experience is that I have lived on a lake for all my life, and I understand the complexities of EPA, DEP and water preservation, septic, and dam construction requirements. Having to comply with

state and Federal government guidelines can be expensive and are long-range projects and can cripple homeowners.

We all know that these years have been excruciatingly difficult on families and the changing economic climate. Insurance, liability, and maintenance fees have skyrocketed. It is a challenge to strike a balance between sustaining a natural setting and building a vibrant community with amenities that satisfy everyone. Our relationship with the Golf course is an important one, I look forward to nurturing and planning our partnership into the future.

However, amenities are only as good if the community can support them financially and physically. Over the years, the fluctuation of support has forced Tanglwood to make tough decisions, and there are many ahead of us. I am confident that if we stay on top of things and work with each other, we can maintain our property values, and find the most reasonable solutions to yield amazing results. I would be honored to serve on the board, to be instrumental in constructing an environmentally considerate plan for Tanglwood Lakes. Our natural forest surroundings demand it for future generations.

TLCA Committees It's Election Time in Tanglwood Lakes Tanglwood Lakes is similar to many organizations from your local town council on up to the U.S. Government in that the affairs, purposes, and powers are administered and governed by those individuals duly elected. For TLCA it is a Board of Directors as designated through the Articles of Incorporation which describes the Membership, Voting Rights, Powers of the Board of Directors, and the process for Elections.

The By-Laws & Legal Committee along with the Nominating Committee recently recommended changes to our procedures which were presented and passed at the May Community meeting. The revision now establishes the criteria to be placed on the ballot, eliminates the petition process, and lengthens the

time to provide the official ballot to our membership. A candidate must be a Member of the Community in good standing for two years at the time they take office and submit the completed Candidate Application by the due date.

During June the applications are received and in July the ballot assembled by the Nominating Committee making sure they have a short biography, a recent photo, and a signed conflict of interest declaration for all the candidates. The slate is then presented to the Secretary.

The Official Ballot – Election packet will now be mailed per the change to the members at least 30 days before the October Membership Meeting.

Since the October Meeting (third Saturday of the month) occurs on October 15 this year, it means the ballots are sent

out before September 14. The election packet will be sent via First Class Mail.

The amendment change also provides an opportunity for a member to receive the official ballot/election packet via electronic mail. The electronically received ballots must be reproduced and returned either in person at the Chalet Office or through the US Postal System. The completed ballots must be received by 9 a.m. on the date of the SemiAnnual Meeting (October 15, 2022). The Election packet will include a short biography and photograph for each candidate.

Print copies of the slate will be in our newspaper and available digitally on our website.

Budget & Finance Committee One of the primary roles of the Budget and Finance Committee is the preparation of the annual budget for operations, capital allocation and spending for the upcoming year. The planning process extends from early June through October, ending with the committee’s final budget recommendation to the Board of Directors for approval at the October Meeting of the Members.

Further, the committee reviews the current year spending to date, past spending in recent past years and predicted and potential cost trends in the marketplace, such as commodity pricing (electricity, gasoline, propane, materials and equipment used in maintenance, professional fees etc.) The committee also considers non assessment revenues such as rental income, permit fees, collection of back dues, interest earned, etc. Using this information, a number of drafts of operating budgets are created until a final working draft budget is formulated.

The Capital Improvement Fund

Budget Preparation and Development

This fund is supported by a fee collected upon the sale of homes and property in the community and regulated by Pennsylvania law under the Planned Community Act. It can only be used for new capital projects (for example, building the new maintenance garage).

Spending allocations from this fund originates from committee requests and requests from management to the Board of Directors. The purpose of this fund is to improve the community resulting in enhanced property values.

The committee adheres to a schedule of required due dates for gathering financial inputs, committee review and analysis, draft budget proposals and review of various proposals with the Board of Directors and the public. The following is a summary of development milestones for the 2023 association budget:

June 15 - receipt of funding needs from committee chairs, ad hoc committees and groups.

July 16 - first draft of the budget for operations presented to the Board

Aug. 20 - final draft of operations budget review with Board and Members.

Sept. 17 - Board approval of Operating Budget.

Oct. 15 - Board Approval of Reserve Fund and Capital Budgets as well as the entire 2023 Budget...

Update from Our Public Works Committee According to the TLCA Bylaws, Article XI, the Public Works Committee shall be responsible for all roads, maintenance of common properties, capital improvements, long term planning and overseeing current capital projects. The committee subsequently recommends policies to the Board of Directors in communication with the Community Manager. The sphere of this committee is somewhat expansive and fortunately our Board of Directors commissioned a number of years ago what is termed the Capital Reserve Study.

The Capital Reserve Study is a very detailed listing of Tanglwood’s assets and one of its major components is an extensive road study evaluation for ongoing maintenance. The Road Study, prepared by a certified public accounting firm, provides an analysis of all of our roadways regarding surface area and composition, level of traffic, projected useful life, planned replacement year, and anticipated costs. Using this data, a scheduled plan is presented for appropriate yearly maintenance and improvement along with provisions for funding.

The local firm, WAYCO, has been contracted for this job with the following roadways on the list for summer 2022 which includes Westwood and cul-de-sacs, Doe Run, Buck Run. Deer Run, Fawn Run, Big Bear from Indian to Eagle Crest, Cedar, West Pine, Valley Run, Grasshopper, part of Ruffed Grouse, Oak Lane, Fir Lane, Gum Terrace, West Birch and Spruce Lane.

Tanglwood’s roadways are one of the many features that area realtors tell us are a selling point and add to our list of being a Premier Community in the lake region.

Throughout this process the goal of the committee is to maintain the strong financial stability of the community in the most cost effective way.

This is the best time of the year to take in the local farm markets. There is a weekly one in Hawley at Bingham Park on Friday afternoons from 2 pm to 5 pm featuring locally grown fresh produce, plants, eggs, baked goods, crafts, honey & maple syrups, flowers, cheese and much more! If you like mushrooms and are interested in learning about the different varieties and cooking tips, this is the market for you.

Enjoy the eclectic shops of Main Street in Hawley for Last Saturday. Every month on the last Saturday there is an event held supporting our local artists, crafters, and shopkeepers with unique entertainment thrown in. Last Saturday Hawley offers a means to support artists, crafters, and small businesses, fostering growth and highlighting venues with a wide variety of cultural events – featuring some of the town’s best eateries as well as specialty shops, galleries, and boutiques plus entertainment in a festive street-fair atmosphere.

Don’t miss the annual Wally Lake Fest scheduled for August 26, 27, and 28.

Activities are scheduled all weekend with special menus and outdoor music at area restaurants. During the day there is an Open Market Artisan Fair from 10 am to 4 pm at the Visitors Center on Route 6, a Boat Show and Outdoor Expo at the Wallenpaupack Area High School including a Vendor Market. One of the more popular events to take in during the summer months is the Wildflowers Music Festival located in White Mills at the Dorflinger- Suydam Wildlife Sanctuary. The August 6 performance is a tribute to John Denver, Back Home Again, with Tom Becker of the New Christy Minstrels. Environmental Committee

What do you know about the Gypsy Moth?

One of the more prevalent pests in northeast Pennsylvania and here in Tanglwood Lakes is the Gypsy Moth, now called the “Spongy Moth”. Our local Pike County Conservation District has fact sheets and links on their website to keep us informed. www. pikeconservation.org

The Commonwealth of Pennsylvania had a number of programs for many years and the current recommendation from the PA Department of Conservation and Natural Resources (DCNR) Division of Forest Pest Management is to contact aerial sprayers who can identify and determine the potential need for a spray program in a private community. Reports to Pike County are trending to a reduced amount of egg masses and/or caterpillars in the last few years. Tanglwood engages a private forestry service and the assessment performed indicated that the population is well below the level that would warrant spraying. However, recent concerns here are recognizing increased activity in certain areas of our community. A few years ago aerial spraying was conducted in the beginning of May and the treatment was very effective. Our forestry service will continue to assess the moth population and make the appropriate recommendation so that funds will be allocated accordingly.

Here are some facts about the Gypsy Moth taken from the PA DCNR: Hosts: The Gypsy moth is a spring defoliator with more than 300 host species. Oaks, especially white oaks, are preferred by feeding caterpillars. Older larvae will also feed on conifers such as hemlock, pines, spruces and southern white cedar trees. Nonhosts include ash, yellow poplar, sycamore, black walnut, catalpa, locust, American holly, and shrubs such as mountain laurel, rhododendron and arborvitae.

Life History: Gypsy moths have one generation per year in Pennsylvania. Females lay their eggs as light tan egg masses (400-600 eggs) on trees, stones and other substrates during July to overwinter. Eggs hatch from late April to early May the following spring. Small 1st instar larvae move in search of suitable food sources by floating in the wind on silken threads. Early instars feed on foliage and remain on hosts, whereas half-grown larvae usually feed in the canopy at night and move down from the tree to seek shelter in bark crevices and other protected sites during the day. Larvae mature by mid-June. Late instars are marked by five pairs of dark blue spots and six pairs of red spots along the back. Pupation takes place in late June or early July in places such as tree trunks, stone surfaces and building exteriors. Adults start to emerge two weeks later and reach peak emergence by mid-July.

Natural Enemies: Natural enemies (predators, parasitoids, and pathogens) play an important role in regulating gypsy moth populations. Birds, mammals, and predaceous insects such as the Calosoma beetle feed on eggs, larvae and adults. Parasitoids of gypsy moth include Ooencyrtus kuvanae for eggs, and Cotesia melanoscelus and Parasetigena agilis for larvae. There are also two pathogens that greatly affect gypsy moth caterpillars: the nucleopolyhedrosis virus (NPV), and the fungus Entomophaga maimaiga. Gypsy moth larvae die of viral infection hanging from trees in an inverted V position; while those killed by the fungus remain mummified headdown on the tree.

Other Pests: The Spongy Moth can be added to the list of recent insects such as the Spotted Lanterfly, the Emerald Ash borer, and the Hemlock wooly adelgid that we need to watch so we can protect our valued woodlands.

What is a Dry Hydrant?

Mention the words ‘fire hydrant’ and some of us might recall a summertime frolic when the fire company would open the hydrants, cooling off the kids in the neighborhoods. That memory is valid for city life but living in a rural community the local fire company does not have access to a water hydrant for fire suppression or pleasure. Here in Tanglwood Lakes we are serviced by the Tafton Fire Company, headquartered on Rt 507 with a satellite at the Community Center. Access to water has been provided through a Dry Hydrant. The supply source is located on the shore of Tanglwood Lake off Laurel Hill next to the time share units.

Scattered around our streets are fire hydrants that are painted black, indicating a no source unit. Many years ago these hydrants were put in place with the plan to have a water tower within the community at a higher elevation.

However, its construction was never accomplished.

A dry fire hydrant is a non-pressurized pipe system permanently installed in a water source such as lakes, streams or ponds that permits the withdrawal of water by drafting from a fire truck to provide a reliable water source for fire suppression close to the incident.

The Tafton Fire Company will be installing signs around the community to direct other responders to our source on Tanglwood Lake and identifying the dry hydrant as operational.

Every minute counts!

The success of a fire suppression operation hinges on having a readily available water source. In most rural areas of the state there is not a pressurized fire hydrant system. In many cases this requires water to be shuttled by tanker from the closest available source usually from a town pressurized system and it can be difficult for firefighters to maintain an

The Public Safety Officers have been citing members for unregistered vehicles on their property in addition to identing and citing unkept properties. David Miller is working with the Tafton Fire Company to have TLCA personnel recertified in the use of the AED and CPR and First Aid. An email blast was sent out advising members to pick up their current vehicle stickers. The officers are coordinating with maintenance in identifying areas where road ditches need attention.

I contacted insurance counsel for the community regarding Tanglwood North. The Key Fob Log in information has been provided with a deadline of March 31, 2022, for completion. Tanglwood North was provided the instructions on processing the log in information. TLCA will maintain control of dispensing the fobs.

A candidate must be a member in good standing two years until the date he or she takes office. There’s no need for a candidate to serve on a committee.

I reached out to RKR Hess to secure a second proposal regarding the assessment of the spillway. This Pa engineering firm has a good deal of experience in assessing the structure working with regulatory agencies. Once the approach to repairs/ replacement is identified I will investigate any grants that may be available.

We have an opportunity through the Environmental Committee to work with the Pike County Conversation District regarding a tree planting program with respect to the Briarwood Nature Trail. The committee is investigating signage that will identify the various types of wildlife that live on the Briarwood Trail. The funds for this project can be taken from the Environmental Committee Budget. I spoke with Ellen from the district to see if it would be possible to utilize an existing dock as a PAGE 14

Community Manager’s Report, Ralph Graf:

The docks at the beach property were installed a month ahead of schedule on April 15th. We did experience issues with the boat stickers due to a supply chain problem.

The issue has been resolved and the stickers are at the Chalet.

I have reached out to several propane vendors to secure pricing for the community.

The information will be communicated to the members once we have pricing.

The road paving has been delayed due to a late opening of the blacktop plant. The 21 roads that have been identified by Public Works are scheduled to be paved.

The second phase of the sediment removal is now complete. The material will be stored in the Geo Tubes that are on property at the Canoe Storage Area. We were able to utilize the existing tubes as a cost saving measure. The neighboring lot the community owns will need to be prepped so that the sediment spread out.

The new electrical panel at the maintenance complex has been installed and the generator and propane tank are in place.

The tables for the beach fire pit should be arriving shortly. The propane connection for the pit is scheduled for next week.

The new heating plant using propane heat is scheduled for the end of June at the maintenance complex. The unit will replace the existing oil heat.

The beach access gate system has been updated with unrestricted access for our members. Please remember you will need your key fob to access the restroom facility at the beach.

There have been over 100 properties sold in the past 12 months. All new owners are encouraged to read the governing documents of the community. The information should have been provided at the closing on the property. We have booklets available at the Chalet for anyone who has not received the information.

The nature trail has new signs identifying wildlife within the property. I want to thank the Environmental Committee for their efforts in securing and assisting with the installation of the signs.

A second engineer has been retained to assess the spillway on the 18th hole of the golf course. The Gate Valve has been opened so that the engineer can view the cracks in the spillway to make a recommendation on repairs that the regulatory agencies will approve.

We are set for our annual chemical treatment of Lake Tanglwood. The Lake Manager for the community, Princeton Hydro, will be using the chemical ‘Reward’ for the treatment. We have enjoyed good success with this application.

Please make sure that your current vehicle identification stickers are in place. The Safety Officers will be checking our amenities for compliance.

I have received requests from members that wish to serve on committees. A member in good standing can serve on a committee by emailing his /her intention to join a committee to the Community Manager. The request is referred to the committee chair and then to the Board for review. A member in good standing can attend a meeting as a guest.

There is a scheduled vote on a By-law change regarding the election to the Board of Directors that will be addressed at the member meeting. The amendment levels the playing field for all candidates and eliminates the need for a petition. In the event the members vote to approve the amendment we will have applications available on Tuesday should you want to consider running for the Board.

Discussion regarding committees, Ralph Graf:

To join a committee, send an email to me (ralphtl@ptd.net). Your email will be sent to the committee chair, who will then send to the Board for approval. Committees must be Board-approved in order to be covered by insurance.

Mayer, lots 410 and 411: I’d like to discuss a program called ‘Trap, Neuter and Release’. We’ve fixed and vaccinated 96 cats and have spent over $4,000.00 of our own money doing this. As part of the program, the cats must be fed. The existing cat colony must be maintained because the colony will keep other cats away. We are being fined for this. They are not my cats. The fine was upheld by the Arbitration committee and the Board. All the other communities have TNR in place and budget for it. We are doing Tanglwood a service, but Tanglwood should be taking care of this. I am one house away from Penn Wood and close to other communities. The cats may be coming from those communities. The Board is not helping, and if we stop TNR, we’ll have an explosion of cats.

President Sandra LaPorte: If you take away the food source, the cats will move on.

The community had to get rid of raccoons because the cats are being fed.

Mayer: Cats are territorial; they won’t leave. They’ll go after birds and get into garbage. Raccoons have been there before I moved here over thirty years ago.

Mark Ossont: How many cats are in a colony?

Mayer: It’s not a set number. We’ve had ten kittens recently.

Ossont: So within five years there could be 1100 cats in the colony…

Mayer: …If they’re not fixed. We get them immunized, too.

Bill Vaccaro: If they were all fixed, they’d be gone.

Mayer: We had it down to one cat, but three more cats came over covid. By not utilizing TNR, the colony explodes.

Obert: Have you looked into the conservation society’s recommendations?

Mayer: We’ve used the Pike County Humane Society’s guidelines.

Obert: What about PA Fish and Wildlife? Perhaps invite these people in for a discussion.

Mayer: We’ve called the game commission. If you trap the cats you can’t dump them somewhere else. I have a lot of information here about how to deal with feral cats.

Snakes!!

Timber Rattlesnake

About a month or so ago, I was walking my puppy when she suddenly leapt up into the air.

Looking down to see what might have caused her to jump, I saw a snake in the grass. I began to wonder – what poisonous snakes live in Pennsylvania? According to the Pennsylvania Fish and Boat Commission, there are three venomous snake species among the twenty-one species native to our state:

Eastern Copperhead

Eastern Massasauga (found in the northwest areas of PA)

If you’re willing to get close enough to observe the following traits shared by venomous snakes, you’ll see that poisonous snakes have one row of scales on the underside of their tails, have pupils like a cat’s eye, and have indentations between their eyes and nostrils.

The good news is that snake bites in PA are rare. The three species listed above also tend to slink away from passersby rather than come out in the open to bite. Snakes prefer to be in areas that provide cover, such as fallen trees, logs, piles of brush, tall grass, etc. According to the Fish &

Boat commission, it is better to walk around piles of logs, etc., rather than stepping over debris, fallen trees or rocks.

To keep snakes from entering your house, garage or shed, be sure to place wood or rock piles as far from your home as possible and seal any cracks that may exist. Snakes will move on if they cannot find food or shelter.

Snakes are vital to the health of our ecosystem. Diets vary among species, but snakes eat insects, rodents, worms, small mammals and some birds.

If bitten by a snake, do not use ice, sprays, drugs of

any kind or a tourniquet to treat the victim, and do not incise and suction the bite.

Keep calm, call 911 or the PA Poison Center at 800 222 1222. You may place a lightly constricting band between the bite and the heart, but be sure you can slide a finger between the band and the skin. Monitor the tightness of the band as swelling may occur. Take the victim to the hospital right away.

Beavers are considered a keystone species.

These species create an essential habitat that allows other species to live in that ecosystem.

Beaver dams create a pond and flood woodland areas creating wetlands. These areas provide nesting sites for ducks, geese and other birds.

The pond and surrounding wetlands provide a habitat for fish, amphibians, reptiles and other invertebrates. Raccoons, mink, muskrat, herons and birds of prey are attracted to the rich variety of life and food.

Take a walk on our trails at the Briarwood nature area and see for yourself the variety of plants and wildlife that thrive, due in part to the beavers who live there.

Roman Marinello Graduated from Boyertown High School He was an academic athlete for football and basketball and will attend Coastal Carolina this fall.

Hannah Muller After receiving a degree from Salisbury University in Maryland in fine art (magna cum laude) and working as a glassblower/instructor for a few years, Hannah R. Muller graduated from Marywood University with a Masters degree in Art Therapy.

She would eventually like to open a private practice to help those suffering from addiction, trauma, and other mental health issues. I’m extremely proud of her!

Haley Tobias Haley Tobias is a graduate of Souderton Area High School located outside of Philadelphia, near Lansdale PA. She graduated with an unweighted GPA of 4.1. She will be heading to Penn State in the fall and will major in pre-medicine.
