ELECTION RESULTS The results of the Tanglwood Lakes election for the Board were announced at the semi-annual General Meeting on Sunday, October 21. Filling the open positions for a three-year term are Ron Triani, Rosemary Kucharski, and Rob Ost with Bob Stoveken for a one-year term. They will be officially seated at the January 2019 meeting of the Board.

Highlights of the meeting: Following the Pledge of Allegiance, President Clark introduced the current members indicating their committee affiliations. The Board packet prepared for the meeting included details of the Treasurer’s report and activities of our many committees.

A PowerPoint presentation by Treasurer Ed Jobst and Vinny Budd of the details of the 2018 and 2019 budget was followed by the Activity report from Manager Ralph Graf.

His report updated various aspects of the sediment control plan for Lake Tanglwood, an $150,000 budgeted item implemented over several years, which included ditch work on Indian Drive and the construction of a catch basin and Concrete drop box. There is also a plan for a Fore-Bay at the Indian Drive boat rack area.

He also elaborated on applying for a Palms Grant to address sediment removal. TLCA has received a grant to address the collapse of the wall of the culvert pipe on Tanglwood Drive by the playground last Spring.

A new culvert pipe will be inserted into the existing pipe and should be completed before next Summer.

Manager Graf thanked Senator Lisa Baker for her assistance in securing the grant.

The Activity report detailed the Aqua Water pipe replacement and the subsequent partnering to address the repaving of these roads at a substantial savings to the community. Additional items addressed were delinquent properties, sale of the golf course, a new vendor for our newspaper and website, and the success of the Veterans Golf Tournament and creation of a new organization, Wallenpaupack Vets for Vets.

The Public Portion of the meeting fielded comments about the specifics of boat dock space and fees and questions about short-term rentals.

Thank you to all the candidates who ran on this year’s slate. The request to change the by-laws to allow us to hold the semi- annual meetings on a Saturday or a Sunday was passed.

As of this writing the Board of Directors have several things in play; the sale of Paupack Hills Golf Course, the prospect of purchasing/leasing additional waterfront docks along with several proposals in tightening up our rental policies.

Our maintenance staff is ready for the next weather occurrence. Plows and spreaders are awaiting the first snowfall. Prepare yourself for winter - keep some cans of soup and other supplies in your home. Pay attention to the weather forecast……most important if you absolutely have to drive, take it slow and you will get there safely.

Meet Our Neighbors:

Georges Malaroche and Beth Muller

By Kathy Jerge Georges and Beth have been full time residents here in Tanglwood Lakes since 2012.

Georges (the s is ‘silent’) was born, raised and schooled in Normandy, France the third of his parents’ ten children consisting of four boys and six girls. Normandy is a large farming country with fields overlooking the English Channel. As a child he and his friends would go out to the old war bunkers and play in them after school.

He lived in Normandy until age 17. Georges then moved to southern France, to a town called Vallauris where Picasso had a studio. It is a little pottery town between Cannes and Antibes. He immigrated to the United States in 1984 where he settled in Madison NJ. He and his then wife raised two daughters. His oldest daughter Lucienne, now thirty is a nanny in New York City where she is also an artist and teaches art and French. She has been very fortunate in finding fulfilling jobs both as a nanny working with great families

and as a teacher / artist. When Lucienne was just ten years old, her parents sent her to live in France with Georges’ family; she still speaks fluent French. His younger daughter Charlotte, now twenty four is an art teacher in Burlington VT and is also a sculptor. Georges gets to spend time with them at least six times a year and is obviously very proud of their accomplishments.

Beth is the youngest with three older brothers and one sister. Beth met her husband, Michael, at Alfred University in upstate NY. They lived in Forest Hills, NY until their daughter, Hannah, was three years old and in 1997 they moved to Madison NJ.

For the past four years, Georges has owned and operated the Holy Crepes restaurant in Milford, PA which is open year ‘round. It is open on Wednesday, Thursday and Sunday from 11AM to 5PM, Friday and Saturday from 11AM to 9PM, They are open late on Friday and Saturday and serve dinner. The restaurant is located at 224 Broad Street in Milford. (570) 409 6060.

After moving to NJ, Michael was diagnosed with cancer and died when Hannah was five.

Hannah and Charlotte, Georges youngest daughter were Girl Scouts together and good friends since kindergarten. As a widowed Mom and Georges as a divorced Dad, they became fast friends through their daughters. After a time their relationship changed from a platonic one to a romantic one. In the mid 2000s Beth purchased a home here in Tanglwood where she would take Hannah on weekends.

She wanted Hannah, an only child to join the Girl Scouts and form close relationships with

Beth grew up on Long Island, NY in a town called Brightwaters, on the south shore. Her Dad was a full time Methodist Minister and her Mom worked closely with

other girls. Today Hannah now 24 counts many of her fellow scouts among her closest friends. Hannah, Charlotte and Lucienne are still very close.

Beth spent most of her working years at the Morris County Public Library in the circulation department. Once Hannah was in school, Beth volunteered at the school in various capacities.

Hannah now lives in Chatham, NJ and works at the Morris County School of Glass; she is a glass blower. She is currently studying for her Masters Degree in Art Therapy. Beth works in

our Chalet a few days a week, sending out blasts to residents to be certain we know what’s going on in our community and sending us notes on interesting things to do here and in surrounding areas. After Beth’s Mom passed she found an incomplete blanket that was meant to be for Hannah.

Beth learned to crochet as a child but “forgot” most of it, went on-line, finished the blanket and gifted it to Hannah as a Christmas gift from Grandma. Beth now crochets for relaxation.

The History of Tanglwood Lakes Community Part One - Excerpts reprinted by permission of author, John S. Dublanica (original publication 2007)

The Very Early Days For all of us enjoying life in the Tanglwood Lakes Community, it is good to get a glimpse of the very early days when Native Americans hunted the lands and when drovers (cattle drives) came within miles of our present community.

It is the late 1600’s or early 1700’s and the spot where you home is now is instead in the middle of a forest of pine, hemlock, and oak.

Next to you is a trampled path that meanders through the forest.

This path is only wide enough for two people to walk astride.

Carefully as you walk the path looking for rattlesnakes or larger predators, you hear voices down the trail. You meet up with three young braves who are part of the Paupacken Tribe of the LenniLenape Indians. These Native Americans, as most of the early peoples of this continent, are peaceful and friendly. You soon find yourself sharing a meal of venison or bear since these young braves are returning from a hunt.

One of the Paupacken settlements would have been within a few miles of today’s Tanglwood Lakes Community. Located on the Wallenpaupck Creek, the remains of the settlements have long been obliterated first by the white settlers to this area and later by the flooding of the creek to make Lake Wallenpaupack. The area of Tanglwood Lakes would have easily been within a day and a half’s walk from the Paupacken settlements, the usual benchmark distance for most Indian hunting and gathering expeditions. The next time you see deer, or turkeys, or the occasional bear, imagine the first inhabitants of your property off in the distance stalking the creatures to bring home food for the family.

Two major Indian paths, crossed near this community over the Wallenpaupack Creek, the Minisink and the Owego. The Minisink was a major path for the many tribes of this area like the Minsi and Munsi, branches of the Lenape. The Minisink Path would later be a major route for settlers heading west. Some of the first settlers to this area traveled this path from Connecticut such as from the Ainsley/Ansley family whose descendants are buried in the Pine Grove Cemetery on Route 507.

As we move into the 1800’s we see cattle drovers using the Owego Path traveling to the Lackawaxen and Delaware Rivers. Some will take the cattle to slaughterhouses in Philadelphia stopping at the Taft Boarding House where Gresham’s Chop House is now located near the dike area of Lake Wallenpaupack.

By the early 1900’s the timber industry was in full force. Horses pulling wagons loaded with timber can be seen near where today Ruffed Grouse and Cold Spring Lane exist. If you examine closely you can still see the early dirt paths and deep ruts marking where horse drawn wagons hauled the timber from this area of 715 acres. One logging path crossed between two ponds which would later become Tanglwood Lake. Remnants of the horse stables are still visible near the end of Cold Spring Lane cul-de-sac. The early horse-drawn paths can be seen just west of Grasshopper Lane not far from the Chalet. Today only a few mighty evergreens survived the timber industry which began as early as the American Revolution. Governor Pinchot was instrumental in preserving our forests along with President Teddy Roosevelt. Most of the larger trees today in Tanglwood are fourth generation, long removed from the days of timber for ships, stick built homes, and firewood for warmth.

Strategic Planning Committee Update The Strategic Planning Committee has continued to meet and develop a strategy for continuing to improve the Community in the future. The Committee members include Rick Gaines (Legal), Janet Sellitti (Environmental), Ed Jobst and Ron Triani (Finance), Rose Kucharski (Activities) and Mark Ossont & Vinny Budd (Public Works). Similar to the original 2006 plan development, a “Focus” group was also established to provide fresh ideas and feedback on the issues being addressed in the plan. The Focus group consists

of residents representing weekenders/part-timers and snowbirds, in addition to full timers. These members include Laura Kelly and Grace ZoccaliGauff (weekenders), Barry Carton and Ed Fays (snowbirds) and Joanne Portoles, Steve Markulin, Jennifer Johansson, Niki Santelli -Wolff and Ed Weimer (full-timers). Their contributions have been invaluable in sharing opinions and ideas on opportunities for improving the Community.

Finance 101 The Tanglwood Lakes Community is assessed as having a very sound financial structure and we can thank the vision and forethought of our original trustees, the homeowners association, and the eventual incorporation as TLCA, Inc. Details of our financials are reported at the two General meetings each year.

There is generally some confusion when it comes to TLCA’s financial accounts. Although there are other smaller accounts the three primary ones are the Operating account, the Capital Replacement Reserve account and the New Capital account.

Operating Account The Operating account is the one from which all of our day to day expenses are paid. These expenses would include salaries, taxes, insurance, legal and all expenses related to maintenance of our grounds, facilities and amenities. These expenses are funded by our resident dues and fees and other miscellaneous income.

Capital Replacement Reserve The Capital Replacement Reserve account is used to pay for replacement of existing assets including vehicles and equipment, major facility replacement or renovations, repaving of roads and large projects like culvert replacements and Lake Tanglwood sediment removal. Some recent examples of use of this account are the new Chalet, the paving of several roads, replacement of our backhoe and other vehicles and the culvert under yacht club drive. There is a program which tracks our replacement needs over 30 years to allow the Community to plan for these expenses.

The program contains software that identifies each asset’s life and estimates the associated future cost. The total of these replacement needs is approaching $4,000,000! The account is also funded from the same income sources described in the Operating budget.

New Capital Account The third fund is the New Capital account. By definition in the Uniform Planned Community Act (Act 180), this account can only be utilized through collections for new amenities and equipment. In recent years, among other smaller items, the construction and furnishing of the new fitness center, our Community Center renovations, the Walking track and needed new equipment were financed through funds in this account. This account is funded from capital improvement fees (a fee equal to the previous year’s dues) which are collected from purchasers of properties in the Community.

These accounts are all managed by the Budget and Finance Committee following Board approval of the associated budgets.

Are You Ready For Winter….?

We get out our boots, heavy coats, gloves, and hats to keep us warm and it is equally important to prepare your home and car for the blast of winter cold. A winter storm can cause real damage beyond inconvenience so it is good to have a checklist of winter preparedness.

Winter Wonderland Around Lake Wallenpaupack The days of boating, fishing and swimming may be over, but there are plenty of activities during the Winter around beautiful Lake Wallenpaupack. Here is a small list of things to do: Hawley Winterfest, 12/7/18 – 12/9/18: this is a free event, although some activities will require a fee. Take a tour of historic homes decorated for the holidays, watch ice carvers work their magic, take a beer tour or sample the special menus of many nearby restaurants. What Do You Know About Eagles?

In the 1970s, there was just one eagle’s nest in Pennsylvania and one in New York. Today, there are more than 200 in each state. In addition, 150200 bald eagles migrate to this region each December, January, and February in search of open water to fish along the Delaware and Hudson Rivers and their associated tributaries and reservoirs.

Bald eagles require large, undisturbed tracts of forested land near rivers, lakes, and streams, to build their nests.

Ideally those nests are 300 to 1,600 feet from any manmade activities or development. Tall and sturdy mature coniferous and hardwood trees can support the huge nests and offer protected areas from which eagles can hunt.

Eagles are also quite territorial during the breeding season and will defend their nests from intrusion from other wildlife (including humans!). However, after the young have fledged, communal roosting is common during the following winter seasons. The average territory of a breeding pair is approximately 250 acres. As our region becomes home to more breeding pairs, it is even more important that lands and waters are protected to allow the eagles sufficient room to establish a breeding territory and to hunt for food.

The primary threat to the survival of bald eagles today is habitat loss. Bald eagles mate for life and many breeding pairs will use the same nest or habitat area in successive years, sometimes for thirty years or more. Nesting activity typically begins in early February, when eagles may begin constructing new nests or making repairs to their existing nests. Male birds bring sticks and other materials to the female to construct or maintain the nest.

Eagles’ nests are quite large, typically at least five to six feet in diameter and three or more feet deep. Each year, as the eagles maintain the nests, they get larger and may be as much as nine feet in diameter.

Bald eagles are extremely sensitive to human disturbance, so it is important to remain inside viewing blinds when

Viewing bald eagles that congregate in the Upper Delaware wintering areas has become a popular wildlifewatching activity. The Delaware Highlands Conservancy has planned eagle watching activities. Refer to their website (Delawarehighlands.org).

When and Where to View Bald Eagles Bald eagle viewing during the winter months, from a safe distance and at planned observation sites, can offer an exhilarating and memorable experience. Wintering eagles begin arriving in December; concentrations peak in January and February; most are heading back to their nests by mid-March.

The winter Eagle Watch program begins in December and runs through January and February, weekends only. In the Upper Delaware River watershed, wellmarked viewing sites are located on the river in Narrowsburg and Minisink Ford, NY, and in Lackawaxen, PA. A viewing blind is located on the Mongaup Falls Reservoir and a viewing area is marked on the Rio Reservoir (Forestburgh, NY).

Halloween Celebration!

The bad weather did not deter the kids from attending this year’s TLCA’s Children’s Trunk-n-Treat/Halloween Dance.

In fact it was a big success as the location was changed to Paupack Hills Country Club and a DJ was added. A very special thanks to TLCA Resident Mitch Greig and EMS Entertainment for volunteering his time and services to make this the best party TLCA has ever hosted. He had the kids doing physical challenges, dancing, and parading through the banquet hall most of the night. Many prizes were also given out for various contests that Mitch had planned for them.

From Vampires to Goblins both parents and children were all decked out in their Halloween costumes celebrating the scariest evening of the year. Prior to the Trunk-nTreat residents and guest enjoyed a buffet provided by the staff of Paupack Hills Country Club which included chicken tenders, French fries, mac n cheese bites and pizza rolls. The children decorated pumpkins and played games provided

by The Children’s Entertainment Committee. Halloween arts and crafts were also on hand.

TLCA would like to thank everyone who participated, donated, or helped in this event. We also want to wish everyone a safe and prosperous upcoming winter season.

Treasurer’s Report and Budget & Finance Report August 18, 2018 Board Meeting Treasurer’s Report The bank account G/L balances as of July 31, 2018: Dime Bank • Operating account $ 69,592 • New Capital 82,310

Total all Dime accounts $295,767 The balance of the 2018 capital reserve budget transfer of $50,000 is dependent on improved cash flow over the balance of the year. Based on the current projection of the remaining receipts and disbursements, it is estimated that the maximum additional capital reserve contribution would be around $20,000, provided there are no additional negative budget spending variances.

Mortgage loan balance $ 281,000 Vanguard balance is $704,295 and includes $200,000 of the $250,000 capital budget obligation for 2018. The funds in the reserve are needed for scheduled future replacement of TLCA’s buildings, vehicles, equipment and roads.

PNC Bank balance is $143,227.

Receipts July Y-T-D total $1,039,704, including $13,641 of collections of prior years’ balances, $26,129 of CIF fees and $10,705 of 2019 prepaids. To date, 95% of budgeted Home Assessments were collected, 85% of Lot Assessments and 99% of Dock fees. Cash projections using historical collection rates, from August to December, $44,000 receipts and $359,000 of disbursements are forecast leaving about $20,000 available to transfer to capital, $30,000 below budget.

Cash Disbursements July Y-T-D total $455,214, about 53% of the $862,682 budget.

Budget & Finance Committee Report • July Y-T-D The Committee reviewed the first seven months financials noting certain areas of concern which will be monitored and quantified as more information is available. Snow plowing required overtime and more salt & cinders than budgeted along with outside contractors help, gasoline costs are expected to exceed budget and professional fees, particularly legal, as the White Beauty development is monitored. The 2018 Operating Budget includes $10,000 for Maintenance Outsourcing much of which has been identified. Bids are being obtained for tree branch mulching. To date, Board approved Operating Budget variances are about $21,000, not including $3,682 in this month’s report. In total, variances will exceed $50,000 based on current projections with Bad Debts accounting for $20,000 of this amount. Tree spraying savings of $40,000 will offset a major portion of these budget overruns.

• Capital Reserve – The 2018 the approved capital spending budget is $309,210.

In addition, the Board approved a variance for the purchase of the Ford 350 truck, for just under $40,000 and repairs to the Safety Car of close to $12,000.

The $200,000 (could be $250,000) for paving remains to be defined as well as the remaining Inlet Stabilization work. Preliminary engineering and construction costs estimates received from Kiley for the Tanglwood Pipe and damaged barrier are now in the area of $110,000, net of the $75,000 grant. This is before receiving formal contractor bids. The permitting and timing of the work must be determined. Projects already specifically identified for funding for 2018 through

2021 are estimated to cost the community $1.4 million. To cover these financial needs, an annual capital reserve contribution of at least $250,000 is required. (See Handout) This analysis has $50,000 for Lake Tanglwood sediment in 2020.

• New Capital – The 2018 budget is $62,300. As of now, $19,500 was spent as budgeted for the Kubota Options, $3,670 for the canoe racks, budgeted at $4,800, and $3,431 for road barriers. The Pole Barn, budgeted at $30,000, is not going to happen, and the dock cameras, $2,500 and movie projector/electric, $5,500 are deferred until next year. The basketball hoops, backboard repairs and pole wrapping are new and have been completed. The Briarwood property purchase for $10,000, approved by the board, is underway. A contract proposal by the Niki Jones Agency to redo the community Website was presented to B&F for discussion. This is the agency which has just begun doing the newsletter. TLCA’s current website contract is being discontinued. It is recommended that the Board approve this proposal which includes a one-time set up of $8,000 to $12,000 and a monthly host fee of $92 which will be offset by income. Motion needed.

• 2019 Budget Workshop- a working draft of the 2019 Operating Budget is included in the report for discussion at the workshop following the Board meeting.

We have not received anything from the Environmental Committee for 2019 operating expenses or for the longer-term costs for maintaining Lake Tanglwood.

The Capital Replacement Reserve funding requirements, which include estimated future costs for roads, infrastructure and equipment, will have a major impact on 2019 and later years’ assessments. This needs to be included as part of the budget workshop discussion. What revenue is needed going forward to support our infrastructure without special assessments? Is a $250,000 Capital obligation sufficient?

Community Mangers Report August 2018 We are thankfully closing out another successful and safe summer season. I want to acknowledge the efforts of the entire staff in working together for the benefit of the membership. The meeting between the Board, Environmental Committee and the Lake Managers was very informative. The removal of sediment from Lake Tanglwood that is under consideration is an activity that requires planning, funding and establishing a priority. The Lake Manager will be following up with a narrative and recommendation with respect to priority areas based on the largest sediment deposit. The Lake Managers will be assisting in preparing a grant application from Growing Greener PA. The grant requires a 25% match for the $25,000.00 grant. The community will be able to utilize engineering work on the lake that has been paid towards the 25% match. The feeling is that the preparation work will exceed the match and the $25,000.00 grant, if accepted would be a net to the community to address sediment removal. I am requesting that the Board of Directors consider modifying the Dock Contract that Tanglwood has with dock renters. The current agreement requires members to remove all hardware prior to being stored for the winter. The removal enables staff to properly to stack the docks without damaging the floating device. I am respectfully recommending the Board consider the following language be added to the contract.

Dock renters shall not install any cleats, carpets, bumpers or any other items affixed to the docks. The dock fingers are outfitted with eye hooks that provide for effectively securing a member’s boat. The docks/fingers shall only contain hardware that has been placed by the TLCA maintenance Staff. Over the years the dock fingers have been damaged by members drilling holes in the wood to install hardware. We request voluntary compliance from our dock renters to avoid a fine being assessed for damage to POA property. We appreciate your anticipated cooperation in preserving the lifespan of our docks. First Offense $100.00. Second Offense $200.00. Third Offense Dock privileges revoked and forfeit of annual dock fee. Please note that in the contract the members sign it clearly states there are no guarantees that you will get the same dock fingers each year.

The above recommendation was approved by the Code Enforcement Committee at their August meeting. The minutes of the Code Enforcement Committee are attached for your review and information. The final phase of the Inlet Stabilization Plan was completed by in house maintenance at significant savings for the community. The newly purchased Back-Hoe provided staff the opportunity to address this phase with direction from Joe Hudak a consulting engineer on the overall project. I have requested Engineer Joe Hudak review the work that has been completed to ensure that it is in keeping with the plan. I picked up an executed copy of the LSA Grant for the funding for the Tanglwood Culvert Pipe.

The permit process continues to move forward with our consulting engineers. The Veterans Golf Tournament was a tremendous success. I thank the Board for their support and all the volunteers who made the tournament possible.

There is still a dangerous situation at the barricade on Tanglwood Dr. No cones & no lights on the barricade. And who is Hudak? Heard his name mentioned numerous times. Can’t a volunteer resident do what he does? A: Someone stole the cones and the lights were thrown in the creek. J. Hudak is an engineer for Kiley & Co. working on several of our projects.

Resident would pose liability issue.

Lot 672 – C. Greig Thee are no lights at the gazebo & it is difficult getting to our cars after dark. A: We will adjust the timer.

Lot 959 – K. Hebel Comment – there are many rookies on the docks. Using spring lines instead of dock lines.

Call to order: Jim Clark, board president, called the meeting to order at 9:02am.

All stand for the pledge of allegiance. Roll call was taken, and board members present are Ron Triani, Elmer Hertz, Rob Ost, Rose Kucharski, Roger Cote, Mark Ossont, Bob Russo and Ed Jobst. Ralph Graf, Community Manager and Kathy Bloodworth, Office Staff, are also present.

Treasurer’s Report and Budget & Finance Report September 15, 2018 Board Meeting Treasurer’s Report The bank account G/L balances as of August 31, 2018: Dime Bank • Operating account $ 44,731 • Money Market 99,045 • New Capital 82,314 • Contactors 8,827 Total all Dime accounts $234,917 The balance of the 2018 capital reserve budget transfer of $50,000 is dependent on improved cash flow over the balance of the year. Based on the current projection of the remaining receipts and disbursements, it is estimated that the maximum additional capital reserve contribution would be around $20,000, provided there are no additional negative budget spending variances.

Mortgage loan balance $ 281,000 Vanguard balance is $699,447 and includes $200,000 of the $250,000 capital budget obligation for 2018. Funds in the reserve are for scheduled future replacement of TLCA’s buildings, vehicles, equipment and roads.

PNC Bank balance is $143,256 Receipts August Y-T-D total $1,067,816 including $19,644 of collections of prior years’ balances, $34,658 of CIF fees and $10,872 of 2019 prepaids. To date, 95% of budgeted Home Assessments were collected, 85% of Lot Assessments and 99% of Dock fees. Cash projections using historical collection rates, from September are forecast to have $20,000 available to transfer to the Capital Reserve, $30,000 below budget. In 2018, charges billed to delinquent accounts for Legal/Collections and Penalty &Interest total $49,100 and collections through August are $6,093, only 12.4%. More aggressive collection efforts will be undertaken by determining a property’s value to the community if purchased prior to a sheriff sale. Rather than lose the full amount of $ liens on the account, it may be cost effective to purchase the property at a low price and resell it. Cash Disbursements August Y-T-D total $532,246, about 62% of the $862,682 budget.

Budget & Finance Committee Report • August Y-T-D The Committee reviewed the first eight months financials noting certain areas of concern which will be monitored and further quantified as more information is available. Snow plowing required overtime and more salt & cinders than budgeted along with outside contractors help, gasoline costs are expected to exceed budget and professional fees, particularly legal, as the White Beauty development is monitored. The 2018 Operating Budget includes $10,000 for Maintenance Outsourcing much of which has been identified. Bids are being obtained for tree branch mulching. To date, Board approved Operating Budget variances are $24,633. In total, expense variances will exceed $50,000 based on current projections with Bad Debts accounting for $20,000 of this amount.

Collection rates for Penalties and interest may increase this Bad Debt shortfall by another $20,000. Tree spraying savings of $40,000 will offset a portion of these budget variances.

• Capital Reserve – The 2018 the approved capital spending budget is $309,210.

In addition, the Board approved a variance for the purchase of the Ford 350 truck, for just under $40,000 and repairs to the Safety Car of close to $12,000. The $200,000 (could be $250,000) for paving remains to be defined.

• The Committee recommends the board approve a proposal from Kiley Engineering totaling $15,500 for permitting and engineering the fore bay and sediment control delineation required in the boat dock area. This is considered part of the $36,000 previously budgeted with a balance of $30,000 remaining.

• Preliminary engineering and construction costs estimates received from Kiley for the Tanglwood Pipe and damaged barrier wall were in the area of $110,000, net of the $75,000 grant. This is before receiving formal contractor bids. Permit applications were submitted and changes are being required related to the problem caused by the collapsed barrier wall. Various options are being reviewed and could significantly impact the project’s cost and timing. An insurance claim is being pursued. Projects already specifically identified for funding for 2018 through 2021 are estimated to cost the community approximately $1.4 million. To cover these financial needs, an annual capital reserve contribution of at least $250,000 is required.

• New Capital – The 2018 budget is $62,300. As of now, $19,500 was spent as budgeted for the Kubota Options, $3,670 for the canoe racks, budgeted at $4,800, and $3,431 for road barriers. The Pole Barn, budgeted at $30,000, is not going to happen, and the dock cameras, $2,500 and movie projector/electric, $5,500 are deferred until next year. The basketball hoops, backboard repairs and pole wrapping are new and have been completed. The Briarwood property purchase for $10,000, approved by the board, is underway. A contract proposal by the Niki Jones Agency to redo the community website was again presented to B&F for discussion. The Communications Committee had researched competitors and although no formal bids were obtained, they concluded that the Niki Jones Agency is the most qualified for a number of reasons the most important being security and privacy. It makes sense because they are already doing our newspaper and have TLCA members’ addresses both home and e-mail. They are local and available to meet when necessary. It is expected that advertising revenue will cover monthly operating costs. It is recommended that the Board approve this proposal which includes a one-time set up of $8,000 to $12,000 and a monthly host fee of $92 which will be offset by income. Motion needed.

• 2019 Operating Budget – a budget workshop was held after the August board meeting. Changes have been made and the Preliminary 2019 Operating Budget will be handed out in Executive session for review and approval. The Capital Replacement Reserve funding requirements, which include estimated future costs for roads, infrastructure and equipment, will have a major impact on 2019 and later years’ assessments. This needs to be included as part of the budget workshop discussion. What revenue is needed going forward to support our infrastructure without special assessments? Is a $250,000 Capital obligation sufficient?

• 2019 Capital and New Capital Budgets – A meeting will be scheduled for late September to finalize recommendations for these budgets, including an update of the Capital Reserve, in particular the road costs.

Community Managers Report The Environmental Control Committee will be submitting a budget request for 2019 to address sediment removal from Lake Tanglwood. The request is for funding in the amount of $35,000.00. The funds will be applied as follows.

• Several issues for review

• Obtain survey for the access areas, dewatering areas and selected disposal locations.

• Prepare and design plans.

• Prepare permit application and submissions.

• Regulatory review.

Nominating – R. Kucharski

Princeton Hydro our Lake Manager has prepared and submitted the application for the Palms Grant. The grant if approved will provide the community with $25,000.00 towards the sediment removal process. The Lake Manager feels that we have exceeded the twenty five percent required matching funds. I have been informed by Kiley and Associates P.E Joe Hudak that the estimate to replace the culvert pipe on Tanglwood Drive will be increased. The increased cost is related to the collapse of the Gabion Wall which the Engineers felt we could utilize in the new construction. The DEP will not permit the use of the Gabion Wall as a support for the pipe. The engineers are working out cost factors and alternatives.

The increase in cost will be the construction of a Head Wall. I met with P.E Joe Hudak and Attorney Chris Farrell in response to the insurance carrier’s denial of coverage on the wall collapse. The denial is based on the improper construction of the wall as it relates to Pen Dot Standards. Please note the wall was constructed well over 15 plus years ago. The purpose of this initial meeting is to explore options. There is nothing further to report on the proposed Condo development on the former White Beauty Property. The township attorney has indicated that no plans have been submitted. The community will be notified if plans are submitted as TLCA has been identified as an interested party. The plan review process will be for the township Planning Commission to perform initial review and then the Zoning Hearing Board will address any variance requests. The identified reviews must occur prior to the supervisor’s review of the plans. The community will have the opportunity to state any concerns on the record. Docks may be available from Pocono Lakefront to help with our growing waiting list. I am waiting on a response from Aqua Water with respect to partnering in road paving.

Public Safety – No report

Tina Budd Chair of the Communication Committee will be making a recommendation to the Board to engage Niki Jones as TLCA Web Site provider. The current provider will no longer be able to service the account as of March. Tina reviewed a proposal from a second vendor and will discuss her recommendation. Niki Jones is the new vendor for the TLCA newspaper. The fees the community pays for the paper can be off-set by web advertising. I want to thank the Board of Directors, the volunteers and those golfers who supported this year’s tournament. The Vets for Vets Golf tournament raised approximately $15,000.00 this year. The funds will be distributing to Mercy Medical Angels and the Vets for Vets organization. The Vet organization will use the funds to support veterans and First Responders in Wayne Pike Counties.

Must take some of those compliments back – Cloud Crest is a mess. What is going on? Also, on Tanglwood Dr. at the barrier, it looks like the barrier has been moved.

There should be cones to signal one lane. Dangerous situation.

The Strategic Planning Committee approved by the Board held several meetings.

The focus of the committee involves the Golf Course, Lake Tanglwood, and the Condo Project as proposed by Pocono Lake Front. In addition, the committee has established focus groups for input on community activity. I have received responses from propane vendors that have been circulated via an email blast as follows.

P.E Joe Hudak reviewed the final phase of the inlet Stabilization Plan involving the ditch work on Indian Drive. Joe was very pleased with the work that was accomplished by our maintenance staff. We will be continuing with the ditch work in the Canoe Storage Racks. The work on the final phase of this program has resulted in a significant savings for the community.
