By Marie Kuhnen “Jack Where is the bird?” We stand patiently awaiting the answer, but our friend is so deeply involved he only has time to say: “Too late. It’s gone.” So many times this has happened. He has amazing eyesight and quick identification skills (and is usually, but not always right.) At 50 mph he is driving along the Delaware River looking for eagles. Most of us are straining to focus on the trees and let alone on the birds sitting in them. Invariably Jack is first to spot an eagle and also the first to set up his scope.

Remember when we were going along the Lackawaxen in a downpour? The future looked bleak. Suddenly he stopped the bus and set up the scope in the aisle. All thirty of us had the opportunity to be enthralled by the handsome head of the bird that filled the entire field of the scope! Another time he spotted a roost on the ridge. Thirteen eagles were in the field, eight of them in one tree. That was the weekend when we ended ups with 94 sightings, with a (Continued on Page 14)

The Museum renovation is well underway. Displays have been reconfigured, relocated and increased. The Tocks Island media room was well received at its unveiling at Christmas.

This room is dedicated to information on the “Death of a Village,” (Dingmans Ferry), and is equipped to display video presentations related to this area. The Museum will be open, free of charge, the second and fourth Saturdays of each month, from 10:00am to 2:00pm during our season of March through October. We also will be having a Grand Reopening when construction of our new room is completed (time and date to be announced).

We will be presenting eight (8) monthly live or filmed presentations during our active months this year. These will be held on the third Thursday of the month, 7:00pm, at the Delaware Township Municipal Building. As usual, these programs will be free of charge.

The Society continues its support of the Dingmans Ferry Theater Project, created by Dennis Lee, our Vice President. Theater construction is progressing rapidly and photos of the project can be viewed on our web site photo page. Donations on behalf of this worthy project can be made to the Dingmans Ferry-Delaware Township Historical Society.

We are planning a Flea Market/Yard sale for May 16th at our Museum in Akenac Park.

Space will be available for rent for the one-day event. The Society will be advertising the sale and will be having a space of its own. Donations to our tables are appreciated.

Delaware Township Board of Supervisors is seeking volunteers to serve in staff positions within the Township’s emergency management organization. Volunteers will assist the Emergency Management Coordinator in the administration of the township’s Emergency Operations Plan and the implementation of this plan during declared disasters.

Opportunities exist in both administrative and field positions. A valid Pa. Drivers license and background check are required No experience is required but any background in planning or emergency services is a plus and training will be provided. New Law Allows Landowners to Mark Properties with Purple Paint Pennsylvania has joined several other states in adopting a “purple paint law,” which provides landowners with an alternative to marking their properties as “no trespassing.”

Under the new law, landowners may paint purple stripes on trees or posts to mark their properties. The lines must be vertical and at least 8 inches long and 1 inch wide. They must be 3 to 5 feet off the ground, readily visible to a person approaching the property and no more than 100 feet apart. While the law does not specify a certain shade of purple, a number of paint manufacturers offer a product called “No Hunting Purple.”

Previously, the only way landowners could post their properties was by posting signs that would deteriorate over time. The law applies everywhere, except in Philadelphia and Allegheny counties.

Coronavirus: What You Need to Know With Coronavirus having been confirmed in five U.S. states so far, the Pennsylvania Department of Health is urging citizens to learn more about the virus and how to protect yourself.

Coronaviruses are a large family of viruses that are common throughout the world. They can make people and animals, such as camels, cats and bats, sick. These viruses, at times, can evolve and infect people, then spread through human to human contact, just like the flu or a cold. Symptoms are also similar to flu or cold, including runny nose, headache, cough, sore throat, fever and a general feeling of not being well. The virus can sometimes cause lower-respiratory tract infections as well.

To protect yourself and others, cover any coughs or sneezes with your elbow, do not use your hands; clean surfaces frequently, such as countertops, light switches, cell phones and other frequently touched areas; and contain the spread of any sickness by staying home until you are feeling better.

Annual Tribute to Veterans On Veterans Day 2019, the Tilghman-Angle-Smith Post 851 American Legion held their annual tribute to Veterans. After the Color Guard and Pledge of Allegiance to our Flag, speeches were made by Steve McBride, Rick Koehler, Pastor Neilson of Holy Trinity Lutheran church and Commander of Post 851, Ollie Simmons. Each speaker shared Hank Oswald of special stories and outlined Dingmans Ferry, PA the importance of honoring a Veteran. Hank Oswald seated with the crowd rose to mention how happy he was to see Eagle Scout Matt Budd in attendance. Mr. Oswald addressed the younger scouts with how the skills they are learning now will help to shape them later in life. He shared this sentiment with them, “You’re our future. You’re our tomorrow.” Commander Ollie Simmons reminded us that the best way we can give thanks to a Veteran is to be an American worth defending.

As cited on the History Channels website, Veterans Day originated as “Armistice Day” on Nov. 11, 1919, the first anniversary of the end of World War I. Congress passed a resolution in 1926 for an annual observance, and Nov. 11 became a national holiday beginning in 1938. Unlike Memorial Day, Veterans Day pays tribute to all American veterans—living or dead—but especially gives thanks to living veterans who served their country honorably during war or peacetime.

2020 Commercial Vehicle Permits Available For US Route 209 National Park Service officials at Delaware Water Gap National Recreation Area want to remind commercial vehicle operators that US Route 209 commercial vehicle permits are available for sale for the 2020 calendar year. The cost is $200 per vehicle. Permits are non-transferrable and are valid for a calendar year, expiring on December 31.

To be eligible for a permit, commercial vehicles must have four or fewer axles and be owned and operated by a business located in the recreation area or one or more of the adjacent municipalities, or necessary to provide services to businesses or persons located in the recreation area or one or more of the adjacent municipalities. The adjacent municipalities are defined by Public Law 109-156 as: Delaware Township, Dingman Township, Lehman Township, Matamoras Borough, Middle Smithfield Township, Milford Borough, Milford Township, Smithfield Township, and Westfall Township in Pennsylvania.

All commercial vehicles may travel on US Route 209 between Mile 0 and Bushkill Falls Road and between Milford and the Route 206/Delaware River toll bridge without a permit. All commercial vehicles traveling on US Route 209 between Bushkill Falls Road and the Route 206 toll bridge are required to have a valid Commercial Vehicle Permit.

The term “commercial vehicle” is defined as a vehicle that is used in transporting movable property for a fee or profit, either as a direct charge to another person, or otherwise, or used as an incident to providing services to another person, or used in connection with any business.

Permits may be obtained in person at Bushkill Meeting Center, which is open Wednesday through Saturday from 10 am to 4 pm. Permits may also be obtained by mail by downloading the application from our website at https://www.nps.gov/dewa/ planyourvisit/fees.htm and mailing the form and your payment to Fee Program Manager, 1978 River Road, Bushkill, PA, 18324.

FINDING FOCUS Another new year and another new decade are well under way and that chronology itself helps me find some themes for this article. As everybody who has ever had an eye exam knows, 20 /20 is used as the standard for what is accepted as “perfect vision”. However, in the always dynamic world

of emergency services having “perfect vision” is not a regular occurrence.

Changing demographics, new development, evolving hazards (coronavirus), political realities and other considerations often obscure the ability of emergency managers and response personnel to focus clearly on challenges

faced both short and long term. Just as a person with less than 20/20 vision may require glasses or contact lenses to see clearly, emergency personnel must view activities with the aid of different “lenses” to see more clearly the activities, paths and resources necessary to keep our communities and

responders protected and prepared for any disaster.

These “corrective” lenses are essentially found in the various written plans and procedures required by the state and other regulatory agencies specific to our township and designed to help us see things both close up and in the distance with regard to mitigation, preparation, response and recovery.

Just like going to the eye doctor regularly to make sure your glasses are still adequate, the “corrective” lenses of emergency plans and procedures must be re-examined regularly to insure proper focus.

With those thoughts in mind, 2020 happens to be the year that Delaware Township is due for a formal review and revision of its Emergency Operations Plan and all associated documents. Since the last revision 2 years ago, there are many new items to be considered and many pieces of existing information that need to be updated to properly reflect current status or conditions. These include things like verifying specific hazards and vulnerabilities within our community, are resources adequate or available to meet the hazards and risks, who is assigned to what functions and activities during emergency operations, how the township disseminates information during disasters and updated / accurate contact information for people and organizations that may be involved in any phase of emergency management activities. As Emergency Management Coordinator overseeing this update is one of my primary responsibilities and the work on the review of the components of the “basic” plan is already underway.

Soon, work on the update to our Notification and Resource Manual, which is considerably more involved will begin. Either designated

township employees or myself will be reaching out to all the businesses, planned communities, churches, camps, etc for updates of critical information that will allow us to better serve all of our residents with the limited resources available during response and recovery, identify priority risks, as well as build more effective partnerships. An example of these kinds of efforts is recent meetings with the contractors working on the new shopping center and receipt of the “Site Emergency Response Plan” to aid both them and us should an event occur during construction.

Another “focus” for this revision cycle is to once again attempt to recruit a cadre of volunteers to assist in all phases of the emergency management process. Interested residents will be provided free training commensurate with the tasks / activities they would be assigned to and form the backbone of ongoing planning efforts and initial response in support of regular employees and personnel from the fire company and ambulance corps.

All volunteers would be “registered” officially with the commonwealth and therefore covered by insurance for all activities.

We will be advertising soon for these volunteers and an open informational session will be held sometime later this spring to support this recruitment effort.

Looking to the future we will also be seeking a person or persons to serve as “Deputy Emergency Management Coordinator”officially “appointed” by the Board of Supervisors and confirmed by the state, with specific requirements for certification and the eventual assumption of the EMC position as my life focus changes as I approach 30 years of emergency service to the township,

often in multiple roles .

It is fairly common knowledge among all residents in all the townships and counties in the Commonwealth that volunteer emergency services, particularly those responsible for Emergency Medical Services at both a basic and advanced life support are in crisis and it is well past time to consider that a new ”focus” and “vision” may be required-looked at through corrective lenses that may take some getting used to for the citizens and political leaders who will have to take a long hard look at how to see the future of volunteer services across the state and the nation.

These debates and conflicts about solutions are not unexpected when we live in a society where some very prominent national marketing campaigns are based in concepts like“ONLY PAY FOR WHAT YOU NEED” or urge you to use a “NAME YOUR PRICE TOOL” -as examples of our modern shortsighted focus on the now- versus the ability to see the long term cost. As this new decade begins, all of us- responders, citizens and most importantly, our political leaders at all levels are going to have to decide the future of public safety on a balance of cost and what level and timeliness of service are acceptable for the majority of calls, events and disasters.

As many of us know, our grandparents used to say- “you get what you pay for” and modern levels of service, preparedness and response simply cannot

be provided when funded at levels that have not progressed in accordance with the demands for and the new required levels involved. Even on a personal level each of us must decide within our own household what preparedness needs we will pay for and what value there is in being properly equipped to withstand the effects of a long- or short-term disaster. As those within the Township responsible for establishing this vision for 2020 and

beyond revise these plans and procedures for the protection of all, we urge to you to get involved, join us at some level, help your neighbors, contribute to the effort to make sure we are paying for “what we need” - even if that means some additional costs must be incurred. Review your own situations and needs because with that basic level of evaluation and ability of self-reliance you contribute to a safer, more resilient community.

As the season changes from winter to spring, the warmer weather often means moving our daily activities to the outdoors. Delaware Township is a beautiful place to be when the sun is shining and the the weather is nice. Prevention is key for avoiding house fires. Being that most fires can be prevented, it is important to keep these ideas in mind when creating a clean and safe environment around your houses and property for the upcoming season.

• Electrical Appliances: It is important to keep all appliances unplugged when they are not in use. Make sure that all cords are in proper condition and are not frayed or tattered. Avoid running cords under carpets or across walk/door ways to avoid damage to the wires. Extension cords should be used only temporarily and all major appliances should be plugged directly into the wall sockets. Be sure to check electrical appliances for water leaks, especially as snow is melting make sure that electrical appliances are kept safe and dry. When doing laundry be sure to empty the lint filter so it does not catch fire and that the area surrounding the dryer is clear from combustible items such as cardboard / boxes.

• Kitchens: Keep kitchen counter tops free of clutter. Be sure that there is no grease dripped or splattered on the stove or counters. Grease and other spills should be cleaned up immediately. Keep oven mitts and other kitchen utensils that may catch fire away from the stove top. Do not leave children unsupervised in the kitchen and be sure to turn all pots and pans handles toward the back of the stove so they are not easily knocked over or spilled.

• Fire Protection & Safety Equipment: You should also add checking your alarms and safety equipment to your spring cleaning list. Fire extinguishers, fire alarms, smoke detectors, and carbon monoxide detectors save lives! These devices should be tested routinely.Test your alarms and be sure to change the batteries as needed. Batteries should be changed at least once a year and if the device is over 10 years old it should be replaced entirely. Extinguishers can last up to 10-15 years, make sure it is in a safe and accessible spot for people to reach in an emergency.

Outdoor Activities Some of the most memorable and best times can be spent outside in nice weather with family and friends. Whether it be around a campfire or serving a barbecue, it is very important to be cautious when spending time around these flammable activities.

• Grills: When using the grill you must remember to always keep it clean and attended. Make sure before and after each use, that the grill is cleaned of all food, fats and grease. It is recommended that you keep the grill at least 10 feet away from the structure of your home in case something is to go wrong, it is less likely to reach the home.

Never leave a grill unattended, with the unpredictable weather and wild animals in NEPA it is likely that the grill can be easily knocked over • Fire Pits: Be sure that your firepit is at least 25ft away from the structure of your home,garage, or shed. Never burn pine cones or paper products because these materials may cause floating embers. Clear the surrounding area around the pit incase of any sparks or embers. When having a campfire be sure to have a bucket of water or a hose nearby in case of an emergency. Never leave a fire unattended and when putting the fire out, have someone stand by to assure that it is completely out.

• Smoking: If you or someone you know is a smoker it is very important to practice these safe smoking habits. If you are cautious, smoking related fires are very avoidable. Make sure that smoking takes place only outside and that a proper ash tray is used when putting the butt out. Plastic cups, cardboard, paper towels and similar household items can all easily set fire and cause an emergency. Be sure to use a proper ashtray. One that is deep and filled with either water or sand. Remember to avoid smoking in areas where you may be likely to fall asleep.

Spending time outside in the beautiful weather is one of the best parts about Delaware Township and NEPA. But it is extremely important to be cautious and aware of our surroundings to keep us, our families and our properties safe. By taking the right steps and following these tips it is very possible to avoid a fire or emergency situation.

LEGISLATURE Gov. Wolf Signs Bill to Protect Victims of Human Trafficking Governor Tom Wolf signed Senate Bill 60 into law in February, elevating • a human trafficking offense to a first-degree felony, increasing fines and prison times, and changing the definition of child in the current statute to include anyone under age 18 instead of age 16. “The trafficking of humans is unthinkable and that of children is especially reprehensible,” • Gov. Wolf said. “No crime involving exploiting humans should be handled lightly and so I am pleased to sign these stricter punishments and increased offenses for those who commit this heinous crime.”

Raise the additional fine amount to at least $1,000 for a first offense; $5,000 to $25,000 for a second offense; $10,000 to $50,000 for a third • or subsequent offense; or $10,000 to $50,000 where the victim of sexual servitude was a minor at the time of the offense.

Increase the grading of the offense to a 1st degree felony, punishable by up to 20 years in prison and/or a fine of up to $25,000, if it involves sexual servitude.

Increase the maximum possible penalty to up to 40 years in prison if the victim is a minor and if this is part of a course of conduct of subjecting minors to sexual servitude.

Increase the grading of the patronizing a victim of sexual servitude offense to a 1st degree felony if the person engaged in the act knowing it was the result of the individual being a victim of human trafficking.

Make it a 3rd degree felony if the person engaged in the act with reckless disregard that it was the result of the individual being a victim of human trafficking. Any second or subsequent offense will be a 1st degree felony.

NEWS FOR CONSTITUENTS Pennsylvania “Do Not Call” List Now Permanent

Legislation providing for a permanent “Do Not Call” List has been signed into law as Act 73 of 2019. Additional provisions require a telemarketer using robocalls to provide an opt-out process for the called party within the first few seconds of each call and to include a toll-free call back number that directly connects a person to the opt-out process if a message is left. Telemarketing calls are also now prohibited on legal holidays. The “Do Not Call” List is administered and maintained by the Office of the Attorney General’s Bureau of Consumer Protection.According to the Office of the Attorney General, all consumers previously registered are permanently enrolled and not required to re-register. Low-Income Home Energy Assistance Program (LIHEAP) Season Now Open

The state Department of Human Services is reminding Pennsylvanians that the 2019 2020 Low-Income Home Energy Assistance Program (LIHEAP) season is still open. LIHEAP helps low-income families pay heating bills via a cash grant. The cash grant is a one-time payment sent directly to the utility company/ fuel provider to be credited on the bill. Grants range from $200 to $1,000 based on household size, income and fuel type. Households in immediate danger of being without heat can also qualify for crisis grants. Visit the program’s website to learn more about the assistance, including the income requirements.

Applications are accepted online using COMPASS, by paper or in-person at your local county assistance office.

Hot or Cold – Pets Must Be Protected From Extremes

Temperature extremes, both hot and cold, can be life-threatening for illegally tethered dogs, according to the PA Department of Agriculture and the Humane Society of the United States. Libre’s Law, passed by the Pennsylvania Legislature in 2017, restricts tethering to less than 30 minutes when the Fahrenheit temperature drops below 32 degrees and rises above 90 degrees. Dogs and cats in imminent danger from temperature extremes while left in an unattended motor vehicle can be rescued under Pennsylvania’s Motor Vehicle Extreme Heat Protection Act signed into law in 2018. After a reasonable search by law enforcement and safety professionals for the vehicle’s owner, Act 104 of 2018 permits rescue of an endangered pet, without fear of liability for damages to the vehicle or its contents as a result of the effort. Following the rescue, a note is required to inform the vehicle owner where to pick up their pet.

Report animal cruelty to your County Humane Society Officer, local or PA State Police, or your County District Attorney. Penalties for violating PA’s dog law range from a summary offense to a misdemeanor of the second or third degree to a felony of the third degree.

Rules for Road-Killed Deer

According to the Pennsylvania Game Commission, residents can pick up road killed-deer and turkey only for consumption purposes, but must obtain a permit within 24 hours. Consumption permits are issued from the region offices. Call the office that serves the county where the animal is located, directly.

With a one in 52 chance, Pennsylvanians are third likeliest in the nation to be involved in a collision with a deer. Hunters should note that consumption permits for road-killed deer are separate from seasonal bag limits. To report a dead deer for removal from state-maintained roads, motorists can call the Pennsylvania Department of Transportation at 1-800-FIX-ROAD.

Tackling Roundabouts

Transportation roundabouts, a circular intersection in which road traffic is permitted to flow in one direction around a central island, have been successful in preventing injuries and saving lives, according to the Pennsylvania Department of Transportation (PennDOT). Examining Pennsylvania’s first modern roundabouts, PennDOT found a reduction in minor and moderate-injury crashes. At the same time, major-injury crashes and fatalities were eliminated where roundabouts replaced traffic signals and stop signs. Modern Roundabouts being used by federal, state, and local governments require a few simple steps for safe counterclockwise navigation: Approach slowly. Yield to pedestrians upon entering and exiting the roundabout. Do not stop in the roundabout.

Allow approaching emergency vehicles to enter and exit the roundabout before you enter. Motorists already in a roundabout when an emergency vehicle approaches should continue and leave at the intended exit before pulling to the side of the road, allowing the emergency vehicle to pass.

Tree Donation Delaware Township was the recipient of a 4 foot evergreen tree donated by Dennis Lee. Delaware Township’s Recreation Commission plans to use the tree in future years as part of the Township’s tree lighting ceremony, held during the annual Christmas in Akenac Park event. Birding With Jack Continued from Page 1 minimum of 65 different birds. (We always take care that do not count the same bird twice.) PEEC weekends for eagles, warblers, or hawks were always enriched when he was along. He enriched us with tales of local history. And, of course there were handouts full of information and often

great reading. The story that really stands out is of a private trip with six of us in the car. On top of a juniper in Zimmerman Flats sat an immature golden eagle. We stopped. Jack hopped out followed by the rest of us in a tumble.

He had spotted a group of turkeys in the woods

just across the road in the forest. Of course the eagle took off, being frightened by us. However, it did not leave. It, too had spotted the turkeys and headed for them. He circled about 20 feet above our head band headed into the forest near the turkeys. From a perch in an oak it suddenly lurched off toward the turkeys but it could not control its mighty wings in the dense undergrowth. It managed to get back to a perch and instead of leaving it, it tried two or three more time with the same results. Those wings were just too big to manage in a forest. After the third try the turkeys suddenly realized something was amiss. They suddenly turned up the hill and ran out of sight. Of all things, the eagle tried to follow!

That must have been one hungry (and inexperienced) bird! And so over the years

I have shared hundreds of birding and botanizing experiences with Jack, regardless of the weather or circumstances. So many have been treasured: the finding of the black-backed woodpecker, the listening to an orchard oriole in full song right next to our car in an utter downpour, the trips to the North Shore with him and and the staff in search ducks and oceanic birds and so on. Especially outstanding have been our Big Day experiences. Our group of four (Fred Tetlow, Jack, Mike Rosenthal, and I) has been doing this for thirty-five years. Last Tuesday was the thirty-fifth year. Then the next day Jack would have to fly to Los Angeles or attend some high-powered meeting somewhere. What energy!

May these experiences continue for all of us. Jack,
