In early November Paupack Hills Golf Club President, Jim Usher, announced to the Tanglwood Community that PPH had a new owner. With the golf course winding throughout the community, TLCA and PPH have a mutual interdependency developed through their shared history.

Polise Holdings and Polise Golf Corporation are now the new owners of Paupack Hills Golf Club. The new management, under the leadership of Vincenzo Polise have many changes planned for the Clubhouse and the 18 hole course. They want to make Paupack Hills Golf Club great again! PPH will now be a private club for members and their guests and Tanglwood Community Residents and their guests. They also will have privileges available for guests staying at private lodging facilities in the local area.

The restaurant, “On the Green Bar and Grille” www.onthegreenbarandgrille.com will have expanded hours and continue to be open to the public. There are plans to enhance the dining and banquet rooms with new dinner and drink menus including a cozier atmosphere in the dining area. Espresso and Cappuccino are now being offered. Already the lobby has added a fireplace lounge area with comfortable seating. During inseason months the bar/restaurant will be open for breakfast every day.

Top priority naturally is the plan to get the course back into shape for the upcoming season! They hired a full time Superintendent (Pat Moran) who has 17 years in the golfing industry maintaining and managing golf courses. He will be working diligently to revitalize the course and get it back to PGA standards. They are updating course equipment, repairing the Automatic Irrigation System, Bunkers, Tee boxes, Greens, Yardage Markers and cart paths. The Pro Shop will be re-stocked with new items and upgrading the POS (point of sale system).

Improvements to the parking lot and interior lighting have been addressed. The Banquet and Conference Rooms will be updated and available for catered private parties. Continuation of PPH as a top quality golf course is great news for Tanglwood homeowners.

2019 DUES / ASSESSMENT

This is a reminder that the 2019 dues/assessment is due February 15, 2019. The second billing went out the beginning of January. If you did not receive your bill, please call the chalet immediately. If you have moved and not given the chalet a new mailing address, that is no excuse not to pay your bill.

Both the Adult and Children’s Entertainment Committee will be setting up dates for various activities during the coming months. Be sure to check the calendar in the Newsletter and be aware of the email blasts that will update you on these activities. If you have any ideas that would be fun, let the Entertainment Committee know about them. Although, as of this writing, we have not had any real snow, we are prepared for it. I know that we are all looking forward to an early spring. If and when the snow does arrive, be sure to take some time and enjoy snow activities. It can be as simple as having a snowball fight, making a snowman or snow angel. There are many ski areas near by and they offer sledding, snow boarding and of course skiing. Enjoy!

By Ralph E Graf, Community Manager I want to thank the Board, staff and the membership for their support during this past year. The major news as we closed out last year was the sale of the Paupack Hills Golf Course. The new owner Mr. Vinny Polise, met with the Board established Task Force to discuss his vision.

The membership will notice some immediate improvements regarding the Clubhouse.

The Task Force will continue to meet monthly with the new owner to explore how we can work together in the best intertest of both parties.

A Golf Superintendent has been hired in addition to a carpenter to make modifications to the facility and the course. We will continue to send out email blasts to keep the membership informed.

The winter season has many challenges as it relates to member safety. The plowing of the roads is an important function of our maintenance staff during this time. Please avoid parking your vehicle on the roads as it interferes with our ability to plow. We will keep the membership informed as it relates to weather conditions and any unusual occurrences that may impact travel and or safety.

The Board approved the installation of video equipment at the Lake Wallenpaupack Marina and expanded surveillance equipment at the Maintenance Complex. We have experienced an increase in the dumping of unauthorized material in the compactor.

The compactor at the Maintenance Complex is for house- hold refuse only. In order to address unauthorized dumping, the Board voted to increase the fine from one hundred dollars to five hundred dollars. The new fine structure is in effect as of December 1, 2018.

There has recently been construction/lot clearing on several properties where the members failed to secure a permit from the community.

Please understand that the approval from the township is separate and apart from the required approval from Tanglwood Lakes Community.

Please contact the Chalet prior to starting any work on your property to ascertain the permit that may be required.

The Board of Directors has authorized the purchase of Penn Dot approved speed limit signs for the community.

The number of homes for sale in Tanglwood over the past year was 35 and 15 individual lots. The transfer of property provides revenue for the community in the form of a Capital Improvement Fee. The Capital Improvement Fee for a developed property is the full amount of dues for the prior year. The fee for an undeveloped property is one half of the dues for the prior year. The funds must be kept in a separate account and can be used for new capital improvements and or replacing of existing common elements.

This past year we enjoyed a 97% dues collection rate on developed properties.

The Board and management have taken steps to address severe delinquent and unkept properties. I am working with Regina from accounting and outside counsel to identify properties the community can move to sheriff sale.

The plan review of the large culvert pipe on Tanglwood Drive continues to move forward. The review by the DEP with comments is

complete. The next step is review by the Army Corp of Engineers. Once the plans are approved by both agencies the plans will be sent out for bid to area contractors. I am hopeful the project can be completed prior to the summer season. The plan review process is time consuming as there are several regulatory agencies that are involved.

The History of Tanglwood Lakes Community ~ Part Two Excerpts reprinted by permission of author, John S. Dublanica (original publication 2007)

Our Early Families Much has changed in the area we now call Tanglwood Lakes since the early 1900’s when the lumber and coal industries ruled the day. Today there are about 1000 parcels of land and 600 homes. New structures go up every year as various lots are developed. When the community first began in 1968 there were plans for ten homes on three parcels of land owned by the first developers. In 1970 there were nineteen homes. The first street was Tanglwood Drive but it ended where today it crosses Yacht Club Drive. What would become Tanglwood Lake were two small ponds separated by a dirt road used by the early lumbering industry.

Some of the land that today makes up Tanglwood Lakes was owned by families who are still in the area.

The Duffy Tract in large part became part of the Paupack Country Club. Fill for several parts of the community was dug out from the area that now finds the ball field, the walking track, and playground and the steep slope off of Ruffed Grouse. The early roads were a mix of gravel and tar oil.

Our early families or “settlers” were a group of ten investors who bought the land from the Carly Lumber Company. Each individual investor paid $20,000 for three parcels that today would be astride the golf course, the land bordering and surrounding Tanglwood Lake, and property along the state game lands. The agreement at that time was that all ten would build a home on their parcel which they did and soon hired a manager who sold more lots which led to 19 homes established by 1969.

A major focus of the early investors was the development of amenities particularly the golf course. The “back nine”, holes 10 – 18 , was the first to be developed. Homes bordering the golf holes were quite desirable as they are still today. Later the investors’ plans included the marine which is now part of the Lighthouse Marina, the ski facilities at Tanglwood North (now closed), and hotel and nightclub attractions the remnant today being the Tanglwood Resort at the junction of Route 6 and 507.

By 1976 the ownership changed hands and we saw the beginnings of the future Tanglwood Lakes Community Association. A number of the early residents disputed with the investors regarding the lack of progress in building suitable roads, adding to the amenities and especially the idea of turning most of the community into time-shares.

This “watchdog” group progressed in their organization further and 1976 saw the first set of by-laws. The assets were then sold to the Academy Insurance Company who strongly pushed for more time shares. This was a highly debated, bitter controversy in the community. Leaders in Tanglwood opposing this plan included James Lynch (our original Chalet was named for him), Bill Sullivan, DeWitt Cox, and James Trunzo, We could call them “Our Founding Fathers” for because of their firm stand in opposing the plan of the Academy Insurance Company the community is what it is today – single family homes on largely one-half+ acre lots.

DUMPING AND BULK PICK-UPS Take a good look at this picture. This is what the maintenance area looks like frequently due to illegal dumping. Would you want to clean this up?

Tanglwood offers bulk pick-ups for items that can’t be disposed of in your regular household trash. They are done on the 1st and 3rd Wednesdays of the month. The minimum fee for a pick-up is $50.00 (Board approved 12/1/18). We can pick-up furniture, beds, white appliances (nothing with freon), outdoor furniture & grills and toys. If you’re not sure about an item, please call the chalet.

The maintenance area is under video surveillance. Several residents have been cited and the fine for dumping is $500.00 for the first offense. Doesn’t it make more sense to do this the right way?

POTLUCK DINNER The Entertainment Committee sponsored a Potluck Dinner on November 17, 2018.

Attendance was good – approx. 40 people – and a wide variety of food was served.

Bunny Ungro was the “Gamemaster” for the evening and led the gang playing Trivial Pursuit.

TEAM COMMITTEE The TEAM Committee, led by Judy Hildebrant et al, was very busy this holiday season decorating many areas in Tanglwood – the chalet inside and out, the entrances and the community center.

It is no small task in coordinating the group and figuring out what goes where. Many compliments were received for all their efforts. Job well done!

VETERANS DAY CELEBRATION Paupack Hills once again put on a Veterans Day Pizza Party for the community. The event was very well-attended and offered a variety of pizza selections, green salads, and delicious cookies. Thank you PPH!

TLCA VOLUNTEER PARTY On Sunday December 2, 2018, Tanglwood sponsored its annual Holiday party at the Dock for staff and committee members. There were approx. 120 people in attendance. The Christmas decorations made the room festive and the buffet had a wide variety of great food. No one walked away hungry! This event is a show of appreciation for all volunteers who work in various ways to make Tanglwood the great community that it is. Happy New Year!

Pocket Billiard Players Wanted The Tanglwood Lakes 8- Ball Billiard league is looking for players. The season runs from Early-January through the end of March and will meet weekly on Thursday afternoons at the Wallenpaupack Bowling Center in Hawley. Play is low key and recreational. All skill levels are welcome. The league was created many years ago in an effort to combat the winter

blues and give folks a place to while away a few hours each week, sharing some camaraderie with like-minded souls. In the past, organized four person teams were assembled and competed through the season at various members’ homes heading toward a final awards banquet and some considerable bragging rights. In recent years, however, the loss of a number

of long-time members, as well as more players opting for extended soirees to the Sunny South have proven to be a challenge to the original format.

This year we will experiment with a different format intended to allow more flexibility.

Each week, based on a very unscientific handicap system, players who show up will

be teamed up with a partner for the day. Matches will be played, and wins and losses tallied for each individual player. At the end of the season, the players with the best win/loss records will receive the bragging rights (and maybe some priceless tchotchke) at the final banquet.

Be advised, that this “league” is very informal. The format is just an attempt at chaos avoidance. It’s really just a

bunch of folks getting together, to shoot some pool and swap stories and friendship. We have some very accomplished players and some not so much.

But everyone respects and encourages one another. Please join us. The cost will be +-$5 per week.

The weather cooperated, in that it snowed just enough to make everyone a little concerned as whether this event would take place.

It not only took place, but was very well attended by 28 participating in the delightful occasion.

Because you cannot make chocolate chip cookies it brings together multiple delectable varieties, one dozen to share and 4 dozen to be given away.

Many have their favorite bakers, and hope their number gets chosen early on, so they can grab a dozen of “those” cookies.

I even heard one person exclaim that if she did not get those cookies, she was told to not come home.

Thanks to all the folks who volunteered their time to coordinate, plan and set up this event, without which there would be no cookie exchange.

The group was warmly met by the staff and led to their Activity Room where a large number of residents had gathered anticipating the Christmas Concert.

The Tanglwood Carolers organized by Ann Marie Reap expertly accompanied the singers on the piano and made sure that everyone had song sheets. Selections included “Frosty the Snowman”, “Feliz Navidad”, “O Come All Ye Faithful”, “Winter Wonderland”, and even “O Holy Night” as well as many other traditional pieces.

All of the songs were very well received with applause after each number. For some of the more lively songs the audience was tapping their feet and singing along with the group.

It was an enjoyable afternoon for the group who closed with “We Wish You A Merry Christmas….and A Happy New Year.”

It’s that time of year again – Ground Hog Day – where ol’ Punxsutawney Phil tells us whether Spring is around the corner or Winter keeps coming...

Did you know that February 2, 2019 was Punxsutawney Phil’s 133rd prognostication!

How did this tradition get started here in Pennsylvania?

Groundhog Day has European roots and is very big news in Punxsutawney, PA where the Punxsutawney Groundhog Club was established in 1887. (See Groundhog.org for more information)

Here’s a little history of this Winter tradition: (Adapted from “Groundhog Day: 1886 to 1992” by Bill Anderson)

Groundhog Day, February 2nd, is a popular tradition in the United States. It is also a legend that traverses centuries, its origins clouded in the mists of time with ethnic cultures and animals awakening on specific dates. Myths such as this tie our present to the distant past when nature did, indeed, influence our lives. It is the day that the Groundhog comes out of his hole after a long winter sleep to look for his shadow. If he sees it, he regards it as an omen of six more weeks of bad weather and returns to his hole. If the day is cloudy and, hence, shadow-less, he takes it as a sign of spring and stays above ground.

The groundhog tradition stems from similar beliefs associated with Candlemas Day and the days of early Christians in Europe, and for centuries the custom was to have the clergy bless candles and distribute them to the people. Even then, it marked a milestone in the winter and the weather that day was important. An old English song tells the tale: If Candlemas be fair and bright, Come, Winter, have another flight; If Candlemas brings clouds and rain, Go Winter, and come not again.

Everyone’s Irish on St. Patrick’s Day! There are two large parades taking place this year in nearby cities – Stroudsburg and Scranton. The Stroudsburg parade is scheduled for Sunday, March 24th. It begins at 1:30 and is free and open to the public. The route begins at Stroudsburg High School and ends on Crystal Street in East Stroudsburg. Marching bands, bagpipers, floats, local politicians and business leaders will march between the two boroughs of Stroudsburg and East Stroudsburg with the Grand Marshall leading the way. Enjoy the country’s second largest St. Patrick’s Day parade in Scranton on Saturday, March 9th. This parade is larger than New York City’s! Parade day begins at 10 am with a Mass at St. Peter’s Cathedral, 315 Wyoming Avenue. The Brian P. Kelly memorial 2 mile footrace begins at 11 am sharp and begins at the Scranton Cultural Center on 420 North Washington Avenue, looping around to the St. Peter’s Cathedral and back to the Cultural Center. The parade itself, complete with bagpipers, Irish step dancers and floats showcasing local artistic talent, will begin at the cathedral and follow green-lined streets along the parade route.

If you plan on going to the parade, keep in mind that the streets along the route will be closed at 9:30; parking will be available along the route and at the Steamtown Mall. Family Fun In Tanglwood Santa Parades Through TLCA! On Saturday, December 15th at 12:00pm, Santa Clause arrived in Tanglwood and traveled a prescheduled route throughout the community greeting our residents with candy canes roadside. Tafton Fire Company and TLCA Public Safety escorted The Jolly Old Soul as he sat atop a tanker waving to all as his elves gave out candy canes to members and guests of Tanglwood Lakes.

Immediately following Santa arrived at Paupack Hills Country Club for a picture session with the residents.

Each child received a Santa Sack full of goodies. All residents and volunteers were treated to buffet style dinner and drink courtesy of The Membership in the banquet room. We would thank all who participated and volunteered in this event!

Treasurer’s Report and Budget & Finance Report October 21, 2018 Board Meeting Treasurer’s Report The bank account G/L balances as of September 30, 2018: Dime Bank • Operating account $ 40,912 • Money Market 115,052 • New Capital 84,065 • Contactors 10,828 Total all Dime accounts $250,857 Based on the latest the estimate of remaining collections, it is unlikely that there will be an additional transfer to the Capital Reserve in 2018. The $200,000 transferred is $50,000 below the budget.

Mortgage loan balance $ 280,000 Vanguard balance is $694,510 and includes $200,000 of the $250,000 capital budget obligation for 2018. Funds in the reserve are for scheduled future replacement of TLCA’s buildings, vehicles, equipment and roads.

PNC Bank balance is $78,282 Receipts September Y-T-D total $1,084,229 including $19,644 of collections of prior years’ balances, $40,720 of CIF fees and $11,143 of 2019 prepaids.

To date, 96% of budgeted Home Assessments were collected, 87% of Lot Assessments and 100% of Dock fees. Cash projections using historical collection rates, from October through year-end indicate there will be no additional funds available to transfer to the Capital Reserve. In 2018, charges billed to delinquent accounts for Legal/Collections and Penalty &Interest total $49,100 and collections through September are $6,313, only 12.9%. More aggressive collection efforts will be undertaken by determining a property’s value to the community if purchased prior to a sheriff sale. Rather than lose the full amount of $ liens on the account, it may be cost effective to purchase the property at a low price and resell it. This process is now underway. Cash Disbursements September Y-T-D total $609,978, about 71% of the $862,682 budget.

Budget & Finance Committee Report • September Y-T-D The Committee reviewed the first nine months financials noting certain areas of concern which will be updated as more information is available. Snow plowing required overtime and more salt & cinders than budgeted along with outside contractors help, gasoline costs are expected to exceed budget and professional fees, legal and collection costs, admin costs for printing and postage (new regs) and maintenance costs for vehicles, the beach and chalet are higher than budgeted. To date, the Board has approved Operating Budget variances of $26,531. In total, expense variances will exceed $89,000 based on current projections with Bad Debts accounting for $45,000 of this amount based on low collection rates for Penalties and interest. Tree spraying savings of $40,000 and other savings will offset $56,000 of these unfavorable budget variances resulting in an overall budget shortfall of $33,000.

• Capital Reserve – The 2018 the approved capital spending budget is $309,210.

In addition, the Board approved a variance for the purchase of the Ford 350 truck, for just under $40,000 and repairs to the Safety Car of close to $12,000.

The road work to be completed in 2018 for Timber Ridge and Cloud Crest will cost $110,000, including 62% sharing by Aqua. The remaining 2018 roadwork budget of $90,000 for Cottonwood, Cyprus, Sycamore and Eagle Crest will be moved to 2019.

• Preliminary engineering and construction costs estimates received from Kiley for the Tanglwood Pipe and damaged barrier wall are now in the area of $214,000, net of the $75,000 grant. This is before receiving formal contractor bids. Projects already specifically identified for funding for 2019 through 2023 are estimated to cost the community approximately $1.9 million. To cover these financial needs, annual capital reserve contributions will have to be increased going forward.

• 2019 Operating Budget – a budget workshop was held after the August board meeting. Changes have been made and the Preliminary 2019 Operating Budget was reviewed and approved in Executive session. The Capital Replacement Reserve funding requirements, which include estimated future costs for roads, infrastructure and equipment, will have a major impact on 2019 and later years’ assessments.

• Audit Engagement Letter – this handout is consistent with prior years and a motion is needed to accept William Owens, CPA as TLCA’s auditors for 2018.

• 2019 Capital Budget- Refer to the PowerPoint chart which shows total spending expected in 2018 to be $229,349 which would leave a balance of $561,000 going forward to 2019. With a $260,000 2019 budget contribution and 2019 budget/forecast spending of $575,710, the reserve balance is forecast to be $245,000 at 12/31/19. Motion is needed to approve the 2019 Capital Budget plan.

• 2019 New Capital Budget – Refer to the PowerPoint chart which shows total spending in 2018 to be $64,066 which would leave a balance of $56,445 going forward to 2019. With CIF Fees of $35,000 and 2019 budget/forecast spending of $58,000, the balance is forecast to be $33,000 at 12/31/19. A motion is needed to approve the 2019 New Capital Budget.

• Policies to be reviewed – In the next few weeks, policies for purchasing, legal review, and contracts will be reviewed and coordinated to clarify the process, to avoid confusion and to improve oversight and control.

Community Managers Report to the Board October 21, 2018 The office staff inventoried the files in the office and in the storage room. We now have a master list of items in the various folders as a point of reference.

The Dam Inspection for this year is now complete. I should have the engineers report shortly. The engineer’s inspection is a requirement by the insurance carrier and the DEP. In addition, the community secures an annual Bond for the Dam in the amount of $1,300.00 as part of the requirement. In one of the files we located the information identifying water use by the golf course from Lake Tanglwood. The agreement of sale dated June 27, 1986 notes the following.

A perpetual easement and right to use water from Tanglwood Lake to the pump houses for the sprinkler system at the Clubhouse, irrigation of the golf course, to supply the pond on the 18th fairway, and to use as a transfer medium supply to the clubhouse heat pumps but limited to withdrawal not to exceed one foot below the lake spillway.

I spoke with Jim Usher regarding the status of the sale of the golf course. A notification regarding the transfer of the liquor license is posted on the front window. This sign is posted to notify the public of a proposed transfer and to provide the LCB the opportunity to investigate. It will normally take approximately 60 to 90 days to complete the process. The golf course was approved under a Conditional use application in the Residential District that it is located in. A Conditional Use application requires a public Hearing where interested parties have the right to be heard.

There has recently been a concern expressed by several members regarding rental properties in the community. There are approximately six short term rentals in the community. The concern that members have raised is one of the rentals is an overflow for a commercial interest, associated with lodging and a restaurant in the area. The Consolidated Rules of the community provide for rental properties and identify a filing procedure. The rules are in concert with the rental rules of the township. There is a case before the PA Superior Court to address rental properties in a residential zone of which Tanglwood Community is located in.

This case is on the docket for a decision in late December of this year. The Legal Committee is investigating this issue and how are rules apply.

There may in fact be a conflict between the Protective Covenants and the Consolidated Rules of the community as it relates to rental properties. This matter is under investigation by the Legal Committee and TLCA Council.

I want to thank Rich Gaines for his review of the Web Site contract. Richard suggested several changes in the agreement that will better serve the community. The agreement has been forwarded to the POA President for his review.

The road paving partnering with Aqua has benefited the community. The cost sharing portion from Aqua has exceeded any prior paving agreements with them. The hope is to have all the disturbed areas paved this year with a mixture of TLCA and Aqua Specs. I want to thank Pete Bjorkman for his input on the paving application.

Board of Directors Meeting November 3, 2018 APPROVED The meeting was called to order by POA President Jim Clark. The following Directors were in attendance, Ed Jobst, Elmer Hertz, Mark Ossont, Ron Triani, Bob Russo, Rose Kucharski, Roger Cote was present via telephone.

Community Manager Ralph Graf was additionally in attendance.

The President opened the meeting with the new rental recommendation from the Legal Committee.

The Board discussed the recommendation regarding exceptions to the policy, nuisance violation, fee structures for violations and notification requirements. The POA President requested a motion to eliminate item [104] of the Consolidated Rules and Regulations noted as Residential Rental Effective January 2015.

Elmer Hertz made a motion to remove the current section [104] as noted above. The motion was seconded by Rose Kucharski.

A second motion was made

by Mark Ossont seconded by Rob Ost to replace the current regulation [item 104] with the recommendation from the Legal Committee that was under discussion.

After much discussion the President moved the motion for vote and the vote was unanimous to accept the new Rental Regulation.

The Community Manager will notify Area Realtors. The membership will be notified in an email blast. The 10-property owners granted the exception will be notified.

The approved new Residential Rental Rule, effective November 3, 2018 will be attached to the minutes Elmer Hertz made a motion seconded by Ron Triani to define a member in good standing as follows. A member in good standing is a member who is current on dues and assessments and or current on an approved TLCA Payment Plan.

The definition will be inserted in the Consolidated Rules under the caption member in Good Standing.

There being no further business the meeting was adjourned at 11am on a motion by Ed Jobst seconded by Elmer Hertz and approved by the members in attendance.
