Erected by the Marker Advocates of Tobyhanna Township and sponsored by the Arrowhead Lake Community Association, it commemorates the Battle of Locust Ridge fought at that location on August 2, 1784 during the Third Yankee-Pennamite War. Wow, summer has come and gone! It was a busy season. Even though we accomplished so much we still have many important decisions ahead. First, I would like to thank the Board members, staff, volunteers and everyone that helped us celebrate summer with more events and sense of community than in years past. Everyone worked to the point of exhaustion in an effort to provide more events and positive experiences for everyone in the Village. The staff added new events, enhanced repeat events, and resurrected some old events from years past. This year, there was something for everyone to enjoy.

This year’s projects were many. The front entrance including major electrical repairs and replacement, the re-paving of Lake Lane, the trash compactor project continues to progress and my personal favorite; The Patio. There were many other projects, but these are the most significant.

The Chalet continues to improve in appearance and along with the added entertainment it has become Don Fantry, LLV Community Manager the center of what’s happening in Locust Lake Village. There were many summer nights where the music was playing, people were dancing, and everyone was enjoying themselves. The patio brought many old residents back to these events and certainly brought new residents out in numbers. We broke attendance records every night that there was entertainment, hats off to staff and volunteers that made these events possible and to everyone that participated and enjoyed themselves.

The secondary roads that were tar and chipped in 2018 continue to be an area of concern. We are pursuing a satisfactory remedy and will not stop until we have exhausted all possibilities. There was some late progress but not enough to be considered satisfactory and that is why we continue to pursue an acceptable remedy. For the future, there are several areas of concern that the community must face and address. Infrastructure is the biggest concern. The secondary roads, most notably the dirt/ gravel roads, and drainage throughout the community require constant maintenance. There needs to be a short-mid-long-term plan to repair, maintain and enhance for the future.

The paved roads must be maintained, and a maintenance schedule needs to be put in place, or they will deteriorate prematurely and require expensive repairs. Having a good plan in place will extend the useful life expectancy of the roads and in the long run reduce costly unnecessary repairs. These and some other long-term assets will require difficult decisions after careful assessment and forward planning. Some decisions might be unpopular, but the community needs to prepare for the future and its sustainability.

The administration staff will be putting forth another collection effort to help those that have fallen behind. The last effort was successful and helped several homeowners get back on track. If you have fallen behind, I’m asking you to reach out and call, we can work something out and get you back in the game. We will be making phone calls to offer assistance during the fall.

Once again, your staff and volunteers did an outstanding job keeping this summer on track. Take a moment and say, “Thank you”, because they will appreciate it.

Message from The Board Chair

By Bob Christensen, LLV Board Chair I would like to thank ALL the LLV volunteers and employees for their dedication and hard work in making 2019 another successful year. Without your determination and willingness to go above and beyond, we could have never made our busiest summer ever such a great success.

Numerous improvements have been made in the Village this past year. Lake Lane was resurfaced, the chalet has a new patio area, our roadway drainage systems have been repaired and upgraded in some areas, new landscaping at the main entrance along with new signs soon to be installed, the maintenance area has been reorganized to accommodate new trash and recycling compactors and all our amenity areas have received the necessary repairs that have been long overdue. There is still much to accomplish. I am confident that everything will be thoroughly addressed by the manager and our staff.

Once again real estate sales in LLV are up from the previous year. As of July 31st, forty (40) homes went to closing with less than a handful as a result of a foreclosure action. To date, LLV has collected $53,046.04 in Capital Improvement fees. We are anticipating another $18,000.00 by the end of September. These fees are collectable once a home or property is sold. These fees are used to make improvements such as the new patio, a new parking lot etc. Our capital improvements are a necessity with such a growing membership.

Now, more than ever, we need to improve our infrastructure. The demographics in our area are changing daily and it is imperative we continue to improve LLV’s infrastructure and amenities.

As with all Homeowner Associations that are successful, LLV depends on volunteers for committees, community events and support.

Volunteering can be very rewarding and a great way to make new friends. If you would like to volunteer in any capacity, it will be greatly appreciated.

Ranger Bob Williams Retires On Sunday, August 18, 2019, Ranger Bob Williams officially retired. We had a small celebration at the office building and invited the community. The office meeting room was filled with well wishers all morning. Bob was presented with a “shadow box” which contained his ID, keys, shoulder patch and shield.

Remodeling 101 I just wanted to say “Thank you” to David Maldonado, the new owner of 113 Cardinal. David recently purchased this residence and has transformed an eye-sore into a beautiful home that improves our community’s appearance. Thanks David the place looks terrific.

Before that he retired from the phone company after 30+ years.

He has already worked a lifetime and it’s time to smell the roses.

Bob Williams is one of the most pleasant people I have ever met.

It has been a pleasure working with him in the Village. We all wish him a very healthy and enjoyable retirement.

Battle of Locust Ridge CONTINUED FROM PAGE 1 Prior to the placement of the marker, few if any LLVers even knew that the Village was so close to such history. A popular misconception was that a battle of the Revolution was fought nearby.

Revolutionary connection

Indeed there is a local connection to the Revolution, but only an ancillary one: that being the Sullivan Trail built as part of Gen. John Sullivan’s expedition to drive out the British and Iroquois from the Wyoming Valley. The British had allied with the Iroquois in an attempt to open another front to force Gen. George Washington to weaken his army by dispatching troops away from the fighting in New York and New Jersey. “The ultimate objective of Sullivan’s Expedition was not just the Wyoming Valley, but more so, upstate New York to drive the Iroquois from there to the Ohio area,” explains Rick Bodenschatz, of the Historic Association of Tobyhanna Township.

According to Bodenschatz in his book, “The Revolutionary War Over the Pocono Plateau” (available at the Clymer Library in Pocono Pines), the expedition totaled 6,150 men, which was almost one-third of the entire Continental Army. To reach Fort Wyoming (Wilkes-Barre), Sullivan’s force hacked out a road through the “Great Swamp” (Tobyhanna Township) to a crossing over the Lehigh River northwest of LLV. Present day Route 940 follows that road, known as Sullivan’s Trail, from Pocono Pines to Locust Ridge Road (which skirts LLV’s western boundary) past Arrowhead Lake and onto Bear Lake. On May 30, 1779, an advance contingent of engineers encamped at Locust Hill (now known as Locust Ridge, part of which is within the western boundary of LLV). Five years later, on August 2, 1784, the battle of Locust Hill was fought. Keep in mind that the War for Independence lasted from 17751783. Also, the hill, several hundred feet high, was renamed Locust Ridge.

Bad times in the valley

These were tumultuous and complicated times for folks who had settled in the Wyoming Valley which lies to the northwest of the Village. Three Yankee-Pennamite wars, the first from 1769-1771, the second in 1775, and the third in 1784, ravaged the valley. Militias from Pennsylvania (Pennamites) and Connecticut (Yankees) fought over the valley which the Charter of 1662, granted by England’s King Charles II, gave Connecticut rights to land that stretched from the colony’s western border to the Pacific Ocean. However, Pennsylvania also claimed the valley based on a charter granted by the same king to William Penn in 1681. It provided for an area west of New Jersey, north of Maryland, and south of New York encompassing 28 million acres, which England had conquered from the Dutch in 1664. During this time, Connecticut had sent settlers into the valley. As a result, both Pennsylvania and Connecticut claimed the Wyoming Valley and went to war over it.

Third war—1784

The Third Yankee-Pennamite War was a response to ongoing Yankee occupation and attacks in the Wyoming Valley. Pennsylvania had had enough. The state of Pennsylvania’s Supreme Executive Council raised a Pennamite militia in July 1784. On August 2, 1784 a Yankee contingent of 30 men under the command of Capt. John Swift was sent from the Wyoming Valley to stop the Pennamite militia, led by Maj. John Moore, from entering the valley. They encountered the militia at Locust Hill. In the ensuing battle won by the Yankees, several casualties on both sides were reported. But, according to historical sources, only one life was lost: that of Jacob Everett of Moore’s militia.

Everett was buried at Locust Hill. Six days later, Col. John Armstrong returned with 315 militia and marched into the Wyoming Valley in pursuit of the Yankees, who numbered approximately 72 men. The Yankees surrendered, and the contingent that had engaged the Pennamites at Locust Hill were bound and handcuffed, and marched to jail in Easton. Sporadic fighting over the Wyoming Valley continued into the late 1700s.

Finally in 1799, Pennsylvania and Connecticut came to an agreement. Pennsylvania granted Connecticut settlers the right to settle in the valley as citizens of Pennsylvania. The ultimate result of these negotiations: Connecticut lost all claims to the region.

Where is Locust Ridge?

Slutter Road runs along the periphery of Locust Ridge. Sullivan’s men named it Locust Hill because of the great number of locust trees that then covered its slopes.

The summit of the ridge is marked by a cell tower that can be seen from Slutter Road.

LLVers can set foot atop the ridge by following Fawn Road past The Chalet and the Ski Hill up to where the AT&T tower and a radio tower are located. According to LLVers who have made the trek, the view is magnificent for miles and miles, especially at sundown. Caution is advised because the road narrows to about one-lane-and-a-half toward the summit.

The Silver Cannon Much has been theorized about a silver cannon that the Yankees left behind after the battle somewhere in the vicinity of Locust Hill. A number of folks have tried to find this artillery piece without success.

Rick Bodenschatz, of the Historical Association of Tobyhanna Township, says, “That is folklore. This tale is more so about Sullivan’s Expedition. Although they did leave wagons and perhaps cannon behind damaged in transit, these would be long gone from rot and rust over 240 years.

There are many tales about lost cannon seen in modern day, and never proven. I wish I had a dime for each of these stories.”

Cornhole Family Tournament Thanks to everyone that came out on Saturday for the 2nd annual “cornhole” family tournament. A personal “Thank you” to my friend Bruce who travelled 80 miles to cook hamburgers and hotdogs for the event. The tournament lasted several hours and our 1st, 2nd, and 3rd place finishers are as follows: 1st Place: Team Mike and Rich. Mike Roberts and Rich Matkowski. 2nd Place: Team Help Wanted. Joe Connolly and Shane Schick. 3rd Place: Team Rangers. Nicholas Jung and Lucas Jung. Everyone had a good time, built another great memory and a good afternoon.

Eileen Binns, Retiring Volunteer I thought it appropriate to recognize one of our most dependable and loyal volunteers who has decided to retire after many years of offering her assistance. When she informed me about her decision, I asked if she would allow me to do a small interview ,which she agreed too. Eileen has always been nice to everyone and we will be sorry to see her retire. Eileen and her husband Bill are longtime LLV residents. They bought property in 1979, built a house, and moved here full time in 1985. Eileen started volunteering immediately and she continued to volunteer until this year which totals 34 years. When I asked about her fondest memory, Eileen responded; “giving back to the community”.

When I asked her about any thoughts she would like to share with the community, Eileen responded; “I always enjoyed the girls in the office. The community should appreciate their efforts.” This week, 1st week of September, Eileen walked into the office and presented recreation with a check from the proceeds she receives from the raffled afghans she makes for enjoyment, to purchase new/needed equipment. The community is very thankful for the spirit and loyalty that you have demonstrated for so many years. Thank you, Mrs. Eileen Binns, for all that you have given back to this community.

On Saturday, August 10, at Locust Lake, several families pitched tents, some on the lawn and some on the beach. There was a DJ from 7-11 and a number of families could be found on the dance floor having a good time. There was a fire in which to make S’mores and by midnight, most were snug in their tents, except for Don Fantry, who sat in his chair all night next to the fire, so he could watch for bears. Early in the morning Don cooked omelets for hungry campers and there was coffee and orange juice. Everyone had a good time and no bears crashed the party.

20 Crews Battled For Trophies

As a highlight of Labor Day Weekend festivities at LLV, the Eighth annual Locust Lake Village Cardboard Boat Race, held Saturday afternoon, Aug. 30, shoved off from the beach at Pines Lake. With hundreds of fans jamming the shoreline, a record 20 total entries across youth, adult, and senior divisions readied their boats under a bright blue Pocono sky with a slight breeze coming in from the north. LLV Race Commissioner and Starter Nicole Hill was more than impressed with the turnout. “A large and lively crowd on the beach added to the excitement of the races,” Hill said. “And the wide variety of craft demonstrated the imagination and creativity of the crews and their families.”The crews followed a course from the north end of Pines Lake Beach to a slight left angle turn by the dock and AquaGlide, then a full left turn for the final leg of the race to the finish line at the boat launch near the south end of the beach. In order to qualify for category consideration, each boat was required to cross the finish line no matter where they were in the field. “If a boat unfortunately sunk,” explained Hill, “it still needed to cross the finish line whether the crew pulled or pushed it across.” Under LLV Boat Commission rules, each boat was constructed out of cardboard with duct tape the only bonding agent permitted. Paddle power was the only means of propulsion permitted, and crews were required to wear U.S. Coast Guard approved life jackets. Crews competed for first and second place finishes as well as category winners.

Many of the winners stated during award ceremony interviews with race co-anchor Fran Odyniec that no one individual took credit for victory. “Team effort,” including parents and friends, was repeatedly voiced by the winning crews. “Sure it was a display of creativity,” said Dee Kasarda, race co-anchor with Odyniec, of the day’s races, “but there also was a real sense of community on the beach and a lot of fun and excitement both on the water and on the shore.”

In the first cardboard boat race held in 2011, three boats comprised the field. Since then, the number of entries has risen, fallen, or remained steady due in most part to weather conditions.

In 2015, there were 13 entries; in 2016, 18 entries; in 2017, 11 entries; and in 2018, 18 entries. “We have plenty of room on the beach and on the lake for more than this year’s record 20 entries,” said Hill. “We look forward to even more boats in 2020.”

DMAP Program

On August 24, the LLV Archery Club hosted the Village’s annual Deer Management Assistance Program (DMAP) at the club’s archery range. LLV has been participating in the program since 2003. There were 23 participants this year, a good turnout. Andy Gross administered the program.

According to the Pennsylvania Department of Conservation and Natural Resources, the white-

tailed deer is the most influential wildlife species in Pennsylvania’s forested ecosystems. When there are too many deer for their habitat, they have a negative impact on the forests by eating so many tree seedlings, shrubs, and wildflowers that these plants cannot reproduce, and the forest ecosystem gets out of kilter.
