TLCA To Vote On Modification Of Restrictive Covenants The Board of Directors has recommended to the Community that the restrictive covenants be modified by making the covenants permanent. As currently written they expire on April 1, 2043, 75 years from April 1, 1968. At this time we are 24 years from the expiration of the restrictive covenants.

What are the restrictive covenants? You can think of the restrictive covenants as having the same relationship to the Community as the U.S. Constitution has to the federal government and the

country as a whole. Without the Constitution, there is no structure by which the country as a whole operates, no Congress, President or Supreme Court.

No ability to operate the country as a whole, impose taxes, create or enforce laws. Without the restrictive covenants, there is no Tanglwood Lakes Community, no Board of Directors, no ability to have assessments, no capability to maintain or operate the community and no ability to have or enforce rules and regulations.

We have some activities coming up over the next few months. Jerry O’Connor’s Vets for Vets Golf Tournament, on August 5, is a worthy cause and a great way to honor our Veterans. Thanks to Tina Budd, we are having a Community Picnic that also includes an opportunity to play a 9-hole game of golf. It is just $10.00 to picnic and if you want to golf there is an additional fee of $20.00. A great opportunity to have a fun day with your friends and neighbors. Gazebo Parties are a big part of summer fun here in TLCA. The last one will be on August 24 from 6 to 10 p.m. Come and enjoy the last few weeks of summer.

The Election for the Board of Directors is in October at the Membership Meeting. Therefore, on September 21, following the Board meeting, there will be a Meet the Candidates session. Come and listen to their outlook for TICA and get a chance to ask them questions.

Please follow the rules regarding the garbage and recycling area so that this area can be kept clean.

We need to enforce the rules in order to keep our cost down.

Finance 101 The Tanglwood Lakes Community has always had a sound financial structure because of the vision and forethought of our original trustees, the homeowners association, and the incorporation as TLCA, Inc. As a result, we have multiple layers of financial oversight. The Treasurer has charge of the funds of the Association. The Budget and Finance Committee is responsible for overseeing the preparation of the annual budget and reviewing expenditures during the year. The Community Manager manages spending for operations within the constraints of the budget. The Board of Directors approves the final budget and requires financial reporting at the each monthly board meeting. Finally, at years end all the financial accounts are audited by an external CPA firm.

Details of our financials are reported at the two general meetings each year.

There is generally some confusion when it comes to TLCA’s financial accounts, there are three primary accounts: Operating, Reserve, and New Capital.

The Operating Account funds all of our daily expenses. These include salaries, insurance, basic necessities (water, electricity, HVAC), legal, taxes, and all expenses related to the maintenance of grounds, facilities and equipment.

There are major expenses that occur other than annually. These are covered by the Reserve Account, used to replace existing assets such as vehicles, roads, and equipment. Recent examples of fund use include the new chalet, new pickup truck and plows, and the new Kubota backhoe. We have a software program that tracks our replacement needs over 30 years to allow us to plan for these expenditures. The program ascertains asset life and estimates future costs. As you know, we are in the process of repaving roads, and will replace the culvert on Tanglwood Road and continue to work to prevent and remove sediment build up in Lake Tanglwood. These projects and others planned for the next 5 years will require over $2,500,000! Both the Operating and Reserve Accounts are funded by member dues, fees, and other miscellaneous income.

The third account is New Capital. The Uniform Planned Community Act (Act 180) specifies that this account can only be used for new capital improvements or replacement of common elements. The renovation of the Beauty Salon at the beach is recent example of the use of this fund. This Account is funded from Capital Improvement Fees (assessed at the sale of homes and property).

Please remember to contact the Chalet should you be considering any work on your property to ascertain if a permit is required prior to starting any work. As a reminder, a property survey is required on a member’s property for structural improvements that increase the size of the footprint of the structure including additions, decks sheds, garages new driveways etc.

I have received inquiries from members requesting information on combining two adjacent properties. The Board of Directors adopted a policy on March 15, 2019 regarding lot combinations as follows: Lot combinations in the Tanglwood Lakes Community are permitted. The developed property to pay the full annual assessment for an improved property. The lot being combined to pay the full annual assessment for a buildable lot. An unbuildable lot [does not perk] to pay the full assessment for an unbuildable lot. The lot combinations in the past have resulted in a significant loss of revenue as there was no specific regulation and or established criteria.

In addition, the plans for the construction of the Fore Bay should be approved in late August. The construction will be at the Indian Drive Boat Storage Facility. The above two items are projects that follow a plan to address protecting this important water asset in the community. The Inlet Stabilization Plan on Indian Drive was the initial phase.

The Wallenpaupack Vets for Vets are seeking your support for their upcoming Golf Tournament. The funds from the event will go to support area veterans in Pike and Wayne Counties.

The Public Works Committee continues to discuss possible options regarding the Bathhouse on Lake Wallenpaupack.

There are two proposals under review; renovate and or replace this building. The funds for any work that will be considerer will come from the Capital Improvement Fee the community collects on the sale of a property.

TLCA To Vote On Modification Of Restrictive Covenants (Continued from Page 1) If the restrictive covenants are allowed to expire, all the assets and debts of the Community would devolve to the individual TLCA members as tenants in common. The Community owns the roads, the beach, the nature area, all the buildings, including the Chalet, Community Center and maintenance buildings among other things. These assets represent 10s of millions of dollars of value. Having 850 individual owners of these assets requiring unanimous consent to do anything, including the consent of those who are already delinquent on their assessments, would create chaos. The potential for the Community to find itself in that situation would undoubtedly have an adverse impact on property values of the Community.

This potential uncertainty could be reflected in title reports on property transfers once we get within 20 years of the covenants= expiration. It is to avoid this possibility that the Board has recommended making the restrictive covenants permanent. What that does is assure that the Community continues to operate in the future as it has in the past. That operation has made Tanglwood Lakes Community one of the premier communities in the area. The only modification needed in the restrictive covenants to make them permanent is to change the existing language which reads as follows: These restrictions shall run with the land and shall be in force and effect for a period of Seventy Five years from April 1, 1968.

The modification to that language that makes the covenants permanent is shown below: These restrictions shall run with the land and shall be in force and effect for a period of Seventy Five years from April 1, 1968 in perpetuity No other change to the covenants will be made. Under Pennsylvania law (Title 68 Section 5219), the covenants can only be modified by the affirmative vote of 67% of all members of TLCA entitled to vote. There are currently 850 billable properties entitled to vote. To meet the 67% threshold 570 of those properties must vote in favor of the amendment. We are requesting that all property owners in TLCA vote in favor of this amendment which does nothing more than assure that the community will remain able to govern itself as it does now for all time in the future..

Public Safety Notification We would like to welcome all new residents to Tanglwood Lakes Community Association. We hope all the residents have a safe and prosperous 2019 season. Public Safety is here to serve our residents and will be out enforcing the rules and regulations of the community.

Vehicle Identification- By now all property owners should have their 2019 vehicle stickers. All vehicles driving on TLCA roads must have the proper identification. Resident’s guests must have guest passes visible and in their vehicles. All boats, canoes, golf carts, LSV’s etc. must have proper identification. No one is permitted on TLCA roads and amenities without proper identification.

Citations will be written to all violators.

Permits- Any work on members property which requires a permit must go through the application process. The chalet has applications available to members for pick up. Fees may apply to some.

The permit fee must be paid in full and the application must be approved by the Code Enforcement Committee prior to the start of any work being done on a Members property. When approved the permit must be posted in a place where it can be visible from the road. If a contractor is working on a member’s property without a posted permit a citation will be issued to the homeowner.

Speeding- All vehicles driving on TLCA roads must follow the posted speed limit. Public Safety will be enforcing this aggressively. There will be no warnings given to violators. Members are responsible for their guest or contractors working for them. In posted safety zones fines will be doubled. Please be aware that there are no sidewalks in the community. Many residents and guest walk on TLCA roadways.

Unsightly properties- Please make sure that your property looks presentable. Drainage ditches and culverts must be clear of leaves and any other debris. Lawns must be properly maintained. Any member who received a warning last year will be issued a citation this year. Any member who received a citation last year the fine will double. Plastic trash bins and ones in disrepair must be removed immediately.

Safety will be doing a house to house inspection so now is the time to take corrective action and address any violations on one’s property. If you don’t have a copy of the TLCA Rules and Regulations copies are available at the chalet and on the TLCA website. Any questions on rule enforcement please contact the chalet.

Dumping- The fine for dumping is $500. There are no warnings. Do not drop bulk items off anywhere in the community. You must call the office and arrange a bulk pickup. Household garbage only can be placed in the compactor and only recycling items can be placed in the recycling bins.

These areas are under 24hour surveillance.

Cyber Security - Everyone is a Target Years ago, all you needed to know when you left the house was to close and lock the doors and windows, and for the most part, you felt safe. Today unscrupulous individuals or organizations can get to your valuables without ever entering your home, and in many cases – from half way around the world. Welcome to the new world!

Everyone today uses a computer in some way, from your cell phone, to your home computer or laptop. In addition, we use these devices in everything we do – from shopping for our food, to managing or finances, to keeping up with the grandkids activities via social media. Email has become a way of life for many of us, and we get too much of it – some we want and some we do not.

There are three main areas we can protect ourselves as we travel down this cyber highway. I will touch on a few of them. First – you would not leave the keys to your house in the lock, or the keys to the car on the hood of your car – so why do we do that with passwords? What I am referring to is the way we sometimes use very simple phrases or names as our logins to many of our key accounts, and in many cases, we use the same one for everything! Not a good idea as attackers can get your email from many locations on the web, and then through Phishing (which I will cover later) start to guess passwords. They do not have to be right for everyone, but you do not want to be the one they do guess correctly. Don’t tape your password on your computer either.

Second one is email – be wary of any email that asks you to verify your identity or tells you your “account is suspended!” Instead of clicking the link or entering the data – call the company to verify. Any reputable bank or store will never ask you to provide that data via an email ask. You can also validate or review based on the way on the spelling of your name, the use of grammar, and the focus on immediate response – all giveaways that this is a “Phishing” attack. Today, these criminals can “spoof” and email address to make it seem like a friend or legitimate company – if in doubt – DO NOT open the attachments – that is where they plant the virus and now you become an unwilling participant, using your system as a means of spreading the virus through your email address list. If you think it could be cute picture – call the person to make sure they sent it, if you were not expecting it.

Third one is once a virus is on your system, they can track key strokes and where you go- and in that way get access to your accounts. To help avoid this, do a few things. Make sure your virus software is up to date. There are a few free ones out there like Microsoft Defender, which comes with a new windows computer. Make sure that you change your passwords frequently for your accounts, and try to avoid using the same one for everything. If you frequently use your phone or laptop at a public location to do your email or shop, make sure you realize that when you use that free Wi-Fi, you are on an open network, and that anyone with the technology in that coffee shop can see what you are sending. If shopping – verify that you landed on the correct site. Some emails sent telling you that Macy’s is having a big sale may in fact be fake – and the email address is off a bit www.macies.com.

To summarize: • Be wary of unsolicited attachments, even from people you

know – just because an email attachment looks like it came from your mom, grandma, or friend doesn’t mean it did.

• Keep software up to date – install software patches and virus updates. If your operating system offers automatic updates – turn it on.

• Trust your instincts – if an email attachment seems suspicious don’t open it.

• Save and scan attachments before opening them – save the attachment and use your updated virus software to scan it before opening it.

• Turn off the option to automatically download attachments – you decide

• Consider separate accounts on your computer – Most

operating systems give you the option to have multiple accounts – Thieves usually need “administrator rights” to do their damage. Use the one with lower privileges to open emails • Do business with reputable vendors – don’t provide financial data before you can verify • Make sure your data is being encrypted. – on the Address it will usually start with HTTPS – that’s what to look for as an added security feature.

THOSE WE HAVE LOST Richard William Glazier Richard W. Glazier, 87, passed away Sunday, June 16, 2019 at the Eckstein Center/Hospice of the Valley in Scottsdale, Arizona. He was surrounded by his wife Anna Glazier and stepchildren Cheryl and Louis Maro. Richard is the son of Willard Hamilton Glazier and Nancy Jean Mercaldo and was born on October 25, 1931 in Philadelphia, PA. He attended Pennsylvania public schools and graduated from Drexel University in 1955 with a BS in Mechanical Engineering followed by an MBA. He worked for Ingersoll Rand his entire career and lived abroad in England from 1972-1975, the Netherlands from 1986-1990 and Germany from 1990-1995.

Richard served in the Army and was honorably discharged. He was regarded as a fabulous Father, Mentor, Grandfather and Confident.

Richard retired to Tanglwood Lakes Community in Greentown, PA where he served as President of the Board for several terms. In 2015 he moved to Naples Lake Country Club in Florida where he continued to enjoy his life and social activities such as playing bridge, golf and billiards with friends. He also loved traveling and having morning coffee with his paper on the lanai.

Richard is survived by his wife of eight years, Anna, his son Daniel Glazier/Carolyn Smith, Grandson Austin Glazier and Stepchildren Cheryl/Louis Maro, Albert/Luz Savarese, his Sister-in-law Leigh Glazier, Nephews Mark/Maria, David/Christine Glazier and Niece Stacie Glazier. He was predeceased by his first wife Joan E. Haly Glazier, brother Robert L. Glazier, daughter in law Sandra Miller Glazier.

MEET YOUR NEIGHBORS: Ed Schofield & Al Siebold

By Kathy Jerge Having met years ago at a Christmas party Ed and Al became fast friends when they learned both have a passion for everything related to railroads.

With a paper route at age 12 and a father who told Ed he could spend his earnings however he liked, he saved his money and bought his first locomotive a Lionel F3 Santa Fe warbonnet diesel. He then went about buying lumber, sawhorses, track, switches and other materials and put up a layout. When Al was just 3 years old, his dad bought him an American Flyer train set which led to similar results.

Both men were raised close to a railroad line and so it was natural for them to gravitate to the rails.

Ed affectionately refers to Al as the “TRAIN DOCTOR” since Al carries his MD bag loaded with meters, parts, tools and paraphernalia to fix model trains, tracks and any electrical problems when he visits. Al even takes his bag with him while vacationing in case he finds a kit to build or tinker with. Both men own over 30 locomotives in HO scale. They subscribe to two magazines for Model RR enthusiasts, Model Railroader and Model Railroad News. The “bible” for model train buffs is the Walther catalogue where you can find everything you might need to build your freight cars, stations, towns and landscape. The two layouts are a mix of art and technology. “Creating these miniature worlds is like painting a landscape in 3-D”. Both men control their trains with wireless, hand-held controllers which resemble TV remotes.

The locomotives are equipped with digital sound and lighting which they control as they walk along with the train. There are many scales of trains today, O scale which is geared towards animation and operations, HO which is ½ the size of O and geared toward detail, N scale which is even smaller when space is a problem and G for ‘garden’ models built for use outdoors; I viewed a video with three adults actually sitting on their model train.

In the 20 years living here in Tanglwood, Ed has had 3 different train layouts. In a tribute to his dad who loved fishing, his current town has a river with fishermen. On the other hand, Al has been here for 15 years and models an actual PAGE 10

railroad that once existed in upstate NY including the town of Margaretville. Over 80 years ago, NY City needed a reservoir to supply water to the residents of the city. Houses, farms and businesses in the Delaware Valley were razed and a reservoir was built, forever submerging the tracks of the Delaware Northern RR beneath its waters.

Al has recreated this railroad as it was in the 1940’s in his train room! He originally built the layout while living in NJ. He disassembled it in NJ and reassembled it here in PA. Al is constantly working on his setup.

Al uses tree bark, plants and rocks from his property to create scenery, including taking a shale rock from his property, carving out a hole to create a tunnel the trains must pass through.

While Ed’s setup is more modest, (Al’s is 40’ x 14’) Ed’s layout is closer to completion. Both men agree that when life is troubling, they retreat to their respective basement empires to unwind.

He spent his years after college in finance originally as an underwriter for a major insurance company. He then went on to work in academia for colleges, first for the University of Arts in Philadelphia, then the University of PA and finally at the Lutheran Seminary in Philadelphia where he spent 20 years.

Al retired as a Lieutenant from the City of Englewood Fire Dept., he still volunteers for our Tafton Fire Company and serves on the TLCA Safety Committee.

He also has a background working for the railroads. He was hired by the Morristown & Erie RR as a hazardous material consultant and went on to be a Trainmaster and Managing Director of the line. He was sent to Maine to develop a 60 mile train route from Rockland to Brunswick to connect with AMTRAK and also managed The Stourbridge Line RR in Honesdale before retiring.

Both Ed and Al encourage families to visit model railroad layouts and train shows that are open to the public and advocate younger generations to get involved in the hobby. They say it is truly a wonderfully engaging lifelong endeavor.

Both agree “Creating a complete, working model train layout is an art form”.

Pike County Office of Emergency Management In addition to the obvious natural beauty of the Tanglwood Lakes area in Northeast Pennsylvania, we are quite rich in other resources.

Pike County has a very highly developed system in place for responding to emergencies, disasters, or safety concerns.

The Pike County Department of Public Safety, the Office of Emergency Management, and the Pike County Training Center are teamed together to lead and coordinate various agencies and departments in the county ensuring that the most appropriate resources are dispatched to the impacted areas. They work with local governments, fire departments, EMS groups, law enforcement, volunteer organizations and the private sector across Pike County to develop disaster preparedness plans and to assist with providing training and exercise activities.

One of their popular services is the CODE RED notification enrollment which they highly recommend to all residents.

With this enrollment you will be notified by automatic alerts from the County Emergency Management Agency when there is a road closing, major storm, or other incident that could affect the public at large.

The CODE RED Weather warning operates through text messages, phone, social media, or email to those who have registered. If a situation only involves a certain area the alert is modified. The notification has also helped to locate missing children, aiding in apprehending fugitives, and sending evacuation notices.

An especially valuable facility is The Pike County Training Center. Their mission is to provide the support and training necessary to the Pike County Fire Service and all Emergency Responders so that they may provide citizens with the finest available emergency services. The Training Center offers a variety of high quality, hands on, realistic and safe, classes and programs. A recent endeavor is a program to encourage volunteerism. In Pike County the fire departments are staffed with 100% volunteers.

Since 1976 the number of

emergency service calls in Pennsylvania has increased by 400%, while volunteer ranks have decreased by 75%. The “Were the Ones” program creates public awareness of the value of our volunteers “who show up in the middle of the night, who train constantly to save lives and property, who run into a burning building when other are running out, who risk their lives to save your business, who show up to highway accidents, who hunt for missing children, and who ensure dangerous chemicals spills don’t contaminate your neighborhood.” The Tanglwood Lakes Community residents whether fulltime or weekend rely on these first responders who are committed and well-trained protecting us round the clock. The program stresses the satisfaction and sense of fulfillment that comes from doing an important job well while helping those in the community.

A recent Bus emergency drill was coordinated through the Office of Emergency Management that included the Tafton Fire Company, Pike EMA, and several students from Wallenpaupack High School. The drill was a mass casualty training incident involving an overturned school bus, 16 student victims on board and approximately 100 area firefighters and medical personnel.

The fairgrounds open at 9am; the midway and rides are open from noon to 11pm, and all exhibit buildings are open from 10am to 10 pm. There will be baking contests, tractor pulls, woodsmen’s competitions, a demolition derby, harness racing, live music, and 4H competitions.

There will be shuttle buses to take you from one end of town to the other. Wally Lake Fest is a free event, but some activities do require a fee. Milford’s Readers and Writers Festival will take place on September 20th to September 22nd throughout the town. Community Managers Report April 6, 2019 The community support for the Schantz family has been wonderful. The members donated approximately $7,500.00 in checks and cash. We sold approximately $1,600.00 in advance ticket sales. The fundraiser for the family will be tomorrow at the golf course clubhouse from 1pm to 5pm. The owner of the facility is providing the venue and food for the event.

The bids for the renovations to the Beauty Salon were reviewed by the Public Works Committee. A total of five bids were received from area contractors. The Public Works Committee formed a Sub- Committee to review the bids and make a recommendation to select a contractor to the Community Manager. One bid was incomplete, and one bid was three days late. The committee voted not to accept the late bid. The low bidder is Spring Valley Builders of Greentown PA. The deed to the Condo George property has finally been recorded at the courthouse. First Impression Landscaping is the new owner of the property.

The demo of the existing home will be addressed.

The bids for the replacement of the Tanglwood Culvert Pipe were evaluated by the engineer for the community. A recommendation has been made for the Board consideration. Once the construction begins, we can draw down on the $75,000 LSA Grant. The funds can only be used for the actual construction. Mark Soden Construction was the low bidder on the project at $239,000.00 for actual construction. The $75,000 funds from the LSA Grant will be deducted from the above bid. The construction costs for permitting, design and supervision from Kiley Associates is $19,700.00. There is a significant savings of approximately $151,000.00 from the initial cost estimate.

I will be working with Curtis Tran the Project Manager for Aqua regarding the road paving that was completed this past year. I met will the Public Works Committee and the members have provided a list of areas that need attention that were addressed in the paving. We will be discussing partnering with Aqua to address the remaining paving. The maintenance staff completed the renovations to the Community Center. As part of the improvements the inside of the facility has been painted and the men’s room renovated. There is a new refrigerator and a new stove that is now in place. The staff will be placing new bumper on all TLCA Docks. We will additionally be installing new Pen Dot approved Speed Limit Signs in the community. The Maintenance Supervisor and Public Safety Coordinator have been provided with an amenity check list that they will be addressing within the next several weeks. As the winter season comes to an end the Maintenance Staff has scheduled work cleaning out ditches,’ TLCA Consolidated Rules in Section 202 Roadside Culverts states the following[ Members shall keep the drainage swales that border their property[both flat and recessed] including culvert pipes under driveways, where applicable, free from leaves, brush, twigs and branches at all times to insure free flow of roadside drainage. Members not in residence shall make arrangements to maintain the culverts during their absence]. It is important for proper maintenance of culverts as it assists in prolonging the life of the road surface.

SAFETY ON PATROL Public Safety is an important asset in our community.

They patrol the area, enforce the Rules and Regulations and help residents when needed. They are not the “bad guys”. They work to make us all safe and responsible.

Tanglwood’s Rules & Regs are in place for a reason.

Driving regulations are the same in Tanglwood as they are on county & state roads. Driving citations account for the large majority of citations issued.

Other violations include unsightly property, illegal dumping, unregistered rentals and verbal abuse towards an employee. The lower gear box of the community’s outboard motor had to be repaired. The estimate was $600.00. The work was authorized by the Community Manager. The POA President and Treasurer were notified as to the action taken. The Environmental Committee reviewed proposals from Princeton Hydro regarding Lake Tanglwood. The proposal included water sampling, permits and chemical applications in treating the lake. The staff, full and part time attended a recertification Community First Aid, CPR and AED Training. All personnel were recertified, except for one Public Safety Officer who was unable to make the training. I will reschedule individual training for the officer. Looking forward to the warmer weather.

Board of Director’s Meeting Minutes Saturday May 18, 2019 Approved Call to order: Jim Clark, President, called the meeting to order at 9:00am. All stand for the pledge of allegiance. Roll call was taken, and board members present are Ron Triani, Elmer Hertz, Rose Kucharski, Roger Cote, Mark Ossont, Bob Russo and Grace Zoccali and Bob Stoveken. Ralph Graf, Community Manager and Kathy Bloodworth, Office Staff, are also present.

I spoke with counsel for Tanglwood North regarding beach fees. He wants to set up a meeting with the President of the community to discuss fees moving forward.

Spending for Operations in April was $57,529, below the average budgeted monthly spending of $78,500. Large expenditures included: $1,800 legal fees;$1,014 plow edges; $3,727 dock/float permit fees; $1,709 Kiley Eng. Drainage fees; $3,007 Workers Comp.

Insurance.

Reserve fund: Tanglwood Road Culvert $1,092 & Loan payments $3,535 (Chalet, Kubota, Security Car) New Capital fund: Beauty Salon Renovation $16,882

The docks have been installed on Lake Wallenpaupack. The Maintenance Staff did a nice job installing the docks early on Thursday May 9, 2019. The lifeguards from last year will be returning and we are ready for the season. This season we will have video equipment in place for member safety and for the protection of the community docks. The renovations of the Beauty Salon are now completed within the Budget. The work included new siding, a new roof and the reinforcement of the decking. In addition, the foundation, decks and steps were painted. The funds for this project came from the CIF fees.

I met with Kip Odell, the Road Manager from Leeward Construction, regarding the paving of roads in the community related to the water main replacements. Kip has sent a proposal to the Project Manager for Aqua for review. I will be meeting with the Project Manager to discuss the new cost-sharing paving agreement.

Attorney Farrell is reviewing the recent Supreme Court decision as it relates to short term rental properties in a Residential Zone. The Superior Court reversed the lower court decision that could have an impact on the community with respect to land use in residential zoned communities.

The Community Center has issues regarding water flow that has impacted the front portion of the building. The engineers shot grades and are working on a plan for corrective action. I want to acknowledge the efforts of Greg and Gene Gretz from First Impressions Landscaping for the design on Yacht Club Drive. The time and material were all donated at a saving of approximately $8,000 for the community. The members at prior meetings had requested signage at the Yacht Club Drive access, something that had been lacking.

The Counsel for Tanglwood is reviewing the contract for the replacement of the Tanglwood Culvert Pipe. Once the review is completed the work will be scheduled. It is anticipated that the work will begin in late summer. The road is expected to remain open to one lane of traffic until the job is completed. We will start drawing down on the $75,000 grant once the actual constructing starts. I have secured a price from Heller Propane. The amenity price is $1.29, and the member price is $1.49. For the members to benefit from the price the community must approve the amenity pricing. The new Penn Dot Speed Limit Signs are now in place throughout the community. I thank John and David for working on this project. The new web site is coming online. There are members that have been unable to sign on and have requested assistance. I contacted the provider and a representative will be working with the membership to assist in the logging in. I am investigating the possibility of outsourcing the installation and removal of our docks. The inhouse cost for labor and equipment is approximately $5,800.00. I have a vendor who is interested in offering this service for $4,000.00 for installation and removal.

I have an assessment of the Bathhouse from the community’s engineers. The necessary repairs including replacing 15 piers, siding the building and the renovations made by Public Works, will cost approximately $36,000. A new building replaced in kind would cost about $80,000 to $90,000 and would require approval from Labor and Industry. The B/F Committee and the board will be reviewing the options. The repairs and or replacement can be scheduled following the season. The funds can be taken from the CIF Fees the community collects on the resale of a home.

The external audit of the financial Statements of TLCA for the year ended in December 31, 2018 has been completed. We have received a clean opinion. All significant transactions have been recognized in the proper period. No significant difficulties in dealing with management were encountered in performing or completing the audit. None of the misstatements detected as a result of audit procedures and corrected by management were material, either individually or in the aggregate, to the financial statements as a whole.

The auditors did not detect any deficiencies in internal control that they considered to be material weaknesses. A motion to accept the 2018 external audit of the financial statements is requested. The Power Edge Tower Computer utilized by the Association is over 10 years old and is subject to failure. Microsoft no longer supports the software in use, and data safety is no longer assured.

B&F Committee recommends replacement. Converting to Microsoft Cloud is not recommended due to high data transmission costs. After reviewing several suppliers, the Community Manager has recommended purchase and installation by our existing Marshall Consulting, Inc. A motion for a variance of $3844 is requested to purchase and install a new computer to replace the existing computer as soon as possible.

The last payment ($3,575) to Niki Jones for the development and installation (total planned cost of $11,250) is being withheld until we are satisfied with the product.

To date, not all members have been able to log on to the member section of the website, nor is the perceived quality of the website up to our expectations. We also encountered a lengthy period where we could not send E-mail blasts to association members. Finally we have requested that the number of printed papers be reduced. We have also expressed our expectation that

the website advertisement revenue will be shared with the community.

The B&F committee has approved the attached 2020 Budget Process Development Schedule as attached.
