The Holidays are over! We are in the New Year of 2020 and are all praying for just a little snow.

Most of you know by now that Kathy Bloodworth has notified us that she will be retiring at the end of February. Kathy has been our meet and greet person in our office for 15 years. We wish her a Happy and Busy Retirement!

So long, Farewell, Auf Wiedersehen, Adieu Sixteen years ago, I responded to a very vague ad for an office position in Greentown. I had no idea what Tanglwood Lakes was although I had been driving by the entrance for years. I was interviewed by the new Community Manager, Jack, and was hired along with Regina, our bookkeeper. None of us had worked for a community association before so everything was a learning experience. And as they say, the rest is history.

I have now worked with three community managers, several board presidents and many committee members. I have learned from them all. But the greatest perk has been dealing with the community’s residents. What a diverse group of people! I consider myself a people person and I love helping however I can. I may be rather chatty at times, but most have been receptive. A few residents can push my buttons, but the overwhelming majority are kind and friendly.

Tanglwood has been my second family for a long time now. I have made many friendships and I hope they will not end because I’m no longer behind my desk. I have enjoyed working for you and with you. Hopefully I’ll run into some of you at Dutch’s or Overboard’s or on the lake. I wish you well and I will miss you.

Community Manager’s Year in Review 2019 This past year has been one of surprises and challenges. I want to update the members on the various activities and projects the Board, staff and committees have been working on.

We secured a bid for the insert to the Culvert Pipe on Tanglwood Drive. This project was challenging in that the original response from the regulatory agencies was a replacement in kind.

The community Engineers from Kiley and Associates presented an alternate plan that was approved at a significant savings to the community. We secured an LSA Grant through the Economic Development Council in the amount of $75,000.00 to offset the cost of the construction. The original estimate for this project was $324,000.00. The community realized a saving of approximately $160,000.00.

We made application for the construction of a Fore- Bay that will be installed at the Indian Drive Boat Storage Facility. The purpose of the Fore -Bay is to reduce the amount of sediment that flows into Lake Tanglwood. This location is an ideal area for the construction. I have personal experience with a Fore- Bay in my former employment and know how effective it can be once installed and it completes a full weather cycle. The ForeBay is an extension of the Inlet Stabilization Plan the Board adopted several years ago.

We made plans to address sediment removal from Lake Tanglwood through Princeton Hydro. The Lake Manager identified four areas where sediment could be removed to a de- watering outlet. The staging area will be at the Indian Drive Boat Storage Area. The material can be removed from the dewatering area to the Shale Pit on property as a cost saving measure.

We were able to partner with Aqua as it relates to road paving. The cost sharing agreement resulted in a saving to the community of approximately $168,000.00.

The community is in the final year of a flat premium with respect to the liability portion of the insurance policy for the community. I will be working with the Broker to ensure we maintain the necessary coverages for the variety of exposures the community has.

I feel that my weekly meeting with the Maintenance Supervisor and Safety Coordinator have provided positive results. It is important that we work as a team in meeting the challenges ahead.

The community has enjoyed a non-rotation regarding employees which make for a productive team.

The Board took a major step in addressing Short Term Rentals in the community. A Short-Term Rental is one of 29 days or less. The Board by motion prohibited this type of rental and grandfathered the 11 properties that currently rent on a short-term basis.

The PA Supreme Court upheld a decision that supports the decision of the community in a recent court case involving Hamilton Township v Little Acres.

We purchased an upgraded Radio Communication Systems that will enable Safety and Maintenance to communicate with one another. This system

addressed the issues related to dead spots in the community where phone communication is lacking. The radios are mounted in the vehicles and the staff has handheld portables when out of the vehicle.

We updated the Safety Uniforms with the authorization to purchase new Safety Uniforms for staff personnel.

We have been notified that the Dam Shut Off Pipe on Lake Tanglwood is defective. It is my understanding that every ten years a video inspection of the pipe is required. The video was completed and reviewed by the DEP. The pipe is defective and rotted on the bottom. The engineers for the community from Kiley Associates are reviewing possible options and are in discussions with the DEP. The pipe is approximately 260 ft in length.

We are finishing the year with approximately a 98% collection rate on developed properties and an 85% Collection Rate on Undeveloped Properties. I want to acknowledge the efforts of our staff for all the work they did this past year in serving the needs of the membership. I look forward to working with the Board, Staff and the Committees in addressing any challenges the new year presents.

SPOTLIGHT ON - - TEAM Visitors to the Tanglwood Lakes Chalet as well as our own residents often remark with favorable, complimentary comments on the beautiful, tasteful, and appropriate seasonal decorations that are in place. Whether it is for springtime, Memorial Day, Fourth of July, autumn, or the December Holidays, we have the very dedicated and talented TLCA group called TEAM to thank.

TEAM, headed by Judy Hildebrandt and a solid core of Tanglwood ladies, are true to their name. TEAM is accurately titled and exhibits the workings of a multi-layered, wellorganized group.

When it comes time to change from fall scarecrows, pumpkins, and haystacks, the group brings out the color coordinated (orange/brown) bins and packs away the items until next year. At the same time a different part of the group is up in the attic of the Chalet carrying down the red/green containers.

Judy explains that every member has a particular task and expertise so that the execution for each seasonal update appears effortless. Some members work on the outside decorations including light strings and angels while others concentrate on the fireplace area decorating the tree, window treatments, or reviving tired bows and wreaths.

The Chalet is not the only recipient of their talents. A tree and accompanying decorations are also displayed in our Community Center. Once this festive Christmas season is long past and the decorations taken down TEAM is already making plans for their spring and summer plantings and window boxes. Additionally in the summer TEAM is responsible for enhancing the Bath House and the Gazebo area. Tanglwood residents are fortunate to have this active group adding their special loving and artistically capable talents to our surroundings.

VIC - The U.S. Department of Veterans Affairs (VA) recently announced that the application process for the national Veterans Identification Card (VIC) is now available for veterans. This has been mandated through legislation since 2015 to honor veterans, and this rollout of the ID card fulfills that overdue promise. Only those veterans with honorable service will be able to apply for the ID card, which will provide proof of military service, and may be accepted by retailers in lieu of the standard DD-214 form to obtain promotional discounts and other services where offered to veterans. The VIC provides a more portable and secure alternative for those who served the minimum obligated time in service, but did not meet the retirement or medical discharge threshold. Veterans who served in the armed forces, including the reserve components, and who have a discharge of honorable or general (under honorable conditions) can request a VIC. To request a VIC, veterans must visit vets.gov and click on “Apply for Printed Veteran ID Card”.

PVIP - The Pike County Veterans In-Reach Project (PVIP) informs veterans in Pike County receiving or eligible for Medicare about their Medicare benefits. This program provides referral services, information and non-biased counseling free of charge regardless whether or not the individuals qualifies for or has benefits through the Veterans Administration. This program can also inform Veterans about free and lowcost Medicare services and programs including; screenings, Medicare Savings Programs, extra help with prescriptions and PACE/PACENET (state-based pharmacy assistance programs).

I know that some of you have already left for warmer climates and many plan to spend at least part of the winter away from the snow, ice and cold temperatures.

The Pike County Conservation District Pike County Conservation District (PCCD) is committed to natural resources, conservation through leadership, education, technical assistance, planning and enforcement to ensure the long term protection and sustainable use of Pike County’s natural resources and environmentally sound development and land use practices. The Tanglwood Lakes Community members are fortunate to have such an organization available as an easily accessible resource. The District has a main office in Hawley and the District Directors and Associate Directors are volunteers who have the responsibility for assuring conservation of the natural resources within Pike County’s boundaries.

What is a Conservation District?

Pike County Conservation District was established in 1956 by the Pike County Board of Commissioners and has worked actively since then to carry out programs focused on conservation of soil, water and natural resources. The District is governed by a Board of Directors who meet monthly to help plan programs, guide staff and coordinate efforts which provide conservation assistance and education in Pike County. District staff provides technical assistance for residents on natural resource and watershed conservation, groundwater protections, grant writing, and program administration.

Vision for the Future Pike County Conservation District will be a recognized and respected leader in fostering a conservation ethic among government officials, non-governmental groups, the development community, community associations, land owners and the general public resulting in conservation of the integrity of the natural systems that enrich Pike County’s environment.

The Pike County Conservation District offers a number of programs and services focusing on the critical natural resource issues identified in their Strategic Plan. The District works closely with federal, state, and local agencies to provide a variety of programs and services based on community and resource needs. Some of these include: dirt and gravel road studies, stormwater management, erosion control plans, watershed stewardship, gypsy moth spraying, timber harvest, and land legacy.

The District provides outreach through classroom and community education programs, municipal workshops and outreach, environmental education grants, and outreach to residents on environmental permitting. Carbon Monoxide Poisoning

Carbon monoxide poisoning occurs when carbon monoxide builds up in your bloodstream.

When too much carbon monoxide is in the air, your body replaces the oxygen in your red blood cells with carbon monoxide.

This can lead to serious tissue damage, or even death. Carbon monoxide is a colorless, odorless, tasteless gas produced by burning gasoline, wood, propane, charcoal or other fuel. Improperly ventilated appliances and engines, particularly in a tightly sealed or enclosed space, may allow carbon monoxide to accumulate to dangerous levels. If you think you or someone you’re with may have carbon monoxide poisoning, get into fresh air and seek emergency medical care.

Symptoms

Paupack Hills Marks One Year Anniversary Under New Management Just over a year ago the Paupack Hills Golf and Country Club ownership changed hands. This property with its 18-hole golf course, restaurant, and tennis courts located off of Yacht Club Drive on Country Club Drive has a shared history with Tanglwood Lakes community. When the area that would eventually become Tanglwood Lakes was being settled and developed by a group of ten investors during the mid 1960’s of top priority was assurance of a goodly number of amenities. Heading their list was the importance of a golf course which began construction in 1966.

Through the years Paupack Hills sometimes known as Tanglwood Lakes Country Club has had different owners with Tanglwood residents always retaining the right to use the facilities. Now under the management of Polise Holdings, the clubhouse at Paupack Hills has undergone major renovations. These include updates to the exterior lighting, stabilizing the outdoor deck, security motion detectors, and painting. The ever popular deck had all new furniture, tables, fire-pits, and awning installed.

The deck is the first to be filled section on weekend nights when musical entertainment is on the schedule. The inside dining area and bar, “On the Green Restaurant”, now has a whole new look and an ever-changing gourmet menu with inviting specials every week. PPH management takes full advantage of social media to successfully get the word out for upcoming events including video clips from local television stations. Naturally, the golf course is enjoying increased attention. Sub-titled, “The Golf Course of Lake Wallenpaupack”, the 18 holes that can be viewed from many locations within Tanglwood are now being expertly cared for with noticeable improvements in the fairways, border areas, and the greens. All of the split rail fencing along various Tanglwood roads has been painted and repaired and seasonal shrubbery surrounds the upgraded tee boxes. Area realtors incorporate ‘golf course community’ with scenic views of Lake Wallenpaupack into their listings for Tanglwood properties. So, whether you enjoy the close proximity of the restaurant for a lunch or dinner, the manicured fairways chasing that little white ball around, or simply taking in the peaceful and refreshing vistas that border Lake Tanglwood and many of our roads, we can thank the Tanglwood forefathers for their planning and design of our community.

Signs and symptoms of carbon monoxide poisoning may include: dull headache, weakness, dizziness, nausea or vomiting, shortness of breath, confusion, blurred vision, and loss of consciousness. Carbon monoxide poisoning can be particularly dangerous for people who are sleeping or intoxicated. People may have irreversible brain damage or even die before anyone realizes there’s a problem.

• Unborn babies. Fetal blood cells take up carbon monoxide more readily than adult blood cells do. This makes unborn babies more susceptible to harm from carbon monoxide poisoning.

• Children. Young children take breaths more frequently than adults do, which may make them more susceptible to carbon monoxide poisoning.

• Older adults. Older people who experience carbon monoxide poisoning may be more likely to develop brain damage.

• People who have chronic heart disease. People with a history of anemia and breathing problems also are more likely to get sick from exposure to carbon monoxide.

• Those in whom carbon monoxide poisoning leads to unconsciousness. Loss of consciousness indicates more severe exposure.

Complications

Depending on the degree and length of exposure, carbon monoxide poisoning can cause: • Permanent brain damage

• Damage to your heart, possibly leading to lifethreatening cardiac complications

The warning signs of carbon monoxide poisoning can be subtle. But the condition is a life-threatening medical emergency. If you think you or someone you’re with may have carbon monoxide poisoning, get into fresh air and seek emergency medical care.

Causes

Exposure to carbon monoxide may be particularly dangerous for:

• Fetal death or miscarriage • Death

Prevention

Carbon monoxide poisoning is caused by inhaling combustion fumes. When too much carbon monoxide is in the air you’re breathing, your body replaces the oxygen in your red blood cells with carbon monoxide.

This prevents oxygen from reaching your tissues and organs.

Various fuel-burning appliances and engines produce carbon monoxide. The amount of carbon monoxide produced by these sources usually isn’t cause for concern. But if they’re used in a closed or partially closed space — cooking with a charcoal grill indoors, for example — the carbon monoxide can build to dangerous levels. Smoke inhalation during a fire also can cause carbon monoxide poisoning.

Simple precautions can help prevent carbon monoxide poisoning: • Install carbon monoxide detectors. Put one in the hallway near each sleeping area in your house. Check the batteries every time you check your smoke detector batteries — at least twice a year. If the alarm sounds, leave the house and call 911 or the fire department. Carbon monoxide detectors are also available for motor homes and boats.

• Open the garage door before starting your car. Never leave your car running in your garage. Be particularly cautious if you have an attached garage.

Leaving your car running in a space attached to the rest of your house is never safe, even with the garage door open.

• Use gas appliances as recommended. Never use a gas stove or oven to heat your home. Use portable gas camp stoves outdoors only.

Use fuel-burning space heaters only when someone is awake to monitor them and doors or windows are open to provide fresh air. Don’t run a generator in an enclosed space, such as the basement or garage.

• Keep your fuel-burning appliances and engines properly vented. These include: Space heaters, furnaces, charcoal grills, cooking ranges, water heaters, fireplaces, portable generators, wood-burning stoves, and car and truck engines. You should ask your utility company about yearly checkups for all gas appliances including the furnace.

• If you have a fireplace, keep it in good repair. Clean your fireplace chimney and flue every year.

• Keep vents and chimneys unblocked during remodeling. Check that t hey aren’t covered by tarps or debris.

• Make repairs before returning to the site of an incident. If carbon monoxide poisoning has occurred in your home, it’s critical to find and repair the source of the carbon monoxide before you stay there again. Your local fire department or utility company may be able to help.

• Use caution when working with solvents in a closed area. Methylene chloride, a solvent commonly found in paint and varnish removers, can break down (metabolize) into carbon monoxide when inhaled.

Exposure to methylene chloride can cause carbon monoxide poisoning. When working with solvents at home, use them only outdoors or in wellventilated areas. Carefully read the instructions and follow the safety precautions on the label.

Carbon Monoxide poisoning is real – know the warning signs, causes, and preventive measures to save a life.

From Our Needles On a snowy day in December, the Tanglwoolies held a Christmas Tea and Birthday Luncheon gathered around the Christmas Tree in the Community Center. Twinkle lights and candle light set the holiday mood. Each Tanglwoolie was asked to bring a favorite teacup along with a story to share about her teacup. Many beautiful teapots were provided as centerpieces and their history was shared. Tea sandwiches, Scones, Christmas Breads, Biscuits and other delicacies were served with a variety of tea. Hats and Fascinators were worn by several ladies. Stories, sharing and laughter made this Christmas Tea a wonderful way to end our year together. You are invited to join The Tanglwoolies in 2020 each Wednesday morning from 10:00-12:00 in our Community Center for knitting, sewing, crocheting and crafts. The date and day for our new quilting project will soon be announced.

HOLIDAY HAPPENINGS IN TANGLWOOD On a day befitting of calling in the assistance of Rudolph to light the way, Santa Claus made his annual visit to Tanglwood Lakes. Jolly Ol’ St. Nick started his journey atop the Tafton Fire Company antique vehicle at the Community Center. With lights ablaze and sirens screaming the entourage, led by our Safety Department vehicle and two more Tafton trucks, rode through the community waving and distributing candy canes. A very eager crowd was waiting for Santa to arrive at Paupack Hills. Children and adults stood outside excited to be the first to see the flashing lights indicating that Santa was coming down Country Club Drive and arriving at the Tanglwood Christmas Party. Again this year the party was held in the Events Room at Paupack Hills Country Club. Once inside the line formed quickly to get in a last minute request to Santa Claus. The Entertainment Committee provided goodie bags and luncheon refreshments to all attendees.

Spring Around the Lake By Elisabeth Muller This year, the Vernal (Spring) Equinox will occur at 11:49 pm on Thursday, March 19th . The word ‘equinox’ comes from two Latin words meaning “equal night”. On this night, the sun will cross the equator from south to north. After March 19th, the northern hemisphere will tilt toward the sun, resulting in longer days and shorter nights. Fun fact: the equinox occurs at the same moment worldwide, even though time zones differ across the globe. The Vernal Equinox signals the beginning of Spring in the northern hemisphere; however, in the southern hemisphere, the same equinox marks the beginning of Fall.

Please, Mr. Groundhog!

It’s the time of the year when we look longingly at the calendar, reflect as to why winter started just after Halloween, and hope and pray that Ol’ Punxsutawney Phil will make a prediction of an early Spring.

Groundhog Day has European roots and is very big news in Pennsylvania especially Punxsutawney, PA where the Punxsutawney Groundhog Club was established in 1887. (see Groundhog.org for more information,) Here’s a little history of this Winter tradition: (Adapted from “Groundhog Day: 1886 to 1992” by Bill Anderson) Groundhog Day, February 2nd, is a popular tradition in the United States. It is also a legend that traverses centuries, its origins clouded in the mists of time with ethnic cultures and animals awakening on specific dates. Myths such as this tie our present to the distant past when nature did, indeed, influence our lives. It is the day that the Groundhog comes out of his hole after a long winter sleep to look for his shadow.

If he sees it, he regards it as an omen of six more weeks of bad weather and returns to his hole.

If the day is cloudy and, hence, shadow-less, he takes it as a sign of spring and stays above ground.

If Candlemas be fair and bright,

The groundhog tradition stems from similar beliefs associated with Candlemas Day and the days of early Christians in Europe, and for centuries the custom was to have the clergy bless candles and distribute them to the people. Even then, it marked a milestone in the winter and the weather that day was important. An old English song tells the tale:

Come, Winter, have another flight; If Candlemas brings clouds and rain, Go Winter, and come not again

BOARD OF DIRECTORS MEETING

SATURDAY, OCTOBER 19, 2019 The meeting was called to order by POA President Jim Clark at 9am. The following Directors were in attendance, Ron Triani, Mark Ossont, Elmer Hertz, Roger Cote, Bob Stoveken, Rosemary Kucharski, Grace Zoccali, Director Bob Russo was excused. The Community Manager and Registration assistant Beth Muller were in attendance. Mark Ossont made a motion to accept the minutes of the September 21, 2019 Board of Directors Meeting. The motion was seconded

by Bob Stoveken and approved by the members in attendance.

Camari Gaines reported there was one case that was adjudicated before the arbitration Committee regarding a traffic violation.

Rosemary Kucharski made a motion to accept the minutes of the September 21, 2019 Executive Session, the motion was seconded by Mark Ossont and approved by the members in attendance.

A motion was made by Treasurer Ron Triani seconded by Mark Ossont to approve the New Capital Budget as presented. The motion was approved by the members in attendance.

A motion was made by Treasurer Ron Triani to approve the Operating Budget as presented. The motion was seconded by Rose Kucharski and approved by the members in attendance.

Reserve Funding Road Paving

A motion was made by Treasurer Ron Triani seconded by Mark Ossont to approve the 2020 reserve budget as presented. The budget discussion items will be attached to the minutes. The motion was approved by the members in attendance.

The Community Manager reported on items requiring action by the Board of Directors as follows: The Leaf Dump Mark Ossont made a motion to extend the hours of the Leaf from 11am to 4 pm on Saturdays through November. The motion was seconded by Grace Zoccali and approved by the members in attendance.

Political Flags On a recommendation from Code Enforcement and the Legal Committee the following motion was made. Mark Ossont made a motion to prohibit Political Banners, Flags, posters and political advertising of any kind in the community. The motion was seconded by Ron Triani and approved by the members in attendance.

Jerry O’ Connor, Co- Chair Environmental Committee thanked the Board for their support of lake activities.

Director Elmer Hertz reported on a petition regarding the request for speed humps and signage on Ponderosa Road.
