Welcome To Tanglwood!

The Yacht Club Drive entranceway has a new look. As you drive up the hill from route 507 and the Beach area, you will now see a very impressive, landscaped Entrance Sign. The plans for the design and placement of the sign were initiated by a local landscaping company, 1st Impression Landscape and Construction Company. After viewing a few locations, they submitted a prototype design to The Board indicating that all the labor and material was to be donated to Tanglwood. An agreement was reached for the theme, stone type, and design and work began in April. The site is enhanced with uplights and shrubbery and is now a new focal point for our Community. Thank you to 1st Impression.

Spring has finally arrived, now we only need lots of sunshine. Boat docks are in and ready to go. Our public works team has had a very productive spring. Our beauty parlor has been given a makeover and we are now looking at renovations for the beach bath house.

Our new web site is now up and running thanks to Tina Budd. Be assured that as time goes by we will see additional improvements.

Thank again for supporting the fund raiser for our young Eagle Scout and resident Justin Schantz and special thanks to our Public Works committee and our Maintenance staff for volunteering to design and build a ramp at his home.

TLCA Nominating Committee This Committee is starting their search for qualified candidates for the Board of Directors election in October 2019. The TLCA By- laws in Article VII Section 2. [in part] States the following.

The Nominating Committee shall make as many nominations for election to the Board of Directors as it shall, in its discretion determine, but not less than the number of vacancies that are to be filled. The Committee may consider the following criteria when making a recommendation to endorse a candidate.

• How long have you been a member of Tanglwood Lakes Community?

• Have you served on and or are you currently serving on a Tanglwood Committee?

• Do you have experience in working with a Board of Directors for a Non-Profit Organization?

• Are you aware of projects that are being considered by the Board of Directors?

• What is your vision for Tanglwood Lakes moving forward?

If you are interested applying, a ballot can be obtained at the Chalet or on line. Deadline to apply is June 29, 2019. Interviews will be scheduled in August.

The Fundraiser for Justin Schantz was a great success. The outpouring of support from the membership, family and friends was overwhelming. To all who bought tickets and participated, volunteered and/or sent baskets – a heartfelt Thank You! The Tanglwood family was out in full support. The event raised approximately $20,000.00 for the Shantz family. Justin is recovering from the injuries he sustained as a result of the recent serious motor vehicle accident. The TLCA maintenance staff, neighbors and community member Adolf Riedl volunteered and constructed a handicap ramp to provide Justin access to his home. We received a donation from Edwards Stone for driveway stone; the Home Depot in Honesdale PA donated the lumber and all the hardware for the construction of the ramp. The venue was provided

by Paupack Hills Golf Course.

Justin is recovering and it is anticipated that he will be back home as the paper goes to print.

Again, thank you to all who were involved in making the fundraiser successful.

The community has secured approval for the insert to the Tanglwood Culvert Pipe.

M.E Soden Construction of Honesdale was the successful bidder on the project with a bid of $239,000.00. The LSA Grant the community received in the amount of $75,000.00 will be deducted from the bid. I would anticipate construction starting in late summer. We will keep the members informed as the process moves forward.

The Aeration System for Lake Tanglwood has been activated and will be in place throughout the summer and early fall.

The Lake Manager, Princeton Hydro, will provide the following services:

The above items were provided for in the 2019 Budget: The Lake Manager will be developing a plan to address sediment that flows into Lake Tanglwood. The Board has taken steps to address sediment flow with the installation of the Inlet Stabilization Catch Basin on Indian Drive. The maintenance staff will continue to clean ditches to provide for an uninterrupted water flow.

I met the Project Manager for Aqua regarding water main replacement and road paving.

We will once again partner with Aqua with respect to a sharing agreement on road paving for the disturbed areas of the water main replacements. I provided the manager with a list of areas that had been temporarily paved and need attention. I want to thank the members of the Public Works Committee who attended the meeting and shared their concerns.

The maintenance staff started installing the docks in midApril to provide members an opportunity to take advantage of the warmer weather. Please remember, members are not permitted to install any hooks, bolts, carpet etc. to TLCA Docks. The maintenance staff are the only ones authorized to install any hardware to TLCA Docks. This year with your registration you will receive a recommended way to secure your watercraft.

The vehicle and beach stickers are in at the Chalet and available for pickup. Please make sure your vehicle and guest vehicles are properly identified when on property and while using TLCA amenities.

The renovations to the Beauty Salon on Route 507 are now complete. The building has Water Quality Sampling [2] new siding, a new roof, the events, total cost: $5,800.00 deck has been repaired, and the foundation and railings have Aquatic Pesticide Permit: been painted. The Bathhouse will be renovated once we have the engineer’s report regarding the piers. The plan for the exterior is to install the same siding that has been installed at the Beauty Salon.

The inside of the Community Center has been repainted and the men’s room has been updated. I thank maintenance for their efforts in completing this project within budget.

Our members will be out on property walking, jogging and walking their pets. Please be aware of the posted speed limit when traveling the roads of the community. The new Pen Dot approved Speed Limit Signs are in place.

I want to thank First Impression Landscaping for the wonderful design at our Yacht Club Drive entrance. The owners of First Impression, Greg and Gene, donated their labor and material for the landscaping. The landscaping addressed member concerns that had been raised at past meetings regarding a nice sign on Yacht Club Drive.

As we approach the summer season members will be making improvements to their property.

It is recommended that prior to starting any outside projects you contact the Chalet to ascertain if a permit is required. The Code Enforcement Committee reviews all permit applications. By regulation, the committee has 45 days to review the material submitted for a permit. Please plan on securing your permit and follow the application requirements so that the process can move forward smoothly.

Public Safety is once again requesting your cooperation regarding the maintenance of your property. The property maintenance is addressed in Section [103] of the Consolidated Rules and Regulations of the community.

Within the 34 acres of the area is a winding one-mile hiking trail with a number of benches along the way. A swift-flowing stream runs through the center of the preserve and the two footbridges allow you to stop and sometimes glimpse the beaver lodges, view deer getting a drink, other native animal habitats, or a variety of flora commonly found in the ponds, meadows, and woodlands of Northeast Pennsylvania. During migratory season a good number of birds have been spotted. The trail is located on Tanglwood Drive across from the Playground and bordered by Rosewood and Briarwood Drives. So, get out your binoculars and nature notebook and take advantage of one of Tanglwood’s finest amenities.

Updates around the Neighborhood: Community Center Gets a Facelift Our Community Center, the location for a number of Tanglwood activities such as weekly card games, Tai Chi, Mahjong, Potluck dinners, Tanglwoolies, and the monthly Board Meetings has an updated, new look. Upon assessing the general appearance and kitchen area, the Public Works Committee decided to get an improvements project started.

First on the list was painting the walls and trim. The area now has motion detecting lighting for safety and energy efficiency. The refrigerator and stove have been replaced and the storage cabinets repaired. The whole room now has a fresh and bright appearance. Repairs were made in the restrooms as well. The exterior drainage is next on the list as some of our heavy rain and snowstorms have caused a few concerns.

Beauty Parlor Has a Makeover The Beauty Parlor, Michelle’s Hair Salon, sits at the entranceway to our Beach and Marina area. Public Works through the Board approval engaged Spring Valley Builders to do the work on the building. The project included siding to match the color of our Chalet, a new roof, and painting for the foundation and porch areas. Our Maintenance Crew finished up with repositioning the sign out front. Now when you go to the beach or marina you will see an updated and attractive building.

GAZEBO USE The purpose of this memo is to address member concerns as it relates to the use of Tanglwood Beach/ Gazebo. The area at issue provides enjoyment for community residents and their guest during the summer season.

Tanglwood Management and the Board of Directors have improved access by paving the parking and drop off areas, in addition to adding seven new Picnic Tables, two new BBQ’S, a New Horseshoe Pit and Volleyball for use by members.

In order to provide for the enjoyable use of this facility the following procedure will be adhered to effectively immediately.

1. All vehicles accessing this location must be properly identified by a Beach Access ID Sticker

attached to the vehicle windshield and or a Guest Pass that is in place on the vehicle dashboard.

2. Vehicles that do not have the proper identification as noted above will be subject to tow at the owner’s expense.

3. A member will be permitted to reserve two tables however the member must be present to hold the tables, not simply leaving personal items.

4. In the event of a Tanglwood sponsored Gazebo function additional tables can be reserved with approval from management. The Board has made additional improvements to this area as noted above.

5. Members will be entitled

Culvert Project Going Forward Good News – the Playground area on Tanglwood Drive will no longer be a single lane caution area.

In 2018 the retaining wall of the culvert failed and our Maintenance crew set up barriers to restrict traffic to one lane in this area. After examination by an Kiley Engineering a plan of attack was developed and project estimate was determined. In the months following TLCA was able to secure a sizable grant for the work through the Economic Development Council of Pike County. The Council submitted application on behalf of Tanglwood and was awarded $75,000 towards this project. Our local legislator, State Senator Lisa Baker, provided valuable assistance.

The project is expected to begin in late summer or early fall dependent on the flow of the water in the stream beneath the roadway.

Meet Your Neighbors The Tanglwood Lakes Community is fortunate to have a substation of our local fire company located within the property as a part of the Community Center Building. Their main firehouse in on Route 507 north of Tanglwood.

As with many fire companies, there is always a call for volunteers. In September 1959 The Ladies Auxiliary of the Tafton Fire Company was organized. Naturally through the years many Tanglwood residents have stepped up and joined the Fire Company or the Auxiliary. At this time TLCA can be proud to count thirteen residents as members of the Auxiliary. These include Life Members (5+ years): Joann DeDominicis, Joan Pfeiffer, Marie Sheard, Clemie Hertz, and Rosemary Kucharski. The newer members are CaroleAnn Gagnon, Janet Sellitti, Irene Ross, Rita Jobst, Stella Riedl, Bridgette Adam, Meg Merone, and Kathy Jerge.

Through the early years the ladies held card parties, ham suppers, flea markets, and bake sales to raise funds to support the company. Today, the Ladies Auxiliary, actively participate in the Pancake Breakfasts, which is always a popular event. They are held on Memorial Day weekend, 4th of July and Labor Day weekends. Another big event is the annual Tafton Famous Outing held in July. They run bingo games, have basket raffles and cake sales. The Outing is known all over the Lake Wallenpaupack area as a not to be missed summer activity. Monies raised have assisted the Dive Team toward the purchase of sonar equipment, and to buy patches and pins for the firemen’s uniforms. Included in this list is the electronic sign out front and the purchase of new chairs and furnishings.

The Ladies Auxiliary of the Tafton Fire Company is certainly a valuable asset to the Fire Company and a note-worthy activity for Tanglwood residents. The Auxiliary holds meetings on the first Tuesday of the month. The group is welcoming new members at this time. Find out more by calling Joann DeDominicis at 570-857-9042.

From Our Needles The Tanglwoolies were asked if we could repair a 48 Star American Flag that Jerry O’Connor received from the American Legion Post in Newfoundland. The flag measures approximately 9 ½ ft x 15 ft. After research on repairing flags, it was decided that our group would take on this project.

This particular flag was in need of repair due to frayed edges at the flying end, otherwise it was in good condition. The National Flag Code states that it is ok to trim off the frayed ends and carefully sew a hem resembling the original hem. One may repair one’s flag until the point that the flag no longer resembles its original shape. At that point, the flag needs to be retired.

With the direction of Carole Ann Gagnon, we began trimming the frayed ends, turning the hem, and sewing a new hem with the exact measurements of the original hem. The frayed section that we cut off will be returned to the Newfoundland American Legion Post where it will be burned at a dignified flag burning ceremony.

There was a point where the ladies were helping to keep the flag taunt for the folding, pinning and measuring of the hem, that the song “It’s A Grand Old Flag” could be heard throughout the TLCA Community Center. This Grand Old 48 Star Flag will be dry cleaned and flown proudly for special occasions here in Tanglwood. No crochet hooks or knitting needles were used for this project, but 16 helping hands, the use of a sewing machine and the sewing skills of Carole Ann Gagnon.

Cash Bash For Justin A Huge Success The April 7 event held at Paupack Hills was a very well attended and successful community endeavor. Many thanks go out to the committee, to the residents and local businesses who donated gifts and money, to PPH management who donated the food, and to those who bought tickets.

Good food and good company for a wonderful cause equals success.

The following week our Maintenance staff and some volunteers built a ramp with materials donated by The Home Depot in Honesdale.

For Your Safety During the last few months our Maintenance crew has installed a number of new signs around the community. This project was initiated by the Safety Committee, approved by Budget and Finance, and then ordered per PennDot specifications. The 43 new signs are reflective and have been placed in areas of greater traffic and safety needs. Now as the Summer outdoor season is upon us, we are especially concerned with ensuring that our roadways and common areas are safe for all, whether as a dog-walker, riding in a golf cart, strolling with young children or riding in a car.

Here is a sample of some of our safety regulations:

WERE YOU A WINNER? We are curious about who won the “Lottery Tree” at Justin’s Fundraiser on April 7th. Were there any winning tickets? If so, would you please let us know? It would make a great story for the community.

Golf Cart Rules All Golf Carts operated on TLCA property require proof of liability insurance. The TLCA should be named as “additionally insured” by owner voluntarily on said policy and a TLCA “Hold Harmless” agreement must be signed by the Owner of the Golf Cart before a TLCA plate is issued.

A TLCA Plate shall be displayed on the golf cart. Yearly registration is required. (Effective 2015) Operators of Golf Carts are required to follow all TLCA rules and regulations and state laws that may pertain while said golf cart is being operated on TLCA streets, roadways and property with the additional requirements as detailed below:

1. Operators must yield to passing vehicles; 2. All passengers must be properly seated while the golf cart is in motion; Number of passengers shall not exceed seating capacity.

3. Golf Carts shall not be used for towing; 4. All operators of Golf Carts shall have a signed TLCA Hold Harmless Agreement on file with the TLCA prior to their operation on TLCA streets, roadways or property;

5. All operators of Golf Carts on TLCA streets, roadways and property must possess a valid driver’s license and have said license in their possession while operating the Golf Cart.

6. Operation of Golf Carts after dark shall require headlights, rear lights and/or reflectors.

The use of a Golf Cart on unpaved TLCA property is strictly prohibited.

Violation of this rule will result in the following: • Initial Warning

• 1st Offense $100.00 • 2nd Offense $200.00

• 3rd Offense $500.00 and revocation of TLCA Plate for one (1) year.

Office Notes 1. 2019 car stickers are available at the chalet. Stickers are needed for resident vehicles showing they belong in the community and at amenity areas. If your vehicle information has changed, please bring in a copy of the vehicle registration.

2. Boat rack forms and dock leases have been mailed. Stickers will then be available when completed forms are returned.

Looking For Summer Fun? ... Gazebo Parties

The Entertainment Committee has several Gazebo Parties planned for the Summer months. All of the parties start at 6 pm and usually go until about 10 pm. A local DJ provides the music and helps to get the party rolling. Everyone brings something to eat and sometimes to share along with their own choice of beverage. There are a number of picnic tables available in the Gazebo and some prefer to bring their own comfortable chair. Each event has a theme and some choose to wear a corresponding outfit. Often there are contests and prizes for that night’s theme.

Beach stickers will also be available.

3. Golf cart owners – new stickers will be available for your carts. Current insurance information will be needed.

4. With spring hopefully upon us, work will start on homes both inside & out. For outside projects such as painting, siding, roofing, tree removal, driveway changes and sheds for example, a TLCA permit is needed. Permits are available in the chalet. Please be familiar with the Rules & Regs as to contractor hours, fees and information to be submitted. If you don’t have a current copy of the Rules & Regs, they are also available in the chalet.

PLEASE NOTE: Short term rentals are no longer permitted in Tanglwood. Only those properties grandfathered as of November 2018 are permitted to rent short term. A short-term rental is for a period of 28 days or less.

RULES TO ABIDE BY: 302 - TLCA Beach. The beach is open for swimming from 10:00AM until 6:00 PM daily from Memorial Day Weekend through Labor Day Weekend. Members and their guests shall follow all posted beach/water instructions and lifeguard instructions. Parents and guardians are responsible at all times for supervision of minors both on the beach and in the water. The Bath House changing area and bathroom facilities are open from 10:00AM until 6:00PM daily.

303 - TLCA Gazebo. Use of the gazebo is on a first come first serve basis. Members and their guests may reserve a maximum of two tables per member household per day. Members may also set up tables on the grass area for large parties.

304 - TLCA Boat Docks and Slips. Use of the boat docks and ramp is for TLCA member boat owners and their guests only. A TLCA permit available at the TLCA office is required for use of the boat docks. All watercraft shall display the boat dock permit sticker on the side of the boat facing the beach. The sticker shall be easily visible to Staff when they check the docks. A maximum of one boat slip is available per TLCA property. Fishing, running, swimming, diving, water skiing, smoking, picnicking or cooking on the TLCA docks is prohibited. Use of the docks for pick-up and drop-off of boaters/passengers by other than boaters with TLCA permits is prohibited.

305 - TLCA Boat Ramp. Use of the boat ramp is for TLCA member boat owners and their guests only. A TLCA permit is required for use of the boat ramp. The permit is available at the TLCA office. Boat ramp access shall only be permitted to member/guest watercraft displaying the TLCA boat ramp permit sticker. Refusal to display permit on watercraft will result in a fine. Fine $50.00.

306 - Lake Tanglwood. All rules and regulations of the Pennsylvania Fish and Boat Commission shall be followed while using the Lake. These include but are not limited to use of a life jacket and display of a PA fishing license. All watercraft shall have an identification sticker issued by the TLCA office. No watercraft may be “parked” on TLCA property except on a TLCA rack. Members shall purchase a TLCA boat rack sticker from the TLCA office for use of the boat racks. Motors other than an electric trolling motors are prohibited (maximum 3HP). Fishing is by catch and release only.

CHANGES TO TLCA RULES & REGULATIONS 421 Property Survey. A survey is required on a member’s property for structural improvements that increase the size of the foot print of the structure including additions, decks, sheds, garages, new driveways, etc. The survey will ensure that any new construction conforms to the setbacks and is not encroaching on neighboring property. Failure to provide survey and have projects done such as new decks, deck extensions, sheds, garages, new driveways and additions will result in a $750.00 fine. Approved by the Board of Directors 6/16/18.

422 Permit Fees. Permit fees are as follows:

Eastern Grey Squirrels Have you noticed a lot more activity from our squirrel friends lately? That’s because the middle of January is peak mating season for the Eastern Grey Squirrel. Females enter estrus (when they can mate) from late December through early February. They are capable of mating for one day during the winter, although she can mate many times during that day. It is during this time that male squirrels move into the territory from as far as ½ mile away in order to compete with each other for these females.

TLCA Building Permit Process This is the time of year where many repairs are being made on homes in the community. A TLCA permit is needed for some of these repairs. Permits are available in the chalet. The permit is to be completed by the homeowner or contractor, submitted to the chalet for review and the approved permit posted while the work is being done.

Here are some guidelines to follow:

• A survey is required on a member’s property for

structural improvements that increase the size of the footprint of the stricture including additions, decks, sheds, garages, new driveways, etc. The survey will ensure that any new construction conforms to the setbacks and is not encroaching on neighboring property.

• Permit is to be submitted well ahead of work being

scheduled. A permit submitted one day will not be approved in time for work scheduled for tomorrow.

• If someone other than yourself is going to work on

your home, a copy of their PA contractor’s license and certificate of insurance must accompany the permit.

Work that requires a permit:

• Roofing and siding – a small sample of the shingle or siding to be submitted with permit.

• Tree removal – trees are to be marked. $25 fee

Once impregnated, the males leave the area and the momma will begin work building a nest to raise her babies – all without the help of the males. She may even build more than one nest in case she ever needs to move her family. It’s a good time for humans to take note and patch up any access to areas like attics, barns, sheds and other areas where squirrels may build unwanted nests. NOTE: squirrels may even use unused cars as a safe and cozy place to build a nest.

The gestation period for the Eastern Grey Squirrels is 44 days and the babies are usually weaned at about 10 weeks. Unfortunately, during this time there are a variety of events that might occur causing the babies to become orphaned before they are weaned. If you come across infant squirrels and they are safely hidden in a nest, please leave them for a few hours to see if the mother returns.

If they are still left alone after several hours, place them in a box so that you can get them warm.

You can place a towel over the top of the container to keep the heat in and you can also use a hot water bottle wrapped in a towel. Just don’t let their skin touch the bottle or they can be burned.

As another option you can also use a plastic bottle filled with water and microwaved for about 30 seconds. Sometimes people will put rice or dried beans in a knotted sock and microwave it. The most important thing is to NOT TO FEED THE BABY and get them to a local licensed wildlife rehab facility as quickly as possible. You can search for a local rehab facility online.

For those fortunate babies that get to stay with their momma, they are usually on their own at about 10 weeks (May/June), but mom may stay with them to help them learn survival skills. It is during this time that the female will once again enter estrus and the boys will once again be back in town!

Therefore, allow time between submittal of the permit and scheduling of work.

Kid’s Lunch With The Easter Bunny On Sunday April 14th, the Easter Bunny came to Tanglwood. It was a beautiful day for the outdoor Easter egg hunt. The kids were very happy with their egg finds. Then it was lunch and pictures with the Easter Bunny. Each child also received an Easter basket full of goodies. Approx. 40 people attended.

Around the Lake, In Our Area and Beyond There’s nothing better on a Summer day than biting into a sweet, juicy peach or eating slices of a deliciously ripe tomato! On Fridays from 2 – 5:30, be sure to check out the

Hawley Farmers Market in Bingham Park. You’ll find fresh eggs, cheeses, local honey and syrup, baked good, plants, handmade items and, of course, lots of farm fresh produce. Another beautiful park in our area is Promised Land State Park. You can enjoy the beach, do some walking, hiking or fishing and boating (you can rent rowboats and canoes at the park if you don’t have one of your own.) There’s a nice playground and a concession stand if you get hungry or thirsty, as well as picnic areas and open fields if you want to toss the frisbee around. On Saturday June 15th you may want to go to the Roots and Rhythm Music and Arts Festival in downtown Honesdale. It’s a free all-day event, with free parking provided throughout town for your convenience. There will be live bands, food vendors, games and artisans, along with a free concert in Central Park featuring the internationally known group The Black Lillies. The featured visual artist this year will be Samuelle Green, who created the well-known art installation of The Paper Caves at Basin and Main in Honesdale. If you’re interested, go to honesdalerootsandrhythm.com.

Another festival you may want to attend is the Milford Music Festival. This will be its 9th year and will take place on June 21 – June 23 from 11am to 8pm. This event is very popular – and it’s free!

Many businesses participate in the event, adding to the fun. Come enjoy the music, do some shopping, and try some of the many restaurants in the town.

Make a visit to Grey Towers, a beautiful estate which was once home to Gifford Pinchot, the former two-time governor of Pennsylvania and founder of the US Forestry Service. If you can’t make it to the Music Festival, try the farmers market on Sunday mornings, Girl’s Night Out, Milford After Dark, and all the events this charming town has to offer. Milford is only half an hour away!

If you like to shop, you may want to head west to Scranton. You’ll find everything from malls to galleries, chocolatiers to coffee houses and antiques.

There’s even an architectural shop stocked with old iron gates, old doors, old glass windows and hand-made furniture. Go to visitnepa.org to find out what’s in “store”.

On a nice day you may want to head out to Lackawanna State Park, just ten miles north of Scranton. The park has trails for walking, running and mountain biking, picnic areas, horseback riding, and Lackawanna Lake, where you can do some boating, fishing and swimming. A newly renovated pool is located in the park as well.

Another park you may want to visit is Nay Aug Park in Scranton.

You’ll find beautiful scenery with a deep gorge, waterfalls, and a treehouse with a footbridge overlooking the gorge. There are two playgrounds for the kids, Olympic-sized swimming pools and waterslides (there is a fee to use the pools and waterslides.) If you’ve never been to Wellsboro, you may want to take a couple of days and go! There’s a lot to see and do in this Victorian town. In addition to being a quaint little town with a gas-lit main street and charming shops and restaurants, Wellsboro is home to the Grand Canyon of Pennsylvania. The canyon is part of the Tioga State Forest and stretches over forty-five miles with a 1500’ drop to the gorge below. The Pine Creek Rail Trail, at the bottom of the gorge, is perfect for bicycling, walking or hiking. The canyon boasts many overlooks and is really quite spectacular. If you have a dog and want to bring him or her along, consider looking into a petfriendly Airbnb or check out bringfido.com to find dog-friendly hotels, motels, etc. Wellsboro is three hours away via Route 6; learn more at wellsboropa.com.

If you make the trip to Wellsboro, you may also want to visit Corning NY, as it’s only 45 minutes away. The Crystal City is, of course, home of the world-famous Corning Museum of Glass. There you’ll find beautiful exhibits of modern and centuries-old glass (including Tiffany, ancient Roman, scientific and stained glass), live daily glassblowing and flameworking demonstrations, hands-on activities and one of the most gorgeous gift shops I’ve ever seen. The Rockwell Museum (not Norman!) is a Smithsonian affiliate and houses a wonderful collection of Native American and Western art.

Community Mangers Report February 16, 2019

A TLCA Head Lifeguard and Part Time maintenance employee was seriously injured in a motor vehicle accident. Justin Schantz a resident of the community was trapped in his vehicle for 45 minutes while the vehicle was in flames. As a result, he suffered burns over 50 percent of his body. Due to the severe burns both legs had to be amputated. We are raising funds for the Schantz family as they try to work through this life changing horrible situation. A fund raiser is planned for Sunday, April 7, 2019. The event will be held at the PPH Clubhouse. Vinny Polise has offered his facility and will be providing the food for the event. We will have tickets available at the Chalet.

I met with Mitch Jacobs the engineer from Kiley Associates to discuss the design for the installation on the Fore-Bay at the Indian Drive Boat Storage facility. Jerry O’Connor and Janet Sellitti were present at the meeting. The design is complete and will now be reviewed by the DEP and the Conservation District for their recommendations.

The thought process is to have the approval this year so that the Board can discuss its application. The purpose of the Fore- Bay is to reduce sediment that flows into Lake Tanglwood. The funding for the design was approved in the 2019 Budget at cost of $15,500.

Princeton Hydro has been engaged to prepare the design plans for dredging and De- watering of sediment from Lake Tanglwood. There was $42,000.00 in the approved 2019 Budget for this purpose. The actual cost of the plans is $35,000.00.

I forwarded Audited Financials for 2014 through 2018 to the Treasurer of Tanglwood North. The Tanglwood North residents have a deeded right to use the Tanglwood Beach on Lake Wallenpaupack.

Tanglwood North is required to pay TLCA $13,000.00 for the beach access. The payment from Tanglwood North was due by December 31, 2018. The current agreement with Tanglwood North expires at the end of 2019. I have recommended that a representative of Tanglwood North meet with a designated committee from Tanglwood Lakes to discuss a new agreement.

I have made a recommendation to the Budget Committee that funds allocated in the outsourcing budget be in a Managers Discretionary TANGLWOOD LAKES | JUNE / JULY 2019

Fund. This change will streamline the process and provide management with the authority to respond to an emergency and or an issue that may arise during the year in a timely manner.

The manager will report the action taken to the President and Treasurer and will identify said action in his monthly report to the Board of Directors.

The original approval for the Tanglwood Lakes Sub Division was based on an identified number of lots when the community was formed. The concept of a Planned Residential Community is for single family dwellings on an individual lot. Over time members have combined lots through the township, thus paying one assessment.

My recommendation is to eliminate the combining of lots. If this recommendation is approved, I will notify the township that as of the approval date lot combinations in the Tanglwood Lakes Community are prohibited.

There was a motion that was approved by the Board of Directors in October of 2004 that stated the following. [To require the legal combining two adjacent lots in one deed in order to only be assessed one dues assessment]. The motion passed.

There is a total of 123 lots that are combined in the community.

A total of 31 have been combined since 2017. The combining of lots results in a significant loss of revenue that has placed a burden on individual lot owners. This year’s assessment for an individual buildable property is $1040, which results in an approximate loss of revenue of $32,240 to the community.

I have been informed that the mortgage holder on the Butternut property will be paying back dues and all fees associated with collecting on this delinquent account. This is a developed property that the Board of Directors authorized taking to Sheriff Sale. I will be working with Regina and Collection Counsel to identify additional properties that the Board may want to consider taking to Sheriff Sale There is $10,000 in the Capital Reserve Budget for the replacement of the shingles on the roof at the Beauty Parlor on the Tanglwood Beach Property. I would recommend expanding the work to include siding on the Beauty Parlor and Bathhouse. The [ CIF] Fees can be used to improve a common element as defined in the Planned Community Act. A Common Element is a common or controlled facility. I have additionally recommended that the [CIF] Fees be used in conjunction with making repairs /renovations to the Bathhouse.

The Public Works Committee agrees, this renovation be considered as part of the recommended improvements to the beach property. I spoke with Ann, the Auditor for TLCA, and she agrees that the [CIF] Fees can be used for this purpose.

We are in the final stages of the approval process for the insert to the large culvert pipe on Tanglwood Drive. The engineers are preparing the final narrative and we anticipate having the permit in May of this year. The ideal time to start the construction is the end of summer early fall considering water flow. Once the permit is approved bids will be sent out and a pre-construction meeting will be held at the site. The bids will be sent out by Kiley and Associates and the returned bid will be reviewed at their office.

I am requesting that the Board of Directors sponsor the fifth annual golf tournament for veterans as we have over the past four years. The sponsor fee is $2,000.00. I thank the Board for their past support of our veterans.

Board of Directors Meeting Saturday March 16, 2019 The Meeting was called to order by POA President Jim Clark at 9am. The following Directors were in attendance. Mark Ossont, Rose Kucharski, Bob Russo, Elmer Hertz, Bob Stoveken, Ron Triani, Grace Zoccali. In addition, the Community Manager was in attendance.

POA Treasurer Triani reported on the Treasures report and provided the Board with a hand out that will be attached to the minutes. The following were highlights of the report.

• 93% of dock slip rentals have paid their assessment.

Marc Galli lot 257 informed the Board that he purchased lot 257 on May, 4, 2018 prior to the Board approved regulation regarding Short Term Rentals.

Mr. Calli is requesting the board provide him with an exception to rent his property and stated he would require strict guidelines. POA President Jim Clark suggested that Mr. Calli write a formal request to the Board of Directors.
