I remember thinking when we first bought our home in Locust Lake Village that we would never live here full time, although in the beginning we would come up for the weekends every chance we got! A quiet setting and change in the routine were among the reasons, and even though we would spend time fixing up our place, it was a getaway. Then when our children each moved out of our home in Bucks County we decided to downsize, and although we were somewhat apprehensive we chose to give the Poconos a try. We already had our home in LLV furnished and after having a couple of yard sales we headed North. That was 13 years ago. I was still working full time, so I adjusted my travel and we began our life as full timers. We never realized just how quiet it could be until the day after Labor Day. We would say, “did something happen?” The school kids were headed back, the fishing slowed down, fireworks were over, the lake water was cooler and so it got quiet, real quiet. I was still traveling and often in New York so the peacefulness was a welcome part of coming home. But along the way we’ve discovered ever so gradually that there are many nearby things the Poconos offer that we are enjoying, things that we didn’t necessarily have nearby in our previous homes. They include in alphabetical order, archery, birding, canoeing, dog watching, evening campfires, fishing, golf, hiking, ice golf, jogging, kayaking, lakes, mountains, napping, owls, pickleball, quiet time, roasting marshmallows, skiing, tennis, unite with family and friends, view the stars, wade in the water, x-out your worries, young at heart and zip lines! So there’s plenty to do and here are some photos of those activities. Stay safe and enjoy your life in the Pocs!

To all LLV property owners, thank you for being part of our successful 2021 summer season. Despite of Covid-19 concerns, our community continued to stay safe and healthy. Our dedicated staff, with the help of many volunteers was able to offer an enormous amount of recreation events throughout the entire summer.

As we begin our fall season, your Board of Directors as well as your maintenance department encourages our property owners to keep their swales, and culverts free of debris. This is a tough season due to the excessive amount of leaves, however this is a vital means of rainwater drainage in our community. Be advised that your effort regarding this matter will reduce flooding and extend road life in the village.

How Does Your Garden Grow? By: Dee Kasarda

Many thanks to the volunteers for their help early in the season and to everyone for the compliments for beautification in Locust Lake Village! One of the most common questions is “What is the flower in the hanging baskets at the tennis courts?” That is a plant from Mexico called Mandeville. It comes in red, pink and white. I purchased them from Lowes in the early spring and kept them inside until the weather predicted no frost. Unlike petunias, they are a no maintenance plant that thrives in draught, rain and loves sunshine.

I transferred them into matching baskets I had at home adding some dirt composted from my compost bin. The hummingbirds love them and watching them disappear into the flower for their fine dining is a lot of fun.

Next year I plan to use them at the chalet because the bugs apparently don’t like them and I don’t have to keep deadheading the flowers.

I would like to take the opportunity to thank everyone for all the support throughout the election process and putting their trust and faith in me to serve on the LLV board. In the first few months I’ve attended many Committee meetings, board workshops, participated in several office meetings, and a large part has been dedicated to many detailed email discussions with the group. Fall has arrived, and for many it is the absolute best time of the year! With shorter days and cooler weather, the excitement of pumpkins, changing leaves, football games and approaching holidays emerge. This is also the time of year where it becomes darker earlier, so please be observant of children and pedestrians on the roadways and always obey the speed limit. Thank you to all of the committees and clubs for volunteering your time by coming up with suggestions and recommendations for the Board’s review and consideration. If anyone is interested in joining a committee or club, please feel free to contact the office.

Congratulations again to the newly elected and seated Board members, Tom Travia, Karen Sullivan, and Bill Dorner! Many thanks to the remaining candidates for your interest and desire to serve the Village by making your decision to run for the Board. With the newly elected Board being seated, please join me in extending sincere thanks to those Board Directors who have served with this Board, Diane DiSandro, Tony Ruggerio, and Fran Odyniec (for filling the seat of resigned Board Director, Michael Wilchek). As a reminder we are currently seeking qualified applicants for our Security, Maintenance, and Administration Departments. If interested, kindly submit your resume to the administration office. The replacement of the back gate has begun! It was delayed due to the scheduling Al and Fran availability of the contracting companies as well as the weather conditions. The concrete pad will first be replaced followed by the installation of the new gate system - the roadway will be inaccessible during this project. An eblast notification will be sent to the village members informing when the back gate will be closed off to traffic. The preparation of ski hill equipment has been completed and has passed wire inspection, next is the scheduled state inspection. We are continuing to address drainage concerns, installation of culvert pipes, and road repairs. Although, Maintenance does conduct trim back of trees - PPL Electric Utilities’ will be starting their distribution line vegetation management. Since trees are a common cause of power outages, vegetation management is a critical part of providing safe, reliable electric service. If left unmanaged, some vegetation can grow too close to the lines and cause outages or Cardinal Hollow Winery’s other unsafe conditions. Reserve Study A reserve study is a tool used by the Locust Lake Board of Directors and the Manager to assist in the preparation of our budget. The reserve study identifies those village assets that require reserve funding and then projects their associated costs into the future. The reserve study will evaluate the current status of the reserve fund, and provide a recommended contribution rate that should be going in the reserve fund on an annual basis. The reserve study is comprised of two parts, financial analysis and physical analysis. The financial analysis section includes information on the current status of the reserve fund and the recommendations for the future life of the fund. The physical analysis section refers to the current conditions and estimated replacement cost for the individual components. The financial analysis section of the reserve study uses the cost and life estimate information gained from the physical analysis and cost to come up with a funding plan that provides for each component’s reserve funding needs.

“Helping Hand” Locust Lake Village is pleased to announce a new program called “Helping Hand”. It is a small group of volunteers who will be on call to assist those who are elderly, disabled, recovering from surgery, or not feeling well enough to accomplish a task. Here are a couple of examples we can help with: 1) Pick up something at a local store if the resident is unable to do so. 2) Correct something on the outside of the home if they have been unable to do so, for example change a light bulb at the front door. The present status of the reserve fund is general expressed in the terms “percent funded.” The amount that an association should ideally have in its reserve fund, is called the fully funded balance. The percentage of the actual amount in the reserve fund versus the ideal is said the be the account’s percent funded. For instance, an association with an actual reserve fund balance of $50,000 and a theoretical fully funded balance of $100,000 is said to be 50% funded. We are currently funded at 69% Once the present status of the reserve fund is determined, a sound funding plan must be put together. A sound funding plan must provide enough cash when necessary to meet the needs of each reserve component. A funding plan should not require reserve contributions that vary greatly from year to year. Any funding plan should be prudent and financially sound. A sound funding plan is the association’s best bet to ensure that our community will always be the ready for future large replacement needs.

A Summer Of Fun And What’s Still To Come With the changing mandates and restrictions leading into the summer and keeping our community healthy and safe, this was a tricky summer to plan, and our calendar went through many changes from its first drafts. But there are two things that I have taken away from this summer. The first is, if there is a recreation event planned, there will probably be rain.

Locust Lake Anglers Club The Family Fishing Contest was held on Saturday, August 14th at Pines Lake from 9-11 AM. There were 28 Families that registered for the contest for a total of 74 people. First Place - The Easterday Family with a 3 lb. 14 oz. largemouth bass / Second Place - The DeMarzo Family with a 3 lb. 5 oz. largemouth bass / Third Place - The Chorney Family with a 1 lb. 13 oz. largemouth bass. All of the fish were released unharmed. Every Family that registered for the contest won a prize. The weather was cloudy and warm with just a couple of drops of rain near the end of the contest. Special thanks to Tom & Anne Rafter, Pat Foley, Randy Easterday, Bob Wolek, and Joe McCusker for coordinating, setting up, and running the contest. The Annual Fish Fry was cancelled. Special thanks to Robert Krause and Mike Fassano for their cash donations the Anglers Club!

The second, and the most important, is that this community loves events and wants them to succeed. Our village has adjusted to changing schedules and venues to enjoy what we have to offer for recreation. But more than that, the outpouring of volunteers that we have had was nothing less then phenomenal.

Recreation would not be able to provide nearly as much as we do if it was not for all of the volunteers. And that is the Village taking care of itself. All of our volunteers truly have my most sincere thanks for all of their hard work and efforts to see that the rest of the Village can enjoy the activities.

It truly has been a summer of activities. We began with a chilly and rainy Memorial Day weekend and ended with a chilly and rainy Labor Day weekend, but we were still able to get most of our planned activities underway. We started with a visit from a princess and ended with fireworks and had a whole lot of fun in between. We had barbeques, cardboard boatraces, cornhole tournaments, “horse” races, anglers, golf, karaoke, pickleball, a magician, and an assortment of bands.

Recreation may slow down after the summer, but it certainly does not stop. We have already started planning for next summer, but have also started to plan out our schedule leading up to next summer.

We have our luncheons at the Chalet returning every Wednesday and are looking to have live football games shown. We have Oktoberfest coming up as well as the Halloween Costume Contest and Trick or Treating, and then our Volunteer’s Dinner in November. We will be hosting a Friendsgiving for the Village, and will have holiday events throughout December and a New Year’s Eve Party at the Chalet. And we are working on a number of stand alone events, nature classes, and are looking for the weather to cooperate to give us a season good for skiing and sledding. Just because summer is over doesn’t mean the fun stops.

By: Joe D’Alto, Security Chairman As the summer comes to an end and we get ready for the fall and winter seasons, I can’t say enough about the amazing job Chief Regina Willams and her staff did to keep our community safe and relatively worry free.

A lot of what the rangers do goes unnoticed and taken for granted. They patrol our roads day and night, dealing with traffic offenders, patrolling our lakes, watching our properties, and responding to ambulance calls. These are just a few of the things they do on a daily basis. This summer was unique, to say the least. Mother Nature brought us a hurricane, and several severe thunderstorms. In addition to their regular duties, our rangers had to deal with falling trees, debris on the roadways, downed wires, and flooding.

The rangers, along with maintenance, did an outstanding job clearing the roads, and taking care of all the perils that might endanger homeowners. So, when you see a ranger, waive to them, or if you get a chance to speak to them, thank them for all they do to keep our community safe. We can all help by watching our speed and stopping at the stop signs. We can also help by reporting anything that may be a danger to others. Remember, if you see something – say something! Locust Lake Village has always been a safe and peaceful community, lets make sure it stays that way. Thanks, and have a great fall and winter season.

Penguins Hockey begins 26th Season in Wilkes-Barre by Seth Isenberg When the leaves begin to turn, and football begins to dominate weekend sports, - it’s nearly hockey season again here in Northeast PA. The Wilkes-Barre/Scranton Penguins renewed their lease at the Mohegan Sun Arena, so fans are lining up to purchase season tickets, or ticket package plans for some of the 38 home games here starting Saturday, October 12. This season’s schedule has most home games on Friday and Saturday nights, with seven Wednesdays, two Sundays and one Tuesday. As a bonus, there are also two pre-season games to attend, September 28 vs. Hershey at 7, and 29 vs. Lehigh Valley at 3:05. This season, the team will play two home and two away games versus the San Antonio Rampage and the Texas Stars, with the rest of the schedule primary against rivals in our own division.

New this year is head coach and WBS Penguins General Manager Mike Vellucci, who brings his winning ways here after winning the Calder Cup with Charlotte last season. There’s great expectations this year, with a top coach and a very strong lineup of talented young hockey players.

Each Fall Locust Lake Village participates in the Pennsylvania Game Commission sanctioned Deer Management Assistance Program (DMAP). The program was started over 15 years ago due to the rapid deterioration of the vegetation within the Village. A study was performed by a PA Game Commission biologist and determined the biggest factor was the overabundance of deer harboring within the confines of Locust Lake Village. The study recommended a strict non feeding of wildlife policy along with the Game Commission sponsored DMAP program. With the assistance of the Commission, the program was custom designed to fit the needs of the Village with four designated hunting areas. A formula of the amount of harvest coupons to be issued to hunters was part of the design. In addition to satisfying the Game Regulations, Locust Lake Village Board of Directors added certain requirements of their own, for additional safety concerns. One of these requirements is the annual qualification of demonstration of proficiency in order to participate in the program. Each participant must be able to hit the target with the required amount of arrows and pre-determined distance. The program is designed for archery only. The PA Game Commission requires that all participants have a current PA state issued hunting license and follow all regulations and laws as published by the Commission.

The participants of the program are a mix of property owners and their invited family members and guests. This season we celebrate a first within the participation phase of the program. This year we have the youngest, female archer to ever qualify and be certified for the program. We welcome 13-year-old Ava DeLeonardis. Ava is the granddaughter of LLV Property Owner Bill Hird of Ridge Road. Bill has participated in the program for several years. He is excited to take to the woods with his granddaughter and share both his archery skills and quality family time for his granddaughter’s first hunt of the elusive white tail. Bill stated he feels a lot more comfortable with taking her out for her first time in what he sees as a lot safer and controlled environment opposed to an area such as public state game lands. The requirements for Covid-19 make it impossible for us to meet all of the guidelines and also social distance in such a small space. Therefore we have merged Locust Lake Village with our Pocono Pines office which has a much larger space.
