With Independence Day falling on a Wednesday this year Tanglwood residents found plenty of days to celebrate throughout the week. In typical summer weather we had blazing sun, brilliant blue skies, threat of thunderstorms, along with the starlit evenings echoing with amateur fireworks. Area fireworks displays included Wallenpaupack High School on July 7 and Skytop Resort on July 3.

Our Beach area was well utilized throughout the week and many groups met up at the Gazebo for fun, food, and beverage. The boaters were out in full force enjoying the day and sporting their nautical skills. The Gazebo’s large grill area hosted many grill masters preparing various delights for their guests.

Summer has finally arrived, snowflakes are not to be seen. Our docks are in, the beach has been primed and ready. The beach Bathroom has been spruced up. We are ready for a great summer.

We are in the planning stage of several other community events. More to come! Summer is a busy time for all of us, take the time to enjoy it.

The summer season in Tanglwood Lakes is in full swing. The weather has cooperated, and the beach and gazebo have been getting a good deal of attention from our members. The bathhouse has been renovated and repainted.

The Beauty Salon on the beach property has also been dressed up, painted and new stairs installed. This year we were able to order less sand due to the installation of the beach containment barrier. The Volley Ball Court has been redressed and is being enjoyed by our members.

I want to thank the staff for all the work that they did in prepping for the summer season.

Aqua Water is continuing with their water main replacements in the community. The project will continue throughout the summer season. I am working with Aqua on a road paving cost sharing agreement.

The final phase of the Inlet Stabilization Plan will be addressed during the summer, at a significant saving for the community. This phase involves ditch work on Indian Drive in the area where the Catch Basin was installed. The Catch Basin, according to the engineer is performing well in capturing the sediment that would normally have been deposited in Lake Tanglwood. The reason for the cost saving on the final phase is that the maintenance staff will be performing the required work. The new backhoe that was recently purchased has the capability of accomplishing the work required.

I have arranged for a meeting with the Lake Manager, Environmental Committee and the Board of Directors.

The purpose of the meeting is to discuss the health of Lake Tanglwood and address the possibility of sediment removal as part of our lake maintenance program. The meeting will provide various options related to chemical treatment and preserving this valuable amenity. The golf course uses the lake water for irrigation. We naturally must be sensitive as to the chemical application so that the greens are preserved. The timing of any application is important as once the chemicals are applied

it is recommended the course not use the lake water for three to five days. The monitoring of the weather is important for chemical treatment.

I have been working with Tina Budd, Communications Chair regarding a new vendor for the Tanglwood Newspaper. We have the opportunity to update and improve the Tanglwood Web Site as part of an agreement with the newspaper vendor.

First Impression Construction has agreed to provide the community with landscaping at our Yacht Club Drive Entrance.

The landscaping will incorporate the current sign that is in place. First Impressions will be adding stone and plantings. A plaque will be in place to note that the landscaping was donated by First Impressions. I thank them for offering to enhance our entrance.

I sent out requests for quotes on propane pricing to a variety of area vendors. I should have this coming years pricing at the end of July. Once the quotes are in we will send out an email blast.

The design plans for the large culvert pipe on Tanglwood Drive are being finalized.

I will communicate a start date once the review process is completed. The concern is not starting construction during the winter.

The Board of Directors approved a Strategic Planning Committee. The committee reviewed a report dated November 16, 2006 from the prior Strategic Planning Committee. The newly formed committee will be monitoring activities outside the community that would have a possible impact on the quality of life in the community.

The committee will have focus groups from the standing committees and the findings and

recommendations will be passed on to the Board of Directors for review and discussion.

The staff and Budget and Finance Committee will be reviewing recommendations for the 2019 budget. Once the committee review is complete a recommendation will be forwarded to the Board of Directors.

There is nothing further to report regarding the Pocono Lake Front Project. The plans have not been submitted to the township as of this date. The Tanglwood Lakes Community has been identified as an interested party which will provide us the opportunity to be involved in the plan review process. I will keep the membership informed as to any developments as it relates to this project.

In the newly approved Consolidated Rules for the community, members should be aware of item [421] Property Survey. The regulations states the following. [A survey is required on a member’s property for structural improvements that increase the size of the foot print of the structure, including additions, decks, sheds, garages, new driveways etc. The survey will ensure the new construction conforms to setbacks and is not encroaching on a neighboring property. It is recommended that you contact the Chalet prior to starting any construction to avoid the possibility of being in violation of the community Rules and Regulations.

Failure to secure a survey will result in a fine in the amount of $750.00. Please feel free to contact the Chalet should you have any questions regarding the required survey.

First Gazebo Party Despite an uncooperative Mother Nature, Tanglwood’s kick off the summer gazebo party was a success. There was a coinciding graduation celebration for Tanglwood resident Jackson Bjorkman. Since many of the attendees were Tanglwood residents the combined affair provided a lively mix of young and old. Great music was provided by Mitch Grieg, who is also a member of our Tanglwood family.

Our next gazebo party will be on July 28, same DJ, same great time. So plan to pack up the kids, grandma, neighbors and friends, put on your dancing shoes and join us at the beach. Bring your drinks and a dish to share, the barbeque pit is available. You will meet old friends and make new ones.

CARS & COFFEE On a Saturday in late June, a group of car buffs met at Buddy’s BBQ for the first “Cars & Coffee” of the summer season.

Attendance was low but those that did attend showed off their “Wheels” and spoke to other car owners. There is another show scheduled in July at the Tanglwood Beach area and hopefully there will be one in the early fall too. So, if you have a classic sitting in your garage, dust it off & come down to Cars & Coffee.

By Kathy Jerge Congratulations to Breann Roughsedge a graduate of Wallenpaupack High School who will be attending Lackawanna Lake Region Center in Hawley, PA where classes begin on August 27th.

She will miss some of her great teachers from Wallenpaupack, especially Miss Peet, her art teacher, who recently delivered a son and allowed Breann and some friends to hold the baby. Initially, Breann thought she would be attending East Stroudsburg University, but after spending time with her grad project teacher Mrs. Gilson and others, she made the decision to stay in Hawley for the first couple of years of general studies. Two of her closest friends will also be attending Lackawanna Lake Region. She will then make the choice to transfer to another school to study her major, which she thinks will be art or psychology. We wish her all the best in her endeavors.

Congratulations to Jackson Bjorkman who graduated Wallenpaupack H.S. and is headed to Bloomsburg University here in PA. Quite a few former classmates will also be attending Bloomsburg.

He had considered Ball State University in Indiana where his brother went, but in these economic times it made sense to attend an in-state school.

He really loved the orientation at Bloomsburg and was quite impressed and excited about the recreation center, which

Many of our graduates were too busy to fit in an interview so we allowed parents and grandparents “bragging rights” ; they have good reason to be very proud of the students and their accomplishments.

Peer and Florence Alexieff are the proud parents of Cory who marked the completion of his second year in medical school at a “White Coat Ceremony” at Lincoln Memorial University in Tennessee.

Mary Kay Logan’s granddaughter, Courtney Mooney, graduated from Wallenpaupack H. S. with National Honors Society and soccer player awards.

She received an academic scholarship to Western

Colorado State University and will continue to play soccer while studying biology in a Physician Assistant Program.

Courtney lives in South Sterling with her mom Bridget and step father Mike Weber.

Jeremy & Sarah McIntyre are very proud of their daughter Hanna, who just graduated high school via a Home School Program. Hanna is currently on a two week Mission trip to Panama. She is looking forward to attending Boyze College in Louisville, Kentucky.

Kathy & Scott Morgan’s son Chris graduated from the University of Virginia in May with a Bachelor of Science in Commerce. They are very proud of Chris’s accomplishments.

Pat Orr’s granddaughter, Kathy Susan of Maple Glen, PA graduated from Bloomsburg University in May with a Bachelor of Arts degree. All in the family are very proud of her.

Jamie & Christopher Priester are very proud parents of two graduates this year: Zach from Pennridge High School & Sydney from East Stroudsburg University.

Richard & Ann Marie Reap are proud grandparents of two graduates Sean and Erin Berube. Sean graduated Magna Cum Laude from UMass Lowell. His honors project is his first novel, first draft to be ready this summer. Sean won his school’s “Difference Maker Entrepreneurship Competition”. Erin graduated from RPI with a degree in Bio Medical Engineering with a minor in Psychology. She was also inducted into the Alpha Epsilon Delta pre-med Honor Society. Erin will spend the fall season as varsity player on the ladies soccer team. She plans to continue at RPI to get her Masters Degree in Biology and then on to medical school.

Antonio & Maria Torres are very proud of their daughter Gabrielle who graduated with high honors from Wallenpaupack H. S. Gabrielle has been an honor student for four years and will be attending Penn State in Scranton with an as yet undecided major.

It is summertime. We just came off a holiday week with many residents here in the community. But that is no excuse for the mess left at the maintenance and recycling area. There was garbage in the recycle containers. There were all kinds of items dumped by the compactor – tv’s, furniture and garbage all over. The animals probably had a field day.

We can not dispose of electronics and yet there were stereos, tv’s, computer monitors, etc. dumped there.

It is clearly stated in the Rules and Regulations what the guidelines are for trash pick-up and the discarding of household items.

123 Dumping - The discarding or accumulation of trash, debris, waste, construction materials, abandoned appliances, furniture or vehicles on member property or anywhere on TLCA property is prohibited. Fine $ 100.00.

124 Trash Collection - Household trash shall only be collected from within trash cans with secured lids which are placed at the roadside. Trash within the can shall be bundled in closed, secured bags. Loose trash in the can or trash left at roadside in bags, boxes or other receptacles shall not be collected.

Trash shall only be placed at roadside the morning of trash collection day. Residents shall remove free standing trash cans from the roadside within 24 hours of trash collection.

Household trash collection is limited to three 33 gallon trash cans per developed lot. Household trash is also limited to non-recyclable refuse generated as a result of typical household activities. Refuse other than nonrecyclable household trash shall not be collected as part of the trash collection service.

Placement of household trash in trash receptacles at TLCA amenities is prohibited.

Members shall make an appointment for bulk pick up to discard non-household trash. Bulk pick up is available to all members for a nominal fee. Arrangements shall be made for bulk pick up through the TLCA office.

There is no trash pick-up of natural materials such as leaves, branches, twigs and garden material. Leaves shall be discarded at the leaf drop area on Ruffed Grouse Road.

Branches, twigs and garden material shall be discarded outside of TLCA property at member’s expense.

The maintenance and recycling area is under video surveillance. The tapes are reviewed and citations are given. Please do you part and abide by the rules.

Summer Fun in Tanglwood The Summer Season is in full swing in the Community and there is plenty of time to take advantage of the wonderful amenities that we have to share.

Recently a group of residents have been spotted at the Tennis Courts several times playing Pickleball. A fun and fast game, our courts were intentionally lined to accommodate this sport, which is growing in popularity.

Our courts have been professionally power washed this year and are in great shape for pickleball and tennis.

The courts are located on the Paupack Hills Golf Club property and pickleball equipment is available for TLCA resident use at the golf club pro shop at no cost.

WALLENPAUPACK VETS FOR VETS

Basketball anyone? The basketball court, located near our playground has been completely refurbished and new backboards and rims and protective covering for the poles have been installed. With the addition of the new lighting, the courts can be used day or night for fun and competition. At the same location, the walking /running track has been groomed for those who want a safe place to get your cardio exercise and stay in shape!

The following year the committee, again endorsed by the sponsorship of our Board of Directors, planned the 2nd annual event this time benefitting The Fisher House Project. An important requirement that the golf committee sought was that the organization have a high rating from Charity Navigator.

Across the street the Briarwood hiking trail is being maintained and our friendly beavers have allowed this one mile beautiful nature walk to be fully reopened.

Take your kids or grandkids for a hike and see how much wildlife they can identify during the trip.

Of course, the beach, our most popular amenity, has been enjoyed since it opened in May. The bathhouse interior and restrooms were renovated this spring and the beach is groomed on a daily basis by our lifeguard staff. When you need a break from the water, the volleyball courts and horseshoe pits are available for different styles of recreation.

In 2015 a group of Tanglwood residents formed a committee to put together a golf tournament that would benefit veterans and military families. They received the endorsement of our Board of Directors and planned an outing at Paupack Hills Golf Course. The Tanglwood Lakes Community Association and Paupack Hills management were co-sponsors of the event. The Committee selected The Wounded Warrior Project as the recipient of this initial golf outing. Many generous donations were received from area merchants as tee sponsors and gifts for the raffle table.

Golfers from the community and area locations were eager to participate in support of the various needs of our military veterans and their families.

The tournament was very successful with an increase of sponsors and golfers. By the 2017 event the committee had raised over $32,000. That year the recipients were Mercy Medical Angels and Soldiers Angels, in addition to Fisher House.

The day started with a flag ceremony honor guard and the singing of the National Anthem. Each year the tournament was held at Paupack Hills who supplied a breakfast sandwich, beverages on the course, and an awards dinner after the event. All golfers received an appreciation gift upon registration.

In evaluating the tournament’s success and going forward, the feeling of the committee was that they wanted to focus their efforts on supporting the needs of our local veterans in Pike and Wayne County. To do this they decided to apply for a non-profit status from the government.

After much research and advisement of our counsel the paperwork was started.

The Board of Directors was in favor of this pursuit as it would clarify various accounting requirements. The committee met during the Fall of 2017 to come up with a name, a logo, and a focus. Now in 2018 the 4th annual event has the newly formed WALLENPAUPACK VETS FOR VETS as administrator of the tournament.

July update The Committee has begun meeting and has determined that our objective will be to update the 2006 report. This update will include identification of recommendations that were implemented since the original report. We will also make observations on the present state of our Community and provide recommendations on how we might further improve our compliance with our Mission. The TLCA Mission is “to maintain and improve the quality of life in Tanglwood Lakes and to protect and enhance property values by the most efficient use of all resources.”

Summer is in full swing and so are the TLCA Ladies and Men’s weekly golf outings.

Every Monday, the TLCA Ladies get together to play 9-holes and enjoy the great outdoors and each other’s company.

Ladies of various abilities are welcomed to come out and meet your neighbors.

One interesting observation, based on an analysis of data from the 4 surveys previously performed at TLCA (2006, 10,13&17), is that there is a trend towards an increase in full time residents and an indication we are getting younger, based on survey respondents.

The “Observation and Recommendations” section will include the following areas:

On Wednesday afternoons at 3 pm a group of TLCA men tee it up for a fun afternoon. The format is a 9-hole scramble so similarly golfers of varying experiences can participate. It’s a great opportunity and all are welcome any time. There is no requirement to play every week. Just play whenever you’re available.

Starting at 3 pm allows the group to finish up around 5 pm and continue their comradery and bragging rights at the Paupack Hills Sand Wedge Bar & Grill in time for Burger Night.

There are sign-up sheets for both the Ladies and Men’s outings outside the Pro-Shop or you can call the shop to let them know you’d like to play.

The discounted TLCA special rate for 9-holes ($20) applies. You are asked to arrive 30 minutes before the scheduled tee-off time to allow for teams to be arranged. Family and friends are also welcome.

This group will consist of property owners who are representative of all aspects of our Community. This will include a variety of age groups, and home usage including weekenders, snow- birds and full time residents. Their task will be to provide the Committee with a full spectrum of perspectives on the state of the Community and provide input how we might make further improvements going forward.

We will continue to provide updates as we move forward on this important task.

The Tanglwood Bookees Best-sellers, biographies, historical fiction, action and adventure, and satire are among the many types of books that the Tanglwood Bookees have on their list. This group has been around for many years with the sole purpose of talking about books. The Bookees gather monthly at a local restaurant for lunch or dinner or in the summer at our Gazebo for an enjoyable time to review and discuss a particular title, as well as catch up with each other over a good meal. Depending on the time of the year and various personal schedules the group can fluctuate from as little as 5 or 6 to 20 or 25. All that is needed to join in is an interest in reading and having a great discussion.

Some of the recent titles include: Before We Were Yours, Hillbilly Elegy, A Gentleman in Moscow, The Other Einstein, America’s First Daughter, and All the Light We Cannot See. The eager readers are always ready to share opinions, explore other works by a particular author and make suggestions for the coming month’s selections. Some borrow books from the local library, some order hard copies, some download to a Kindle-type device and others get in their daily exercise while listening to the audible version. That is truly what makes a devoted book lover.

Our Environment Do you know what this is?

What looks like some type of seed pod or a small potato with a very thin skin it is neither seed, nor fruit. With the abundance of oak trees in Tanglwood it is not surprising that this apple oak gall is actually the nursery of an oak gall wasp, probably Amphibolips quercusinanis. Worldwide, there are thousands of species of wasps, and other insects and organisms that create abnormal growths called “galls.”

The female oak gall wasp lays a tiny egg inside the central vein of a newly forming oak leaf. Like a biochemical saboteur, the egg commandeers the leaf’s normal development and causes it to form into the round gall shape, with the developing egg protected in the center. As the wasp larva grows over the summer, it feeds on the nutrients the leaf supplies, until it chews it way out and flies away as an adult wasp.

You will often see oak galls dried and brown in fall, each with a tiny hole where the adult wasp has exited.

This all sounds like a good deal for the wasps. They lay eggs and the trees protect and nourish them. But if you look at the second picture Michael supplied, you’ll see that this green, early spring gall also has a hole, and because it’s too early in the season for an adult wasp to have emerged, this hole is likely to have been made by one of the many other insects that chew their way inside oak galls and parasitize the gall wasp larvae. The gall wasp larvae parasitizes the tree, and other insects parasitize the wasp larvae. Most sources say the galls don’t hurt trees. Usually, a tree has a handful of apple oak galls, and the loss of a few leaves to the wasps probably doesn’t harm the tree much.

More Information: Sex determination in wasps varies quite a bit, and wasps in the Amphibolips genus have evolved an interesting reproductive scheme. After developing all summer inside galls, the adult wasps, both males and females, emerge in the fall and then mate. Each fertilized female then burrows underground and lays her eggs in roots of trees. In the spring, the eggs hatch underground and feed on the tree roots. What’s odd is that all those larvae are female. When they finish their development, these females come out of the ground, climb up oak trees and lay eggs on the leaves. These unfertilized eggs develop into both males and females. In the fall, they climb out of their galls and mate and the cycle starts over.

In this way, the gall wasps have alternating generations, one asexual and then one sexual each year. Because an asexual generation has twice as many egg-laying members as a sexual generation, it allows a population to grow more rapidly. Treasurer’s Report and Budget & Finance Report March 24, 2018 Board Meeting Treasurer’s Report The bank account balances as of February 28, 2018:

2017 Audited Financial Statements Draft from William Owens & Company, CPA. The Committee expects to complete its review in the next few weeks and recommend the Board approve the audit report at the April meeting. Our preliminary review indicates that the auditors are reporting a “clean opinion”, no weaknesses in internal control considered significant, no uncorrected misstatements considered individually or in the aggregate to be significant, no disagreements with management and one current year’s recommendation regarding the timing of cash receipts deposits (which are insignificant). Although the external reporting is presented in a different format and groupings than our internal reports, the cash balances, revenue and expenses are all in agreement.

Vanguard balance is $561,712 The funds in the reserve are needed for scheduled future replacement of TLCA’s buildings, vehicles, equipment and roads. The 2018 budget transfer to the capital reserve will be $250,000 and Board approved budget expenditures are scheduled to be $309,210, including $200,000 for paving.

PNC Bank balance is $30,052. Receipts for February 2018 Y-T-D total $854,048, including $11,741 of collections of prior years’ balances, $5,950 of CIF fees and $9,706 of 2019 prepaids. To date, $624,414 (83%) of budgeted Home Assessments were collected and $103,358 (67%) of Lot Assessments. Dock fees of $90,201 are (97%) collected. The operating cash balance at 12/31/17, as audited, was $15,292 down from $34,373 at 12/31/16. In 2017, our collection rate for Homes was 6% below 2016. If this doesn’t improve in 2018, the budget will be difficult to meet. A cash projection for 2018 will be analyzed at mid-year. Cash Disbursements February 2018 Y-T-D total $121,346.

Budget & Finance Committee Report

Final 2017 Financials are showing revenue of $1,156,207 and expenses of $901,696 including the $39,600 received for the sale of property to Pine Crest and approximately $9,500 spent for the mandated beach retainer wall. Excess of Revenue over Operating Expenses for 2017 was $254,511 and, after the Capital obligation of $245,000, totaled $9,511. After an additional $20,000 transfer of the 2016 cash surplus, there was a net deficit $(10,489). A number of storm related expense variances were incurred for salt and cinders and vehicle maintenance. Also, there was a budget saving of close to $37,000, because, based on our consultant’s report, no tree spraying was required in 2017. The major negative expense variances were: payroll & taxes $21,000 (beach O/T, bonuses and snowplow OT), professional fees $14,000 (legal, engineering and collection costs), bad debts $25,000 and maintenance and repairs $23,000 (vehicles $14,000 and chalet $6,000 landscaping). Also, Lake Tanglwood operating expenses were $6,000 under budget.

New Capital – For 2018, the new capital budget approved by the Board is $62,300. The significant items being the pole barn, currently estimated at a max of $30,000 and the new equipment options added to the backhoe totaling $19,500.

The projected 12/31/18 balance in the New Capital account is $38,211.

Capital Reserve – For 2018 the approved capital spending budget it $309,210. The significant items being paving $200,000, Lake Tanglwood inlet project $36,000 and engineering for the Tanglwood pipe $26,500. The projected 12/31/18 balance in the Capital Reserve account is $527,905. The pipe work is awaiting engineering estimates now that a $75,000 grant has been approved.

2018 Variance requests – The Committee recommends the purchase of the Ford 350 Truck with a V-plow for approximately $46,000 less the trade-in value of $5,500 for one of the 2006 Chevy Pick-up trucks. It is also recommended that the other 2006 Chevy Pick-up and plow be sold to Paupack Hills for $600. This truck is inoperable and will be refurbished by PPH at their cost. It is our understanding that PPH will again offer last year’s 2 for 1 dinner option and discount golf rates to TLCA residents.

2017 Audit – The Budget & Finance Committee has received the December 31,

The Tanglwood Lakes Community Association credit card is to be maintained by the manager at all times. In the event the credit card needs to be used, an email request must be sent to the manager with the request, the reason, and the anticipated amount to be purchased. The manager will then respond to the email and attach the emails to the receipt of the purchase, if it is approved. The receipt must be submitted to the office within a 24-hour period of time. If this procedure is not abided by, the use of the credit card will be suspended. $5000 max. All voted and the motion passes unanimously.

Kucharski To approve the TLCA Project Management Process as follows: TLCA Policy and Procedure TLCA Project Management Process The following are the steps contained in the Project Management process at TLCA: 1. An idea or concept for a community enhancement is offered by the Board, a Committee, Employee or a property owner for consideration.

2. The concept is posed to the Board and endorsed for further consideration and study 3. The Board assigns the project to the appropriate Committee for evaluation.

4. The Committee, in conjunction with the Community Manager develops a formal plan for the enhancement including an estimate of costs.

5. If a construction project, Public Works will develop specifications and plans and determine whether work should be performed in-house or if an outside contractor will be a better value to the community. They will also determine if the services of an Engineering firm or other professional expertise would be warranted.

6. Using the PW works specifications, the Community Manager will coordinate the collection of estimated costs to determine the required budget for the project.

7. The project and its estimated cost will be presented to the B&F Committee to determine if current financial conditions are adequate to support the project in the appropriate budget. (See details for financial approval process in “TLCA Policy for Approval of Capital Purchases”) 8. The project is presented to the Board either with B&F endorsement or with a recommendation to postpone the project for future consideration.

9. If approved by the Board, the project is incorporated in the appropriate budget (Operating, Capital Replacement or New Capital) as designated by the B&F committee 10. Based on these recommendations the Board will determine if the project is approved.

11. The Public Works Committee will provide oversight and in conjunction with in-house or outside contractor, establish a reasonable schedule and completion date.

12. The Community Manager and TLCA Administrative Accountant will review invoices and ensure costs are applied to the appropriate budget line items and project remains within the established budget.

13. The Public Works Committee will provide construction oversight to ensure the project work complies with approved specifications.

14. Should unplanned events or conditions lead to costs exceeding the budget, the Community Manager will submit a variance request to the B&F for approval by the Board prior to implementation.

Maintenance Work Order Process

Background: As with any Community, there are many maintenance needs and conflicting priorities much of the time. In order to maintain a process that allows the Community Manager (“Manager”) to assign work to his Maintenance staff, provide weekly work priorities and maintain a record of work performed, this procedure will be officially implemented effective May 1, 2018.

Process: Requests for maintenance work can originate from the Manager, Committees, TLCA staff and residents. The Public Works Committee provides input and oversight to assist the Community Manager in assigning this work. To assist the Manager in handling this situation, TLCA will establish a formal Work Order process as follows: • Committees, via their Chairperson, the Code Enforcement Officer and TLCA Staff (on behalf of residents) will submit a Work Order to the Community Manager requesting work to be performed.

• The Manager will determine the priority of the jobs and via discussion at the weekly meeting with the Maintenance Supervisor, Safety Supervisor, Code Enforcement Officer and Public Works Coordinator. (Note - the Manager may, on occasion, need to re-set maintenance priorities should an emergency arise.)

• The priority Work Order(s) for that week will be dated and assigned for completion.

• When a WO is completed, the Maintenance Supervisor will sign and return to the Manager for filing.

• The Manager will provide a copy of the completed WO to the appropriate Committee chair or Staff member who initiated the WO request.

• The Manager will maintain an annual log of completed and outstanding WO’s to serve as a record of work required and completed for use in periodically reviewing staffing needs.

Community Managers Report to the Board April 21, 2018

The sale of the Pickup Truck has been completed. The Bill of Sale was made out to identify the condition of the vehicle, both physical and mechanical. The $600.00 was deposited in TLCA account. I spoke with Jim Usher regarding the possibility of partnering with PPH regarding an Indoor Pool. Jim said the club is not able to offer any financial support for a project of this size, at this time. He is willing to assist in providing property on the grounds and working out an agreement with TLCA regarding a pool. I would respectfully suggest the Board consider not engaging Kiley Engineering at this time for an assessment and possible location for an Indoor Pool. We may have an opportunity to work out an agreement with the developer of the new property as part of their plan is an outdoor pool on the former White Beauty Property.

John, our maintenance Supervisor was able to make the necessary repairs to the Dump Truck that was damaged during the last snow storm. The insurance adjuster authorized payment in the amount of $7,000.00. John was able secure a new door, mirror, lights and address the damage at a cost of approximately, $2,500.00.

I thank him for his efforts in saving thousands of dollars for the community as it relates to the repairs. I want to thank Elmer for his assistance. The Legal Committee addressed several items at their March meeting. The Board requested clarification on the Bylaws as it relates to spending 20% more than the budget.

TLCA Counsel offered a legal opinion regarding this matter that is included in your Board Packet.

The Legal Committee was provided a letter regarding the open space where the Aqua Water Tower is located. This issue was raised by Jim Trunzo with respect to Aqua Water authority to construct a Tower within open space. This matter is addressed in the 1986 agreement. The water company is in violation of the 86 Agreement, however, TLCA had four years from the date the tower was constructed to act on this violation. The violation is with respect to constructing the tower in what has been identified as Open Space. The four years has expired without any action from TLCA. The property where the tower is located is not property that is owned by TLCA, it was never conveyed from TLI as other properties were. The information has been verified by TLCA Counsel.

The Legal Committee discussed the issues related to the proposed ordinance change to permit a seven-story building on the former White Beauty View Property. TLCA Counsel addressed the committee as to a course of action the community could peruse. The letter from counsel is included in your board Packet.On Tuesday April 3, 2018, I spoke with Mitch Jacobs, an engineer, who is working on the proposed development on behalf of Pocono Lake Front LLC. It is my understanding based on the conversation that the proposed sewage Treatment Plant will be constructed approximately one hundred feet off route 507. The location is directly across from the White Beauty View proposed seven story building. The original treatment plant will be abandoned once the new plant is operational. The Engineer further stated that the access to the Cluster Development will be near the location of the

treatment plant. I attended the Palmyra Township- Supervisors meeting regarding the Proposed Ordinance change on Tuesday April 3, 2018.I offer the following information regarding the approval process. The supervisors voted to approve the change in the Ordinance to provide for a seventy-foot structure in the HC and CC Districts. I addressed the Supervisors with a series of questions that were of concern to TLCA. • The new sewage treatment plant will be approximately 1100 feet from the nearest TLCA resident. The Treatment Plant will be located approximately 100 feet off Route 507.

• There will be two points of access to the Cluster Development side of the project, TLCA side. A road will be constructed on the side of the Treatment Plant with a second access through White Beauty View Estates Road.

• The entire project will be addressed as a Conditional Use application.

• TLCA has been identified as an interested party, which will provide us the opportunity to recommend conditions.

A Conditional Use designation is for a project that is not appropriate to a specific Zoning District. The plans are reviewed by the Planning Commission and a recommendation is made to the Supervisors as to conditions that must be adhered to in order to make the project a fit for the respective district. I wrote the Supervisors a letter as per their request to be considered an interested party. The letter is included in your Board Packet. I have provided John with a Maintenance to-do list. We have been set back addressing the recent storms and cleaning roads. I have prioritized items on the list and have assigned David to address safety related issues. I would like to offer the members the opportunity to drop off branches and tree limbs at our Maintenance Complex. We will be renting a chipper for a weekend in May and have a drop off point at the leaf dump. In having the rental for a Saturday, we benefit with having it for an extra day with no additional charge. David and John have many years’ experience in working a chipper. This service will be a benefit to the members and will assist greatly in cleaning up properties.

Board of Director’s May Meeting Minutes Sunday May 20, 2018 Approved Call to order: Jim Clark, board president, called the meeting to order at 9:03am.

All stand for the pledge of allegiance. Roll call was taken, and board members present are Bob Russo, Ron Triani, Elmer Hertz, Rob Ost, Rose Kucharski, Roger Cote and Mark Ossont. Ed Jobst is absent. Ralph Graf, Community Manager, is also absent. Kathy Bloodworth, Office Staff is present.

Treasurer’s Report and Budget & Finance Report May 20, 2018 Board Meeting Treasurer’s Report The bank account G/L balances as of April 30, 2018:

Dime Bank • Operating account $ ( 13,751) timing awaiting transfer • Money Market 246,365 • New Capital 63,543 • Contactors 10,822 Total all Dime accounts $ 306,979 Funds are currently in excess of the $250,000 FDIC insurance coverage and will be significantly spent down in the next three months from normal operations. The balance of the 2018 capital reserve budget transfer of $50,000 will be made to the Vanguard account once an updated cash forecast is completed in June. Mortgage loan balance $ 282,812.

Vanguard balance is $725,136 and includes $200,000 of the $250,000 capital budget obligation for 2018. The funds in the reserve are needed for scheduled future replacement of TLCA’s buildings, vehicles, equipment and roads. The new Ford 350 truck & plow was purchased outright for $46,000 less $5,500 for our trade-in. This is a Board approved variance from the 2018 capital budget of $309,000. The major budgeted projects are roads $200,000, Lake Tanglwood inlet stabilization third year $36,000 and engineering for the Tanglwood pipe budgeted for $26,500. The specifics of these projects are unknown at this time. PNC Bank balance is $248,094.

Receipts for April Y-T-D total $1,112,682, including $12,527 of collections of prior years’ balances, $11,545 of CIF fees and $10,224 of 2019 prepaids. To date, 90% of budgeted Home Assessments were collected, 79% of Lot Assessments and 99% of Dock fees. A cash projection for 2018 will be analyzed at mid-year. Cash Disbursements April Y-T-D total $274,521, about 32% of the $862,682 budget.

Budget & Finance Committee Report

• April Y-T-D The Committee reviewed the first four months financials noting certain areas of concern which will be monitored and quantified as more information is available. Snow plowing required overtime and more salt & cinders than budgeted along with outside contractors help, gasoline costs will probably exceed budget and professional fees, particularly legal, as the White Beauty development is monitored. The 2018 Operating Budget includes $10,000 for Maintenance Outsourcing much of which has been identified. Bids are being obtained for tree branch mulching, road sweeping and patching/re-seal and re-line basketball court. New road barriers were purchased. Variance requests are needed for these expenditures. Tree spraying savings of $40,000 will offset some of these budget overruns. Although it’s early in the year, there are already an accumulation of board approved individual negative budget variances that will be challenging to cover with budget savings over the remaining eight months.

• Capital Reserve – The 2018 the approved capital spending budget is $309,210.

The Board approved a variance for the purchase of the Ford 350 truck, for just under $40,000. The $200,000 for paving remains to be defined and coordinated with AQUA. Engineering and construction costs estimates received from Kiley for the Tanglwood Pipe and damaged barrier are now in the area of $110,000, net of the $75,000 grant. This is before receiving contractor bids. The permitting and timing of the work must be determined. Also, there may be some insurance relief for the road barrier failure which Ralph is working on. This is significantly below the original $320,000 estimated in the Capital Reserve.

• The 2018 Capital budget includes $36,000 for the third year of the Lake Tanglwood Inlet Stabilization project. The total project was originally budgeted at $150,000. Actual spending for the first two years is under budget and the thirdyear budget was reduced by $14,000 by the Board for the work which will be done internally by Maintenance with the new backhoe. This project is in addition to the $20,000 in the annual Operating budget for Lake Tanglwood.

• The Safety Vehicle which required a new engine for $5,300 now needs a transmission replacement. Ralph will report on this.

• New Capital – The 2018 budget is $62,300. As of now, $19,500 was spent as budgeted for the Kubota Options, the canoe racks, budgeted at $4,800 are now PAGE 18

completed. The Pole Barn, budgeted at $30,000, is on hold and will be reduced in scope. The movie projector/electric budgeted for $5,500 is postponed and the basketball hoops, backboard repairs and pole wrapping are new and estimated at $2,800. A variance is recommended for Board approval.

• The Membership power point presentation was reviewed.

• Lot repurchase proposal was briefly discussed and will be presented to the Board

Community Managers Report May 20, 2018

The staff is working and preparing for our summer season. The recent rain and late snow events has set us back in our maintenance schedule. We will be installing 10 new canoe and boat storage racks at the Indian Drive Boat Access. In addition, volunteers from the Public Works Committee are working on improving the racks at the Timeshare. We will make an assessment as to possible funding for additional new racks in the 2019 Budget.

Due to recent damage to the Head Wall at the large Culvert Pipe on Tanglwood Drive, we are seeking emergency permit approval. The roadway at the community playground will be one lane of traffic pending the necessary work that must be accomplished to shore up the Head Wall. The Board approved engaging an engineer to request an emergency permit to make the repairs and address the entire project of inserting a new pipe into the existing culvert. The construction cost estimate for this project is approximately $165,000.00 with $13, 910.00 allocated for engineering and design. The good news is that through the Economic Development Counsel we will be receiving a $75,000.00 grant to offset the construction cost. I want to acknowledge State Senator Lisa Baker, State Representative Mike Peifer, Grant writer Jim Martin, Tammy Savarese from the Economic Development Counsel and Palmyra Township Supervisors for their support.

A new narrative has been prepared by Jim Martin our grant writer. The narrative identifies the communities match to be 58% of the overall project. The narrative

estimates Tanglwood expense at $104,411.25. The initial estimate for the project prior to being awarded the grant was approximately $324,000.00. I attended a pre-construction meeting with Aqua water. The water company will be replacing mains and pipes in the following areas.

• Timber Ridge Drive approximately 5,000 feet of pipes and mains. The work on this phase is scheduled to start on May 7, 2018.

• Cloud crest, Pipe replacement on the entire road to include Laurel Hill Drive.

The pipe replacement time for this year, to be determined.

• Eagle Court and Sycamore, date to be determined.

• Cypress Lane, Cotton wood Drive, date to be determined.

We will notify the community as Aqua identifies the start dates for the above projects.

I have received a good many calls regarding the tree cutting on a property that borders the community. The tree cutting, and clearing is the initial phase of the Pocono Lake Front Development. The owner of the property requested a change in the township ordinance to provide for a seventy-foot-tall structure to be built on the former White Beauty Property on Lake Wallenpaupack. The original ordinance provided for a maximum height of 35 feet. The township Planning Commission had reviewed the proposal and recommended the ordinance change. The project involves the Condo Tower on the lake and a cluster development on the opposite side of the roadway from the White Beauty View Property. A Cluster Development can be approved provided the property at issue is at least 10 acres and is serviced by a sewage treatment plant. The property at issue is approximately 78 plus acres.

The treatment plant is scheduled to be located approximately 1,100 feet from the nearest Tanglwood Property. I attended the various meeting and hearing on the proposal and Tanglwood has been identified as an Interested Party, which provides the community the opportunity to identify concerns regarding the project. I will keep the membership informed as the project moves forward.

The Legal Committee has recommended the Board consider retaining an outside Engineering firm to oversee the submission process. The Board needs to identify their concerns with respect to the project so that information can be conveyed to the consultants. The new community Rules and Regulation Booklet is now available. The booklet incorporates the Governing Documents, By laws and Consolidated Rules and Regulation. The recent Board approved changes to the Consolidated Rules and Regulations are included in the booklet. As we approach the warmer weather residents who are considering improvements to their property should contact the Chalet to ascertain if permits are required.

The environmental Committee is working with our Lake Manager to declinate Wetlands along the northeast shoreline of Lake Tanglwood. The committee is investigating the possibility of sediment removal from the lake. The lake is an important community asset that must be preserved. We have taken initial steps of addressing sediment with the Inlet Stabilization Plan and hope to have the final phase completed this summer.

The maintenance department purchased a new truck in inventory. The Board approved the purchase of a 2018 Ford 350 to replace two existing Pick Up Trucks.

The staff is in the process of renovating the Bathhouse, an approved project for this season. We have ordered the beach sand and mulch for the community amenities.

The focus as we head into the summer season is the installation of the docks which we started on May 1, 2018. Welcome back to all the members who ventured south for the winter, great choice. Wishing all a safe and healthy summer season.
