Notice To All Residents In light of the ever-changing worldwide threat, the governing body and administrative staff of Locust Lake Village is proactively taking steps to slow the spread of the virus, COVID-19.

Announcement From Senator Mario Scavello I have received several messages of vacation rentals, Airbnb’s or individuals encouraging people to travel from the tristate area, and go against the Governors order to “vacation” here during the Governors Stay-at-Home order. As a former resident of New York City, I appreciate people and families traveling to Pennsylvania to vacation and enjoy all the beauty we have to offer, however, our state, under the Governor’s order, is on lockdown.

Any short-term rentals advertising on their website, Facebook or any other medium, will be reported to the State Police. After today, please screenshot any advertisements and I will give a copy of those ads to the State Police. Please email me at mscavello@pasen.gov.

We have closed all recreational functions and common areas that would normally promote the congregation of people. This includes, but is not limited to, playground equipment, activities courts and the lakes.

The program to stock trout in East and Locust Lakes is being postponed at this time. Further information will follow regarding this project.

Furthermore, we are following updates from government officials based on medical advice to discourage short term rentals within the Village. Short term vacation rentals defy the logic of the government’s standing order to shelter in place and self-isolate for a 14 day period after travel.

Locust Lake Village POA does NOT condone rentals in the community that do not account for the 14 day order.

Please refer to the message from State Senator Mario Scavello encouraging individuals to report the advertisement of short term listings to the Pennsylvania State Police for investigation.

I just recently joined the Locust Lake Village team in the capacity of Community Manager. I bring many years of experience in the areas of administration, facilities and construction management, governmental relations, human resources, and event management, among others. I have worked extensively in the not-for-profit sector for important institutions. One of my most rewarding positions was as site superintendent at the 9/11 Museum, supervising the construction of the galleries under the north tower reflecting pool. My wife and I live in Indian Mountain Lake.

Murder Mystery

By Dee Kasarda The murder mystery night was filled with innuendos, adult humor and a few corny jokes along with the cast of characters like Paula Royd, the photograph of the Club Foot Speakeasy.

There was the Bord family, Peg Bord sister of Liugi Bord the top ranked official of the Badda Bing crime family, Fleur Bord, Liugi Bord’s wife and Dash Bord, the person who found the body. There was Amos Skeeto, the blood sucking loan shark under pressure to crack down on late loan payments and Stella Looker, Madam of Luigi’s working girls also known as “Looker’s Hookers,” who has had an open working relationship with Luigi Bord. There was a cast of 15 characters with different roles and if you start repeating the names, the Bord family reminds one of car parts. At times it was hard to follow the story looking for clues because of the laughter but I must say it was a really fun night.

Dinner was delicious, many thanks to Tom and Lisa Spitz for their work in the kitchen.

Tobyhanna’s First Families

You may recognize a couple of these names; others you may not. The term “first family” is not limited to the White House. Nevertheless, these are the name of families that first settled Tobyhanna Township more than 200 years ago:

Why Tobyhanna?

The first families to settle in Tobyhanna Township put their roots down between 1800 and 1815. Perhaps the name Tobyhanna had something to do with it.

Tobyhanna is from Native American language and means “streamlined with alders.” According to Garden Love to Know. com, “alders are fast growing deciduous trees that thrive along streams and rivers and reach an average height of 40 feet.”

Tobyhanna’s Eschenbach Family The Eschenbach Cemetery rests in quiet tribute to the Eschenbach family, one of the township’s first permanent residents who came to Tobyhanna in 1809.

The family’s Tobyhanna legacy began when Andrew Eschenbach came to North America from Naumberg, Germany, where he was a minister of the Moravian United Brethren as well as a shoemaker. Andrew was dispatched as a missionary to the colonies, arriving in Philadelphia on Sept. 3, 1740.

He went on to preach the gospel, focusing his efforts on the Moravian faithful in Oley, located in what is now Berks County, Pa. Known for his dynamic evangelism, Andrew’s overbearing zealousness led to controversy among his Oley congregation when he wished to build a church along the lines of the splendid Moravian edifice in Bethlehem, Pa., a project deemed too costly by the congregation. Somewhat disgruntled, he left the pulpit for the plow in 1742.

Two marriages and five years later in 1747, Andrew disassociated himself from the Moravian denomination.

He died in Oley in 1763, but

not before he had fathered 13 children: three by his first wife, Johanna Catharina Muniz (married 1742) and ten by his second wife, Anna Maria Bossert (married 1747).

Here’s where an interesting intersection in the Eschenbach family history comes into play. Of the three children from farmer Andrew’s first marriage, his son Andrew, the youngest of the three siblings, was born on Dec. 25, 1745 in Berks County, Pa., and eventually became involved in lumbering and production of hand-made shingles. Andrew, Jr., came to Tobyhanna from

Carbon County in 1809 at approximately 30 years of age with his wife, the former Susan Fink, and their family of eight children, which would ultimately grow to 10.

Their second born, Abraham/ Andrew, born in 1785, died accidentally in 1802. Their only daughter, Hannah, was born on Nov. 18, 1790.

Samuel Greenleaf, their last child, was born in 1810.

Here is a listing of Andrew, Jr. and Susan’s children: • Thomas, born about 1780.

Known interments

Surrounded by low fieldstone walls, the Eschenbach Cemetery lies at 1363 Slutter Road just beyond LLV’s back gate as the road reaches the high point of the ridge that overlooks Tobyhanna Township’s Locust Ridge Baseball Field.

The Eschenbach homestead stood on Locust Ridge Road in the vicinity of the area that was to become the family’s cemetery. Four of Andrew’s sons, David, Nathaniel, Andrew and Samuel Greenleaf, lived most of their lives in Tobyhanna Township.

According to the Historical Association of Tobyhanna Township, beyond some genealogical research, it is difficult to verify who rests in the cemetery because the headstones are of fieldstone and slate which have not been able over time to hold the inscriptions with details of the deceased.

Chair’s Message

First and foremost, I want to stress that the board is taking every measure possible to ensure the safety and wellbeing of our members and staff during the Covid 19 epidemic.

The staff will continue providing weekly updates through our website and eblast. I want to thank everyone for their cooperation and patience during this unprecedented time.

Over the past few months, with the help of our Roads committee, we have received numerous proposals for the 2020 asphalt roads project. The board has approved the funding from our Capital and Replacement Reserve funds in the amount of $98,128.00, along with signing a contract with Hallett Contractors.

The project will include Pop Gasner Way leading into the maintenance compound, the compactor area, an overlay of asphalt along LC Larsen, 380’ of Laurel Hill leading to LC Larsen, and 400’ of Farmer’s Lane. This is the first time in many years a contract has been secured and work scheduled before the start of spring. We are hopeful all work will be completed before Memorial Day. I would like to thank our Roads committee chair Steve Pace, the entire committee, and all my fellow board members for getting this done in a timely fashion.

The overall road drainage in the Village has always been a great concern. Our maintenance department has taken advantage of the mild winter, and to date, has cleaned out and improved approximately three miles of roadway drainage.

They will continue this work throughout the year and hopefully will be able to address all drainage areas. Please continue to clear the culverts located at the front of your property of all leaves and debris. It is the property owner’s responsibility to do so. Thank you in advance for doing so.

Over the next few months a bylaw change will be sent out to the membership for approval. Please take the time to vote on these changes either on-line or by mail. The committee dedicates many hours and works very hard on improving our bylaws. I, along with the entire board, would like to thank our committee chair, Pat Hiddleson, and the entire committee.

The board would like to thank ALL committee members and our great volunteers. The Village depends on these wonderful people for holding events, for working at BBQs, and for getting work done. We welcome anyone willing to volunteer in any capacity.

It’s a great way to meet new people and make new friends!

Karaoke Night

On February 29 the Village hosted Karaoke night, which as usual, started with the one person always willing and ready to sing (Karen Avery), but as the night progressed, we heard from other people who were not afraid to sing their favorite songs in front of a crowd, including Dee Kasarda (above, right), who sang some old favorites, and Fran Odyniec (above, left), who, as usual, was immensely entertaining. There were also two young singers and I apologize for not getting their names, but they were accompanied by their younger sister, who did awesome robot moves to their songs. I hope to see them next time and I will get their names!

LLV Security

The security staff of Locust Lake Village, better known as the Rangers, take pride in assisting property owners and visitors alike. Staffed by three full time and six part time employees, security patrols are 24 hours a day/ seven days a week. Supervised by Dave Tobey, the ranger staff provide a wide variety of services, that include random patrols, traffic and code enforcement, and the safeguarding of village assets.

Just to clarify the functions of the security staff, they are not considered to be first responders in the traditional sense of the term. Most of you would define first responders as police, fire and emergency medical services.

While it is true that they are often the first to arrive on the scene, it is their responsibility to assess the circumstances, make a determination whether or not a particular situation exists, and then report back, or request that the appropriate services be dispatched.

The security staff is not intended to replace first responders, nor make determinations on their behalf, but rather to provide insight and assistance to the degree that emergency personnel request. It is then their responsibility to report those circumstances back to supervisors and management for them to make a determination on what the next course of action will be. Within the security department, we like to say that we are the eyes and ears for the Property Owners Association, and we rely heavily on the cooperation from residents in identifying risks or suspicious behavior.

Pertaining to calls for service other than emergency situations, the ranger staff not only prefers, but enjoys interacting with residents and visitors in a friendly and positive setting. The security department is service oriented and looks forward to a safe and healthy year ahead.

Maintenance Department Message

By Michael Larsen Hello, my name is Michael Larsen and I am the Maintenance Supervisor for Locust Lake Village. I lead a team of 4 full time maintenance technicians and 2 part time compactor operators.

As weather allows, we have currently been cleaning the culverts on the sides of the village’s roads. Stag, Windy Pine, the high side of Lake Lane and lower Fawn have been completed. We are also prepping for the warmer weather. We have removed the BBQs from East Lake, sandblasted and repainted them. We have also constructed 10 new picnic tables for use in the village.

We try and keep up with the road maintenance as best as possible. With the recent business closures, I am currently not able to get any material.

We did patch some potholes on Stag with material we had on hand.

As a crew we have run almost a 1000 feet of conduit underground in the maintenance facility. This is used for the compactor area as well as security camera operation. We also ran a water line to the compactor area. When material was available, we spread stone around the compactors and the maintenance yard to keep the mud under control. We have placed boulders along the yard to enhance the look of the property. We are looking forward to making the village as beautiful as can be for everyone to enjoy.

7th Annual Ice Golf Event

Mother Nature was on our side this year for the Winter Golf event at Pines Lake. Little wind, moderate temperatures and just enough ice made for a challenging course. About 40 - 50 adults and children found their way to the first tee of this six-hole obstacle golf course with three holes on the frozen beach and the other 3 right on the ice-covered Pines Lake. While some folks ice fished, our group dodged wolverines, turkeys, prairie dogs, ground hogs and other 3D targets provided by the LL Archery Club, which added real interest to the layout. There were some wild shots and holes-in-one throughout the day, and we gathered around a campfire while enjoying hot chocolate and donut holes. The kids took an extra shot on the “Nerds” ramp hole to win a variety of prizes. And there was a Closest to the “Pin” contest for additional prizes. Bob Gettis, the Golf Chairman, and Steve Pace, the Ice Keeper, reported that a good time was had by all!

Locust Lake Archery Club 2020 Celebrating our 10th year we are currently accepting new members.

Family membership is just $25 yearly.

You get access to the range with multiple shooting lanes set at various distances with 3D and traditional targets.

The Archery Club schedules Open Houses, Member Shoots and a yearly fund raising dinner. As a Member, you have access to the range whenever you want to shoot!
