Careless Operators Beware By Andy Gross, Chief Locust Lake Village Rangers One of our most valued privileges here in Locust Lake Village (LLV) is the use of golf carts and alternate terrain vehicles (ATVs) on our private roads. These vehicles, defined as MDRVs, (motor driven recreational vehicles), are a common means of transportation throughout LLV.
We even take the time to enjoy some friendly and supervised competition with an annual ATV Rally. This year’s rally, the 12th time it will be run, will take place at 1 p.m. on Saturday, Aug. 20, beginning at The Chalet. Contact the village Property Owners Association administration office for details at 570-646-3616.
The village has always taken pride in its safety record as it pertains to these vehicles. However, there has been an increasing number of accidents involving both ATVs and golf carts. Some of these incidents have sent the operators for a ride to the hospital for treatment of their injuries. All of these incidents have been attributed to careless operation by their operators. Some operators have not met the minimum age requirements set forth by the LLV Rules and Regulations. The minimum age for operating MDRVs in the village is 14. In a few cases, these young operators have had little or no experience in driving these vehicles. Parents of youthful operators must ensure that their youths

ANNUAL MEMBERSHIP MEETING
Village Is Looking Good It is usually one of the best attended Locust Lake Village (LLV) Property Owners Association (POA) meetings of the year, and this year’s POA Membership Meeting did not disappoint. Property owners in good standing filled seating to near capacity at The Chalet, on Saturday morning, July 16, as they gathered to hear reports from the POA Board of Directors and various village committees. Nominations for election to the POA Board of Directors to fill three vacancies were announced by Election Committee Chairman Harry D’Onofrio, accepted by the board, and included: Carl Piazza, Al Markin, Dee
BYLAW CHANGE
Kasarda, Michael Wilcheck, and Laura Laspee. Property owners in good standing have been mailed ballots that were to be either mailed in or turned in to the administration office by noon, Aug. 7. Financially, there was good news. “Our financial status is improving continuously,” said board chairman Will Robinson. “Foreclosures are being replaced by new neighbors who are paying dues.”
Robinson lauded the work of a team that is key to LLV’s daily operations.

Electronic Voting Approved Locust Lake Village property owners will soon have the ability to cast votes electronically. Property owners in good standing as of Dec. 31, 2015 voted 578 to 45 to approve a change in the Property
Owners Association (POA) bylaws to allow voting by electronic devices.
“This was the best voting response in the history of the POA,” said Bylaws Committee Chairman Wade Burchell. “People wanted this change which truly reflected the membership desire for electronic voting.” Burchell credited computer e-blasts and the story on bylaw changes which appeared in the spring edition of the Villager for raising awareness of the electronic voting issue. The next step in the change process will be to have the majority plus one of the membership in good standing approve additional language that will clarify and deconflict other areas within POA bylaws. “It is my goal that this bylaw change ballot will be included in the annual assessment mailing in December,” said Burchell.
