A special thank you to Scott Dippel and Ron Hough for their assistance with the hay ride as well as the Schultz’s for engaging children in fire safety and education during the event. The kids really enjoyed Raven Entertainment’s magic show, balloon twisting and games.

Following a meeting Wednesday of the Commonwealth Drought Task Force, the Pennsylvania Department of Environmental Protection (DEP) announced no changes in county drought declarations, despite recent precipitation. Conditions will continue to be monitored, with drought declarations reassessed when the task force meets again in two weeks.

With persistent dry conditions, groundwater levels and stream flows have been affected.

“While some stream flow has increased from the precipitation in the past 24 hours, longterm benefits to groundwater are uncertain, as groundwater levels often lag behind stream flow increases,” said DEP Acting Secretary Patrick McDonnell. “We’ll continue monitoring daily for two more weeks before determining whether drought declaration changes are warranted.”

Four counties - Carbon, Lehigh, Monroe, and Northampton - were put on drought warning status on November 3. Thirty counties were put on drought watch status.

Precipitation departure is one measurement— along with groundwater level, stream flow, and soil moisture—that DEP uses to determine drought status. In the 34 counties under watch and warning status, precipitation currently ranges from about 3 inches to almost 8 inches below average normals over the past 90 days.

Forecasts call for some continued precipitation over the next two weeks.

Citizens are encouraged to reduce their nonessential water use by 5 percent.

A drought emergency, which requires a proclamation from the Governor, has not been declared for any county. An emergency calls for mandatory restrictions on nonessential water use to protect water supplies as well as public health and safety.

The DEP has not issued any mandatory water restrictions.

Drought watch and warning declarations in late fall/early winter, while not common, have occurred several times in the past decade, in 2011, 2010, and 2008.

DEP suggests several steps citizens can take to voluntarily reduce their water use: • Run water only when necessary. Don’t let the faucet run while brushing your teeth or shaving. Shorten the amount of time you let the water run to warm up before you shower. Use a bucket to catch the water and then reuse it to water your plants.

• Run the dishwasher and washing machine only with full loads.

• Check for household leaks. A leaking toilet can waste up to 200 gallons of water each day.

• Replace older appliances with highefficiency, front-loading models that use

about 30 percent less water and 40 to 50 percent less energy.

• Install low-flow plumbing fixtures and aerators on faucets.

Township Ordinance Changes On October 12, 2016, the Board of Supervisors held a public hearing and adopted Ordinance 401A, an ordinance providing for the establishment of certain parking regulations, providing for the installation of appropriate signs to give notice thereof, and providing penalties for the violations. Ordinance 401A bans roadside parking on Park Road and Log & Twig Road.

In the same night, the Board of Supervisors held a public hearing and adopted Ordinance 401B establishing speed limits on Doolan Road. The speed limit on Doolan Road has now been restricted from 55 mph to 35 mph.

On November 9, 2016, the Board of Supervisors held a public hearing and adopted an amendment to the Township Zoning Ordinance, specifically section 110.8.H which addresses setbacks between structures. Ordinance 110.8.H addresses the minimum setback between unattached structures situated on the same lot which shall be the same distance as the height of the tallest structures.

This section shall no longer apply to sheds as defined in Ordinance 901 Definitions.

Menditto Recertified As District Judge Magisterial District Judge Paul D. Menditto was again certified as a member of Pennsylvania’s Unified Judicial System after successful completion recently of continuing legal education course work. Conducted by the Minor Judiciary Education Board (MJEB) and the Administrative Office of Pennsylvania Courts (AOPC), the education program for Magisterial District Judges is held in Harrisburg, PA. This week-long instructional program is designed to ensure that Magisterial District Judges remain current in a variety of legal topics and management techniques required to fairly adjudicate cases and effectively supervise a district court office.

PA ABLE Savings Program Opens in December PA ABLE is a savings program similar to the popular and successful tuition plans many parents have used to help pay for college. Intended to alleviate some of the financial challenges faced by families raising and caring for those with disabilities, the accounts allow families to continue to receive essential services while also planning for the future. Setting aside money to overcome barriers or for protection against serious setbacks would be encouraged instead of being penalized.

PA ABLE accounts: • Provide people with disabilities with a way to be more financially independent.

• Save on taxes; accounts grow tax-free and, when used for qualified disability expenses, are tax exempt.

• Protect eligibility for means-tested federal benefits and state disability, medical assistance, health, and student aid benefits.

Dingmans Ferry Lions Club Donates Event Proceeds for Childrens’ Vision Program On Saturday, October 1st, the Dingmans Ferry Lions Club celebrated 40 years of community service at their All-You-Can-Eat Breakfast. The event was held at the Township Building located on Wilson Hill Road.

Proceeds in the amount of $350 from the breakfast will go towards the purchase of a camera for Lions Kids Sight USA (lionskidsightusa.org). A nationwide program, Lions KidSight USA safeguards the vision of children, aged 6 months through 6 years. According to educational experts, 80% of learning is visual. Therefore if a child cannot see well, he or she cannot learn well. Yet most young children don’t get their vision screened until they have problems learning or paying attention in school. By then, it may already be too late to correct. Unless vision problems are detected early and corrected, they risk becoming permanent by age 7. The Dingmans Ferry Lions Club helps to catch these vision ailments in advance by providing free screenings to local children at events, as well as making visits to day care centers throughout the area.

EMERGENCY MGMT. CodeRED Selected to Replace Roam Secure Alert Network for Critical Communications in Pike County, Pennsylvania Following an extensive research, evaluation and competitive selection process of community notification and alerting systems by the Northeast Pennsylvania Regional CounterTerrorism Task Force, Pike County has switched from the Roam Secure Alert Network to CodeRED - a high-speed web-based emergency notification service provided by Emergency Communications Network (ECN).

Public safety officials across North America have credited CodeRED notifications with saving lives and successfully locating missing children, apprehending fugitives, and relaying timely evacuation notices.

“We are pleased to include the CodeRED solution as a key component of our communication strategy” said Tim Knapp, Pike County EMA. “It is important to us that we maintain transparent and time-sensitive communications to staff and residents to ensure their optimal safety. Not only will the service be deployed to issue general and emergency notifications, but registered residents will now receive automated severe weather warnings, providing them with the extra time necessary to take safety precautions. When critical communications must be delivered flawlessly, we are proud to partner with such an experienced company as CodeRED known for its reliable communications across multiple channels including voice, text, email, and social media, in addition to a mobile application that travels with residents and visitors throughout the County.”

Not only will CodeRED be used immediately to issue general, emergency and severe weather warning notifications throughout the county, but county officials will now also have access to the national Integrated Public Alert and Warning System (IPAWS) infrastructure. IPAWS is the nationwide system used to warn the public regarding national emergencies, localized imminent threats, and AMBER alerts.

Beodeker – Emergency Management Coordinator In 1945, composers Sammy Cahn and Jules Styne authored the classic winter anthem, “Let it Snow”—a hit for Dean Martin and covered by countless artists since. It tells the tale of two romantics who use the cover of a winter storm to allow their relationship to develop. Entertainment or musical appreciation aside, there is a lesson for us in the lyrics, where winter storms and accompanying bad weather are among our most significant risks as a rural community.

The opening lines of that tune go something like this-“oh the weather outside is frightful, but the fire is so delightful and since we’ve no place to go, let it snow, let it snow, let it snow”. So what value does that hold for us in regards to emergency preparedness? We can start by paying careful attention to weather forecasts on a local level and understand that conditions in our area can change rapidly for the worse or deteriorate suddenly without warning.

For commuters, it requires the additional understanding that winter weather even 15 or 20 miles from here may change significantly. You may have no problem getting out of town on any given morning, but the return trip may be more than frightful. Across my 26 years here in Delaware Township, I cannot tell you how many winter accidents I have responded to with the fire company where the travelers involved have said they were surprised by the conditions on the way since it is only raining in NJ. Take the time now to sign up for one of the free weather and emergency alerting services such as those offered by the National Weather Service or the statewide “Code Red”(information on how to do that is located in this newsletter).

Additionally, those lyrics could suggest that you really consider the necessity of travel during bad weather. Whenever possible, forecasts should be used to help plan non-essential trips prior to the arrival of the storm. While it is understandable that you may not be able to dismiss going to work, try to consider the possibility of leaving before normal time to be ahead of the weather or going in late to allow road crews to begin operations. Combine trips for non- essential reasons into your commute if possible. And above, all if you encounter severe conditions shortly after leaving your home or encounter closed or blocked roads- turn around or seek an alternate route even of this lengthens your commute. Consider the fact that if the school district is on a one or two hour delay, they have assessed conditions and determined that it is unsafe for your children to be traveling, wouldn’t it possibly be unsafe for you as well?

Also commuters should keep in mind the possibility of early dismissal and have a backup plan in place for the arrival of your children at the bus stop. During inclement weather, even older

children walking significant distances on community roads brings risks to their safety. A last point about travel safety, keep in mind that the state, local and private resources assigned to keeping roads cleared of snow and ice are limited at best in our area. By necessity that work to clear primary routes first and secondary and tertiary roads in order. The volume of snow and traffic on these routes impact how fast they are addressed and how often they are able to return. Be patient and travel at a reduced rate if you are out and about.

I interpret “the fire is so delightful” and “I’ve brought some corn for popping” to mean that these events do not have to become a crisis on a personal level, be prepared well before the event for you family’s needs and personal comfort. Since many of these events often lead to power outages, what are you prepared to do during that occurrence? Do you have a supply of food and water in reserve?

Can you find some way to keep warm?

If you use alternative heating systems such as wood, coal or pellet stoves, fireplaces or even kerosene heaters- do you have sufficient fuel to last for the duration of the event? Do you continually monitor them during use and is your home and family protected by carbon monoxide and smoke detectors?

All residents should be aware that these events are a routine occurrence in our area and as such, very rarely rise to the level of impact that meet the definition of a “limited or full disaster” declaration by the Board of Supervisors. PA Red Light Law Changes - Coming to a Complete Stop Remains Motorist must still come to a complete stop under Pennsylvania’s new red light law, Act 101 of 2016, according to the PA Department of Transportation.

The measure, deemed Ride on Red is intended to provide a legal option when motorcycles, small cars, and other vehicles, fail to trip the sensors at a red light. Motorists may then proceed with caution only AFTER coming to a complete stop to comply with the legal requirements of the new red light law.

Pennsylvania Vehicle Code, Title 75 subsection 3112, (c) (2), now requires treating a malfunctioning red light as one would a stop sign. The measure is intended to solve a practical problem while ensuring traffic safety.

Governor Wolf Awards $4 Million in Strategic Innovation Grants Governor Wolf has announced that the Pennsylvania Department of Labor & Industry recently awarded $4 million in Strategic Innovation grants to fund 14 programs across the state in support of the commonwealth’s Workforce Innovation and Opportunity Act (WIOA) Combined State Plan.

“The Strategic Innovation grants promote further my goals of jobs that pay, schools that teach, and government that works by encouraging creativity and innovation in achieving workforce development outcomes for both employers and job seekers,” said Governor Tom Wolf.

Job seeker programs will establish career pathways as the primary model for skill, credential and degree attainment.

Programs focusing on employers will work to improve the connection and responsiveness of workforce programs to the demand side of the labor market, and increase public-private investment in critical skills through multiemployer workforce partnerships.

“Developing workforce skills and connecting employers with qualified job seekers are efforts that require and often thrive by thinking outside of the box,” Labor & Industry Secretary Kathy Manderino said. “These efforts will strive to provide all Pennsylvanians, with an emphasis on Pennsylvanians with barriers to employment, an opportunity to obtain a job that pays, and support the spread of employer practices that create those very jobs.”

Brown’s Bill To Regulate Prescribing Of Controlled Substances Signed Into Law To address Pennsylvania’s ongoing opioid addiction crisis, Gov. Tom Wolf signed into law House Bill 1699, which was sponsored by Rep. Rosemary M. Brown (R-Monroe/Pike).

Brown’s legislation, now Act 122, will take effect in 60 days. “Today was a good day for the Commonwealth, as five good pieces of legislation were signed into law,” Brown said.

“It has been estimated that 5 million Americans are abusing prescription opioid pain relievers, which is leading to tragic consequences. I am proud that this bill has made it over the goal line, and I am hopeful this new law will help to prevent future addictions. A lot more work is necessary to address this public health crisis, and we will continue to work on solutions.”

Act 122 mandates that hospital emergency departments and urgent care centers may not prescribe opioids in quantities that last more than seven days and they may not write refills for opioid prescriptions.

“Emergency rooms are not where long-term medical relationships between doctors and patients should be established with highly dangerous drugs such as opioids,” Brown said.

“We need to be doing all we can to prevent addiction, and keep excessive pills off the streets.”

One of the grants will partner South Central PA Works with the Center for Employment Opportunities (CEO) to launch a transitional work program for formerly incarcerated men and women returning to Dauphin County.

The program includes life skills education, paid transitional employment, job coaching and job development services, job retention, support and follow-up services, and job training along career pathways.

“South Central PA Works is excited to partner with the Center for Employment Opportunities to create career pathways for formerly incarcerated citizens on parole supervision,” said Jesse McCree, CEO of SCPa Works. “Dauphin County has one of the highest recidivism rates in the commonwealth and this project will serve at least 100 formerly incarcerated people in a program focused on building a region where the opportunity for prosperity and growth exists for all.”

Share the Love: Make Sure Your Dog is Licensed Dogs have often been referred to as man’s best friend.

They are the first ones to greet you at the door and are happy to sit next to you while you read or catch up on the daily news. They are more than companions. They become members of our families.

That unconditional love is something they always give, and one way we can show that same love in return is by having them licensed.

The state Department of Agriculture and its Bureau of Dog Law Enforcement reminds Pennsylvanians that the best way to protect their dog is by ensuring that he has a current license.

In fact, a license increases the likelihood that, if separated, you’ll be reunited.

Therefore, licensing is not only the right thing to do, but it’s also the law.

Licensing makes sense The dog license application is simple to complete and only requires owner contact information and details about the dog being licensed, such as name, age, breed, and color. County treasurers, state dog wardens, animal control officers, and shelters use this information primarily to identify lost dogs and get them home safely.

Some counties in Pennsylvania do not have a shelter where lost dogs can stay, which means that these pets are transported several counties away, a situation that makes it even more difficult to reunite the dog and owner.

While county treasurers can share lots of happy stories about reuniting licensed dogs with their families, it’s disheartening to think that a

number of dogs can’t make their way back home simply because their owners haven’t taken this important step.

Throughout the spring and early summer months, dog wardens complete compliance checks by visiting homes to check for your dog’s current license and rabies vaccinations.

Some may wonder why these checks include the vaccination check. The reason is simple: Rabies is a fatal viral infection of the central nervous system that infected animals can spread. The virus can also be spread from animal to human.

Dogs can easily come into contact with such rabies carriers as raccoons, bats, cats, skunks, and foxes. Therefore, all dogs and nonferal cats (three months of age and older) in Pennsylvania must be vaccinated against rabies. These vaccinations must be administered periodically to maintain lifelong immunity.

Licensing requirements Under Pennsylvania law, all dogs three months or older must be licensed by January 1 of each year and should wear their license on their collar at all times.

The licensing fee is $6.50 for each spayed or neutered dog and $8.50 for other dogs. Older adults and people with disabilities may purchase a license for $4.50 for spayed or neutered dogs and $6.50 for others.

What are Pennsylvania’s dog licensing requirements?

• An annual license is $8.50 and a lifetime license is $51.50. If the dog is spayed or neutered, the annual fee is $6.50 and lifetime is $31.50. Pike County Dog Licensing If you are a dog owner in Pike County, it is important that you license your dog. Licensing is mandated by state law and is enforced by the Pennsylvania Department of Agriculture.

Fines for failing to secure a license range from $25.00 to $400.00. The Pike County Treasurer’s

office maintains a database of licenses that are issued, which enables lost dogs to be returned to their owners more readily. This reduces costs incurred by the municipalities when the Humane Society must take possession of a lost dog. There are three types of dog licenses:

Winter Gardening in Southern Italy

By Carol Padalino For the past few years I have spent the fall months of September, October and November in Gizzeria, Italy, located in the province of Catanzaro, in the Italian region of Calabria. I don’t think of this time as a vacation but as a learning experience and adventure.

I get to know and visit with the people, learn about their customs, enjoy the simple but always fresh food, enjoy the beach and the Tyrranean Sea, and experience the wonderful climate of southern Italy. With the Tyrranean Sea on the west, the Calabria area has a mild winter, a “green winter” where gardens are active all year round. Gizzeria’s climate is classified as warm and temperate. There is more rainfall in the winter than in the summer. As a result, autumn is an excellent time to plant when gardener’s are able to use the natural rainfall. No watering means less work and less weeding.

Most of the leafy vegetables which go to seed in the too hot summers grow much better in the mild climate areas during the winter. And in the autumn, the ground is still warm even as the air starts to get cooler. You have to save the tomatoes, eggplant, zucchini and peppers for summer because they need the heat to ripen. Gardeners here are planting cabbage, broccoli, lettuce, celery, chard, spinach, arugula and broccoli raab. I also see garlic, scallions shallots, anise and parsley being planted as well.

One of my favorite plants, in the small garden that I started a few tears ago, is the rosemary, a great Italian aromatic culinary herb. Etruscans were already using rosemary as a stuffing for fish in around 300 B.C. They believed that rosemary’s capable of warding off evil spirits and would also use masses of the plant when they buried their deceased. In ancient Greece, students wore garlands made from rosemary branches to assist their memory. The oil in the rosemary plant can also be used as a cure for respiratory ailments, colic, anxiety and depression. In the garden rosemary is a wonderful plant that resists poor, dry, alkaline soils and revels in both bright sunshine and dappled shade. It provides an evergreen structure that will remain full and healthy for many years. Rosemary is also very useful in the ecological Italian garden as it it one of the best flowers for honey production. Honey made from the rosemary flowers is of a superior quality and bees love it. In just a few years, my small rosemary plant has become a shrub. With yearly pruning, I keep the growth under control so it doesn’t take over the small garden. It has become one of my favorites along with several lantana and hibiscus bushes. I depend on these for constant color. Even with two or three prunings during my stay, the flowers keep coming. The extended gardening season is one of the reasons I always look forward to autumn in Italy where I can work with Mediterranean plants and learn gardening techniques from the Italians.

Q. (Dingmans Ferry) Dear Sensei our 13yr old daughter is starting to take an interest in music and

wants to learn how to play a violin and she is getting very good grades in school and gets along well with her friends but when she misses a note on her violin or is challenged in a debate she displays a swirl of mismanaged emotions. She seems to have no inner strength or no self-esteem when challenged. Is there any way you think we can try to help her get a strong grip on her emotions?

A. Very few people feel they have complete self-esteem in all areas especially a 13yr old. A lot of times, popular kids in school seem like they have tremendous self-esteem. But they might only have it in just one area. But they can have lots of insecurities and problems with their personal performance, their parents and outside acquaintances.

Self-esteem doesn’t exist in areas where you have insecurities.

For your daughter to get self-esteem, she first has to start loving herself and believing in herself and try not to take her mistakes in her life so seriously. Rather, try viewing mistakes as part of the adventure in life or as a learning experiences.

There are many successful people who have failed over and over but kept trying no matter what because they no longer fear failure. I myself as a martial art competitor, for every one trophy I won out of my 590 trophies I lost two or more times for that one. I was trained to view my failure as an adventure in life, and an opportunity to learn and grow. Tell your daughter to keep practicing on a consistent basis so she can build a giant reservoir of confidence and self esteem so she can then enjoy fun and fulfillment from the adventures in her life.
